Report shows widespread abuses, including murder, rape and forced labor.
DUBLIN, January 19 (CDN) — Burmese soldiers are systematically using forced labor, torture and rape to persecute majority-Christian residents of Chin state in western Burma, according to a report released today.
Entitled, “Life Under the Junta: Evidence of Crimes Against Humanity in Burma’s Chin State,” the report by Physicians for Human Rights (PHR) documented “extraordinary levels of state violence” against the Chin ethnic population in Burma, also called Myanmar.
Due to the influence of U.S. missionaries last century, the Chin are estimated to be 90 percent Christian, and the study indicates that it is therefore difficult to separate religious attacks from ethnic and other human rights abuses. Persecution of Christians is reportedly part of a wider campaign by the Burmese junta to create a uniform society in which the only accepted religion is Buddhism, according a 2007 government memo circulated in Karen state giving instructions on how to drive Christians out of the state.
Respondents who were specifically targeted for their Christian faith and ethnicity said soldiers had threatened them with the destruction of their homes or villages and threatened to harm or kill family members. A total of 71 households from 13 of 90 villages and towns surveyed also said government authorities had destroyed their local church buildings.
The most brutal attacks included the forced conscription, abduction or murder of children under the age of 15, and the rape of men, women and children. Burmese soldiers, locally known as the Tatmadaw, also confiscated food, livestock and other property and forced families to grow the cash crop jatropha, used to produce biofuel, instead of food crops required for basic survival. The study states that this caused many Chin to flee across land borders to India or Bangladesh.
Burmese soldiers were responsible for 94.2 percent of all specifically ethnic and religious incidents in the survey, supporting claims by advocacy organizations such as Christian Solidarity Worldwide that the military government is systematically working to “cleanse” Burma of ethnic and religious minorities.
Government agents also placed votes for Chin residents during national elections last November, warning them that soldiers in a nearby camp were ready to arrest them if they complained, and ordered a church to close after the pastor refused to wear a campaign T-shirt. When asked why the Burmese army acted as it did, 15 percent of respondents answered, “Because we are Christians.” Another 23 percent replied, “To persecute us,” and a further 23 percent said, “Because we are Chin.”
The report confirms evidence submitted to the United Nations for Burma’s Universal Periodic Review, to take place in Geneva from Jan. 24 through Feb. 4, that holds the ruling military junta responsible for widespread abuse of its citizens.
‘Crimes Against Humanity’
PHR and five partner organizations, including the Chin Human Rights Organization (CHRO), used scientific methods to carry out the survey in the early months of 2010, training 23 local surveyors to question a random sample of 621 households across all nine townships in Chin state. PHR identified the households only by survey number to protect their identity.
Those interviewed reported a total of 2,951 incidents in the previous 12 months, of which 95 percent were carried out by the Tatmadaw, local government officials, Burmese police or border security forces.
The report made a clear distinction between internationally recognized “crimes against humanity” and general human rights violations. Of the crimes against humanity, the most prevalent was forced labor for 91.9 percent of those surveyed, followed by ethnic-religious persecution at 14 percent. After these crimes came arbitrary arrest, detention or imprisonment at 5.9 percent, abduction at 4.8 percent, torture at 3.8 percent, rape or other sexual violations at 2.8 percent, murder at 1 percent and miscellaneous abuses at 0.2 percent.
As for lesser human rights violations, 52.5 percent of households surveyed reported livestock killed, 50.6 percent were forced to give food, 42.8 percent forced to give money, 12.8 percent had property attacked or destroyed, 11.2 percent had family members beaten and 9.1 percent had family members wounded from gunshots, explosions or deadly weapons.
In many cases, people suffered from the full range of human rights violations.
Six households, or 1 percent of those surveyed, reported family members killed by the Tatmadaw in 2009, with two households reporting multiple family members killed, and two of the victims being under the age of 15. Three of the six households believed they were specifically targeted because of their ethnicity and Christian faith.
An elderly grandfather who spoke to PHR in March 2010 said he felt depressed and helpless after a year when the Tatmadaw killed an 18-year-old family member and forced others in the family to build roads, porter supplies and carry weapons, threatening to kill them if they refused. The military also stole livestock, demanded food supplies, and forced the family to grow a single crop rather than food crops needed for basic survival.
“We dare not refuse the Tatmadaw, as even mothers with little children are beaten,” one respondent said.
Burmese soldiers tortured more than one person in the family of a 46-year-old man, while local government authorities forced them to relinquish livestock, food and money. Seventeen percent of torture victims and 29 percent of rape victims were under the age of 15.
A 36-year-old father of five in Paletwa township said Burmese soldiers had raped more than one member of his family at knifepoint within the past year, arbitrarily detained another member of the household at gunpoint, conscripted a family member into the army and burned down the church that once stood in his village.
In a foreward to PHR’s report, Richard Goldstone, a PHR board member and former U.N. chief prosecutor, and the Rev. Desmond Tutu of Chairman of The Elders, an independent group of prominent global leaders, urged that a U.N. commission of inquiry be established to investigate reports of human rights violations in Burma.
“It is unconscionable that suffering as dire as that of the Chin people under Burma’s dictatorship should be allowed to persist in silence,” they wrote.
They also urged Burma’s immediate neighbors and trade partners to use the occasion of Burma’s Universal Periodic Review to discuss the violations committed in Chin state and elsewhere in Burma, and work towards an alternative ‘roadmap’ to democracy for the Burmese people.

