It would cost you 20 cents more per T-shirt to pay an Indian worker a living wage

If we really care about protecting the people who make the things we wear and use, we need to raise wages for workers in supply chains to above the poverty line. Our research shows that this only requires a 20 cent increase in the Australian retail price for a T-shirt made in India.

This small increase can lift wages by up to 225% in India, closing the living wage gap for the most vulnerable workers in the supply chain, such as cotton farmers. The living wage gap is the difference between a living wage and current wages.

The living wage is the income required for a decent standard of living for a worker and their family. It lifts the worker above the poverty line and is defined by the costs to meet basic needs such as food and shelter. It also limits the number of working hours per week required to meet these needs.

A living wage has long been advocated as a way to support vulnerable and exploited workers. About 42% of all workers globally are in insecure jobs and have no social protections, 29% remain in moderate to extreme poverty and about 25 million people are in slavery.

Many of the goods we now buy are part of global supply chains. Since the 1980s the production of labour-intensive products such as textiles and footwear has shifted to countries with low-cost labour.

Cost-cutting often impacts those with the weakest bargaining position, such as cotton farmers – cotton prices have been on a downward trend over the past decade. Without realising it, our demand for low prices can cause vulnerable workers in other countries to work for less than a living wage.

Our research calculated the living wage gaps in India, broken down by region, gender, skill and type of employment. For instance, female workers on cotton farms in Gujarat earn 207% below the living wage. Casual female workers in Haryana have a living wage gap of about 34%.

It would take on average a 15 cent price increase on T-shirts in Australia to close the living wage gap for cotton workers in India. Adding another five cents would close the living wage gap for Indian textile workers, and also account for the increase in agent fees, which are a percentage of the production costs.

The living wage gap may be larger or smaller on particular farms or factories, but a 20 cent increase on average would be sufficient to lift all Indian workers in the garment supply chain out of poverty.

How we can raise the living wage

The cost to close the living wage gap in developing countries is small because wages for workers in these countries make up only a fraction of the retail price charged in countries like Australia.

Our work shows it costs about A$5.30 to produce a T-shirt in a country like India and ship it to Australia. The remaining costs embedded in a A$25 T-shirt come from warehousing, distribution and retail costs within Australia itself.

As a result, a 20 cent increase represents a less than 1% increase in the Australian retail price. It would cost only another 40 cents to cover the cost of greenhouse gas abatement. This means an ethically made T-shirt would only cost 2.5% more than current prices.

A roadblock to implementing living wages is simply knowing the source of materials. Only about 7% of fashion companies in Australia know where all of their cotton comes from. Unless an Australian retailer specifies the source of cotton, the decision is made by the overseas textile contractor, often based on price.

Another challenge is that we need an accepted method for calculating and auditing the payment of living wages in the supply chain. The retailer needs to know how much the cotton farmer should be paid and have a system to check it has been done.

Over the past four years consumer pressure has pushed fashion companies to understand their supply chains and to consider paying living wages, but there is still a long way to go.

In 2012 a group of the world’s largest ethical trade organisations formed the Global Living Wage Coalition.

This organisation has developed a manual for measuring the living wage and requiring? living wages to be paid to their producers. The producers are audited along the supply chain and in return can advertise their compliance with ethical standards. Shoppers will soon be able to look for a label – similar to the Fairtrade symbol – to know that living wages have been paid throughout the supply chain.

Muslim Extremists Suspected in Death of Christian Worker in India


Christian in Jharkhand state may have been slain during Islamic festival.

NEW DELHI, September 28 (CDN) — Family members of a Christian worker who was found dead in a Muslim area in Jharkhand state a day after the Islamic Eid festival said they suspect he may have been murdered by local residents.

The body of Shravan Kumar, who had worked with the Gospel Echoing Missionary Society, was found lying in a well near the Idgah Mosque in Garhwa town in the wee hours of Sept. 13, a close relative of the deceased told Compass by phone.

Kumar, 31, lived in Pratapgarh district in neighboring Uttar Pradesh state. He left for Garhwa, 65 kilometers (40 miles) from his house, saying he wanted to see a colleague there on Sept 10.

“But neither did he visit the colleague, nor did he get back home,” said the relative.

On Sept. 15, a family member went to Garhwa looking for him. He found his picture in an advertisement police had placed in a local newspaper in an effort to identify the body.

“When Kumar’s body was handed over to the family, it was beyond recognition; it had swollen,” said the relative.

Later, the family member went to the well in Garhwa where the body was found. Local youths who pulled Kumar’s body from the well the morning of Sept. 13 informed the family member that they noticed injuries on his face and around his neck. Police were immediately informed, but officers did not arrive until 10 p.m.

“Kumar had lived in a rented house in Garhwa a few years ago, and on the morning of Sept. 12 he visited his old landlord and mentioned that he planned to preach in the Idgah Mosque area,” said the source, adding that Kumar’s family suspected “that he preached to the Muslims on the Eid festival, and as a result he was killed and thrown in the well.”

A police spokesman, however, said he refused to believe that Kumar was murdered. Deputy Superintendent of Police Ashok Kumar Singh told Compass that “as of now” police were not exploring any possibility of a crime.

“The post-mortem report says there was no injury mark on his body, and he died by drowning,” Singh said.

In 1998, Kumar had received a head injury after suspected Hindu nationalist extremists hit him with a rod in Sitamani in neighbouring Bihar, the relative said.

“Since then, he had been suffering from a mild psychological ailment,” he added. “If he did not take his daily medicine, he would get a little disturbed and begin to preach to non-Christians aggressively. This is what may have happened on Sept. 12 when he preached in the Muslim area.”

Kumar, who became a Christian from a Hindu background in 1997, held prayer meetings in his house shortly after his conversion against the wishes of local Hindu nationalists, the relative added.

The religious atmosphere in India was tense at the time of his death. On Sept. 13, Muslim mobs burned a Christian school and a church, both belonging to the Church of North India (CNI), in the Muslim-majority Kashmir region in the state of Jammu and Kashmir. No students or staff members of the school were hurt, but at least five Muslims died and more than 50 were injured as security officers opened fire at the mob to prevent the burning of the school.

Also, on Aug. 13 Muslims attempted to burn a CNI hospital in Jammu and Kashmir’s Anantnag district, but security forces managed to prevent it. In a separate incident the same day and in the same state, a mob vandalized the Catholic-run Good Shepherd High School in Pulwama district.

In a similar incident the same day, Muslims in Malerkotla town in northern Punjab state burned the furniture of a CNI church.

These incidents took place after the Quran was allegedly desecrated in the United States. Although Florida Pastor Terry Jones had withdrawn the threat to burn the Quran to mark the anniversary of the 9/11 attacks, Iranian government-run news channel Press TV showed dubious clips of the Quran being torn in the US.

Kumar’s family fears that the police will overlook the available clues indicating the role of local Muslims and instead claim that he committed suicide.

“No one who knew Kumar can believe that he could have committed suicide,” said the relative. “Although he was psychologically unwell, he always faced life’s problems boldly.”

