After riots, Donald Trump leaves office with under 40% approval

At 4am Thursday AEDT, Joe Biden and Kamala Harris will be inaugurated as president and vice president of the United States, replacing Donald Trump and Mike Pence. What follows is a discussion of US political events over the past two weeks.

On January 5, Democrats won the two Georgia Senate runoffs. Raphael Warnock (D) defeated Kelly Loeffler (R) by 2.0%, and Jon Ossoff (D) defeated David Perdue (R) by 1.2%.

After November’s elections, Republicans held a 50-48 Senate lead, so these results enabled Democrats to tie the Senate at 50-50, with Harris to cast the tie-breaking vote. Democrats gained a net three Senate seats from the pre-November Senate.

On January 6, pro-Trump rioters stormed Congress as it met to certify Biden’s Electoral College victory. The rioters were clearly influenced by Trump’s baseless claims of election fraud. Despite the riots and the courts’ resounding rejections of Trump’s claims, two state certifications were contested: Pennsylvania, which Biden won by 1.2% and Arizona (Biden by 0.3%).

Seven Republican senators out of 51 objected to Pennsylvania’s certification, as did 138 Republicans in the House of Representatives, with smaller numbers objecting to Arizona. The House objectors included House Republican leader Kevin McCarthy.

Just 64 House Republicans opposed the objection, so of those who cast a Yes/No vote on objecting to Pennsylvania, 68% supported the objection. Democrats were unanimously opposed.

It is not just Trump or the rioters, but also these Republicans in Congress who objected to the certifications on baseless election fraud claims who deserve to be condemned for anti-democratic behaviour.

I had two articles for The Poll Bludger about Georgia and the anti-democratic nuttiness of Trump and Republicans. The first was a preview, while the second was a live blog on the Georgia results and the events in Congress the next day.

In response to the riots, on January 13 the Democrat-controlled House impeached Trump for the second time by a 232-197 margin. All Democrats and ten Republicans supported impeachment. It requires a two-thirds majority in the Senate to convict. Trump’s Senate trial will not start until after he leaves office.

Since the riots, social media companies like Twitter and Facebook have blocked Trump’s accounts. But for two months after the election result was called by the media, Trump was able to use his Twitter account to rant that the election was stolen from him.

It is not surprising Trump’s supporters believe him: in a recent poll for the US ABC News and the Washington Post, over 70% of Republicans do not believe Biden was legitimately elected.

In the wake of the riots, Trump’s ratings have slumped. In the FiveThirtyEight aggregate, 38.5% approve of Trump’s performance and 57.9% disapprove, for a net approval of -19.4%. His net approval has dropped nine points since the riots. Trump’s net approval is his worst since December 2017.

FiveThirtyEight has charts of presidential approval since Harry Truman (president from 1945-53). Two previous presidents (Gerald Ford and John F. Kennedy) did not reach Trump’s four years as president. Of those who had at least four years, Trump’s final net approval is worse than all except Jimmy Carter at this point in their terms.

In a Marist poll, 47% thought Trump would be remembered as one of the worst presidents, while 16% thought he would be remembered as one of the best.

  • Biden won the Electoral College by 306 to 232, but he only won the tipping-point state (Wisconsin) by 0.6%. The tipping-point state is the state that puts the winning candidate over the magic 270 Electoral Votes needed to win.

  • Biden won the national popular vote by 4.5% or just over 7 million votes. So the tipping-point state was 3.9% more pro-Trump than the popular vote.

  • Trump’s vote held up well with the non-University educated whites who had given him his upset 2016 win. Biden owed his Electoral College victory to gains in the suburbs, where there is a higher amount of university education.

  • Trump improved greatly from 2016 with Hispanics, leading to large swings in his favour in diverse places like Miami-Dade county, Florida and New York City.

  • There was disappointment for Democrats relative to expectations in Congressional races, although the Georgia runoff results have improved this.The Conversation

How drought is affecting water supply in Australia’s capital cities

The level of water stored by Australia’s capital cities has steadily fallen over the last six years. They are now collectively at 54.6% of capacity – a decline of 30% from 2013.

We’re going into a hot summer and Sydney has just announced level 2 restrictions, the toughest for any capital. Data from the Bureau of Meteorology shows other capital cities facing mixed results.

The results show that Darwin’s water supply has lost about 25% over the last year. On the plus side, Melbourne’s supply actually increased over 2019, having fallen below 50% earlier this year, and now sits on 63.9%.

While the national average is trending downwards, the patterns for each city are very different. Sydney and Perth water supplies have had contrasting journeys over the last six years. In October 2013 Perth’s supply was a very low 33.8% and Sydney was a comfortable 91%.

Now, for the first time in many years Perth does not have Australia’s lowest level of all capital city water storages. As of last week, Sydney has taken this unwanted distinction from Perth.

For Perth residents, the news is good as their surface water storages are at a six-year high of 46.4%. In Sydney they are worried, as they have a six-year low of 46.2%.