Evangelistic team cheats death; separately, stray gunshot leads to false charges.
RAWALPINDI, Pakistan, July 15 (CDN) — Suspected Islamic extremists fired bullets into the car of a Christian evangelist with impunity last month, while in another Punjab Province town stray gunfire led to two Christians being falsely accused of murder.
Following a youth revival in Essa Nagri, near Faisalabad, the Rev. Kamran Pervaiz, a guest speaker from Rawalpindi, was in the passenger seat of a Toyota Corolla returning to Faisalabad with his team on June 25 when 12 armed men tried to stop their car, the pastor said.
Pastor Naeem Joseph, an organizer of the revival, was leading the ministry team by motorbike, and he led them past the armed men as they reached the Narawala Road bypass at about 1:15 a.m.
“I didn’t stop,” Pastor Joseph told Compass. “A gunshot was fired at me, but it missed, and instead of going straight I turned right towards the Sudhar bypass and took the motorbike into the fields.”
Pervaiz Sohtra was driving the car.
“Rev. Kamran asked me to increase the speed,” Sohtra said. “The armed men shouted to stop and directly fired at the car. I saw from the rearview mirror that they were coming after us, and I told everyone to stay down.”
The rear window suddenly broke to pieces as bullets pierced the car.
“Pervaiz [Sohtra] turned off the lights and took the car into the fields and turned off the engine,” Kamran Pervaiz said. “The attackers drove by, near the road, without noticing the fields. No one was injured. We were all safe.”
Pervaiz said he was certain that they were targeted because of their involvement in the Christian revival meeting; response to Pervaiz’s preaching jumped when a crippled man was healed after the evangelist prayed for him at the event. Muslim groups had warned the Christians to abort the meeting after banners and posters were displayed across Essa Nagri.
“A local Muslim group tore the banners and threatened us, telling us not to organize the meeting or else we would face dire consequences,” said Salman John, one of the organizers.
A police patrol responded to the ministry team’s emergency number phone call, reaching them in the field shortly before 2 a.m. and escorting Pervaiz and the others in their bullet-damaged car to Model Town, Faisalabad.
Pastor Joseph filed an application for a First Information Report (FIR) at Ghulam Muhammad Abad police station in Faisalabad. Acting Superintendent Shabir Muhammad took the application but declined to register an FIR due to pressure from local Muslim groups, he said.
“I am trying to register the FIR, but the things are out of my control at higher levels,” Muhammad told Compass.
In Gujrat, by contrast, police soon arrested two young Christian men after shots fired into the air by a drunken man killed a neighbor.
Cousins Saleem Masih, 22, and John Masih, 23, were falsely accused of robbery as well as murder, a later police investigation found, and they were released. Both worked at the farm of Chaudhry Ashraf Gondal, who became inebriated along with friend Chaudhry Farhan on June 18, according to Riaz Masih, father of Saleem Masih.
“They were feasting and then got drunk and started firing gunshots into the air for fun, and one of the bullets hit a passer-by near their home, and he died on the spot,” Riaz Masih said.
Yousaf Masih, father of John Masih, told Compass that when police arrived, Ashraf Gondal “gave them some money and asked them to take care of the matter.”
On June 22, police went to Yousaf Masih’s house asking for Saleem and John Masih. When Yousaf Masih said they were at work and asked if everything was alright, the inspector told him that the two young men had robbed and murdered shopkeeper Malik Sajid on June 18 at about 11:30 p.m.
“My son and Saleem came home around 6 p.m. and they didn’t go out after that,” Yousaf Masih told the officers. “On June 18 they were at home – they didn’t go out, so how could they murder Sajid?”
Police went to Ashraf Gondal’s farm and arrested the two young Christians. When police told Ashraf Gondal that they had robbed and murdered Sajid, he replied that they were capable of such a crime as they often asked him for advances on their pay and “they even sell alcohol.” Alcohol is illegal for Muslims in Pakistan and can be sold only by non-Muslims with a license.
Riaz Masih said he and Yousaf Masih rushed to Ashraf Gondal for help, but that he spoke harshly to them, saying, “Your sons have robbed and murdered an innocent person, and they even sell alcohol. Why should I help criminals, and especially Christian criminals?”
The two fathers went to the police station, where the Station House Officer (SHO) refused to allow them to meet with their sons. They went to Pastor Zaheer Latif.
“I’ve known Saleem and John since they were small kids, and they could never rob or murder anyone,” Pastor Latif told Compass. “They were targeted because they are Christians. The SHO and Ashraf knew that these boys would not be able to prove themselves innocent.”
The pastor referred the fathers to the senior superintendent of police operations officer Raon Irfan, who undertook an investigation. When he spoke with Ashraf Gondal, Irfan said, the landowner denied that Farhan had visited him on June 18.
“I have read the inquiry report by the SHO,” Irfan told Compass. “I am aware of the fact that this SHO is a corrupt person, and it is clearly a false report.”
Irfan said that, after talking with villagers, he concluded that Farhan was with Ashraf Gondal in Gujrat on June 18, and that they shot into the air for fun and one of the bullets killed Sajid.
“Ashraf bribed the SHO to arrest someone else and file charges of robbery and murder,” Irfan said. “Ashraf is an influential person, and he told the SHO to file the case against Saleem and John, as they are Christians and would not be able to prove themselves innocent.”
