Why were tourists allowed on White Island?

Emergency crews have retrieved six bodies on Friday and continue to search for two further victims of Monday’s volcanic eruption at Whakaari/White Island.

The people on the island were tourists and tour guides, including visitors from Australia, the UK, China and Malaysia, along with New Zealanders. Several of the tourists were passengers from the cruise ship Ovation of the Seas.

There is a 50% chance the volcano will erupt again in the next 24 hours.

GeoNet, which operates a geological hazard monitoring system, says there is still a 50-60% chance of an eruption occurring that could impact outside of the vent area within the next 24 hours.

But the question being asked now is why tourists were allowed on such a dangerous island. This will probably feature prominently in investigations – both by police and WorkSafe.

Safety guidelines for volcano tours

White Island is privately owned, and only permitted operators are allowed to take tourists on guided tours. White Island Tours is one of the main operators in Whakatane, a township on the east coast of the North Island, and they had people on the island yesterday.

This operator has stringent safety checks and was even named New Zealand’s safest place to work in a workplace safety award last year.

But earlier this month, GeoNet had raised the alert level to two (out of five), due to “moderate and heightened volcanic unrest”. Should that have caused enough concern to discontinue tours to the island?

Hindsight is always 20/20, but any visit to an active volcano, or volcanic field bears a certain amount of risk, and usually it is managed by governmental bodies generally, and the tourism industry in particular.

The management, or lack thereof, varies by country and jurisdiction. Commonly, organisations such as GeoNet provide real time updates on volcanic activities and issue warnings of potential hazards. In the case of White Island, it falls ultimately to the operators to decide whether or not to send tours to the island on any given day.

Leading geo-tourism researcher Patricia Erfurt-Cooper notes there is a “distinct lack of safety guidelines for volcano tours at most sites, which is compounded by language problems”.

Management strategies include multi-lingual signage, such as in Japan, and the closure of active sites, such as in Hawaii.

Often, volcanic geologists are able to read early signs of activity, and predict eruptions hours, if not days in advance. But this is not always the case, as we saw yesterday and in the 2007 eruption of Mount Ruapehu.

History of accidents in adventure tourism

Volcano tourism is a subset of adventure tourism, and New Zealand has had its fair share of incidents in this sector. Many will remember the collapse of a viewing platform at Cave Creek in 1995, where 14 people died. After the collapse, the Department of Conservation (DOC) inspected more than 500 structures, resulting in the closure of 65.

A commission of inquiry found a number of shortcomings in the building of the platform and DOC took responsibility for the accident. Since then, New Zealand law has changed so government departments can be held responsible and liable for negligence in offences under the Building Act.

Worldwide, there have been several deadly volcanic eruptions, including Japan’s Mount Ontake in 2014. This steam-driven eruption occurred without clear warning and killed 63 people hiking the mountain, in what became the country’s most deadly eruption in nearly 90 years.

In 2013, the eruption of Mayon volcano in the Philippines killed five climbers. Last year, one tourist died in an eruption of Italy’s Stromboli volcano, which has become a resort island.

Assessing risks

New Zealand promotes itself as the adventure capital of the world, and it is a fine balance for an operator to provide the (often advertised) excitement the thrill-seeking tourists are looking for, and the safety of everybody involved.

Research shows the majority of thrill-seekers are looking for risk, but in a controlled way. The adrenaline rush is paramount, but they don’t seriously want to be at risk of injury or loss of life.

The tragic events of White Island reiterate that we must be vigilant, and have excellent risk management strategies in place. Perhaps it is time for the tourism industry, government and volcanic experts to review current rules. We can minimise the risk, but we can never totally rule it out.

Any adventure tourist must be aware of the potential risk they are taking and should check the tour operator’s website for information about the risk they’d be undertaking, and how the tour operator plans to manage it. Call for clearer risk information for tourists following Whakaari/White Island tragedy

In the aftermath of the tragedy at Whakaari/White Island on December 9, many are analysing the risks of adventure tourism, particularly volcano tourism, and asking pointed questions.

It is a sensitive time, with 15 people now confirmed dead, many hospitalised in critical condition, and two bodies yet to be retrieved from the disaster zone.

We question whether the tourists caught up in the events actually knew the risks they faced, and whether other tourist groups may be unaware of the potential risks that their travel decisions may carry.

Although geologists are monitoring Whakaari/White Island, some volcanic activity cannot be predicted.

Risk assessment and visitor safety

The websites for White Island Tours and the promotion pages on the Bay of Plenty website are currently not viewable. But the Trip Advisor site for Whakaari calls it “New Zealand’s most active volcano”. It mentions the need for gas masks and hard hats and describes conditions of a still active volcano, including steam vents and sulphurous fumes.

But it is doubtful that cruise ship passengers, such as those from the Ovation of the Seas, would have done such research. Cruises offer a variety of shore excursions when in port, ranging from passive sightseeing to adventure activities.

Many tourists will assume endorsed excursions have been properly vetted by their cruise company and assume there is negligible risk to personal safety. But this may not be the case.

Major cruise lines such as Royal Caribbean visit multiple destinations with very different regulatory environments. The assumption that shore excursions will be safe may be misplaced, both by the cruise line and the visitors they book on such excursions. This is now clear from the events at Whakaari but also in previous incidents, such as last year’s fatal bus crash in Mexico.

Adventure capital

New Zealand is known as an adventure tourism destination, but its regulatory systems have undergone recent change. After 37 deaths over four years, then prime minister John Key ordered an urgent safety audit in 2009.

This resulted in a shift, from 2013, from a voluntary system under Outdoors New Zealand and the regulatory system under Worksafe NZ to the New Zealand adventure activity certification scheme. Some tour operators have found this audit system too onerous. Striking the right balance between risk management while allowing the adventure tourism sector to thrive has proved difficult.

