China’s Belt and Road Initiative (BRI) is a multifaceted economic, diplomatic and geopolitical undertaking that has morphed through various iterations, from the “New Silk Road” to “One Belt One Road”. The Conversation

The BRI imagines a US$1.3 trillion Chinese-led investment program creating a web of infrastructure, including roads, railways, telecommunications, energy pipelines, and ports. This would serve to enhance economic interconnectivity and facilitate development across Eurasia, East Africa and more than 60 partner countries.

First proposed in September 2013, it is the signature foreign policy initiative of Chinese President Xi Jinping. It is a project of unprecedented geographical and financial scope.

BRI has two primary components: the overland Silk Road Economic Belt (SREB), and the sea-based 21st-century Maritime Silk Road (MSR). Together, they form the “belt” and “road”.

SREB’s overland infrastructure network encompasses the New Eurasia Land Bridge and five economic corridors: China-Mongolia-Russia; China-Central Asia-West Asia; China-Pakistan; the China-Indochina peninsula; and Bangladesh-China-India-Myanmar. The SREB’s connective sinews will be high-speed rail and hydrocarbon pipeline networks.

The MSR is focused on developing key seaports that connect to land-based transportation routes.

China has been at pains to emphasise the co-operative nature of the initiative and its objective of “win-win outcomes”. In his address to the Belt and Road Forum for International Co-operation in Beijing, Xi framed the BRI in terms of “peace and co-operation”, “openness and inclusiveness”, “mutual learning”, and “mutual benefit”.

Yet behind the rhetoric of harmony and mutuality lies a substantive strategy for growing an emerging China-led operating system for the international economy. This could potentially succeed the US-led Washington Consensus and Bretton Woods system.

What China gets from the BRI

BRI projects are likely to increase China’s economic and political leverage as a creditor.

China has established the multilateral Asian Infrastructure Investment Bank (AIIB) and the $40 billion Silk Road Fund. These are financial vehicles for BRI infrastructure projects, yet the vast bulk of funding to date has come from China’s big state-owned investment banks.

The prospect of access to Chinese financial largesse to fund much-needed infrastructure investments has attracted attention from many prospective partner nations. Many of these appreciate the minimal political conditionalities that come with Chinese finance, in comparison to finance on offer from the International Monetary Fund, the World Bank, and the Asian Development Bank.

The BRI has been viewed as a way for China to productively use its enormous, $3 trillion capital reserves, internationalise the renminbi, and deal with structural issues as its economy navigates the so-called “new normal” of lower growth.

Perhaps foremost among these is the issue of industrial over-capacity. Having maxed out investment-driven growth through a frenzy of domestic infrastructure building following the 2008 global financial crisis, the BRI represents an international stimulus package that will utilise China’s idle industrial capacity and safeguard jobs in key industries such as steel and cement.
This is a significant political dividend for the Chinese government. The Chinese Communist Party’s legitimacy rests on maintaining economic growth and improving people’s standard of living.

In relation to energy security, the BRI will assist China in diversifying its energy sources through greater access to Russian and Iranian oil and gas. This will be achieved by linking with pipeline networks from Russia and Central Asia.

By investing in pipelines from Gwadar, on the coast of Pakistan, to Xinjiang, and from coastal Myanmar to Yunnan, China also can diversify its transportation routes for maritime energy supplies. This reduces its vulnerability to energy supply disruption at maritime choke-points in the Strait of Malacca and the South China Sea.

The establishment of port facilities in the Indian Ocean will also be advantageous to the emerging blue-water capability of the People’s Liberation Army Navy. This would assist in keeping vulnerable critical sea lines of communication open for maritime energy supplies from the Middle East.

Collectively, these measures could reduce the ability of the US Navy to blockade China’s energy supply routes in any future conflict scenario.

Geopolitical implications of the BRI

After more than a decade of conjecture about China’s increasing international assertiveness, the Chinese government has now clearly signalled its intention to assume a more prominent global leadership role through the BRI.

China is aiming to spur a new round of economic globalisation, but in a changed international order that it has a pivotal role in shaping.

The Asian Infrastructure Investment Bank, the BRICS New Development Bank, and the Regional Comprehensive Economic Partnership are the “software of integration” – the financial pillars of trade and investment in this vision.

The BRI is the development vehicle – the “hardware of trade and investment” and the final pillar on which China’s claim to global leadership rests.

Somewhat paradoxically, given the investment focus on hydrocarbon pipelines, the BRI also represents the vehicle through which China is likely to shape the contours of the emerging international post-carbon economy. The Paris Agreement in the UN Framework Convention on Climate Change is a keystone document in this respect.

A combination of the climate emergency and market behaviours are making fossil fuel energy production increasingly uneconomic. This has spurred an accelerating transition away from fossil fuels and toward renewable energy generation.

China is a world leader in green and alternative energy technologies. Through the BIR it is well-placed to be the dominant player in facilitating the transition and roll-out of renewable energy infrastructure across Eurasia. This is especially so since the Trump administration has ceded American influence in international climate politics through its repudiation of proactive climate policies.

Leadership on international climate action is one area in which China can develop significant soft power cache, particularly with developing countries of the global south.

China’s BRI announcement is also reflective of the relative decline of the US as the world’s pre-eminent power. A declaration of intent as bold as that made in Beijing over the weekend at the Belt and Road Forum for International Co-operation would have been inconceivable prior to the 2016 US election.

The Trump administration’s clumsy foreign policy manoeuvrings have damaged US prestige, weakened the integrity of a liberal international order already under duress, and opened a window for China to stake its claim.

The BRI also signals a deepening of the Sino-Russian strategic partnership. This is based on a complementary supplier-consumer energy relationship and a mutual antagonism to the US.

However, not all regional countries see the BRI as a boon. The Indian government has expressed reservations over the BRI’s China-Pakistan Economic Corridor and China’s Indian Ocean ambitions.

The BRI now ups the ante for regional middle powers like Australia that have deftly attempted to hedge between the US and China. Australia’s foreign policymakers must weigh up the case for engaging with the BRI and having a seat at the table as China’s vision takes shape.

