Keeping workers COVID-safe requires more than just following public health orders

Stephen Duckett, Grattan InstituteSo far in the pandemic, state public health advice has been front and centre of public messaging about protecting the community from the spread of COVID-19.

But merely following the public health orders won’t necessarily meet employers’ obligations to protect staff from COVID, especially as restrictions ease in the Eastern states.

Protecting employees from COVID is good for staff, of course, and also good for the organisation because it will reduce the potential for staff being off sick.

Vaccination alone won’t guarantee a COVID-safe workplace. Even double-vaccinated people can be infected. Vaccination reduces the chance of infection by between 60% (AstraZeneca) and 80% (Pfizer). And double-vaccinated people can also transmit the virus, although again at a much lower rate.

As part of the scientific advisory group OzSAGE, we’re issuing guidance to employers about creating COVID-safe working environments. We propose organisations follow a four-level hierarchy of COVID controls.

Employers need to consider four key areas.

Level 1: vaccination and working from home

The most effective protections against COVID are vaccinating to reduce the risk of infection, and limiting interactions with infected people. These are the two standard public health measures seen in state public health orders.

Employers should encourage employees to get vaccinated by providing:

  • leave or paid time off to get vaccinated
  • reliable and up-to-date information on the effectiveness of vaccinations
  • the details of the locations nearby where vaccinations are available
  • on-site vaccination, if possible, for shift workers and those who can’t easily attend a GP or vaccine hub appointment
  • incentives, such as additional annual leave days for vaccinated workers.

In some circumstances – especially where the organisation is responsible for caring for people at a higher risk of infection – mandatory vaccination of employees might also be considered.

Staff should be encouraged to work from home if that’s possible, while risk of infection is still high. Working from home doesn’t eliminate the risk of COVID, but it eliminates the risk of contracting (and transmitting) COVID in the workplace.

Putting in place “hybrid” working arrangements reduces the number of people in the workplace at any one time, and therefore the risk of transmission.

Level 2: safe indoor air

State public health orders have essentially focused on density limits. These are important, but don’t guarantee good ventilation and clean air.

COVID spreads by aerosols. Respiratory aerosols from breathing and speaking accumulate in indoor spaces, resulting in increasing risk over time.

Poor ventilation (stagnant air) in public buildings, workplaces, schools, hospitals, and aged care homes contributes to viral spread.

Good ventilation is a key part of reducing the risk of COVID transmission.

As the number of people inside a space increases, CO₂ will increase to varying degrees, depending on the effectiveness of ventilation and the volume of the space. Measuring carbon dioxide (CO₂) is therefore a useful surrogate indicator to assess the relative infection risk of COVID in an indoor space.

It’s recommended employers invest in CO₂ monitoring and use that as a trigger to reduce occupancy and/or increase the provision of outdoor air and HEPA (high-efficiency particulate air) filtering to ensure the risk of COVID-19 is appropriately mitigated.

Having automated alerts (in non-HEPA filtered areas) from CO₂ monitors will prompt action to improve ventilation or leave the workplace.

Level 3: administrative measures

Organisations should be ready to manage COVID outbreaks – especially in New South Wales and Victoria, where public health contact tracing is at capacity.

Organisations might also use regular rapid antigen testing (where practical and feasible, considering cost and logistics), to prevent or limit outbreaks when people are shedding the virus but are asymptomatic.

The risk of an organisation-wide shutdown can be minimised by creating work bubbles – teams coming to work on different days – and other measures to reduce physical interactions.

Staggering work hours to reduce congregating at lift spaces is another useful, low-cost strategy.

Level 4: masks

COVID-19 is an airborne disease, so the use of masks is integral to reduce transmission and to offer some protection if there is any breakdown of other controls.

Masks are also essential because 30–70% of transmission may be asymptomatic: from infected people who look and feel well and may not be aware they are infected.

Basic cloth masks and surgical masks reduce the transmission of COVID. The effectiveness of masks increases when they fit snugly on the wearer’s face.

Workers should be provided with appropriate fitted masks and should be trained in how and when to use them. At a minimum, where workplaces are in areas with community transmission of COVID, masks should be worn whenever workers are indoors.

Rates of COVID are still high in NSW, Victoria, and the ACT. Employers, especially in those jurisdictions, should review their work health and safety plans to ensure their workers and customers are properly protected.

