Is it time for a ‘new way of war?’ What China’s army reforms mean for the rest of the world

The ancient Chinese military strategist Sun Tzu once said,

Appear weak when you are strong, and strong when you are weak.

Looking at the Chinese People’s Liberation Army (PLA) today, it’s hard to say which of these tactics is most germane.

Getting the answer right will have enormous consequences for the United States and the future of the Indo-Pacific region. Underestimating the PLA breeds complacency and risks costly overreach. Overestimating the Chinese military grants it unwarranted advantage.

Similarly, for the Chinese leadership, miscalculating its military capability could lead to disaster.

As such, any serious appraisal of Chinese military power has to take the PLA’s progress – as well as its problems – into account. This was the focus of a recent study we undertook, along with retired US Army lieutenant colonel Dennis Blasko, for the Australian Department of Defence.

The PLA’s new-found might

By all appearances, the PLA has become a more formidable force over the past decade. The massive military parade in Beijing last October to mark the 70th anniversary of the founding of the People’s Republic of China showed off more than 700 pieces of modern military hardware.

One of these weapons, displayed publicly for the first time, was the DF-41, China’s most powerful nuclear-armed ballistic missile. It is capable of hitting targets anywhere in the US.

Under President Xi Jinping, China has also expanded its military footprint in the South China Sea. Military experts say China has used the global distraction of the coronavirus pandemic to shore up its position even further, drawing rebukes from neighbours. Tensions have heightened in recent days as the US and Australia have sent warships into the sea for drills.

In the past few years, China has also stepped up its military exercises around Taiwan and disputed waters near Japan, and last December, commissioned its second aircraft carrier, the Shandong, into service with the PLA Navy.

The most recent annual assessment of the PLA by the Pentagon acknowledges China’s armed forces are developing the capability to dissuade, deter or, if ordered, defeat third-party armed forces (such as the US) seeking to intervene in “a large-scale, theatre campaign” in the region.

The report also expects the PLA to steadily improve its ability to project power into the Pacific and beyond.

A recent study commissioned by the US Congress goes further, saying China’s strategy aims to

disrupt, disable or destroy the critical systems that enable US military advantage.

The report called for a “new American way of war”.

All of these highlight the increasing capabilities of the PLA and underscore the challenges China’s rising hard power pose to the United States and its regional allies. But what of the challenges the PLA itself faces?

Overcoming the ‘peace disease’

Interestingly, many of these problems are openly discussed in official Chinese publications aimed at a Chinese audience, but are curiously absent when speaking to a foreign audience.

Often, pithy formulaic sayings of a few characters summarise PLA shortcomings. For example, the “two inabilities” (两个能力不够), a term that has appeared hundreds of times in official Chinese media, makes reference to two shortcomings:

  • the PLA’s current ability to fight a modern war is insufficient, and

  • the current military commanders are also not up to the task.

Another frequent self-criticism highlights the “peace disease” (和平病), “peacetime habits” (和平积习) and “long-standing peace problems” (和平积弊).

The PLA was last at war in the mid-1980s, some 35 years years ago. Today’s Chinese military has very little combat experience.

Put more pointedly, far more soldiers serving in the PLA today have paraded down Chang’an Avenue in Beijing than have actually operated in combat.

Owing to these and many other acknowledged deficiencies, Xi launched the most ambitious and potentially far-reaching reforms in the PLA’s history in late 2015.

This massive structural overhaul aims to transform the PLA from a bloated, corrupt and degraded military to one increasingly capable of fighting and winning relatively short, but intensive, conflicts against technologically sophisticated adversaries, such as the United States.

But, recognising how difficult this transformation will be, the Chinese political and military leadership has set out a decades-long timeline to achieve it.

In Xi’s estimations, by 2020, the PLA’s mechanisation will be “basically achieved” and strategic capabilities will have seen major improvements; by 2035, national defence modernisation will be “basically completed”; and by mid-century, the PLA will be a “world-class military.”

In other words, this transformation – if successful – will take time.

