How ABC chairman Justin Milne compromised the independence of the national broadcaster

Behind the extraordinary events engulfing the national broadcaster lies a rather ordinary and clear statement of principle enshrined in the ABC Act. It clearly stipulates that one of the functions of the board is to maintain the corporation’s independence and integrity.

Has Justin Milne, as chairman of the board, done that?

Reports from Fairfax Media this week revealed email correspondence between Milne and the then managing director, Michelle Guthrie. In the emails, Milne called for chief economics correspondent Emma Alberici to be sacked over a report on government funding for research and innovation.

Then Prime Minister Malcolm Turnbull had complained about the article; this followed complaints in February about two other pieces by Alberici on corporate tax, also critical of government policy. The ABC amended and reposted one of these pieces and eight days later republished the other, an analysis.

An internal ABC review found fault with both earlier articles, which had attracted considerable attention.

Another report this week in The Daily Telegraph makes further claims that Milne later demanded the resignation of ABC political editor Andrew Probyn, following anger from Turnbull. “You have to shoot him”, Milne is claimed to have said to Guthrie.

On one view, the performance of a journalist is an operational matter for the MD or other executives, not a strategic matter, and there was no cause for intervention by Milne.

But others might ask, isn’t it the role of the board to intervene if there’s possibly severe reputational damage to the organisation and executives are not acting?

Both points seem reasonable, but this is the ABC, not a commercial operation.

It’s hardly contentious to say that its journalistic role distinguishes a news organisations from other businesses. Watchdog, fourth estate – however we describe it – news media are different. Editorial independence, along with editorial standards, is important.

But this is even more pronounced for public broadcasters. While government funds the ABC and SBS using public money, these are not state broadcasters. Being free from state control is a part of the legislation under which the ABC operates. It’s when we look at the ABC Act that we see the problem for Milne.

Although we often speak of the ABC “charter”, this is really just section 6 of the ABC Act. It sets out the functions of the ABC and it’s where we find reference to the ABC providing “innovative and comprehensive broadcasting services of a high standard”.

But important obligations are found elsewhere. The requirement to provide a news service, for example, is in a later, operational section.

And it’s section 8 where we find the twin requirements of independence and editorial standards. These are worth setting out in full:

  • 8(1)(b) to maintain the independence and integrity of the Corporation

  • 8(1)(c) to ensure that the gathering and presentation by the Corporation of news and information is accurate and impartial according to the recognised standards of objective journalism

The problem for Milne is that these obligations are not imposed on the ABC as an organisation. They are imposed on the board. The lead-in to section 8 is: “It is the duty of the Board…”

Returning then to the emails, at issue was a report by Alberici on the main 7pm television news bulletin on May 6. According to the Fairfax report, Turnbull sent an email to news director Gaven Morris the next day complaining about the report.

Morris sent it to Guthrie, who contacted Milne. Milne responded, saying “they [the government] hate her” and “get rid of her”.

This apparently is before Communications Minister Mitch Fifield complained about the same report on May 9 and before the ABC’s complaints review unit had a chance to assess the complaint. When it did, it found no problem with the article except for one inaccuracy – certainly nothing that would justify the dismissal of the journalist.

It appears Milne acted to protect the reputation of the ABC. He and the board are required to do that – protecting its “integrity” is a part of their statutory duties. And the board also has a role in upholding standards.

Had the ABC’s complaints unit found there was a serious problem for a second time and executives had failed to act, maybe the board would have been right to intervene. But that step – assessing the validity of the complaint – was skipped, and it seems the main reason for proposing Alberici’s dismissal was to appease the government.

In this case, “independence” should have trumped the reputational aspect of “integrity”, especially when the risk was political. Instead, the chairman of the ABC may have compromised both values.The Conversation

ABC chairman Milne attacks ‘self-serving’ commercial critics

ABC chairman Justin Milne has gone on the offensive against the organisation’s critics, linking the public broadcaster to preserving the nation’s identity and strongly warning against the push to clip its digital wings.

Putting the present battle over the broadcaster in an historical context, Milne said in a Wednesday speech to the American Chamber of Commerce in Australia that “Australia has reached another decision point in respect of public broadcasting, just like those of the past.

“The first was whether to establish an ABC, then whether to equip it to deliver a news service independent of the commercial media barons, then once again whether to invest in a public television service.

“And now, as we enter a digital age, Australia must decide whether it wants an ABC fit for the future, and if so, what investments the nation is willing to make to achieve that.”

Milne – who was appointed chair by Malcolm Turnbull – said that “in a world of global platforms and content, it has never been more important for Australia to retain its identity.

“And in a world of contested views and facts, it has never been more important to provide an independent and trusted voice, to promote informed democratic debate, and to drive public accountability through investments in investigative journalism.”

