China enters 2021 a stronger, more influential power — and Australia may feel the squeeze even more

Great power competition in the Asia-Pacific region has been building for years. But COVID-19 has turbo-charged the shifts taking place and China is finishing 2020 in a significantly stronger position compared with the US than when the year started.

Meanwhile, Canberra’s relations with Beijing continue to deteriorate and there’s little reason to be optimistic that a sudden, positive turnaround will be seen in 2021.

As competition rather than cooperation has become the dominant frame through which both Beijing and Washington view their bilateral relationship, each is increasingly sensitive to evidence that other countries in the Asia-Pacific region are supporting their opponent.

The fundamental driver of China’s hostility towards Australia in 2020 stems from its assessment that Australia’s leaders have reneged on earlier commitments to never direct the country’s security alliance with the US against China.

Prime Minister Scott Morrison has appealed for Australia and other middle and smaller powers to be granted “greater latitude” in how they manoeuvre between the US and China in the future.

But the University of Sydney’s James Curran cautions against unrealistic expectations:

Great powers simply don’t dole out strategic space to others.

China’s power on an upwards trajectory

At the end of 2019, China’s GDP stood at US$14.3 trillion. This was two-thirds that of the US GDP of $21.3 trillion.

The fallout from COVID-19 has accelerated the trend in China’s favour. The International Monetary Fund’s latest growth forecasts suggest China’s economy will jump from two-thirds to three-quarters the size of the US by the end of 2021.

And when cost differences are accounted for and the two economies are measured in terms of their respective purchasing power, China’s GDP is actually already 10% larger than the US.

According to the Lowy Institute’s “Asia Power Index”, which tracks power in the economic, military, diplomatic and cultural domains, the US still comes out on top, but its lead over China has been cut in half since 2018. This mainly reflected losses by the US rather than gains by China.

And even before COVID-19 hit, a survey of business, media and civil society leaders in Southeast Asia showed that Beijing was considered vastly more influential than Washington in the region, though this increasing power was viewed with apprehension.

Nearly half said they had little to no confidence in the US as a strategic partner or provider of regional security.

And when asked if the Association of South East Asian Nations (ASEAN) was forced to align itself with either the US or China, a majority in seven of the 10 ASEAN member countries chose China.

The past year has also delivered dividends for China’s leaders domestically, with most citizens giving them high marks for their handling of the public health crisis, despite some initial anger of the government’s early attempts to cover up the severity of the pandemic.

This reinforces already high levels of overall trust in the central government.

The contrast with the US in this regard is stark. In May, a cross-country survey revealed that 95% of Chinese respondents had trust in their government, compared with just 48% in the US.

Yet, China’s leaders still seem insecure

All of these “wins” would naturally provide impetus for China’s international behaviour to become more confident and assertive.

But President Xi Jinping’s worldview is another factor. In September, Xi exhorted Communist Party cadres to “maintain a fighting spirit and strengthen their ability to struggle”. The word “struggle” appeared more than another 50 times in the same speech.

The Lowy Institute’s Richard McGregor says this reflects Xi’s view that China is in an

existential struggle against an implacable enemy dead-set on destroying China.

China’s diplomats had already been primed to embrace a “fighting spirit” in a speech delivered by Foreign Minister Wang Yi last November.

All of this has meant that rather than projecting a self-assured poise, China’s international behaviour has frequently veered in the direction of bullying fuelled by insecurity.

Australia has been on the front lines of this treatment — dialogue on the leader and ministerial level has been refused, exports have been targeted and propaganda campaigns have been deployed.

Beijing’s intransigence has predictably led to the strengthening of coalitions like the Quadrilateral Security Dialogue (comprised of the US, Australia, Japan and India), as well as deeper conversations among Japan, India and Australia about how to build greater resilience into supply chains that are currently heavily exposed to China.

Greater use of carrots than sticks

There is some evidence China is beginning to recognise its over-the-top behaviour is counterproductive, at least towards some countries, and make greater use of carrots rather than sticks.

Its “vaccine diplomacy” in Southeast Asia is a case in point.

COVID-19 has hit Indonesia particularly hard, hit with more than 600,000 total cases so far. But just last week, Jakarta received 1.2 million doses of a vaccine manufactured by a Chinese pharmaceutical company, Sinovac.

China is touting this effort a “Health Silk Road”, with pledges to provide billions in aid and loans to mostly developing countries to help them recover from the pandemic.

Australia won’t have much latitude with a stronger China

In the case of Australia, however, China is unlikely to put the stick down any time soon.

As Dirk van der Klay, a research fellow at ANU, explains, painting a stark contrast between Southeast Asia and Australia serves the purpose of reminding the region of the benefits of staying in Beijing’s good books — as well as the costs of crossing it.

While countries like the US, Britain and France have at least offered Australia some rhetorical support in its China predicament, Australia’s most significant Southeast Asian neighbours have been notably quiet.

With China’s relative power set to grow further in 2021, Canberra might feel even more uncomfortable. But as former senior Singaporean diplomat, Bilahari Kausikan, remarked in October, Australia is “not in a unique position” as “almost everybody” in the region faces the same challenge of managing relations with China and the US to maximise their economic and security interests.

