Pakistani Christian Falsely Accused of ‘Blasphemy’ Illegally Detained


Policeman says Arif Masih, held at an undisclosed location, is innocent.

LAHORE, Pakistan, April 15 (CDN) — Police in Punjab Province, Pakistan have illegally detained a Christian on a “blasphemy” accusation, even though one officer said he was certain an area Muslim falsely accused 40-year-old Arif Masih because of a property dispute.

On April 5 Shahid Yousuf Bajwa, Masih’s next-door neighbor, initially filed a First Information Report (FIR) against “an unidentified person” for desecrating the Quran after finding threatening letters and pages with quranic verses on the street outside his home in Village 129 RB-Tibbi, Chak Jhumra, Faisalabad district. Desecrating the Quran under Section 295-B of Pakistan’s blasphemy statutes is punishable by up to 25 years in prison.

“Some identified person has desecrated the Holy Quran and has tried to incite sentiments of the Muslims,” Bajwa wrote in the FIR. Clearly stating that he did not know who had done it, he wrote, “It is my humble submission to the higher authorities that those found guilty must be given exemplary punishment.”

Bajwa charges in the FIR that when he went outside his home at 9 p.m. and found the pages, he looked at them by the light of his cell phone and thought they were pages of the Quran. Masih’s uncle, Amjad Chaudhry, told Compass the pages look like those of a school textbook containing quranic verses.

Chaudhry said Bajwa and his two brothers are policemen. After Bajwa found the pages and the threatening letters, Chaudhry said, he arranged for an announcement to be made from the loudspeaker of the area mosque.

“The message urged all the Muslims of the village to gather there due to the urgency and sensitivity of the matter,” Chaudhry said.

He said initially local Muslims were very angry and suggested that Christian homes be set ablaze, but that others said the Christians should be first given a chance to explain whether they were responsible.

“Then some Muslims began saying that because Arif Masih lived on this street, he would be the person who could have done this crime,” he said. “However, most of the people who gathered there said that they knew Arif Masih well and they could not imagine he could do such a vile thing. But others insisted that because Masih was the only Christian who lived on the street, only he could be suspected of the crime.”

At about 10 p.m. on April 5, Chaudhry said, Bajwa’s brother Abdullah Bajwa called Masih to the Siyanwala police station, where he was arrested; Masih’s family members were unaware that he had been arrested.

According to Section 61 of Pakistan’s Criminal Procedure Code, an arrested person must be produced within 24 hours before a court; Masih has been detained at an undisclosed location without a court appearance since April 5, with police failing to register his arrest in any legal document, making his detention illegal. Investigating Officer Qaisar Younus denied that Masih was in police custody, but Superintendent of the Police Abdul Qadir told Compass that Masih had been detained for his own safety.

Younus told Compass that he was sure Masih was innocent, but that he had been falsely accused because of a land dispute.

 

Property Conflict

According to Chaudhry, about two years ago Masih bought a plot next to his house that another villager, Liaquat Ali Bajwa (no relation to Shahid Yousuf Bajwa) wanted to buy – and who despised Masih for it, telling the previous owner, “How come a Christian can buy the plot that I wanted to buy?”

The parcel owner had given Masih preference as he knew him well, and he understood that the homeowner adjacent to the property had the first rights to it anyway.

At the same time, Ali Bajwa was able to seize about five square feet of the house of a Christian named Ghulam Masih after the wall of his home was destroyed in last year’s flooding. Feeling he was not in position to challenge Ali Bajwa, Ghulam Masih sold the land to Arif Masih so that he could take charge, Chaudhry said.

Arif Masih subsequently filed a civil suit against Ali Bajwa to evict him from his property. Chaudhry said Arif Masih was about to win that case, and that Ali Bajwa thought he could retain that property and obtain the one Arif Masih had purchased by accusing him of blasphemy with the help of police officer Shahid Yousuf Bajwa.

Ali Bajwa had been threatening Masih, saying, “You will not only give me this plot, but I will even take your house,” Chaudhry said.

Chaudhry said he had learned that Shahid Yousuf Bajwa felt badly after villagers criticized him for falsely accusing an innocent man of blasphemy, but that Bajwa feared that if he withdrew the case he himself would be open to blasphemy charges.

 

Neighbors

Arif Masih’s family has remained steadfast throughout the case, refusing to flee the area in spite of the possibility of Muslim villagers being incited to attack them, Chaudhry said.

“It all became possible because of Muslim villagers who sided with us,” he said.

Chaudhry said that when police arrived at the scene of the Muslims who had gathered with the pages and the threatening letters, the villagers told officers that they had not seen who threw them on the street. He said that the letters included the threat, “You Muslims have failed in doing any harm to us, and now I order you all to convert to Christianity or else I will shoot you all.”

The letters did not bear the name of the person who wrote them, he added.

On Monday (April 11), Chaudhry managed to meet with Masih, though Masih’s wife has yet to see him. Chaudhry told Compass that the first thing Masih asked him was whether everyone was safe, as there are only three Christian families in the area of about 150 Muslim homes.

“If the mob had decided to harm our houses, then it would have been very devastating,” Chaudhry said.

After Masih was arrested, at midnight police came to his house and began beating on the main gate, Chaudhry said. When Masih’s wife, Razia Bibi opened the door, the officers rushed into the house and searched it.

“They were looking for some proof, but thank God they could not find anything that could even be remotely linked with the incident,” he said.

Chaudhry added that police have not mistreated Masih, but he said the matter has lingered so long that he feared police may involve him in the case, or that “things may go wrong like in most blasphemy cases.”