Kumar, the sole bread winner in the family, is survived by a 25-year-old wife and a 5-year-old daughter.

According to the 2001 Census, Jharkhand has a population of around 27 million, out of which 4.06 percent are Christian. Muslims account for close to 14 percent of the state’s population.

New Threats, Old Enmity Pummel Nepal’s Christians


Armed group that forced over 1,500 government officials to quit now threatens pastors.

KATHMANDU, Nepal, September 16 (CDN) — A year after police busted an underground militant Hindu organization that had bombed a church and two mosques, Nepal’s Christians are facing new threats.

An underground group that speaks with bombs and has coerced hundreds of government officials into quitting their jobs is threatening Christian clergy with violence if they do not give in to extortion demands, Christian leader said.

The Nepal Christian Society (NCS), an umbrella group of denominations, churches and organizations, met in the Kathmandu Valley yesterday (Sept. 15) to discuss dangers amid reports of pastors receiving phone calls and letters from the Unified National Liberation Front (Samyukta Jatiya Mukti Morcha), an armed group demanding money and making threats. The group has threatened Christian leaders in eastern and western Nepal, as well as in the Kathmandu Valley.

“The pastors who received the extortion calls do not want to go public for fear of retaliation,” said Lok Mani Dhakal, general secretary of the NCS. “We decided to wait and watch a little longer before approaching police.”

The Front is among nearly three dozen armed groups that mushroomed after the fall of the military-backed government of the former king of Nepal, Gyanendra Bir Bikram Shah, in 2006. It became a household name in July after 34 senior government officials – designated secretaries of village development committees – resigned en masse, pleading lack of security following threats by the Front.

Ironically, the resignations occurred in Rolpa, a district in western Nepal regarded as the cradle of the communist uprising in 1996 that led to Nepal becoming a secular federal republic after 10 years of civil war.

Nearly 1,500 government officials from 27 districts have resigned after receiving threats from the Front. Despite its apparent clout, it remains a shadowy body with little public knowledge about its leaders and objectives. Though initially active in southern Nepal, the group struck in the capital city of Kathmandu on Saturday (Sept. 11), bombing a carpet factory.

The emergence of the new underground threat comes a year after police arrested Ram Prasad Mainali, whose Nepal Defense Army had planted a bomb in a church in Kathmandu, killing three women during a Roman Catholic mass.

Christians’ relief at Mainali’s arrest was short-lived. Besides facing threats from a new group, the community has endured longstanding animosity from the years when Nepal was a Hindu state; the anti-Christian sentiment refuses to die four years after Parliament declared the nation secular.

When conversions were a punishable offense in Nepal 13 years ago, Ishwor Pudasaini had to leave his home in Giling village, Nuwakot district, because he became a Christian. Pudasaini, now a pastor in a Protestant church, said he still cannot return to his village because of persecution that has increased with time.

“We are mentally tortured,” the 32-year-old pastor told Compass. “My mother is old and refuses to leave the village, so I have to visit her from time to time to see if she is all right. Also, we have some arable land, and during monsoon season it is imperative that I farm it. But I go in dread.”

Pudasaini, who pastors Assembly of God Church, said that when he runs into his neighbors, they revile him and make threatening gestures. His family is not allowed to enter any public place, and he is afraid to spend nights in his old home for fear of being attacked. A new attack occurred in a recent monsoon, when villagers disconnected the family’s water pipes.

“Things reached such a head this time that I was forced to go to the media and make my plight public,” he says.

Pudasaini, his wife Laxmi and their two children have been living in the district headquarters, Bidur town. His brother Ram Prasad, 29, was thrown out of a local village’s reforms committee for becoming a Christian. Another relative in the same village, Bharat Pudasaini, lost his job and was forced to migrate to a different district.

“Bharat Pudasaini was a worker at Mulpani Primary School,” says Pudasaini. “The school sacked him for embracing Christianity, and the villagers forced his family to leave the village. Even four years after Nepal became officially secular, he is not allowed to return to his village and sell his house and land, which he wants to, desperately. He has four children to look after, and the displacement is virtually driving the family to starvation.”

Since Bidur, where the administrative machinery is concentrated, is safe from attacks, Pudasani said it is becoming a center for displaced Christians.

“There are dozens of persecuted Christians seeking shelter here,” he said.

One such displaced person was Kamla Kunwar, a woman in her 30s whose faith prompted her husband to severely beat her and throw her out of their home in Dhading district in central Nepal. She would eventually move in with relatives in Nuwakot.

Pudasaini said he chose not to complain of his mistreatment, either to the district administration or to police, because he does not want to encourage enmity in the village.

“My religion teaches me to turn the other cheek and love my enemies,” he said. “I would like to make the village come to Christ. For that I have to be patient.”

Dozens of villages scattered throughout Nepal remain inimical to Christians. In May, five Christians, including two women, were brutally attacked in Chanauta, a remote village in Kapilavastu district where the majority are ethnic Tharus.

Once an affluent people, the Tharus were displaced by migrating hordes from the hills of Nepal, as well as from India across the border, and forced into slavery. Today, they are considered to be “untouchables” despite an official ban on that customary practice of abuse and discrimination. In the villages, Tharus are not allowed to enter temples or draw water from the sources used by other villagers.

Tharus, like other disadvantaged communities, have been turning to Christianity. Recently five Tharu Christians, including a pastor and two evangelists, were asked to help construct a Hindu temple. Though they did, the five refused to eat the meat of a goat that villagers sacrificed before idols at the new temple.

Because of their refusal, the temple crowd beat them. Two women – Prema Chaudhary, 34, and Mahima Chaudhary, 22 – were as badly thrashed as Pastor Simon Chaudhari, 30, and two evangelists, Samuel Chaudhari, 19, and Prem Chaudhari, 22.

In June, a mob attacked Sher Bahadur Pun, a 68-year-old Nepali who had served with the Indian Army, and his son, Akka Bahadur, at their church service in Myagdi district in western Nepal. Pun suffered two fractured ribs.

The attack occurred after the Hindu-majority village decided to build a temple. All villagers were ordered to donate 7,000 rupees (US$93), a princely sum in Nepal’s villages, and the Christians were not spared. While the Puns paid up, they refused to worship in the temple. Retaliation was swift.

The vulnerability of Christians has escalated following an administrative vacuum that has seen violence and crime soar. Prime Minister Madhav Kumar Nepal, who had been instrumental in the church bombers’ arrest, resigned in June due to pressure by the opposition Maoist party. Since then, though there have been seven rounds of elections in Parliament to choose a new premier, none of the two contenders has been able to win the minimum votes required thanks to bitter infighting between the major parties.

An eighth round of elections is scheduled for Sept. 26, and if that too fails, Nepal will have lost four of the 12 months given to the 601-member Parliament to write a new constitution.

“It is shameful,” said Believers Church Bishop Narayan Sharma. “It shows that Nepal is on the way to becoming a failed state. There is acute pessimism that the warring parties will not be able to draft a new constitution [that would consolidate secularism] by May 2011.”