Australia’s unfortunate distinction is that because its relations with China have already sunk to such depths, it has less ability to negotiate a path between the two great powers.

Elevating partnerships with countries like Japan, India and Indonesia offers one way forward, but alongside this needs to be a pragmatic strategy for getting the China relationship at least back on an even keel.

Tokyo, New Delhi and Jakarta have all had serious challenges with Beijing, but their relations never fell to the depths of the current China-Australia tensions. These countries might offer some useful advice here, too.

Religious Conversion Worst Form of ‘Intolerance,’ Bhutan PM Says


Propagation of religion is allowable – but not seeking conversions, top politician says.

THIMPHU, Bhutan, April 13 (CDN) — In the Kingdom of Bhutan, where Christianity is still awaiting legal recognition, Christians have the right to proclaim their faith but must not use coercion or claim religious superiority to seek conversions, the country’s prime minister told Compass in an exclusive interview.

“I view conversions very negatively, because conversion is the worst form of intolerance,” Jigmi Yoser Thinley said in his office in the capital of the predominantly Buddhist nation.

Christian leaders in Bhutan have told Compass that they enjoy certain freedoms to practice their faith in private homes, but, because of a prohibition against church buildings and other restrictions, they were not sure if proclamation of their faith – included in international human rights codes – was allowed in Bhutan.

Prime Minister Thinley, who as head of the ruling party is the most influential political chief in the country, said propagation of one’s faith is allowed, but he made it clear that he views attempts to convert others with extreme suspicion.

“The first premise [of seeking conversion] is that you believe that your religion is the right religion, and the religion of the convertee is wrong – what he believes in is wrong, what he practices is wrong, that your religion is superior and that you have this responsibility to promote your way of life, your way of thinking, your way of worship,” Thinley said. “It’s the worst form of intolerance. And it divides families and societies.”

Bhutan’s constitution does not restrict the right to convert or proselytize, but some Non-Governmental Organizations have said the government effectively limits this right by restricting construction of non-Buddhist worship buildings and celebration of some non-Buddhist festivals, according to the U.S. Department of State’s 2010 International Religious Freedom Report.

It adds that Bhutan’s National Security Act (NSA) further limits proclamation of one’s faith by prohibiting “words either spoken or written, or by other means whatsoever, that promote or attempt to promote, on grounds of religion, race, language, caste, or community, or on any other ground whatsoever, feelings of enmity or hatred between different religious, racial, or language groups or castes and communities.” Violation of the NSA is punishable by up to three years’ imprisonment, though whether
any cases have been prosecuted is unknown, according to the State Department report.

Bhutan’s first democratic prime minister after about a century of absolute monarchy, Thinley completed three years in office last Thursday (April 7). While he affirmed that it is allowable for Christians to proclaim their faith – a practice commanded by Christ, with followers agreeing that it is the Holy Spirit, not man, that “converts” people – Thinley made his suspicions about Christians’ motives manifest.

“Any kind of proselytization that involves economic and material incentives [is wrong],” he said. “Many people are being converted on hospital beds in their weakest and most vulnerable moments. And these people are whispering in their ears that ‘there is no hope for you. The only way that you can survive is if you accept this particular religion.’ That is wrong.”

Thinley’s suspicions include the belief that Christians offer material incentives to convert.

“Going to the poor and saying, ‘Look, your religion doesn’t provide for this life, our religion provides for this life as well as the future,’ is wrong. And that is the basis for proselytization.”

Christian pastors in Thimphu told Compass that the perception that Bhutan’s Christians use money to convert the poor was flawed.

The pastors, requesting anonymity, said they prayed for healing of the sick because they felt they were not allowed to preach tenets of Christianity directly. Many of those who experience healing – almost all who are prayed for, they claimed – do read the Bible and then believe in Jesus’ teachings.

Asked if a person can convert if she or he believed in Christianity, the prime minister replied, “[There is] freedom of choice, yes.”

In his interview with Compass, Thinley felt compelled to defend Buddhism against assertions that citizens worship idols.

“To say that, ‘Your religion is wrong, worshiping idols is wrong,’ who worships idols?” he said. “We don’t worship idols. Those are just representations and manifestations that help you to focus.”

Leader of the royalist Druk Phuensum Tshogpa party, Thinley is regarded as a sincere politician who is trusted by Bhutan’s small Christian minority. He became the prime minister in April 2008 following the first democratic election after Bhutan’s fourth king, Jigme Singye Wangchuck, abdicated power in 2006 to pave the way toward democracy.

Until Bhutan became a constitutional monarchy in 2008, the practice of Christianity was believed to be banned in the country. The constitution now grants the right to freedom of thought, conscience and religion to all citizens. It also states that the king is the protector of all religions.

Thus far, the Religious Organisations Act of 2007 has recognized only Buddhist and Hindu organizations. As a result, no church building or Christian bookstore has been allowed in the country, nor can Christians engage in social work. Christianity in Bhutan remains confined to the homes of local believers, where they meet for collective worship on Sundays.

Asked if a Christian federation should be registered by the government to allow Christians to function with legal recognition, Thinley said, “Yes, definitely.”