Advocacy group Peace Pakistan filed an appeal of the false charges with the Gujrat Session Court on June 25. In light of Irfan’s report, Session Judge Muhammad Gulfam Malik on June 27 released Saleem Masih and John Masih and suspended the SHO for corruption and filing a false case.
No action, however, was taken against Ashraf Gondal or Farhan. Police have not arrested either of them.

Order to detain 18 nationals, deport U.S. citizen apparently came from highest levels.
MARSEILLES, France, February 9 (CDN) — A large, military-led team of Moroccan authorities raided a Bible study in a small city southeast of Marrakech last week, arresting 18 Moroccans and deporting a U.S. citizen, area Christian leaders said.
Approximately 60 officers from the Moroccan security services on Thursday afternoon (Feb. 4) raided the home of a Christian in Amizmiz, a picturesque city of 10,000 mainly Berber people 56 kilometers (35 miles) southeast of Marrakech. A church Bible study was in progress at the home with visitors from western and southern Morocco, the leaders said.
Five of the 18 people held for 14 hours were small children, two of them infants no more than 6 months old. The other small children ranged from 20 months to 4 years old, and also detained was the visiting 16-year-old nephew of one of the participants.
The Christian leaders said authorities interrogated participants in the Bible study for 14 hours. The authorities filmed the interrogations with digital video cameras and cell phones.
The leader of the Christian group, who requested anonymity for security reasons, said the raiding party was unusually large. It included an accompaniment of 15 vehicles led by a colonel and two captains.
“It’s the first time in our current Moroccan church history that the Moroccan government used this size of a legion to attack a small Christian meeting,” he said. “All the time they kept repeating that this was ordered personally by the new Moroccan Justice Minister [Mohamed Naciri] and by the highest level General of the Gendarmerie [Housni Benslimane].”
Quoting a statement by the Interior Ministry, the state-run Maghreb Arabe Presse news agency reported that a “foreign missionary” had been arrested for trying to “spread evangelist creed in the Kingdom and locate new Moroccan nationals for recruitment.”
The statement added that the raid took place “following information on the organization of a secret meeting to initiate people into Christianity, which would shake Muslims’ faith and undermine the Kingdom’s religious values.”
The U.S. citizen, whose name has not been released, was deported immediately after interrogation. The Christian leaders said the visiting Moroccans were sent back to their homes in western and southern Morocco.
Authorities seized Bibles, books, two laptops, a digital camera and one cell phone, they said.
“I don’t think this number of Moroccan government forces was ever used even against Muslim fundamentalists,” the leader of the Christian group said.
Overall, the North African country has a history of religious tolerance. Morocco’s constitution provides for freedom to practice one’s religion, but Article 220 of the Moroccan Penal Code criminalizes any attempt to induce a Muslim to convert to another religion.
In its 2009 international religious freedom report, the U.S. Department of State noted that on April 2, 2009, a Moroccan government spokesman asserted that freedom of religion does not include freedom to choose one’s faith.
“The fight against Christian proselytizing in accordance with law cannot be considered among human rights abuses,” the Moroccan government spokesman said, “for it is an action aimed at preventing attempts to undermine the country’s immutable religious values. The freedom of belief does not mean conversion to another religion.”
Morocco is a signatory to the International Covenant on Civil and Political Rights. Article 18 of the covenant affirms the right to manifest one’s faith in worship, observance, practice or teaching.
The covenant also states, however, that “freedom to manifest one’s religion or beliefs may be subject only to such limitations as are prescribed by law and are necessary to protect public safety, order, health, or morals or the fundamental rights and freedoms of others.”
In early December last year Moroccan police expelled five Christian foreigners for “attending a forbidden meeting,” according to an unnamed government official. The five men were involved in a training seminar for 17 Christians in northern Morocco.
“We were highly surprised that Morocco dared to arrest and expel us,” said one of the deported Christians, noting that only Christians were present at the meetings. “The police told us that we were holding a forbidden meeting, but we are friends just coming together for fellowship and for teaching each other. Is that forbidden in Morocco?”
The deportations were a serious violation of religious rights, the Christian said.
“The police came with 35 agents – 12 of them invaded the building, and the rest of the police surrounded the premises just to arrest 17 friends coming together for fellowship,” he said. “We were held in custody for one day and night, and we were interrogated for many hours, until 4:30 the next morning.”
On March 29, 2009, the Moroccan government announced that it had expelled five female Christians for attempting to “proselytize,” although sources said they were foreign visitors merely attending a Bible study with fellow Christians. The accused women were five of 23 tourists, expatriates and Moroccans arrested in Casablanca on March 28 during what the Interior Ministry called a “proselytizing” meeting involving Moroccan citizens.
Police seized numerous pieces of evangelistic “propaganda,” including Arabic books and videos. But a source told Compass that everyone in attendance was a Christian and that they had gathered merely for a Bible study, which he said falls within Morocco’s constitutional right of freedom to express one’s faith.
The authorities interrogated 12 others, 11 of them Moroccan citizens, for participating in the women’s Bible study in the apartment of a local Christian leader in Casablanca. They released them early the following morning, returning them home in unmarked police cars, according to the state department report.
“The authorities reportedly pressured the women to return to Islam, mocked their Christian faith, questioned why they left Islam to become Christians, and asked if there were other Christians in their families,” the report states.
A Christian who works in the country told Compass that Moroccan Christians do not see themselves as contradicting national values.
“Moroccan Christians are proud to be Moroccan and desire the freedom to be legally recognized by the government,” he said.