Two Indian Christians Languish in Saudi Prison


‘Religious police’ raid apartment; no official charges.

LOS ANGELES, March 28 (CDN) — Friends and family of two Indian Christians arrested after a prayer meeting in Saudi Arabia in January have tried in vain to secure their release.

The two Christians were incarcerated for attending the prayer meeting with other Indian nationals and accused of converting Muslims to Christianity, though the government has not produced formal charges, sources said.

Yohan Nese, 31 and Vasantha Sekhar Vara, 28, were arrested on Jan. 21 when mutaween (religious police) raided an apartment where the two had lingered after attending the prayer meeting. Religious police interrogated and beat them to the point that they suffered injuries, according to sources. During this time, religious police who were cursing at them allegedly tore up and trampled on Bibles and Christian material they had confiscated, said a source who spoke to the men.

Authorities asked them how many Christian groups and pastors there are in Saudi Arabia and Riyadh and asked their nationalities. The religious police also put pressure on the two to convert to Islam, according to sources.

The next morning, Jan. 22, authorities took the two Christians to the Religious Court in Riyadh. The court sentenced them to 45 days in prison. At 2 p.m., police filed a case at the local civil police station, according to a source who requested anonymity.

To date the Christian Indians have been in prison for 67 days. Their family and friends say they still have not been able to obtain a document with official charges but know from the prisoners that the charges are religious in nature, according to the source. At the time of their detention, the Christians were not engaging in religious activities.

On Jan. 22, 15 mutaween in civilian clothes came back to the apartment they had raided the previous day, destroyed valuable items and wrote Islamic slogans on the walls with spray paint, the source said.

Nese and Vara’s situation in prison is “horrible,” said the source. The two men are cramped in a prison cell with only enough room to stand.

“There is no place to even sit,” said the source. “Only two hours a day they are sleeping in shifts. When brother Yohan is sleeping, brother Sekhar needs to stand, and when brother Sekhar wants to sleep, brother Yohan needs to stand. They have been doing this for more than a month. I don’t know how many more days they have to continue this.”

Since the arrest, other Christians have been too frightened to meet for prayer.

One week after his arrest, Vara was able to use a phone to call his family and pastor in India. His wife, Sandhya Vara, who is expecting their first child in three months, said she has not heard from him since.

“There were no Muslims in their prayer meeting, but they are accusing them of converting Muslims into Christians,” she told Compass by phone. “We got married eight months ago, but he’s very far from me now and he’s in very much trouble, and I’m six months pregnant.”

She and his pastor in India have communicated numerous times with the Indian embassy but have received no response.

“I have been complaining to the Indian embassy,” she said. “They cannot call me or give me any information. There is no help. So many times I informed them and they cannot give any reply and cannot take any action.”

Vara had worked in Saudi Arabia for more than seven years. Last summer he came to India and got married, returning on Jan. 9 to his post in Riyadh, where he worked as a supervisor for a catering company.

“Vasantha is from my church,” said his pastor in India, Ajay Kumar Jeldi. “He is very God-fearing, good, prayerful, supporting the pastor and working for the youth.”

The morning of his arrest, Vara called Pastor Jeldi and told him he planned to go to the evening prayer meeting in Riyadh. After the meeting, Vara, Nese and four other unidentified Christians lingered at the flat where the gathering had taken place. At around 7:30 p.m. two mutaween in plainclothes and one policeman in uniform raided the apartment.

On the phone with his pastor back in India, Vara said he was in prison for religious reasons and that he had been pressured to convert to Islam, but that he had refused.

“If I have to die for my God, I will die for him here,” he told Pastor Jeldi. “God will help me.”

The pastor said that in his sole conversation with him a week after his detention, Vara requested prayers for his release.

Typically in Saudi Arabia, a foreign worker’s documents remain with the employers who sponsor them in order for them to work in the country. Saudi employers are typically the only ones who can secure their employees’ release on bail.

“Only their sponsors can bring them out,” Pastor Jeldi said. “He has the right to bring him out, and no one else has the right to go and pay the bail or anything. Only the sponsor can have that responsibility.”

Since his arrest, Vara’s employer has handed his passport to local authorities and told them he is no longer responsible for him, according to the anonymous source.

“He doesn’t want him to work in his company anymore,” said the source.

The Saudi “religious police” or Commission to Promote Virtue and Prevent Vice (CPVPV) is a government entity that includes 5,000 field officers and 10,000 employees, along with hundreds of “unofficial” volunteers who take it upon themselves to carry out the CPVPV’s mandate, according to the U.S. Commission on International Religious Freedom.

“Despite the fact that the CPVPV is not allowed to engage in surveillance, detain individuals for more than 24 hours, arrest individuals without police accompaniment, or carry out any kind of punishment, its members have been accused in recent years of killing, beating, whipping, detaining, and otherwise harassing individuals,” the commission stated.

In the raid, authorities confiscated anything of value in the apartment, including two musical keyboards, a guitar, two sound boxes, a sound mixer, four microphones, music stands, power extension boxes, a laptop, mobile phone chargers and a whiteboard. They also confiscated 25 Bibles and other Christian materials, the source said.

The other Indian Christians at the apartment escaped.

The anonymous source said he has informed the Embassy of India in Riyadh of their arrest numerous times.

“I have lost hope in them,” he said, “because the only thing they are always saying is that this is a religious case, so we can’t do anything.”

Pastor Jeldi said he thought someone must have complained about the group of Christian Indians who were meeting regularly, causing authorities to act.

