Playing the COVID-19 blame game may feel good, but it could come at a cost — the government’s credibilit

Fingers have been pointing all over the place as the country searches for answers to the stubbornly high coronavirus cases and rising death rates in Victoria.

While Victorian Premier Daniel Andrews has been fronting an increasingly hostile media — as well as a parliamentary inquiry looking into the state’s handling of the pandemic — the federal government has been under fire for its neglect of the aged care sector.

At the same time, Andrews has frequently chastised the Victorian public for not following the rules of social distancing and mask wearing.

Amid all the rancour, it’s worth asking, why are we so quick to assign blame during a crisis, particularly to those in positions of power? And could doing so be counterproductive if the government starts to lose credibility in the public’s eye?

Scapegoating has a long history

As the folklorist Jon D. Lee explains in his book, An Epidemic of Rumors, blame is a normal reaction to epidemics or other calamities. Fear activates powerful psychological mechanisms that allow us to cope. And blaming others is a common coping strategy.

It is not just those in authority who bear the brunt of scapegoating. Foreign powers, unseen conspiracies and minorities have all become targets in the past. During the bubonic plague in the 14th century, Jews faced persecution as the supposed carriers. More recently, older women in Tanzania were accused of witchcraft during a period of extreme drought.

In the current COVID-19 crisis, our own marginalised groups have been targeted. The temporary contract workers employed as security guards in the hotel quarantine program and young Queensland women who dodged mandatory quarantine are recent examples of this kind of scapegoating. Asian Australians have also been taunted, threatened and spat on.

But in Victoria, the government has become the main villain. COVID-19 has come at a time when trust in government has never been lower. As a result, compared to other countries and other times in our history, government has become an easy target.

Why do we feel the need to point the finger?

Some of the reasons are entirely justified and well-intentioned. Freedom of expression, for example, is an essential part of functioning democracies. Our institutions can only remain strong and effective as long as people stay engaged in public life — and hold the powerful to account.

The World Bank has also listed “voice and accountability” as one of six dimensions it examines as part of its worldwide governance index. The index looks at the perception of citizen engagement in selecting their government, as well as freedom of expression, association and media.

The management of the pandemic has highlighted weak and strong governance systems around the world. Norway and New Zealand rank at the top of the “voice and accountability” index, so it’s no surprise they have received high praise for their COVID-19 responses. Australia is also very high, in 10th position.

Other countries that have not done so well on the pandemic are further down the list. The US is 37th and Brazil is 74th.

When done in the right way, casting blame also has an important social function. Holding perceived transgressors, including those in positions of power, to account for their failures and mistakes reinforces society’s rules and acts as a deterrent against those who would flout them.

Blame can alleviate stress, grief and guilt

Blaming is also a normal psychological process that allows individuals to manage stress and fear when faced with life-threatening upheavals.

One of the most powerful human needs is to feel we have some sense of control over our environment – and COVID-19 has undermined this in spectacular fashion.

Control includes the ability to explain why things happen. And pointing fingers at an easy scapegoat, such as the government, can sometimes provide the answers we need to regain control.

Loss of control is also frequently accompanied by grief. In psychiatrist Elisabeth Kübler-Ross’ famous “five stages of grief” from the 1960s, anger is identified as one of the emotions people need to confront in the grieving process. And anger is often associated with finger pointing.

As Kübler-Ross’s collaborator, David Kessler, said this year, people are grieving in a completely new way due to the coronavirus, and part of this is manifested through anger at authority figures, as in, “you’re making me stay home and taking away my activities”.

This is a normal emotion, but one that people need to get past:

You can also think about how to let go of what you can’t control. What your neighbour is doing is out of your control. What is in your control is staying six feet away from them and washing your hands.

Some people may also feel partly responsible for Australia’s inability to contain COVID-19, yet unable to personally make a difference.

Blame helps reconcile these feelings. If someone else is at fault for the pandemic spiralling out of control — for instance, our leaders — that absolves the rest of us from blame and the burden of responsibility.

When blame strips the government of credibility

Rallying around a common cause, even an innocent scapegoat, can bring people together. But this should never be a reason to participate in a witch hunt. Generations of wrongly blamed minorities are a powerful reminder of how social injustice can become entrenched.

More important is to hold those in power to account through social activism, as epidemiologist Jonathan Quick argues in the End of Epidemics. Bureaucracies can suffer from inertia, he argues, and ignore the long-term strategies needed to make us better prepared in the future.

But a government that has lost credibility because of unjustified finger-pointing will struggle to marshal the collective resources needed to effectively fight the pandemic.

Research shows credibility is hugely important when it comes to the power of persuasion — and this is the main lever the government has right now to get people to behave the right way.

Previous pandemics have seen riots and civil unrest. In his book The Psychology of Pandemics, Steven Taylor describes how health professionals and local officials were attacked when visiting communities in Africa and Asia during the Ebola and SARS outbreaks. He argues civil disobedience happens when people share a belief that the authorities are to blame in some way.

We have not yet reached that stage in Victoria, despite the public outrage over the government’s missteps.

The reasons for the pandemic are complex and evolving. No simple scapegoating narrative can change that. But if we hold onto anger and continue to point fingers, it could prevent society from doing what is necessary to win the fight.The Conversation

How history can challenge the narrative of blame for homelessness

Homelessness is a pressing humanitarian problem – one that is increasingly in the public eye. The evictions, protests, personal histories and statistical profiles of people experiencing it appear regularly in the media.