STOCKHOLM, November 11, 2009 (LifeSiteNews.com) – Sweden’s Lutheran church announced it had ordained its first openly homosexual bishop on Sunday, less than a month after it gave its ministers the right to "marry" same-sex couples in church.
The Church of Sweden, which was the state church until 2000, had backed the parliament’s adoption of the same-sex "marriage" law, which took effect on May 1. Its synod approved homosexual church "weddings" on October 22.
Eva Brunne, 55, was consecrated as the Bishop of Stockholm in a ceremony at Uppsala cathedral, just north of the Swedish capital, the Church of Sweden said in a statement.
Brunne is in a civil union partnership with another woman, Gunilla Lindén, who is a Church of Sweden pastor. Together they are the guardians of a three-year-old child.
"It is very positive that our church is setting an example here and is choosing me as bishop based on my qualifications, when they also know that they can meet resistance elsewhere," Brunne told the Associated Press.
Anglican bishops from England and Northern Ireland in fact refused to attend the ordination.
Five bishops from various levels within the Anglican Church, including Archbishop of Canterbury Rowan Williams, decided not to attend the November 8th ceremony, the Dagen newspaper reports.
"The Anglican Church has a moratorium right now concerning the ordination of bishops who live together with someone of the same sex," Alan Harper, a bishop from Armagh in Northern Ireland, told the newspaper.
Swedish Archbishop Anders Wejryd, who conducted the ordination of Brunne, disputed the claim that the Church of England was boycotting the ceremony.
"That’s not true at all," he told the Kyrkans Tidning newspaper. "We send invitations to those with the highest rank. That’s why the Archbishop of Canterbury received an invitation, but no one expected him to say yes."
According to Wejryd, the international invitees who declined to take part in the ordination included "many who generally never come."
Other invitees who declined to attend, according to Swedish news service The Local, were bishops from the Lutheran churches of Iceland, Estonia, Latvia and Lithuania, as well as the World Lutheran Federation.

Hard-line cleric leads campaign in Maharashtra, ideological capital of Hindu nationalism.
MUMBAI, India, October 27 (CDN) — Hundreds of tribal Christians and adherents of aboriginal religion from villages in Maharashtra state were reportedly “reconverted” to Hinduism yesterday in the Mumbai suburb of Thane at a ceremony led by a Hindu nationalist cleric.
Swami Narendra Maharaj’s goal was to “reconvert” 6,000 Christians in the so-called purification ceremony, reported The Hindustan Times, which put the number of “reconversions” at around 800. Hindu nationalists believe all Indians are born Hindu and therefore regard acceptance of Hinduism by those practicing other religions as “reconversion.”
Maharaj, a Hindu cleric known for opposing proclamation of Christ, has allegedly led anti-Christian attacks in tribal regions. On March 15, 2008, his men reportedly attacked two Catholic nuns, Sister Marceline and Sister Philomena, from the non-profit Jeevan Jyoti Kendra (Light of Life Center) in Sahanughati, near Mumbai.
The attack took place in a camp to educate tribal women on HIV/AIDS, which also provided information on government welfare programs, according to Indo-Asian News Service. The assault in Sahanughati, Alibaug district was followed by a mass “reconversion” ceremony in the area on April 27, 2008, said Ram Puniyani, a well-known civil rights activist in Mumbai.
Rightwing Hindu groups are mostly active in tribal areas. Hindu nationalists attack Christians in tribal areas because they provide social and development services, regarded as competition by rightwing Hindus seeking to woo tribal voters, said Anwar Rajan, secretary of the People’s Union of Civil Liberties (PUCL) in Maharashtra’s Pune city.
Kandhamal district in the eastern state of Orissa, where a massive spate of anti-Christian attacks took place in August-September 2008, is also a tribal-majority area. At least 100 Christians were killed, 4,600 houses and churches were burned, and over 50,000 people were rendered homeless in the violence.
Sociologists maintain that India’s tribal peoples are not Hindus but practice their own ethnic faiths. Hindu nationalists run Ekal Vidyalayas (one-teacher schools) in tribal regions to “Hinduize” local villagers and repel conversions to other faiths. These schools are operating in over 27,000 villages of India.
An anonymous spokesman of Maharaj said the plan for yesterday’s event was to “reconvert” 6,000 Christians to achieve the larger goal of “bringing back” 100,000 Christians, according to the Press Trust of India (PTI) news agency.
The rightwing spokesman in Maharashtra, a western state where Hindu nationalism originated decades ago, claimed that Maharaj and his followers had overseen the conversion of more than 94,000 Christians “back to their original faith” and plan to complete the target of 100,000 in the next two years.
Maharaj, whose followers call him Jagat Guru (Guru of the World), told PTI that those who “reconverted” were not coerced.
“We are not having a religious conversion here – it’s a process of purification,” Maharaj was quoted as saying. “We taught them the precepts of the Hindu religion, and they decided to convert to Hinduism on their own after repentance. They were not forced.”
Many reports of “reconversions,” however, have been found to be false.
In 2007, Hindi-language daily Punjab Kesari reported that four Christian families in Nahan town, in the northern state of Himachal Pradesh, had “reconverted” to Hinduism. But a fact-finding team of the All India Christian Council revealed that none of the members of those families had ever converted to Christianity.
The Hindustan Times reported yesterday’s ceremony included rituals involving cow’s milk, seeking forgiveness from ancestors, installation of idols of the Hindu gods Ganesh and Vishnu, and an offering ritual performed by priests from Ayodhya, in the northern state of Uttar Pradesh. Ayodhya is believed to be the birthplace of the Hindu god Rama.
