Stranded at sea: the humanitarian crisis that’s left 400,000 seafarers stuck on cargo ships

It has been rightly described as a humanitarian crisis and a modern form of forced labour.

In the early months of 2020, stranded cruise ships became a stark symbol of the COVID-19 global pandemic. Now it is seafarers stranded on cargo ships.

There are more than 50,000 such vessels, with about 1.6 million crew.

Before the coronavirus crisis, about 100,000 of these crew changed over each month, typically after serving contracts capped at 11 months under the United Nations Maritime Labour Convention. But since March, border closures and other restrictions have prevented this for many seafarers, forcing them into indefinite service, unable to even take shore leave.

And their work has never been more important to the rest of us. Before the pandemic cargo ships carried about 80% of all global trade. With the curtailment of international air travel reducing air cargo capacity by about 20%, shipping has become even more crucial to the global economy.

But the personal costs are enormous. Working on a cargo ship is taxing as the best of times. Now the work is even harder, with no respite.

In June the number of stranded seafarers was estimated to be 150,000. By September it was 400,000 (there are no more recent estimates). Some crew have now been at sea for 18 months.

The damage to mental health is great, increasing the risk of occupational accidents and environmental disasters.

Stuck at sea

Their plight is one to which I can personally relate.

In early March I boarded a two-masted schooner, the Avontuur, one of the few cargo ships operating under sail, as part of my research into decarbonising the shipping industry. I planned to be on board for a three-week voyage from Tenerife in the Canary Islands to Guadeloupe in the Caribbean.

I ended up being on board for five months.

By the time we reached port at Point-à-Pitre in Guadeloupe, Caribbean nations were restricting air travel and closing borders due to COVID-19. On March 24, after extended negotiations, we were allowed to briefly dock to take provisions. But no one was allowed ashore.

On April 10, we reached Puerto Cortés in Honduras, to load a cargo of green coffee. Stevedores came aboard to load the bags, but we were prohibited from going ashore. A week later we loaded cacao in Belize City, but again were refused permission to step on land.

So my trip extended port after port.

We spent ten days off the Mexican port of Veracruz, waiting for cargo, repairs and favourable winds. Again authorities did not allow us to step ashore. It wasn’t until late June, after more than 120 days on board, in Horta, that we were able to go ashore for a few days on the Azorean island of Faial. But given travel restrictions, we continued on for another three weeks to Hamburg.

The routine of work on a sailing ship occupied our time. Everyone worked eight hours a day in three different watches (four hours on, eight hours off).

But my ordeal was limited. I had confidence that in Hamburg I would be able to disembark and return to Australia. This is something many seafarers do not have. For many, there is still no light at the end of the tunnel.

Crew change possible, but difficult

Cargo ship crews need to keep watch and maintain the vessel at all times. They work 12 hours a day. Without weekends. Without seeing family or friends. Shore leave is increasingly rare, due to tight turnaround times in port, and often confined to docks.

Labour unions and seafarers initially accepted crew change limitations due to COVID-19 border closures as “force majeure” – an issue beyond anyone’s control. As a result, flag states, unions, and port state authorities allowed ship owners to extend contracts beyond Maritime Labour Convention rules.

Since May, many organisations have been appealing to governments to recognise seafarers as “key workers” and permit them to cross borders. Ship owners have also been under fire for not doing enough.

In early September the head of the International Maritime Organisation, Kitack Lim, said progress was being made by many countries in allowing for crew changes, but not at a rate to keep pace with the backlog.

Most nations now permit seafarers to cross borders, but the process is hampered by bureaucracy, screening and quarantine requirements, limited and hugely expensive air travel, and changing rules due to new waves of COVID-19. So while travelling home is technically possible, many seafarers remain stuck at sea.

The consequences, Kitack Lim warned, are dire:

Seafarers cannot remain at sea indefinitely. In addition to the humanitarian crisis that has been caused by keeping seafarers effectively trapped on their vessels, the safety issues that arise from requiring overly fatigued and mentally exhausted seafarers to continue operating vessels are a matter of great concern.

These concerns have been echoed by the Consumer Goods Forum, comprising the top executives of about 400 multinational retailers and manufacturers, which wrote to United Nations Secretary-General António Guterres calling for action to end a situation that had “inadvertently created a modern form of forced labor.”

The International Transport Workers’ Federation called the shipping industry “a ticking timebomb”, with its survey of seafarers showing 60% believed they or crew mates were more likely than not to be “involved in an accident that could harm human life, property or the marine environment due to tiredness or fatigue”.

United Nations call for action

Where I live, the Australian Maritime Safety Authority announced last month it would end interim arrangements permitting seafarers to serve longer than 11 months on ships from 28 February 2021.

But as the International Transport Workers’ Federation noted – welcoming the decision while also expressing disappointment at the unnecessary delay – this is only the start of action needed from port states to help resolve the crew change crisis.

On December 1, the United Nations General Assembly passed a resolution calling on all governments to promptly take steps to facilitate crew changes, including by expediting travel and repatriation efforts and ensuring access to medical care.

A key step is designating seafarers as essential workers, with permission to cross borders, priority access to international flights, and to vaccinations when they become available.

The urgency is clear: the global economy depends on the work of seafarers.