Nearly 7 million foreigners live and work in Saudi Arabia, of which an estimated 1.5 million are Indian nationals.

Human Rights Watch has reported that Saudi Arabia systematically discriminates against migrant workers and has called for the government to “abolish the sponsorship system for migrant workers, in particular the requirement for employer consent to transfer employment and to obtain an exit visa.”

According to the U.S. Department of State’s 2010 Report on International Religious Freedom, with rare exception, expatriate workers fear government interference with their private worship. The reasons for this interference can range from the worship service being too loud, having too many people in attendance or that it occurs too often in the same place, according to the report.

Riyadh was the stage for another raid and mass arrest of Christians in early October 2010. Arab News and other press reported the arrest of 12 Filipino Christians and a French Catholic priest celebrating mass in a private apartment. There were 150 Filipinos in attendance. The employers of the 12 Christian foreign workers secured their release, and the Philippine embassy negotiated their repatriation. The Catholic priest was also released within days.

“Saudi officials do not accept that for members of some religious groups, the practice of religion requires more than an individual or a small group worshipping in private, but includes the need for religious leaders to conduct services in community with others,” stated the State Department’s religious freedom report. “Foreign religious leaders continue to be prohibited from seeking and obtaining visas to enter Saudi Arabia and minister to local religious communities.”

Government crackdown on missionary presence could get worse


The Kazakh government continues to put pressure on foreign missionaries attempting to obtain visas to stay in the country. The Kazakh church is prepared for matters to get worse, reports MNN.

"Foreign involvement for the purpose of missionary work in Kazakhstan becomes increasingly difficult to happen," confirms Eric Mock, vice president of Ministry Operations for Slavic Gospel Association.

Norwegian news network Forum 18 conveys a number of instances in which the Kazakh government has denied visas to foreign missionaries of various minority faiths. A missionary visa, as it is, lasts only 180 days and cannot be renewed.

Mock says there is some fear that the visas will become even more restrictive. According to Forum 18, the Nur Otan Party has even created a document calling for further crackdown on "non-traditional faiths." Forum 18 quotes a report as saying, "The Nur Otan Party should devote special attention to the activity of non-traditional religious movements of destructive character. The destructive impact of such movements is very great."

With clear contempt toward the presence of evangelical Christian missionaries as well as missionaries for other minority faiths, the church as well as ministries like SGA need to prepare for any change. "[We need to] be sure that we do not assume that the world that we minister in today is the same that we minister in tomorrow," says Mock.

Whether or not missionary presence is increasingly restricted does not directly affect SGA, since their ministry mainly focuses on helping nationals. Still, won’t a crackdown harm the church? Mock says not as much as you might think.

"There is one thing that I saw [in Kazakhstan] that mostly encouraged my heart," explains Mock. "I saw a group of ethnic Kazakh young men who God has raised up with a passion to reach their own people. I had not really seen that in the past; it [had been] more of a Russian Baptist influence, but now I’m seeing Kazakh Baptist."

As long as changes don’t happen too abruptly, Mock says he believes the church will be able to handle any blows headed their way. The energy generated by young church leaders could be just what the Kazakh church needs to become self-sustaining. "With this new generation coming up, I think even with law changes, God has raised up this younger generation to make a profound impact for the sake of the Gospel."

If laws are passed too quickly or even just gradually, their effects will still of course be evident in the church. Mock says the best thing that we can do for them now is to pray. "There is nothing more important than praying for the believers in Kazakhstan to be passionate in reaching their own people, and to see more churches planted with that same commitment to advance the Gospel."

Religious Club Closures in Schools Touch Nerve in Malaysia


KUALA LUMPUR, Malaysia, August 11 (CDN) — More closures of non-Muslim religious clubs in Malaysian schools, including Christian fellowships, have surfaced since the first incident was reported on July 12.

Loh Seng Kok, central committee member of the Malaysian Chinese Association, said at a July 23 press conference that the situation was “getting worse” and that the initial incident at Klang High School was not an “isolated issue.”

Loh based his assessment on complaints received by various religious society representatives. Present with Loh at the press conference were Vice-President of the Young Buddhist Association of Malaysia Loh Yit Phing, President of the Subang Jaya Buddhist Association Chim Siew Choon and Executive Secretary of the Christian Federation of Malaysia Tan Kong Beng.

The Malaysian Insider online news agency reported that Chin Fook Khiang, a parent, disclosed that the Buddhist Society and Christian Fellowship in SMK SS17 in Subang Jaya, Selangor were ordered to stop activities in January 2009 – and that it was the second time the clubs were ordered to close by education authorities since 2005.

The religious clubs were closed even though they had been in operation since before 2000, excluding them from the need for official approval. According to Circular Bill 20/2000, non-Muslim religious clubs formed after education authorities issued the circular in 2000 must obtain their approval before they are allowed. Clubs that existed before the circular was issued do not require approval.

Malaysiakini news agency on July 23 cited an unnamed retired teacher who described the situation as “very serious,” to the extent that some teachers had been transferred because they were active in Christian fellowship activities in their schools.

Loh called for a fairer treatment of non-Muslim associations in the co-curricular activities listed in the co-curriculum management guidelines issued to schools. The guidelines only allow for Islamic religious societies to operate unconditionally without requiring prior approval from the education authorities.

Several political leaders, including veteran opposition leader Lim Kit Siang, have called on authorities to revoke outdated directives and circulars that contravene the Federal Constitution, which guarantees freedom of religion.

 

Public Outcry

Reports of non-Muslim religious club closures first surfaced when The Sun reported on July 12 that three non-Muslim religious student groups, including the Christian Union at Klang High School, were ordered closed by the Selangor education department last month.