A tougher 4-week lockdown could save Sydney months of stay-at-home orders, our modelling shows

But our modelling suggests it may take until the end of the year to get case numbers close to zero, unless more stringent measures are introduced.

NSW health authorities increased restrictions on Friday. These limit outdoor gatherings to two people, exercise to within 10km from your home, and shopping to one person from a household each day, with no browsing.

These restrictions are similar to Victoria’s Stage 3 and came on top of existing rules, which began on June 23, to only leave your home for four reasons: work/education, care/compassion, shopping for essential supplies, and exercise.

But additional measures – at least as strong as in Melbourne’s Stage 4 – are needed to get the greater Sydney outbreak under control.

For Melbourne’s second wave, this included closing non-essential retail, restricting movements to 5km from home and within the hours of 8pm to 5am, and mask-wearing outdoors.

COVID case numbers will fall if Victorian Stage 4 measures are applied in greater Sydney, for at least a month.

Our predictions

Our modelling shows that without the initial stay-at-home orders, the results would have been catastrophic (red line).

NSW’s updated level of restrictions (orange line, similar to Victoria’s Stage 3 + masks) would prevent daily case numbers from increasing further. But it’s not enough to eliminate community transmission before the end of the year.

But if Stage 4 restrictions were applied now (blue line), the epidemic curve would decline sharply.

It’s difficult to estimate the time to return case numbers from current levels to a seven-day average of less than five per day, but it’s likely to take at least a month.

So how did we reach these conclusions? We use two complementary modelling approaches to generate information about the measures needed to get case numbers under control.

Simulating people’s decisions

The first model, COVASIM, simulates individual people who reflect the diversity of the population. Individuals are allocated different numbers of daily contacts and can participate in various activities (for example going to school, work, bars/cafes, shopping, playing sport), which affect their risk of transmission.

People respond differently to COVID-19: whether they get tested, how long they wait before being tested, and how compliant they are with quarantine. For infected people, their infectiousness and disease prognoses also depend on their age and vaccine status.

COVASIM includes interventions such as testing, contact tracing and quarantine, and public health restrictions that can reduce transmission risk, such as masks and density limits, or the number of contacts.

We calibrated this model using extensive data from Melbourne’s second wave, then simulated a theoretical Delta variant outbreak. We wanted to know whether previous restrictions would be likely to contain the Delta variant, given improved contact tracing and limited vaccine coverage.

To produce a “Sydney-sized” outbreak, we ran the model with light restrictions until it reached a seven-day average of 30 diagnoses a day. We then applied three policy packages: no additional restrictions, restrictions similar to Melbourne’s Stage 3 + masks, and Stage 4 restrictions.

Looking at the whole city

Our second model, MACROMOD, takes the opposite view to COVASIM: it models what happens at the city level, instead of building up from the outcomes of many individual behaviours.

It assumes the epidemic proceeds as a series of periods of exponential growth or decline and is being updated daily as new daily case data becomes available.

MACROMOD was successful in describing Melbourne’s second wave (June to November 2020) and accurately predicted the time to reach zero cases in Melbourne under Stage 4 restrictions.

What does it predict for Sydney?

We modelled Sydney’s current outbreak with MACROMOD for 21 days from June 23, when stay-at-home orders began, to July 13.

The impact of the stay-at-home orders was expected to start by July 1. But we couldn’t detect any decrease in the exponential growth in COVID case numbers.

This tells us that despite the fine work done by contact tracers and the NSW public, the high transmissibility of the Delta variant requires a much more vigorous response.

We then projected the model forward to predict the impact of the extended controls on July 9, and a further hypothetical increase similar to Melbourne’s Stage 4 restrictions.

The model suggests that the extended controls may be enough to “flatten the curve”, but are unlikely to contain the outbreak.

Thankfully NSW still has public health levers it could use to get the outbreak under control. We found if Stage 4 restrictions were applied now, the epidemic curve would decline sharply.

Light Sentences for Attack on Christians in Indonesia Condemned


Prosecutors’ refusal to file felony charges said to encourage more violence.

JAKARTA, Indonesia, March 10 (CDN) — Human rights and Christian leaders said a West Java court’s light sentence for Islamic extremists who injured a church pastor and an elder will encourage more violence and religious intolerance.