At this relatively early point in the process, authoritative writings by PLA leaders and strategic analysts make clear that much more work is needed, especially more realistic training in joint operations, as well as improved leadership and greater communications integration across the services.

PLA modernisation depends more on “software” — human talent development, new war-fighting concepts and organisational transformation — than on the “hardware” of new weapons systems. This underscores the lengthy and difficult nature of reform.

‘Know the enemy and know yourself’

The many challenges facing the PLA’s reform effort suggest the Chinese leadership may lack confidence in its current ability to achieve victory against a strong adversary on the battlefield.

However, none of this means we should dismiss the PLA as a paper tiger. The recent indictment of PLA personnel for the 2017 hack of Equifax is a cautionary reminder of the Chinese military’s expansive capabilities.

Better hardware is not what China needs at the moment – it needs to improve its software.

Rather, it means a prudent assessment of the PLA must take its strengths and weaknesses into account, neither overestimating nor underestimating either one. Should strategic competition between the US and China continue to escalate, getting this right will be more important than ever.

So, is China appearing weak when it is strong, or appearing strong when it is weak? Much current evidence points to the latter.

But this situation will change and demands constant reassessment. Another quotation from Sun Tzu is instructive:

If you know the enemy and know yourself, you need not fear the result of a hundred battles.

Not dead yet: how MP3 changed the way we listen to music

First developed almost three decades ago, the MP3 format made large digital audio files relatively small and easy to pass across an internet that was largely accessed via a very slow (by today’s standards) phone dial-up connection.

Now the companies behind the file compression format, Technicolor and Fraunhofer IIS, have decided to end their support for the licensing program for MP3. The last patent for the tech format is due to expire at the end of the year.

So the MP3 is dead. Again. Or is it?

What is MP3?

MP3 is a form of codec, a way of compressing (co) and decompressing (dec) the data in audio files.

The organisation responsible for defining the standards for audio and video compression and decompression is the Moving Picture Experts Group (MPEG), a working group of several authorities. So MP3 is just short for MPEG-1, Audio Layer 3.

The development of MP3.

Full resolution digital audio files are relatively large, around 10MB per minute of stereo, CD-quality sound. Today, streaming 10MB/minute might seem trivial but in the early days of digitally transferred data it was a lot.

MP3s were initially developed with the goal of a 12:1 compression ratio achieving acceptable sound quality. A 60MB song could therefore be compressed into a 5MB file. Other compression ratios can be used, with higher ratios yielding more obvious sonic artefacts (unwanted sounds) and lower ratios resulting in higher file sizes.

A “lossy” compression codec works on the theory that, as the human ear is already discarding a lot of information in the perception of sound, you might as well simply not encode this redundant information.

The term lossy comes from the fact that this data is lost, discarded and gone forever. MP3 and rivals AAC (Advanced Audio Coding) and WMA (Windows Media Audio) are all lossy formats.

Conversely, lossless compression reduces file sizes, but does not reduce quality. Something like a compressed zip file is an example of lossless compression. Uncompressed files are a straight 1:1 transfer of the digital file.

MP3: dead or alive?

Developed in the late 1980s and standardised in the early 1990s, MP3 was first pronounced dead in 1995 and nearly abandoned as a technology. It was deemed commercially unsuccessful despite heavy investment from the Fraunhofer institute and a decade’s development by the project’s leader Karlheinz Brandenburg.

It was the victim of a format war, led by Dutch manufacturer Philips. Fraunhofer’s MP3 was consistently overlooked in the early 1990s by the MPEG standards group in favour of Philips’ MP2.

The MP3 format only found early commercial success in the sports broadcast market, with the compressed digital audio saving broadcasters thousands in satellite transmission costs.

So deeply unpopular was MP3 in commercial music applications that the developers effectively gave it away for free.

As a result, the format was close to being abandoned by its developers again towards the end 1996, in favour of the AAC format still patented and supported today.

The AAC format was developed initially by the same team behind the MP3, in part as a way to circumnavigate technical limitations imposed by Phillips on the MPEG-1 standard.