Following the report, the Rev. Dr. Thomas Philips, president of the Malaysian Consultative Council for Buddhism, Christianity, Hinduism, Sikhism and Taoism (MCCBCHST), issued a strongly worded statement seeking “immediate confirmation” and “prompt explanation” from authorities.

“Needless to say,” Phillips added, “if indeed there had been such a directive to close non-Muslim religious societies in schools or to not permit the setting up of such societies in schools, the Ministry of Education and the Ministry of National Unity should not be in doubt that MCCBCHST shall protest such a policy with the strongest possible vehemence.”

Following public outcry over the closure, Alimuddin Dom, director-general of education, reportedly said that the directive was a “misunderstanding” by the Selangor Education Department and ordered a reinstatement of the affected religious clubs.

Malaysia’s population is about 60 percent Muslim, 19 percent Buddhist and 9 percent Christian. About 6 percent are Hindu, with 2.6 percent of the population adhering to Confucianism, Taoism and other traditional Chinese religions.

 

Church Attack Trial

Reports of the religious club closures came amid the trial of three men who have been charged with arson in the attack on Metro Tabernacle church’s building earlier this year.

Brothers Raja Muhammad Faizal Raja Ibrahim and Raja Muhammad Idzham Raja Ibrahim, along with their friend Azuwan Shah Ahmad, were charged with committing mischief by torching the church building at 11:50 p.m. on Jan. 7. Since the trial started on July 6, however, the court has acquitted Azuwan due to lack of evidence.

Both brothers deny burning the church building, though they admit to witnessing the incident. They claim they left the scene of the burning to attend a barbeque at a friend’s house. Raja Muhammad Faizal claims he sustained burns from starting a fire at the barbeque, while his brother Raja Muhammad Idzham says he was injured in the course of helping his brother take off his flaming shirt on the occasion.  

The trial is ongoing.

Metro Tabernacle Church was among several churches that came under attack in January following a controversial court ruling that allowed the Herald, a Catholic weekly, to use the word “Allah” in the multilingual publication. The Herald had challenged the ban imposed by the Home Ministry.

The court decision angered some Muslims in the country who claim the term is exclusive to Islam.

Following the high court decision, the Home Ministry filed an appeal in February and won a stay, preventing the weekly from using the word until the case was addressed in the court of appeal. To date there has been no indication when the case will be heard.

On Aug. 1, Home Minister Hishammuddin Hussein was widely reported as saying his predecessor, Syed Hamid Albar, should not have banned the word “Allah” from being used by the Roman Catholic Church, and that the decision will continue to haunt his ministry for a very long time.

Zanzibar Muslims, Officials Stop Church Building, Erect Mosque


Islamists demolish foundation; police withhold crime report from court.

NAIROBI, Kenya, August 6 (CDN) — On an island off the coast of East Africa where the local government limits the ability of Christians to obtain land, officials in one town have colluded with area Muslims to erect a mosque in place of a planned church building.

On the Tanzanian island of Zanzibar, Pastor Paulo Kamole Masegi of the Evangelistic Assemblies of God had purchased land in April 2007 for a church building in Mwanyanya-Mtoni, and by November of that year he had built a house that served as a temporary worship center, he said.

Masegi intended for the house to serve eventually as his family’s home within the church compound, but on Nov. 11, 2007, his congregation began to worship there.

Soon area Muslim residents objected, saying they didn’t like seeing the church in the area, said Pastor Lucian Mgaywa of the Church of God in Tanzania.

“This was the beginning of the church’s tribulations,” Pastor Mgaywa said.

In August 2009, local Muslims began to build a mosque just three feet away from the church plot, Pastor Mgaywa said. In November 2009, Pastor Masegi began building a permanent church structure. Angry Muslims invaded the compound and destroyed the structure’s foundation, the pastors said.

Church leaders reported the destruction to police, who took no action – and also refused to release the crime report for court purposes, Pastor Masegi said. When he would inquire about the case, he said, the station head would inform him that the district police chief had the crime report and therefore it was not available.

“So it’s not possible to take the file to the court, because doing so would amount to defending Christianity,” the station police chief told him, according to Pastor Masegi.

With the district police chief sealing off any possibility of a court hearing, the church was unable to proceed with plans for building a permanent structure. In the meantime, construction of a mosque was well underway. It was completed by the end of December 2009.

The planned church building’s fate appeared to have been sealed earlier this year when Western District Commissioner Ali Mohammed Ali notified Pastor Masegi that he had no right to hold worship in a “residential house.” The Feb. 16 letter from the commissioner to Pastor Masegi forbidding him to convert his house into a worship center confirmed the decision by the district chief of Bububu police station not to prosecute those who destroyed the foundation of the planned church building, he said.

“Now the Christian faithful are feeling targeted even by the government officials,” said Pastor Masegi. “The region is predominantly Muslim, and attempts at evangelizing are always met with brutal resistance.”

Since the prohibition to conduct worship services in his home, both police and area Muslims monitor Pastor Masegi’s movements, he said, and the congregation has no place to worship.

In predominately Sunni Muslim Zanzibar, churches face other hurdles. There are restrictions on getting land to build churches, open preaching is outlawed and there is limited time on national television to air Christian programs. In government schools, religion classes are limited to Islam.

Zanzibar is the informal designation for the island of Unguja in the Indian Ocean. The Zanzibar archipelago united with Tanganyika to form the present day Tanzania in 1964.