With reviews into the ABC underway on its competitive neutrality and efficiency, Milne said that, echoing the past, some rivals have suggested the ABC be banned from providing digital services and restricted to linear radio and television.

“Let’s be clear: if the ABC were barred from serving audiences on digital platforms, it would wither away and cease to exist. Linear broadcast audiences are in steady decline because Australians, just like people everywhere else on the planet, value the convenience of consuming their favourite content whenever, wherever and however they like.”

The competitive neutrality review, which was set up as part of a deal with Pauline Hanson, is looking at the ABC’s role in the modern media environment. An efficiency review of the public broadcasters, including SBS, was announced in May, when the budget froze the ABC’s funding until 2022, for a saving of $83.7 million.

Milne said complaints about the ABC’s coverage were taken seriously, because mistakes were made. But the biggest question facing the ABC was not whether a journalist made a mistake or even a question of bias – because some 80% of Australians thought it was not biased. The bigger question was: “How can Australia have a public broadcasting system that is fit for purpose, as efficient as possible, and just as valuable to our children as it has been to us?”

He derided the case put by commercial interests and some partisans who said public money should not be used for a media service that duplicated commercial ones. This argument was “simplistic, facile and entirely self-serving,” he said.

A key challenge facing Australians was how to maintain diversity of voice in a media landscape that was rapidly consolidating, Milne said.

Facebook, Amazon, Apple, Netflix and Google – the FAANGs – had fundamentally transformed the media landscape around the world.

“Facebook and Google alone capture two-thirds of the digital ad market in Australia. Amazon has become a trillion-dollar company. And Netflix’s annual spend on content is now three times that of all Australia’s commercial, public and pay television businesses combined.

“By contrast, audiences and revenues for incumbent commercial media organisations are tumbling, and ownership is consolidating, especially Down Under.

“Our three pay television operators have become one, owned by the Australian arm of News Corporation in New York. Channel Ten is now in US hands too. And since 2003, the number of owners of Australian newspapers has halved.

“In television and radio, some 70 per cent of the market is now owned by just four organisations. And in print, 90 per cent is owned by three organisations. These figures will worsen if speculation is correct and Fairfax merges with another incumbent, or regional television businesses merge with their capital-city partners.”

Milne said federal governments had dealt with the onslaught of the FAANGs by enabling further consolidation in Australian media, diluting ownership restrictions and boosting commercial incumbents with licence-fee cuts.

“Whatever your view on the business or political logic of this, the effect has been to hand control over many Australian media voices to businesses in the US – while substantially diluting the diversity of voices that remain.

“Those who would cripple or even abolish the ABC would clearly exacerbate that consolidation, leading to further homogeneity of voices.

those same kids would need to give up any aspiration to work in a healthy domestic production sector,” Milne said.

Malaysian Christians Seek to End Restrictions on Malay Bibles


Federation calls for removal of ‘every impediment’ to importing and printing Scripture.

KUALA LUMPUR, Malaysia, April 6 (CDN) — Christian importers of Bibles that Malaysian officials detained are balking at conditions the government has imposed for their release, such as defacement of the sacred books with official stamps.

The Home Ministry stamped the words, “This Good News [Malay] Bible is for use by Christians only” on 5,100 Bibles without consulting the importer, the Bible Society of Malaysia (BSM), which initially refused to collect them as it had neither accepted nor agreed to the conditions. The Home Ministry applied the stamp a day after the government on March 15 issued a release order for the Bibles, which had been detained in Port Klang, 38 kilometers (24 miles) southwest of Kuala Lumpur, since March 20, 2009.

Another 30,000 Bibles detained since Jan. 12 on the island of Borneo remain in port after the Sarawak state Home Ministry told the local chapter of Gideons International that it could collect them if the organization would put the stamp on them. Gideons has thus far declined to do so, and a spokesman said yesterday (April 5) that officials had already defaced the books with the stamp.

The government issued letters of release to both organizations on March 15 under the condition that the books bear the stamp, “Reminder: This Good News [Malay] Bible is for use by Christians only. By order of the Home Minister,” and that the covers must carry a serial number, the official seal of the department and a date.

The Home Ministry’s stamping of the BSM Bibles without the organization’s permission came under fire from the Christian community. In a statement issued on March 17, Bishop Ng Moon Hing, chairman of the Christian Federation of Malaysia (CFM), described the Home Ministry’s action as desecration.

“[The] new conditions imposed on the release of the impounded Bibles … is wholly unacceptable to us,” he added.

Ng described the conditions imposed by the Home Ministry as tantamount to treating the Malay Bible as a “restricted item” and subjecting the word of God to the control of man. In response, Home Minister Hishammuddin Hussein has said the act of stamping and serialization was standard protocol.