After those involved in the Sept. 12, 2010 clubbing of the Rev. Luspida Simanjuntak and the stabbing of elder Hasian Lumbantoruan Sihombing of the Batak Christian Protestant Church (Huria Kristen Batak Protestan, or HKBP) in Ciketing received sentences of only five to seven months, the Setara Institute for Democracy and Peace released a statement asserting that the judges’ panel was acting under pressure from Muslim extremists.

“The public will think that violence, intolerance, and obstruction of worship are part of their religious worship and duties,” the institute stated regarding the Feb. 24 sentences.

After prosecutors decided to file minor charges citing “insufficient evidence” for assault charges, the judges issued verdicts that have injured people’s sense of justice, and the light sentences set a “rotten” precedent for strengthening the rule of law in Indonesia, according to the institute.

“Specifically, the verdict neither is a deterrent nor does it educate the public that violent acts in the name of religion are serious matters,” according to the Setara statement.

Saor Siagian, attorney for the church, told Compass that the facts of the case had shown that the assailants should have been charged with joint assault under Section 170 of Indonesia’s penal code, which could have resulted in sentences of five to nine years. Instead, prosecutors opted to charge them only with maltreatment under Section 351.

The alleged planner of the attack, Murhali Barda, head of the Bekasi chapter of the Islamic Defenders Front (FPI), received a sentence of only five months and 15 days for “disorderly conduct” (Section 335) even though he should have been prosecuted for incitement and joint assault, Siagian said.

“The trial brought to light facts that pointed toward incitement by Murhali Barda via Facebook, text messages, and orders to the defendants to attack the congregation of HKBP on Sept. 12, 2010 at Ciketing,” said Siagian. “If he had been charged with Section 170 he would have been facing a five-to-nine-year sentence, and Section 160 [incitement] carries a six-year sentence. These are both felonies.”

Judges of the State Court in Bekasi, West Java handed down a seven-month sentence to Adji Ahmad Faisal, who stabbed church elder Sihombing; the prosecutor had asked for sentence of 10 months. Ade Firman, who clubbed Pastor Simanjuntak hard enough to send her to the hospital for treatment, was given a six-month sentence; prosecutors had requested an eight-month sentence. Two under-age defendants were found guilty and turned over to their parents.

Along with Barda of the FPI, eight other defendants received sentences of five months and 15 days: Ismail, Dede Tri Sutrisna, Panca Rano, Khaerul Anwar, Nunu Nurhadi, Roy Karyadi, Kiki Nurdiansyah, Suprianto and one identified only as Ismail; prosecutors had asked for six-month sentences.

During the trial, 100 members of the FPI demonstrated in front of the courthouse, demanding that Barda and the others be immediately released. As each sentence was read out, the demonstrators shouted “Allahu Akbar [God is greater].”

The lawyer for Barda, Shalih Mangara Sitompul, said the verdicts brought about peace between both parties. His client was found guilty of incidents that took place on Aug. 1 and 8, 2010, he said, questioning why the Sept. 12 attack became the basis for criminal prosecution as Barda did not even encounter Pastor Simanjuntak on that date.

Sitompul said he would appeal the verdict.

Pastor Simanjuntak said the light sentences showed that the state was unable to fully enforce the law.

“This country is more afraid of the masses than standing for justice,” she said. “That’s what happened in the state court in Bekasi. With heavy hearts we accept the verdict.”

The stabbing victim, Sihombing, said that he was not surprised by the light sentences.

“The verdicts were not just, but I don’t know what else to do,” he said. “I’ve just got to accept things.”

Indonesia is a country that follows the rule of law, he said, and therefore it is not right to give a light sentence for stabbing.

“Even so, as a Christian and elder of the congregation, I have forgiven the person who attacked me,” he said.

Attorney Siagian said the sentences will fail to act as a deterrent.

“It passively encourages future violence in the name of religion by radical groups against minorities – not only against the HKBP church, but also against citizens in other areas,” he said. “Also, the verdict shows that the judge sides with those who committed violent acts in the name of religion, and it is a threat to pluralism and diversity in Indonesia.”

Police in Sudan Aid Muslim’s Effort to Take Over Church Plot


With possibility of secession by Southern Sudan, church leaders in north fear more land grabs.

NAIROBI, Kenya, October 25 (CDN) — Police in Sudan evicted the staff of a Presbyterian church from its events and office site in Khartoum earlier this month, aiding a Muslim businessman’s effort to seize the property.