Sydney has experienced a steep decline over the last 30 months, from nearly full storages (96%) in April 2017. The speed and severity of the Sydney drought is starting to resemble previous dry spells. One was in the 1940s and the other was the Millennium drought.

Perth has lived with the most water stress of any capital city. They have had to contend with a steady 45-year decline in rain. The inflow of water into Perth’s dams has also fallen dramatically.

Perth has adapted to its drying climate by sourcing water from many different supplies. It now uses its surface water storages for about 10% of its water supply. Much larger proportions of Perth’s supply comes from its two desalination plants, which unlike the other capitals are constantly in operation. It makes greater use of groundwater and highly treated recycled water. Perth also has permanent water restrictions.

Sydney’s desalination plant, after hibernating for 7 years, is now supplying water. It was switched on in late January 2019 when Sydney supply hit 60%, and can supply 15% of water demand. Unusually perhaps, the desalinated water does not reach all parts of Sydney.

Sydney Water has announced plans to double the capacity of the desalination plant. Construction is expected to begin soon.

Melbourne and Brisbane water supplies are currently at similar levels. However, since 2013 Melbourne’s storages have generally been lower than Brisbane’s. Melbourne’s supply has risen in 2019 after good winter rainfall in its catchments. The storages have increased from under 50% (49.6%) in late May 2019. Today, Brisbane storage levels are now at 59.2%.

Melbourne residents use less water than the other capital cities. In 2018 the average Melbourne resident used 161 litres per day, approximately 30% less than Sydney residents.

Melbourne’s supplies have also been supplemented with the reactivation of its Wonthaggi desalination plant in 2019. It is Australia’s largest desalination plant, capable of producing 410 million litres a day.

Brisbane also built a desalination plant after the Millennium Drought. In addition, they also made very large investments in Australia’s largest waste water recycling scheme. The Western Corridor recycled water scheme opened in 2008, cost $2.5 billion and features three advanced waste water treatment plants, with more than 200 km of pipelines and three advanced waste water treatment plants.

Hobart, Darwin and Canberra are the three Australian capital cities without desalination plants. Canberra has had a steady decline in its supply over three years. It was full in October 2016, gradually dropping to 51.6% in November 2019. Hobart’s storages were above 80% for most of the last six years. They were just above 90% 12 months ago and have since fallen to their current level of 72%.

Darwin’s water supply was full as recently as April 2018. Now, 18 months later, it is just touching 54%. This is its lowest level in six years. Darwin, our tropical capital, has the most seasonal rainfall of Australia’s capitals. Typically, they have almost no rain June to September during their dry season, and a wet season of heavy rains from October to April.
However, the last wet season was one of the driest on record.

Adelaide’s water storage has fluctuated over the last 6 years. Adelaide gets more rain in winter and has dry summers, an opposite pattern to that of Darwin. Over the last 3 years the level has dropped from over 97% in October 2017 to just below 58%.

The desalination plant in Adelaide can supply up to 50% of its water supply. It has been operating in 2019, although not in the wetter months of July and August. The Murray also continues to supply a large proportion of Adelaide’s water supply. The Commonwealth has agreed to use drought funding for the Adelaide desalination plant, so more river water can be used by farmers upstream to grow fodder for livestock.

Australia is set for a dryer and hotter summer than average, particularly in the east. Coupled with continued high levels of household demand, we can expect further declines in water storage levels through the first half of 2020.The Conversation

Morrison’s decision to recognise West Jerusalem the latest bad move in a mess of his own making

Scott Morrison’s announcement that Australia would recognise West Jerusalem as Israel’s capital has cause a negative reaction not only from the Muslim world, but from Israel itself.

Prime Minister Scott Morrison will have learned a valuable foreign policy lesson in the past day or so as it relates to the Holy Land.

As ye sow, so shall ye reap (Galatians 6:7).

When Morrison allowed a thought bubble to become a political ploy in the Liberal party’s desperation to cling on to a safe seat in the Wentworth byelection, he miscalculated the damage it would cause to his own credibility and the country’s foreign policy settings.

An inexperienced prime minister blundered into the thicket of Middle East politics by announcing Australia would both consider moving its embassy from Tel Aviv to Jerusalem, and would also review its support for the Joint Comprehensive Plan of Action (JCPOA).

This latter is the 159-page document negotiated by the permanent members of the Security Council, plus Germany. In it, Iran agreed to freeze its nuclear program.

In any event, Morrison indicated Canberra would continue to adhere to JCPOA, thus putting itself at odds with Washington. The United States announced it would abandon the JCPOA, pending the negotiation of better terms.

In his efforts to purloin the Jewish vote in Wentworth, Morrison’s shallow marketing impulses got the better of policy prudence.

He proceeded with haste in the first instance, and now he can repent at leisure after having sought – unsuccessfully it seems – to thread the needle in his policy pronouncements at the weekend.

If we stretch the biblical allusions further, we might say that when it comes to the Middle East, it is easier for a camel to pass through the eye of a needle than for a political ingénue to shift the status quo in Australia’s position on the vexed Arab-Israel issue.