India Briefs: Recent Incidents of Persecution


Karnataka, India, April 8 (CDN) — Four Christians, including a police constable, were beaten on April 1 in Madikeri district on allegations of “religious conversion abetment,” as if conversion were illegal in India. Daijiworld Media Network reported that K. Nidugane villagers were enraged when a Christian constable identified only as Prasanna, along with three others identified only as Diwakar, Lawrence and Dias, went door-to-door distributing pamphlets and books in Nandimotte village. A few enraged Hindu villagers beat them, tore their clothes half-off, and brought them to a police station. Hindu extremist leaders who found out rushed to the village, but before they could manhandle the four, policemen intervened and took the accused Christians into custody. Deputy Superintendent of Police J.D. Prakash said that a recommendation had been sent to the superintendent of police seeking Prasanna’s suspension from service, the Daijiworld report stated. Diwakar, along with his wife Telcy Diwakar, had also been arrested and released on bail when they visited Devastoor village on March 26. A police official told Compass that the Christians have been charged with “deliberate and malicious acts intended to outrage religious feelings of any class by insulting its religion or religious beliefs.”

Karnataka – Police on April 1 arrested Christians after Hindu nationalists registered false complaints of “conversion” against them (religious conversion is legal in India) in Kodihalli, Bangalore. The Global Council of Indian Christians (GCIC) reported that citizens identified only as Vincent, Johnson, Satyan and Naveenand Vinod were at a prayer and fellowship meeting in the home of a Christian when area Hindu extremists led by a person identified only Prashanth stormed the house, made the accusation and forced them to the Kodihalli police station. A GCIC coordinator told Compass that the intolerant Hindus shouted anti-Christian rants along the way, and that police were mute spectators as the extremists mocked the Christians at the police station. Police charged the Christians with “deliberate and malicious acts intended to outrage religious feelings of any class by insulting its religion or religious beliefs.”

Himachal Pradesh – On March 17 at Rekong Peo in Kinnur district, Hindu extremists ostracized the Christian community and warned them under threat of violence to conduct no future worship meetings. The All India Christian Council (AICC) reported that Hindu nationalist extremists barred Christians from using a public road, collecting drinking water and entering a local forest. A group of 20 Christians filed a complaint at the Bhavannagar police station, but officials failed to protect the victims at the behest of the local Hindu extremists. AICC submitted a detailed report to the National Commission for Minorities, requesting an investigation.

Kerala – On March 31 on Kara Beach Road, Kodungallur, Hindu extremists attacked Pastor N.V. Eliyas and Pastor Milton George of New India Church of God as they were returning home with their families from a house dedication prayer service. The extremists shouted slogans against the Christians as they accused them of “forceful conversions,” reported the Global Council of Indian Christians. The Hindu extremists damaged the Christians’ vehicles. Pastor Eliyas sustained injuries on his head and ear and was rushed to the Kodungallur Government Hospital. Police arrested 35 Hindu extremists who were involved in the incident.

Uttar Pradesh – On March 20 in Lonianpurawa, Balrampur district, an irate mob of 60 Hindu extremists barged into the worship meeting of The Healing Church and beat those present. An earlier incident had taken place the previous Sunday (March 13), when Hindu extremists threatened the worship led by convert Gudgi Verma and his wife Saroja Verma, according to the Evangelical Fellowship of India (EFI). Opposing their thriving ministry in the area, local Member of the Legislative Assembly Gorakhnath Baba allegedly had sent about 25 Hindu extremists to the church to deliver the warning to discontinue church services. The Christians continued, and on March 16 Baba and 50 Hindu extremists went to the site, urged the couple to stop all Christian worship meetings and restore Hindu idols to the house, give offerings to the temple and observe all Hindu festivals, according to EFI. Evangelists Abhay Kumar and Keshov Parsad went to Lonianpurawa on March 20 to lead worship, and the Hindu extremists suddenly barged in, verbally abused the Christians for their faith and beat them. The situation in the area is reported as tense, and local Christians are praying to be able to resume regular Sunday worship meetings.

Recent Incidents of Persecution


Karnataka, India, October 29 (CDN) — Police arrested Pastor Muthyalan Paul on Oct. 26 in Nelamangala, Bangalore, after Muslim radicals barged into a prayer meeting, accused him of forceful conversion, tore Bibles and damaged household items. The Global Council of Indian Christians reported that police, alerted by the Muslim extremists, charged the pastor with “deliberate and malicious acts intended to outrage the religious feelings of others.” A judge sent the pastor to Nelamangala Sub-Jail, but with area Christian leaders’ intervention he was released on bail the next morning.

Karnataka – Hindu nationalists on Oct. 20 burned down a house church in Bellakatte village, near Chitradurga. The Global Council of Indian Christians reported that Pastor Mallappa Hanumanthappa Andrew of Samadhana Prayer House and his brother were walking on a village road when six area extremists waylaid them and began slapping the pastor, falsely accusing him of forcible conversion. They also slapped and shoved his brother when he tried to come to Andrew’s aid. Cursing, the extremists then burned down the house used for worship. Baramasagara police arrested four extremists identified only as Manjunath, Parashuram, Ramanna and Devaraj, charged them with unlawful assembly and released them after two hours.

Madhya Pradesh – Threatening to file a police complaint, Hindu nationalists in Chattarpur on Oct. 19 accused Pastor Kunal Parichha of forcibly converting people and sending them to Bible college, a source said. The pastor and the nationalists met for talks the next day, only to have the extremists threaten to kill him if he continued to lead worship meetings. At press time area Christian leaders were taking steps to resolve the conflict.

Karnataka – Police detained a pastor identified only as Surendra for more than three hours on Oct. 15 after Hindu nationalists disrupted the worship of Calvary Assemblies of God Church and beat him in Boothanhalli Kaval, near S. Bidra village, Chickmagalur district. The Global Council of Indian Christians (GCIC) reported that at 7:30 p.m., as the pastor was leading worship in another Christian’s house where 15 others had assembled, nearly 25 cursing extremists stormed in, chased them
out and repeatedly slapped and punched Pastor Surendra. A GCIC coordinator told Compass that the extremists dragged the pastor outside, ripped his shirt off, took away his mobile phone, and telephoned police that “conversion activities” were taking place. Conversion and “conversion activities” are legal in India. Police arrived at 9 p.m., arrested the pastor and interrogated him. With GCIC intervention, Surendra was released at 12:30 a.m. without being charged.