Sharma said there is also concern about a reshuffle in the largest ruling party, the Nepali Congress (NC), set to elect new officers at its general convention starting Friday (Sept. 17). Some former NC ministers and members of Parliament have been lobbying for the restoration of a Hindu state in Nepal; their election would be a setback for secularism.

“We have been holding prayers for the country,” Sharma said. “It is a grim scene today. There is an economic crisis, and Nepal’s youths are fleeing abroad. Women job-seekers abroad are increasingly being molested and tortured. Even the Maoists, who fought for secularism, are now considering creating a cultural king. We are praying that the political deadlock will be resolved, and that peace and stability return to Nepal.”

Buddhists in India Assault Christian Aid Worker, Friend


Assailants, still at large, abduct and threaten blind volunteer, associate and pregnant wife.

NEW DELHI, September 6 (CDN) — A visually impaired Christian and his friend accused drunken Buddhists of abducting and assaulting them last week after the blind volunteer distributed relief material in a Buddhist-majority town in a region of India devastated by recent floods.

The attackers are still at large after the assault on Wednesday (Sept .1) in the town of Leh in Jammu and Kashmir state’s Ladakh region, where flooding and landslides destroyed hundreds of houses and killed around 200 people on Aug. 6.

The attackers, identified as members of the Ladakh Buddhist Association (LBA), one of the region’s largest and most influential Non-Governmental Organizations, abducted Ram Kumar Thapa, Stanzin Chosphel and his pregnant wife Putali Sherpa because of their Christian faith and beat the men, the victims said.

Thapa, a blind music teacher in his 30s, was abducted from Mahabodhi Gate in Choglamsar area in Leh, where he was distributing relief material, at around 7 p.m. on Wednesday, according to the complaint he filed on Thursday (Sept. 2) with the Jammu and Kashmir State Human Rights Commission.

LBA members were upset that Thapa was preaching Christianity to displaced residents, according to his complaint. The Evangelical Fellowship of India Commission on Relief, a Christian relief agency, is rebuilding homes for the displaced people, mostly Buddhists, in the area.

“I was attacked physically by several unknown assailants before other witnesses nearby,” Thapa stated in the complaint. “Then these men forced me into a vehicle and continued beating me all over my body as they spoke in Ladakhi to each other.”

Thapa, from the eastern state of West Bengal, also stated that the Buddhists contemplated killing him. “They discussed whether to take my life or return to the ‘office,’” he said.

The assailants took Thapa to the office of the LBA in Soma Monastery, where a Buddhist monk was also present, and beat him again, he stated. He was then moved to a room where he could hear the voice of his friend, Chosphel, with his pregnant wife.

Chosphel, a convert from Buddhism, is from Ladakh and his wife is from Nepal. The Buddhist assailants had taken them from their house in the Skalzaling area in Leh after Thapa, under pressure from the LBA members, identified them as his associates, according to the Christian victims.

The attackers showed Thapa’s bruised and bleeding face to Chosphel to warn him against continuing as a Christian, Thapa stated. He was then taken back to the vehicle.

“They placed a gunny sack with a rope onto my lap and explained that this would be my last bed … [after] they throw me into the Indus River and see if a blind man can swim and save himself,” Thapa stated. “I became terribly afraid, since I could smell alcohol on their breath as we sat in the vehicle.”

Thapa begged that his life be spared “so I could see my wife, who must be worried since it was late now.” The kidnappers replied, “Your wife will see you when she finds your body by the river bank,” he stated.

Thapa and his wife, also visually impaired, teach and live at Mahabodhi Residential School for handicapped children.

Thapa stated that when he asked what they wanted from him, “they said I had to leave Ladakh with my family within two days or else they would kill me and my family. It was around 1 a.m. when they dropped me back to my house, bruised and trembling.”

Thapa went to the Housing Colony Police Station on Thursday (Sept. 2) and found out that Chosphel also was there to file his complaint.

Chosphel confirmed that the “office” they were taken to belonged to the LBA. In his complaint to the commission, Chosphel said that around 15 “heavily drunken” men came to abduct him and his wife in their black Bolero, a mid-size SUV.

In the courtyard of the LBA facility, the Buddhists beat Chosphel before his wife, who pleaded for them to stop and asked why they were being assaulted.

“They threatened to beat her as well if she did not keep silent,” Chosphel stated. “Then they dragged me into a room and gagged my mouth so I could not cry out as they beat me with rubber pipes and rods and fists continuously. All along they kept telling me to leave my wife and also renounce my faith in Christianity and return to Buddhism.”

The men released the couple at around 12:30 a.m. after giving them two days to leave Leh or convert to Buddhism, Chosphel stated, “or else they will chop my wife into pieces and kill me and also kill my family … who are still practicing Buddhists.”

The attackers also confiscated their mobile phones.

The victims told Compass that they were still facing a threat on their lives even after filing complaints with police.

Additional Superintendent of Police Stanzin Nurboo told Compass that no one had been arrested because the victims could not name the accused.

Chosphel and his wife, however, told Compass that they would be able to identify the attackers if they saw their faces; at press time, however, they said police had not contacted any of them to do so.

Religious conversion is a sensitive issue in Leh, which borders Pakistan and Tibet, as it is seen as an attack on its distinct religious and cultural identity.

Citing religious and cultural differences with the otherwise Muslim-majority Jammu and Kashmir state, some residents of Ladakh have been asking for union territory status for the region.

As a concession, the Ladakh region was bifurcated into Muslim-majority Kargil district and Buddhist-majority Leh district in 1979, and the Ladakh Autonomous Hill Development Council was also created in 1995 to grant some autonomy to Leh and Kargil districts.

The government of Jammu and Kashmir continues to have responsibility for maintaining law and order and is in charge of the judicial system, communications and higher education.

Of the population of 117,232, over 80 percent of the people in Leh are Buddhist. Muslims make up around 15 percent of the population, Hindus 3 percent and Christians 0.2 percent.

‘Blasphemy’ Threats Send Pakistani Worker, Couple into Hiding


Pretexts for filing charges of blaspheming Muhammad, Quran are easy to find.

BAHAWALNAGAR, Pakistan, August 24 (CDN) — Threats of “blasphemy” charges in two provinces in Pakistan have sent a Christian cleaning worker and a young inter-faith couple into hiding.

In separate cases typical of how Pakistan’s blasphemy laws enable the predominantly Sunni Muslim society to terrorize lower-class Christians, the cleaning worker in Bahawalnagar district, Punjab Province was forced to leave his job and flee with his family, and the married couple in Karachi, Sindh Province are running from threats from the Muslim bride’s parents.

In Chishtian, Bahawalnagar district, Muslim extremists accused cleaning worker Tanvir Masih of New Christian Colony with blasphemy after they found him using a broom whose handle was covered with a pharmaceutical firm’s advertisement cards bearing a verse from the Quran in Arabic that read, “God is the best healer!”