But the case of Whakaari/White Island is unique in many ways. The island is privately owned. GeoNet monitors volcanic activity and rates the threat level. The tour companies then assess the risk and determine if visits can proceed or should be temporarily suspended.

Three companies have operated tours to Whakaari/White Island, including the Māori-owned White Island Tours (owned by Ngāti Awa). The other two are helicopter companies Kahu and Volcanic Air Safaris. White Island Tours was accredited under AdventureMark, which is a Worksafe NZ approved certification body.

We must await the Worksafe investigation to know whether it was reasonable to allow the tours to go ahead when volcanic risk rating had risen from level 1 to level 2. We also still await the full human toll, knowing that recovery for survivors may take years. It is also clear that the impact on Ngāti Awa and the Whakatāne community has been profound.

Inherent risk in active environments

In laying out these complexities in which small private tour companies and large internationally owned cruise ships took thousands of visitors to Whakaari each year, we underscore how difficult an assessment of risk might be for some visitors.

Adventure tourists typically make an assessment weighing up risks against the thrills they seek to achieve. New Zealand’s reputation for adventure tourism is built in part on well developed policy settings and regulatory regimes, and an expectation among visitors of high adventure safety standards.

Risk – both perceived and actual – is carefully managed to ensure that perceived risk is high but actual risk is as low as humanly possible. The reputation of the sector and, indeed, the interests of the wider New Zealand tourism industry hinge on high safety standards. For example, bungy jumping appears to be very high risk, but its commercial viability comes from the highly controlled operation, which means actual risk is in fact very low.

Set against this are longstanding activities that take visitors into spectacular settings to experience firsthand the wonders of nature. Such environments do present inherent risk even if many decades may pass between natural events.

The Pink and White Terraces – the largest silica sinter deposit on earth – were a spectacular visitor attraction in the mid-19th century, and the centrepiece of Māori tourism development. That was until they were completely destroyed by the eruption of Mount Tarawera in 1886.

New Zealand’s most stunning natural vistas – Aoraki/Mount Cook, the fjords of Te Wahipounamu world heritage area, towering glaciers and raging rivers – are the result of millions of years of seismic activity on the Pacific and Australian tectonic plate boundary. These environments are dynamic and, at times, very destructive.

These settings contrast adventure tourism activities. Risk may be perceived as low or non-existent given that these environments may be largely inactive for years.

Informed consent

In a complex international environment, the ultimate decision to participate in activities in dynamic and potentially destructive environments rests with the visitors.

Ultimately, visitor welfare depends on informed visitor choice. This case highlights the need for consent forms to be signed in many more cases, beyond those already used in adventure tourism and medical tourism.

Such documents should make clear the nature of the possible risks. Elevated risk levels on the day of the visit as well as changing risk levels in the days prior to the scheduled visit should be clearly communicated. Participation should only proceed after informed consent is secured.

Such an approach does not obviate the need for accreditation, audits, regulations and strict oversight by relevant authorities. But it does ensure that tourists play their part in deciding what risks are worth taking on their holidays.

We cannot undo the events that unfolded at Whakaari/ White Island, but we can honour lives lost by making absolutely sure that we learn from this tragedy.The Conversation

Australia could house around 900,000 more migrants if we no longer let in tourists

Many who fear Australia’s population boom believe we should be cutting down on immigration. They blame immigration for congestion and expenditure of environmental and other vital resources. They say Australia’s cities are becoming overcrowded and cannot sustain more people.

But if Australia were to cut down on immigration, it would also then make sense to introduce policies that limit numbers of international tourists and students. Why single out one group of people? If any person living in Australia drains a certain amount of resources, it stands to reason this is also the case with short-term visitors arriving year after year.

Not only do tourists and international students add to crowded trains, trams and buses, think of all the environmental resources they consume – such as the water hotels spend on frequently washing their sheets.

Just as with migration, tourist numbers are on the rise in Australia. The number of international tourists (blue line) increased from just over 4 million in 1997-98 to nearly 8 million in 2015-2016. Settler arrivals (people living in Australia who are entitled to permanent residence) increased from 81,000 in 1998 to 135,000 in 2016.

My crude calculations show that if Australia were to allow zero tourism, it could accommodate roughly 900,000 more migrants. As a comparison, Australia’s total migration intake is around 190,000 per year.

But of course curbing tourism, or immigration, isn’t a feasible option. Tourists, international students and migrants all add positive value to Australia.

Our calculations

As a general rule, the monetary amount spent across a group of people in a population is considered a rough approximation of the amount of resources that have been used. So, to get an idea of the resources short-term visitors to Australia (which includes tourists and international students who stay for less than a year) might use, I extracted data on how much they spend on goods and services.

Then I calculated the approximate number of migrants who would be spending the same amount of money. This gave me a rough indication of how many extra migrants we could let into the country per drop in tourist numbers.

I was a bit generous in terms of working off the assumption that migrants spend the same amount on goods and services as “native” Australians. I used ABS data for my calculations, which were:

  • First, I subtracted the amount international tourists spend (which includes students who stay less than a year) in Australia (this was A$33,917 million in 2015-16) from the total spend in Australia (A$940,822 million in 2015-16). This gave me an idea of the amount spent by Australian residents only (A$906,905 million in 2015-16).
  • I then worked out the average consumption of residents per capita by dividing it by the population (around 24 million in 2015-16). This came to A$37,680 million for every 1,000 people.
  • Then I divided the total spend of international tourists by the per capita amount (per 1,000 residents) spent by residents. This came to 900,213 in 2015-16.
  • I also did similar calculations assuming tourists consumed 10% and 20% more than migrants.