Christians in Sudan’s capital city told Compass that police entered the compound of the Sudan Presbyterian Evangelical Church (SPEC) on Oct. 4 at around 2 p.m. and ordered workers to leave, claiming that the land belonged to Muslim businessman Osman al Tayeb. When asked to show evidence of Al Tayeb’s ownership, however, officers failed to produce any documentation, the sources said.

The church had signed a contract with al Tayeb stipulating the terms under which he could attain the property – including providing legal documents such as a construction permit and then obtaining final approval from SPEC – but those terms remained unmet, church officials said.

Church leader Deng Bol said that under terms of the unfulfilled contract, the SPEC would turn the property over to al Tayeb to construct a business center on the site, with the denomination to receive a share of the returns from the commercial enterprise and regain ownership of the plot after 80 years.

“But the investor failed to produce a single document from the concerned authorities” and therefore resorted to police action to secure the property, Bol said.

SPEC leaders had yet to approve the project because of the high risk of permanently losing the property, he said.

“The SPEC feared that they were going to lose the property after 80 years if they accepted the proposed contract,” Bol said.

SPEC leaders have undertaken legal action to recover the property, he said. The disputed plot of 2,232 square meters is located in a busy part of the heart of Khartoum, where it has been used for Christian rallies and related activities.

“The plot is registered in the name of the church and should not be sold or transfered for any other activities, only for church-related programs,” a church elder who requested anonymity said.

The Rev. Philip Akway, general secretary of the SPEC, told Compass that the government might be annoyed that Christian activities have taken place there for many decades.

“Muslim groups are not happy with the church in north Sudan, therefore they try to cause tension in the church,” Akway told Compass.

The policeman leading the officers in the eviction on Oct. 4 verbally threatened to shoot anyone who interfered, Christian sources said.

“We have orders from higher authorities,” the policeman shouted at the growing throng of irate Christians.

A Christian association called Living Water had planned an exhibit at the SPEC compound on Oct. 6, but an organization leader arrived to find the place fenced off and deserted except for four policemen at the gate, sources said.

SPEC leaders said Muslims have taken over many other Christian properties through similar ploys.

“We see this as a direct plot against their churches’ estates in Sudan,” Akway said.

The Rev. John Tau, vice-moderator for SPEC, said the site where Al Tayeb plans to erect three towers was not targeted accidentally.

“The Muslim businessman seems to be targeting strategic places of the church in order to stop the church from reaching Muslims in the North Sudan,” Tau said.

The unnamed elder said church leaders believe the property grab came in anticipation of the proposed north-south division of Sudan. With less than three months until a Jan. 9 referendum on splitting the country according to the Comprehensive Peace Agreement of 2005, SPEC leaders have taken a number of measures to guard against what it sees as government interference in church affairs.

Many southern Sudanese Christians fear losing citizenship if south Sudan votes for secession in the forthcoming referendum.

A top Sudanese official has said people in south Sudan will no longer be citizens of the north if their region votes for independence. Information Minister Kamal Obeid told state media last month that south Sudanese will be considered citizens of another state if they choose independence, which led many northern-based southern Sudanese to begin packing.

At the same time, President Omar al-Bashir promised full protection for southern Sudanese and their properties in a recent address. His speech was reinforced by Vice President Ali Osman Taha’s address during a political conference in Juba regarding the signing of a security agreement with First Vice President Salva Kiir Mayardit (also president of the semi-autonomous Government of Southern Sudan), but Obeid’s words have not been forgotten.

Akway of SPEC said it is difficult to know what will become of the property.

“Police continue to guard the compound, and nobody knows for sure what the coming days will bring,” Akway said. “With just less than three months left for the South to decide its fate, we are forced to see this move as a serious development against the church in Sudan.”

Morocco Continues to Purge Nation of Foreign Christians


New wave of deportations raises concerns for foreigners married to Moroccans.

ISTANBUL, July 1 (CDN) — Moroccan authorities expelled eight more foreign Christians from the country last weekend, bringing the total of deported Christians since March to 128.

Two foreign women married to Moroccan Christians were included in this third wave of deportations since March, raising concerns that local authorities intend to harass the country’s small but growing Protestant community.

“They are all in fear,” a source told Compass, “because this happened to people who are married.”

One of the women, a Lebanese national married to a Moroccan, was diagnosed with cancer last month and is the mother of a 6-year old girl whom she was forced to leave behind.