 

Government Overtures

In the weeks following the March 15 release order, the government made several attempts to try to appease the Christian community through Idris Jala, a Christian from Sarawak state and a minister in the Prime Minister’s Department.

Idris issued the government’s first statement on March 22, explaining that officials had reduced earlier conditions imposed by the Home Ministry to require only the words, “For Christianity” to be stamped on the covers of the Bible in font type Arial, size 16, in bold.

Idris informed BSM that the Bibles could be collected in their present state or arrangements could be made to have stickers with the words “For Christianity” pasted over the imprint of the stamps made by the Home Ministry officials. In the event that this was not acceptable, the minister pointed out that BSM had the option of having the whole consignment replaced, since the government had received an offer from Christian donors who were prepared to bear the full cost of purchasing new Bibles.

In response, the CFM issued a statement on March 30 saying, “The offer made does address the substantive issues,” and called on the government “to remove every impediment, whether legal or administrative, to the importation, publication, distribution and use of the [Malay Bible] and indeed to protect and defend our right to use the [Malay Bible].”

Bishop Ng, however, left it to the two importers to decide whether to collect the Bibles based on their specific circumstances.

On March 31, BSM collected the mishandled Bibles “to prevent the possibility of further acts of desecration or disrespect.” In a press statement, BSM officials explained that the copies cannot be sold but “will be respectfully preserved as museum pieces and as a heritage for the Christian Church in Malaysia.” The organization also made it clear that it will only accept compensation from the Home Ministry and not from “Christian donors,” a term it viewed suspiciously.

On Saturday (April 2), Idris issued a 10-point statement to try to resolve the impasse. Significantly, this latest overture by the government included the lifting of present restrictions to allow for the local printing and importation of Malay and other indigenous-language Bibles into the country.

In Sarawak and Sabah, there would be no conditions attached to Bibles printed locally or imported. There also would be no prohibitions and restrictions on residents of these two states carrying such Bibles to other states. A significant 64 percent of Malaysian Christians are indigenous people from Sabah and Sarawak states who use the Malay language in their daily life, and having the Bible in the Malay language is considered critical to the practice of their Christian faith.

In the case of West Malaysia, however, in view of its larger Muslim population, the government imposed the condition that the Bibles must have the words “Christian publication” and the sign of the cross printed on the front covers.

 

Christian Response

Most Christians responded to this latest overture with caution. Many remained skeptical, seeing it as a politically motivated move in view of Sarawak state elections on April 16. Nearly half of Sarawak’s population is Christian.

Bolly Lapok, an Anglican priest, told the online news agency Malaysian Insider, “It’s an assurance, but we have been given such assurances before.” BSM General-Secretary the Rev. Simon Wong reportedly expressed the same sentiments, saying the Home Ministry already has a record of breaking its word.

The Rev. Thomas Phillips of the Mar Thoma Church, who is also president of the Malaysian Consultative Council of Buddhism, Christianity, Hinduism, Sikhism and Taoism, questioned the timing of the proposal: “Why, after all these years?”

The youth wing of the Council of Churches rejected the proposal outright, expressing fears that the government was trying to “buy them over” for the Sarawak election, and that it would go back on its word after that.

Bishop Paul Tan, president of the Catholic Bishops’ Conference of Malaysia, called the proposal an “insidious tactic of ‘divide and rule,’” referring to its different requirements imposed on Malaysians separated by the South China Sea. Dr. Ng Kam Weng, research director at Kairos Research Centre, stressed that the proposal “does not address the root problem of the present crisis, i.e. the Allah issue.”

 

Muslim Reactions

The 10-point proposal has also drawn the ire of Muslim groups, who view it as the government caving in to Christian pressure.

Perak Mufti Harussani Zakaria expressed his disappointment, reportedly saying, “If the government does this, just cancel the law,” in reference to various state Islamic enactments that prohibit the use of the word “Allah” and other so-called Islamic terms that led to the banning of the Malay Bible. Malay Bibles have not been allowed to be printed locally for fear that they will utilize “prohibited” words.

The Muslim Organizations in Defense of Islam (Pembela) threatened to challenge the 10-point proposal in court if it was not reviewed in consultation with Muslim representatives.

On the same day Pembela issued its statement, the government seemed to have retracted its earlier commitment. The Home Minister reportedly said talks on the Malay Bibles were still ongoing despite Idris’ 10-point proposal, which purportedly represents the Cabinet’s decision.

As a result, James Redas Noel of the Gideons said yesterday (April 5) that he was confused by the mixed messages coming from the government and will not make a decision on whether to collect the Bibles until he had consulted church leaders on the matter, according to the Malaysian Insider.

The issue with the Malay Bibles is closely tied to the dispute over use of the word “Allah” by non-Muslims.

In a controversial court ruling on Dec. 31, 2009, judge Lau Bee Lan had allowed The Herald, a Catholic newspaper, to use “Allah” for God in the Malay section of its multilingual newspaper.