The fact we could have 900,000 extra migrants if we had no tourists is a very rough number. The point is not the exact number. Even if the more accurate number was 400,000, that number is large. The purpose of this exercise is to show that migrants, as one group of people, don’t pose the most significant risk to our population in terms of resources drained.

These numbers are based on crude calculations, and assume that migrants spend the same way as Australian-born residents.

It’s a rough guide

As already mentioned, my calculations were crude. More detailed calculation of resources consumed by both groups (immigrants and international tourists) would compare the different impacts on growth and employment of immigration. But for the purposes of this exercise, I’ve carried out more limited calculations.

The demographic profile of immigrants is also different from that of international tourists. And the spending patterns of immigrants would be very different from those of the tourists. Immigrants would be buying white goods, for instance, such as refrigerators, vacuum cleaners. Tourists would be buying these services indirectly through renting rooms in hotels, Airbnb and the like.

But we wouldn’t shut down tourism, as we know it has a positive impact on our economy. And research generally shows that immigration has a slightly positive effect on Australia’s employment rate and gross domestic product (GDP). A recent government report also shows that cutting Australia’s migration rate would cost the budget billions of dollars, lower living standards and reduce jobs growth.

Posts for the Time Being


I thought I’d post a quick update on what is currently happening with me and posts to my Blog. It is a short story really. I live in a town which is a massive tourist destination during the holiday season – especially at this time of year. What this means for me – being reliant on wireless access to the Internet – is real difficulty gaining Internet access. There are so many people in the area, using so many gadgets and the like, that the Internet is locked into a constant traffic jam. It is practically impossible to get Internet access most of the time. You do get the odd time where you can get access, but it is so slow that it is pointless to try and use it. For example – it takes minutes and minutes just for one page of the Blog to load.

I’ll keep trying to access the Net every so often, but it is likely I’ll be unable to post much for the next couple of weeks. There is good news – the number of tourists in the shopping centre here have diminished, which probably means we are heading back to some form of normality.

Prospects of Religious Freedom Appear Grim in Islamic Maldives


Two years after political reforms, freedom of faith nowhere in sight.

MALÉ, Maldives, August 10 (CDN) — Visitors to this Islamic island nation get a sense of religious restrictions even before they arrive. The arrival-departure cards given to arriving airline passengers carry a list of items prohibited under Maldivian laws – including “materials contrary to Islam.”

After Saudi Arabia, the Maldives is the only nation that claims a 100-percent Muslim population. The more than 300,000 people in the Maldives, an Indian Ocean archipelago featuring 1,192 islets 435 miles southwest of Sri Lanka, are all Sunnis.

This South Asian nation, however, has more than 70,000 expatriate workers representing several non-Islamic religions, including Christianity.

Also, around 60,000 tourists, mainly from Europe, visit each year to enjoy the blue ocean and white beaches and normally head straight to one of the holiday resorts built on around 45 islands exclusively meant for tourism. Tourists are rarely taken to the other 200 inhabited islands where locals live.

Nearly one-third of the population lives in the capital city of Malé, the only island where tourists and Maldivians meet.

While the Maldivians do not have a choice to convert out of Islam or to become openly atheist, foreigners in the country can practice their religion only privately.

In previous years several Christian expats have either been arrested for attending worship in private homes or denied visas for several months or years on suspicion of being connected with mission agencies.

According to “liberal estimates,” the number of Maldivian Christians or seekers “cannot be more than 15,” said one source.

“Even if you engage any Maldivian in a discussion on Christianity and the person reports it to authorities, you can be in trouble,” the source said. “A Maldivian youth studying in Sri Lanka became a Christian recently, but when his parents came to know about it, they took him away. We have not heard from him since then.”

The source added that such instances are not uncommon in the Maldives.

“I wish I could attend church, but I am too scared to look for one,” said a European expat worker. “I have not even brought my Bible here; I read it online. I don’t want to take any chances.”

The British reportedly translated the Bible into the local language, Dhivehi, and made it available in the 19th century, as the Maldives was a British protectorate from 1887 to 1965. Today no one knows how the Dhivehi Bible “disappeared.”

“A new translation has been underway for years, and it is in no way near completion,” said the source who requested anonymity.

 

Religion Excluded from Rights

The 2008 constitution, adopted five years after a popular movement for human rights began, states that a “non-Muslim may not become a citizen of the Maldives.”

Abdulla Yameen, brother of the former dictator of the Maldives and leader of the People’s Alliance party, an ally of the opposition Dhivehi Raiyyathunge Party (Maldivian People’s Party or DRP), told Compass that the issue of religious freedom was “insignificant” for the Maldives.

“There’s no demand for it from the public,” Yameen said. “If you take a public poll, 99 percent of the citizens will say ‘no’ to religious freedom.”

Maldivians are passionate about their religion, Yameen added, referring to a recent incident in which a 37-year-old Maldivian citizen, Mohamed Nazim, was attacked after he told a gathering that he was not a Muslim. On May 28, before a crowd of around 11,000 Maldivians, Nazim told a visiting Indian Muslim televangelist, Zakir Naik, that although he was born to a practicing Muslim family, he was “struggling to believe in religions.”

He also asked Naik about his “verdict on Islam.” The question enraged an angry crowd, with many calling for Nazim’s death while others beat him. He received several minor injuries before police took him away.

“See how the public went after his [Nazim’s] throat,” said Yameen, who studied at Claremont Graduate University in California. When asked if such passion was good for a society, he replied, “Yes. We are an Islamic nation, and our religion is an important part of our collective identity.”