While some reports are negative, intent on portraying wasters or frauds, most seek to explain how people came to be homeless and show the experience as traumatising. Whatever their politics, almost all use the language of crisis.

But while homelessness is becoming more visible, it is not new in affluent societies like Australia. What is new is the copious evidence showing that it is possible to end – or at least radically reduce – homelessness. And taking the long view can reveal patterns that explain how and why people get caught up in conditions not of their making.

A lack of coherent policy

The concept of “housing first”, which has been in operation in Britain since the early 1990s and in the US since the early 2000s, shows that when people are provided with housing and support, they maintain tenancies.

Its premise is that housing is a human right. It also costs less. Research has found that people who were chronically homeless used A$13,000 less government services annually once they were housed.

So, if the problem is not lack of know-how, and if a more cost-effective option is available, why can’t we decide to end homelessness?

Some steps have been taken in Australia. In 2008 the Rudd government introduced a policy shift from managing to eradicating homelessness, promising to halve it by 2020 through a 55% increase in funding. But the Coalition cut funding in 2013.

While the 2017 federal budget increased funding by $375 million over three years, this is not enough to implement long-term strategies. The uncertainty of the budget cycle severely constrains what service providers can do.

This is a depressingly familiar scenario, but it is not set in stone. Activists and advocates achieved bipartisan support for the National Disability Insurance Scheme and, despite efforts to curtail it, it has survived. So why not bipartisan support for ending homelessness? For reviving and sustaining “housing first”?

But it’s hard to convince politicians that this is both good policy and won’t lose them the next election. And it’s even more difficult to assure voters that people experiencing homelessness are not getting it easy, when much of the tabloid media perpetuates a narrative of blame.

Challenging the narrative

A clear strategy is to challenge that narrative. A recently aired SBS program, Filthy Rich and Homeless, sought to do this by showing how hard it is to lift yourself up if you have nothing. Its interviews with people actually experiencing homelessness showed the brutal combination of circumstances that got them where they were.

Understanding homelessness in historical perspective also undermines the blame narrative. Knowing that homelessness increases as a result of devastating mega-events, such as war and depression, or at times when supplies of affordable housing and paid work diminish, challenges the waster/fraud idea.

Not all become homeless in these contexts. Historical records provide strong evidence that people from violent or luckless families are more liable, that macro and micro conditions intersect to precipitate homelessness.

Showing that homelessness has waxed and waned is a key to changing the narrative, just as fluctuations in employment refute the “dole bludger” label.

Few people applied for “the dole” during the post-war boom – but once the economy retracted in the early 1970s, applications increased. Not surprisingly, this was when the notion of the “dole bludger” took off.

It is difficult to get figures on homelessness in the past. But newspapers and reports from governments and NGOs give a sense of surges in homelessness at various times.

In the 1920s, when so many survivors of the first world war suffered physical or mental disability, reports of “diggers” sleeping in the Domain were common. By the late 1930s, care homes for “burnt-out diggers” were being built in the major cities, and some veterans were utilising the resources of the old city missions.

Civilian homelessness surged in the 1930s depression – and not just among itinerant men, but among the less-visible women and young people. Records of Sydney’s YWCA hostel show women escaping family violence or suffering mental illness, both of which were exacerbated by war and depression.

One of the first surveys of homeless youth in Australia, published by the Brotherhood of Saint Laurence in 1942, shows homelessness being produced systemically across generations. Most of the boys at their hostel had run away from home “because of cruel punishments or unhappiness” or had spent their childhoods in “care”.

So, if there is a crisis of homelessness, it has been going on in Australia for a long time. This should not be cause for despair. Instead, it is a call to deploy the big picture in the campaign to eradicate the narrative of blame.

Australia: Kevin Rudd Has Resigned as Foreign Minister


The Foreign Minister, Kevin Rudd, has resigned. Will he now challenge the Prime Minister and try and get his old job back? One thing is for sure, despite the rhetoric coming from Julia Gillard and her supporters, Kevin Rudd is not to blame for the woes of the ALP government. Sure, they can use Kevin Rudd as a scapegoat as they are attempting to do, but everyone knows that the Gillard led government is something of a joke and they have no chance of winning the next election.

To win the next election there needs to be change and that has to start with the leadership. Simon Crean is not the answer – which appears to be something that has been suggested in recent days. That would be a very poor choice. As much as some members of the government would hate it, I do believe as many do, that Kevin Rudd is the best chance the ALP has of winning the next election, whenever that may be. That is my own opinion of course, but to do so (win I mean), he would have to a much better job than he did last time and actually govern.

Iraqis Mourn Victims of Massive Attack on Church


Islamic extremist assault, security force operation leave at least 58 dead.

ISTANBUL, November 2 (CDN) — Amid questions about lax security, mourners gathered in Iraq today to bury the victims of Sunday’s (Oct. 31) Islamic extremist assault on a Syrian Catholic Church in Baghdad, one of the bloodiest attacks on the country’s dwindling Christian community.

Seven or eight Islamic militants stormed into Our Lady of Salvation church during evening mass after detonating bombs in the neighborhood, gunning down two policemen at the stock exchange across the street, and blowing up their own car, according to The Associated Press (AP). More than 100 people were reportedly attending mass.