The Home Ministry filed an appeal against this decision on Jan. 4, 2010. To date, there is no indication as to when the case will be heard.

Christians Decry Malaysia’s Detention of Bible Books


After stopping 5,100 Bibles in 2009, authorities withhold 30,000 Malay-language copies.

KUALA LUMPUR, Malaysia, March 14 (CDN) — The detaining of 30,000 copies of the New Testament, Psalms and Proverbs in the Malay language at Malaysia’s Kuching Port has “greatly disillusioned” the nation’s Christian community.

The books, imported from Indonesia by the local branch of Gideons International for distribution in schools, churches and longhouses in Betong, Saratok and other Christian areas in Sarawak state, have been detained at the Kuching Port since January.

Authorities told an unnamed officer of the importer on Jan. 12 that he could not distribute the books in Sarawak state, on the island of Borneo, since they “contained words which are also found in the Quran,” according to online news agency Malaysiakini. The officer was ordered to transport the books to the Home Ministry’s office for storage.

Last week, when the same officer enquired of the Home Ministry officials on the status of the Malay Bibles, authorities said they had yet to receive instructions on the matter.

This is not the first time government authorities have detained Malay-language Bibles, and Bishop Ng Moon Hing, chairman of Christian Federation of Malaysia, decried the action.

“The CFM is greatly disillusioned, fed-up and angered by the repeated detention of Bibles written in our national language,” Ng said. “It would appear as if the authorities are waging a continuous, surreptitious and systematic program against Christians in Malaysia to deny them access to the Bible in [Malay].”

An earlier consignment of 5,100 copies of the Good News Bible in Malay, imported by the Bible Society of Malaysia, was detained in Port Klang in March 2009. Together with this latest seizure, the total number of Bibles seized and remaining in possession of the Home Ministry amounts to 35,100 copies.

The CFM, representing a majority of Christians in Malaysia, released a statement on March 10 asserting, “All attempts to import the Bible in Bahasa Malaysia [Malay], i.e. the Alkitab, whether through Port Klang or the Port of Kuching, have been thwarted” since March 2009.

Prior to March 2009, there had been several such incidents, and “each time, tedious steps had to be taken to secure their release,” according to the CFM.

A significant 64 percent of Malaysian Christians are indigenous people from Sabah and Sarawak states who use the Malay language in their daily life. Christian leaders say having Bibles in the Malay language is crucial to the practice of their Christian faith.

This latest Bible book seizure has irked Christians and drawn criticisms from politicians spanning both sides of the political divide.

The Sarawak Ministers Fellowship issued a statement registering its “strong protest,” describing the detention of the books as “unconstitutional” and in violation of the 18-point agreement for Sarawak in the formation of Malaysia.

Representing the opposition political party, People’s Justice Party (Sarawak Parti Keadilan Rakyat) Chief Baru Bian described the withholding as “religious harassment” and “a blatant disregard of our constitutional right as Christians in Malaysia.”

Chua Soi Lek, president of the Malaysian Chinese Association, a political party within the ruling coalition National Front, proposed that Malay Bibles be allowed to be printed locally. The deputy chief minister of Sarawak, Dr. George Chan, expressed the state government’s willingness to publish the Malay Bible locally.

Home Minister Hishammuddin Hussein was quoted in The Star newspaper today as saying, “The issue … is being resolved amicably with the parties concerned,” though how this was taking place was not apparent. The home minister has reportedly said the books had been withheld pending an appeal over the use of the word “Allah” in The Herald catholic newspaper.

Secretary-General of Malaysian Muslim Youth Movement Mohamad Raimi Abdul Rahim has called for the government to enforce the ban on use of the word “Allah” by non-Muslims nationwide, including in Sabah and Sarawak.

Two Church Buildings Torn Down in Zanzibar, Tanzania


Islamic extremists suspected on island where fears are growing among Christians.

ZANZIBAR, Tanzania, November 25 (CDN) — Radical Islamists are suspected in the demolition of two church buildings on Tanzania’s semi-autonomous island of Zanzibar on Sunday (Nov. 21), as members of the congregations have since received death threats from Muslims.

The church buildings belonging to the Tanzania Assemblies of God (TAG) and the Evangelical Assemblies of God Zanzibar (EAGZ) in Masingini village, five kilometers (nearly three miles) from the center of Zanzibar city, were torn down at about 8 p.m., said Bishop Fabian Obeid of EAGZ. Mwera police received reports on the attacks on Monday morning (Nov. 22).

The latest in a string of violent acts aimed at frightening away Christians in the Muslim-dominated region, the destruction on the island off the coast of East Africa has raised fears that Muslim extremists could go to any length to limit the spread of Christianity, church leaders said.