When we celebrate Christmas with family and friends, feasting on imported delicacies and exchanging gifts shipped in from overseas, let’s not forget the ordeal of the hundreds of thousands stranded far from home who made that possible.The Conversation

Living through the horrors of genocide: humanitarian workers in Rwanda

They are on the frontlines of any major conflict or disaster – but how much is known about the daily experiences of humanitarian workers in these extreme situations? In their new book, Génocide et crimes de masse. L’expérience rwandaise de MSF (“Humanitarian Aid, Genocide and Mass Killings: Médecins sans frontières, the Rwandan experience, 1982-97”), Marc Le Pape and Jean-Hervé Bradol set out to answer some of these questions. The book is also informed by Bradol’s experience of working for Médecins Sans Frontières in Rwanda during the genocide. Here, they discuss their findings.


You investigated humanitarian operations in the Great Lakes region between 1990 and 1997. This was a period of extreme violence against Rwandophone populations. You specifically looked at the records of Doctors Without Borders in Paris. What did you hope to learn?

Marc Le Pape: The actual day-to-day work of humanitarian teams in situations of extreme violence is generally little known and understood. That’s why our investigations focussed on messages from the field, while most studies are far more concerned about getting the macro-political or macro-humanitarian picture. Taking a “micro” perspective meant we could observe the long-term evolution of operations: how, and with whom, did teams need to negotiate to launch and maintain operations?

So we looked at how these teams got information and communicated with political and military authorities, various local authorities, UN agencies in the Great Lakes region, local and international NGOs, religious leaders and people at emergency sites, in medical facilities and camps.

We also looked at the relationship between the field of operations, national capitals and the various Doctors Without Borders head offices. We tracked field accounts transmitted up the chain of command, how the organisation’s head offices reacted to the stories of violence, intimidation and prohibitions, and the way these were then framed and talked about publicly.

For example we examined all the documents, from internal alerts to public statements, demonstrating the gradual realisation of humanitarian workers in Rwanda in 1994 that they were witnessing the systematic, organised extermination of the Tutsi people.

Did humanitarian workers witness extreme violence?

Jean‑Hervé Bradol: It’s shocking to see, from 1994 onwards, the extent to which humanitarian workers became regular eyewitnesses to violence, murder and large-scale massacres. It is generally rare for humanitarian workers to witness these kinds of events. They typically work at a distance from mass killing sites and the perpetrators remain largely anonymous. This was not the case in Rwanda.

The situation in April 1994 was extreme and basically unprecedented, at least for Doctors Without Borders. Humanitarian workers where present when the decision was made as to who would die and who would be spared. Some Rwandan staff members were among the victims. Others were complicit, or even participated in these crimes.

Can you give a few examples of the violent situations Doctors Without Borders workers witnessed and what kind of lessons were learned – or not?

Jean‑Hervé Bradol: In April 1994 I was working in Kigali. In the first few days following the assassination of former president Juvénal Habyarimana, we braced ourselves for a massive eruption of violence. We thought there would be reprisals against the Tutsi, but never imagined that the order would be to “kill them all”.

Our team quickly realised that, at least in Kigali, the extermination of the Tutsi did not arise from chaos; instead, it was organised. Others also rapidly grasped the situation, in particular the head of the International Committee of the Red Cross delegation. It was awful. We knew the army was providing arms to the militia groups manning the road blocks. This made it extremely dangerous to evacuate wounded Tutsi adults to the Red Cross hospital: when they were caught, they were executed.

Later, Doctors Without Borders workers also witnessed first-hand the horror of the prisons in Rwanda. Between September 1994 and May 1995, they worked in Gitarama, where 3,000 prisoners were incarcerated in a complex built for 400 detainees. Some 800 prisoners died during this period. These people were arrested based solely on hearsay. We were their doctors, so we could not escape the realities of the new regime’s policy and the crimes committed by the former rebels.

Among other shocking crimes committed by the new authorities was the Kibeho massacre in April 1995. The new Rwandan (formerly rebel) army killed several thousand people in an internally displaced persons refugee camp in front of a Doctors Without Borders medical team. People convinced themselves that one mass crime, the Tutsi genocide, could hide other mass crimes committed by the new government.

As a sociologist, did you learn things that you had not realised were important to aid NGOs?

Marc Le Pape: I learnt the extraordinary importance of counting populations: the numbers of people in camps and on the run, of victims and of people being treated.

Conducting frequent counts is of course crucial for humanitarian organisations, especially when they need to know how many supplies to bring to the field. In the case of emergency NGOs, counts are also politically important to back up first-hand accounts, ensure that the murders they have witnessed are documented, and oppose competing statements that claim to be based on figures.

Iraqis Mourn Victims of Massive Attack on Church


Islamic extremist assault, security force operation leave at least 58 dead.

ISTANBUL, November 2 (CDN) — Amid questions about lax security, mourners gathered in Iraq today to bury the victims of Sunday’s (Oct. 31) Islamic extremist assault on a Syrian Catholic Church in Baghdad, one of the bloodiest attacks on the country’s dwindling Christian community.

Seven or eight Islamic militants stormed into Our Lady of Salvation church during evening mass after detonating bombs in the neighborhood, gunning down two policemen at the stock exchange across the street, and blowing up their own car, according to The Associated Press (AP). More than 100 people were reportedly attending mass.