What has now happened – as it inevitably would – after Morrison announced that Australia would recognise West Jerusalem as Israel’s capital and establish a branch office there, is a negative reaction not only from the Muslim world, but from Israel itself.

So an Australian prime minister goes out on a limb for the Jewish state, only to have it sawn off by critics in Israel who did not like the distinction he made between Jerusalem’s Jewish west and Arab east.

Under Israel’s Basic Law, the constitution, an undivided Jerusalem is deemed to be the country’s capital in perpetuity. This position was bolstered in a Knesset vote as recently as this year.

Israel’s official reaction to the Morrison announcement was to describe it as a “step in the right direction”. However, as its implications sunk in, Israeli public figures began to take strong exception to Australia’s “acknowledgement” of Palestinian claims to Jerusalem in a final status peace settlement.

Typical of the reaction was this, via Twitter, from Tzachi Hanegbi, a prominent Knesset member of the nationalist Likud party and confidant of Prime Minister Benjamin Netanyahu.

Yuli Edelstein, the speaker of the Knesset, went further.

We expected more from a friendly country like Australia […] I am hoping that our cool response will make it clear to the Australians that this is not what we were wishing for.

Pointedly, Netanyahu had not commented publicly at time of writing.

In his announcement on Saturday at a Sydney Institute event, Morrison set out his stall on the Jerusalem issue. In the process, apart from infuriating the Israeli nationalist right, he exposed himself to withering criticism at home and in the region.

This was the nub of Morrison’s statement:

Australia now recognises West Jerusalem, being the seat of the Knesset and many of the institutions of government, is the capital of Israel […] Furthermore, recognising our commitment to a two-state solution, the Australian Government has also resolved to acknowledge the aspirations of the Palestinian people for a future state with its capital in East Jerusalem.

While Morrison’s use of the word “acknowledge” falls a long way short of “recognising” Palestinian aspirations, his “acknowledgement”, in the context of final status peace negotiations, trespasses on an Israeli article of faith.

Israel’s insistence on an undivided Jerusalem in perpetuity under its control contradicts an international consensus that East Jerusalem remains occupied territory since the 1967 Six-Day War.

Australia has supported numerous United Nations resolutions to this effect, including Security Council resolutions 242 of 1967 and 338 of 1973 that called on Israel to withdraw from territories occupied in war.

In his efforts to find favour with Israel’s supporters, Morrison crossed that divide, thereby infuriating an Israeli government and discomforting Israel’s backers in Australia, notwithstanding their professed delight at the latest turn of events.

Australia’s position, it might be noted, contrasts with that of the United States. Washington recognised Jerusalem as Israel’s capital earlier this year without making a distinction between “west” and “east”.

In his Sydney Institute speech, Morrison indicated he and his public service advisers had conferred widely in their efforts to come up with a form of words that would be consistent with his pledge to review Australia’s position on Jerusalem.

This review included consultations with:

…some eminent Australian policymakers: former heads of various agencies and departments whether in Defence, Foreign Affairs or Prime Minister and Cabinet.

Advice to Morrison from what was known as a “reference group” of “eminent Australian policymakers” was overwhelmingly, if not unanimously, resistant to changing the status quo.

In other words, Australia should adhere to settled policy.

Morrison chose to ignore this advice after having committed himself to a review. In the process, and unnecessarily, he has risked negative reactions from Australia’s important neighbours, Indonesia and Malaysia, and from the Arab world. At home, he has exposed himself to criticism he has jeopardised Australia’s international standing for no conspicuous benefit.

This has been a mess, and one entirely of Morrison’s own making, driven by short-term political calculations.The Conversation

Nepal Christians Begin Legal Battle for Burial Ground


Hindu group declares country a Hindu state; upper castes seek halt to conversions.

KATHMANDU, Nepal, April 19 (CDN) — With the government refusing to listen to their three-year plea for an official cemetery and ignoring a protracted hunger strike, Nepal’s Christians are now seeking redress from the Supreme Court.

“Every day there are two to three deaths in the community, and with each death we face a hard time with the burial,” said Chari Bahadur Gahatraj, a pastor who filed a petition in the high court on March 13 asking it to intervene as authorities of Nepal’s oldest Hindu temple had begun demolishing the graves of Christians there.

Gahatraj and Man Bahadur Khatri are both members of the newly formed Christian Burial Ground Prayer and National Struggle Committee that since last month began leading a relay hunger strike in a public area of the capital, asking for a graveyard. They said they were forced to go to court after the Pashupati Area Development Trust (PADT), which runs Nepal’s oldest Hindu shrine, the Pashupatinath temple, said it would no longer allow non-Hindus to use the temple’s forested land.

“We don’t want to hurt the sentiments of any community,” Gahatraj told Compass. “Nor are we trying to grab the land owned by a temple. We are ready to accept any plot given to us. All we are asking for is that the burials be allowed till we get an alternate site.”