Orissa – Hard-line Hindus in Paikamara, Puri, Orissa district on Oct. 14 confined three recent converts to Christianity in a house, assaulted them and pressured them to deny their new faith. The Global Council of Indian Christians (GCIC) reported that Aswini Sahu, Sanatana Jena and Amulya Swain became Christians six months ago after listening to Christian radio broadcasts. When the Hindu extremists learned of it, they threatened them and expelled them from the village after the Christians continued to worship Christ. The Christians took shelter in different homes, and then went back to their village after receiving word by telephone that tensions had cooled. As soon as they returned, however, the extremists caught hold of them, beat them and confined them. With GCIC and area Christian leaders’ intervention, police rescued the Christians and warned the extremists not to disturb them again.

Haryana – Hindu extremists on Sept. 30 attacked a church’s Christian school in Ghaziabad. A source said that the extremists showed up in a truck armed with guns and other implements of destruction at the Ingram Institute and broke a wall. Trying to occupy the church property, they started building a wall around a student hostel and other properties near the school and verbally abused director Hepesh Shepherd, staff members and students. Christians immediately filed a complaint, and police detained two extremists. They were later released without charges.

Chhattisgarh – Hindu extremists assaulted Pastor Suresh Deep of The Church of God on Sept. 28 in Rajnandgan. A source reported that the incident began the previous day when two church members, Shilembra Sahu and Raj Kumar, started quarrelling about whether Kumar was meeting standards for Christian living, and as villagers came to become involved in the conflict, Hindu extremists took Kumar’s side. The extremists filed a complaint against Sahu, and police arrested him for joining an assembly likely to cause a disturbance. The next day, Pastor Deep went to submit a bail petition for Sahu, and some 20 extremists who had gathered at the court verbally abused him, beat him and dragged him to a Hindu temple. There they forced him to drink dirty water and to write that he would refrain from any conversion activity. The pastor sustained bruises all over his body. Area Christian leaders intervened, and police registered a case against the attackers, but no arrests had been made at press time. Sahu was sent to Rajnandgan district jail but was released on bail on Sept 30.

Kerala – Muslim extremists beat a Christian convert from Islam after they saw him worshipping Jesus on Sept. 22 in Vikas colony, Ambalavayal. The Global Council of Indian Christians (GCIC) reported that a pastor identified only as Chacko had established a friendship with a Muslim man who was an alcoholic. After attending the church, the Muslim stopped drinking alcohol, led a changed life and decided to follow Jesus Christ. Enraged by the change in him, the extremists seriously injured the convert. They also damaged Pastor Chacko’s pipeline, the source for water for about 10 Christian families, and pelted the pastor’s home with stones, damaging the house. GCIC reported that the extremists continued to threaten the pastor by telephone daily.

Madhya Pradesh – Hindu extremists from the Rashtriya Swayamsevak Sangh (RSS) on Sept. 16 attacked a building belonging to the Believers Church in Jabalpur, bringing it to the ground. Believers Church representative Sushant Sona reported that the RSS members arrived in a huge vehicle designed to demolish buildings and destroyed the facility, claiming that they would not allow any church to exist in the area. The Rev. Samkutty Issac and other Christian leaders pleaded with the government officials to take action against the culprits.

Karnataka – Hindu extremists attacked a church building under construction at Byappanahalli village on Sept. 12 near Bengaluru, accusing area Christians of large-scale, forcible conversion. The extremists broke into the church building and tried to pull it down, reported the All India Christian Council. Police arrived in time to stop them, but the extremists filed a complaint against Pastor John Babu and other Christians for alleged forcible conversion. Under the extremists’ pressure, the police later issued a notice to the church to stop construction and issued arrest warrants against the pastor and seven others. To avoid further harassment, the Christians applied for anticipatory bails. They also filed petitions seeking court intervention to stop the extremists from further assaults. At press time the church building remained abandoned and unguarded.

Karnataka – A mob of about 100 Hindu extremists on Sept. 5 barged into the house church worship of a congregation of the Indian Pentecostal Church and beat a pastor in Doni, Gadag. The Global Council of Indian Christians (GCIC) reported that the extremists ripped Bibles, tore the clothes of Pastor Mallikarjuna Sangalad, dragged him out of the house and beat him. Police arrived and arrested Pastor Sangalad, where they ordered him to stop leading worship meetings, according to the GCIC. Christian leaders intervened, and police released the pastor without charges.

Karnataka – Ramnagar police Sub-Inspector Babu Madhar on Sept. 3 forcefully entered a Calvary Fellowship Prayer house church meeting led by Pastor P.R. Jose and ordered him to immediately stop the service. The Global Council of Indian Christians (GCIC) reported that police accused the Christians of forceful conversion and ordered them to close down the house church. After area Christian leaders’ intervention, according to the GCIC, the Christians were given police protection for worship.

Christian in Bhutan Imprisoned for Showing Film on Christ


Court sentences him to three years on dubious charge of ‘attempt to promote civil unrest.’

NEW DELHI, October 18 (CDN) — A court in predominantly Buddhist Bhutan has sentenced a Christian to three years in prison for “attempting to promote civil unrest” by screening films on Christianity.

A local court in Gelephu convicted Prem Singh Gurung, a 40-year-old ethnic Nepalese citizen from Sarpang district in south Bhutan, on Oct. 6, according to the government-run daily Kuensel.

Gurung was arrested four months ago after local residents complained that he was showing Christian films in Gonggaon and Simkharkha villages in Jigmecholing block. Gurung invited villagers to watch Nepali movies, and between each feature he showed films on Christianity.

Government attorneys could not prove “beyond reasonable doubt” that Gurung promoted civil unrest, and therefore “he was charged with an attempt to promote civil unrest,” the daily reported.

Gurung was also charged with violation of the Bhutan Information, Communication and Media Act of 2006. Sections 105(1) and 110 of this law require that authorities examine all films before public screening.

A Christian from Bhutan’s capital, Thimphu, told Compass that the conviction of Gurung disturbed area villagers.

While Gurung has the right to appeal, it remained unclear if he had the resources to take that course.

Both Gonggaon and Simkharkha are virtually inaccessible. It can take up to 24 and 48 hours to reach the villages from the nearest road.

“Both villages do not have electricity,” the daily reported. “But Prem Singh Gurung, with the help of some people, is believed to have carried a projector and a generator to screen the movies in the village.”

Over 75 percent of the 683,407 people in Bhutan are Buddhist, mainly from western and eastern parts. Hindus, mostly ethnic Nepalese from southern Bhutan, are estimated to be around 22 percent of the population.