The country’s agency regulating religious organizations under the 2007 act, locally known as the Chhoedey Lhentshog, is expected to make a decision on whether it could register a Christian federation representing all Christians. The authority is looking into provisions in the law to see if there is a scope for a non-Buddhist and non-Hindu organization to be registered. On whether the Religious Organisations Act could be amended if it is determined that it does not allow legal recognition of a Christian federation, the prime minister said, “If the majority view and support prevails in the country, the law will change.”

Thinley added that he was partially raised as a Christian.

“I am part Christian, too,” he said. “I read the Bible, occasionally of course. I come from a traditional [Christian] school and attended church every day except for Saturdays for nine years.”

A tiny nation in the Himalayas between India and China, Bhutan has a population of 708,484 people, of which roughly 75 percent are Buddhist, according to Operation World. Christians are estimated to be between 6,000 to nearly 15,000 (the latter figure would put Christians at more than 2 percent of the population), mostly from the south. Hindus, mainly ethnic Nepalese, constitute around 22 percent of the population and have a majority in the south.

 

Religious ‘Competition’

Bhutan’s opposition leader, Lyonpo Tshering Togbay, was equally disapproving of religious conversion.

“I am for propagation of spiritual values or anything that allows people to be good human beings,” he told Compass. “[But] we cannot have competition among religions in Bhutan.”

He said, however, that Christians must be given rights equal to those of Hindus and Buddhists.

“Our constitution guarantees the right to freedom of practice – full stop, no conditions,” he said. “But now, as a small nation state, there are some realities. Christianity is a lot more evangelistic than Hinduism or Buddhism.”

Togbay said there are Christians who are tolerant and compassionate of other peoples, cultures and religions, but “there are Christians also who go through life on war footing to save every soul. That’s their calling, and it’s good for them, except that in Bhutan we do not have the numbers to accommodate such zeal.”

Being a small nation between India and China, Bhutan’s perceived geopolitical vulnerability leads authorities to seek to pre-empt any religious, social or political unrest. With no economic or military might, Bhutan seeks to assert and celebrate its sovereignty through its distinctive culture, which is based on Buddhism, authorities say.

Togbay voiced his concern on perceived threats to Bhutan’s Buddhist culture.

“I studied in a Christian school, and I have lived in the West, and I have been approached by the Jehovah’s Witness – in a subway, in an elevator, in a restaurant in the U.S. and Switzerland. I am not saying they are bad. But I would be a fool if I was not concerned about that in Bhutan,” he said. “There are other things I am personally concerned about. Religions in Bhutan must live in harmony. Too often I have come across people who seek a convert, pointing to statues of our deities and saying
that idol worship is evil worship. That is not good for the security of our country, the harmony of our country and the pursuit of happiness.”

The premise of the Chhoedey Lhentshog, the agency regulating religious organizations, he said, “is that all the different schools of Buddhism and all the different religions see eye to eye with mutual respect and mutual understanding. If that objective is not met, it does not make sense to be part of that.”

It remains unclear what the legal rights of Christians are, as there is no interaction between the Christians and the government. Christian sources in Bhutan said they were open to dialogue with the government in order to remove “misunderstandings” and “distrust.”

“Thankfully, our political leadership is sincere and trustworthy,” said one Christian leader.

Asserting that Christians enjoy the right to worship in Bhutan, Prime Minister Thinley said authorities have not interfered with any worship services.

“There are more Christian activities taking place on a daily basis than Hindu and Buddhist activities,” he added.

Pakistani Officials Back Muslim Land-Grabbers, Christians Say


Senior district authorities accused of supporting desecration of 150 Christian graves.

LAHORE, Pakistan, March 9 (CDN) — Christians in south Punjab Province are accusing senior district officials of supporting local Muslims who allegedly demolished 150 Christian graves and desecrated holy relics – and are now threatening Christians seeking legal redress.

In the Kot Addu area of Muzaffargarh district, Waseem Shakir told Compass by telephone that an influential Muslim group last Nov. 6 took illegal possession of a 1,210-square yard piece of land designated as a Christian cemetery and set up shops on it. Official records state that the portion of land was allotted as a Christian cemetery, he said.

“Local Muslims demolished 150 Christians’ graves and desecrated the cross and biblical inscriptions on the graves in a bid to construct shops on the property,” said Shakir, a resident of Chak (Village) 518, Peer Jaggi Morr, Kot Addu. “Only five marlas [151.25 square yards] are all that is left for the Christians to bury their dead now.”

Shakir said that all Muzaffargarh area authorities, including the local politicians, were supporting the alleged land-grabbers even as Christians feared a mob attack.

“The situation has come to point where even the local police have warned their higher-ups that the tension could provoke a Gojra-type incident,” he said, adding that Muslim instigators were now openly trying to intimidate him and Boota Masih, who registered a case with police, into dropping the matter.

In Gojra on Aug. 1, 2009, Muslim hordes acting on an unsubstantiated rumor of blasphemy of the Quran – and whipped into a frenzy by local imams and banned terrorist groups – killed at least seven Christians, looted more than 100 houses and set fire to 50 of them. At least 19 people were injured in the melee.