The Muslim radicals from Ghareebabad Colony intercepted Masih as he made his way home after work on July 28 and accused him of defiling Muhammad, the prophet of Islam, and the Quran, by covering part of his broom handle with the drug firm’s advertisements, sources said on condition of anonymity.

Masih, the father of a 3-year-old son and another boy 2 months old, tried to explain that others had given him the cards, written mostly in English, and that he did not understand English. The extremists, who had received a call from a group of Muslims who said they had found a Christian who had covered part of his broom handle with cards bearing Allah’s name, verbally vented their anger on him, the sources said.

A representative of a pharmaceutical company confirmed to Compass that some of the medicinal advertisement cards of A-4 size carry a small Quranic verse written in Arabic, “Ho Al Shafi,” meaning “God is the best healer!”

The parties brought the matter to Masih’s employer, a physician identified only as Dr. Arshad of the privately owned Bajwa Clinic, and a district health officer, according to a local Christian clergyman. Both Arshad and the health official decided that Masih had committed no blasphemy against Muhammad, the Quran or Islam, and the Muslim extremists initially said they accepted their decision, the pastor said.

As Masih came out of the clinic, however, he found irate Muslims had thronged the road, the pastor said. Masih made a sprint for his life, he said, and since then no one has seen him or his family there. The pastor said he was certain, however, that Masih and his family were safe at an undisclosed location.    

Another clergyman, the Rev. Shamshad Gill of Bahawalnagar, confirmed that Muslims attacked Tanvir Masih last month in Chishtian on accusations of defiling the Quran, and that he fled with his children.

At press time Masih and his family were still in hiding at an undisclosed location.

Ghareebabad Colony comprises more than 10,000 Muslim families, whereas its New Christian Colony enclave has only 100 Christian homes.

 

Angry In-Laws

In Karachi, Islamic hardliners threatened to charge a 33-year-old Christian man with blasphemy – and kill his wife for “apostasy,” or leaving Islam – after he refused to divorce the Muslim woman, the Christian man informed Compass.

In a letter to Compass, Shahbaz Javed said that since he secretly wed Mehwish Naz in a civil court in October 2008, his Muslim employer fired him from his factory job, and his wife’s relatives found out where they lived and began to threaten them unless she divorced him. The couple has a 2-month-old daughter.

One month after they married, the radical Muslim parents of Mehwish found out and began threatening to kill her.

“Her parents said it would be much better for them to kill her rather than give her hand in marriage to a Christian youth’s hand,” Javed said.

Her family appeared to have reluctantly accepted her marriage to a Christian when she assured them that she was still a Muslim, according to the letter signed by Javed and the Rev. Khadim Bhutto, a Christian rights worker for Gawahi Mission Trust.

Her parents told her to recite the Quran and offer prayers five times a day in accordance with Islamic practice, but eventually Naz began to attend church services and read the Bible, though Javed had never forced her to do so, he stated in the letter. Bhutto said her parents, Hameed Baig and Memona Naz, found out about her Bible reading and church attendance.

“Her parents warned her again that if she did not give up all this, they would file a case of apostasy against her and implicate Shahbaz Javed in a blasphemy case or kill him,” Bhutto said.

Her parents also began trying to coerce her and Javed into reciting Islamic prayers, including reciting it to their newborn, Muqadas Parveen, to “confirm” her as a Muslim, according to Javed. The couple told Compass, however, that they wanted to raise their daughter as a Christian.

Coptic Blogger in Egypt Released from Prison


Pressured to convert to Islam, falsely accused Christian freed under reformed Emergency Law.

ISTANBUL, August 17 (CDN) — A Coptic Christian blogger arrested in Egypt on false charges of insulting Islam, then held for almost two years without charge under the country’s Emergency Law, has been released from prison.

Hani Nazeer, 31, a high school social worker and blogger was arrested Oct. 3, 2008 in response to a link to a Coptic Web site he placed on his Web log, “The Preacher of Love.” The Coptic Web site had a link to an online copy of “Azazil’s Goat in Mecca,” a controversial book written in response to “Azazil,” a novel critical of Christianity.

While the Egyptian author of “Azazil,” Youssef Zeidan, won awards internationally and across the Arab-speaking world for his book, the link to “Azazil’s Goat in Mecca” earned Nazeer one year and nine months in prison. Nazeer said that when he posted the link, he did not know the Coptic Web site had a link to “Azazil’s Goat in Mecca,” and that he has never read the book. Nazeer said there is a double standard in Egypt when it comes to any critique of Islam.

During his imprisonment, Nazeer said he was beaten, exposed to constant deprivation and was pressured to convert to Islam by violent criminals.

“One prisoner told me, ‘If you convert, you will be out in two days,’” Nazeer said.

He was released on July 22 because of recent reforms to the Emergency Law.

 

Riots and Arrest

Nazeer’s Web log was exclusively dedicated to human rights issues and concerns facing Egypt’s ethnic Coptic community. He had previously brought attention to himself by criticizing the ever-increasing Islamization of Egyptian civil society.

Nazeer also singled out leaders in the Coptic Orthodox Church and lamented their involvement in politics. In one post, Nazeer wrote that a gathering of activists at a Coptic church building was inappropriate because church buildings were meant to be venues for prayer, not for politics.

He said that despite the controversy, his real problems started the last week of August 2008 when someone in his village discovered the Web site link, and groups of angry young Muslim men began to riot. A local priest brought some of the rioters to meet with Nazeer in an attempt at reconciliation, to no avail.

“He tried to explain to them that the situation was not as they saw it, and that I was not the one who wrote it, and that my link wasn’t to the story – it was to another site,” Nazeer said. “They were so angry, but some of them understood, and some of them did not understand.”

For the next three days, the youths ripped through Qena, a village in Upper Egypt, protesting in the streets, throwing stones at houses and verbally assaulting Copts. The demonstrations happened during Ramadan, Islam’s most sacred month. It is unclear if any of the teenagers or men were arrested on any charges.

Nazeer went into hiding during the riots, seeking sanctuary in a monastery near Qena. The State Security Investigations unit (SSI), Egypt’s secret police agency, took two of Nazeer’s relatives into custody and aggressively interrogated them to obtain his location. Eventually Nazeer turned himself in so the SSI would release the two men.

 

Prison Life

For most of Nazeer’s imprisonment, he was housed in a single cell with at least 30 convicted felons. He said prison conditions were much worse there with the violent felons than in other parts of the prison, and he speculated that authorities placed him there to put pressure on him.

Nazeer previously stated through his attorneys that he felt prison guards had organized attempts through prisoners to force him to convert to Islam. He now says he is unsure if attempts at coercion were directed by anyone.

Nazeer said he wasn’t tortured individually, but that on one occasion guards beat him and other prisoners with sticks during a visit by a police major.

The most difficult time of his imprisonment, he said, was the first two weeks. During this time, authorities isolated him and moved him across Egypt from prison to prison. He was also repeatedly interrogated by SSI agents who tried to make him confess to being “Father Utah,” the as yet unidentified author of “Azazil’s Goat in Mecca.” They told him if he didn’t confess, he would never “see the street again.”