AAC generally performs better than MP3 at higher compression ratios, and the patent does not require a user to obtain a license to stream or distribute AAC encoded audio.

It was only the proliferation of filesharing internet sites, built around the distribution of pirated content, that revived interest in the MP3, first as isolated “warez” sites, and then as peer-to-peer networks such as Napster.

Stephen Witt’s 2015 book How Music Got Free (a source for much of this history) says that the first time the term MP3 was used by mainstream press was May 1997, with a USA Today article detailing how college students were uploading bootlegged albums onto university servers via file sharing sites.

By this stage, the first time most people had even heard of the MP3 format, the horse had already bolted, and the music industry would never be the same again.

The first portable MP3 player, the MPMan, debuted less than a year later, and Apple’s move into the market in 2001, through the release of iTunes and the iPod, cemented the ubiquity of both compact music players and compressed digital formats.

Music sharing

Early MP3s didn’t sound great and were generally disliked by audiophiles and record producers alike.

But they allowed consumers to stockpile music to an extent that had not been possible before, heralding a new relationship between digital information and ownership.

A market model based on scarcity had been turned on its head. While copying music had been around for decades, each copy was physically coupled to the medium – a vinyl record or magnetic tape cassette, for instance.

The rise of peer-to-peer file sharing networks, most famously Napster, meant that now anyone with a computer and internet connection could access another person’s entire music collection. A single file could by copied by thousands, all at the same time.

This changed listening patterns: instead of buying perhaps one album per month (depending on what you could afford), and then listening to it several times, music fans could constantly scour the internet for new music. Some would even stockpile music that they would never even listen to.

From share to stream

Today, playing MP3 files is increasingly being superseded by the ubiquity of streaming services. With fast and cheap access to mobile internet, services such as Spotify, Apple Music, Google Play and others now all offer extensive music libraries that can be accessed for a subscription fee.

Presciently, Brandenburg’s mentor, Dieter Sietzer, had suggested as early as 1982 that the most effective delivery of digital audio was through streaming, as a way to make use of Germany’s new digital telephone lines. His patent was refused.

If it was the increase in portable MP3 players and the proliferation of pirated content that cemented the role of the MP3 in youth culture, it is the rise of streaming services that define current habits.

Despite Fraunhofer’s termination of its licensing program for the MP3 format, the MP3 file will continue to live on, unsupported by the developers, but now unrestricted by patents or licences.

While better codecs now exist for compressing digital music files, it’s interesting to note the revival of the old format of vinyl.

Today, events such as Classic Album Sundays are emerging as an attempt to reclaim focused listening experiences through the use of analogue technologies that have been nominally obsolete since the late 1980s.

The ConversationI believe it very unlikely that similar listening parties will develop in an attempt to celebrate the early MP3.

Australia: Church Using ‘OMG’ in an Attempt to be Relevant


The following article reports on a church in Australia posting ‘OMG’ on two of its billboards to attract attention. ‘OMG,’ which stands for ‘Oh My God,’ is often used by people to state their surprise at something. The church says it is reclaiming the phrase for the church.

My own opinion on the matter is that the church is trying to be clever and to indeed attract attention by using the commonly used texting abbreviation of the commonly used expression ‘Oh my God.’ I think it is an attempt to try and stay relevant by becoming like the world in order to attract the world – the end justifying the means. In order to win the world for Christ it is not necessary to adopt the way of the world, but simply to proclaim the gospel which does not require worldly wisdom to become effective.

Hindu Extremists in India Beat Pastor Unconscious


Evangelist was traveling with sons from one village to another.

NEW DELHI, April 22 (CDN) — Hindu extremists beat a pastor and evangelist unconscious in front of his sons earlier this month in Madhya Pradesh state.

Ramesh Devda, 30, from Dhadhniya, Meghnagar district, said he was attacked on April 4 at about 11 a.m. after leading a prayer meeting in Chikklia village. He said he was on his way to Bhajidongra, at the border of Madhya Pradesh and Gujarat states, by motorcycle with his two sons, 10-year-old Elias, and 8-year-old Shimon, to lead another prayer meeting.