Home of Hindu Nationalism
The basic philosophy of Hindu nationalism was expounded by Vinayak Damodar Savarkar, popularly known as Veer Savarkar, in 1923 through the publishing of a pamphlet, “Hindutva: Who is a Hindu?” Savarkar, who is from Maharashtra, argued that only those who have their ancestors from India as well as consider India as their holy land should have full citizenship rights.
A follower of Savarkar, Madhav Sadashiv Golwalkar, also from Maharashtra, further developed the Hindu nationalist philosophy through a book, “A Bunch of Thoughts,” in 1966. He claimed superiority of Hinduism over other religions and cultures of the world.
“In this land, Hindus have been the owners, Parsis and Jews the guests, and Muslims and Christians the dacoits [bandits],” he said.
The emergence of Hindu nationalist ideology from Maharashtra came in reaction to the politics of social justice by Dr. Bhim Rao Ambedkar and Mahatma (Jyotirao) Phule, said Irfan Engineer, director of the Institute of Peace and Conflict Studies in Mumbai and an expert on religious conflicts. Phule led a mass movement of emancipation of lower castes, mainly Shudras and Ati-Shudras or Dalits, in the 1870s. Ambedkar, known as the architect of the Indian Constitution, began movements against “untouchability” in the 1920s.
Also born in Maharashtra was the Rashtriya Swayamsevak Sangh (National Volunteer Corps, or RSS), India’s most influential Hindu nationalist conglomerate. It was founded in 1925 in Nagpur by Dr. K.B. Hedgewar.
Hindu society has traditionally had four castes or social classes, namely Brahmin, Kshatriya, Vaishya and Shudra. While Shudras belong to the lowest caste, Dalits were formerly known as “untouchables” because the priestly Brahmin class considered them to be outside the confines of the caste system.
During British colonial rule in the Indian subcontinent between 1858 and 1947, sections of the Brahmins felt the British were sympathetic towards the Dalit reformist movement, said Engineer of the Institute of Peace and Conflict Studies. Mahars, Maharashtra’s largest Dalit people group, have been very organized and powerful since then.
The PUCL’s Rajan said that the Brahmins have long portrayed minorities as enemies of Hinduism.
“Since the Dalit reformist movement is essentially against the Brahmin hegemony, the Brahmins had to react and get organized,” Rajan said. “As a part of their strategy to weaken the reformist movement, Brahmins projected minorities as the ‘real’ enemies of all Hindus, including Dalits and other lower castes, diverting attention away from the atrocities they meted out on them.”
Most of the founding leaders of Hindu nationalism, including Savarkar, Hedgewar and Golwalkar, were Brahmins. Since communal troubles benefited Hindu nationalists politically, the use of divisive issues became routine for them, Rajan added.
After two successive defeats of the Bharatiya Janata Party, political wing of the RSS, in general elections in 2004 and 2009, differences between the moderate and extremist sections within the Hindu nationalist movement – which blame each other for the party’s downfall – have deepened to unprecedented levels.
In frustration, the extremists have accelerated their activities, especially in Maharashtra, the ideological capital, said Dr. Suresh Khairnar, a well-known civil activist from Nagpur.

JAKARTA, August 19 (Compass Direct News) – The Indonesian Council of Churches (PGI) has called for the rejection of two bills inspired by sharia (Islamic law).
The Halal Product Guarantee Bill and the Zakat Obligatory Alms Management Bill, both under consideration in the Indonesian parliament, cater to the needs of one religious group at the expense of others, violating Indonesia’s policy of pancasila or religious tolerance, said the Rev. Dr. A.A. Yewangoe, director of the PGI.
“National laws must be impartial and inclusive,” Yewangoe told Compass. “Since all laws are binding on all of the Indonesian people, they must be objective. Otherwise discrimination will result … The state has a duty to guard the rights of all its citizens, including freedom of religion.”
Dr. Lodewijk Gultom, head of PGI’s Law and Human Rights Department, pointed out that according to regulations on the formation of proposed laws, a bill cannot discriminate against any group of citizens. But the Halal product bill several times mentions sharia, as if Indonesia were an exclusively Muslim state, he said.
“If this bill is enforced, it will cause other religions to demand specific rights, and our sense of unity and common destiny will be lost,” Gultom said.
Gultom also said the bills were an attempt to resurrect the Jakarta Charter, a statement incorporated into Indonesia’s constitution in 1945 before it was quickly withdrawn. It declared that the newly-created state would be based on a belief in the one supreme God “with the obligation to live according to Islamic law for Muslims.”
Public opinion on the Jakarta Charter remains sharply divided, with some insisting that Islamic law is warranted because of the country’s Muslim majority, while others believe its implementation would disturb national unity.
Two members of Parliament, Constant Pongawa and Tiurlan Hutagaol, both from the Prosperous Peace Party, have requested the withdrawal of the Halal and Zakat bills to avoid creating conflict between Muslims and other religious groups.
“These bills are a step backward and will lead to the isolation of different religions,” agreed Ronald Naibaho, head of the North Sumatran chapter of the Indonesian Christian Youth Movement.
National church leaders have requested a meeting with President Susilo Bambang Yudhoyono to discuss the impact of these bills and a number of other discriminatory laws being applied at provincial levels across the country.