Shakir said Christians had approached police and the district administration to register a case against the Muslims for desecrating their sacred relics and hurting religious sentiments, but authorities have shown little attention to their grievance. Masih registered the complaint on behalf of area Christians, but the station house officer of the Daira Deen Panah Police, Waseem Leghari, altered it to state that Muslims had only occupied a piece of the cemetery land, Shakir said.

“Leghari registered a case against the Muslims under Section 297 of the Pakistan Penal Code [trespass of a place for the dead], which is a bailable offense, despite the fact that a case under the blasphemy law should have been registered against the Muslims for desecrating the Christian holy relics,” Shakir said.

Police took no measures to arrest the 11 named suspects, he added.

“No one seems bothered over the desecration of our cross and biblical inscriptions,” Shakir said.

Section 297 of the penal code states, “Whoever, with the intention of wounding the feelings of any person, or of insulting the religion of any person, or with the knowledge that the feelings of any person are likely to be wounded, or that the religion of any person is likely to be insulted thereby, commits any trespass in any place of worship or on any place of sculpture, or any place set apart for the performance of funeral rites or as a depository for the remains of the dead, or offers any indignity to any human corpse or causes disturbance to any persons assembled for the performance of funeral ceremonies, shall be punished with imprisonment of either description for a term which may extend to one year, or with fine, or with both.”

Shakir said that, besides the 150 demolished graves, the illegal occupants had thrown garbage on another 50 graves. The police’s indifferent attitude towards the Christian community had been hurtful, he said, and Christians had repeatedly taken up the issue with District Police Officer (DPO) Chaudhry Manzoor and District Coordination Officer Tahir Khurshid.

They did not take the issue seriously, Shakir said.

DPO Manzoor rejected the Christians’ accusations.

“It’s not as serious a case as they are portraying,” he told Compass. “The people who have built shops on the land are not illegal occupants but the real owners.”

He said Christians were furious because the shopkeepers put some of their belongings on the graves.

“No one has desecrated any Christian holy symbol, book or grave,” he said. “Any fears that the issue could lead to another Gojra are baseless.”

Manzoor said the matter would be resolved amicably.

Napolean Qayyum, leader of the Minorities Wing of the ruling Pakistan People’s Party (PPP), told Compass that open desecration of the Christian symbols and places and the police’s alleged support of the culprits showed the prejudice of the Punjab government towards minority groups.

“An application regarding this incident is lying in the Punjab chief minister’s secretariat, but it seems the Pakistan Muslim League-Nawaz’s [PML-N] government in Punjab wants another Gojra-like incident to take place in Kot Addu,” he said, adding that it was curious that all major violence against Christians usually takes place when the PML-N is in power in the province.

Qayyum said that he had taken up the matter with the PPP leadership.

“It’s a case of blasphemy, and the culprits should have been rounded up under Section 295-A,” he said. “I have contacted Farahnaz Ispahani, the political adviser to President Asif Zardari, and she has assured me of the federal government’s support in this matter.”

He added that stern action against local police and administrative authorities was necessary to set an example for others.

Orissa, India Christians Still Face Boycott, Forced Conversion


Hindu nationalists continue to oppress Christians in Kandhamal district, report says.

NEW DELHI, November 11 (CDN) — More than two years after losing relatives and property in anti-Christian violence, there is no sense of relief among survivors in India’s Orissa state, as many are still ostracized and pressured to “return” to Hinduism, according to a private investigation.

“Despite the state administration’s claim of normalcy,” the preliminary report of a fact-finding team states, “a state of lawlessness and utter fear and sense of insecurity” prevails among Christians of Kandhamal district, which saw a major anti-Christian bloodbath in 2008.

The team, consisting of local attorney Nicholas Barla and another identified only as Brother Marcus, along with rights activists Jugal Kishore Ranjit and Ajay Kumar Singh, visited four villages in three blocks of Kandhamal on Nov. 5.

In Bodimunda village in Tikabali, the team met a pastor who said he has been closely watched since Hindu extremists forced him to become a Hindu. The pastor, whose name the report withheld for security reasons, said he had to convert to Hinduism in 2008 “to save his old mother, who could not have escaped the violence as she was not in a position to walk.”

He is still closely watched in an effort to prevent him from returning to Christianity. While the attorneys and activists were still at the pastor’s house, a man who identified himself as from the Rashtriya Swayamsevak Sangh (RSS, India’s most influential Hindu nationalist conglomerate) came to inquire about his visitors. The pastor felt compelled to tell them that they were “bank officials.”

In the same village, Hindu nationalists have also imposed a de facto ban on any private or public vehicle to ferry Christians or their belongings, said the report.

The team met the family of a paralyzed Christian, Bamadev Pradhan, whom auto-rickshaw drivers refused to take to a hospital when he recently ran a high fever. Eventually a Christian driver took him to the only hospital in Tikabali, around eight kilometers (nearly five miles) from his village of Bodimunda, but as the Christian was driving back, some local men confiscated his vehicle.

With the help of the auto-rickshaw union, the driver (unnamed in the report) got the vehicle released after paying a fine of 1,051 (US$24) rupees and promising that he would not transport any Christians in the future.