A Spanish national, Sara Domene, 31, was also deported on Monday (June 28), according to news sources. Domene was working as a language teacher in the Western Sahara, a territory under Moroccan sovereignty.

Authorities called the foreigners to police stations across Morocco on Friday (June 25) and told them they had 48 hours to leave the country on grounds of “threatening public order.”

Other nationals who were forced to leave the country over the weekend came from France, Egypt, Lebanon, Switzerland, Nigeria and Spain.

A source explained that Moroccan authorities are essentially deporting Christians for “proselytism,” which is illegal in Morocco, but in order to justify the deportations they have claimed that the foreigners pose a threat to the state.

In April nearly 7,000 Muslim religious leaders backed the deportations by signing a document describing the work of Christians within Morocco as “moral rape” and “religious terrorism.” The statement from the religious leaders came amid a nationwide mudslinging campaign geared to vilify Christians in Morocco for “proselytism” – widely perceived as bribing people to change their faith.

There are an estimated 1,000 Moroccan Christian converts in the country. They are not recognized by the government. About 99 percent of Morocco’s population of more than 33 million is Muslim.

 

Congressional Hearings

On June 17, the Tom Lantos Human Rights Commission held a U.S. congressional hearing on the ongoing deportations of U.S. citizens and other foreigners from Morocco.

Morocco has expelled about 58 U.S. citizens in the last four months. On Thursday (June 24) authorities informed about 10 U.S. citizens that they had 48 hours to leave the country, but within 24 hours the deportation orders were rescinded.

In a statement after the June 17 hearing, Rep. Frank Wolf (R-Va.), who co-chairs the Lantos commission, said he would lobby for the U.S. government to withhold funds it has pledged to Morocco if he did not see improvements in the treatment of Christians there.

“I will continue to stay with this issue until a resolution has been reached,” he said. “Should this matter remain unresolved, it is possible that I may offer amendments in the Appropriations committee and on the House floor to restrict U.S. foreign aid from going to Morocco.”

In a letter addressed to the Tom Lantos Human Rights Commission on June 17, Ambassador of Morocco to the United States Aziz Mekouar claimed that the deportations “solely and exclusively targeted proselytism activities, which are clearly and categorically forbidden by the laws of Morocco and the precepts of Islam.”

The ambassador said the Moroccan Penal Code imposes fines and prison sentences for those who “use means of seduction in the aim of undermining a Muslim’s faith or of converting him/her to another religion, either by exploiting his weaknesses or needs, or through the use, to this end, of health or educational establishments, as well as shelters or orphanages.”

Moroccan authorities have failed to provide foreign Christians whom they expelled with documented proof or official charges of their alleged proselytism activities. In his letter, the ambassador said the deportations were preferable to the “difficult ordeal” of incarceration and a trial as part of a criminal procedure against the Christians.

Wolf noted that that among those who were deported or denied reentry were businessmen, educators and humanitarian and social workers, “many of whom had resided in Morocco for over a decade in full compliance with the law. Additionally, those deported were forced to leave the country within two hours of being questioned by authorities, leaving everything behind.”

Christian foreigners who were able to obtain official deportation documents have appealed their cases in the Moroccan courts. The hearings for those cases started in May and are continuing.

Moroccan Islamists Use Facebook to Target Christians


Local Christians sense authorities, extremists and society in collusion against them.

RABAT, Morocco, June 17 (CDN) — Moroccan Christians say Muslim extremists in the country are aiding and encouraging the government to pursue them by exposing and vilifying them on social networking site Facebook.

Facebook user Gardes Maroc Maroc has posted 32 image collages featuring dozens of Christian converts, calling them “hyena evangelists” or “wolves in lamb’s skins” who are trying to “shake the faith of Muslims.” That terminology on the website, which is in Arabic, matches that of Morocco’s anti-proselytizing law, which outlaws efforts to “shake the faith of Muslims.”

The online images depict Christian converts and their families from across the country and include details about their roles and activities in churches, their personal addresses and anecdotal stories attempting to malign them.

“These are some pics of Moroccan convert hyenas,” reads one image.

Since March, the Moroccan government has expelled more than 100 foreign Christians for alleged “proselytizing.” Authorities failed to give Christians deportation orders or enough time to settle their affairs before they left.

Observers have called this a calculated effort to purge the historically moderate Muslim country, known for its progressive policies, of all Christian elements – both foreign and national.