Church, Orphanage Closed
Muslim groups, meantime, recently moved to close more Christian institutions.
On July 21, following complaints from community groups, police forcibly dismantled a church in West Java on grounds that it did not have a building permit, while similar groups in East Java successfully lobbied for the closure of a Catholic orphanage claiming that it planned to “Christianize” local children.
Police in Bogor district, West Java, dismantled the temporary bamboo structure erected by the Huria Kristen Batak Protestan church in Parung Panjang on July 21. Church leaders insist that the church had long ago applied for a building permit that was not granted even though they had met all requirements, including obtaining permission from the Bogor Interfaith Harmony Forum.
“There are 234 buildings in Parung Panjang that lack building permits, including a mosque,” church elder Walman Nainggolan told Compass. “Why was our house of worship singled out?”
The church has filed a complaint with the National Human Rights Commission of Indonesia. Commissioner Johny Nelson Simanjuntak agreed to clarify the status of the church building permit with local officials and asked local police to permit peaceful worship as guaranteed by the constitution.
Separately, a group of Muslims lobbied for the closure of a Catholic orphanage for crippled children in Batu, in the Malang district of East Java, stating concern that the facility would become a covert vehicle for “Christianization.” In response to demonstrations in front of the mayor’s office in October 2008 and June 2009 and complaints from 10 different Muslim religious and community organizations, Batu Mayor Eddy Rumpoko on June 19 rescinded a building permit issued to the Catholic Bhakti Luhur Foundation and ordered that construction cease immediately.
The foundation operates 41 orphanages serving approximately 700 children with special needs.
“We are greatly saddened by this action,” the Rev. Laurentius Heru Susanto, a local vicar, told Compass. “The home was meant to serve the people. There was no other purpose.”

Officers hit pastor, elder of house church; attempt to register denied on specious grounds.
HANOI, June 18 (Compass Direct News) – Police invaded the Sunday service of the Agape Baptist congregation in Vietnam’s Hung Yen Province on June 7 and beat worshippers, including women, and arrested a pastor and an elder.
Christian sources said police put the two church leaders into separate cells, and each man was beaten by a gang of five policemen. Pastor Duong Van Tuan of the house church in Hamlet 3, Ong Dinh Commune, Khoai Chau district said that officers beat them in a way that did not leave marks: hard blows to the stomach.
The beatings came in retaliation for Pastor Tuan refusing to leave the area as police had ordered, Christian sources said. He and the church elder were released later that evening.
The congregation in Hung Yen, a small but populous province that straddles the Red River 50 kilometers (31 miles) south of Hanoi, has endured harassment and attacks by police and other officials since April. Police officers disrupted worship services on April 19, bloodying Pastor Tuan’s mouth with punches, and also on May 24 and 31.
In the May 31 incident, he was attacked as he preached. The deputy commune police chief, identified only by his surname of Them, grabbed him by the neck while another officer tore the Bible from his hand, Christian sources said. His arms were twisted behind his back and “he was marched off like a criminal gang member,” one said.
Authorities took Pastor Tuan to the office of the commune people’s committee, clubbing him several times en route. Immediately after arriving at the office, police tried to force him to sign a document saying he had resisted their investigation, though he had yet to be questioned, and said that he was under administrative arrest. Christian sources said he was also ordered to sign a document accepting the seizure of his Bible, which they had taken from him two hours prior.
Officers ended by issuing him an order “to leave the commune immediately by the most direct route.”
A woman from his congregation who was unable to obtain cooperation from authorities at lower levels, Le thi Nhung, prepared and sent a detailed, three-page petition to local, provincial and national authorities on June 1, a week before officers last stormed their worship service.
In the petition, Nhung explained that one of the first things Pastor Tuan did on his arrival in March was to explain to church elders how to register their congregation’s activities according to the Prime Minister’s Special Directive on Protestantism of 2005. This directive permits and urges local authorities to register house churches to carry on religious activities. Pastor Tuan also went to the local Fatherland Front chair, a woman identified only as Hao, explained the church’s aspirations and asked her to help them meet requirements.
The church elders submitted an application to register locally, in accordance with the directive. Authorities, however, did not respond within the 30-day period prescribed by the directive. On the 31st day, they sent a document denying registration.
Officials gave two reasons for denying registration, Christian sources said: that the congregation needed permission from higher authorities, including the central Bureau of Religious Affairs; and that in any event the Prime Minister’s directive applied only to churches on mountains and not to churches on plains.
Both reasons, local Christians said, are contrary to the directive.
The church’s petition to the government clearly spelled out two articles of the constitution (71 and 73) and four articles of Vietnam’s criminal code (87, 124, 129 and 33) that police and local authorities violated in attacking their church and pastor.
The petition also reflects awareness of related international affairs. It says that on national news in Vietnam on May 27, church members heard the appeal of Ministry of Foreign Affairs officials to the U.S. Congress to vote down a recommendation by some U.S. officials to return Vietnam to the U.S. list of worst religious liberty offenders as a “Country of Particular Concern.”
“Think of how much hard work by the government, the Ministry of Public Security and the Ministry of Foreign Affairs, has just been thrown into the ocean by the officials of Ong Dinh Commune,” the petition states.
It concludes with a respectful request to all appropriate government authorities to investigate and “to help us law-abiding, tax-paying citizens of Khoai Chau District who practice pure and orthodox religion to peacefully practice our faith as a right protected by the State.”