Asked if individuals had no rights, his terse answer was “No.” Told it was shocking to hear his views, he said, “We are also shocked when a nation legalizes gay sex.”

Mohamed Zahid, vice president of the Human Rights Commission of the Maldives, told Compass that the country has its own definition of human rights.

“It is to protect people’s rights under the sharia [Islamic law] and other international conventions with the exception of religious freedom,” he said. “We are a sovereign nation, and we follow our own constitution.”

Zahid and several other local sources told Compass that the issue of religious rights was “irrelevant” for Maldivians. “Not more than 100 people in the country want religious freedom,” Zahid said.

 

Politics of Religion

Former President Maumoon Abdul Gayoom, a virtual dictator for 30 years until 2008, is generally held responsible for creating an atmosphere of religious restrictions in the Maldives, as he sought to homogenize religion in the country by introducing the state version of Sunni Islam. He also led a major crackdown on Christians.

The Protection of Religious Unity Act, enacted in 1994, was an endeavor to tighten the government’s control over mosques and all other Islamic institutions. The Gayoom administration even wrote Friday sermons to be delivered in mosques.

In 1998, Gayoom began a crackdown on alleged missionary activities.

“A radio station based out of India used to air Christian programs via the Seychelles, but the government came to know about it and ensured that they were discontinued with the help of the government in the Seychelles,” said a local Muslim source.

That year, Gayoom reportedly arrested around 50 Maldivians who were suspected to have converted to Christianity and deported 19 foreign workers accused of doing missionary work. A source said Gayoom apparently wanted to regain popularity at a time when his leadership was being questioned.

When the archipelago became a multi-party democracy in October 2008, new President Mohamed Nasheed, a former journalist and activist, was expected to pursue a liberal policy as part of the country’s reforms agenda.

Although Nasheed is the president, his party, the Maldivian Democratic Party (MDP), has only 28 members and the support of four independents in the 77-member People’s Majlis (Maldives’ unicameral Parliament). Gayoom, now in his 70s and the leader of the largest opposition party, the DRP, has a simple majority – which presents difficulties in governance. Nasheed pleads helplessness in implementing reforms, citing an intransigent opposition.

Today Gayoom’s party accuses President Nasheed of not being able to protect the country’s distinct identity and culture, which the opposition says are rooted in Islam. The Gayoom-led parliament recently sought to impeach the education minister for proposing to make Islam and Dhivehi lessons optional – rather than mandatory – in high school.

To pre-empt the impeachment move, the whole cabinet of Nasheed resigned on June 29, which caused a major political crisis that led to violent street protests. The Nasheed administration allegedly arrested some opposition members, including Gayoom’s brother, Yameen. Political tensions and uncertainties continued at press time.

Now that President Nasheed’s popularity is declining – due to perceptions that he has become as authoritarian as his predecessor – it is feared that, amid immense pressure by the opposition to follow conservative policies, he might begin to follow in Gayoom’s footsteps.

 

Growing Extremism

Both the ruling and opposition parties admit that Islamic extremism has grown in the country. In October 2007, a group of young Maldivians engaged government security forces in a fierce shootout on Himandhoo Island.

Nasheed’s party alleges that Gayoom’s policy of promoting the state version of Sunni Islam created an interest to discern “true Islam,” with extremists from Pakistan stepping in to introduce “jihadism” in the Maldives. The DRP, on the other hand, says that behind the growth of extremism is the current government’s liberal policy of allowing Muslims of different sects to visit the Maldives to preach and give lectures, including the conservative Sunni sect of “Wahhabis.”

Until the early 1990s, Maldivian women would hardly wear the black burqa (covering the entire body, except the eyes and hands), and no men would sport a long beard – outward marks of Wahhabi Muslims, said the Muslim source, adding that “today the practice has become common.”

Still, Islam as practiced in the Maldives is pragmatic and unlike that of Saudi Arabia, he said. “People here are liberal and open-minded.”

As extremism grows, though, it is feared that radical Islamists may go to any extent to extra-judicially punish anyone suspected of being a missionary or having converted away from Islam, and that they can pressure the government to remain indifferent to religious freedom.

“Maybe after the Maldivian government legalizes gay sex,” the Muslim source joked.

Republic of Somalia’s jihad-related chaos and violence


In a report that comes as no surprise to many counterinsurgents, officials from the United Nations released a sharp rebuke of war-torn Somalia’s government. In its report, the UN officials called the Somali security and federal transitional government "ineffective, disorganized and corrupt" despite international assistance, reports Law Enforcement Examiner.

"Despite infusions of foreign training and assistance, government security forces remain ineffective, disorganized and corrupt — a composite of independent militias loyal to senior government officials and military officers who profit from the business of war and resist their integration under a single command," the report reads.

"Efforts to restore peace and security to Somalia are critically undermined by a corrosive war economy that corrupts and enfeebles State institutions… Commanders and troops alike sell their arms and ammunition – sometimes even to their enemies. Revenues from Mogadishu port and airport are siphoned off. Some government ministers and members of parliament abuse their official privileges to engage in large-scale visa fraud, smuggling illegal migrants to Europe and other destinations, in exchange for hefty payments," states the UN report.

According to officials, the extensive report should be released in New York City this week so members of the UN Security Council may peruse the contents.

"During the course of the mandate, government forces mounted only one notable offensive and immediately fell back from all the positions they managed to seize," the report read. "The government owes its survival to the small African Union peace support operation, AMISOM, rather than to its own troops."

During the 1990s, a group of Saudi-educated, Wahhabi militants arrived in Somalia with the aim of creating an Islamic state in this dismal African country. Also, the renowned Al-Qaeda established an operations base and training camp. They would routinely attack and ambush UN peacekeepers. In addition, they used Somalia to export their brand of terrorism into neighboring Kenya.