A militant organization called the Islamic State of Iraq, which has links to al Qaeda in Mesopotamia, claimed responsibility for the attack. The militants sprayed the sanctuary with bullets and ordered a priest to call the Vatican to demand the release of Muslim women whom they claimed were held hostage by the Coptic Church in Egypt, according to the AP. The militants also reportedly demanded the release of al Qaeda prisoners.

“It appears to be a well-planned and strategic attack aiming at the church,” said a local source for ministry organization Open Doors.

About four hours after the siege, Iraqi security forces launched an assault on the church building, and the Islamic assailants blew themselves up. It was unclear how many of the 58 people dead had been killed by Iraqi security personnel, but the militants reportedly began killing hostages when the security force assault began. All who did not die from gunshots and blasts were wounded.

The dead included 12 policemen, three priests and five bystanders from the car bombing and other blasts outside the church. The Open Doors source reported that the priests killed were the Rev. Saad Abdal Tha’ir, the Rev. Waseem Tabeeh and the Rev. Raphael Qatin, with the latter not succumbing until he had been taken to a hospital.

Bishop Georges Casmoussa told Compass that today Iraqi Christians not only mourned lost brothers and sisters but were tempted to lose hope.

“It’s a personal loss and a Christian loss,” said Casmoussa. “It’s not just people they kill. They also kill hope. We want to look at the future. They want to kill the Christian presence here, where we have so much history.”

Casmoussa, who knew the priests who died, said that this attack will surely drive more Christians away from the country or to Kurdish administrated northern Iraq.

“Those who are wounded know that it is by the grace of God they are alive, but some of them don’t know exactly what happened,” said Casmoussa. “There is one hurt man who doesn’t know if his son is still alive. This is the drama. There are families that lost two and three members. Do I have the right to tell them to not leave?”

The attack was the deadliest one against the country’s Christians since Islamic extremists began targeting them in 2003.

“It was the hardest hit against the Christians in Iraq,” said Casmoussa, noting that no single act of violence had led to more casualties among Christians. “We never had such an attack against a church or Christian community.”

Memorials were held today in Baghdad, Mosul and surrounding towns, said Casmoussa, who attended the funeral of 13 deceased Christians including the dead priests.

“At the funeral there was the Shiite leader, the official spokesperson of the government ministers,” Casmoussa said. “All the discussion was flippant – ‘We are with you, we are all suffering,’ etcetera, but we have demanded a serious investigation. We can’t count on good words anymore. It’s all air. We’ve heard enough.”

The Rev. Emanuel Youkhana of the Church of the East told Compass that Iraqi Christians have been systematically driven out over the last five years. He said this attack came as no surprise to him.

“I’m not surprised, in that this is not the first time,” said Youkhana. “In the last five years, there has been a systematic terrorist campaign to kick out the Christians from the country. [They are saying] you are not accepted in this country. Christians should leave this country.”

Youkhana said that in the same way that the Jewish community has disappeared from Iraq, the Iraqi Christians, or Medians as they are called, “are in their last stage of existence” in Iraq.

The Iraqi government is to blame due to its lax security measures, Youkhana said.

“I’m ashamed of the minister of defense, who came on TV and said it was a successful and professional operation – 50 percent of the [congregation] was massacred,” said Youkhana of the assault on the Islamic terrorists by Iraqi security forces.

He said that in order for Christians to have any hope of staying in Iraq, the government must come up with a political solution and set up an independent administrative area, like that of the Kurdish administration in northern Iraq.

“Just now I was watching on TV the coverage of the funeral,” Youkhana said. “All the politicians are there to condemn the act. So what? Is the condemnation enough to give confidence to the people? No!”

It is estimated that more than 50 percent of Iraq’s Christian community has fled the country since 2003. There are nearly 600,000 Christians left in Iraq.

“More people will leave, and this is the intention of the terrorists: to claim Iraq as a pure Islamic state,” said Youkhana. “Our people are so peaceful and weak; they cannot confront the terrorists. So they are fleeing out of the country and to the north. This is why we say there should be political recognition.”

Five suspects were arrested in connection with the attack – some of them were not Iraqi, and today an Iraqi police commander was detained for questioning in connection to the attack, according to the AP.

“We can’t make political demands,” said Casmoussa. “We are making a civic and humanitarian demand: That we can live in peace.”

Following the funerals today, a series of at least 13 bombings and mortar strikes in predominantly Shiite neighborhoods of Baghdad reportedly killed 76 people and wounded nearly 200.

Unknown condition of an Iranian Christian detained in Ahvaz


Members of a home-based church in the city of Ahvaz are very concerned about their detained member and have reported that after more than a month from his arrest there are no precise information about his condition, reports FCNN.

According to the reports received by the Farsi Christian News Network (FCNN) from the city of Ahvaz, the capital city of the rich petroleum province of Khoozestan in the Southwestern part of Iran, members of a home-based church have informed this news network that more than a month ago one of their members, Neshan Saeedi, has been detained and there are no specific information regarding his condition. This has caused serious worry and concern for the members of the church as well as his family and friends.

The 27 years old Mr. " Neshan Saeedi" , on July 24, 2010 at 9:00 pm, while spending a quiet evening with his wife and young daughter at their home at the Golestan neighborhood of Ahvaz, was attacked by plain-clothes security forces that had entered his house and was arrested.