Muslim traders from the Persian Gulf had settled in the region early in the 10th century after monsoon winds propelled them through the Gulf of Aden. The 1964 merger left island Muslims uneasy about Christianity, seeing it as a means by which mainland Tanzania might dominate them, and tensions have persisted.

Two Churches Come under Attack from Islamists


One community in Punjab Province faces threat from grenade, another from bulldozer.

SARGODHA, Pakistan, July 13 (CDN) — Christian communities in two areas came under attack in Punjab Province earlier this month.

In Sargodha, an unidentified motorcyclist on July 1 tossed a grenade in front of the gates of St. Filian’s Church of Pakistan, next to a small Christian-owned amusement park where children were playing, Christian sources said.

One of the owners of the playground, Shehzad Masih, said the hand-made grenade was thrown just before 9 p.m., when hot summer weather had cooled and the park was crammed with parents and their children. It did not explode.

Masih said children told him that after throwing the grenade, the motorcyclist sped away, disappearing into the traffic of University Road in Sargodha, a major street where government offices are located. Masih said police confirmed that it was an explosive device that did not go off.

The Rev. Pervez Iqbal of St. Filian’s said the Bomb Disposal Squad and New Satellite Town police took the grenade away. High-ranking police officials cordoned off the area, declaring a “High Red Alert” in Sargodha, he added. He and Masih said the whole area was evacuated.

“By the grace of God, that hand grenade did not go off, and there was no loss of life or property despite the fact that the alleged militant made his best efforts to throw it close to the entrance of the church, possibly inside the church,” Iqbal said.

A retired member of the army who now serves as a clergyman told Compass that a standard hand grenade normally has eight ounces of explosive material capable of killing within 30 to 50 yards.

“Nowadays Muslim militants are able to make their own hand-made grenades,” he said on condition of anonymity, adding that the explosive content in the undetonated grenade has not been revealed.

Area Christians said the attempted attack comes after many Christian clergymen and heads of Christian organizations received threatening letters from Islamic militants.

In spite of the incident, the following Sunday service took place at its usual time.

Iqbal told Compass that police have taken no special measures to protect the church building since the attempted attack, though a police patrol vehicle is stationed outside the church gate.

“This is the only measure taken by the police to beef up security at the church,” he said.

 

Bulldozer

At a small village near Sheikhupura, Punjab Province, a church building and Christian homes came under threat of demolition on July 5. Islamic extremists issued threats as, accompanied by local police, they intended to demolish the Apostolic Church Pakistan structure in Lahorianwali, Narang Mandi, with a bulldozer, area Christians said.

Assistant Sub-Inspector Rana Rauf led Narang Mandi police and the extremists in an attempted demolition that was averted with the intervention of Christian leaders who called in district police.

The attempted assault followed the arrest on July 1 of local influential Muslim Muhammad Zulfiqar, who had forcibly stopped renovation of a church wall on that day; he was released the same day.

“Rana Rauf disdainfully used derogatory remarks against Christians, calling them ‘Gadha [donkey],’ and said they go astray unless a whip is used to beat them and show them the straight path,” said Yousaf Masih, a Christian who also had been arrested and released on July 1, when Rauf, Zulfiqar and the extremists stopped the renovation work.

Another area Christian, Zulfiqar Gill, told Compass that the Islamic extremists threatened the Christians in the July 5 incident.

“They said that if we ever tried to rebuild the walls or renovate the frail Apostolic Church building, they would create a scene here like Gojra,” said Gill. On Aug. 1, 2009, Islamic assailants acting on a false rumor of blaspheming the Quran and whipped into frenzy by local imams attacked a Christian colony in Gojra, burning at least seven Christians to death, injuring 19 others, looting more than 100 houses and setting fire to 50 of them. The dead included women and children.

Khalid Gill of the Christian Lawyers’ Foundation said Zulfiqar has tried to illegally obtain the church property and attacked the structure twice previously in the past two years. Younas Masih said Zulfiqar demolished one of the church walls on Oct. 8, 2008, and local Christian Akber Masih said Zulfiqar set aflame the tents and decorations of a Christmas Service at the Apostolic Church Pakistan in 2009.

In each case, Christians filed charges against Zulfiqar, but because of his wealth and influence he was never arrested, area Christians said.

A Deputy District Officer Revenue report states that Zulfiqar has illegally occupied land and wishes to seize the church property and the house of an assistant pastor. Zulfiqar has already demolished the house of the assistant pastor, Waris Masih, according to the report.

Lahorianwali is a predominantly Islamic village of more than 350 Muslim families and only 36 Christian families, sources said.

Indonesian Muslims Call for Halt to ‘Christianization’


Forum highlights religious tensions in Bekasi, West Java.

DUBLIN, July 2 (CDN) — Muslim organizations in Bekasi, West Java, on Sunday (June 27) declared their intention to establish paramilitary units in local mosques and a “mission center” to oppose “ongoing attempts to convert people to Christianity,” according to the national Antara news agency.

At a gathering at the large Al Azhar mosque, the leaders of nine organizations announced the results of a Bekasi Islamic Congress meeting on June 20, where they agreed to establish a mission center to halt “Christianization,” form a Laskar Pemuda youth army and push for implementation of sharia (Islamic law) in the region, The Jakarta Post reported.

“If the Muslims in the city can unite, there will be no more story about us being openly insulted by other religions,” Ahmad Salimin Dani, head of the Bekasi Islamic Missionary Council, announced at the gathering. “The center will ensure that Christians do not act out of order.”