A militant organization called the Islamic State of Iraq, which has links to al Qaeda in Mesopotamia, claimed responsibility for the attack. The militants sprayed the sanctuary with bullets and ordered a priest to call the Vatican to demand the release of Muslim women whom they claimed were held hostage by the Coptic Church in Egypt, according to the AP. The militants also reportedly demanded the release of al Qaeda prisoners.

“It appears to be a well-planned and strategic attack aiming at the church,” said a local source for ministry organization Open Doors.

About four hours after the siege, Iraqi security forces launched an assault on the church building, and the Islamic assailants blew themselves up. It was unclear how many of the 58 people dead had been killed by Iraqi security personnel, but the militants reportedly began killing hostages when the security force assault began. All who did not die from gunshots and blasts were wounded.

The dead included 12 policemen, three priests and five bystanders from the car bombing and other blasts outside the church. The Open Doors source reported that the priests killed were the Rev. Saad Abdal Tha’ir, the Rev. Waseem Tabeeh and the Rev. Raphael Qatin, with the latter not succumbing until he had been taken to a hospital.

Bishop Georges Casmoussa told Compass that today Iraqi Christians not only mourned lost brothers and sisters but were tempted to lose hope.

“It’s a personal loss and a Christian loss,” said Casmoussa. “It’s not just people they kill. They also kill hope. We want to look at the future. They want to kill the Christian presence here, where we have so much history.”

Casmoussa, who knew the priests who died, said that this attack will surely drive more Christians away from the country or to Kurdish administrated northern Iraq.

“Those who are wounded know that it is by the grace of God they are alive, but some of them don’t know exactly what happened,” said Casmoussa. “There is one hurt man who doesn’t know if his son is still alive. This is the drama. There are families that lost two and three members. Do I have the right to tell them to not leave?”

The attack was the deadliest one against the country’s Christians since Islamic extremists began targeting them in 2003.

“It was the hardest hit against the Christians in Iraq,” said Casmoussa, noting that no single act of violence had led to more casualties among Christians. “We never had such an attack against a church or Christian community.”

Memorials were held today in Baghdad, Mosul and surrounding towns, said Casmoussa, who attended the funeral of 13 deceased Christians including the dead priests.

“At the funeral there was the Shiite leader, the official spokesperson of the government ministers,” Casmoussa said. “All the discussion was flippant – ‘We are with you, we are all suffering,’ etcetera, but we have demanded a serious investigation. We can’t count on good words anymore. It’s all air. We’ve heard enough.”

The Rev. Emanuel Youkhana of the Church of the East told Compass that Iraqi Christians have been systematically driven out over the last five years. He said this attack came as no surprise to him.

“I’m not surprised, in that this is not the first time,” said Youkhana. “In the last five years, there has been a systematic terrorist campaign to kick out the Christians from the country. [They are saying] you are not accepted in this country. Christians should leave this country.”

Youkhana said that in the same way that the Jewish community has disappeared from Iraq, the Iraqi Christians, or Medians as they are called, “are in their last stage of existence” in Iraq.

The Iraqi government is to blame due to its lax security measures, Youkhana said.

“I’m ashamed of the minister of defense, who came on TV and said it was a successful and professional operation – 50 percent of the [congregation] was massacred,” said Youkhana of the assault on the Islamic terrorists by Iraqi security forces.

He said that in order for Christians to have any hope of staying in Iraq, the government must come up with a political solution and set up an independent administrative area, like that of the Kurdish administration in northern Iraq.

“Just now I was watching on TV the coverage of the funeral,” Youkhana said. “All the politicians are there to condemn the act. So what? Is the condemnation enough to give confidence to the people? No!”

It is estimated that more than 50 percent of Iraq’s Christian community has fled the country since 2003. There are nearly 600,000 Christians left in Iraq.

“More people will leave, and this is the intention of the terrorists: to claim Iraq as a pure Islamic state,” said Youkhana. “Our people are so peaceful and weak; they cannot confront the terrorists. So they are fleeing out of the country and to the north. This is why we say there should be political recognition.”

Five suspects were arrested in connection with the attack – some of them were not Iraqi, and today an Iraqi police commander was detained for questioning in connection to the attack, according to the AP.

“We can’t make political demands,” said Casmoussa. “We are making a civic and humanitarian demand: That we can live in peace.”

Following the funerals today, a series of at least 13 bombings and mortar strikes in predominantly Shiite neighborhoods of Baghdad reportedly killed 76 people and wounded nearly 200.

Christian Convert in Bangladesh Falsely Accused of Theft


Muslims said to use mistaken identity to stop activities of Christian who refused to recant.

DHAKA, Bangladesh, August 27 (CDN) — A Christian convert from Islam was falsely arrested for cattle theft last weekend in a bid by influential Muslims to stop his Christian activities, area villagers said.

Day laborer Abul Hossen, 41, was arrested on Saturday (Aug. 21) for alleged cattle theft in Dubachari village in Nilphamari district, some 300 kilometers (180 miles) northwest of the capital, Dhaka.

Christian villagers told Compass that Hossen was the victim of “dirty tricks” by influential Muslims.

“There is another Abul Hossen in the village who might be the thief, but his father-in-law is very powerful,” said Gonesh Roy. “To save his son-in-law, he imputed all the blame to a different Abul Hossen who is a completely good man.”