The security officers searched the home and seized personal belongings such as a computer, CDs containing films of Christian seminars and teachings, Christian books and Bibles, and family photo albums.

Following a rude and intimidating encounter with the security personnel the entire family was then taken to Chaharshir detention center in Ahvaz where after several hours of questioning and harsh interrogation the wife and the 6 years old daughter of Mr. Saeedi were released, but no one has been given permission to contact Mr. Saeedi himself.

The security officers not only insulted the wife of Mr. Saeedi, but indicated that they were apostates and not worthy of raising their 6 years old daughter. They threatened her that if they continue in their Christian activities they may lose their right to her daughter.

They were also accused of threatening the national security of the country and anti-government activities. They were told that they were spies of foreign powers and were leading people to pro-Israel ideology.

The members of the home-based church who fellowshipped with Mr. Saeedi and his wife, out of fear for their lives and the possibility of further arrests and persecution, have since scattered and dismantled the fellowship. It seems that the security agents are desperately seeking two other leaders of this church by the names of Ebi and Omid and are following all leads to pursue and arrest them. Members of this church, who call themselves Unity Church (movahedin) , in their contact with FCNN indicated that not only they are worried about the arrest of their assistant pastor, Neshan Saeedi, but fear further arrests and detentions.

One of the members of the church told FCNN that Mr. Saeedi is one of the older Christians in Ahvaz and he accepted the Lord Jesus as his savior many years ago. During all these years he has been a man of prayer and a worshipper in the house church in Ahvaz. Now, a month after his arrest and detention there has been no permission granted to him to retain a lawyer or contact his family. Moreover, he is under extreme pressure to reveal the names of his church members and to admit his affiliation with foreign powers and his acceptance of financial and other forms of help from them.

The members of the Unity Church (movahedin) not only deny any affiliation and connection to any external organization and foreign powers, but have resorted to exposing this news through FCNN to international media in hope that through prayers and other humanitarian efforts Mr. Saeedi would be released and rejoin his worried and hopeful family.

Pakistani Taliban Kills Three Foreign Christian Aid Workers


Kidnapped relief workers had come to provide aid to victims of massive flooding.

ISLAMABAD, Pakistan, August 27 (CDN) — Authorities on Wednesday (Aug. 25) recovered the bodies of three Christian relief workers who had been kidnapped and killed by members of the Pakistani Taliban in the flood-ravaged country, area officials said.

Swat District Coordination Officer Atif-ur-Rehman told Compass that the Pakistan Army recovered the bodies of the three foreign flood-relief workers at about 7 a.m. on Wednesday. An official at the international humanitarian organization that employed the workers withheld their names and requested that the agency remain unnamed for security reasons. Military sources who withheld news of the deaths from electronic and print media to avoid panicking other relief workers granted permission to Compass to publish it in limited form.

“The foreign aid workers have been working in Mingora and the surrounding areas,” Rehman said. “On Aug. 23 they were returning to their base at around 5:35 p.m. when a group of Taliban attacked their vehicle. They injured around five-six people and kidnapped three foreign humanitarian workers.”

Pakistan has been hit by its worst flooding in decades, with the United Nations now estimating more than 21.8 million people have been affected. Foreign aid workers are involved in relief activities across the country, including Swat district in Khyber-Paktunkhwa Province in northern Pakistan. At least 8 million people require emergency relief, with hundreds of thousands reportedly isolated from aid supplies.

An army Inter-Services Public Relations (ISPR) source said rangers have been deployed in Swat and other potential target areas to help provide security for relief workers.

“The Taliban had warned about attacks on foreigner aid workers and Christian organizations,” the ISPR source said. “All the international humanitarian organizations have been notified, and their security has also been increased.”

Rehman noted that the Taliban also has been trying to bring relief to flood victims.

“The Taliban are also trying to support the flood victims, and many other banned organizations have set up camps in southern Punjab to support the victims,” he said. “They intend to sympathize with the affected and gain their support.”

The president of advocacy organization Life for All, Rizwan Paul, said the bodies of the three relief workers had been sent to Islamabad under the supervision of the Pakistan Army.

“We strongly condemn the killing of the three humanitarian workers,” Paul said. “These aid workers came to support us, and we are thankful to the humanitarian organizations that came to help us in a time of need.”

Pointing to alleged discrimination against minorities in distribution of humanitarian aid, Paul added that Christians in severely flood-damaged areas in Punjab Province have been neglected. The majority of the effected Christians in Punjab are in Narowal, Shakargarh, Muzzafargarh, Rahim Yar Khan and Layyah, he said.

“The Christians living around Maralla, Narowal, and Shakargarh were shifted to the U.N.- administered camps, but they are facing problems in the camps,” he said. “There are reports that the Christians are not given tents, clean water and food. In most of the camps the Christians have totally been ignored.”

Life for All complained to U.N. agencies and the government of Pakistan regarding the discrimination, but no one has responded yet, he said.

“There have been reports from Muzzaffargarh and Layyah that the Christians are living on the damaged roads in temporary tents, as they were not allowed in the government camps,” he said.