When he reached Raseda village, he said, suddenly three people on two motorcycles blocked his way and forced him to stop.

“Suddenly out of nowhere these three men appeared in two motorcycles – they blocked me and tilted my motorcycle,” Pastor Devda told Compass. “We fell down. They were carrying big bamboo sticks and clubs. They started beating me, and then they called and three more men came and started to attack me.”

He said he was thankful that his sons were spared from beating, though his older son sustained a leg injury in the course of the attack.

“They were angry at me and were threatening to kill me and were warning me not to come to their area again,” he said. “My sons were screaming at the top of their voices, and they were afraid. One of the men hit me on my forehead with a big bamboo stick, cracking my skull. The others were also beating me on my body, especially my back with bamboo sticks.”

A blow to the forehead temporarily blinded him, he said.

“My eyes were darkened, and I fell down, and they proceeded to beat me even more,” he said. “The men were also abusive in the foulest language that I had heard, and they were drunk.”

People passing by heard the two boys crying out and came to help, and the attackers fled, he said, leaving the unconscious pastor and his sons.

“I do not know who helped me, as I was unconscious,” Pastor Devda said. “But I came to know later that local Christians also came in and called the emergency helpline. As a result, an ambulance came, which then took me to the hospital.”

He was taken to Anita Surgical Hospital on Station Road in Dahod, Gujarat. There a physician identified only as Dr. Bharpoda told him that he had fractured his skull.

“I am being treated for my wounds now, but there is still a lot of pain,” Pastor Devda said.

A Christian for 15 years, Pastor Devda has been in Christian leadership for 11 years and now serves with the Christian Reformed Fellowship of India. He has two other children, Ashish and 4-year-old Sakina, and his wife Lalita, 28, is active with him in Christian service.

Pastor Devda leads congregations in Chikklia, Bhajidongra and Dhadhniya villages.

“I have heard that I was attacked because the people of Chikklia did not like me conducting the Sunday service there,” he said. “The people who beat me up do belong to a Hindu fundamentalist outfit, and some believers in Chikklia know them. I can recognize them if I see them again.”

He said, however, that he does not want to file a First Information Report (FIR) with police.

“There is no one supporting me or standing with me in my village or my mission, and I am myself fearful, as I have to continue to minister to these very people,” Pastor Devda said. “I know my attack was pre-planned, but I do not want to report it to the police.”

A Christian co-worker from Rajasthan was also attacked about a month ago in equally brutal fashion, he said, but also refrained from filing an FIR because of fear of repercussions.

Vijayesh Lal, secretary of the Evangelical Fellowship of India’s Religious Liberty Commission, said the tribal belt that extends to the border areas of Madhya Pradesh, Gujarat and Rajasthan, has been a hot spot for anti-Christian activity since the late 1990s.

“Only recently a 65-year-old evangelist was beaten and stripped by Hindu extremists,” he said. “It is a worrisome trend, and one that should be dealt with not only by the government but by the secular media and civil society in general.”

Religious Conversion Worst Form of ‘Intolerance,’ Bhutan PM Says


Propagation of religion is allowable – but not seeking conversions, top politician says.

THIMPHU, Bhutan, April 13 (CDN) — In the Kingdom of Bhutan, where Christianity is still awaiting legal recognition, Christians have the right to proclaim their faith but must not use coercion or claim religious superiority to seek conversions, the country’s prime minister told Compass in an exclusive interview.

“I view conversions very negatively, because conversion is the worst form of intolerance,” Jigmi Yoser Thinley said in his office in the capital of the predominantly Buddhist nation.

Christian leaders in Bhutan have told Compass that they enjoy certain freedoms to practice their faith in private homes, but, because of a prohibition against church buildings and other restrictions, they were not sure if proclamation of their faith – included in international human rights codes – was allowed in Bhutan.

Prime Minister Thinley, who as head of the ruling party is the most influential political chief in the country, said propagation of one’s faith is allowed, but he made it clear that he views attempts to convert others with extreme suspicion.

