Federal government pre-empts national cabinet to raise the cap for returning Australians

The federal government, under pressure to expand and accelerate the return of stranded Australians, has pre-empted national cabinet by announcing the “cap” on these arrivals will be expanded from about 4,000 up to 6,000 a week.

After the announcement Western Australia immediately hit out, saying the national cabinet process was being flouted.

More than 25,000 people are presently registered as having expressed a wish to return, and there have been numerous hardship cases in the media and in representations to MPs offices.

The government says the new weekly caps will be: NSW 2,950 (present cap is 2,450), Queensland 1,000 (500), South Australia 600 (500), and Western 1,025 (525). Victoria, struggling out of its second wave, will not have any arrivals.

This adds up to only 5,575 but the government hopes the other jurisdictions will take some people, although there are not commercial airline services into the ACT, the Northern Territory or Tasmania.

The government wants the higher numbers operating by late this month.

The caps were imposed at the request of states, which were concerned at pressure on their quarantine facilities, in particular when Victoria, where there was a quarantine breakdown triggering the second wave crisis, stopped taking any returnees.

People wanting to come home are not just facing the problem of the cap but the difficulty of securing flights, and at reasonable prices.

Unveiling the higher cap Deputy Prime Minister Michael McCormack, who has responsibility for aviation, said he had written to premiers and territory leaders to tell them the caps for international flights based on quarantine levels.

“Not every Australian will be able to come home by Christmas, I accept that. But we want to get as many of those who need to come home, want to come home, paid for a ticket to come home, to be able to do so”, McCormack said.

The federal government says it has constitutional power over quarantine, and so does not need the states’ approval. But it will take the new quotas to Friday’s national cabinet.

Under the existing deal the states make the quarantine arrangements and carry the cost – although they are now charging returnees.

The opposition has called for the government to use RAAF planes to return some people. But the government says there are thousands of unused commercial seats, and the VIP fleet has only very small capacity. It also rejects calls for the use of federal facilities for some of the returnees, saying they are not available or suitable.

Attorney-General Christian Porter, asked on Perth radio whether WA had agreed, said he did not know but “we very much hope they will”.

WA premier Mark McGowan said he had not known about the announcement beforehand and described it as “very directly outside the spirit of the national cabinet”.

“I don’t really like the fact that this has been sprung via a press conference without a discussion with the people actually required to implement it,” McGowan said.

He warned of the risks of putting pressure on hotel quarantine and said using Commonwealth facilities should be looked at.

The federal government says it would consider ADF assistance with more quarantine, noting ADF personnel have been helping WA with hotel quarantine for weeks.

WA Health Minister Roger Cook said it was extraordinary the matter was being dealt with through a letter from McCormack and said Scott Morrison should call “his dogs off” and work with the premiers.

NSW premier Gladys Berejiklian said that after a request from the prime minister “I consulted my relevant ministers and the police commissioner, who is in charge of quarantine, and everybody said they could take on that extra load”. Her agreement was on the basis other states agreed.

Queensland premier Annastacia Palaszczuk also indicated her government was willing to take more people.The Conversation

US-Iran conflict escalates again, raising the threat of another war in the Middle East



The United States’ reinstitution of punitive sanctions is causing real hardship to Iranians.

Let’s start with a number. On any given day, more than 17 million barrels of oil pass through what is known as the world’s most important chokepoint.

Those 17 million-plus barrels constitute about 20%, give or take a few percentage points, of world oil consumption daily.

The waterway in question is the Strait of Hormuz at the entrance to the Arabian Gulf to the north. It is 33km wide at its narrowest – where its “chokepoint” shipping lane measures just 3km across.

This is barely enough space for supertankers to pass.

Any interruption to seaborne oil-trade through the strait in the world’s most volatile region would immediately push up oil prices, add to risks of a global recession and prompt concerns about a wider conflagration in the Middle East.

The Strait of Hormuz is not simply a chokepoint. It would become a flashpoint in the event of military confrontation between the US and Iran.

It is hard to overstate the dangers of unintended consequences from an escalation of American military pressure on Iran that risks bringing the region to the brink of war and severing an economic lifeline to the rest of world.

This scenario hardly bears thinking about. Yet Donald Trump has seemed determined to push Iran to the brink by re-instituting punitive economic sanctions that are causing real hardship to Iranians.

What is at stake for the regime in Tehran is its survival. It will not yield to crude American pressures which reflect a certain mindset in Washington that appears to believe that regime change on the cheap is achievable.

At the heart of an escalating dispute between the US and Iran is the US withdrawal from the 2015 Joint Comprehensive Plan of Action nuclear deal and re-imposition of sanctions, notwithstanding that Iran was complying with its obligations. Iran is now threatening to resume production of low-enriched uranium beyond amounts specified in the deal.