In Sindh Province Thatta has been flooded, and around 300 Christian families who tried to move from there to Punjab were forbidden from doing so, a source said. Meteorologists are predicting more rains in coming days, with the already catastrophic flooding expected to get worse.

Kashif Mazhar, vice president of Life for All, said that in the northern province of Khyber-Pakhtunkhwa conditions for Christians are better as there are Christian camps established, and Garrison Church in Risalpur is also providing aid to victims.

“It is discouraging to see that the Christian organizations are wholeheartedly supporting the victims regardless of the religion or race, but in most of the areas the Christians are totally ignored and not even allowed to stay,” Mazhar said.

Foreign targets are rarely attacked directly in Pakistan, despite chronic insecurity in the nuclear-armed state, which is a key ally in the U.S.-led war on Al Qaeda and the Taliban in neighboring Afghanistan. On March 10, however, suspected Islamic militants armed with guns and grenades stormed the offices of a Christian relief and development organization in northwest Pakistan, killing six aid workers and wounding seven others.

The gunmen besieged the offices of international humanitarian organization World Vision near Oghi, in Mansehra district, of the North West Frontier Province. Suicide and bomb attacks across Pakistan have killed more than 3,000 people since 2007. Blame has fallen on Taliban and Al Qaeda-linked militants bitterly opposed to the alliance with the United States.

The U.N. decided last year to relocate a limited number of its international staff from Pakistan because of security concerns. Its World Food Program office in Islamabad was attacked in October last year, with five aid workers killed in a suicide bombing.

Then on Feb. 3, a bomb attack in the NWFP district of Lower Dir killed three U.S. soldiers and five other people at the opening of a school just rebuilt with Western funding after an Islamist attack.

Motive for Aid Worker Killings in Afghanistan Still Uncertain


Taliban takes responsibility, but medical organization unsure of killers’ identity.

ISTANBUL, August 12 (CDN) — The killing of a team of eye medics, including eight Christian aid workers, in a remote area of Afghanistan last week was likely the work of opportunistic gunmen whose motives are not yet clear, the head of the medical organization said today.

On Friday (Aug. 6), 10 medical workers were found shot dead next to their bullet-ridden Land Rovers. The team of two Afghan helpers and eight Christian foreigners worked for the International Assistance Mission (IAM). They were on their way back to Kabul after having provided medical care to Afghans in one of the country’s remotest areas.

Afghan authorities have not been conclusive about who is responsible for the deaths nor the motivation behind the killings. In initial statements last week the commissioner of Badakhshan, where the killings took place, said it was an act of robbers. In the following days, the Taliban took responsibility for the deaths.

The Associated Press reported that a Taliban spokesman said they had killed them because they were spies and “preaching Christianity.” Another Taliban statement claimed that they were carrying Dari-language Bibles, according to the news agency. Initially the attack was reported as a robbery, which IAM Executive Director Dirk Frans said was not true.

“There are all these conflicting reports, and basically our conclusion is that none of them are true,” Frans told Compass. “This was an opportunistic attack where fighters had been displaced from a neighboring district, and they just happened to know about the team. I think this was an opportunistic chance for them to get some attention.”

A new wave of tribal insurgents seeking territory, mineral wealth and smuggling routes has arisen that, taken together, far outnumber Taliban rebels, according to recent U.S. intelligence reports.

Frans added that he is expecting more clarity as authorities continue their investigations.

He has denied the allegation that the members of their medical team were proselytizing.

“IAM is a Christian organization – we have never hidden this,” Frans told journalists in Kabul on Monday (Aug. 9). “Indeed, we are registered as such with the Afghan government. Our faith motivates and inspires us – but we do not proselytize. We abide by the laws of Afghanistan.”

IAM has been registered as a non-profit Christian organization in Afghanistan since 1966.

Dr. Abdullah Abdullah, a former political candidate, dismissed the Taliban’s claims that team members were proselytizing or spying, according to the BBC.

“These were dedicated people,” Abdullah said according to the BBC report. “Tom Little used to work in Afghanistan with his heart – he dedicated half of his life to service the people of Afghanistan.”

Abdullah had trained as an eye surgeon under Tom Little, 62, an optometrist who led the team that was killed last week. Little and his family had lived in Afghanistan for more than 30 years with IAM providing eye care.

IAM has provided eye care and medical help in Afghanistan since 1966. In the last 44 years, Frans estimates they have provided eye care to more than 5 million Afghans.

Frans said he doesn’t think that Christian aid workers are particularly targeted, since every day there are many Afghan casualties, and the insurgents themselves realize they need the relief efforts.

“We feel that large parts of the population are very much in favor of what we do,” he said. “The people I met were shocked [by the murders]; they knew the members of the eye care team, and they were shocked that selfless individuals who are going out of their way to actually help the Afghan people … they are devastated.”

The team had set up a temporary medical and eye-treatment camp in the area of Nuristan for two and a half weeks, despite heavy rains and flooding affecting the area that borders with Pakistan.

Nuristan communities had invited the IAM medical team. Afghans of the area travelled from the surrounding areas to receive treatment in the pouring rain, said Little’s wife in a CNN interview earlier this week, as she recalled a conversation with her husband days before he was shot.

Little called his wife twice a day and told her that even though it was pouring “sheets of rain,” hundreds of drenched people were gathering from the surrounding areas desperate to get medical treatment.