Leading members of Al-Qaeda continue to operate, mostly in secrecy, in Somalia and have built up cooperation with some of the warlords who control food, water and medicine. And the people of Somalia starve, mourn and die.

Since 2003, Somalia has witnessed the growth of a brutal network of Jihad with strong ties to Al-Qaeda. In fact, when the US forces faced a bloody battle in 1995 during what became known as the Black Hawk Down incident, it was Al-Qaeda joining with a local warlord who killed and wounded US special operations soldiers.

Somalia has been without a functioning national government for 14 years, when they received their independence from Italy. The transitional parliament created in 2004, has failed to end the devastating anarchy. The impoverish people who live in the ruined capital of Mogadishu have witnessed Al-Qaeda operatives, jihadi extremists, Ethiopian security services and Western-backed counter-terrorism agents engaged in a bloody war that few support and even fewer understand.

In an incident that gained American press attention, Somali-based terrorists armed with rocket-propelled grenades launched an unsuccessful attack on Seaborn Spirit as it rounded the Horn of Africa with American, British and Australian tourists on board. For unexplained reasons, the attack is being treated as an isolated incident and the terrorism link is being all but ignored by journalists. The term "pirates" is routinely used with only a few reporters calling the attackers "terrorists."

The ship came under attack during the early morning hours when the heavily armed terrorists in two speedboats began firing upon the ship with grenade launchers and machine guns. They assailents were repelled by the ships crew who implemented their security measures which included setting off electronic simulators which created the illusion the ship was firing back at the terrorists.

According to passenger accounts of the attack, there were at least three rocket-propelled grenades or RPGs that hit the ship, one hit a passenger stateroom without inflicting injuries.

When a Somali Federal Government was established in 2004, it remained a government in exile since the capital of Mogadishu remains under the control of a coalition radical Islamists who’ve instituted Sharia law and a justice system known as the Islamic Courts Union.

In the winter of 2006, Al-Shabaab initiated a large-scale insurgency using the same tactics as al-Qaeda, Hamas and Hezbollah, complete with assassinations of government and military officials and suicide bombings targeting aid workers and transitional government officials.

In their report, UN officials blame the government for its failure to control Somalia and point to a lack of professional commanders, and a military that resembles an amateur militia rather than a professional Army.

The UN report points out that The Somali National Security Force was meant to have 8,000 soldiers fully trained and deployed. However, as of the beginning of the New Year, there are fewer than than 3,000 fully trained and equiped soldiers.

"One of the reasons the Islamic Courts Union and Al-Shabaab have both been somewhat popular is because people were sick of clan-based politics," according to the UN report.

Western governments fear that Somalia’s instability may provide a safe haven for international terrorist groups. Al-Shabaab members have cited links with Al Qa’ida although the affiliation is believed to be minimal. The group has several thousand fighters divided into regional units which are thought to operate somewhat independently of one another.

The US has launched selected air attacks against Al-Shabaab leaders thought to have ties to Al Qa’ida, but analysts say this has only increased their support among Somalis.

The Western-backed Ethiopian military invaded Somalia in 2007, but many analysts believe this too augmented Al-Shabaab’s military campaign against the transitional government. The Ethiopians withdrew in January of last year after over 16 months of Al-Shabaab attacks on its forces.

The transitional government is preparing a major military offensive to retake the capital Mogadishu from Al-Shabaab and various other militant groups in the coming weeks.

Morocco Begins Large-Scale Expulsion of Foreign Christians


Ongoing purge launched nationwide to stop ‘proselytization.’

ISTANBUL, March 12 (CDN) — Moroccan authorities deported more than 40 foreign Christian aid workers this week in an ongoing, nationwide crackdown that included the expulsion of foster parents caring for 33 Moroccan orphans. 

Deportations of foreign Christians continued at press time, with Moroccan authorities expressing their intention to deport specifically U.S. nationals. Sources in Morocco told Compass that the government gave the U.S. Embassy in Rabat a list of 40 citizens to be deported.

The U.S. Embassy in Rabat could not comment on the existence of such a list, but spokesperson David Ranz confirmed that the Moroccan government plans to deport more U.S. citizens for alleged “proselytizing.”

“We have been informed by the Moroccan government that it does intend to expel more American citizens,” said embassy spokesperson David Ranz.

Citing Western diplomats and aid groups, Reuters reported that as many as 70 foreign aid workers had been deported since the beginning of the month, including U.S., Dutch, British and New Zealand citizens.

At the Village of Hope orphanage near Ain Leuh, 50 miles south of Fez, the government on Monday (March 8) expelled 16 staff workers, 10 foster parents and 13 natural-born dependents from the country. The orphanage arranges for orphaned children to live with a set of foster parents rather than in a traditional dormitory setting, according to its website.

Police first came to the orphanage Saturday afternoon (March 6), questioning children and looking for Bibles and evidence of Christian evangelism; by late Sunday night they had told all foster parents and staff that they had to leave on Monday.

New Zealand native Chris Broadbent, a worker at Village of Hope, told Compass that the separation of the foster families and the children under their care was traumatic. As much as they hoped to be re-united, he said, that did not seem likely – officials told them they could visit as tourists in the future, but in reality authorities do not allow re-entry for those who have been expelled.

“At this stage, as much as we want to see the parents get back with their kids, we understand that may be almost impossible,” Broadbent said. “We’re not searching for scalps here, we don’t want to harm Morocco or anything like that, but we want to see the parents re-united with their children.”

Broadbent emphasized that government accusations that they had been proselytizing were unfounded, and that all staff had signed and adhered to a non-proselytizing policy.