“I had no news about my family – I was cut off from everything,” Nazeer said. “I didn’t know what was going on.”

An active member of his church for 10 years, Nazir said that before he was arrested his faith was strong, but that being in prison served only to make it stronger. He was able to get a Bible in prison and was even able to discuss Christ with two ethnic Copts who were incarcerated on felony charges.

“I spoke to them about the Christian faith when we were together alone,” Nazeer said.

He credited God for carrying him and his family through his imprisonment.

“There were times in prison that I was happy, and I know that is because God was with me,” he said.

 

Reform and Release

Nazeer was imprisoned under Egypt’s Emergency Law, passed in 1981 in the wake of the assassination of then-President Anwar Sadat; it allows the SSI to arrest and hold people indefinitely without charge.

In theory, the law was designed to be used to detain terrorists and others who violently opposed the state. In practice, however, it also has been used to silence opposition to President Hosni Mubarak’s regime and to persecute those outside of the religious mainstream – such as Muslims who have converted to Christianity, or members of Islamic groups considered to be heretical.

In 2005, Mubarak promised to let the law expire if re-elected, but in 2008 his ruling National Democratic Party (NDP) extended the law for two more years.

Nazeer’s attorney filed motions numerous times to have him released, and 10 times judges ruled in his favor – but each time he was released from Borg El-Arab prison just outside of Alexandria, agents from the SSI, whose legal authority supersedes that of the Egyptian Courts, would take him to a different prison, he said.

“Every time the court would order my release, they would take me either to Alexandria or to Qena prison, and then later on, within a week, they would return me back to Borg El-Arab,” Nazeer said.

In May the NDP extended the law again but amended it to say that only people suspected of committing terrorist acts or of selling illegal narcotics could be arrested. In July, the Interior Ministry ordered that Nazeer be released in accordance with the revised statute.

Azza Taher Matar, a member of the International Relations Unit at the Arabic Center for Human Rights Information, an organization that defended Nazeer, said it is likely that the reforms to the Emergency Law will lead to authorities filing more charges of religious defamation against people in an effort to work around changes to the law.

 

Adjustment

Ever since his release, Nazeer, who said he was concerned for his safety, has been living in a residence provided by Bishop Kirollos of Nag Hammadi. He said he sees his family daily, and that Kirollos has said he will let him stay with him until he is “sorted out.”

Last October, Nazeer told his attorneys from prison that Kirollos was the priest that urged him to turn himself in to the SSI, promising that he would only be held four days and then released. Instead, Nazeer was prosecuted and sent to Borg El-Arab prison.

Nazeer now says he is unsure what role, if any, Kirollos played regarding his arrest. According to Nazeer, when he turned himself in to police, Kirollos said he would return in one hour, but the SSI took him away from the station.

Nazeer said he doesn’t know exactly what happened, but he added, “A priest should not sacrifice any of his people for any reason.”

He has applied for reappointment to his position as a high school social worker. He also said that despite his imprisonment, he will continue blogging.

Nazeer admits he is concerned about his safety, but that he “feels safe in God’s hands.”

Motive for Aid Worker Killings in Afghanistan Still Uncertain


Taliban takes responsibility, but medical organization unsure of killers’ identity.

ISTANBUL, August 12 (CDN) — The killing of a team of eye medics, including eight Christian aid workers, in a remote area of Afghanistan last week was likely the work of opportunistic gunmen whose motives are not yet clear, the head of the medical organization said today.

On Friday (Aug. 6), 10 medical workers were found shot dead next to their bullet-ridden Land Rovers. The team of two Afghan helpers and eight Christian foreigners worked for the International Assistance Mission (IAM). They were on their way back to Kabul after having provided medical care to Afghans in one of the country’s remotest areas.

Afghan authorities have not been conclusive about who is responsible for the deaths nor the motivation behind the killings. In initial statements last week the commissioner of Badakhshan, where the killings took place, said it was an act of robbers. In the following days, the Taliban took responsibility for the deaths.

The Associated Press reported that a Taliban spokesman said they had killed them because they were spies and “preaching Christianity.” Another Taliban statement claimed that they were carrying Dari-language Bibles, according to the news agency. Initially the attack was reported as a robbery, which IAM Executive Director Dirk Frans said was not true.

“There are all these conflicting reports, and basically our conclusion is that none of them are true,” Frans told Compass. “This was an opportunistic attack where fighters had been displaced from a neighboring district, and they just happened to know about the team. I think this was an opportunistic chance for them to get some attention.”

A new wave of tribal insurgents seeking territory, mineral wealth and smuggling routes has arisen that, taken together, far outnumber Taliban rebels, according to recent U.S. intelligence reports.

Frans added that he is expecting more clarity as authorities continue their investigations.

He has denied the allegation that the members of their medical team were proselytizing.

“IAM is a Christian organization – we have never hidden this,” Frans told journalists in Kabul on Monday (Aug. 9). “Indeed, we are registered as such with the Afghan government. Our faith motivates and inspires us – but we do not proselytize. We abide by the laws of Afghanistan.”

IAM has been registered as a non-profit Christian organization in Afghanistan since 1966.

Dr. Abdullah Abdullah, a former political candidate, dismissed the Taliban’s claims that team members were proselytizing or spying, according to the BBC.

“These were dedicated people,” Abdullah said according to the BBC report. “Tom Little used to work in Afghanistan with his heart – he dedicated half of his life to service the people of Afghanistan.”

Abdullah had trained as an eye surgeon under Tom Little, 62, an optometrist who led the team that was killed last week. Little and his family had lived in Afghanistan for more than 30 years with IAM providing eye care.

IAM has provided eye care and medical help in Afghanistan since 1966. In the last 44 years, Frans estimates they have provided eye care to more than 5 million Afghans.

Frans said he doesn’t think that Christian aid workers are particularly targeted, since every day there are many Afghan casualties, and the insurgents themselves realize they need the relief efforts.

“We feel that large parts of the population are very much in favor of what we do,” he said. “The people I met were shocked [by the murders]; they knew the members of the eye care team, and they were shocked that selfless individuals who are going out of their way to actually help the Afghan people … they are devastated.”

The team had set up a temporary medical and eye-treatment camp in the area of Nuristan for two and a half weeks, despite heavy rains and flooding affecting the area that borders with Pakistan.

Nuristan communities had invited the IAM medical team. Afghans of the area travelled from the surrounding areas to receive treatment in the pouring rain, said Little’s wife in a CNN interview earlier this week, as she recalled a conversation with her husband days before he was shot.

Little called his wife twice a day and told her that even though it was pouring “sheets of rain,” hundreds of drenched people were gathering from the surrounding areas desperate to get medical treatment.

 

The Long Path Home

The team left Nuristan following a difficult path north into Badakhshan that was considered safer than others for reaching Kabul. Frans said the trek took two days in harsh weather, and the team had to cross a mountain range that was 5,000 meters high.