It is also estimated that around 6,000 Bhutanese, mostly from south, are Christian in this landlocked nation between India and China. However, their presence is not officially acknowledged in the country. As a result, they practice their faith from the confines of their homes, with no Christian institution officially registered.

Buddhism is the state religion in Bhutan, and the government is mandated to protect its culture and religion according to the 2008 constitution. As in other parts of South Asia, people in Bhutan mistakenly believe that Christianity is a Western faith and that missionaries give monetary benefits to convert people from other religions.

Yesterday’s Kuensel published an opinion piece by a Bhutanese woman from New York who described herself as “an aspiring Buddhist” condemning both the conviction of Gurung and Christian “tactics.”

“Although we may not like the tactics used by the Christians to proselytize or ‘sell’ their religion to impoverished and vulnerable groups, let’s not lose sight of the bigger picture, in terms of religious tolerance, and what constitutes ‘promoting civil unrest,’” wrote Sonam Ongmo. “If we truly want to establish ourselves as a well-functioning democracy, with equal rights for all, let’s start with one of the fundamental ones – the right to choose one’s faith. We have nothing to worry about Buddhism losing ground to Christianity, but we will if, as a predominantly Buddhist state, we start to deny people the right to their faith.”

While her view is representative of liberal Buddhists in Bhutan, a reader’s response in a forum on Kuensel’s website reflected the harder line.

“These Christians are a cancer to our society,” wrote a reader identifying himself as The Last Dragon. “They had crusades after crusades – we don’t need that. We are very happy with Buddhism. Once Christianity is perfect – as they always claim [it] to be, then let’s see.”

In July, the government of Bhutan proposed an amendment in the Penal Code of Bhutan which would punish “proselytizing” that “uses coercion or other forms of inducement.” (See,  “Buddhist Bhutan Proposes ‘Anti-Conversion’ Law,” July 21.)

Christian persecution arose in Bhutan in the 1980s, when the king began a “one-nation, one-people” campaign to “protect the country’s sovereignty and cultural integrity.” Ethnic Nepalese, however, protested the move on grounds of discrimination. Authorities responded militarily, leading to the expulsion or voluntary migration of over 100,000 ethnic Nepalese, many of whom were secret Christians, to the Nepal side of the border in Jhapa in the early 1990s.

An absolute monarchy for over 100 years, Bhutan became a democratic, constitutional monarchy in March 2008, in accordance with the wish of former King Jigme Singye Wangchuck, who served from 1972 to 2006. Since the advent of democracy, the country has brought in many reforms. It is generally believed that the government is gradually giving more freedom to its citizens.

The present king, Jigme Khesar Namgyel Wangchuck, and Prime Minister Lyonchen Jigmey Thinley, are respected by almost all Bhutanese and are seen as benevolent rulers.

Christian Assaulted in Orissa State, India


Extremists in Kandhamal vowed to kill a Christian around date of Hindu leader’s death.

NEW DELHI, September 9 (CDN) — Suspected Hindu nationalists in an area of Orissa state still tense from 2008 anti-Christian violence beat a Catholic father of seven until he fell unconscious on Aug. 20, the 47-year-old victim said.

Subhash Nayak told Compass that four unidentified men assaulted him as he made his way home to Laburi village from the hamlet of Kapingia in Kandhamal district. Hindu extremists in Kandhamal district killed more than 100 people in several weeks of attacks following the murder of Hindu extremist leader Swami Laxamananda Saraswati.

An 80-year-old monk who for decades spearheaded the anti-conversion movement in Orissa’s tribal-dominated areas, Saraswati was shot dead on Aug. 23, 2008. Area church leaders such as Biswajit Pani of Khurda told Compass that villagers in Laburi have planned to attack at least one Christian around that date every year.

Nayak said the assailants left him for dead.

“I could not see their faces as it was very dark, and they tried to poke my eyes with their sticks,” said Nayak, still in pain. “They stomped on my chest with their feet and hit me relentlessly till I fell unconscious. They left me thinking I was dead.”

Nayak said that he was returning from work at a construction site in Kapingia when, about a kilometer from his home in Laburi, a stone hit him. Four men appeared and began beating him.

The stone struck him in the forehead between 7 and 8 in the evening as he was riding his bicycle, he said.

“As I fell on the road with sharp pain, figuring out who hit me, four people came and started to hit me with wooden sticks,” Nayak said.

Asserting that no one had any personal enmity toward him, Nayak said that Hindu extremists in Kandhamal district have been telling people, “We destroyed and burned their houses and churches, which they have rebuilt, but now we will attack their lives, which they cannot rebuild.”

Pani and another area Christian, retired school teacher Tarsish Nayak, said they also had heard Hindu nationalists spreading this message.

Nayak recalled that a year ago, while returning to his village at night around the anniversary of Saraswati’s murder, he heard someone whispering, “Here he comes … He is coming near,” at which point he fled.

“There were people hiding, seeking to attack me,” he said.

Saraswati, a leader of the Hindu extremist Vishwa Hindu Parishad (World Hindu Council), was assassinated by a Maoist group, but Christians were falsely blamed for it. The ensuing anti-Christian attacks killed more than 100 people and burned 4,640 houses, 252 churches and 13 educational institutions. Violence also erupted in Kandhamal district during Christmas week of 2007, killing at least four Christians and burning 730 houses and 95 churches.

The area where Nayak lives and works was one of the worst-hit in the anti-Christian attacks that took place after Saraswati’s assassination.

After regaining consciousness, Nayak strained to stand up and felt blood dripping down his cheeks, he said. His bicycle was lying at a distance, its front light broken.

Nayak said he was not sure how long he lay unconscious on the road, but it was 11 p.m. by the time he managed to walk home. He said it was only by God’s grace that he “slowly, slowly reached home.”

“‘I am dying,’ were my words as I entered home and fell unconscious again,” Nayak said.

His wife Mamta Nayak, two of his children, his parents and eight villagers carried the unconscious Nayak on a cot three kilometers before getting him into an auto-rickshaw and on to Raikia Government Hospital at 1 a.m.

A doctor was summoned from his home to attend to Nayak, who required stitches on the right side of his forehead. He sustained injuries to his right knee, face, an area near the ribs and chest, and he still has difficulty chewing food, Nayak said.

“I feel nausea and pain in my head as I move my jaw,” he said.