Observing an increasing number of house churches, Muslim organizations have accused Bekasi Christians of aggressive proselytizing. The Rev. Simon Timorason of the West Java Christian Communication Forum (FKKB), however, told Compass that most Christians in the area do not proselytize and meet only in small home fellowships due to the lack of officially recognized worship venues.

Many Christian seminary graduates prefer to remain on Java rather than relocate to distant islands, Timorason added, making West Java the ideal place to launch new home-based fellowships for different denominations. But neighbors see only the multiplication of churches, he said, and therefore suspect Muslims are converting to the Christian faith.

“The ideal solution is to have one building with a permit to be used by different denominations in each housing complex,” Timorason said. “If every denomination wants their own church in the same area, it’s a problem.”

 

Declaration of Intent

Kanti Prajogo, chairman of the Congress committee, had hoped to present a written declaration of intent to city officials at the mosque gathering, but officials did not respond to his invitation, according to The Jakarta Post.

Around 200 people attended the June 20 Congress, representing local organizations such as the Bekasi Interfaith Dialogue Forum, the Bekasi Movement Against Apostasy, the local chapters of Muhammadiyah and the Indonesian Ulema Council (MUI) – two of Indonesia’s largest Muslim organizations – and the Islamic Defenders Front (FPI), well known for its aggressive opposition to Christians and other non-Muslim groups.

Government officials on Monday (June 28) called for the FPI to be declared a forbidden organization, claiming that FPI members were implicated in “too many” violent incidents.

“We are not concerned about their mission,” legislator Eva Kusuma Sundari reportedly said at a press conference in Jakarta, “but we are concerned about the way they implement their goals.”

A spokesman for another large organization, Nahdlatul Ulama (NU), said Tuesday (July 28) that despite one member being present at the congress in an unofficial capacity, NU had not approved the joint declaration, contradicting a statement made the previous day by Bekasi NU official Abul Mutholib Jaelani, who told The Jakarta Post that he had asked all 56 NU branches in the city to contribute at least 10 members to the youth army.

 

Contributing to Religious Conflict

Rapid residential and industrial development has created huge social problems in Bekasi. Sociologist Andi Sopandi of Bekasi Islamic University told The Jakarta Post that the call for sharia was a warning signal, and that local officials should urgently pursue dialogue between Muslim and Christian leaders.

Locals and newcomers will get along well only if they share similar basic values, particularly religious ones, Sopandi reportedly said, pointing to sharp disputes over the Filadelfia Huria Kristen Batak Protestan (HKBP) church in Jejalen Jaya sub-district earlier this year as an example.

A neighbor of the church confessed to The Jakarta Post that local clerics had asked him and other residents to sign a petition against constructing the HKBP church building and threatened not to pray at their funerals if they failed to cooperate; the majority of his neighbors signed the document under duress.

Under a 2006 Joint Ministerial Decree (SKB), at least 60 local residents must approve the establishment of a house of worship, whether a mosque or a church. The congregation must also have at least 90 members and obtain letters of recommendation from the local interfaith communication forum (FKUB) and religious affairs office before gaining final approval from district officials.

These terms make it virtually impossible for churches in Bekasi to obtain building permits. Bekasi regency has a population of 1.9 million, of which 98.2 percent are Muslim, according to 2006 data from the Bekasi Regency Religious Affairs office. Protestants, who form 0.67 percent (approximately 12,700 people) of the population, and Catholics who make up 0.55 percent, are served by only 16 officially recognized churches in seven of the 23 sub-districts.

Sudarno Soemodimedjo, deputy chief of the Bekasi FKUB, told The Jakarta Post in February that even if a church construction committee gained the approval of 60 local residents, the FKUB would not issue a letter of recommendation if there were any public objections.

“The SKB orders us to maintain public order, which means we have to refuse the establishment of a house of worship we believe may trigger a conflict in the future,” he said.

As a result, many Christians meet in unrecognized worship venues, giving Muslim groups legal grounds to oppose church gatherings.

“If the SKB was applied consistently, many mosques that were built without permits would have to close,” Timorason told Compass.

The government wants each new settlement to have a place of worship, he added, “but it’s always a mosque. There should be one of each to be fair.”

“Violations against freedom of religion remain rampant [in Indonesia],” confirmed the chairman of the Setara Institute for Democracy and Peace, who goes by the single name of Hendardi, at a press conference announcing the release of its January 2010 “Report on the Condition of Religious and Faith Freedom in Indonesia.”

“This is mostly because the government is half-hearted in its upholding of the right to worship,” he said.

Of 139 violations recorded by the institute last year, West Java took first place with 57 incidents, followed closely by Jakarta at 38.

Morocco Continues to Purge Nation of Foreign Christians


New wave of deportations raises concerns for foreigners married to Moroccans.

ISTANBUL, July 1 (CDN) — Moroccan authorities expelled eight more foreign Christians from the country last weekend, bringing the total of deported Christians since March to 128.

Two foreign women married to Moroccan Christians were included in this third wave of deportations since March, raising concerns that local authorities intend to harass the country’s small but growing Protestant community.

“They are all in fear,” a source told Compass, “because this happened to people who are married.”

One of the women, a Lebanese national married to a Moroccan, was diagnosed with cancer last month and is the mother of a 6-year old girl whom she was forced to leave behind.

A Spanish national, Sara Domene, 31, was also deported on Monday (June 28), according to news sources. Domene was working as a language teacher in the Western Sahara, a territory under Moroccan sovereignty.

Authorities called the foreigners to police stations across Morocco on Friday (June 25) and told them they had 48 hours to leave the country on grounds of “threatening public order.”