“South of Nuristan there is a road that leads into the valley where we had been asked to come and treat the eye patients, and a very easy route would have been through the city of Jalalabad and then up north to Parun, where we had planned the eye camp,” Frans told Compass. “However, that area of Nuristan is very unsafe.”

When the team ended their trek and boarded their vehicles, the armed group attacked them and killed all but one Afghan member of the team. Authorities and IAM believe the team members were killed between Aug. 4 and 5. Frans said he last spoke with Little on Aug. 4.

IAM plans eye camps in remote areas every two years due to the difficulty of preparing for the work and putting a team together that is qualified and can endure the harsh travel conditions, he said.

“We have actually lost our capacity to do camps like this in remote areas because we lost two of our veteran people as well as others we were training to take over these kinds of trips,” Frans said.

The team of experts who lost their lives was composed of two Afghan Muslims, Mahram Ali and another identified only as Jawed; British citizen Karen Woo, German Daniela Beyer, and U.S. citizens Little, Cheryl Beckett, Brian Carderelli, Tom Grams, Glenn Lapp and Dan Terry.

“I know that the foreign workers of IAM were all committed Christians, and they felt this was the place where they needed to live out their life in practice by working with and for people who have very little access to anything we would call normal facilities,” said Frans. “The others were motivated by humanitarian motives. All of them in fact were one way or another committed to the Afghan people.”

The two Afghans were buried earlier this week. Little and Terry, who both had lived in the war-torn country for decades, will be buried in Afghanistan.

Despite the brutal murders, Frans said that as long as the Afghans and their government continue to welcome them, IAM will stay.

“We are here for the people, and as long as they want us to be here and the government in power gives us the opportunity to work here, we are their guests and we’ll stay, God willing,” he said.

 

Memorial

On Sunday (Aug. 8), at his home church in Loudonville, New York, Dr. Tom Hale, a medical relief worker himself, praised the courage and sacrifice of the eight Christians who dedicated their lives to helping Afghans.

“Though this loss has been enormous, I want to state my conviction that this loss is not senseless; it is not a waste,” said Hale. “Remember this: those eight martyrs in Afghanistan did not lose their lives, they gave up their lives.”

Days before the team was found dead, Little’s wife wrote about their family’s motivation to stay in Afghanistan through “miserable” times. Libby Little described how in the 1970s during a citizens’ uprising they chose not to take shelter with other foreigners but to remain in their neighborhood.

“As the fighting worsened and streets were abandoned, our neighbors fed us fresh bread and sweet milk,” she wrote. “Some took turns guarding our gate, motioning angry mobs to ‘pass by’ our home. When the fighting ended, they referred to us as ‘the people who stayed.’

“May the fruitful door of opportunity to embrace suffering in service, or at least embrace those who are suffering, remain open for the sake of God’s kingdom,” she concluded.

 

Concern for Afghan Christians

Afghanistan’s population is estimated at 28 million. Among them are very few Christians. Afghan converts are not accepted by the predominantly Muslim society. In recent months experts have expressed concern over political threats against local Christians.

At the end of May, private Afghan TV station Noorin showed images of Afghan Christians being baptized and praying. Within days the subject of Afghans leaving Islam for Christianity became national news and ignited a heated debate in the Parliament and Senate. The government conducted formal investigations into activities of Christian aid agencies. In June IAM successfully passed an inspection by the Afghan Ministry of Economy.

In early June the deputy secretary of the Afghan Parliament, Abdul Sattar Khawasi, called for the execution of converts, according to Agence France-Presse (AFP).

“Those Afghans that appeared on this video film should be executed in public,” he said, according to the AFP. “The house should order the attorney general and the NDS (intelligence agency) to arrest these Afghans and execute them.”

Small protests against Christians ensued in Kabul and other towns, and two foreign aid groups were accused of proselytizing and their activities were suspended, news sources reported.

A source working with the Afghan church who requested anonymity said she was concerned that the murders of IAM workers last week might negatively affect Afghan Christians and Christian aid workers.

“The deaths have the potential to shake the local and foreign Christians and deeply intimidate them even further,” said the source. “Let’s pray that it will be an impact that strengthens the church there but that might take awhile.”

Convicted Hindu Nationalist Legislator in India Released on Bail


Stunned Christians suspect bias in case of politician’s role in Orissa violence.

NEW DELHI, July 30 (CDN) — Less than a month after Orissa state legislator Manoj Pradhan was sentenced to seven years of prison for his part in anti-Christian mob violence in 2008, he was released on bail pending his appeal.

Along with fellow Hindu nationalist Prafulla Mallick, Pradhan on June 29 was convicted of causing grievous hurt and rioting in connection with the murder of a Christian, Parikhita Nayak. Justice B.P. Ray heard the petition on July 7, and the same day he granted Pradhan and Mallick bail conditional on posting bail bond of 20,000 rupees (US$430) each.

Pradhan and Mallick were released from jail on July 12 and await the outcome of an appeal to the Orissa High Court.  

Attorney Bibhu Dutta Das said that ordinary people don’t get bail so easily when convicted of such crimes, and he questioned how Pradhan could be granted release just for being a legislator.

“It takes years for convictions in High Court,” Das told Compass. “We will not sit silent. We will challenge this bail order in the [New Delhi] Supreme Court very soon.”

The Christian community expressed shock that someone sentenced to seven years in prison would get bail within seven days of applying for it.

“I am very disappointed with the judiciary system,” said Nayak’s widow, Kanaka Rekha Nayak, who along with her two daughters has been forced into hiding because of threats against her. “I went through several life threats, but still I took my daughters for hearings whenever I was called by the court, risking my daughters’ lives – certainly not for this day.”

In addition to the bail, the court has issued a stay order on the 5,000 rupee (US$107) fine imposed on Pradhan and Mallick. Attorney Das told Compass the decision was biased, as the Lower Court Record was not even consulted beforehand.

“This is the normal court procedure, and it was bypassed for Pradhan,” he said. “The judgment was pre-determined.”

Dibakar Parichha of the Cuttack-Bhubaneswar Catholic Archdiocese told Compass, “Sometimes the judicial system seems mockery to me. One court convicts him, and another one grants him bail.”

The rulings are demoralizing to those who look toward the courts for justice, he said.

“There is a very powerful force behind this. It is not as simple as it looks,” Parichha said.

Dr. John Dayal, secretary general of the All India Christian Council, said he was surprised by the orders.

“While it is a legal right for anybody to get bail, it is surprising that Pradhan was wanted in so many cases, and he can coerce and influence witnesses,” Dayal said. “His petition should not have been granted.”

The two Hindu nationalists were convicted by the Phulbani Fast Track Sessions Court I Judge Sobhan Kumar Das. Pradhan, member of the state Legislative Assembly (MLA) from G. Udayagiri, Kandhamal for the Hindu nationalist Bharatiya Janata Party (BJP), filed a petition stating that his name was not mentioned in the original First Information Report filed by Kanaka Rekha Nayak, but that he was dragged into the case later.