Judge Awadhesh Kumar Yadav has since ordered the government and PADT not to prevent Christians from using the forest for burials until the dispute is resolved. The legal battle, however, now involves a counter-suit. Hindu activist Bharat Jangam filed a second writ on March 20, saying that since the forest was the property of a Hindu temple, non-Hindus should not be allowed to bury their dead there just as churches do not allow Hindu burials.

Subsequently, the court decided to hear the two petitions together, and yesterday (April 18), the hearings began. While two lawyers argued on behalf of Gahatraj and Khatri, a cohort of 15 lawyers spoke against their petition. The next hearing is scheduled for May 3.

Along with the legal battle, Christians have kept up their relay hunger strike. To step up pressure on the government, the protestors also announced they would lead a funeral march to the offices of the prime minister and the culture minister and hand over coffins to them as a symbolic protest. If that too failed, they warned they would have no option but to go on hunger strike in front of the prime minister’s office and parliament, this time carrying dead bodies with them.

Alarmed at the rate the issue was snowballing, the government finally responded. Yesterday Culture Minister Gangalal Tuladhar opened talks with the protestors, agreeing to continue the negotiations after three days. The government also formed a four-member committee to look into the demand. Currently, Christians are asking for cemetery land in all 75 districts of Nepal.

Protestors were wary of the government’s intent in the overture.

“This could be a ploy to buy time and bury the issue,” said a member of the Christian committee formed to advise parliament on drafting the new constitution, who requested anonymity.

Though the committee formed to look into the Christians’ demand for burial land has been asked to present a report within two weeks, Christians suspect the panel is dragging its feet.

“The new constitution has to be promulgated by May 28, but it does not seem likely that the main political parties will be able to accomplish the task,” the Christian committee member said. “And if the constitution doesn’t materialize in time, there will be a crisis and our problem will be shelved.”

 

Hindu Nation

Adding to their unease, Christians are now facing a redoubled campaign by Hindu groups for the restoration of Hinduism as the state religion, five years after parliament declared Nepal, the world’s only Hindu kingdom, secular.

If the new constitution had been promulgated last year, it would have consolidated secularism in Nepal. But with the country missing the deadline due to protracted power-sharing rows among the major political parties, Christians still feel under threat.

On Thursday (April 14), when the country celebrated the start of the indigenous new year 2068 with a public holiday, the Rastriya Prajatantra Party-Nepal, which seeks the reinstatement of Hinduism as the state religion, kicked off a campaign at the Bhadrakali temple in Kathmandu. As curious onlookers and soldiers patrolling the nearby army headquarters looked on, party members fervently blew into conch shells and rang bells to draw people’s attention to their demand.

The party, which is also seeking the restoration of monarchy, took some oblique shots at the Christian community as well.

“There is a deliberate and systematic attempt by organizations to convert Hindus,” said Kamal Thapa, party chief and a former minister. “These organizations are guided by foreign powers and foreign funds. If the widespread conversion of Hindus is not stopped immediately, we will have to take stern measures.”

Three days later, an umbrella of Hindu groups – the Rastriya Dharma Jagaran Mahasabha (the National Religion Resurrection Conference) held a massive gathering in the capital, declaring Nepal a “Hindu state” and meeting with no official objection. The proclamation came as the climax to a three-day public program calling for the restoration of “the traditional Hindu state.” Several Hindu preachers and scholars from neighboring India attended the program, held on the grounds of the Pashupatinath temple, which is also a UNESCO-declared World Heritage Site.

The “Hindu state” proclamation was the brainchild of Shankar Prasad Pandey, a former member of parliament from Nepali Congress, the second largest party in Nepal, now in opposition. Though Pandey was a sitting Member of Parliament in 2006, when the body unanimously declared Nepal secular, he began opposing the move soon afterwards, leading four campaigns against it nationwide.

“I consider the nation and the Hindu religion to be more important than the party,” said Pandey, known as the MP who began to go barefoot 32 years ago to show solidarity with Nepalese, who are among the poorest in the world. “Over 90 percent of the Nepalese want Nepal to be a Hindu state. However, the government is led by people whose only concern is power and money.”

Pandey’s campaign is supported by Hindu groups from India and the West: Narendranath Saraswati, who is the Shankaracharya or religious head of a prominent Hindu shrine in India’s Varanasi city; Dr. Tilak Chaitanya, chief of a group in the United Kingdom that propagates the Gita, the holy book of the Hindus; and Tahal Kishore, head of a Hindu organization, Radha Krishna Sevashram, in the United States.

Two weeks before the May 28 deadline for the new constitution, Pandey and his followers plan to step up the campaign for a “Hindu state” in the capital. Though Pandey denies it could stir up animosity between the majority-Hindus and Christians – whose minority population is said to have crossed 2 million but is actually only 850,801, according to Operation World – there are fears of religious tension if not outright violence.

The Hindu rallies continue to grow as a pressure tactic. Yesterday (April 18), members of Nepal Brahman Samaj, an organization of “upper castes” from whose echelons temple priests are appointed, fought with security forces in front of parliament house, demanding their rights be respected and an end to conversions.