Feeling weak from blood loss, Nayak received a saline solution intravenously for eight days in the hospital. He said he earns very little and had to sacrifice some of his valuables to pay the medical expenses. The doctor advised him to undergo a head scan, which he has eschewed as he cannot afford it, he said.

Pani told Compass that Nayak has refused to file any complaints with police out of fear of retaliation.

Nayak explained, “The police will not take any action, and we have seen in the past that I will be threatening my life by doing so.”

Church Building in Bogor, Indonesia Re-opens – for a Day


City officials order security police to close church under cover of darkness.

JAKARTA, Indonesia, September 8 (CDN) — The Bogor city government in West Java re-sealed the Gereja Kristen Indonesia (GKI) Yasmin Church on Aug. 28, one day after security police had removed the seal and lock.

Under cover of darkness, Bogor security police were ordered to secretly re-seal the church building at 11 p.m. the night before it was to be used for worship services.

Jayadi Damanik, a member of the GKI Yasmin legal team, said security police had removed the lock and seal after church talks with the district officer, the Bogor police chief, the head of the security police and citizens who live near the church. In those talks all parties agreed that there was no reason to question the construction and presence of the GKI Yasmin Church, he said.  

The district officer and the Bogor police chief told church leaders that the original sealing of the church on April 11 was the unwarranted result of political pressure, he said.

After re-opening the church on Aug. 27, authorities placed a notice that read, “Because this Gereja Kristen Indonesia building has satisfied all of the requirements, it has a building permit, No. 645.8-372 Year 2006, and has been strengthened by the force of law according to the decision handed down by the Bandung State Court Number 41/G/2008/PTUN-BDG, which rescinded the Bogor City Government decree Number 503/208-DKTP dated Feb. 14 freezing the permit.”

But on Aug. 28 at about 4 a.m., unknown persons locked the gate of the GKI Yasmin fence and placed a banner on it that read, “Because this building is continuing to be processed under the law, it cannot be used.”

At 11 a.m. that day, the church took off the lock and removed the banner, but late that night security police resealed it with a new notice.

Besides sealing the building under cover of darkness, Damanik said, there was no formal notice and no church witnesses.

“Why did they do this at night, like thieves?” Damanik said. “Because of this, we do not accept the seal as legal.”

He added that the State Court had found the April 11 sealing was illegal.

After the resealing, the GKI legal team went to the office of the security police to ask about it.  Yan Yan, head of the security police, said that his superiors, the Bogor municipal government, and the influential Bogor politicians had pressured him to re-seal it. He said his bosses had scolded him for taking off the seal on Aug. 27.

“I am astounded,” Damanik said. “Why should a security police officer who takes off a seal based on a legal decision be reprimanded rather than appreciated?”

Damanik said he appreciated the heart of the security chief, who understood that there was no reason for the Bogor government to seal the church on April 11.  

“I am proud that Mr. Yan did the right thing and took off the seal, even though it was just for one day,” he said. “He did this because he understood the truth.”As a result of this incident, Damanik said he hopes that the political elites will repent and carry out the court’s order.

GKI Yasmin elder Thomas Wadu Dara said the church would protest the resealing.  

“After this incident, we are going to write to the Indonesian president and the Parliament,” Wadu Dara said.

He said he hoped that the congregation would continue to be patient in meeting the challenges and not give up in their struggle for the truth.  

“We are going to continue worshipping on Sunday at 8 o’clock,” he said.

Since April 11, the GKI Yasmin congregation has been allowed to worship only once every two weeks on the shoulder of the road bordering fence in front of the church building that the Bogor government sealed.

Christians Narrowly Escape Flying Bullets in Pakistan


Evangelistic team cheats death; separately, stray gunshot leads to false charges.

RAWALPINDI, Pakistan, July 15 (CDN) — Suspected Islamic extremists fired bullets into the car of a Christian evangelist with impunity last month, while in another Punjab Province town stray gunfire led to two Christians being falsely accused of murder.

Following a youth revival in Essa Nagri, near Faisalabad, the Rev. Kamran Pervaiz, a guest speaker from Rawalpindi, was in the passenger seat of a Toyota Corolla returning to Faisalabad with his team on June 25 when 12 armed men tried to stop their car, the pastor said.

Pastor Naeem Joseph, an organizer of the revival, was leading the ministry team by motorbike, and he led them past the armed men as they reached the Narawala Road bypass at about 1:15 a.m.

“I didn’t stop,” Pastor Joseph told Compass. “A gunshot was fired at me, but it missed, and instead of going straight I turned right towards the Sudhar bypass and took the motorbike into the fields.”

Pervaiz Sohtra was driving the car.

“Rev. Kamran asked me to increase the speed,” Sohtra said. “The armed men shouted to stop and directly fired at the car. I saw from the rearview mirror that they were coming after us, and I told everyone to stay down.”

The rear window suddenly broke to pieces as bullets pierced the car.

“Pervaiz [Sohtra] turned off the lights and took the car into the fields and turned off the engine,” Kamran Pervaiz said. “The attackers drove by, near the road, without noticing the fields. No one was injured. We were all safe.”

Pervaiz said he was certain that they were targeted because of their involvement in the Christian revival meeting; response to Pervaiz’s preaching jumped when a crippled man was healed after the evangelist prayed for him at the event. Muslim groups had warned the Christians to abort the meeting after banners and posters were displayed across Essa Nagri.

“A local Muslim group tore the banners and threatened us, telling us not to organize the meeting or else we would face dire consequences,” said Salman John, one of the organizers.

A police patrol responded to the ministry team’s emergency number phone call, reaching them in the field shortly before 2 a.m. and escorting Pervaiz and the others in their bullet-damaged car to Model Town, Faisalabad.

Pastor Joseph filed an application for a First Information Report (FIR) at Ghulam Muhammad Abad police station in Faisalabad. Acting Superintendent Shabir Muhammad took the application but declined to register an FIR due to pressure from local Muslim groups, he said.

“I am trying to register the FIR, but the things are out of my control at higher levels,” Muhammad told Compass.

 

False Arrest

In Gujrat, by contrast, police soon arrested two young Christian men after shots fired into the air by a drunken man killed a neighbor.

Cousins Saleem Masih, 22, and John Masih, 23, were falsely accused of robbery as well as murder, a later police investigation found, and they were released. Both worked at the farm of Chaudhry Ashraf Gondal, who became inebriated along with friend Chaudhry Farhan on June 18, according to Riaz Masih, father of Saleem Masih.