“One Muslim was heard saying, ‘We have cleansed our area by destroying the two churches, and now we are on our mission to kill individual members of these two churches – we shall not allow the church to be built again,’” said one church member who requested anonymity.

The TAG brick building was under construction and nearing completion; members of the congregation had gone to worship in their new building for the first time on Sunday. The EAGZ building where more than 30 members met was a mud structure.

EAGZ Pastor Michael Maganga and TAG Pastor Dickson Kaganga said they were fearful about the future of the church in Masingini. Pastors in Zanzibar have scheduled a meeting on Saturday (Nov. 27) to discuss how to cope with the destruction of the two buildings, said the chairman of the Pastors Fellowship in Zanzibar, Bishop Leonard Masasa of EAGZ church.

Muslim extremists in Zanzibar, in concert with local government officials, have long limited the ability of Christians to obtain land for erecting worship buildings. In some cases they have destroyed existing buildings and put up mosques in their place.

Frustrated at obtaining government help to apprehend criminals, church leaders said they have little hope that the perpetrators of Monday’s attacks will ever be caught. In most cases the government sides with the attackers, delaying investigation out of fear of upsetting the majority Muslim population that opposes the spread of Christianity.

In 2009, officials in Mwanyanya-Mtoni colluded with area Muslims to erect a mosque in place of a planned church building of the EAGZ, Pastor Paulo Kamole Masegi said.

Pastor Masegi had purchased land in April 2007 for a church building in Mwanyanya-Mtoni, and by November of that year he had built a house that served as a temporary worship center, he said. Soon area Muslim residents objected.

In August 2009, local Muslims began to build a mosque just three feet away from the church plot. In November 2009, Pastor Masegi began building a permanent church structure. Angry Muslims invaded the compound and destroyed the structure’s foundation, the pastor said.

Church leaders reported the destruction to police, who took no action – and also refused to release the crime report, so that the case could not go to court, Pastor Masegi said.

Meantime, construction of the mosque was completed in December 2009. The planned church building’s fate appeared to have been sealed earlier this year when Western District Commissioner Ali Mohammed Ali notified Pastor Masegi that he had no right to hold worship in a house.

Zanzibar is the informal designation for the island of Unguja in the Indian Ocean. The Zanzibar archipelago united with Tanganyika to form the present day Tanzania in 1964.

Muslim traders from the Persian Gulf had settled in the region early in the 10th century after monsoon winds propelled them through the Gulf of Aden. The 1964 merger left island Muslims uneasy about Christianity, seeing it as a means by which mainland Tanzania might dominate them, and tensions have persisted.

Christian Family in Bangladesh Attacked, Charged with Crime


Muslim neighbors fabricate attempted murder charge after beating them for their faith.

LOS ANGELES, October 27 (CDN) — Muslim neighbors of a Christian family in Bangladesh scheduled to be baptized last month beat them and filed a false charge of attempted murder against them and other Christians, the head of the family said.

Foyez Uddin, 62, told Compass that his neighbor Nazrul Islam and Islam’s relatives told him, his wife and his two adult children that as Christians they were “polluting” society and beat them on Sept. 17 in Joysen village in Rangpur district, some 300 kilometers (186 miles) north of Dhaka. Islam is a policeman.

Islam’s uncle, Abdul Mannan Miah, then filed false charges against Uddin, his family and three others, accusing them of trying to kill Miah’s niece, Uddin said by telephone after his release on bail on Oct. 8. The village is under Pirgacha police jurisdiction.

Uddin said his family was fishing at his pond on Sept. 17 when eight to 10 Muslim neighbors led by Islam appeared and began speaking abusively about their Christian faith.

“Nazrul told us, ‘You are polluting society by deviating from Islam. Come back to Islam, otherwise we will not allow any Christian to live here in this village,’” Uddin said.

He told them that his family would not return to Islam, Uddin said.

“I replied, ‘Invite Islamic scholars, and if they can satisfy us in light of the Quran, then we will go back to Islam. Otherwise nothing can affect our unshakeable faith in Christ,’” Uddin said. “They beat me, my wife and two sons for objecting to their proposal to come back to Islam.”

The angry neighbors then broke into his home and burned two Bibles, tore two others and ripped four hymnals, he said, and they also damaged some furniture and chairs. Their home serves as a worship venue, and Uddin said the villagers also hacked with a machete the sign board of their house church, Faith Bible Church of God.

The pastor of the church, Lavlu Sadik Lebio, told Compass that he went to a nearby police station to complain about the attack, but officers did not respond to him. He said he only went to inform police, not file a case, but even so officers were unresponsive.

“Intentionally burning Bibles was the most sacrilegious attack on our faith – how can a member of the police department do that?” Pastor Lebio said. “Those people should have kept in mind how an announcement of burning a copy of the Quran in the U.S. stirred up the anger, discontent and hatred of Muslims all over the world.”