More Hindutva (Hindu nationalist) campaigning is scheduled on April 29, when the Rastriya Prajatantra Party-Nepal’s Thapa has called for a mass gathering in the capital.

Religious Conversion Worst Form of ‘Intolerance,’ Bhutan PM Says


Propagation of religion is allowable – but not seeking conversions, top politician says.

THIMPHU, Bhutan, April 13 (CDN) — In the Kingdom of Bhutan, where Christianity is still awaiting legal recognition, Christians have the right to proclaim their faith but must not use coercion or claim religious superiority to seek conversions, the country’s prime minister told Compass in an exclusive interview.

“I view conversions very negatively, because conversion is the worst form of intolerance,” Jigmi Yoser Thinley said in his office in the capital of the predominantly Buddhist nation.

Christian leaders in Bhutan have told Compass that they enjoy certain freedoms to practice their faith in private homes, but, because of a prohibition against church buildings and other restrictions, they were not sure if proclamation of their faith – included in international human rights codes – was allowed in Bhutan.

Prime Minister Thinley, who as head of the ruling party is the most influential political chief in the country, said propagation of one’s faith is allowed, but he made it clear that he views attempts to convert others with extreme suspicion.

“The first premise [of seeking conversion] is that you believe that your religion is the right religion, and the religion of the convertee is wrong – what he believes in is wrong, what he practices is wrong, that your religion is superior and that you have this responsibility to promote your way of life, your way of thinking, your way of worship,” Thinley said. “It’s the worst form of intolerance. And it divides families and societies.”

Bhutan’s constitution does not restrict the right to convert or proselytize, but some Non-Governmental Organizations have said the government effectively limits this right by restricting construction of non-Buddhist worship buildings and celebration of some non-Buddhist festivals, according to the U.S. Department of State’s 2010 International Religious Freedom Report.

It adds that Bhutan’s National Security Act (NSA) further limits proclamation of one’s faith by prohibiting “words either spoken or written, or by other means whatsoever, that promote or attempt to promote, on grounds of religion, race, language, caste, or community, or on any other ground whatsoever, feelings of enmity or hatred between different religious, racial, or language groups or castes and communities.” Violation of the NSA is punishable by up to three years’ imprisonment, though whether
any cases have been prosecuted is unknown, according to the State Department report.

Bhutan’s first democratic prime minister after about a century of absolute monarchy, Thinley completed three years in office last Thursday (April 7). While he affirmed that it is allowable for Christians to proclaim their faith – a practice commanded by Christ, with followers agreeing that it is the Holy Spirit, not man, that “converts” people – Thinley made his suspicions about Christians’ motives manifest.

“Any kind of proselytization that involves economic and material incentives [is wrong],” he said. “Many people are being converted on hospital beds in their weakest and most vulnerable moments. And these people are whispering in their ears that ‘there is no hope for you. The only way that you can survive is if you accept this particular religion.’ That is wrong.”

Thinley’s suspicions include the belief that Christians offer material incentives to convert.

“Going to the poor and saying, ‘Look, your religion doesn’t provide for this life, our religion provides for this life as well as the future,’ is wrong. And that is the basis for proselytization.”

Christian pastors in Thimphu told Compass that the perception that Bhutan’s Christians use money to convert the poor was flawed.

The pastors, requesting anonymity, said they prayed for healing of the sick because they felt they were not allowed to preach tenets of Christianity directly. Many of those who experience healing – almost all who are prayed for, they claimed – do read the Bible and then believe in Jesus’ teachings.

Asked if a person can convert if she or he believed in Christianity, the prime minister replied, “[There is] freedom of choice, yes.”

In his interview with Compass, Thinley felt compelled to defend Buddhism against assertions that citizens worship idols.

“To say that, ‘Your religion is wrong, worshiping idols is wrong,’ who worships idols?” he said. “We don’t worship idols. Those are just representations and manifestations that help you to focus.”

Leader of the royalist Druk Phuensum Tshogpa party, Thinley is regarded as a sincere politician who is trusted by Bhutan’s small Christian minority. He became the prime minister in April 2008 following the first democratic election after Bhutan’s fourth king, Jigme Singye Wangchuck, abdicated power in 2006 to pave the way toward democracy.

Until Bhutan became a constitutional monarchy in 2008, the practice of Christianity was believed to be banned in the country. The constitution now grants the right to freedom of thought, conscience and religion to all citizens. It also states that the king is the protector of all religions.

Thus far, the Religious Organisations Act of 2007 has recognized only Buddhist and Hindu organizations. As a result, no church building or Christian bookstore has been allowed in the country, nor can Christians engage in social work. Christianity in Bhutan remains confined to the homes of local believers, where they meet for collective worship on Sundays.

Asked if a Christian federation should be registered by the government to allow Christians to function with legal recognition, Thinley said, “Yes, definitely.”