Other nationals who were forced to leave the country over the weekend came from France, Egypt, Lebanon, Switzerland, Nigeria and Spain.

A source explained that Moroccan authorities are essentially deporting Christians for “proselytism,” which is illegal in Morocco, but in order to justify the deportations they have claimed that the foreigners pose a threat to the state.

In April nearly 7,000 Muslim religious leaders backed the deportations by signing a document describing the work of Christians within Morocco as “moral rape” and “religious terrorism.” The statement from the religious leaders came amid a nationwide mudslinging campaign geared to vilify Christians in Morocco for “proselytism” – widely perceived as bribing people to change their faith.

There are an estimated 1,000 Moroccan Christian converts in the country. They are not recognized by the government. About 99 percent of Morocco’s population of more than 33 million is Muslim.

 

Congressional Hearings

On June 17, the Tom Lantos Human Rights Commission held a U.S. congressional hearing on the ongoing deportations of U.S. citizens and other foreigners from Morocco.

Morocco has expelled about 58 U.S. citizens in the last four months. On Thursday (June 24) authorities informed about 10 U.S. citizens that they had 48 hours to leave the country, but within 24 hours the deportation orders were rescinded.

In a statement after the June 17 hearing, Rep. Frank Wolf (R-Va.), who co-chairs the Lantos commission, said he would lobby for the U.S. government to withhold funds it has pledged to Morocco if he did not see improvements in the treatment of Christians there.

“I will continue to stay with this issue until a resolution has been reached,” he said. “Should this matter remain unresolved, it is possible that I may offer amendments in the Appropriations committee and on the House floor to restrict U.S. foreign aid from going to Morocco.”

In a letter addressed to the Tom Lantos Human Rights Commission on June 17, Ambassador of Morocco to the United States Aziz Mekouar claimed that the deportations “solely and exclusively targeted proselytism activities, which are clearly and categorically forbidden by the laws of Morocco and the precepts of Islam.”

The ambassador said the Moroccan Penal Code imposes fines and prison sentences for those who “use means of seduction in the aim of undermining a Muslim’s faith or of converting him/her to another religion, either by exploiting his weaknesses or needs, or through the use, to this end, of health or educational establishments, as well as shelters or orphanages.”

Moroccan authorities have failed to provide foreign Christians whom they expelled with documented proof or official charges of their alleged proselytism activities. In his letter, the ambassador said the deportations were preferable to the “difficult ordeal” of incarceration and a trial as part of a criminal procedure against the Christians.

Wolf noted that that among those who were deported or denied reentry were businessmen, educators and humanitarian and social workers, “many of whom had resided in Morocco for over a decade in full compliance with the law. Additionally, those deported were forced to leave the country within two hours of being questioned by authorities, leaving everything behind.”

Christian foreigners who were able to obtain official deportation documents have appealed their cases in the Moroccan courts. The hearings for those cases started in May and are continuing.

Recent Incidents of Persecution


Karnataka, India, June 30 (CDN) — Hindu extremists on June 23 beat two pastors, seriously injuring them in Chandapura, Anekal. The Evangelical Fellowship of India reported that after pastors Shidu Kurialose and Nithya Vachanam of Bethel Assembly of God Church conducted a Christian meeting in a home, armed extremists attacked them at a tea stall. The extremists accused the pastors of forceful conversion and started beating them with iron rods. Both pastors sustained serious injuries and were admitted in a local hospital. No police complaint was filed.

Tamil Nadu – After opposing a Christian convention on June 17-20, Hindu extremists from the Bajrang Dal on June 22 burned at least seven vehicles belonging to Jesus With Us Pentecostal Church in Mathikere, Hosur. The Global Council of Indian Christians reported that the incident started when the extremists on June 18 called on local authorities to revoke the organizers’ permit and convinced local Hindu shop owners to close their stores. Police arrested five Hindu extremists in connection with anti-Christian violence. Subsequently, under police protection, Christians moved their meeting to another area eight kilometers (five miles) from the original site.

Uttar Pradesh – Hindu extremists from the Rashtriya Swayamsevak Sangh disrupted the prayer meeting of the Jesus Church (Isha Garh) on June 21 in Firozabad and accused the pastor of forceful conversion. A source said the extremists forced their way into the church building and manhandled Pastor Breymond Shastri. The next day the extremists went to newspaper Amar Ujala with the accusation, and the local periodical published a false report that Pastor Shatri was taking part in forceful conversion activities. Area Christian leaders said no forceful conversion was taking place. The extremists warned the pastor he would be harmed if he continued to conduct worship services.

Uttar Pradesh – About eight Hindu extremists on June 20 disrupted the Sunday worship service of Apostolic Christian Assembly Church in Gorakpur. After shouting anti-Christian slogans outside the church building, the extremists stormed in and ranted against Christianity, putting a halt to the meeting as they accused the pastor of forceful conversion. Police arrived and chased the extremists away. At press time the extremists were still issuing threats to the pastor, warning him of harm if he continued conducting worship meetings, the Evangelical Fellowship of India reported. Police have provided protection to the pastor.

Karnataka – Based on a complaint by Hindu extremists against Christians of forceful conversion, Karnataka officials closed down a Christian orphanage on June 16 in Karwar. The Global Council of Indian Christians reported that state officials visited a school at the orphanage and issued a closure order to Spring of Hope Orphanage and Vocational Arts Training Centre, which has 61 tribal students. The home has been functioning for four years in an area long occupied by Siddi tribal Christians. At press time area Christian leaders were taking steps to resolve the conflict.