“We were a legal institution,” he said. “Right from the start they knew that it was an organization founded by Christians and run by a mixture of Christians and Muslim people working together.”

Authorities told orphanage officials that they were being deported due to proselytizing but gave no evidence or explanation of who, when, where or how that was supposed to have occurred, according to a Village of Hope statement.

The orphanage had been operating for 10 years. Moroccan authorities had never before raised any charges about the care of the children, according to Village of Hope’s website.

In the village of Azrou, about 100 miles east of Rabat, another orphanage called Children’s Haven has been under investigation this week. Although it was still operating at press time, sources said its 20 staff members were prepared for a fate similar to that of Village of Hope, 30 minutes south.

“This action against the Village of Hope was part of a nationwide crackdown against Christians living in Morocco,” read a statement on Village of Hope’s website.

Some Christians in Morocco attribute the change in the country, generally known for its tolerance towards religious minorities, to the appointments of Mohammed Naciri as Minister of Justice and Taieb Cherkaoui as Minister of Interior in January.

Communications Minister Khalid Naciri said the government would be “severe with all those who play with religious values,” reported Agence France-Presse (AFP).

Local Christians Next?

A Moroccan pastor, his wife and a relative were arrested on Wednesday [March 10] and released on the next day, raising fears among local Christians that the wave of intolerance may spread to the country’s small but growing church of nearly 1,000 believers.

An expert on religious freedom in the Middle East who requested anonymity said that attacks on the church are inevitable even in a Western-looking, modern country like Morocco, as the church grows and becomes more visible.

“Because conversion is a taboo, if the government looks like it is doing nothing in regard to all the foreign missionaries that are coming and ‘corrupting’ the country and its ‘national soul,’ it gives credit to Islamists who could challenge the ‘Islam-ness’ of the Royal Family and the government, and that’s just what Morocco can’t afford,” said the expert.

The clampdown on foreign workers could signal government malaise toward the growing church.

“The more they grow, the more visible they become, the more they’ll attract this reaction,” said the expert. “And that’s why they’ve been so quiet with house groups. It’s just a matter of time.”

Communications Minister Naciri reportedly denied the new, tougher line against non-Muslims was a step backward in terms of religious freedom in Morocco.

“Morocco has always been and remains a land of openness and tolerance,” he told AFP. “The rare cases of expulsion have nothing to do with the practice of Christianity but with acts of proselytism.”

The children have reportedly been placed in a care home.

Contradictory Documents

As a signatory to the International Covenant on Civil and Political Rights, Morocco’s accusations of “proselytization” by foreign aid workers apparently contradict its pledge to allow freedom to manifest one’s faith. Article 18 of the covenant affirms the right to manifest one’s faith in worship, observance, practice or teaching.

The covenant also states, however, that “freedom to manifest one’s religion or beliefs may be subject only to such limitations as are prescribed by law and are necessary to protect public safety, order, health, or morals or the fundamental rights and freedoms of others.”

Previously the North African country had a history of religious tolerance. Morocco’s constitution provides for freedom to practice one’s religion, contradicting Article 220 of the Moroccan Penal Code, which criminalizes any attempt to induce a Muslim to convert to another religion.

In its 2009 international religious freedom report, the U.S. Department of State noted that on April 2, 2009, a Moroccan government spokesman asserted that freedom of religion does not include freedom to choose one’s faith.

“The fight against Christian proselytizing in accordance with law cannot be considered among human rights abuses,” the Moroccan government spokesman said, “for it is an action aimed at preventing attempts to undermine the country’s immutable religious values. The freedom of belief does not mean conversion to another religion.”

The crackdown this month appears unprecedented, with only smaller groups previously deported. In March 2009, Moroccan authorities expelled five foreign female Christians for trying to “proselytize” although sources said they were foreign visitors merely attending a Bible study with fellow Christians. In November 2009, police raided a Christian meeting in northern Morocco and expelled five foreigners.

Last month a large, military-led team of Moroccan authorities raided a Bible study in a small city southeast of Marrakech, arresting 18 Moroccans and deporting a U.S. citizen.

In a message yesterday to U.S. citizens registered with the embassy, U.S. Ambassador Samuel Kaplan reportedly expressed concern about how the authorities conducted the deportations. Foreign Christians were told their residence permits were cancelled and that they had to leave the country immediately; they had no rights to appeal or challenge the decision.

“We were disheartened and distressed to learn of the recent expulsion by the Moroccan government of a number of foreigners, including numerous Americans, who had been legally residing in Morocco,” Kaplan said in a statement. “Although we expect all American citizens to respect Moroccan law, we hope to see significant improvements in the application of due process in this sort of case.”

Moroccan Authorities Raid Bible Study, Arrest Christians


Order to detain 18 nationals, deport U.S. citizen apparently came from highest levels.

MARSEILLES, France, February 9 (CDN) — A large, military-led team of Moroccan authorities raided a Bible study in a small city southeast of Marrakech last week, arresting 18 Moroccans and deporting a U.S. citizen, area Christian leaders said.

Approximately 60 officers from the Moroccan security services on Thursday afternoon (Feb. 4) raided the home of a Christian in Amizmiz, a picturesque city of 10,000 mainly Berber people 56 kilometers (35 miles) southeast of Marrakech. A church Bible study was in progress at the home with visitors from western and southern Morocco, the leaders said.

Five of the 18 people held for 14 hours were small children, two of them infants no more than 6 months old. The other small children ranged from 20 months to 4 years old, and also detained was the visiting 16-year-old nephew of one of the participants.

The Christian leaders said authorities interrogated participants in the Bible study for 14 hours. The authorities filmed the interrogations with digital video cameras and cell phones.