The country’s agency regulating religious organizations under the 2007 act, locally known as the Chhoedey Lhentshog, is expected to make a decision on whether it could register a Christian federation representing all Christians. The authority is looking into provisions in the law to see if there is a scope for a non-Buddhist and non-Hindu organization to be registered. On whether the Religious Organisations Act could be amended if it is determined that it does not allow legal recognition of a Christian federation, the prime minister said, “If the majority view and support prevails in the country, the law will change.”

Thinley added that he was partially raised as a Christian.

“I am part Christian, too,” he said. “I read the Bible, occasionally of course. I come from a traditional [Christian] school and attended church every day except for Saturdays for nine years.”

A tiny nation in the Himalayas between India and China, Bhutan has a population of 708,484 people, of which roughly 75 percent are Buddhist, according to Operation World. Christians are estimated to be between 6,000 to nearly 15,000 (the latter figure would put Christians at more than 2 percent of the population), mostly from the south. Hindus, mainly ethnic Nepalese, constitute around 22 percent of the population and have a majority in the south.

 

Religious ‘Competition’

Bhutan’s opposition leader, Lyonpo Tshering Togbay, was equally disapproving of religious conversion.

“I am for propagation of spiritual values or anything that allows people to be good human beings,” he told Compass. “[But] we cannot have competition among religions in Bhutan.”

He said, however, that Christians must be given rights equal to those of Hindus and Buddhists.

“Our constitution guarantees the right to freedom of practice – full stop, no conditions,” he said. “But now, as a small nation state, there are some realities. Christianity is a lot more evangelistic than Hinduism or Buddhism.”

Togbay said there are Christians who are tolerant and compassionate of other peoples, cultures and religions, but “there are Christians also who go through life on war footing to save every soul. That’s their calling, and it’s good for them, except that in Bhutan we do not have the numbers to accommodate such zeal.”

Being a small nation between India and China, Bhutan’s perceived geopolitical vulnerability leads authorities to seek to pre-empt any religious, social or political unrest. With no economic or military might, Bhutan seeks to assert and celebrate its sovereignty through its distinctive culture, which is based on Buddhism, authorities say.

Togbay voiced his concern on perceived threats to Bhutan’s Buddhist culture.

“I studied in a Christian school, and I have lived in the West, and I have been approached by the Jehovah’s Witness – in a subway, in an elevator, in a restaurant in the U.S. and Switzerland. I am not saying they are bad. But I would be a fool if I was not concerned about that in Bhutan,” he said. “There are other things I am personally concerned about. Religions in Bhutan must live in harmony. Too often I have come across people who seek a convert, pointing to statues of our deities and saying
that idol worship is evil worship. That is not good for the security of our country, the harmony of our country and the pursuit of happiness.”

The premise of the Chhoedey Lhentshog, the agency regulating religious organizations, he said, “is that all the different schools of Buddhism and all the different religions see eye to eye with mutual respect and mutual understanding. If that objective is not met, it does not make sense to be part of that.”

It remains unclear what the legal rights of Christians are, as there is no interaction between the Christians and the government. Christian sources in Bhutan said they were open to dialogue with the government in order to remove “misunderstandings” and “distrust.”

“Thankfully, our political leadership is sincere and trustworthy,” said one Christian leader.

Asserting that Christians enjoy the right to worship in Bhutan, Prime Minister Thinley said authorities have not interfered with any worship services.

“There are more Christian activities taking place on a daily basis than Hindu and Buddhist activities,” he added.

Nepal Church Bomber Faked Repentance


Imprisoned chief of Hindu militant group used Christianity to cover up extortion, terror.

KATHMANDU, Nepal, April 4 (CDN) — The chief of a militant Hindu extremist group sought to disguise his extortion and terror activities from behind bars by claiming he had repented of bombing a church in Nepal and showing interest in Christianity, according to investigators.

The revelation emerged when Nepal’s premier investigation agency foiled a plot to explode a series of bombs devised by Ram Prasad Mainali, former chief of the Hindu militant outfit Nepal Defence Army (NDA), in the capital city of Kathmandu. Police on March 4 arrested six cohorts of Mainali carrying powerful “socket bombs” – home-made, hand grenade-type weapons made from plumbing joints – and high-explosive powder, to be used as part of a plan to extort money from industrialists, The Himalayan Times reported.

In an interview last year, Mainali had told Compass that his interaction with Christians inside jail in Kathmandu’s Nakkhu area had led him to repent of his deeds and read the Bible (see “Bomber in Nepal Repents, Admits India Link,” Jan. 4, 2010). Mainali was arrested on Sept. 5, 2009 for exploding a bomb in a Catholic parish in Kathmandu, Our Lady of the Assumption, which killed a teenager and a newly married woman and injured more than a dozen others on May 23 of that year.

Prior to the Compass interview, Mainali had sent a handwritten letter from the prison to a monthly Christian newsmagazine in Nepal, Hamro Ashish (Our Blessing), saying he regretted having attacked Christians.