“They were feasting and then got drunk and started firing gunshots into the air for fun, and one of the bullets hit a passer-by near their home, and he died on the spot,” Riaz Masih said.

Yousaf Masih, father of John Masih, told Compass that when police arrived, Ashraf Gondal “gave them some money and asked them to take care of the matter.”

On June 22, police went to Yousaf Masih’s house asking for Saleem and John Masih. When Yousaf Masih said they were at work and asked if everything was alright, the inspector told him that the two young men had robbed and murdered shopkeeper Malik Sajid on June 18 at about 11:30 p.m.

“My son and Saleem came home around 6 p.m. and they didn’t go out after that,” Yousaf Masih told the officers. “On June 18 they were at home – they didn’t go out, so how could they murder Sajid?”

Police went to Ashraf Gondal’s farm and arrested the two young Christians. When police told Ashraf Gondal that they had robbed and murdered Sajid, he replied that they were capable of such a crime as they often asked him for advances on their pay and “they even sell alcohol.” Alcohol is illegal for Muslims in Pakistan and can be sold only by non-Muslims with a license.

Riaz Masih said he and Yousaf Masih rushed to Ashraf Gondal for help, but that he spoke harshly to them, saying, “Your sons have robbed and murdered an innocent person, and they even sell alcohol. Why should I help criminals, and especially Christian criminals?”

The two fathers went to the police station, where the Station House Officer (SHO) refused to allow them to meet with their sons. They went to Pastor Zaheer Latif.

“I’ve known Saleem and John since they were small kids, and they could never rob or murder anyone,” Pastor Latif told Compass. “They were targeted because they are Christians. The SHO and Ashraf knew that these boys would not be able to prove themselves innocent.”

The pastor referred the fathers to the senior superintendent of police operations officer Raon Irfan, who undertook an investigation. When he spoke with Ashraf Gondal, Irfan said, the landowner denied that Farhan had visited him on June 18.

“I have read the inquiry report by the SHO,” Irfan told Compass. “I am aware of the fact that this SHO is a corrupt person, and it is clearly a false report.”

Irfan said that, after talking with villagers, he concluded that Farhan was with Ashraf Gondal in Gujrat on June 18, and that they shot into the air for fun and one of the bullets killed Sajid.

“Ashraf bribed the SHO to arrest someone else and file charges of robbery and murder,” Irfan said. “Ashraf is an influential person, and he told the SHO to file the case against Saleem and John, as they are Christians and would not be able to prove themselves innocent.”

Advocacy group Peace Pakistan filed an appeal of the false charges with the Gujrat Session Court on June 25. In light of Irfan’s report, Session Judge Muhammad Gulfam Malik on June 27 released Saleem Masih and John Masih and suspended the SHO for corruption and filing a false case.

No action, however, was taken against Ashraf Gondal or Farhan. Police have not arrested either of them.

Egyptian Couple Shot by Muslim Extremists Undaunted in Ministry


Left for dead, Christians offer to drop charges if allowed to construct church building.

CAIRO, Egypt, June 9 (CDN) — Rasha Samir was sure her husband, Ephraim Shehata, was dead.

He was covered with blood, had two bullets inside him and was lying facedown in the dust of a dirt road. Samir was lying on top of him doing her best to shelter him from the onslaught of approaching gunmen.

With arms outstretched, the men surrounded Samir and Shehata and pumped off round after round at the couple. Seconds before, Samir could hear her husband mumbling Bible verses. But one bullet had pierced his neck, and now he wasn’t moving. In a blind terror, Samir tried desperately to stop her panicked breathing and convincingly lie still, hoping the gunmen would go away.

Finally, the gunfire stopped and one of the men spoke. “Let’s go. They’re dead.”

 

‘Break the Hearts’

On the afternoon of Feb. 27, lay pastor Shehata and his wife Samir were ambushed on a desolate street by a group of Islamic gunmen outside the village of Teleda in Upper Egypt.

The attack was meant to “break the hearts of the Christians” in the area, Samir said.

The attackers shot Shehata twice, once in the stomach through the back, and once in the neck. They shot Samir in the arm. Both survived the attack, but Shehata is still in the midst of a difficult recovery. The shooters have since been arrested and are in jail awaiting trial. A trial cannot begin until Shehata has recovered enough to attend court proceedings.

Despite this trauma, being left with debilitating injuries, more than 85,000 Egyptian pounds (US$14,855) in medical bills and possible long-term unemployment, Shehata is willing to drop all criminal charges against his attackers – and avoid what could be a very embarrassing trial for the nation – if the government will stop blocking Shehata from constructing a church building.

Before Shehata was shot, one of the attackers pushed him off his motorcycle and told him he was going to teach him a lesson about “running around” or being an active Christian.

Because of his ministry, the 34-year-old Shehata, a Coptic Orthodox Christian, was arguably the most visible Christian in his community. When he wasn’t working as a lab technician or attending legal classes at a local college, he was going door-to-door among Christians to encourage them in any way he could. He also ran a community center and medical clinic out of a converted two-bedroom apartment. His main goal, he said, was to “help Christians be strong in their faith.”

The center, open now for five years, provided much-needed basic medical services for surrounding residents for free, irrespective of their religion. The center also provided sewing training and a worksite for Christian women so they could gain extra income. Before the center was open in its present location, he ran similar services out of a relative’s apartment.

“We teach them something that can help them with the future, and when they get married they can have some way to work and it will help them get money for their families,” Shehata said.

Additionally, the center was used to teach hygiene and sanitation basics to area residents, a vital service to a community that uses well water that is often polluted or full of diseases. Along with these services, Shehata and his wife ran several development projects, repairing the roofs of shelters for poor people, installing plumbing, toilets and electrical systems. The center also distributed free food to the elderly and the infirm.

The center has been run by donations and nominal fees used to pay the rent for the apartment. Shehata has continued to run the programs as aggressively as he can, but he said that even before the shooting that the center was barely scraping by.

“We have no money to build or improve anything,” he said. “We have a safe, but no money to put in it.”

 

Tense Atmosphere

In the weeks before the shooting, Teleda and the surrounding villages were gripped with fear.

Christians in the community had been receiving death threats by phone after a Muslim man died during an attack on a Christian couple. On Feb. 2, a group of men in nearby Samalout tried to abduct a Coptic woman from a three-wheeled motorcycle her husband was driving. The husband, Zarif Elia, punched one of the attackers in the nose. The Muslim, Basem Abul-Eid, dropped dead on the spot.