Taken into police custody on Sept. 18, Uddin said he and his family were unable to be baptized as planned.

“We were planning to be baptized in the last week of September,” he said. “Somehow our neighbors came to know about the baptismal ceremony, and they became very rude to us. We have been living in faith in Christ, the mainspring of our life, but we were not baptized.”

 

Murder Charge

As part of the attack on Sept. 17, Miah, the uncle of police officer Islam, filed the charge of attempted murder against Uddin, his family and three others that day, the Christian said.

When handing Uddin over to court, police filed a report stating that he had collaborated with people within the Christian community and that he had made defamatory remarks about Islam, Uddin said.

“In the police report while handing me over to court, I was mentioned as a troublesome Christian, but in the case copy filed by my neighbor, nothing was mentioned about me as a Christian,” Uddin said. “I was hurt by the police role.”

The police report to the court said that area residents did not approve of his Christian activities, and that there was the possibility of a communal clash. On this basis police requested he remain in custody while the investigation was underway.

According to the case file obtained by Compass, Uddin and his companions allegedly attempted to kill Islam’s sister (Miah’s niece), Jahanara Begum, sexually harassed her, severely beat her and stole her gold jewelry worth 41,000 taka (US$570).

Uddin said that Begum – sister of police officer Islam and niece of Miah – had a boil on her head that her father lanced the day of the attack. When blood continued rushing out from the procedure, her father, Azizul Muhury, took her to a nearby clinic called Pirgacha Medical and admitted her there. Later her brother Islam filed the false case, saying one of the eight accused had hit her on the head in an attempt to kill her, Uddin said.

According to the case file, Uddin was fishing on Begum’s inundated land, though he says he was at his own pond. Furthermore, the case file states Uddin was on Begum’s land at 9:30 a.m. on Sept. 17, when according to Uddin he was worshipping at his house church. The service did not end until 10 a.m.

According to the police file, Begum objected to him catching fish on her flooded land, and after paying no attention to her he eventually became furious and allegedly beat her “in a pre-planned manner.”

Uddin’s companions were said to be hiding nearby with bamboo, knives and machetes to attack her, and at some point in a quarrel, they supposedly emerged and surrounded Begum. Nural Islam, 52 – known in the area as a recent convert to Christianity – allegedly struck her in the head with a machete on Foyez’s order, according to the case file. Uddin said Islam is a rickshaw driver who was working all day and was not present.

Uddin was then alleged to have hit her on the hand with bamboo, and when she supposedly fell down, according to the case file, his brother Iman Ali, 45, hit her with an iron rod on her back. Uddin said Ali could not have been present either, as he was suffering from tuberculosis and could not walk properly due to the debilitating illness.

Uddin’s son, Shahjahan Miah, 25, then allegedly snatched the 27,000-taka (US$375) gold chain from her neck, according to the case file, and 25-year-old Mohammad Sirajul Islam took her 14,000-taka (US$195) gold earring. Uddin said Mohammad Sirajul Islam – also known in the area as a recent convert to Christianity – had lost work due to his new faith and had been forced to relocate to Chittagong district, some 500 kilometers (310 miles) away from Rangpur district, and he was in Chittagong on that day.

His father, Mohammad Farid, 42, had also converted to Christianity, and the case file accuses him of trying to strangle Begum. Uddin said Farid also lives in Chittagong district and was there at the time. In the case file, Uddin’s wife, 47-year-old Mosammat Shahar Banu, is then accused of removing Begum’s clothes. Uddin’s other son, 28-year-old Shahdul Islam, then allegedly seriously wounded her by striking her with bamboo, according to the case file.

Thus the case file charges all members of Uddin’s family, as well as three people who were not present – two other recent converts to Christianity and Uddin’s brother, he said. Uddin said he has sent letters stating the falseness of the charges to the Rangpur district administrative chief, district police chief, sub-district administrative chief, home minister of Bangladesh, home secretary of Bangladesh, inspector general of police (Bangladesh police chief), president of the Rangpur district press club, member of parliament of that area, Rangpur divisional commissioner and commander of Bangladesh’s elite force (RAB-5), as well as to the Faith Bible Church of God chairman.

The case file mistakenly identifies Uddin as Foyez Ali, and also errs in listing his age as 50 rather than 62.

Since Uddin became a Christian in 2007, some of his neighbors have threatened to kill him or expel him from the village, he said.

“In threatening us, they have also said that the government will reward them if we Christians are beaten,” Uddin said.

The main weapon of Muslim villagers opposed to Christians is to withhold work from them, he said.

“Once I used to cultivate other people’s land for my livelihood,” he said. “When the local people came to know that we lead our life in Christ, then they stopped giving us their land for cultivation. Nobody talks with us, and we are outcasts here.”