The leader of the Christian group, who requested anonymity for security reasons, said the raiding party was unusually large. It included an accompaniment of 15 vehicles led by a colonel and two captains.

“It’s the first time in our current Moroccan church history that the Moroccan government used this size of a legion to attack a small Christian meeting,” he said. “All the time they kept repeating that this was ordered personally by the new Moroccan Justice Minister [Mohamed Naciri] and by the highest level General of the Gendarmerie [Housni Benslimane].”

Quoting a statement by the Interior Ministry, the state-run Maghreb Arabe Presse news agency reported that a “foreign missionary” had been arrested for trying to “spread evangelist creed in the Kingdom and locate new Moroccan nationals for recruitment.”

The statement added that the raid took place “following information on the organization of a secret meeting to initiate people into Christianity, which would shake Muslims’ faith and undermine the Kingdom’s religious values.”

The U.S. citizen, whose name has not been released, was deported immediately after interrogation. The Christian leaders said the visiting Moroccans were sent back to their homes in western and southern Morocco.

Authorities seized Bibles, books, two laptops, a digital camera and one cell phone, they said.

“I don’t think this number of Moroccan government forces was ever used even against Muslim fundamentalists,” the leader of the Christian group said.

Conflicting Codes

Overall, the North African country has a history of religious tolerance. Morocco’s constitution provides for freedom to practice one’s religion, but Article 220 of the Moroccan Penal Code criminalizes any attempt to induce a Muslim to convert to another religion.

In early December last year Moroccan police expelled five Christian foreigners for “attending a forbidden meeting,” according to an unnamed government official. The five men were involved in a training seminar for 17 Christians in northern Morocco.

“We were highly surprised that Morocco dared to arrest and expel us,” said one of the deported Christians, noting that only Christians were present at the meetings. “The police told us that we were holding a forbidden meeting, but we are friends just coming together for fellowship and for teaching each other. Is that forbidden in Morocco?”

The deportations were a serious violation of religious rights, the Christian said.

“The police came with 35 agents – 12 of them invaded the building, and the rest of the police surrounded the premises just to arrest 17 friends coming together for fellowship,” he said. “We were held in custody for one day and night, and we were interrogated for many hours, until 4:30 the next morning.”

On March 29, 2009, the Moroccan government announced that it had expelled five female Christians for attempting to “proselytize,” although sources said they were foreign visitors merely attending a Bible study with fellow Christians. The accused women were five of 23 tourists, expatriates and Moroccans arrested in Casablanca on March 28 during what the Interior Ministry called a “proselytizing” meeting involving Moroccan citizens.

Police seized numerous pieces of evangelistic “propaganda,” including Arabic books and videos. But a source told Compass that everyone in attendance was a Christian and that they had gathered merely for a Bible study, which he said falls within Morocco’s constitutional right of freedom to express one’s faith.

The authorities interrogated 12 others, 11 of them Moroccan citizens, for participating in the women’s Bible study in the apartment of a local Christian leader in Casablanca. They released them early the following morning, returning them home in unmarked police cars, according to the state department report.

“The authorities reportedly pressured the women to return to Islam, mocked their Christian faith, questioned why they left Islam to become Christians, and asked if there were other Christians in their families,” the report states.

A Christian who works in the country told Compass that Moroccan Christians do not see themselves as contradicting national values.

“Moroccan Christians are proud to be Moroccan and desire the freedom to be legally recognized by the government,” he said.

India Finally Allows EU to Visit Orissa – But No Fact-Finding


After months of asking, delegation wins clearance to enter Kandhamal district.

NEW DELHI, January 29 (CDN) — Weary of international scrutiny of troubled Kandhamal district in Orissa state, officials yesterday finally allowed delegates from the European Union (EU) to visit affected areas – as long as they do no fact-finding.

A team of 13 diplomats from the EU was to begin its four-day tour of Kandhamal district yesterday, but the federal government had refused to give the required clearance to visit the area, which was wracked by anti-Christian violence in 2008. A facilitator of the delegation said that authorities then reversed themselves and yesterday gave approval to the team.

The team plans to visit Kandhamal early next month to assess the state government’s efforts in rehabilitating victims and prosecuting attackers in the district, where a spate of anti-Christian violence in August-September 2008 killed over 100 people and burned 4,640 houses, 252 churches and 13 educational institutions.

When the federal government recommended that Orissa state officials allow the delegation to visit the area, the state government agreed under the condition that the diplomats undertake no fact-finding, according to the Press Trust of India (PTI) news agency. The government stipulated to the EU team, led by the deputy chief of mission of the Spanish embassy, Ramon Moreno, that they are only to interact with local residents. The delegation consented.

Delegates from the EU had also sought a visit to Kandhamal in November 2009, but the government denied permission. The diplomats from Denmark, Sweden, Norway, Iceland and Finland were able to make it only to the Orissa state capital, Bhubaneswar, at that time.

Ironically, three days before the government initially denied permission to the EU team, the head of the Hindu nationalist Rashtriya Swayamsevak Sangh (RSS), Mohan Bhagwat, visited Orissa and addressed a huge rally of its cadres in Bhubaneswar, reported PTI on Tuesday (Jan. 26).

While Bhagwat was not reported to have made an inflammatory speech, many Christians frowned on his visit. It is believed that his organization was behind the violence in Kandhamal, which began after a leader of the Vishwa Hindu Parishad (World Hindu Council or VHP), Swami Laxmanananda Saraswati, was killed by Maoists (extreme Marxists) on Aug. 23, 2008. Hindu extremist groups wrongly blamed it on local Christians in order to stir up anti-Christian violence.