Another Christian said area Hindus extremists prohibited Christians from procuring basic necessities.

“We are not allowed to bring housing materials or food provisions or medicines, and nor are we allowed to buy anything from local shops,” he said. “We do not have any shop of our own. Here, we are struggling to live as human beings.”

The team also met a Hindu who had to pay 5,000 rupees (US$112) to get his tractor returned to him, as he had transported housing material for the construction of the house of a Christian.

In the house of a Christian in Keredi village in Phulbani Block, the team found a picture of a Hindu god. The resident, who was not identified in the report, explained that he had to display it in order to protect his family from harm.

The team found pictures of Hindu gods also in the house of a Christian in Gandapadar village in the Minia area, Phiringia Block. A woman in the house told the team that local Hindu nationalists had given her pictures of Hindu gods for worship.

“We have kept them, as they often come to check whether we have reconverted to Christianity,” she said.

Almost all Christians the team met complained that the local administration had done little to protect them and suspected that officials colluded with area Hindu nationalists.

Released on Nov. 8, the report asserts that Christians have been barred from taking water from a government well in Dakanaju village, under G. Udayagiri police jurisdiction in Tikabali Block. The village head, Sachindra Pradhan, has promised to take action “at the earliest,” it added.

Violence in Kandhamal and some other districts of Orissa state followed the assassination of Hindu nationalist leader Swami Laxmanananda Saraswati on Aug. 23, 2008. The rampage killed over 100 people and burned 4,640 houses, 252 churches and 13 educational institutions, according to estimates by human rights groups.

The spate of attacks began a day after Saraswati’s killing when Hindu nationalist groups blamed Christians for his murder, although Maoists (extreme Marxists) active in the district claimed responsibility for it.

John Dayal, a Christian activist in Delhi, told Compass that “the apparatus of 2008 remains undisturbed.” The Hindu nationalist Bharatiya Janata Party (BJP) was part of the ruling state alliance with the regional Biju Janata Dal (BJD) party at the time of the violence. Although the BJD broke up with the BJP in 2009, blaming it for the violence, the former cannot be excused, said Dayal.

“While the BJP is mainly to be blamed, Chief Minister Naveen Patnaik is not entirely innocent,” Dayal said. “Not  just that he allowed the BJP and RSS cadres to run amok when they were part of his government, turning a blind eye to their  very visible anti-Christian activities, but he was his own home [interior] minister and cannot really shirk command responsibility for the carnage together with his BJP ministerial colleagues and senior officers.”

Kandhamal district Magistrate Krishan Kumar, who was on a tour at press time, could not be contacted for comment despite repeated attempts.

Of the 648,201 people in Kandhamal district, 117,950 are Christian, mostly Dalit (formerly “untouchables” in the caste hierarchy in Hindu societies), according to the 2001 Census. Hindus, mainly tribal people and numbering 527,757, form the majority.

Chinese Christians Blocked from Attending Lausanne Congress


Police threaten or detain some 200 house church members who planned to attend.

DUBLIN, October 15 (CDN) — As organizers prepared for the opening of the Third Lausanne International Congress on World Evangelization tomorrow in Cape Town, South Africa, Chinese police threatened or detained some 200 delegates who had hoped to attend.

After receiving an invitation to attend the event, house church groups in China formed a selection committee and raised significant funds to pay the expenses of their chosen delegates, a source told Compass. Many delegates, however, were “interviewed” by authorities after they applied to attend the Congress, the source said.

When house church member Abraham Liu Guan and four other delegates attempted to leave China via Beijing airport on Sunday (Oct. 10), authorities refused to allow them through customs, reported the Chinese-language Ming Pao News. Officials detained one delegate and confiscated the passports of the other four until Oct. 25, the closing date of the conference.

China’s State Administration for Religious Affairs and the Ministry of Public Security had notified border control staff that the participation of Chinese Christians in the conference threatened state security and ordered them not to allow delegates to leave, Liu told U.S.-based National Public Radio (NPR).

Officials also prevented two house church Christians from Baotou City, Inner Mongolia, from leaving the country, and on Oct. 9 placed one of them in a 15-day detention, the China Aid Association (CAA) reported.

When Fan Yafeng, leader of the Chinese Christian Legal Defense Association and winner of the 2009 John Leland Religious Liberty Award, discussed the harassment with NPR on Tuesday (Oct. 12), officials assigned some 20 police officers to keep him under house arrest.

On Wednesday (Oct. 13), approximately 1,000 police officers were stationed at Beijing International Airport to restrain an estimated 100 house church members who planned to leave for the Congress via Beijing, according to CAA.

CAA also said authorities over the past few months had contacted every delegate, from Han Christians in Beijing to Uyghur Christians in Xinjiang, for questioning, and threatened some family members.

Normal church operations were also affected. The Rev. Xing Jingfu from Changsha in Hunan province told NPR that authorities cited the Lausanne Congress when they recently ordered his church to close.

China’s Foreign Ministry spokesman, Ma Zhaoxu, in a statement issued to NPR, accused the Lausanne Committee for World Evangelization of communicating secretively with members of illegal congregations and not issuing an official invitation to China’s state-controlled church.