Hossen, who converted to Christianity from Islam in 2007, has been very active in the community, and Muslims are harassing him with the charge so his ministry will be discredited and villagers will denounce his faith, Roy said.

“If he can be accused in the cattle theft case, he will be put in jail,” Roy said. “He will be a convicted man, and local people and the believers will treat him as a cattle thief. So people will not listen to a thief whatsoever.”

Some 150 villagers, about 20 percent of them Christian, went to the police station to plea for his freedom, he and other villagers said.

Sanjoy Roy, a lay pastor with Christian Life Bangladesh, told Compass that Hossen was a fervent Christian and that some Muslims have been trying to harass him since his conversion.

“They are hoping that if he is embarrassed by this kind of humiliation, he might not witness to Christ anymore, and it will be easy to take other converted Christians back to Islam,” Sanjoy Roy said. “He is a victim of dirty tricks by some local people.”  

Hossen was baptized on June, 12, 2007 along with 40 other people who were raised as Muslims. Of the 41 people baptized, only seven remained Christian, with villagers and Muslim missionaries called Tabligh Jamat forcing the remaining 34 people to return to Islam within six months, sources said.

Local police chief Mohammad Nurul Islam told Compass that officers had arrested a cattle thief who confessed to police that his accomplice was named Abul Hossen.

“Based on the thief’s confessional statement, we arrested Abul Hossen,” said Islam. “There are several people named Abul Hossen in the village, but the thief told exactly of this Abul Hossen whom we arrested.”

Hossen denied the allegation that he was involved in cattle theft, Islam said.

“Hossen is vehemently denying the allegation, but the thief was firm and adamantly said that Hossen was with him during the theft,” he said. “Then we took Hossen on remand for three days for further inquiry.”

A former union council chairman who is Muslim, Aminur Rahman, also told Compass that Hossen was a scapegoat.

“He is 100 percent good man,” said Rahman, who also went to the police station to plea for Hossen’s freedom the day after his arrest. “There are two or three people named Abul Hossen in the village. Anyone of them might have stolen the cattle, but I can vouch for the arrested Abul Hossen that he did not do this crime.”

Whether Hossen is a Christian, Muslim or Hindu should not matter in the eyes of the law, Rahman said.

“He is an innocent man,” he said. “So he should not be punished or harassed. That is why I went to police station to request police to free him.”

Local government Union Council Chairman Shamcharan Roy, a Hindu from Lakmichap Union, told Compass that Hossen was not engaged in any kind of criminal activities.

“In my eight years of tenure as a union council chairman, I did not find him engaged in any kind of criminal activities,” said Shamcharan Roy. “Even before my tenure as a chairman, I did not see him troublesome in the social matrix.”

Immediately after Hossen’s arrest, Shamcharan Roy went to the police station and requested that he be freed, he added.

“I was under pressure from local people to free him from custody – more than 100 villagers went to the police camp, getting drenched to the skin in the heavy downpour, and requested police to free him,” Shamcharan Roy said. “Police are listening to a thief but are deaf to our factual accounts about Abul Hossen.”

In July 2007, local Muslims and Tabligh Jamat missionaries gathered in a schoolyard near the homes of some of the Christians who had been baptized on June 12, a source said. Using a microphone, the Muslims threatened violence if the converts did not come out.

Fearing for their lives, the Christians emerged and gathered. The source said the Muslims asked them why they had become Christians and, furious, told them that Bangladesh was a Muslim country “where you cannot change your faith by your own will.”

At that time, Hossen told Compass that Muslims in the mosque threatened to hang him in a tree upside down and lacerate his body with a blade. Hossen said the Muslims “do not allow us to net fish in the river” and offered him 5,000 taka (US$75) and a mobile phone handset if he returned to Islam.

“But I did not give up my faith, because I found Christ in my heart,” Hossen told Compass in 2007. “They threatened me with severe consequences if I do not go back to Islam. I said I am ready to offer up my life to Christ, but I won’t renounce my faith in Him.”

Pakistani Taliban Kills Three Foreign Christian Aid Workers


Kidnapped relief workers had come to provide aid to victims of massive flooding.

ISLAMABAD, Pakistan, August 27 (CDN) — Authorities on Wednesday (Aug. 25) recovered the bodies of three Christian relief workers who had been kidnapped and killed by members of the Pakistani Taliban in the flood-ravaged country, area officials said.

Swat District Coordination Officer Atif-ur-Rehman told Compass that the Pakistan Army recovered the bodies of the three foreign flood-relief workers at about 7 a.m. on Wednesday. An official at the international humanitarian organization that employed the workers withheld their names and requested that the agency remain unnamed for security reasons. Military sources who withheld news of the deaths from electronic and print media to avoid panicking other relief workers granted permission to Compass to publish it in limited form.

“The foreign aid workers have been working in Mingora and the surrounding areas,” Rehman said. “On Aug. 23 they were returning to their base at around 5:35 p.m. when a group of Taliban attacked their vehicle. They injured around five-six people and kidnapped three foreign humanitarian workers.”

Pakistan has been hit by its worst flooding in decades, with the United Nations now estimating more than 21.8 million people have been affected. Foreign aid workers are involved in relief activities across the country, including Swat district in Khyber-Paktunkhwa Province in northern Pakistan. At least 8 million people require emergency relief, with hundreds of thousands reportedly isolated from aid supplies.