The bail order includes a warning to Pradhan to refrain from intimidating witnesses, stating, “The petitioner shall not threaten the witnesses examined.”

Rekha Nayak, along with her daughters Lipsa Nayak (4 years old when her father was killed) and Amisha Nayak (then 2 years old) were eyewitnesses to the murder of her 31-year-old husband, a Dalit Christian from Tiangia, Budedipada, in Kandhamal district. He was murdered on Aug. 27, 2008.

Rev. Dr. Richard Howell, general secretary of the Evangelical Fellowship of India, urged the Christian community to keep hope.

“The case is still on, not that it has come to an end,” he said. “There is a move that is being made to take the case further.”

Attorney Das has said he plans to appeal Pradhan’s sentence of seven years, in hopes of increasing it to life imprisonment.

 

Cases

Pradhan, who denies any wrongdoing, has been charged in 14 cases related to the August-September 2008 anti-Christian attacks. In seven of the cases he has been acquitted, he was convicted of “grievous hurt” in the Nayak case, and six more are pending against him.

Of the 14 cases in which he faces charges, seven involve murder; of those murder cases, he has been acquitted in three.

Cases have been filed against Pradhan for rioting, rioting with deadly weapons, unlawful assembly, causing disappearance of evidence of offense, murder, wrongfully restraining someone, wrongful confinement, mischief by fire or explosive substance with intent to destroy houses, voluntarily causing grievous hurt and voluntarily causing grievous hurt by dangerous weapons or means.

Pradhan was also accused of setting fire to houses of people belonging to the minority Christian community.

The Times of India reported Pradhan as “one of the close disciples” of Vishwa Hindu Parishad (VHP or World Hindu Council) leader Swami Laxamananda Saraswati, whose assassination on Aug. 23, 2008, touched off the anti-Christian violence in Kandhamal and other parts of Orissa.

Rekha Nayak filed a complaint and a case was registered against Mallick and others for murder, destroying evidence, rioting and unlawful assembly. Pradhan was arrested on Oct. 16, 2008, from Berhampur, and in December 2009 he obtained bail from the Orissa High Court.

Despite his role in the attacks, Pradhan – campaigning from jail – was the only BJP candidate elected from the G. Udayagiri constituency in the 2009 Assembly elections from Kandhamal district.

In recent court actions, Fast Track Court-II Additional Sessions Judge Chittaranjan Das on July 21 acquitted nine persons who had been arrested in the Tikabali area for various offenses, including arson, due to “lack of evidence.” The main charge against them was torching of a church on Aug. 28, 2008 at Beladevi village.

At least 132 persons have been convicted in different cases related to the 2008 violence in Orissa’s Kandhamal district, state Chief Minister Naveen Patnaik said on July 19. Patnaik said that 24 members of the Hindu extremist Bajrang Dal (Youth Wing of World Hindu Council) and VHP have been arrested and jailed.

Revenue and Disaster Management minister S.N. Patro said on July 21 that the 55 Christian places of worship were damaged in Tikabali block; 44 in G. Udaygiri; 39 in Raikia; 34 in K. Nuagaon; 19 in Baliguda; 16 in Daringbadi; nine in Phulbani; six in Kotgarh; five in Tumudibandha; and one each in Phiringia and Chakapada blocks.

India Briefs: Recent Incidents of Persecution

Karnataka – Hindu extremists from the Rashtriya Swayamsevak Sangh accused a pastor in Aldur of forceful conversion on July 24 and threatened him, telling him not to preach about Jesus. The All India Christian Council reported that the extremists filed a police complaint against Pastor Anand Kumar of forceful conversion. Both police and extremists ordered Pastor Kumar to remove the cross and name plate of the church. At press time area Christians were taking steps to resolve the issue.

Jammu and Kashmir – The state’s Foreigners Registration Officer reportedly issued a notice to a senior Christian worker to leave India by July 20 after a false complaint of forceful conversion was filed against him. The Global Council of Indian Christians reported that the state succumbed to pressure by Muslim extremists to deport Father Jim Borst, who has run Good Shepherd School in the Kashmir Valley since 1963. The school has been attacked on two occasions by members of other schools who felt they were unable to compete with it. For eight years these groups have led a campaign against Borst, claiming he was forcibly converting people under the guise of providing education. Borst, who denies the charge, has a valid visa till 2014. The interior minister reportedly said he had no knowledge of the deportation order, and Borst’s superiors indicated he would not leave.

Madhya Pradesh – Hindutva (Hindu nationalist) extremists on July 18 disrupted Christian worship in Barwaha, near Indore. The Global Council of Indian Christians reported that Pastor Subash Chouhan of the Indian Evangelical Team was leading Sunday worship when the extremists stormed in on the terrified Christians. They accused Pastor Chouhan of forceful conversion, photographed the congregation and told the pastor to close his tailoring school, which includes non-Christian students. This is the second time Pastor Chouhan has been arrested on false charges of forceful conversion; previously he was jailed for three days. The case was pending at press time.

Punjab – Police arrested Christians on July 10 after Hindu nationalists beat them, falsely accusing them of forcible conversion in Gurdaspur. Members of the Indian Pentecostal Church of God (IPCG) Western Region were visiting houses in the area on a social outreach mission when a group of extremists began to argue with them and then started beating four of them with their fists and shoes. Later they handed the Christians over to police, along with three more Christian men and five Christian women, complaining that they were converting people from the Hindu religion. Pastor Promod Samuel, along with the IPCG head A.M. Samuel, rushed to the Gurdaspur City police station to help the Christians, but officers detained them as well. Samuel told Compass that the president of the Hindu extremist groups Shiva Sena and Bajrang Dal, as well as many other Hindu nationalist leaders, gathered at the police station clamoring for officers to file charges against the 14 Christians. Hearing of the arrests, Christian leaders of Gurdaspur requested their release. The Christians were not released until Samuel signed an agreement assuring that Christians would not enter any non-Christian home. “The extremists are continuously following us around, to keep a check on us.” Samuel said.

Andhra Pradesh – Hindu extremists toppled a church building and attacked Christians on July 6 in Parawada, Visakhapatnam. The All India Christian Council (AICC) reported that local Hindu extremists were jealous and angry that a church stood at the entrance of the village and urged the Christians to move. The extremists threatened to attack the Christian community, claiming that they would allow no church in the area. When the church pastor refused to give in to their demand, they began damaging his household goods and pulled down the church building. The extremists also stopped the Christians from drawing water from a well. AICC was taking steps to resolve the matter at press time.

Madhya Pradesh – Police on July 4 arrested and charged two Christians under the state’s controversial “anti-conversion” law at Jawahar Nadar, Adharthal. According to the Global Council of Indian Christians (GCIC), a member of the Apostolic Christian Assembly, Shravan Kuman Dubey, invited Vishal Lal to lead a prayer service for his 6-year-old son Ravi’s birthday. Around 7:30 p.m., during prayer, a mob of nearly 75 Hindu nationalist extremists accompanied by police entered the house and falsely accused those present of forced conversion, taking 14 Christians to the Adhartal police station. After nearly four hours, police charged Shravan Kumar and Vishal Lal with forcible conversion and sent the others home. With GCIC intervention, both were released on bail the next day.