Last Christmas, around 100 to 150 people went to Uddin’s house to protest their celebration of the birth of Christ.

“Police are deployed in all churches at Christmas,” he said. “Two police were deployed at our house to avoid any kind of unwanted situation. Those two police stopped the angry villagers.”

Church in Indonesia Forced to Accept Worship Terms of Islamists


Muslim groups, city officials dictate where church can hold services.

JAKARTA, Indonesia, October 15 (CDN) — A church in Banten Province that has been in conflict with Muslim groups for more than two years was compelled to cease meeting in the pastor’s home last week in a bid to put an end to harassment and threats.

The Sepatan Baptist Christian Church (GKB Sepatan) in Pisangan Jaya village, Sepatan, in Tangerang district, conceded that it would no longer worship in the home of the Rev. Bedali Hulu but rather in the facilities of two other churches.

In exchange, officials agreed to process a temporary worship permit that would presumably remove the pretext for Islamic protests against the church, but they refused to accept a deadline for doing so. Pastor Hulu argued at the Oct. 7 meeting with officials and Islamic groups that local government officials be given a three-month deadline for granting the temporary worship permit, but the officials insisted on a “flexible” time for issuing it.

Tangerang district authorities had issued a decree on Jan. 21 ordering all worship activities to cease at the church. Officials had pressured church leaders to sign a statement that they would stop all worship activities, but they refused.

Pastor Hulu said that he had received the government order on Jan. 26. The church had permission to worship from both local citizens and Christians in accordance with a Joint Ministerial Decree promulgated in 1969 and revised in 2006, he said, but pressure from Islamic groups forced local officials to try to close the church.

Representing Islamic interests in the five-hour long deliberations of Oct. 7 was the Communication Forum for Religious Harmony (FKUB) of Tangerang City. Local officials included the Sepatan district chief, Sepatan sector police chief, the sub-district military commander of Sepatan, Civil police, and an official from the Ministry of Religious Affairs of Tangerang.

Pastor Hulu said he felt forced to accept the terms of the Islamic group and officials.

“Actually, we want the district to facilitate our worship by letting us use the function room of their office,” he said. “Also, we hope for the government to grant permission for our worship in accordance with the Joint Decree.”

A member of the Tangerang FKUB, Abdul Razak, said the talks resulted in the city and the Tangerang FKUB committing to help the congregation to worship temporarily in the nearest church buildings, which are seven kilometers (more than four miles) away in Kedaung, East Sepatan and belong to the Assemblies of God and the Pentecostal Church in Indonesia.

But those two churches use their buildings from 6 a.m. until noon on Sundays, Pastor Hulu said.

“Our congregation wants to worship between 10 am to 12 noon, because after 12 worship would conflict with family customs that are usually done at that hour,” he said.

Because of the incompatibility in worship times, the pastor said, GKB Sepatan appealed to a member of the FKUB Tangerang identified only as Zabir, who only suggested Pastor Hulu adhere to the FKUB consensus.

Although the Muslim groups and city officials were able to dictate where the church should worship in the coming months, they allowed the congregation to worship in one of the church members’ homes on Sunday (Oct. 10), as long as it wasn’t Pastor Hulu’s house, he said.

“Next week, if the local government has not been able to facilitate a place of worship to us, then we will worship from house to house,” the pastor said.

The church had worshipped in Pastor Hulu’s house since November 2008. Previously worship rotated among various members’ homes, reducing the congregation from 90 people to 30, he said, but now the congregation numbers 150.

The church has established good relationships with communities, religious leaders and local government, he said.

“First, we helped victims of the tsunami in Aceh in 2007,” Pastor Hulu said. “Second, we provided basic food, rice, blankets to flood victims in the village of Pisangan Jaya. Third, we have helped provide free medical treatment for residents affected by flooding in the village of Pisangan Jaya.”

The Oct. 7 agreement is yet to be signed. Razak said that the FKUB would draft an agreement for all parties to sign.

“If these problems can be resolved properly, then this will be a moment in history that the district of Tangerang was able to resolve religious issues, particularly related to the establishment of houses of worship,” he said.

The chairman of the Tangerang City FKUB, M. Syuro, said the meetings were necessary to forestall tensions as Tangerang is so close to Jakarta, 20 kilometers (12 miles) east.

Muslim Mob Attacks Christians in Gujrat, Pakistan


Dozens beaten, shot at, left for dead since Sept. 8.

SARGODHA, Pakistan, September 27 (CDN) — A mob of Muslim extremists on Thursday (Sept. 23) shot at and beat dozens of Christians, including one cleared of “blasphemy” charges, in Punjab Province’s Gujrat district, Christian leaders said.