An army Inter-Services Public Relations (ISPR) source said rangers have been deployed in Swat and other potential target areas to help provide security for relief workers.

“The Taliban had warned about attacks on foreigner aid workers and Christian organizations,” the ISPR source said. “All the international humanitarian organizations have been notified, and their security has also been increased.”

Rehman noted that the Taliban also has been trying to bring relief to flood victims.

“The Taliban are also trying to support the flood victims, and many other banned organizations have set up camps in southern Punjab to support the victims,” he said. “They intend to sympathize with the affected and gain their support.”

The president of advocacy organization Life for All, Rizwan Paul, said the bodies of the three relief workers had been sent to Islamabad under the supervision of the Pakistan Army.

“We strongly condemn the killing of the three humanitarian workers,” Paul said. “These aid workers came to support us, and we are thankful to the humanitarian organizations that came to help us in a time of need.”

Pointing to alleged discrimination against minorities in distribution of humanitarian aid, Paul added that Christians in severely flood-damaged areas in Punjab Province have been neglected. The majority of the effected Christians in Punjab are in Narowal, Shakargarh, Muzzafargarh, Rahim Yar Khan and Layyah, he said.

“The Christians living around Maralla, Narowal, and Shakargarh were shifted to the U.N.- administered camps, but they are facing problems in the camps,” he said. “There are reports that the Christians are not given tents, clean water and food. In most of the camps the Christians have totally been ignored.”

Life for All complained to U.N. agencies and the government of Pakistan regarding the discrimination, but no one has responded yet, he said.

“There have been reports from Muzzaffargarh and Layyah that the Christians are living on the damaged roads in temporary tents, as they were not allowed in the government camps,” he said.

In Sindh Province Thatta has been flooded, and around 300 Christian families who tried to move from there to Punjab were forbidden from doing so, a source said. Meteorologists are predicting more rains in coming days, with the already catastrophic flooding expected to get worse.

Kashif Mazhar, vice president of Life for All, said that in the northern province of Khyber-Pakhtunkhwa conditions for Christians are better as there are Christian camps established, and Garrison Church in Risalpur is also providing aid to victims.

“It is discouraging to see that the Christian organizations are wholeheartedly supporting the victims regardless of the religion or race, but in most of the areas the Christians are totally ignored and not even allowed to stay,” Mazhar said.

Foreign targets are rarely attacked directly in Pakistan, despite chronic insecurity in the nuclear-armed state, which is a key ally in the U.S.-led war on Al Qaeda and the Taliban in neighboring Afghanistan. On March 10, however, suspected Islamic militants armed with guns and grenades stormed the offices of a Christian relief and development organization in northwest Pakistan, killing six aid workers and wounding seven others.

The gunmen besieged the offices of international humanitarian organization World Vision near Oghi, in Mansehra district, of the North West Frontier Province. Suicide and bomb attacks across Pakistan have killed more than 3,000 people since 2007. Blame has fallen on Taliban and Al Qaeda-linked militants bitterly opposed to the alliance with the United States.

The U.N. decided last year to relocate a limited number of its international staff from Pakistan because of security concerns. Its World Food Program office in Islamabad was attacked in October last year, with five aid workers killed in a suicide bombing.

Then on Feb. 3, a bomb attack in the NWFP district of Lower Dir killed three U.S. soldiers and five other people at the opening of a school just rebuilt with Western funding after an Islamist attack.

‘Unchecked Extremism’ behind Attacks on Churches in Indonesia


Christians, moderate Muslims blame growth of Islamism under ‘weak’ government.

JAKARTA, Indonesia, August 17 (CDN) — The country that is home to the world’s largest Muslim population celebrated its 65th Independence Day today amid a widespread sense of distrust in the government’s ability to check attacks on churches by Islamist groups.

Muslims and Islamic organizations, Buddhists and Hindus joined hundreds of Christians for an ecumenical worship service near National Monument Square in Jakarta to protest “government inaction” over attacks on Christians and “forced closure of churches,” reported The Jakarta Globe. They had planned to hold the service outside the State Palace, but the government prohibited it due to preparations for Independence Day celebrations, the daily reported.

“Why did it take President [Susilo Bambang] Yudhoyono so many days to speak against the attacks?” the Rev. Dr. SAE Nababan, president of the World Council of Churches from Asia, told Compass. “Such carelessness can be dangerous for our democracy. Officials must not forget that they are accountable to the people.”

Nababan was referring to President Yudhoyono’s call for religious harmony a day before the month-long Islamic festival of fasting, Ramadan, began here last Wednesday (Aug. 11). According to the Globe, it was the president’s “first public comment” addressing “a recent rash of violence against religious minorities.”

The president’s statement came after a fifth attack on the Batak Christian Protestant Filadelfia Church (HKBP Filadelfia) in Bekasi city, a suburb of Jakarta, on Aug. 8.

More than 300 members of the extremist Islamic People’s Forum (FUI) and Islamic Defenders Front (FPI) broke through a police barricade and injured at least a dozen people during the Sunday worship in a field. Rising Christian Persecution

Endy Bayuni, former editor of The Jakarta Post, told Compass that churches were being attacked every week but that media were avoiding coverage because it is an “emotional and controversial issue.”