Amid a national media campaign to vilify Christians in Morocco, more than 7,000 Muslim clerics signed a statement denouncing all Christian activities and calling foreign Christians’ aid work “religious terrorism.”

On the Facebook page, Gardes Maroc Maroc makes a particularly strident call to Moroccan authorities to investigate adoptive parents of children from the village of Ain Leuh, 50 miles south of Fez. The user claims that local Christians under orders of “foreign missionaries” were attempting to adopt the children so missionary efforts would not “go in vain.”

On March 8, the Moroccan government expelled 26 Christian foreign staff members and parents working at Village of Hope in Ain Leuh.

Now efforts against national Christians have gained momentum. One image on the Facebook page challenged the Islamic Ministry of Religious Affairs and Endowments, saying, “Evangelist hyenas are deriding your Ministry.” The page with the images claimed that Christians had rented out an apartment belonging to that government ministry.

An entire page was dedicated to a well-known Christian TV personality in the Middle East, Rashid Hmami, and his family. The user also inserted pictures of hyenas next to those of Christians, presumably to indicate their danger to the nation.

 

National Christians Threatened

Moroccan Christians told Compass that authorities had begun harassing them even before the forced deportations of foreigners, and that pressure from officials only intensified in March and April.

Since the deportations started in early March, it seems that authorities, extremists and society as a whole have colluded against them, local Christians said. Dozens of Christians have been called to police stations for interrogation. Many of them have been threatened and verbally abused.

“They mocked our faith,” said one Moroccan Christian who requested anonymity. “They didn’t talk nicely.”  

Authorities interrogated the convert for eight hours and followed him for three weeks in March and April, he said. During interrogation, he added, local police told him they were prepared to throw him in jail and kill him.

Another Moroccan Christian reported that a Muslim had taken him to court because of his Christian activities. Most Moroccan Christians that spoke to Compass said the attitudes of their Muslim relatives had shifted, and many have been kicked out of their homes or chosen to leave “to not create problems” for their families.

Moroccan converts meet in house churches. Some of them have stopped meeting until the pressure subsides.

“The government is testing the reactions,” said Moroccan lawyer Abdel Adghirni of the recent pressure on Christians.

The lawyer, known as one of the strongest defenders of Berber rights in Morocco, said that although the government’s recent reactions seem regressive, they are part of the nation’s societal transformation process.

“The government is trying to dominate,” said Adghirni. “They are defending themselves. They feel the wind of change. All of this is normal for me – like a complex chemistry that activates as different elements come into contact. Things are moving.”

 

Congressional Hearing

In an effort to alert U.S. Congress to the sudden turn against religious tolerance in Morocco, the Tom Lantos Human Rights Commission is holding congressional hearings today on the deportations of foreign Christians from the country.

Earlier today, the National Clergy Council held a press conference at the National Press Club in Washington, D.C., to congratulate the Moroccan government on religious tolerance. Organizers of the congressional hearings said they view the council’s press conference as an effort to counter the hearings.

The Rev. Rob Schenck, who heads the council, has had numerous exchanges with Moroccan Islamic leaders and in early April met with the Moroccan ambassador to the United States.

“I have enjoyed a close friendship of several years with the ambassador,” Schenck stated on his website.

Organizers of the congressional hearings have said they are baffled that the National Clergy Council, and in particular Schenck, would speak so highly of the Moroccan government at a time when it is in such blatant violation of human rights.

“There’s good and bad in every country, but what Morocco has done on the whole to advance religious liberty in that region of the world is extraordinary,” Schenck said in a media statement yesterday on Christian Newswire. “We hope to present a fair and balanced picture of this unusual country.”

Congressman Frank Wolf (R-Va.), co-chairman of the Tom Lantos Human Rights Commission, said that the Moroccan government has deported nearly 50 U.S. citizens.

“In spite of this, the U.S. government has pledged $697.5 million to Morocco over the next five years through the Millennium Challenge Corporation,” he said. Wolf is advocating that the United States withhold the nearly $697.5 million in aid that it has pledged to Morocco.  

“It is inappropriate for American taxpayer money to go to a nation which disregards the rights of American citizens residing in Morocco and forcibly expels Americans without due process of law,” he said.