A local Christian worker who had known Mainali said the church bomber used Christianity to evade police surveillance.

“I was disheartened when I recently learned that Mainali had threatened some pastors with violent attacks, demanding protection money from them,” he told Compass on condition of anonymity.

The source said Mainali threatened him and pastors he knew by phone. He suspected that a fellow prisoner, Jeevan Rai Majhi, previously considered a convert to Christianity, had given the pastors’ phone numbers to Mainali. Majhi, formerly a notorious criminal, had allegedly accepted Christ inside the prison, and jail authorities made him the prison leader. He also led a Bible study group in the prison.

“Some prisoners who attend the Bible study in the Nakkhu Jail told me that Mainali shared the extortion money with Majhi, which aroused jealousy among other prisoners, who reported it to the jail authorities,” the source said.

Around 150 prisoners attend the Nakkhu Gospel Church inside the prison premises, though Majhi is no longer leading it. Both Mainali and Majhi were recently transferred, Mainali to the Dilli-Bazaar Jail and Majhi to the Mid-Nepal Central Jail.

Deputy Inspector General of Police and Central Investigation Bureau (CIB) Director Rajendra Singh Bhandari told The Kathmandu Post that the arrest of Mainali’s men was a “tremendous achievement” that averted “mass casualties” in the capital.

“It seems that Mainali had filled the arrestees’ minds with dreams of earning quick bucks through terror,” the daily quoted another investigation official as saying.

The Christian source said he still hoped for genuine repentance in Mainali and Majhi.

“Mainali and Majhi must have at least some knowledge of the Bible,” he said. “So I am still hopeful that they would reflect on who God is and truly repent of their ways as they spend their time in prison cells incommunicado [prohibited from speaking with any outsider].”

According to The Kathmandu Post, the CIB had been observing Mainali following complaints that he had demanded large sums of money from businessmen and others.

“He had been making phone calls and sending demand letters to them,” the daily reported on March 4.

Compass requested an interview with Mainali at the Dilli-Bazaar Jail, which officials refused.

“We have orders not to allow Mainali to meet anyone,” said one official.

Mainali had earlier told Compass that he formed the NDA with the support of Hindu nationalists in India in 2007 to re-establish the Hindu monarchy, which fell after a decade-long armed struggle by former Maoist guerrillas peaked in 2006, when all political parties joined protests against King Gyanendra.

The NDA is also believed to be responsible for bombing mosques and killing Muslims and Christians, including the Rev. John Prakash Moyalan, a Catholic priest who was principal of the Don Bosco educational institution in eastern Nepal, in June 2008. While Christians in Nepal faced persecution at the hands of the Hindu monarchy until 2006, non-state actors have been attacking them since the country began transitioning to a secular democracy.

“Several incidents of religiously incited violence directed at minority religions and their property have been recorded since the signing of the peace accord [between the interim government and the Maoists in 2006],” a local Non-Governmental Organization, Informal Sector Service Sector (INSEC), noted last year.

“Although moves have been made to promote religious tolerance and a climate of peace and cooperation, this area must continuously be monitored,” stated an INSEC report, “Commitment versus Reality,” which mentioned attacks on Christians by Mainali’s outfit.

Of the roughly 30 million people in Nepal, only .5 percent are Christian, and more than 80 percent are Hindu, according to the 2001 census. The actual number of Christians, however, is believed to be much higher.

Judge Exonerates Jailed Evangelist in Bangladesh


Judge rules Christian did not ‘create chaos’ by distributing literature near Islamic event.

DHAKA, Bangladesh, March 31 (CDN) — A judge this week exonerated a Christian sentenced to one year in prison for selling and distributing Christian literature near a major Muslim gathering north of this capital city, his lawyer said.

After reviewing an appeal of the case of 25-year-old Biplob Marandi, the magistrate in Gazipur district court on Tuesday (March 29) cleared the tribal Christian of the charge against him and ordered him to be released, attorney Lensen Swapon Gomes told Compass. Marandi was selling Christian books and other literature when he was arrested near the massive Bishwa Ijtema (World Muslim Congregation) on the banks of the Turag River near Tongi town on Jan. 21.

On Feb. 28 he was sentenced for “creating chaos at a religious gathering” by selling and distributing the Christian literature.

“Some fundamentalist Muslims became very angry with him for selling the Christian books near a Muslim gathering,” Gomes said, “so they harassed him by handing over to the mobile court. His release proves that he was innocent and that he did not create any trouble at the Muslim gathering.”

The judge reviewing the appeal ruled that Marandi proved in court that he sells books, primarily Christian literature, for his livelihood.

“I am delirious with joy, and it is impossible to say how happy I am,” said his brother, the Rev. Sailence Marandi, a pastor at Church of Nazarene International in northern Bangladesh’s Thakurgaon district. “I also thank all those who have prayed for my brother to be released.”

After processing the paperwork for Marandi’s release from Gazipur district jail, authorities were expected to free him by the end of this week, according to his lawyer.