“You also risk being accused of taking sides when you report on religious conflicts,” he said, adding that Christians and the Ahmadiyya, a Muslim sect regarded as heretical because it does not believe that Muhammad was the last prophet, bear the brunt of Islamism in Indonesia.

A report by the Setara Institute for Peace and Democracy stated that violations of religious freedom of Christians had grown from previous years. It recorded at least 28 violations — mostly by Islamist groups – between January and July – up from 18 in 2009 and 17 in 2008.

The violations included forced closure of churches, revocation and delays in issuing building permits, and attacks such as torching and damaging churches. Political motives, economic interests involving illegal extortion, and ideological clashes of “intolerant groups” refusing the presence of those of a different religion impeded justice in most cases, noted the report.

 

Powerful Minority

Most Muslims in Indonesia are moderate and tolerant, said Nababan, former bishop of the HKBP Filadelfia church, but he added that the extremist minority poses a “great threat” to the nation.

“Extremism always starts in small numbers,” he said, alluding to alleged government inaction.

Dr. Musda Mulia, a Muslim research professor at the Indonesian Institute of Sciences, told Compass all Indonesians have a right to freedom of faith.

“It seems the government doesn’t want to deal with the radicals,” she said. “Persecution of Christians and other minorities has been my concern for many years, but the government is very weak.”

Extremism in Indonesia, now a republic with a presidential system, dates back to the country’s struggle for independence, when Islamists called for an Islamic state. The Dutch transferred sovereignty to Indonesia in 1949 after an armed struggle.

Not heeding the Islamists’ call, the country’s leaders chose “Pancasila” as the official philosophical foundation comprising five principles: belief in the one and only God; just and civilized humanity; the unity of Indonesia; democracy guided by the inner wisdom in the unanimity arising out of deliberations among representatives; and social justice for all.

In line with Pancasila, “Unity in Diversity” (Bhinneka Tunggal Ika) became the official national motto of Indonesia. The Indonesian Constitution guarantees freedom of religion, but the government only recognizes six religions: Islam, Hinduism, Buddhism, Protestantism, Catholicism, and Confucianism.

Indonesia, an archipelago of 17,508 islands – about 6,000 of which are inhabited – has around 300 distinct native ethnicities and 742 languages and dialects. Over 86 percent of the over 138 million Indonesians are Muslim. Christians are around 8 percent, Hindus 3 percent and Buddhist 1.8 percent.

Islamist militant groups remain active and growing and are still fighting pluralism. According to the Globe, police recently unearthed a terror plot against President Yudhoyono, “part of a larger trend as militant groups widened their targets from Westerners to include state officials” considered to be “symbols of secularism.” One of their aims was to “accelerate the transformation of the country’s democratic system into one controlled by Islamic law.”

In 2002, over 200 people (including 164 foreigners) were killed in a terror attack by Islamist militants in Kuta town on the island of Bali. Indonesia has also fought violent Islamist insurgents, such as in Aceh Province, which now has a special status and implements sharia (Islamic law).

Mulia of the Indonesian Institute of Sciences, who is the first woman to obtain a doctorate degree in Islamic political thought, identified the FPI and the Forum Betawi Rempung (Betawi Brotherhood Forum or FBR) as two of the Islamist groups chiefly responsible for Christian persecution.

The FPI, a national-level organization infamous for vigilante violence and allegedly part of the al Qaeda network, was established on Aug. 17, 1998. The FBR, a similar group based in Jakarta, was formed to fight for the interests of the ethnic Betawi Muslims on July 29, 2001.

Both groups exist legally in the country.

In June, several Indonesian parliamentarians asked the government to ban the FPI, which “has threatened ‘war’ against Christians in Jakarta and urged mosques to set up militia forces,” reported the Globe on July 26. The government, however, thinks that banning such groups will only lead to re-formation of the same organizations under new names.

The deputy chairman of Setara, Bonar Tigor Naipospos, was quoted in the Post’s July 29 edition as saying that local administrations, especially in cities in West Java Province, see these groups “as assets for local elections.”

“They [local governments] bow to pressure from mass organizations that insist the churches’ presence and activities have caused unrest,” he reportedly said.

As for the national government, added Nababan of the World Council of Churches of Asia, “it is preoccupied with its free market economy and apparently has no time to uphold the Constitution.”

 

Church Building Permits

The sealing of churches and the refusal to grant building permits top the list of major violations of Christians’ religious rights in Indonesia, according to Setara. The Aug. 8 attack on the HKBP Filadelfia church was also rooted in denial of permit for constructing its church building.

Setara’s deputy chairman told the Post that churches in Jakarta mainly faced trouble in renovating and expanding their buildings, which require building permits.

“They have to start over again by obtaining 60 signatures from residents living around the church, and sometimes residents refuse to provide signatures,” he said. The Setara report recommended that President Yudhoyono review a 2006 joint ministerial decree that requires signatures from congregations and residents living nearby, as well as approval from the local administration, to build a house of worship.

According to Setara, at least three churches in east and south Jakarta were experiencing difficulties in obtaining permits for church building at press time.

Nababan complained that some local governments would not give permits for churches for years without stating any reason.

“If this current government can become courageous enough to prosecute those who break the law and allow religious freedom, including the freedom to construct churches where we live, there is hope for Indonesia,” added Nababan.