“The first premise [of seeking conversion] is that you believe that your religion is the right religion, and the religion of the convertee is wrong – what he believes in is wrong, what he practices is wrong, that your religion is superior and that you have this responsibility to promote your way of life, your way of thinking, your way of worship,” Thinley said. “It’s the worst form of intolerance. And it divides families and societies.”

Bhutan’s constitution does not restrict the right to convert or proselytize, but some Non-Governmental Organizations have said the government effectively limits this right by restricting construction of non-Buddhist worship buildings and celebration of some non-Buddhist festivals, according to the U.S. Department of State’s 2010 International Religious Freedom Report.

It adds that Bhutan’s National Security Act (NSA) further limits proclamation of one’s faith by prohibiting “words either spoken or written, or by other means whatsoever, that promote or attempt to promote, on grounds of religion, race, language, caste, or community, or on any other ground whatsoever, feelings of enmity or hatred between different religious, racial, or language groups or castes and communities.” Violation of the NSA is punishable by up to three years’ imprisonment, though whether
any cases have been prosecuted is unknown, according to the State Department report.

Bhutan’s first democratic prime minister after about a century of absolute monarchy, Thinley completed three years in office last Thursday (April 7). While he affirmed that it is allowable for Christians to proclaim their faith – a practice commanded by Christ, with followers agreeing that it is the Holy Spirit, not man, that “converts” people – Thinley made his suspicions about Christians’ motives manifest.

“Any kind of proselytization that involves economic and material incentives [is wrong],” he said. “Many people are being converted on hospital beds in their weakest and most vulnerable moments. And these people are whispering in their ears that ‘there is no hope for you. The only way that you can survive is if you accept this particular religion.’ That is wrong.”

Thinley’s suspicions include the belief that Christians offer material incentives to convert.

“Going to the poor and saying, ‘Look, your religion doesn’t provide for this life, our religion provides for this life as well as the future,’ is wrong. And that is the basis for proselytization.”

Christian pastors in Thimphu told Compass that the perception that Bhutan’s Christians use money to convert the poor was flawed.

The pastors, requesting anonymity, said they prayed for healing of the sick because they felt they were not allowed to preach tenets of Christianity directly. Many of those who experience healing – almost all who are prayed for, they claimed – do read the Bible and then believe in Jesus’ teachings.

Asked if a person can convert if she or he believed in Christianity, the prime minister replied, “[There is] freedom of choice, yes.”

In his interview with Compass, Thinley felt compelled to defend Buddhism against assertions that citizens worship idols.

“To say that, ‘Your religion is wrong, worshiping idols is wrong,’ who worships idols?” he said. “We don’t worship idols. Those are just representations and manifestations that help you to focus.”

Leader of the royalist Druk Phuensum Tshogpa party, Thinley is regarded as a sincere politician who is trusted by Bhutan’s small Christian minority. He became the prime minister in April 2008 following the first democratic election after Bhutan’s fourth king, Jigme Singye Wangchuck, abdicated power in 2006 to pave the way toward democracy.

Until Bhutan became a constitutional monarchy in 2008, the practice of Christianity was believed to be banned in the country. The constitution now grants the right to freedom of thought, conscience and religion to all citizens. It also states that the king is the protector of all religions.

Thus far, the Religious Organisations Act of 2007 has recognized only Buddhist and Hindu organizations. As a result, no church building or Christian bookstore has been allowed in the country, nor can Christians engage in social work. Christianity in Bhutan remains confined to the homes of local believers, where they meet for collective worship on Sundays.

Asked if a Christian federation should be registered by the government to allow Christians to function with legal recognition, Thinley said, “Yes, definitely.”

The country’s agency regulating religious organizations under the 2007 act, locally known as the Chhoedey Lhentshog, is expected to make a decision on whether it could register a Christian federation representing all Christians. The authority is looking into provisions in the law to see if there is a scope for a non-Buddhist and non-Hindu organization to be registered. On whether the Religious Organisations Act could be amended if it is determined that it does not allow legal recognition of a Christian federation, the prime minister said, “If the majority view and support prevails in the country, the law will change.”