 

The Long Path Home

The team left Nuristan following a difficult path north into Badakhshan that was considered safer than others for reaching Kabul. Frans said the trek took two days in harsh weather, and the team had to cross a mountain range that was 5,000 meters high.

“South of Nuristan there is a road that leads into the valley where we had been asked to come and treat the eye patients, and a very easy route would have been through the city of Jalalabad and then up north to Parun, where we had planned the eye camp,” Frans told Compass. “However, that area of Nuristan is very unsafe.”

When the team ended their trek and boarded their vehicles, the armed group attacked them and killed all but one Afghan member of the team. Authorities and IAM believe the team members were killed between Aug. 4 and 5. Frans said he last spoke with Little on Aug. 4.

IAM plans eye camps in remote areas every two years due to the difficulty of preparing for the work and putting a team together that is qualified and can endure the harsh travel conditions, he said.

“We have actually lost our capacity to do camps like this in remote areas because we lost two of our veteran people as well as others we were training to take over these kinds of trips,” Frans said.

The team of experts who lost their lives was composed of two Afghan Muslims, Mahram Ali and another identified only as Jawed; British citizen Karen Woo, German Daniela Beyer, and U.S. citizens Little, Cheryl Beckett, Brian Carderelli, Tom Grams, Glenn Lapp and Dan Terry.

“I know that the foreign workers of IAM were all committed Christians, and they felt this was the place where they needed to live out their life in practice by working with and for people who have very little access to anything we would call normal facilities,” said Frans. “The others were motivated by humanitarian motives. All of them in fact were one way or another committed to the Afghan people.”

The two Afghans were buried earlier this week. Little and Terry, who both had lived in the war-torn country for decades, will be buried in Afghanistan.

Despite the brutal murders, Frans said that as long as the Afghans and their government continue to welcome them, IAM will stay.

“We are here for the people, and as long as they want us to be here and the government in power gives us the opportunity to work here, we are their guests and we’ll stay, God willing,” he said.

 

Memorial

On Sunday (Aug. 8), at his home church in Loudonville, New York, Dr. Tom Hale, a medical relief worker himself, praised the courage and sacrifice of the eight Christians who dedicated their lives to helping Afghans.

“Though this loss has been enormous, I want to state my conviction that this loss is not senseless; it is not a waste,” said Hale. “Remember this: those eight martyrs in Afghanistan did not lose their lives, they gave up their lives.”

Days before the team was found dead, Little’s wife wrote about their family’s motivation to stay in Afghanistan through “miserable” times. Libby Little described how in the 1970s during a citizens’ uprising they chose not to take shelter with other foreigners but to remain in their neighborhood.

“As the fighting worsened and streets were abandoned, our neighbors fed us fresh bread and sweet milk,” she wrote. “Some took turns guarding our gate, motioning angry mobs to ‘pass by’ our home. When the fighting ended, they referred to us as ‘the people who stayed.’

“May the fruitful door of opportunity to embrace suffering in service, or at least embrace those who are suffering, remain open for the sake of God’s kingdom,” she concluded.

 

Concern for Afghan Christians

Afghanistan’s population is estimated at 28 million. Among them are very few Christians. Afghan converts are not accepted by the predominantly Muslim society. In recent months experts have expressed concern over political threats against local Christians.

At the end of May, private Afghan TV station Noorin showed images of Afghan Christians being baptized and praying. Within days the subject of Afghans leaving Islam for Christianity became national news and ignited a heated debate in the Parliament and Senate. The government conducted formal investigations into activities of Christian aid agencies. In June IAM successfully passed an inspection by the Afghan Ministry of Economy.

In early June the deputy secretary of the Afghan Parliament, Abdul Sattar Khawasi, called for the execution of converts, according to Agence France-Presse (AFP).

“Those Afghans that appeared on this video film should be executed in public,” he said, according to the AFP. “The house should order the attorney general and the NDS (intelligence agency) to arrest these Afghans and execute them.”

Small protests against Christians ensued in Kabul and other towns, and two foreign aid groups were accused of proselytizing and their activities were suspended, news sources reported.

A source working with the Afghan church who requested anonymity said she was concerned that the murders of IAM workers last week might negatively affect Afghan Christians and Christian aid workers.

“The deaths have the potential to shake the local and foreign Christians and deeply intimidate them even further,” said the source. “Let’s pray that it will be an impact that strengthens the church there but that might take awhile.”

Morocco Continues to Purge Nation of Foreign Christians


New wave of deportations raises concerns for foreigners married to Moroccans.

ISTANBUL, July 1 (CDN) — Moroccan authorities expelled eight more foreign Christians from the country last weekend, bringing the total of deported Christians since March to 128.

Two foreign women married to Moroccan Christians were included in this third wave of deportations since March, raising concerns that local authorities intend to harass the country’s small but growing Protestant community.

“They are all in fear,” a source told Compass, “because this happened to people who are married.”

One of the women, a Lebanese national married to a Moroccan, was diagnosed with cancer last month and is the mother of a 6-year old girl whom she was forced to leave behind.

A Spanish national, Sara Domene, 31, was also deported on Monday (June 28), according to news sources. Domene was working as a language teacher in the Western Sahara, a territory under Moroccan sovereignty.