A Christian source who requested anonymity said he agreed that there was hope for minorities in Indonesia.

“Violent attacks awaken the silent majority, which then speaks up and holds the government accountable,” he said.

Republic of Somalia’s jihad-related chaos and violence


In a report that comes as no surprise to many counterinsurgents, officials from the United Nations released a sharp rebuke of war-torn Somalia’s government. In its report, the UN officials called the Somali security and federal transitional government "ineffective, disorganized and corrupt" despite international assistance, reports Law Enforcement Examiner.

"Despite infusions of foreign training and assistance, government security forces remain ineffective, disorganized and corrupt — a composite of independent militias loyal to senior government officials and military officers who profit from the business of war and resist their integration under a single command," the report reads.

"Efforts to restore peace and security to Somalia are critically undermined by a corrosive war economy that corrupts and enfeebles State institutions… Commanders and troops alike sell their arms and ammunition – sometimes even to their enemies. Revenues from Mogadishu port and airport are siphoned off. Some government ministers and members of parliament abuse their official privileges to engage in large-scale visa fraud, smuggling illegal migrants to Europe and other destinations, in exchange for hefty payments," states the UN report.

According to officials, the extensive report should be released in New York City this week so members of the UN Security Council may peruse the contents.

"During the course of the mandate, government forces mounted only one notable offensive and immediately fell back from all the positions they managed to seize," the report read. "The government owes its survival to the small African Union peace support operation, AMISOM, rather than to its own troops."

During the 1990s, a group of Saudi-educated, Wahhabi militants arrived in Somalia with the aim of creating an Islamic state in this dismal African country. Also, the renowned Al-Qaeda established an operations base and training camp. They would routinely attack and ambush UN peacekeepers. In addition, they used Somalia to export their brand of terrorism into neighboring Kenya.

Leading members of Al-Qaeda continue to operate, mostly in secrecy, in Somalia and have built up cooperation with some of the warlords who control food, water and medicine. And the people of Somalia starve, mourn and die.

Since 2003, Somalia has witnessed the growth of a brutal network of Jihad with strong ties to Al-Qaeda. In fact, when the US forces faced a bloody battle in 1995 during what became known as the Black Hawk Down incident, it was Al-Qaeda joining with a local warlord who killed and wounded US special operations soldiers.

Somalia has been without a functioning national government for 14 years, when they received their independence from Italy. The transitional parliament created in 2004, has failed to end the devastating anarchy. The impoverish people who live in the ruined capital of Mogadishu have witnessed Al-Qaeda operatives, jihadi extremists, Ethiopian security services and Western-backed counter-terrorism agents engaged in a bloody war that few support and even fewer understand.

In an incident that gained American press attention, Somali-based terrorists armed with rocket-propelled grenades launched an unsuccessful attack on Seaborn Spirit as it rounded the Horn of Africa with American, British and Australian tourists on board. For unexplained reasons, the attack is being treated as an isolated incident and the terrorism link is being all but ignored by journalists. The term "pirates" is routinely used with only a few reporters calling the attackers "terrorists."

The ship came under attack during the early morning hours when the heavily armed terrorists in two speedboats began firing upon the ship with grenade launchers and machine guns. They assailents were repelled by the ships crew who implemented their security measures which included setting off electronic simulators which created the illusion the ship was firing back at the terrorists.

According to passenger accounts of the attack, there were at least three rocket-propelled grenades or RPGs that hit the ship, one hit a passenger stateroom without inflicting injuries.

When a Somali Federal Government was established in 2004, it remained a government in exile since the capital of Mogadishu remains under the control of a coalition radical Islamists who’ve instituted Sharia law and a justice system known as the Islamic Courts Union.

In the winter of 2006, Al-Shabaab initiated a large-scale insurgency using the same tactics as al-Qaeda, Hamas and Hezbollah, complete with assassinations of government and military officials and suicide bombings targeting aid workers and transitional government officials.

In their report, UN officials blame the government for its failure to control Somalia and point to a lack of professional commanders, and a military that resembles an amateur militia rather than a professional Army.

The UN report points out that The Somali National Security Force was meant to have 8,000 soldiers fully trained and deployed. However, as of the beginning of the New Year, there are fewer than than 3,000 fully trained and equiped soldiers.

"One of the reasons the Islamic Courts Union and Al-Shabaab have both been somewhat popular is because people were sick of clan-based politics," according to the UN report.

Western governments fear that Somalia’s instability may provide a safe haven for international terrorist groups. Al-Shabaab members have cited links with Al Qa’ida although the affiliation is believed to be minimal. The group has several thousand fighters divided into regional units which are thought to operate somewhat independently of one another.

The US has launched selected air attacks against Al-Shabaab leaders thought to have ties to Al Qa’ida, but analysts say this has only increased their support among Somalis.

The Western-backed Ethiopian military invaded Somalia in 2007, but many analysts believe this too augmented Al-Shabaab’s military campaign against the transitional government. The Ethiopians withdrew in January of last year after over 16 months of Al-Shabaab attacks on its forces.

The transitional government is preparing a major military offensive to retake the capital Mogadishu from Al-Shabaab and various other militant groups in the coming weeks.

Iranian Pastor Tortured, Threatened for ‘Converting Muslims’


Arrest, imprisonment appear to be part of larger crackdown in Isfahan.