This agreement was negotiated over many months by the permanent members of the United Nations Security Council plus Germany to forestall Iran’s nuclear ambitions. Washington’s abrogation of it ranks as the most irresponsible act – among many – of the Trump administration.

America’s stringent sanctions that penalise entities that do business with Iran, allied with risks of conflict in the Gulf, are exerting enormous stress on the Western alliance.

American leadership in this case is perceived to be part of the problem, not part of the solution.

Vali Nasr, an Iranian specialist at the International Crisis Group, warns of a mistake or a miscalculation. He told The New York Times:

President Trump may not want war, but he will get one unless he balances coercion with diplomacy.

At this point, there is not much sign that American diplomacy provides a real prospect of an easing of tensions.

This week, the US announced it was deploying another 1,000 troops to the region to join more than 6,000 already in place. It has sent an aircraft carrier battle group to the Gulf, and has positioned B-52 bombers on bases in proximity to Iran.

All this is feeding high levels of anxiety in the Gulf region and across the Middle East. Further afield, markets across Europe, Asia and North America are nervously watching developments.

Whatever Washington’s strategy of exerting maximum pressure on Iran is, it is not working. It is also not clear whether there is a plan B.

America’s avowed aim is to bring Iran back to the negotiating table to force concessions on the nuclear deal. The US also wants the Iranians to scale back what Washington perceives to be their destabilising behaviour in the region.

This includes allegations Iran is behind a series of attacks in the Gulf on shipping tankers and oil pipelines in recent weeks. Iran denies involvement.

Circumstantial evidence of Iranian involvement is fairly compelling. But such is the damage done to Western intelligence credibility by mistakes in the lead-up to the Gulf War in 2003 that anything Washington says based on its own intelligence is questioned.

Let’s put forward another figure. The 17 million barrels passing through the Strait of Hormuz daily represent 30% of the world’s seaborne-traded oil.

Those shipments account for the bulk of oil shipped by the world’s major oil producers and OPEC members – Iran, Iraq, Saudi Arabia, Kuwait and the United Arab Emirates.

There’s another figure that is relevant. About 25% of the world’s traded liquefied natural gas (LNG) also transits what is arguably the world’s most strategically important waterway. Qatar, which matches Australia as the world’s largest exporter of LNG, sends almost all of its LNG through the strait.

In other words, this is a crowded energy superhighway by any standards.

The strait connects the Arabian Gulf with the Gulf of Oman to the south and the Arabian Sea beyond.

It is bounded on the eastern perimeter by Iran and to the west by the oil-rich Gulf states led by Saudi Arabia.

The Saudis have been urging their American allies to take “surgical” reprisals against Iran for attacks on shipping in the Gulf. In such a case, Iran would not turn the other cheek.

Tehran is certain to have a roster of retaliatory options starting, no doubt, with a further disruption to shipping in the Gulf. American naval forces could be deployed to keep Gulf sea lanes open, but this would come at a cost.

The most immediate cost would be felt in the world’s energy markets. What could not be discounted is another war in the Middle East and the destabilisation of the entire region.

Life on Hold for Egyptian Christian Arrested for his Faith


Unresolved charge of ‘defaming religion’ leaves him in perpetual limbo.

CAIRO, Egypt, December 16 (CDN) — An Egyptian who left Islam to become a Christian and consequently lost his wife, children and business is waiting to see if the government will now take away his freedom for “defaming” Islam.

Ashraf Thabet, 45, is charged with defaming a revealed religion, Article 98f of the Egyptian Penal Code. The charges stem from Thabet’s six-year search for spiritual meaning that eventually led him to become a Christian. During his search, he shared his doubts about Islam and told others what he was learning about Jesus Christ.

Local religious authorities, incensed at Thabet’s ideas, notified Egypt’s State Security Intelligence service (SSI), which arrested and charged him with defamation. If found guilty, Thabet would face up to five years in jail. But because prosecutors have made no move to try the case, Thabet lives in limbo and is subject to a regular barrage of death threats from people in his community in Port Said in northeast Egypt.

“I don’t know what is going to happen in the future,” Thabet said. “They’re making life hard for me. I can’t get back my computer. I can’t get back anything.”

 

Searching

Thabet said that before his search began he was a committed Muslim who did his best to observe its rules, including those for prayer and fasting.

“I wasn’t an extremist, but I was committed to praying and to reading the Quran,” Thabet said. “I went to the Hajj. I did the usual things. I followed the Quran for the most part.”

Despite his efforts, Thabet admitted that his understanding of God was based on fear and routine, nearly rote obedience.