Authorities called the foreigners to police stations across Morocco on Friday (June 25) and told them they had 48 hours to leave the country on grounds of “threatening public order.”

Other nationals who were forced to leave the country over the weekend came from France, Egypt, Lebanon, Switzerland, Nigeria and Spain.

A source explained that Moroccan authorities are essentially deporting Christians for “proselytism,” which is illegal in Morocco, but in order to justify the deportations they have claimed that the foreigners pose a threat to the state.

In April nearly 7,000 Muslim religious leaders backed the deportations by signing a document describing the work of Christians within Morocco as “moral rape” and “religious terrorism.” The statement from the religious leaders came amid a nationwide mudslinging campaign geared to vilify Christians in Morocco for “proselytism” – widely perceived as bribing people to change their faith.

There are an estimated 1,000 Moroccan Christian converts in the country. They are not recognized by the government. About 99 percent of Morocco’s population of more than 33 million is Muslim.

 

Congressional Hearings

On June 17, the Tom Lantos Human Rights Commission held a U.S. congressional hearing on the ongoing deportations of U.S. citizens and other foreigners from Morocco.

Morocco has expelled about 58 U.S. citizens in the last four months. On Thursday (June 24) authorities informed about 10 U.S. citizens that they had 48 hours to leave the country, but within 24 hours the deportation orders were rescinded.

In a statement after the June 17 hearing, Rep. Frank Wolf (R-Va.), who co-chairs the Lantos commission, said he would lobby for the U.S. government to withhold funds it has pledged to Morocco if he did not see improvements in the treatment of Christians there.

“I will continue to stay with this issue until a resolution has been reached,” he said. “Should this matter remain unresolved, it is possible that I may offer amendments in the Appropriations committee and on the House floor to restrict U.S. foreign aid from going to Morocco.”

In a letter addressed to the Tom Lantos Human Rights Commission on June 17, Ambassador of Morocco to the United States Aziz Mekouar claimed that the deportations “solely and exclusively targeted proselytism activities, which are clearly and categorically forbidden by the laws of Morocco and the precepts of Islam.”

The ambassador said the Moroccan Penal Code imposes fines and prison sentences for those who “use means of seduction in the aim of undermining a Muslim’s faith or of converting him/her to another religion, either by exploiting his weaknesses or needs, or through the use, to this end, of health or educational establishments, as well as shelters or orphanages.”

Moroccan authorities have failed to provide foreign Christians whom they expelled with documented proof or official charges of their alleged proselytism activities. In his letter, the ambassador said the deportations were preferable to the “difficult ordeal” of incarceration and a trial as part of a criminal procedure against the Christians.

Wolf noted that that among those who were deported or denied reentry were businessmen, educators and humanitarian and social workers, “many of whom had resided in Morocco for over a decade in full compliance with the law. Additionally, those deported were forced to leave the country within two hours of being questioned by authorities, leaving everything behind.”

Christian foreigners who were able to obtain official deportation documents have appealed their cases in the Moroccan courts. The hearings for those cases started in May and are continuing.

European parliament highlights N. Korea’s prison camps


UK-based Christian Solidarity Worldwide (CSW) has told ANS that the “appalling human rights violations taking place in North Korea’s prison camps” will be highlighted in the European Parliament at two key events during this month (April 2010), reports Dan Wooding, founder of ASSIST Ministries.

On April 7, 2010, former North Korean prisoner Shin Dong-hyuk, Liberty in North Korea (LiNK) and Christian Solidarity Worldwide (CSW) will give evidence at a hearing to be held by the Subcommittee on Human Rights.

One week later, a major documentary film, Kimjongilia, will be screened at the European Parliament in Brussels as part of the One World human rights festival. The film provides an extraordinary insight into the shocking realities of conditions in North Korea’s prison camps through the personal testimonies of former prisoners.

The film’s Director, Nancy C. Heikin, and author, Pierre Rigoulot, will attend the event in the European Parliament hosted by CSW and Human Rights Without Frontiers (HRWF) at 6.30pm in the Yehudi Menuhin Room.

These initiatives are the latest steps in a growing international campaign to raise awareness of the dire situation in North Korea’s prison camps. In November 2009, CSW hosted the visit of two former North Korean prisoners to London and Brussels, who gave evidence to a hearing in the House of Commons, including personal accounts of torture, starvation and slave labor.

CSW’s Advocacy Director Tina Lambert, who will give evidence at the hearing on April 7th, said: “We are delighted that the European Parliament is turning its attention to the desperate human rights situation in North Korea. Such a focus is long overdue and much needed, and we believe the combination of the evidence provided at the hearing, and the screening of Kimjongilia a week later, will help push the humanitarian crisis in North Korea’s gulags higher up the European Union’s agenda. It is time for the EU to seriously consider ways in which the crimes against humanity perpetrated by the North Korean regime can be investigated, and the culture of impunity addressed.”

Note from Dan Wooding: As one of the few Christian journalists to ever report from inside North Korea, I totally support this campaign to raise awareness of the terrible regime and the way it treats its people, especially the many thousands of believers there who are languishing in labor camps, or are being publically executed as an example to others.

No wonder that North Korea has again as won the dubious title of the world’s worst persecutor of Christians, according to the latest ranking released by religious liberty advocates Open Doors.