According to the Ming Pao report, the Lausanne committee said members of the Three-Self Protestant Movement had asked if they could attend. Delegates, however, were required to sign a document expressing their commitment to evangelism, which members of official churches could not do due to regulations such as an upper limit on the number of people in each church, state certification for preachers, and the confinement of preaching to designated churches in designated areas. House church Christians faced no such limitations.

The first such conference was held in Lausanne, Switzerland in 1974, which produced the influential Lausanne Covenant. The second conference was held in 1989 in Manila. Some 4,000 delegates from 200 countries are expected to attend the third conference in Cape Town.

 

Progress or Repression?

China watchers said there has been a slight easing of restrictions in recent months, accompanied by a call on Sept. 28 from senior Chinese political advisor Du Qinglin for the government to allow the independent development of the official church. Du made the remarks at the 60th anniversary celebrations of the Three-Self Patriotic Movement, according to the government-allied Xinhua news agency.

The BBC in August produced a glowing series on the growth of Christianity in China after Chinese authorities gave it unprecedented access to state-sanctioned churches and religious institutions. Religious rights monitor Elizabeth Kendal, however, described this access as part of a propaganda campaign by the Chinese government to reduce criticism of religious freedom policies.

NPR also produced a five-part series on Chinese religions in July. The series attributed the growth of religious adherence to the “collapse of Communist ideology” and pointed out that growth continued despite the fact that evangelism was “still illegal in China today.”

The claims of progress were challenged by an open letter from Pastor Zhang Mingxuan, president of the Chinese Christian House Church Alliance, to Chinese President Hu Jintao on Oct. 1, China’s National Day.

In the letter, published by CAA on Oct. 5, Zhang claimed that Chinese house church Christians respected the law and were “model citizens,” and yet they had become “the target of a group of government bandits … [who] often arrest and beat innocent Christians and wronged citizens.” Further, he added, “House church Christians have been ill-treated simply because they are petitioners to crimes of the government.”

Zhang then listed several recent incidents in which Christians were arrested and sent to labor camps, detained and fined without cause, beaten, interrogated and otherwise abused. He also described the closure or demolition of house churches and the confiscation of personal and church property.

He closed with a mention of Uyghur Christian Alimjan Yimit, “who was sentenced to 15 years in prison because he evangelized among Uyghurs – his very own people.”

Muslim Extremists Murder Christian Family in Pakistan


Lawyer, wife, five children shot to death after he tried to defend Christian.

ISLAMABAD, Pakistan, September 30 (CDN) — Islamic extremists killed a Christian lawyer, his wife and their five children in northwestern Pakistan this week for mounting a legal challenge against a Muslim who was charging a Christian exorbitant interest, local sources said.

Police found the bodies of attorney and evangelist Edwin Paul and his family on Tuesday morning (Sept. 28) at their home in Haripur, a small town near Abbotabad in Khyber Pakhtunkhwa Province (previously known as the North-West Frontier Province, or NWFP), according to Haripur Station House Officer (SHO) Maqbool Khan.

The victim and his wife Ruby Paul, along with their five children ages 6 to 17, had been shot to death.

“On Sept. 28 at around 8 a.m., we received a call from Sher Khan colony that people heard gunshots, and there was a group of people who ran from a house and drove away,” Khan said. “We went and found seven bodies in a house.”

Paul’s Muslim neighbor, Mushtaq Khan, told Compass that the previous day a group of armed men had threatened the lawyer.

“On Monday a group of armed men stopped Paul and took him by the collar and said, ‘Leave the town in 24 hours – we know how to throw out Christians, we will not allow even a single Christian to live here. We will hang them all in the streets, so that no Christian would ever dare to enter the Hazara land.”

The Hazara are settlers from northern Pakistan who are an ethnic mixture of Punjabi Jats and Pashtuns (also called Pathans). Drawing attention for demanding a separate province for themselves when the NWFP became Khyber Pakhtunkhwa, the Hazara community financially supports area Islamic extremist groups and is known for charging up to 400 percent interest to Christians. Paul had moved with his family to the area in February.

He had taken up the case of Robin Mehboob, a Christian taxi driver in Haripur who had received a loan of 150,000 rupees (US$1,725) from Noor Khan, an influential Muslim whose lending network extends to some parts of Punjab Province, to buy a taxi. Originally Noor Khan agreed that Mehboob would pay back 224,000 rupees (US$2,580) after one year, Mehboob said.

“I gave my property papers as a guarantee,” Mehboob told Compass, “but then the amount of the interest was raised to 500 percent because I am a Christian – he was demanding back 1.12 million rupees [US$12,893]. They have forcefully taken over my property and have confiscated my taxi as well. I am a poor man, the taxi is the only source of income.”

Paul took Mehboob and the documents of the original loan agreement to the Haripur police station, Mehboob said.

“We talked to the SHO, who said, ‘You can file a complaint, but I can assure you that no one will testify against Noor Khan, as he is supported by extremist groups,’” Mehboob said. “We filed the complaint, and one of the police officers informed [Noor] Khan that we went to the police station.”

On their way back from the police station, three cars filled with Noor Khan’s associates stopped near his house, Mehboob said.