In separate letters to supporting friends abroad, the leaders of the Agape Baptist House Church group, with 34 congregations throughout Vietnam, say that according to their long experience, “persecution is often a sign that the Lord is at work.” They add that they are not discouraged and see a growing maturity among Christians who suffer and overcome such gratuitous abuse. But they also say they feel much pain in seeing their Christian family disrespected, mistreated and abused.
The experience of this congregation is not uncommon, Christian sources said. Other unregistered house church groups report their requests for registering local congregations are being either ignored or denied.
Compass sources said they rarely see such abuse as well-documented as in this case. Said one advocate, “It would be very easy for authorities to follow this up and do the right thing, but few expect they will. It illustrates once more the famous Vietnamese maxim, ‘The law of the Emperor yields to the custom of the village.’”

Nearly four months later, Christian worker still suffering nerve damage.
FULGAZI, Bangladesh, June 1 (Compass Direct News) – Nearly four months after Muslim villagers in this southeastern Bangladesh sub-district furiously beat two evangelists for showing the “Jesus Film,” one of the Christians is still receiving treatment for nerve damage to his hip.
Christian Life Bangladesh (CLB) worker Edward Biswas, 32, was admitted to Alabakth Physiotherapy Centre on May 5. Dr. Mohammad Saifuddin Julfikar told Compass that injuries Biswas sustained from the Feb. 8 attack in Feni district, some 150 kilometers (93 miles) southeast of Dhaka, had led to neurological complications in his hip.
“His hip joint was displaced, and one bone in the hip was fractured,” Julfikar said.
Biswas told Compass that he and 21-year-old Dolonmoy Tripura first showed the film on Feb. 7 in a home in Chandpur village, where they also taught the more than 200 poor and mostly illiterate viewers about the dangers of arsenic in water, mother-and-child health care and AIDS prevention. United Nations Children’s Fund reports say more than 30 million people are exposed to high levels of arsenic in water in Bangladesh and India.
Azad Mia of the same village requested they show the film at his house the following day. They went to his home the evening of Feb. 8, but because one of Mia’s family members was ill they were unable to screen the film. As they returned home, Biswas said, some villagers told them to show the film at their home; the two evangelists suspected a trap.
“At first they tried to sweet-talk us into going to their house,” Biswas said. “On our refusal to show the film, they tried to force us to go. I smelled a rat and again refused to go. Later they forcefully took us deep inside the village.”
About 20 people gathered and began beating them, he said.
“Some of the elders of the village told them to release us, but they were adamant to see the movie,” Biswas said. “They took us to a schoolyard, where we showed the ‘Jesus Film’ under tremendous compulsion. After showing 20 minutes of the first reel of the film, Muslim villagers again started beating us as we were lying on the ground. They punched and kicked us.”
While 15 to 20 Muslims struck them, approximately 200 others present for the screening looked on, he said. The villagers also beat a Muslim who had transported the CLB workers about the village on a three-wheel rickshaw for the showing of the film.
The assailants also destroyed the film projector, generator, microphone and the four reels of the film, Biswas said.
“Several days after the beating, I came to know from some villagers that a family had become Christian around 10 years ago in the neighboring village, “Biswas said. “All the villagers were angry, and they evicted that family from the village.”
The attack was pre-planned, with the showing of the film seen as a legitimate pretext for beating them, he said. They also threatened Daud Mia, a Muslim villager who had allowed them to show the film in his house the previous day, said Biswas.
CLB Area Supervisor Gabriel Das took Biswas and Tripura to a local doctor for treatment. CLB Chairman Sunil Adhikary expressed concern about freedom of religion and the rights of minorities provided in the country’s constitution.
“The beating was a flagrant violation of our rights,” said Adhikary. “They showed the film, but they did not force anyone to be converted. We forgave the attackers and showed them the love of our God.”
Since 2003 at least three CLB workers in Bangladesh have been killed – likely by Islamic extremists, say police and local officials – and several hundred have been injured.
In April Prime Minister Sheikh Hasina Wazed spoke about freedom of religion, democratic governance and equal opportunity in Bangladesh with Gerard Valin, vice-admiral of the French Navy and commander of the French Joint Forces in the Indian Ocean, who was visiting the country. Hasina told the commander that Bangladesh would protect religious freedom for all faith groups, as well as ensure freedom of expression for all minorities.

Alleged ring-leader retracts testimony implicating suspected link to ‘masterminds.’
MALATYA, Turkey, May 28 (Compass Direct News) – Prosecution efforts to tie the murderers of three Christians here to state-linked masterminds were set back on Friday (May 22) when the alleged ring-leader unexpectedly contradicted his previous testimony implicating a suspected “middleman.”
As the suspected middleman between the murderers and “deep state” elements, Huseyin Yelki, was testifying at Friday’s hearing, Emre Gunaydin – whose previous private testimony led to Yelki’s arrest – stood up and said, “Huseyin Yelki is not guilty, he’s being held in prison for no reason.”
The prosecuting team and judges at the Malatya Third Criminal Court froze at the statement, and then demanded to know why he had previously implicated Yelki. Gunaydin said he did so because Yelki was a Christian missionary.
Gunaydin has also implicated Varol Bulent Aral, a journalist allegedly attached to a far-reaching political conspiracy known as Ergenekon. Aral is the second suspected middleman.