The communist nation has topped the mission organization’s World Watch List for eight consecutive years because of its long history of targeting Christians for arrest, torture and murder. California-based Open Doors USA estimates that of the 200,000 North Koreans languishing in political prisons, 40,000 to 60,000 of them are Christians.

“It is certainly not a shock that North Korea is No. 1 on the list of countries where Christians face the worst persecution,” said Open Doors USA President Carl Moeller. “There is no other country in the world where Christians are persecuted in such a horrible and systematic manner. Three generations of a family are often thrown into prison when one member is incarcerated.”

Islamic Gunmen Kill Christian Aid Workers in Pakistan


World Vision worker says militants dragged his colleagues into room and executed them.

ISLAMABAD, Pakistan, March 10 (CDN) — Suspected Islamic militants armed with guns and grenades stormed the offices of a Christian relief and development organization in northwest Pakistan today, killing six aid workers and wounding seven others.

The gunmen besieged the offices of international humanitarian organization World Vision near Oghi, about 80 kilometers (50 miles) north of Islamabad in Mansehra district of the North West Frontier Province (NWFP). Police and World Vision’s regional spokesman said the Pakistani staff members, including two women, were killed after up to 15 gunmen arrived in pick-up trucks and began firing.

“They gathered all of us in one room,” World Vision administration officer Mohammad Sajid, who was in the office at the time, told Compass. “The gunmen, some of whom had their faces covered, also snatched our mobile phones. They dragged people one by one and shifted them to an adjacent room and shot and killed them.”

Rienk van Velzen, World Vision’s regional communications director, said from the Netherlands that all staff members in the office were Pakistanis. He said one is missing.

The organization has been operating in the area since October 2005, when aid workers flooded into the northwest after a 7.6-magnitude earthquake killed more than 73,000 people and left about 3.5 million homeless.

But many charities have since left the area as Islamist violence soared. In February 2008, four aid workers with the British-based group Plan International were killed in a similar gun and grenade attack in Mansehra town.

Police said the militants escaped into the hills.

“Police rushed to the area after receiving information about the attack, but the attackers managed to flee,” senior police officer Waqar Ahmed said. “We chased them, there was an exchange of fire, but the gunmen escaped into the mountains.”

Ahmed blamed the attack on “the same people who are destroying our schools” – a reference to Taliban militants opposed to co-education who have blown up hundreds of schools across the northwest in the past three years.

“Now they want to disturb relief work in quake-hit areas,” Ahmed said.

World Vision’s website says the aid group is “inspired by our Christian values” but stresses that it does not proselytize or predicate aid on a person’s faith.

Foreign targets are rarely attacked directly in Pakistan, despite the chronic insecurity in the nuclear-armed, Muslim state, which is a key ally in the U.S.-led war on Al Qaeda and the Taliban in neighboring Afghanistan.

A wave of suicide and bomb attacks across Pakistan has killed more than 3,000 people since 2007. Blame has fallen on Taliban and Al Qaeda-linked militants bitterly opposed to the alliance with the United States.

The United Nations decided last year to relocate a limited number of its international staff from Pakistan because of security concerns.

The UN’s World Food Program office in Islamabad was attacked in October last year, with five aid workers killed in a suicide bombing.

Then on Feb. 3, a bomb attack in the NWFP district of Lower Dir killed three U.S. soldiers and five other people at the opening of a school just rebuilt with Western funding after an Islamist attack.

Elsewhere in the northwest today, police found the bodies of two men the Taliban had accused of spying for the United States. The local tribesmen had been snatched last month from Mir Ali in North Waziristan tribal region, and their “bullet-riddled bodies were found dumped under a bridge,” police officer Dildar Khan said.

Weeks after their abduction in Yemen Christians still missing


Six weeks after their abduction in Yemen there is still no word about the whereabouts of a German Christian family and a British citizen, reports Wolfgang Polzer, special to ASSIST News Service.

The development worker, his wife, their three children and the British engineer were kidnapped in mid-June during an outing near Saada in North Yemen.

They were with two German bible school students and a South Korean teacher. They were found murdered on June 12.

The nine Christians were working at the Al Jumhuri hospital in Saada, which has since been closed for security reasons. The humanitarian agency Worldwide Services, based in the Netherlands, has withdrawn all staff members.

As a close family member of the missing Germans told the evangelical news agency idea that there is no news about the fate or the whereabouts of the hostages. No ransom demand has been made.

It is most likely that the Christians were abducted for religious reasons. Apparently the German development worker was seen talking to a man about the Bible. The family wanted to return to East Germany next year, when their youngest daughter is due to start school.

The Bishop of the Lutheran Church in Saxony, Jochen Bohl, has asked for intercession on behalf of the missing Christians.

In the last 15 years at least 200 foreigners have been kidnapped in Yemen. In most cases, they were set free after ransom payments.

It is not the first time that Muslim extremists have murdered hospital workers in Yemen. Two men killed three US-citizens at a Baptist hospital in Jibla, December 30, 2002. Another American was wounded. The culprits were later convicted and sentenced to death.

Yemen is one of the strictest Islamic countries. 99 percent of the 21 million inhabitants are Muslims. Small groups of Christians gather in secret.