“They came out and said, ‘How dare you Christians go to the police, don’t you know we own the law here?’ They assaulted us, beating us with fists and clubs, and warned that if we try to seek any assistance, they will kill us.”

Mehboob left Haripur that night and went to his brother in Sialkot.

Paul wrote to the Khyber Pakhtunkhwa government, Christian organizations and churches for help, explaining how Noor Khan and the extremist groups were driving Christians out of the area by taking over their property or threatening to kill them unless they sold their homes.

The Muslim extremist groups most active in the area are the banned Jamat ul Dawa, the Sunni Tahreek, and some groups linked with the Pakistani Taliban. The extremist groups were making fake documents to occupy properties owned by Christians, and Hazara investors were supporting the campaign, area Christians said.

The Muslim extremists have also threatened many Christians with death if they do not convert, they said.

Pastor Rehmat Naeem of St. Paul Church in Haripur told Compass that he had also received threats.

“Some extremists sent us threats through phone calls and letters, asking us to leave Haripur,” Pastor Naeem said. “Many Christians were forced to sell their property at very low rates and leave the area. Edwin Paul tried to help the Christians – he even talked to the higher authorities, but no one was ready to testify against the extremists.”

Pastor Naeem added that two months ago area extremists kidnapped eight missionaries; six have been released, and the two others are presumed dead.

A First Information Report has been filed in the murder of Paul and his family, and the District Coordination Officer and District Police Officer (DPO) have strongly condemned the crime and instructed the SHO to find those responsible, authorities said.

Chief Secretary of Hazara Division Ali Ahmed has released a statement ordering a police operation “under the Terrorist Act against the extremists and the Hazaras for forcefully driving away the Christians and killing seven innocent people. We will not allow anyone to threaten the religious minorities. It is the duty of the state to protect the life and property of its people. The DPO has been instructed to arrest the culprits in 72 hours and submit a report or he will be suspended.”

Muslim Mob Attacks Christians in Gujrat, Pakistan


Dozens beaten, shot at, left for dead since Sept. 8.

SARGODHA, Pakistan, September 27 (CDN) — A mob of Muslim extremists on Thursday (Sept. 23) shot at and beat dozens of Christians, including one cleared of “blasphemy” charges, in Punjab Province’s Gujrat district, Christian leaders said.

The attack on Tariq Gill, exonerated of charges of blaspheming the Quran on Sept. 3, 2009, and on his father Murad Gill, his mother and the other Christian residents was the latest of more than 10 such assaults on the Christian colony of Mohalla Kalupura, Gujrat city, since Sept. 8, the Rev. Suleman Nasri Khan and Bishop Shamas Pervaiz told Compass.

About 40 Islamists – some shooting Kalashnikovs and pistols at homes and individuals on the street, others brandishing axes and clubs – beat some of the Christians so badly that they left them for dead, Pastor Khan said. So far, 10 families have been targeted for the attacks.

On Thursday (Sept. 23) the assailants ripped the clothing off of Gill’s mother and dragged her nude through the streets, Pastor Khan said.

Among the Christians attacked on Thursday (Sept. 23) were Rashid Masih and his family, he said. The critically injured Masih and his family members, Gill and his parents, and the other injured Christians were initially rushed to Aziz Bhatti hospital in Gujrat, Pastor Khan said, and then transferred to Abdullah Hospital in nearby Lalla Musa to receive more advanced care.

“The injured Christians were under the observation of able doctors at Abdullah Hospital in Lalla Musa,” Pastor Khan told Compass by telephone.

Bishop Pervaiz, central vice chairman of the Pakistan Interfaith Peace Council, said the mob was led by two members of the National Assembly, Meer Anjum and Farasat Dar, at the behest of a powerful member of the Punjab Assembly named Sheikh Islam. The three Muslim politicians were not immediately available for comment, but the Gujrat superintendent of police investigations, identified only as Hafeez, told Christian leaders they were respectable legislators who were innocent.

Also asserting that the three Muslim politicians were behind the violence, Pastor Khan said the assailants have vowed to mount an attack on Mohalla Kalupura similar to the Islamist assault on Gojra in 2009. On Aug. 1, 2009, an Islamic mob acting on a false rumor of blaspheming the Quran and whipped into frenzy by local imams attacked the Christian colony in Gojra, burning at least seven Christians to death, injuring 19 others, looting more than 100 houses and setting fire to 50 of them. The dead included women and children.

Bishop Pervaiz said the attackers in Gujrat have threatened to kill him, Pastor Khan and Bishop Yashua John and continue to roam the streets of Mohalla Kalupura looking for Christian residents to kill.

The Lorry Adda police station house officer (SHO), inspector Riaz Qaddar, has stated publicly that “no stone would be left unturned” to apprehend the gunmen, but the Christian leaders said he has refused to act.

“The SHO flatly denied indicting the Muslim mob and especially the Muslim legislators,” said Pastor Khan, chairman of Power of God’s Healing Ministry International Pakistan and national coordinator of Jesus’ Victory Gospel Assembly of Pakistan.