Thinley added that he was partially raised as a Christian.

“I am part Christian, too,” he said. “I read the Bible, occasionally of course. I come from a traditional [Christian] school and attended church every day except for Saturdays for nine years.”

A tiny nation in the Himalayas between India and China, Bhutan has a population of 708,484 people, of which roughly 75 percent are Buddhist, according to Operation World. Christians are estimated to be between 6,000 to nearly 15,000 (the latter figure would put Christians at more than 2 percent of the population), mostly from the south. Hindus, mainly ethnic Nepalese, constitute around 22 percent of the population and have a majority in the south.

 

Religious ‘Competition’

Bhutan’s opposition leader, Lyonpo Tshering Togbay, was equally disapproving of religious conversion.

“I am for propagation of spiritual values or anything that allows people to be good human beings,” he told Compass. “[But] we cannot have competition among religions in Bhutan.”

He said, however, that Christians must be given rights equal to those of Hindus and Buddhists.

“Our constitution guarantees the right to freedom of practice – full stop, no conditions,” he said. “But now, as a small nation state, there are some realities. Christianity is a lot more evangelistic than Hinduism or Buddhism.”

Togbay said there are Christians who are tolerant and compassionate of other peoples, cultures and religions, but “there are Christians also who go through life on war footing to save every soul. That’s their calling, and it’s good for them, except that in Bhutan we do not have the numbers to accommodate such zeal.”

Being a small nation between India and China, Bhutan’s perceived geopolitical vulnerability leads authorities to seek to pre-empt any religious, social or political unrest. With no economic or military might, Bhutan seeks to assert and celebrate its sovereignty through its distinctive culture, which is based on Buddhism, authorities say.

Togbay voiced his concern on perceived threats to Bhutan’s Buddhist culture.

“I studied in a Christian school, and I have lived in the West, and I have been approached by the Jehovah’s Witness – in a subway, in an elevator, in a restaurant in the U.S. and Switzerland. I am not saying they are bad. But I would be a fool if I was not concerned about that in Bhutan,” he said. “There are other things I am personally concerned about. Religions in Bhutan must live in harmony. Too often I have come across people who seek a convert, pointing to statues of our deities and saying
that idol worship is evil worship. That is not good for the security of our country, the harmony of our country and the pursuit of happiness.”

The premise of the Chhoedey Lhentshog, the agency regulating religious organizations, he said, “is that all the different schools of Buddhism and all the different religions see eye to eye with mutual respect and mutual understanding. If that objective is not met, it does not make sense to be part of that.”

It remains unclear what the legal rights of Christians are, as there is no interaction between the Christians and the government. Christian sources in Bhutan said they were open to dialogue with the government in order to remove “misunderstandings” and “distrust.”

“Thankfully, our political leadership is sincere and trustworthy,” said one Christian leader.

Asserting that Christians enjoy the right to worship in Bhutan, Prime Minister Thinley said authorities have not interfered with any worship services.

“There are more Christian activities taking place on a daily basis than Hindu and Buddhist activities,” he added.

HO CHI MINH CITY, Vietnam, April 11 (CDN) — The first appearance by a U.S.-based evangelist preaching at a major event since the 1975 communist victory in Vietnam helped the country’s Protestants to celebrate their centennial last weekend after government officials gave last-minute approval.

In what seems to have become standard government procedure in Vietnam, permission requested months in advance was granted – at a venue several kilometers from the one organizers sought – just three hours before the first major celebration of the Centennial of Protestantism in Vietnam (1911-2011) at Thanh Long Stadium in Ho Chi Minh City on Saturday (April 9) was scheduled to begin. Argentine-born Luis Palau, who has preached in person to 28 million people in 72 countries, delivered the gospel
message.

A second night of celebration began at 7 p.m. on Sunday.

The venue change meant equipment staged in one part of the city had to be moved to the new location before it could be assembled, church leaders said. It also meant notifying many thousands of people invited to one venue about the change to the other, they said.

Given the lack of government cooperation, the leader of Vietnam’s Evangelical Fellowship (of house churches) said the fact that the event went ahead at all was “an absolute miracle.”