Elia was arrested and charged with murder. An autopsy later revealed that the man died of a heart attack, but local Muslims were incensed.

Already in the spotlight for his ministry activities, Shehata heightened his profile when he warned government officials that Christians were going to be attacked, as they had been in Farshout and Nag Hammadi the previous month. He also gave an interview to a human rights activist that was posted on numerous Coptic websites. Because of this, government troops were deployed to the town, and extremists were unable to take revenge on local Christians – but only after almost the
entire Christian community was placed under house arrest.

“They chose me,” Shehata said, “Because they thought I was the one serving everybody, and I was the one who wrote the government telling them that Muslims were going to set fire to the Christian houses because of the death.”

Because of his busy schedule, Shehata and Samir, 27, were only able to spend Fridays and part of every Saturday together in a village in Samalut, where Shehata lives. Every Saturday after seeing Samir, Shehata would drive her back through Teleda to the village where she lives, close to her family. Samalut is a town approximately 105 kilometers (65 miles) south of Cairo.

On the afternoon of Feb. 27, Shehata and his wife were on a motorcycle on a desolate stretch of hard-packed dirt road. Other than a few scattered farming structures, there was nothing near the road but the Nile River on one side, and open fields dotted with palm trees on the other.

Shehata approached a torn-up section of the road and slowed down. A man walked up to the vehicle carrying a big wooden stick and forced him to stop. Shehata asked the man what was wrong, but he only pushed Shehata off the motorcycle and told him, “I’m going to stop you from running around,” Samir recounted.

Shehata asked the man to let Samir go. “Whatever you are going to do, do it to me,” he told the man.

The man didn’t listen and began hitting Shehata on the leg with the stick. As Shehata stumbled, Samir screamed for the man to leave them alone. The man lifted the stick again, clubbed Shehata once more on the leg and knocked him to the ground. As Shehata struggled to get up, the man took out a pistol, leveled it at Shehata’s back and squeezed the trigger.

Samir started praying and screaming Jesus’ name. The man turned toward her, raised the pistol once more, squeezed off another round, and shot Samir in the arm. Samir looked around and saw a few men running toward her, but her heart sank when she realized they had come not to help them but to join the assault.

Samir jumped on top of Shehata, rolled on to her back and started begging her attackers for their lives, but the men, now four in all, kept firing. Bullets were flying everywhere.

“I was scared. I thought I was going to die and that the angels were going to come and get our spirits,” Samir said. “I started praying, ‘Please God, forgive me, I’m a sinner and I am going to die.’”

Samir decided to play dead. She leaned back toward her husband, closed her eyes, went limp and tried to stop breathing. She said she felt that Shehata was dying underneath her.

“I could hear him saying some of the Scriptures, the one about the righteous thief [saying] ‘Remember me when you enter Paradise,’” she said. “Then a bullet went through his neck, and he stopped saying anything.”

Samir has no way of knowing how much time passed, but eventually the firing stopped. After she heard one of the shooters say, “Let’s go, they’re dead,” moments later she opened her eyes and the men were gone. When she lifted her head, she heard her husband moan.

 

Unlikely Survival

When Shehata arrived at the hospital, his doctors didn’t think he would survive. He had lost a tremendous amount of blood, a bullet had split his kidney in two, and the other bullet was lodged in his neck, leaving him partially paralyzed.

His heartbeat was so faint it couldn’t be detected. He was also riddled with a seemingly limitless supply of bullet fragments throughout his body.

Samir, though seriously injured, had fared much better than Shehata. The bullet went into her arm but otherwise left her uninjured. When she was shot, Samir was wearing a maternity coat. She wasn’t pregnant, but the couple had bought the coat in hopes she soon would be. Samir said she thinks the gunman who shot her thought he had hit her body, instead of just her arm.

The church leadership in Samalut was quickly informed about the shooting and summoned the best doctors they could, who quickly traveled to help Shehata and Samir. By chance, the hospital had a large supply of blood matching Shehata’s blood type because of an elective surgical procedure that was cancelled. The bullets were removed, and his kidney was repaired. The doctors however, were forced to leave many of the bullet fragments in Shehata’s body.

As difficult as it was to piece Shehata’s broken body back together, it paled in comparison with the recovery he had to suffer through. He endured multiple surgeries and was near death several times during his 70 days of hospitalization.

Early on, Shehata was struck with a massive infection. Also, because part of his internal tissue was cut off from its blood supply, it literally started to rot inside him. He began to swell and was in agony.

“I was screaming, and they brought the doctors,” Shehata said. The doctors decided to operate immediately.

When a surgeon removed one of the clamps holding Shehata’s abdomen together, the intense pressure popped off most of the other clamps. Surgeons removed some stomach tissue, part of his colon and more than a liter of infectious liquid.

Shehata could not eat normally and lost 35 kilograms (approximately 77 lbs.). He also couldn’t evacuate his bowels for at least 11 days, his wife said.

Despite the doctors’ best efforts, infections continued to rage through Shehata’s body, accompanied by alarming spikes in body temperature.

Eventually, doctors sent him to a hospital in Cairo, where he spent a week under treatment. A doctor there prescribed a different regimen of antibiotics that successfully fought the infection and returned Shehata’s body temperature to normal.

Shehata is recovering at home now, but he still has a host of medical problems. He has to take a massive amount of painkillers and is essentially bedridden. He cannot walk without assistance, is unable to move the fingers on his left hand and cannot eat solid food. In approximately two months he will undergo yet another surgery that, if all goes well, will allow him to use the bathroom normally.

“Even now I can’t walk properly, and I can’t lift my leg more than 10 or 20 centimeters. I need someone to help me just to pull up my underwear,” Shehata said. “I can move my arm, but I can’t move my fingers.”

Samir does not complain about her condition or that of Shehata. Instead, she sees the fact that she and her husband are even alive as a testament to God’s faithfulness. She said she thinks God allowed them to be struck with the bullets that injured them but pushed away the bullets that would have killed them.

“There were lots of bullets being shot, but they didn’t hit us, only three or four,” she said. “Where are the others?”

Even in the brutal process of recovery, Samir found cause for thanks. In the beginning, Shehata couldn’t move his left arm, but now he can. “Thank God and thank Jesus, it was His blessing to us,” Samir said. “We were kind of dead, now we are alive."