ISTANBUL, March 8 (CDN) — An Assyrian pastor the Iranian government accused of “converting Muslims” is being tortured in prison and threatened with execution, sources close to the case said.

State Security agents on Feb. 2 arrested the Rev. Wilson Issavi, 65, shortly after he finished a house meeting at a friend’s home in Isfahan. A city of more than 1.5 million people, Isfahan is located 208 miles (335 kilometers) south of Tehran.

According to Farsi Christian News Network, Issavi’s wife, Medline Nazanin, recently visited her husband in prison, where she saw that he had obvious signs of torture and was in poor condition. Iranian intelligence officials told Nazanin that her husband might be executed for his alleged activities.

Issavi is the pastor of The Evangelical Church of Kermanshah in Isfahan, a 50-year-old church body affiliated with The Assemblies of God that caters to the local Assyrian population.

During the raid, State Security police detained everyone in the house, later releasing all but Issavi and the owner of the home. Security officials also seized personal property from the home. Typically in Christian arrests in Iran, security officials confiscate all documents, media materials, computers, and personal documentation.

Issavi is being held in an unmarked prison, according to FCNN.

Last month’s arrest seems to be part of an anti-Christian sweep that is taking place across Isfahan. In addition to the politically motivated detentions and executions that have taken place after June’s contested election and subsequent nation-wide political protests, it appears authorities are rounding up Christian leaders.

More Arrests

On Feb. 28, Isfahan residents Hamid Shafiee and his wife Reyhaneh Aghajary, both converts from Islam and house church leaders, were arrested at their home.

Aghajary was at home with a group of other Christians when police came for her and her husband, who was not at home, according to Middle East Concern, a group that assists persecuted Christians. Police handcuffed Aghajary and, upon finding boxes of Bibles, began beating her.

The assault continued until eventually Aghajary was pepper-sprayed and removed from the scene. Her husband Shafiee was arrested an hour later when he returned to the house.

Their fate and whereabouts are still unknown.

Authorities assaulted another Christian visiting the house at the time of the raid when he protested the police action. Other Christians at the house were threatened, but no one else was arrested. Approximately 20 police officers raided the home, seizing Bibles, CDs, photographs, computers, telephones, personal items and other literature.

One regional analyst, who spoke on the condition of anonymity, said the Iranian government is set on crushing religious freedom within the country.

“The recent spate of church leader arrests provides clear evidence of the Iranian authorities’ desperate determination to strangle the growing church movement, along with all other forms of perceived political dissent,” he said.

February’s arrest was not the first time Shafiee has had run-ins with Iranian authorities. He has routinely been ordered to appear before police for questioning and then released. This arrest, however, was different. When family members contacted police on March 1, they were told that the couple’s case was under the jurisdiction of the Revolutionary Court and were turned away with no other information.

While the couple is imprisoned, family members are caring for their two teenage boys.

Frequent Harassment

Like Shafiee, Issavi has been harassed frequently by the Isfahan branch of the State Security police. He has been ordered to appear before the police many times, then arrested and interrogated. In addition, police have threatened members of his family and have broken into his house and taken items such as his computer.

On Jan. 2, 2010, police sealed the Kermanshah church and ordered Issavi not to reopen it. The church continued to have house meetings, and authorities charged Issavi with not cooperating with the government.

The Assyrians were one of the first ethnic groups in the Middle East to adopt Christianity. The existence of the Assyrian Christian community in Iran predates the existence of their Islamic counterparts by several hundred years. There are 10,000 to 20,000 Assyrian Christians living in Iran, according to unofficial estimates cited in the 2009 International Religious Freedom Report issued by the U.S. Department of State. The total Christian population is 300,000 nationwide, according to the United Nations. Most of those Christians are ethnic Armenians.

Isfahan has been the site of some of the worst religious persecution in Iran. On July 30, 2008, Abbas Amiri, a Christian man in his 60s, died in a hospital after being beaten by Isfahan security police. Authorities had arrested Amiri along with seven other men, six women and two minors during a July 17 raid on a house meeting. Four days after her husband died, Sakineh Rahnama succumbed to her injuries and a stress-related heart attack. Later, officials wouldn’t allow local Christians to hold a memorial service.

Iran, where Shia Islam is the official state religion, is known to be one of the worst countries for repression against Christians. The U.S. Secretary of State has designated Iran as a Country of Particular Concern every year since 1999 for its persecution of non-Shia Muslims, among others.

Last year, according to the International Religious Freedom Report, persecution of Christians and other religious minorities continued to get “significantly worse.” The state department placed the blame for this squarely at the feet of President Mahmoud Ahmadinejad and Iran’s conservative media, who “intensified a campaign against non-Muslim religious minorities, and political and religious leaders” by issuing a continual stream of inflammatory statements.

“Christians, particularly evangelicals, continued to be subject to harassment and close surveillance,” the report states. “The government vigilantly enforced its prohibition on proselytizing by closely monitoring the activities of evangelical Christians, discouraging Muslims from entering church premises, closing churches, and arresting Christian converts.”

Evangelical Christians were required to carry church membership cards and provide photocopies to authorities, according to the report.

“Worshippers were subject to identity checks by authorities posted outside congregation centers,” it states. “The government restricted meetings for evangelical services to Sundays, and church officials were ordered to inform the Ministry of Information and Islamic Guidance before admitting new members.”