By word-of-mouth, Internet, Twitter, Facebook, and especially phone texting, thousands of people got word of the change as technicians and hundreds of volunteers made heroic efforts to ready the stadium. Vietnamese police proved surprisingly helpful in redirecting people from the original site to the new location.

At 9 p.m. – two hours after the schedule start – huge banners reading “PRAY FOR VIETNAM” and “GOD LOVES VIETNAM” were unfurled to welcome the Luis Palau Team and thousands of people to the festival, which joyfully combined the centennial celebration with Easter.

After opening prayers and welcome by Vietnamese leaders, Palau’s son Andrew Palau gave testimony to how God delivered him from alcoholism and drug addiction and called him to Christian service. An Intel Corp. vice-president also gave testimony to how God blessed his life and his business. Pastor-musician Don Moen, known for songs such as “Give Thanks,” “God is so Good,” and “God will Make a Way,” provided inspirational music followed by exuberant congregational singing.

Palau began his message at 11 p.m., delivering a concise and clear evangelistic sermon, and about 800 came forward as he invited people to receive Christ. It was after midnight before people began to depart for their homes.

The second celebration proceeded Sunday evening (April 10) in a more orderly and timely fashion. More than 12,000 people filled the seats and most of the chairs set up on the stadium field. In response to Palau’s second message, more than 1,000 people, according to one organizer, came forward in response to the call to follow Christ.

They were welcomed at Ho Chi Minh City’s Tan Son Nhut airport by hundreds of enthusiastic young people carrying banners and flowers.

Dr. Nguyen Xuan Duc, president of the Vietnam World Christian Fellowship, said he was very encouraged about the future of the church in Vietnam.

“These are watershed days for Protestantism in Vietnam,” he said. “There is no fear, but rather wonderful spontaneity and irrepressible joy. Events like this happen in spite of the government and without the blessing of some overly conservative church leaders. What we see is young, vibrant, lay-led, internationally connected and very media-savvy.”

While Moen, Palau and others spoke on Sunday night, also appearing in Ho Chi Minh City was iconic singer/songwriter Bob Dylan – whose performance sold only about half of the 8,000 seats at RMIT university.

A week before in Beijing, censors who reviewed Dylan’s song list allowed an unabashedly Christian song beginning, “Jesus said be ready for you know not the hour in which I come,” but did not allow “Blowin’ in the Wind” and “The Times They Are A-Changin’,” according to The Associated Press. Brad Adams of Human Rights Watch complained that, in an earlier day, Dylan – whose music contributed to opposition to the Vietnam War – would never have let a government tell him what to sing, according to the AP.  

Vietnamese organizers and the Palau team now travel north to Hanoi for similar events on Friday and Saturday (April 15-16). As yet there is no indication whether authorities there will be more accommodating than they were in Ho Chi Minh City.

Christian Woman Freed from Muslim Kidnappers in Pakistan


Captors tried to force mother of seven to convert to Islam.

LAHORE, Pakistan, March 11 (CDN) — A Christian mother of seven here who last August was kidnapped, raped, sold into marriage and threatened with death if she did not convert to Islam was freed this week.

After she refused to convert and accept the marriage, human traffickers had threatened to kill Shaheen Bibi, 40, and throw her body into the Sindh River if her father, Manna Masih, did not pay a ransom of 100,000 rupees (US$1,170) by Saturday (March 5), the released woman told Compass.   

Drugged into unconsciousness, Shaheen Bibi said that when she awoke in Sadiqabad, her captors told her she had been sold and given in marriage.

“I asked them who they were,” she said. “They said that they were Muslims, to which I told them that I was a married Christian woman with seven children, so it was impossible for me to marry someone, especially a Muslim.”

Giving her a prayer rug (musalla), her captors – Ahmed Baksh, Muhammad Amin and Jaam Ijaz – tried to force her to convert to Islam and told her to recite a Muslim prayer, she said.

“I took the musalla but prayed to Jesus Christ for help,” she said. “They realized that I should be returned to my family.”