The attack on Tariq Gill, exonerated of charges of blaspheming the Quran on Sept. 3, 2009, and on his father Murad Gill, his mother and the other Christian residents was the latest of more than 10 such assaults on the Christian colony of Mohalla Kalupura, Gujrat city, since Sept. 8, the Rev. Suleman Nasri Khan and Bishop Shamas Pervaiz told Compass.

About 40 Islamists – some shooting Kalashnikovs and pistols at homes and individuals on the street, others brandishing axes and clubs – beat some of the Christians so badly that they left them for dead, Pastor Khan said. So far, 10 families have been targeted for the attacks.

On Thursday (Sept. 23) the assailants ripped the clothing off of Gill’s mother and dragged her nude through the streets, Pastor Khan said.

Among the Christians attacked on Thursday (Sept. 23) were Rashid Masih and his family, he said. The critically injured Masih and his family members, Gill and his parents, and the other injured Christians were initially rushed to Aziz Bhatti hospital in Gujrat, Pastor Khan said, and then transferred to Abdullah Hospital in nearby Lalla Musa to receive more advanced care.

“The injured Christians were under the observation of able doctors at Abdullah Hospital in Lalla Musa,” Pastor Khan told Compass by telephone.

Bishop Pervaiz, central vice chairman of the Pakistan Interfaith Peace Council, said the mob was led by two members of the National Assembly, Meer Anjum and Farasat Dar, at the behest of a powerful member of the Punjab Assembly named Sheikh Islam. The three Muslim politicians were not immediately available for comment, but the Gujrat superintendent of police investigations, identified only as Hafeez, told Christian leaders they were respectable legislators who were innocent.

Also asserting that the three Muslim politicians were behind the violence, Pastor Khan said the assailants have vowed to mount an attack on Mohalla Kalupura similar to the Islamist assault on Gojra in 2009. On Aug. 1, 2009, an Islamic mob acting on a false rumor of blaspheming the Quran and whipped into frenzy by local imams attacked the Christian colony in Gojra, burning at least seven Christians to death, injuring 19 others, looting more than 100 houses and setting fire to 50 of them. The dead included women and children.

Bishop Pervaiz said the attackers in Gujrat have threatened to kill him, Pastor Khan and Bishop Yashua John and continue to roam the streets of Mohalla Kalupura looking for Christian residents to kill.

The Lorry Adda police station house officer (SHO), inspector Riaz Qaddar, has stated publicly that “no stone would be left unturned” to apprehend the gunmen, but the Christian leaders said he has refused to act.

“The SHO flatly denied indicting the Muslim mob and especially the Muslim legislators,” said Pastor Khan, chairman of Power of God’s Healing Ministry International Pakistan and national coordinator of Jesus’ Victory Gospel Assembly of Pakistan.

Bishop Pervaiz said that besides the Christian accused of blasphemy, the attacks also may have been sparked by the election victory last year of an area Christian – who was slain a few days after taking office. Yaqoob Masih won the Tehsil Municipal Authority Gujrat election by a landslide, and a few days after he took office on Dec. 15, 2009, Muslim candidates running for the same office killed him, Bishop Pervaiz said.

He added that Lorry Adda police did not register a murder case at that time.  

In the blasphemy case, Tariq Gill was falsely charged on Aug. 15, 2009 under Section 295-B of Pakistan’s blasphemy laws for desecrating the Quran, but due to the intervention of Christian leaders, influential Muslim elders and police, he was exonerated of all allegations on Sept. 3, 2009, said Bishop Pervaiz, who is also chairman of the Council of Bishops and head of the National Churches in Pakistan.

“Muslim legislators Meer Anjum, Sheikh Islam and Farasat Dar had resentment against Murad Gill’s family over this blasphemy row as well,” said Bishop Pervaiz, “and now through these assaults, which are becoming more frequent and massive, emboldened Muslims have found a way to vent their fury.”

The Christian leaders said they approached District Police Officer Afzaal Kausar about the attacks, and he sent the application for charges to Hafeez, the superintendent of police investigation in Gujrat.

“But he did not bother to watch the video we shot of the attack and shrugged off the matter,” Pastor Khan said.

He said that Hafeez told them that Anjum, Dar and Islam were respectable legislators, “and without any investigation declared them innocent.”

This afternoon Pastor Khan led a protest at the Islamabad National Press Club. He said more than 250 Christian protestors reached Islamabad despite an attempt by Inspector Qaddar of Lorry Adda police station to arrest them before they left the area.

“But the invisible hand of Almighty God helped us, and we safely made it to Islamabad,” Pastor Khan said. “Although the government has clamped a ban on all sorts of processions and demonstrations, we successfully staged the sit-in before National Press Club Islamabad.”

Saying he regretted that the demonstration had drawn little attention, he added that the protestors would remain in front of the building tonight demanding justice. The pastor said tomorrow (Sept. 28) they would protest in front of the Islamabad Parliament House.