“My brother is an innocent man, and his unconditional release proved the victory of truth,” Pastor Marandi said. “I am even more delighted because my brother’s release proves that he was very innocent and polite.”

The pastor had said his brother did not get the opportunity to defend himself at his original trial.

Marandi’s attorney on appeal argued that his religious activities were protected by the religious freedom provisions of the country’s constitution. The Bangladeshi constitution provides the right for anyone to propagate their religion subject to law, but authorities and communities often objected to efforts to convert people from Islam, according to the U.S. Department of State’s 2010 International Religious Freedom report.

Every year several million male Muslims – women are not allowed – attend the Bishwa Ijtema event to pray and listen to Islamic scholars from around the world. Some 9,000 foreigners from 108 countries reportedly attended the event, though most of the worshippers are rural Bangladeshis. About 15,000 security personnel were deployed to maintain order.

Bangladeshi Muslims equate the annual event with the Hajj, the Islamic pilgrimage to Mecca in Saudi Arabia. This year the Bangladesh event was held in two phases, Jan. 21-23 and Jan. 28-30.

At the same event in 2009, Muslim pilgrims beat and threatened to kill another Bible school student as he distributed Christian literature. A patrolling Rapid Action Battalion elite force rescued Rajen Murmo, then 20, a student at Believers’ Church Bible College, on Feb. 1, 2009.

Bangladesh is the world’s third-largest Muslim-majority nation, with Muslims making up 89 percent of its population of 164.4 million, according to Operation World. Christians are less than 1 percent of the total, and Hindus 9 percent.

Christian in Bangladesh Goes to Prison for Evangelism


DHAKA, Bangladesh, March 23 (CDN) — A Christian has been sentenced to one year in prison for “creating chaos” by selling and distributing Christian books and other literature near a major Muslim gathering north of this capital city.

A magistrate court in Gazipur district handed down the sentence to Biplob Marandi, a 25-year-old tribal Christian, on Feb. 28 after he was arrested near the massive Bishwa Ijtema (World Muslim Congregation) on the banks of the Turag River near Tongi town on Jan. 21.

A copy of the verdict says that he was sentenced according to Section 296 of Bangladeshi law 1860 for “creating chaos at a religious gathering.”

“Duty police found Marandi creating chaos as he was propagating his religion, Christianity, by distributing the tracts as a mobile court on Jan. 21 was patrolling near the field of the Bishwa Ijtema,” the verdict reads. “The accusation – creating chaos at a Muslim gathering by distributing Christian booklets and tracts – against him was read out in the court before him, and he admitted it. He also told the court that he had mainly wanted to propagate his religion, Christianity.”

The Rev. Sailence Marandi, pastor at Church of Nazarene International in northern Thakurgaon district and older brother of Biplob Marandi, told Compass that there was no altercation when his brother was distributing Christian tracts; likewise, the verdict makes no mention of any confrontation.

“I guess some fanatic Muslims found my brother’s works un-Islamic,” he said. “They created chaos and handed over my brother to the police and the mobile court.”

Pastor Marandi said he could not understand how a court could determine that one man could disturb a gathering of hundreds of thousands of Muslims.

“Fanatic Muslims might say this impossible thing, but how can the honorable court can say it?” he said. “In the verdict copy it is written that my brother admitted his offense in the court. This case being very religiously sensitive, I suspect that his confession statement might have been taken under duress.”

Pastor Marandi said his brother was selling Christian books to supplement his livelihood as an evangelist on a street near the event, and there were many curious pedestrians of all faiths among Muslims from around the world.

“Where there were more people, he would go there for selling books and distributing Christian tracts,” he said.

The pastor said he was surprised that Marandi was convicted and sentenced so quickly.

“My brother did not get the chance for self-defense in court,” he said. “Without opportunity for self-defense, sentencing him for one year for evangelical activities was a travesty of justice. It cannot be accepted in a democratic country.”

He added that the family hired a Muslim lawyer for Marandi who did little for him.

“If he had worked, then there would have been cross-examination regarding the confession statement,” Pastor Marandi said. “I think that some Muslim fanatics could not tolerate his evangelical activities near the religious gathering place and handed him over.”

The family has since hired a Christian attorney, Lensen Swapon Gomes, who told Compass that he filed an appeal on Monday (March 21) as Marandi’s religious activities were protected by the religious freedom provisions of the country’s constitution.

“I appealed to the court for his bail and also appealed for his release from the one-year punishment,” said Gomes. “I hope that the honorable court will consider his case, because he is an innocent man and a victim of circumstances. The offense for which he is convicted is bailable.”

Jagadish Edward, academic dean of Gloria Theological Seminary in Dhaka, told Compass that Marandi had engaged in evangelical work after completing three years at the seminary in 2005. Marandi had come to Dhaka from northern Thakurgaon district some 400 kilometers (249 miles) away.

“He was very polite and gentle,” said Edward. “As an evangelist, he knew how to respect other religions. I was really surprised when I heard he was arrested and sentenced for one year.”