New Delhi – Suspected Islamic extremists beat an Afghani Christian, seriously injuring him, on June 14 in Malviya Nagar. A Christian source said two Islamic extremists on a motorbike beat Hamid Ullah on his head as he was walking home. The Christian fell on his stomach and the extremists continued to beat him, denigrating his faith, calling him “pagan” and warning him to convert to Islam or face harm. Afghani Christians have been facing warnings, threats and attacks in different areas of New Delhi, the source said, and the advocacy department of the Evangelical Fellowship of India has taken steps to help them.

Karnataka – After Hindu extremists from the Sri Ram Sena (Lord Ram Army) on June 9 attacked Pastor Vasanthe Kathedar of New India Church (NIC), police arrested him for allegedly creating communal disharmony and disrupting the peace – that is, practicing his Christian faith among Hindus – in Okkere, Belgaum. The Global Council of Indian Christians reported that the incident took place at the house of a NIC member where the Christians were meeting. The assault on the pastor lasted for about an hour and, as is customary in India, when police arrived they arrested and charged the victim of the crime.

Orissa – Hindu extremists from the Bajrang Dal on June 9 accused three Christians of forceful conversion and attacked them in Deogarh, Sambalpur. The Evangelical Fellowship of India reported that the incident took place when Hindu Biranchi Kistotta invited Pastor Lamuel Panaik, Pastor N. Philemon and Sudhir Kumar to celebrate the healing of his son, for whom Pastor Panaik had prayed. People of various faiths attended the celebration, including Hindu members of Kistotta’s family. At about 12:30 p.m., seven Hindu extremists accompanied by media personnel suddenly arrived and called Pastor Patnaik to come out of his house. When the pastor refused, the extremists rushed in and forcefully pulled out the three Christians. The extremists accused them of forceful conversion and beat Sudhir Kumar while manhandling the two pastors. Police arrived and questioned those present about whether forceful conversion was taking place, and people came forward to say that the Christians were innocent. Police took the three Christians to the police station as a safety measure, however, and arranged for their return home at 10:30 p.m. No police complaint was filed as the Christians chose to forgive the attackers.

Orissa – Hindu extremists on June 8 brutally attacked a Christian and threatened to kill him in Nuapada. The Global Council of Indian Christians reported that six Hindu extremists armed with daggers and sticks broke into the house of Bhakta Bivar, 19, while his parents were at a prayer meeting. The extremists verbally abused Bivar for his faith and started beating him. They dragged him to a Hindu temple, where they told him to deny Jesus as they continued to beat him, forced on him food offered to idols and threatened to kill him and his parents if they did not convert to Hinduism. The extremists burned four Bibles they had taken from his home and, forcing him to wear a saffron garment symbolic of the Hindu religion, dragged him out to the street, falsely announcing that he had returned to Hinduism. The extremists left after threatening to kill him if he continued to believe in Christ, as they have forbidden the existence of Christianity in the area. Following the filing of a complaint with police, five Hindu extremists were arrested the next day.

Karnataka – Police on June 7 arrested two Christian women after Hindu extremists from the Rashtriya Swayamsevak Sangh disrupted Sunday worship in Bovi Colony, Chickmagalur. According to the Evangelical Fellowship of India, the extremists barged into a church’s worship service and accused Kadaur Devaki and a pastor identified only as Lalathamma of creating communal disharmony and disrupting the peace. Police soon arrived and arrested the two women for “deliberate and malicious acts to outrage religious feelings” and sent them to Hassan Jail.

Tamil Nadu – Hindu extremists from a religious and cultural organization formed to defend the Hindu religion, the Hindu Munnani, demolished a church building under construction on May 28 near Rameshwaram. Catholic sources said the demolition came after a local Hindu Munnani leader identified only as Ramamurthy filed a complaint against construction of the building. Government officials sided with the Hindu extremists, claiming that the one church building, St. Anthony church, already existed and that a new one would create tensions. The structure was demolished, leaving area Christians shocked and shaken.

Chhattisgarh – Hindu extremists from the Bajrang Dal attacked a Christian school program from May 20 to May 29 in Jagbalput, beating a pastor and two teachers on May 27. Beaten were Pastor Rahul Pant and two teachers from Mission India. A source told Compass the extremists accused the Christians of forceful conversion and of using a government school for the Christian program, called Children Development Program (CDP), without permission. They also accused the Christians of distributing books containing conversion activities (biblical narratives). The extremists took the Christians to a police station, where officers questioned them. The Christians said they had permission from the village head, but the assailants said they need permission from the local collector. The parties reached an agreement wherein the Christians were forced to stop the CDP in the government school until they obtain the collector’s permission. The Christians were released without charges.

Karnataka – Opposing a church leader for conducting prayer meetings in his house, Karnataka police on May 26 verbally abused pastor Shiva Kumar and warned him not to conduct further Christian meetings in Mysore. The Global Council of Indian Christians reported that at about 7 p.m. police summoned Pastor Kumar and detained him until 10:30 p.m. Police forcefully obtained a written statement from the pastor, took his photograph and warned him not to conduct any Christian activities in the area.

Andhra Pradesh – Hindu extremists accused Pastor T. Paul of forceful conversion and beat him on May 24 in Narayanpet, Mahabubnagar, seriously injuring him. The All India Christian Council reported the Hindu extremists stopped Pastor Paul as he returned home in a Jeep after conducting a worship meeting. The extremists stopped his vehicle and dragged him out before beating him and accusing him of forceful conversion. The pastor received hospital treatment for internal injuries. Area Christian leaders have asked police to arrest the assailants.