Madhya Pradesh – Hindu extremists belonging to the Dharma Raksha Samithi (Religion Protection Council) on June 28 stopped a Christian school bus and questioned young elementary students in Indore. The Global Council of Indian Christians reported that the bus was carrying Christian students from Orissa to their school in Indore. The extremists ordered the young students to get out of the bus and asked them whether forceful conversion was taking place, frightening the schoolchildren as police remained mere spectators. After threatening to harm the Christians if they carried out any Christian activities, they let them go. Area Christian leaders condemned the incident as a sign of Hindu extremists’ “reign of terror” in the state and demanded an investigation.

Karnataka – On June 13 in Anekal, Bangalore, Hindu extremists from the Rashtriya Swayamsevak Sangh beat a pastor whom they accused of forceful conversion. The Evangelical Fellowship of India reported that, in an apparently premeditated attack, an unidentified extremist telephoned Pastor Sam Joseph to come and pray for a sick person. The pastor agreed, only to be taken to a gathering of Hindu extremists with media people. The extremists accused the pastor of forceful conversion, beat him up and dragged him to Hebbagudi police station. Police released the pastor without charges after forcing him to agree that he would no longer lead Christian meetings.

Himachal Pradesh – State officials on June 5 sealed a Mission India building, claiming that it belongs to “outsiders,” in Bari, Mandi district. The Evangelical Fellowship of India’s (EFI) advocacy desk reported that the government closed the building, which functioned as a Bible study center and orphanage, claiming that no land in the area could be owned by non-native people. Pastor Sam Abraham told Compass that Mission India purchased the plot in 2005, constructed a building in 2007 and began using it as a Bible study center and orphanage in 2008. In July 2008, Hindu extremists filed a complaint against Mission India of forceful conversion and demanded the building be shut down. The extremists have since accused the Christians of forceful conversion, verbally abused them for their faith and threatened to kill them if they did not leave. Mission India officials asserted that the land legally belongs to them and that they have all necessary documents. At press time the Christians were looking for a place to rent that would accommodate at least 10 orphans.

Government-Incited Gang Attacks House Church


Youths smash walls, rant against evangelist for building home for worship services.

HO CHI MINH CITY, July 23 (CDN) — A gang of youths on Sunday (July 18) attacked a house church as the congregation worshiped in Xi Thoai village in Phu Yen Province on Vietnam’s south central coast, Christian sources said.

The local youths smashed the walls of the home and wreaked havoc within as they railed against evangelist Mang Vuong for being a Christian and for building his home to be a house church, the sources said. The sources noted that on the night of June 10 the same youths, spurred by local authorities, broke into Vuong’s home in Xuan Lanh Commune, Dong Xuan district, stole more than $3,000 and destroyed household furnishings, utensils and books.

Since then this same gang of local youths has been harassing and threatening Vuong, sources said. The pastor reported death threats.

Vuong, of the Hroi ethnic minority, is a worker for the Evangelical Church of Vietnam (South), or ECVN(S), Vietnam’s largest government-registered denomination. When the Hroi church at Soi Nga some six kilometers (nearly four miles) away became full, leaders decided to start a congregation in Xi Thoai village where a number of Hroi Christians lived.

In Vietnam, a common approach for church expansion is to build a roomy home for an evangelist to serve also as a meeting place. The evangelist’s house in Xi Thoai was nearly completed when it was first attacked last month.

According to a petition the evangelist sent to commune, district and provincial officials on June 12, it was village officials who assembled young people for a meeting on June 9 and plied them with liquor. Very late at night the youths, including several sons of commune officials, attacked the evangelist’s house.

The petition blames village Chief La Mo Duc, Deputy Chief Le Minh Dien and others for inciting the young people. These two officials are also the local Communist Party leaders.

The gang stole 60 million dong (US$3,091), which had just been borrowed to pay the house contractor, according to the petition. They burned Christian books and either stole or destroyed everything else in the house, including new building materials and the contractor’s tools.

Police from local to provincial levels came to the area several times to “investigate,” visits that village Christians said were attempts to identify the Christians in the village. In the next six weeks, sources said, authorities did nothing to address the crime, and local officials did nothing to stop the daylight raid on Sunday (July 18).

“There was no other reason for this – it is religious persecution, pure and simple, incited and allowed by local government officials,” said one prominent ECVN(S) leader. “The inaction of higher officials casts into doubt our country’s claim to uphold religious freedom.”

A provincial ECVN(S) leader, Pastor Vo Thanh Phe, said that for six weeks he had been urging local and provincial officials to take action, without success. Recently a top national leader of the ECVN(S) visited the village to encourage the beleaguered evangelist and Christians. He informed the provincial ECVN(S) leaders that, having personally verified the facts, he would petition the prime minister.

A source said the ECVN(S) leader needed to make the personal visit as it was assumed that the government had tapped the phones of the local Christians.

Christian groups in Vietnam have found that such petitions rarely accomplish anything. Sources said often the petitions are simply referred back down to local officials, who make life harder on those who have complained.

Phu Yen Province has been the site of other recent abuses. Two ethnic minority Ede evangelists, Y Co and Y Du of the unregistered Vietnam Good News Mission Church, were arrested in January and remain in Phu Lam Prison without charge or trial. This is contrary to Vietnamese law (see http://www.compassdirect.org, “Vietnamese Christian, Family Forced into Hiding,” April 1).

Their wives reported that officials told them their husbands would be freed if the prisoners renounced their faith.

A government seminar in May on national religion policy in Phu Yen Province has apparently had little effect on some local officials.

U.S. Secretary of State Hilary Clinton, visiting Hanoi on the occasion of the 15th anniversary of the normalization of US-Vietnam relations, raised the issue of human rights and religious freedom with Vietnam’s leaders yesterday (July 22). She had been pressed by human rights groups and U.S. lawmakers to raise the cases of jailed democracy and religious rights activists with Vietnam.

Clinton said the U.S. side wanted to work with Vietnam “to support efforts to pursue reforms and protect basic rights and freedoms,” The Associated Press reported yesterday. When the sensitive subject of human rights came up, Vietnam Foreign Minister Pham Gia Khiem described it simply as “a difference between Vietnam and the U.S.”

“Since Vietnam achieved its goal of obtaining U.S. trade privileges in 2006 and acceded to the World Trade Organization in 2007, it has hardened its treatment of democracy, rights and religious freedom activists,” said one long-time observer. “Some keen observers of the Vietnam scene do not foresee any positive changes in Vietnam’s human rights record at least until after next January’s five-yearly Communist Party Congress. In preparation for the congress, for which all major decisions are made in advance, no party factions can be seen to be weak on perceived threats to the revolution.”