For his part, Yelki testified during the court hearing that he had met Gunaydin only once prior to the murders. According to Gunaydin’s previous testimony, Yelki’s brother facilitated various meetings between Gunaydin and Yelki in which they planned the knife attack on the three Christians at a Christian publishing house. During a private hearing this past winter, a judge showed Gunaydin photos of different people, and he immediately identified Yelki’s brother.
Gunaydin’s retraction raised suspicion among the judges that in recent months he has received visits in prison from those behind the murders who have pressured him to change his statement.
“Tell me the truth, have you spoken to anyone?” the judge barked at him.
“I swear to God, I have not!” said Gunaydin.
The judges requested a list of everyone who has visited Gunaydin and the other four suspects – Salih Gurler, Cuma Ozdemir, Hamit Ceker, and Abuzer Yildirim – while they’ve been in prison over the last two years. Further questioning of Yelki failed to yield clear and incriminating answers, and the judges released him.
Lead prosecuting lawyer Orhan Kemal Cengiz told Compass that records of the jail visits to Gunaydin may be inconclusive.
“These visits might be off the record [unofficial], we don’t know,” Cengiz said. “But we have a tiny hope that we may catch something through these records.”
Yelki, a former volunteer at Zirve Publishing Co., was taken into custody in February on suspicion that he had incited the five young suspects to kill the three Christians, Turkish Necati Aydin and Ugur Yuksel, and German Tilmann Geske, in April 2007.
Cengiz called Yelki’s testimony a “disaster.” Even though it is apparent to the court that Yelki has had many contacts with gendarmerie intelligence, Cengiz said, he was not able to explain the nature of his calls, claiming that he wanted to speak to them about the Bible.
“We are very suspicious about him,” Cengiz said. “Everyone is suspicious.”
As a result of the last hearing, the court also asked for a record of all of Yelki’s bank statements over the past few years to see if they point to ties with gendarmerie or other suspicious activities.
“To us it is obvious that Yelki is one of the links that connects these youngsters to upper levels,” said Cengiz. “But he refused to cooperate, and in my view it is also obvious that Emre was pressured to change his statement, because in his earlier statement that he gave the prosecutor, he accused Yelki of instigating them to commit this crime. But he changed after that.”
Cengiz said that Yelki made other misrepresentations, such as his claim in court to have stayed in bed for two months recovering from leg surgery, when telephone records showed he hopped between different southeastern Turkish cities during that time.
“It was obvious that he was telling a lot of lies, because he said that after the release from the hospital he rested for two months,” said Cengiz, “but according to his telephone he was traveling and very intensively, actually.”
Missionaries as Criminals
An undercover gendarme who works in drug and gun enforcement, Mehmet Çolak, also took the stand on Friday (May 22). Phone records show that he may have been one of the communication links between alleged masterminds and others, and his name was mentioned in an informant letter sent to the court.
His testimony, however, yielded no information helpful to prosecutors. When defense lawyers asked him which bureau of the gendarmerie follows missionary activities in Turkey, Çolak replied, “Counter-terrorism.” The response typified the defense argument that the Christian victims brought the murder upon themselves by undertaking missionary activity.
In their concluding statements, defense lawyers requested that the court conduct a thorough investigation involving police, the army and gendarmerie to establish whether missionary activities are a crime. The judges rejected their request.
Prosecuting lawyers said that the lawyers have been trying to vilify missionary activities from the beginning of the case in an attempt to gain a lighter sentence for the five young men and also to make a nationalist political point.
“It is a very poor tactic,” said Cengiz. “At the final hearing, they would like to make a defense that states, ‘This attack was provoked … You see these people [missionaries] are trying to divide our country.’ They want to say that this is an unjust provocation, and as a result these youngsters were very angry and lost their temper. But this is rubbish.”
Hearings and investigations of Ergenekon, a clandestine nationalist group believed to have sought to overthrow the government by engineering domestic chaos, continue apart from the Malatya trial.
Two suspects arrested in relation to the case, Aral and Veli Kucuk, a retired general, have also been implicated in the Malatya murders. They were both questioned by Ergenekon prosecutors and judges earlier this month.
Nearly 140 people have been arrested in connection to the case. Prime Minister Recep Tayyip Erdogan has been criticized for allegedly allowing indiscriminate arrests of people who oppose his political line and who are not connected to the “deep state” cabal.
Kemal Kerinçsiz, a Turkish lawyer famous for filing court cases and complaints against dozens of Turkish journalists and authors for “insulting Turkishness,” has also been arrested in relation to Ergenekon. Kerinçsiz is responsible for the cases opened against Turkish Christians Hakan Tastan and Turan Topal, who have been on trial for two years for “insulting Turkishness” because they spoke openly about their faith.
In the next Malatya court hearing scheduled for June 19, judges expect to hear the testimony of Aral and others who have been implicated.
Although it was expected that the Malatya hearings would become part of the Ergenekon trials, Cengiz said that chances are slim if the thin evidence thus far does not become more substantial.
Yelki’s release, he said, showed that although his testimony tainted his credibility, there was not enough evidence that he is connected to the case.
“My conclusion is that we’re going nowhere,” said a tired Cengiz, “because the powers behind the scenes were very successful in organizing everything. They organized everything, and we’re going nowhere.”
In order for the Malatya and Ergenekon hearings to merge, Cengiz said, the court will need something more solid than implicated names.
“We don’t have something concrete,” said Cengiz. “All these names are in the air … all connections show gendarmerie intelligence, but there is no concrete evidence yet, and apparently there will be none. The trouble is that it’s very frustrating – we know the story but we cannot prove it.”