Among those appearing at the hearing today is Dutch citizen Herman Boonstra, leader of Village of Hope, who was expelled in March. Boonstra and his wife were forced to leave eight adopted children in Morocco. Moroccan authorities have refused re-entry for the couple, as they have for all deported Christian foreigners.

Lawyer Adghirni said he believes Morocco cannot survive and develop economically – and democratically – without national diversity.

“We can’t be free without Christians,” Adghirni said. “The existence of Christians among us is the proof of liberty.”

Muslim Teachers in Pakistan Allegedly Abuse Christian Students


Derogatory remarks, beatings, pressure to convert to Islam drive two girls to drop out.

SARGODHA, Pakistan, May 19 (CDN) — Muslim teachers at a girls school here have derided Christian students for their faith, beat them, pressured them to convert to Islam and forced them to clean school bathrooms and classrooms after class hours, according to area Christians.

Muslim teachers at Government Higher Secondary School in village No. 79-NB (Northern Branch), Sargodha, in Punjab Province, have so abused Christian students that two of the dozens of Christian girls at the school have dropped out, said a 16-year-old student identified only as Sana.

“Christian students are teased and mocked by radical Muslim, female teachers from the start of the school day to the end,” she said. “Due to the contemptuous behavior on religious grounds by the fanatical Muslim principal and staff, Christian students feel dejected, depressed and frustrated. I am totally broken-hearted because of the intolerance and discrimination.”

Rebecca Bhatti, a 16-year-old grade 10 student, told Compass she left the government school because her main teacher, along with an Islamic Education & Arabic Language teacher identified only as Sumaira, a math teacher identified only as Gullnaz, other Muslim teachers and Ferhat Naz, the principal, would call Christian girls in to the staff room at recess and demand that they polish their shoes or wash their undergarments and other clothes. 

“If any girl turned down the orders of any of the Muslim teachers, they were punished,” Bhatti said as she spilled tears. “The Muslim school teachers ordered us to wash lavatories daily and clean the school compound and classrooms, even though there is staff to keep the school clean.”

She said that the school also denied Christian students certificates of completion when they had finished their studies.

“This was to bar Christian students from gaining admission to other educational institutions or continue their education,” she said.

The principal of Christian Primary School in the village, Zareena Emmanuel, said that Naz and Sumaira subjected Christian students to beatings. Emmanuel also said that Muslim teachers at the secondary school derided Christian students for their faith.

“I regret that it is the only government school of higher education for girls at the village and adjoining areas,” Emmanuel said, “and therefore Christian girls have to experience such apathy, religious discrimination and bitterness each day of their schooling, which is supposed to be a time of learning and imagination.”

Christian residents of the village said they have been longing to bring abuse at the school to light. The Rev. Zaheer Khan of Maghoo Memorial United Presbyterian Church and Emmanuel of the primary school have asked education department officials of Sargodha Region to investigate, he said.

Khan also said that Naz and Muslim teachers including Gullnaz, Sumaira and Muzammil Bibi have treated Christian students contemptuously and have frequently asked them to convert to Islam.

“The attitude of the Arabic & Islamic Education teacher, Sumaira, toward the Christian students is beyond belief,” he said, “as she has forced the Christian girls to wash toilets, classrooms and clean the school ground, saying they must not be hesitant to do sanitation work because it’s the work of their parents and forefathers handed down to them.”   

Questioned about the abuses, Naz told Compass that she would immediately take note of such incidents if they had occurred.

“Any of the teachers held responsible of forcing Christian students convert to Islam will be punished according to the departmental rules and regulations,” Naz said. “A few Christian girls have abandoned their education because of their domestic problems, but even then I’ll carry out a departmental inquiry against the accused teachers, and no one will be spared if found guilty.”

Naz said the inquiry would focus especially on the accusations against Sumaira, Muzammil and Gullnaz.

Protesting residents gathered outside Naz’s office last week said she had no real intention of investigating the alleged abuses; some said she was making weak excuses to defend her staff members. They urged an independent investigation of Sumaira, Gullnaz, Muzammil and Naz.

“This cannot be tolerated, as it’s a matter of their girls’ careers and education,” said one protestor.

Noureen Austin, a 19-year-old Christian student in grade 12, described the school environment as discriminatory, depressed, gloomy and agitated.”

“No Christian student can get a quality education there,” she said. “Most of the school faculty are fanatical female Muslims who would not waste any chance to target Christian girls because of their belief in Christ.”