On Nov. 11, Orissa Chief Minister Naveen Patnaik told the state assembly House that 85 people from the RSS, 321 members of the VHP and 118 workers of the Bajrang Dal, youth wing of the VHP, were rounded up by the police for the attacks in Kandhamal.

EU’s Indictments

It is believed that New Delhi was hesitant to allow EU’s teams into Kandhamal because it has indicted India on several occasions for human rights violations. Soon after violence broke out in Kandhamal, the European Commission, EU’s executive wing, called it a “massacre of minorities.”

Indian Prime Minister Dr. Manmohan Singh, who was attending the ninth India-EU summit in France at the time of the violence, called the anti-Christian attacks a “national shame.” French President Nicolas Sarkozy, head of the European Council, and Jose Manuel Barroso, president of the European Commission, took up the issue “strongly with Singh,” reported The Times of India on Sept. 30, 2008.

On Aug. 17, 2009, the EU asked its citizens not to visit Kandhamal in an advisory stating that religious tensions were not yet over. “We therefore advise against travel within the state and in rural areas, particularly in the districts of Kandhamal and Bargarh,” it stated.

The EU’s advisory came at a time when the state government was targeting the visit of 200,000 foreign tourists to Orissa, noted PTI.

Kandhamal Superintendent of Police Praveen Kumar suggested that the advisory was not based on truth.

“There is no violence in Kandhamal since October 2008,” he told PTI. “The people celebrated Christmas and New Year’s Day as peace returned to the tribal dominated district.”

Before denying permission to the EU, the Indian government had restricted members of a U.S. panel from coming to the country. In June 2009, the government refused to issue visas for members of the U.S. Commission on International Religious Freedom (USCIRF) to visit Orissa. The panel then put India on its “Watch List” for the country’s violations of religious freedom.

Tensions Remain

Local human rights activist Ajay Singh said that while the state government had made some efforts to rehabilitate the victims, a lot more needed to be done.

An estimated 300 families are still living in private relief camps in Kandhamal, and at least 1,200 families have left Kandhamal following the violence, he said. These families have not gone back to their villages, fearing that if they returned without converting to Hinduism they would be attacked, he added.

Singh also said that authorities have asked more than 100 survivors of communal violence living in an abandoned market complex known as NAC, in G. Udayagiri area of Kandhamal, to move out. He said it is possible they were asked to leave because of the intended visit of the EU team.

Of the more than 50,000 people displaced by the violence, around 1,100 have received some compensation either from the government or from Christian and other organizations, he added.

Additionally, the state administration has to do much more in bringing the attackers to justice, said a representative of the Christian Legal Association. Of the total 831 police cases registered, charges have been filed in around 300 cases; 133 of these have been dropped due to “lack of evidence,” said the source.

MAURITANIA: ISLAMIC EXTREMISTS KILL U.S. AID WORKER


At least two gunmen repeatedly shoot teacher for Christian activities.

LOS ANGELES, June 29 (Compass Direct News) – Funeral services will be held tomorrow for a U.S. teacher in Mauritania who was shot dead last week by Islamic extremists for spreading Christianity.

Christopher Leggett, 39, was killed Tuesday morning (June 23) in front of the language and computer school he operated in Nouakchott, the capital city.

Al-Qaeda in the Islamic Maghreb, North African unit of the al-Qaeda terrorist network, claimed responsibility for the murder on an Internet site, accusing Leggett of “missionary activities.” A North African al-Qaeda spokesman aired a statement on an Arab TV station saying the group killed Leggett because he was allegedly trying to convert Muslims to Christianity.

Advocacy organization Middle East Concern reported that Leggett “resisted what appeared to be an attempt to kidnap him and was then shot in the head several times by his two assailants.”

His family issued a statement today saying they forgave the murderers but asked that they be caught and prosecuted.

“In a spirit of love, we express our forgiveness for those who took away the life of our remarkable son,” the family said in the statement, distributed in English, French and Arabic. “Chris had a deep love for Mauritania and its people, a love that we share. Despite this terrible event, we harbor no ill will for the Mauritanian people. On a spiritual level, we forgive those responsible, asking only that justice be applied against those who killed our son.”

Mauritania’s minister of justice reportedly said that Leggett’s death “was a great loss to Mauritania.” Leggett, his wife and four children lived for seven years in Mauritania, where he directed an aid agency that provided training in computer skills, sewing and literacy, and he also ran a micro-finance program, according to the Cleveland Daily Banner.

Mauritania’s National Foundation for the Defence of Democracy (FNDD) called for the killers to be brought to justice.

“This hateful crime, which was committed in broad daylight close to the market in El Ksar, one of the busiest in Nouakchott, once again raises the issue of instability and terrorism, which is often used by the military authorities to justify all sorts of unnatural situations,” the FNDD the statement read.

The Associated Press reported that Mauritania’s Interior Ministry said it was investigating the murder and that security forces were searching for the killers.

The AP reported that Leggett, who grew up in Cleveland, Tenn., taught at a center specializing in computer science and languages in El Kasr, a lower-class neighborhood in Nouakchott. The Rev. Jim Gibson, co-pastor of First Baptist Church of Cleveland, told the news service that Leggett visited the congregation when he traveled back to the United States but worked independently in Mauritania.

The Cleveland Daily Banner reported that Leggett was a 1987 graduate of Cleveland High School, attended Cleveland State Community College and graduated from the University of Tennessee at Chattanooga in 1990 with a degree in Business Administration. He was a member of First Baptist Church of Cleveland for many years and most recently was a member of Michigan Avenue Baptist Church of Cleveland.

His funeral is scheduled for Tuesday 2009 at the First Baptist Church of Cleveland at 2 p.m.