“There was no spiritual relationship between myself and God,” he said. “In general I was always cautious about my relationship with God. I didn’t want to do anything wrong.”

Thabet started looking at Christian Web sites, but his real interest in Christianity began when he watched the film, “The Passion of the Christ” in 2004.

“When I watched ‘The Passion of the Christ,’ I was very touched by Jesus’ story, and I wanted to read more about Him,” Thabet said. “So I asked a friend how I could know more about Jesus, and he told me, ‘The Bible.’”

His friend, a Christian Copt, did not get him a Bible until a month later because, Thabet thinks, he was afraid of being accused of proselytizing. Thabet began reading the Bible, which had a powerful impact on him, especially the Sermon on the Mount.

“I felt inside myself that these were the words of God,” he said. “The Bible tells people to give and to give out freely, so these words couldn’t be the words of a human being or a [mere] person, because human beings are inherently selfish.”

Thabet was also struck by the lives that the early followers of Jesus led, especially their willingness to lose everything, including their lives, for Christ.

The final factor that led Thabet to become a Christian came from Islam’s “Ninety-Nine Names of Allah,” attributes of God according to the Quran and tradition. In the names, God is called a “healer” a “resurrecter” and “just.”

“I started to compare all these characteristics with the characteristics of Jesus, and I saw that Jesus had a lot of the characteristics that God had, not only the human characteristics, being just and being kind, but there were similarities in the supernatural characteristics, like that He raised people from the dead,” he said. “In the Quran only God could raise people from the dead. I noticed that Jesus could raise people from the dead, and that He could heal people. Once I started to notice
the similarities between God and Jesus, I started believing that Jesus is the Son of God.”

Thabet said he cared about others “going the right way,” so he started having conversations with Muslim friends.

At first, people respected Thabet or tolerated what was seen as an awkward curiosity. But after he told his friends they were “only Muslim by inheritance,” they started to turn against him. They asked him what he was going to be if he wasn’t going to be a Muslim.

“I told them I started to read about Christianity, and I was starting to believe in it, and that’s when they brought the elders to talk to me,” he said.

The meeting didn’t go well. The Islamic leaders were unable to answer his questions and ended up yelling at him. Then they reported him to the SSI.

 

Arrest

The SSI summoned Thabet and questioned him on his doubts about Islam.

Thabet said by the time he was done with the interrogation, the SSI officer looked almost sick and told him not to talk to anyone else in Port Said about religion.

“I don’t encourage you to talk about these things with people or to open up these types of discussions, because it will just provoke people and make them angry,” the officer told him, according to Thabet.

Two days later, Thabet said, the SSI ordered him to report for more questioning, this time with an officer who specialized in religious issues and countering missionaries. The officer wanted to know what made him start to doubt Islam. He asked specific questions about what Web sites he had been on and what books he had read, and whether he had been baptized.

Thabet said that at the time of his questioning, he was still struggling with his new beliefs. Part of him wanted something that would restore his faith in Islam, so he went to Internet chat rooms for religious discussion.

“A part of me wanted to feel that I was wrong, that there was an answer to my questions,” he said. “I was looking for someone who would say ‘No, no, this is how it is,’ and that I would regain my trust back or not have any more doubts. But none of the people I talked to could answer me. They didn’t say anything to any effect.”

Thabet said he was always respectful, but Muslims found his questions provocative and became increasingly angry.

Eventually police came for Thabet. On March 22 at 3 a.m., he said, 11 officers from the SSI cut the power to his home, kicked down his front door and assaulted him in front of his crying wife and children.

Thabet quickly pulled away from the fight, once he realized they were officers from the SSI. The men swarmed over Thabet’s home, seizing his computer and every book and CD he owned. They took him to jail.

Authorities interrogated Thabet non-stop for 12 hours, took a break and then interrogated him for seven more, he said.

Initially he was held for 15 days. Then authorities ordered he be held for another 15 days. Then they extended it again. Thabet said he spent the entire time in solitary confinement, and he wasn’t informed of the “defamation of religion” charge against him until the end of 132 days in jail. He said he was not tortured, however, and that his interrogators and jailers were largely civil.

There was more hardship waiting for him at home. Muslim leaders in his neighborhood convinced his wife to divorce him and take his 10-year-old daughter and 6-year-old son.

“They gave her the money to file for a divorce, a car and another person to marry,” Thabet said, adding that the Muslim leaders had offered him money too if he would stay in Islam. “In the beginning they tried to bribe me to come back to Islam, but I refused.”

Thabet has only had a few brief moments with his children since he was arrested, mainly when his soon-to-be ex-wife came to their home to gather a few belongings. If she goes through with the divorce, according to Egyptian law it is likely Thabet will lose all parental rights to his children, including any right to see them.