Still, Samir admits that sometimes her faith waivers. She is facing the possibility that Shehata might not work for some time, if ever. The couple owes the 85,000 Egyptian pounds (US$14,855) in medical bills, and continuing their ministry at the center and in the surrounding villages will be difficult at best.

“I am scared now, more so than during the shooting,” she said. “Ephraim said do not be afraid, it is supposed to make us stronger.”

So Samir prays for strength for her husband to heal and for patience. In the meantime, she said she looks forward to the day when the struggles from the shooting are over and she can look back and see how God used it to shape them.

“There is a great work the Lord is doing in our lives, we may not know what the reason is now, but maybe some day we will,” Samir said.

 

Government Opposition

For the past 10 years, Shehata has tried to erect a church building, or at a minimum a house, that he could use as a dedicated community center. But local Muslims and Egypt’s State Security Investigations (SSI) agency have blocked him every step of the way. He had, until the shooting happened, all but given up on constructing the church building.

On numerous occasions, Shehata has been stopped from holding group prayer meetings after people complained to the SSI. In one incident, a man paid by a land owner to watch a piece of property near the community center complained to the SSI that Shehata was holding prayer meetings at the facility. The SSI made Shehata sign papers stating he wouldn’t hold prayer meetings at the center.

At one time, Shehata had hoped to build a house to use as a community center on property that had been given to him for that purpose. Residents spread a rumor that he was actually erecting a church building, and police massed at the property to prevent him from doing any construction.

There is no church in the town where Shehata lives or in the surrounding villages. Shehata admits he would like to put up a church building on the donated property but says it is impossible, so he doesn’t even try.

In Egypt constructing or even repairing a church building can only be done after a complex government approval process. In effect, it makes it impossible to build a place for Christian worship. By comparison, the construction of mosques is encouraged through a system of subsidies.

“It is not allowed to build a church in Egypt,” Shehata said. “We can’t build a house. We can’t build a community center. And we can’t build a church.”

Because of this, Shehata and his wife organize transportation from surrounding villages to St. Mark’s Cathedral in Samalut for Friday services and sacraments. Because of the lack of transportation options, the congregants are forced to ride in a dozen open-top cattle cars.

“We take them not in proper cars or micro-buses, but trucks – the same trucks we use to move animals,” he said.

The trip is dangerous. A year ago a man fell out of one of the trucks onto the road and died. Shehata said bluntly that Christians are dying in Egypt because the government won’t allow them to construct church buildings.

“I feel upset about the man who died on the way going to church,” he said.

 

Church-for-Charges Swap

The shooters who attacked Shehata and Samir are in jail awaiting trial. The couple has identified each of the men, but even if they hadn’t, finding them for arrest was not a difficult task. The village the attackers came from erupted in celebration when they heard the pastor and his wife were dead.

Shehata now sees the shooting as a horrible incident that can be turned to the good of the believers he serves. He said he finds it particularly frustrating that numerous mosques have sprouted up in his community and surrounding areas during the 10 years he has been prevented from putting up a church building, or even a house. There are two mosques alone on the street of the man who died while being trucked to church services, he said.

Shehata has decided to forgo justice in pursuit of an opportunity to finally construct a church building. He has approached the SSI through church leaders, saying that if he is allowed to construct a church building, then he will take no part in the criminal prosecution of the shooters.

“I have told the security forces through the priests that I will drop the case if they can let us build the church on the piece of land,” he said.

The proposal isn’t without possibilities. His trial has the potential of being internationally embarrassing. It raises questions about fairness in Egyptian society during an upcoming presidential election that will be watched by the world.

Regardless of what happens, Shehata said all he wants is peace and for the rights of Christians to be respected. He said that in Egypt, Christians have less value than the “birds of the air” mentioned in the Bible. According to Luke 12:6, five sparrows sold for two pennies in ancient times.

“We are not to be killed like birds, slaughtered,” he said. “We are human.”

Muslim Boys in Pakistan Accused of Raping Christian Girl


DNA results match their semen samples in case filed by family of fatherless 14-year-old.

LAHORE, Pakistan, June 3 (CDN) — Forensic DNA results of semen samples in a sexual assault case show they match those of the Muslim boys a 14-year-old Christian girl accuses of raping her, according to advocacy organizations.

The girl accuses Muhammad Noman and Muhammad Imran, both 17, of abducting her from her school in Kamboh colony, Lahore, in Punjab Province, on May 6 and drugging her prior to sexually assaulting her, according to Khalid Gill, president of the Christian Lawyers Foundation (CLF), and officials of the National Commission of Justice and Peace (NCJP).

The minor, whose name was withheld, told the organizations that she was waiting for her younger sister at the main gate of S.M. Foundation School after class hours when Noman and Imran told her that a girl named Hira wanted to see her.

The girl said that she told them she was not familiar with anyone named Hira, but that she was not afraid because there was no problem meeting a girl. She told the NCJP that as she stepped off the school grounds, Noman and Imran overpowered her, tightly covering her mouth to stifle her cries for help. Later they gagged her with a band of cloth.

NCJP General Secretary Peter Jacob reported that they took her by motorbike to a place unknown to her and compelled her to consume a soft drink containing tranquilizers. Able to see but unable to move as she began to lose consciousness, she was unable to stop them as each boy raped her, she told the NCJP. She said she later became totally unconscious.

The CLF’s Gill said the boys later left her on a road near the school’s main entrance.

The girl’s father, Rehmat Masih, is deceased. Her mother, Aysha Bibi, said that she had fearfully begun searching for her and had contacted a school administration official, who said that her daughter had left the school on foot. Several Christian neighbors also participated in the search.

Christian neighbor Shehzad Masih found her unconscious on the road near the school gate and brought her home, according to the NCJP’s Jacob. As the 14-year-old regained consciousness, her mother and others brought her to the Millat Park Police Station and filed an application to register a case against Noman and Imran.

After investigating, on May 9 Millat Park Police registered a case against Noman and Imran for abducting “with intent to commit adultery.”

Although Muslims commonly commit crimes against Christians in Pakistan assuming law enforcement officials will not prosecute, the two boys were arrested on May 26. Police sent DNA samples of the semen of both Muslim youths to a forensic laboratory, and the results linking them to the crime returned this week, CLF and NCJP’s Jacob said.  

A urine test indicated the girl was not pregnant, CLF and NCJP officials said.