Bishop Pervaiz said that besides the Christian accused of blasphemy, the attacks also may have been sparked by the election victory last year of an area Christian – who was slain a few days after taking office. Yaqoob Masih won the Tehsil Municipal Authority Gujrat election by a landslide, and a few days after he took office on Dec. 15, 2009, Muslim candidates running for the same office killed him, Bishop Pervaiz said.

He added that Lorry Adda police did not register a murder case at that time.  

In the blasphemy case, Tariq Gill was falsely charged on Aug. 15, 2009 under Section 295-B of Pakistan’s blasphemy laws for desecrating the Quran, but due to the intervention of Christian leaders, influential Muslim elders and police, he was exonerated of all allegations on Sept. 3, 2009, said Bishop Pervaiz, who is also chairman of the Council of Bishops and head of the National Churches in Pakistan.

“Muslim legislators Meer Anjum, Sheikh Islam and Farasat Dar had resentment against Murad Gill’s family over this blasphemy row as well,” said Bishop Pervaiz, “and now through these assaults, which are becoming more frequent and massive, emboldened Muslims have found a way to vent their fury.”

The Christian leaders said they approached District Police Officer Afzaal Kausar about the attacks, and he sent the application for charges to Hafeez, the superintendent of police investigation in Gujrat.

“But he did not bother to watch the video we shot of the attack and shrugged off the matter,” Pastor Khan said.

He said that Hafeez told them that Anjum, Dar and Islam were respectable legislators, “and without any investigation declared them innocent.”

This afternoon Pastor Khan led a protest at the Islamabad National Press Club. He said more than 250 Christian protestors reached Islamabad despite an attempt by Inspector Qaddar of Lorry Adda police station to arrest them before they left the area.

“But the invisible hand of Almighty God helped us, and we safely made it to Islamabad,” Pastor Khan said. “Although the government has clamped a ban on all sorts of processions and demonstrations, we successfully staged the sit-in before National Press Club Islamabad.”

Saying he regretted that the demonstration had drawn little attention, he added that the protestors would remain in front of the building tonight demanding justice. The pastor said tomorrow (Sept. 28) they would protest in front of the Islamabad Parliament House.

Church Building in Bogor, Indonesia Re-opens – for a Day


City officials order security police to close church under cover of darkness.

JAKARTA, Indonesia, September 8 (CDN) — The Bogor city government in West Java re-sealed the Gereja Kristen Indonesia (GKI) Yasmin Church on Aug. 28, one day after security police had removed the seal and lock.

Under cover of darkness, Bogor security police were ordered to secretly re-seal the church building at 11 p.m. the night before it was to be used for worship services.

Jayadi Damanik, a member of the GKI Yasmin legal team, said security police had removed the lock and seal after church talks with the district officer, the Bogor police chief, the head of the security police and citizens who live near the church. In those talks all parties agreed that there was no reason to question the construction and presence of the GKI Yasmin Church, he said.  

The district officer and the Bogor police chief told church leaders that the original sealing of the church on April 11 was the unwarranted result of political pressure, he said.

After re-opening the church on Aug. 27, authorities placed a notice that read, “Because this Gereja Kristen Indonesia building has satisfied all of the requirements, it has a building permit, No. 645.8-372 Year 2006, and has been strengthened by the force of law according to the decision handed down by the Bandung State Court Number 41/G/2008/PTUN-BDG, which rescinded the Bogor City Government decree Number 503/208-DKTP dated Feb. 14 freezing the permit.”

But on Aug. 28 at about 4 a.m., unknown persons locked the gate of the GKI Yasmin fence and placed a banner on it that read, “Because this building is continuing to be processed under the law, it cannot be used.”

At 11 a.m. that day, the church took off the lock and removed the banner, but late that night security police resealed it with a new notice.

Besides sealing the building under cover of darkness, Damanik said, there was no formal notice and no church witnesses.

“Why did they do this at night, like thieves?” Damanik said. “Because of this, we do not accept the seal as legal.”

He added that the State Court had found the April 11 sealing was illegal.

After the resealing, the GKI legal team went to the office of the security police to ask about it.  Yan Yan, head of the security police, said that his superiors, the Bogor municipal government, and the influential Bogor politicians had pressured him to re-seal it. He said his bosses had scolded him for taking off the seal on Aug. 27.

“I am astounded,” Damanik said. “Why should a security police officer who takes off a seal based on a legal decision be reprimanded rather than appreciated?”

Damanik said he appreciated the heart of the security chief, who understood that there was no reason for the Bogor government to seal the church on April 11.  

“I am proud that Mr. Yan did the right thing and took off the seal, even though it was just for one day,” he said. “He did this because he understood the truth.”As a result of this incident, Damanik said he hopes that the political elites will repent and carry out the court’s order.

GKI Yasmin elder Thomas Wadu Dara said the church would protest the resealing.  

“After this incident, we are going to write to the Indonesian president and the Parliament,” Wadu Dara said.

He said he hoped that the congregation would continue to be patient in meeting the challenges and not give up in their struggle for the truth.  

“We are going to continue worshipping on Sunday at 8 o’clock,” he said.

Since April 11, the GKI Yasmin congregation has been allowed to worship only once every two weeks on the shoulder of the road bordering fence in front of the church building that the Bogor government sealed.