A member of St. Joseph Catholic Church in Lahore, Shaheen Bibi said she was kidnapped in August 2010 after she met a woman named Parveen on a bus on her way to work. She said Parveen learned where she worked and later showed up there in a car with two men identified as Muhammad Zulfiqar and Shah. They offered her a job at double her salary and took her to nearby Thokar Niaz Baig.

There she was given tea with some drug in it, and she began to fall unconscious as the two men raped her, she said. Shaheen Bibi was unconscious when they put her in a vehicle, and they gave her sedation injections whenever she regained her senses, she said.

When she awoke in Sadiqabad, Baksh, Amin and Ijaz informed her that she had been sold into marriage with Baksh. They showed her legal documents in which she was given a Muslim name, Sughran Bibi daughter of Siddiq Ali. After Baksh had twice raped her, she said, his mother interjected that she was a “persistent Christian” and that therefore he should stay away from her.

Shaheen Bibi, separated from an abusive husband who had left her for another woman, said that after Baksh’s mother intervened, her captors stopped hurting her but kept her in chains.

 

Release

Her father, Masih, asked police to take action, but they did nothing as her captors had taken her to a remote area between the cities of Rahim Yar Khan and Sadiqabad, considered a “no-go” area ruled by dangerous criminals.

Masih then sought legal assistance from the Community Development Initiative (CDI), a human rights affiliate of the European Center for Law & Justice. With the kidnappers giving Saturday (March 5) as a deadline for payment of the ransom, CDI attorneys brought the issue to the notice of high police officials in Lahore and on March 4 obtained urgent legal orders from Model Town Superintendent of Police Haidar Ashraf to recover Shaheen, according to a CDI source.

The order ultimately went to Assistant Sub-Inspector (ASI) Asghar Jutt of the Nashtar police station. Police accompanied by a CDI field officer raided the home of a contact person for the captors in Lahore, Naheed Bibi, the CDI source said, and officers arrested her in Awami Colony, Lahore.

With Naheed Bibi along, CDI Field Officer Haroon Tazeem and Masih accompanied five policemen, including ASI Jutt, on March 5 to Khan Baila, near Rahim Yar Khan – a journey of 370 miles, arriving that evening. Area police were not willing to cooperate and accompany them, telling them that Khan Baila was a “no-go area” they did not enter even during daytime, much less at night.

Jutt told area police that he had orders from high officials to recover Shaheen Bib, and that he and Tazeem would lead the raid, the CDI source said. With Nashtar police also daring them to help, five local policemen decided to go with them for the operation, he said.

At midnight on Sunday (March 6), after some encounters and raids in a jungle area where houses are miles apart, the rescue team managed to get hold of Shaheen Bibi, the CDI source said. The captors handed over Shaheen Bibi on the condition that they would not be the targets of further legal action, the CDI source said.

Sensing that their foray into the danger zone had gone on long enough, Tazeem and Jutt decided to leave but told them that those who had sold Shaheen Bib in Lahore would be brought to justice.

Fatigued and fragile when she arrived in Lahore on Monday (March 7), Shaheen Bibi told CDN through her attorneys that she would pursue legal action against those who sold her fraudulently into slavery and humiliation.

She said that she had been chained to a tree outside a house, where she prayed continually that God would help her out of the seemingly impossible situation. After the kidnappers gave her father the March 5 deadline last week, Shaheen Bibi said, at one point she lifted her eyes in prayer, saw a cross in the sky and was comforted that God’s mighty hand would release her even though her father had no money to pay ransom.

On four previous occasions, she said, her captors had decided to kill her and had changed their mind.

Shaheen Bibi said there were about 10 other women in captivity with her, some whose hands or legs were broken because they had refused to be forcibly given in marriage. Among the women was one from Bangladesh who had abandoned hope of ever returning home as she had reached her 60s in captivity.

Masih told CDN that he had prayed that God would send help, as he had no money to pay the ransom. The day before the deadline for paying the ransom, he said, he had 100 rupees (less than US$2) in his pocket.