In Egypt and most other Muslim-majority countries, leaving Islam is considered ample grounds for termination of parental rights. Thabet said the religious leaders consider him “lost to Islam” and are trying to “save” his wife and children.

He filed a report with police about the Muslim leaders bribing his wife – and about another man who swindled money from him – but police ignored both reports, he said.

Kamal Fahmi of Set My People Free to Worship Me, a group headquartered in Cairo dedicated to raising awareness about the problems faced by Muslims who become Christians, said that under Islam, “Muslim converts don’t have the right to exist.”

Arrests like Thabet’s are common in Egypt.

“It is a tactic used to intimidate people and scare them from leaving Islam and taking alternative beliefs or moral codes,” Fahmi said.

In Islam as it is most often practiced in Egypt, merely expressing doubt about Islam is considered wrong, Fahmi said. Questioning any of its claims is considered blasphemy and is punishable by imprisonment under a variety of charges in Egypt; it is punishable by death in some other countries.

“Saying, ‘I don’t believe in Muhammad,’ is considered defaming Islam,” Fahmi said. “Saying, ‘I don’t believe in Islam as it is not true,’ can lead to death [murder], as you are considered an apostate,” Fahmi said. “Even rejecting the Islamic moral codes can lead to the same thing. Criticizing any of the sharia [Islamic law] is considered blasphemy.”

 

The Future

Thabet said he is uncertain what the future holds. He was released on Aug. 1 but, because he has the defamation of religion charge over his head – with no indication of when the case could go to court – he is unable to work and cannot even obtain a driver’s license.

His savings are almost depleted, forcing him to borrow money from a Muslim friend. He is concerned about re-arrest and receives death threats on a regular basis. He is too afraid to leave his apartment on most days.

“There are a lot of phone threats,” Thabet said. Noting he had been baptized three years ago, he said he has received phone threats in which someone tells him, “We are going to baptize you again with blood.”

On numerous occasions while talking in Internet chat rooms, he has been told, “Look outside the window, we know where you are,” Thabet said.

In recent days Muslims are angry at converts and at Christians in general, he said. “They’re very worked up about religious issues.”

He said he wants to leave Egypt but admits that, at his age, it would be very hard to start over. And if he stays in Egypt, he said, at least he will have a chance to see his children, however brief those encounters may be.

Since Thabet was released from jail on Aug. 1, authorities have seized his passport and summoned him four times for questioning. He said he thinks the SSI is trying to wear him down.

“Everyone is telling me that they [the government] want to make my life hard,” he said. “The problem here in Egypt is the religious intolerance that is found in government ministries. The intolerance has reached a point where they can’t think straight. Their intolerance makes them unaware of their own intolerance.”

Unknown condition of an Iranian Christian detained in Ahvaz


Members of a home-based church in the city of Ahvaz are very concerned about their detained member and have reported that after more than a month from his arrest there are no precise information about his condition, reports FCNN.

According to the reports received by the Farsi Christian News Network (FCNN) from the city of Ahvaz, the capital city of the rich petroleum province of Khoozestan in the Southwestern part of Iran, members of a home-based church have informed this news network that more than a month ago one of their members, Neshan Saeedi, has been detained and there are no specific information regarding his condition. This has caused serious worry and concern for the members of the church as well as his family and friends.

The 27 years old Mr. " Neshan Saeedi" , on July 24, 2010 at 9:00 pm, while spending a quiet evening with his wife and young daughter at their home at the Golestan neighborhood of Ahvaz, was attacked by plain-clothes security forces that had entered his house and was arrested.

The security officers searched the home and seized personal belongings such as a computer, CDs containing films of Christian seminars and teachings, Christian books and Bibles, and family photo albums.

Following a rude and intimidating encounter with the security personnel the entire family was then taken to Chaharshir detention center in Ahvaz where after several hours of questioning and harsh interrogation the wife and the 6 years old daughter of Mr. Saeedi were released, but no one has been given permission to contact Mr. Saeedi himself.

The security officers not only insulted the wife of Mr. Saeedi, but indicated that they were apostates and not worthy of raising their 6 years old daughter. They threatened her that if they continue in their Christian activities they may lose their right to her daughter.

They were also accused of threatening the national security of the country and anti-government activities. They were told that they were spies of foreign powers and were leading people to pro-Israel ideology.

The members of the home-based church who fellowshipped with Mr. Saeedi and his wife, out of fear for their lives and the possibility of further arrests and persecution, have since scattered and dismantled the fellowship. It seems that the security agents are desperately seeking two other leaders of this church by the names of Ebi and Omid and are following all leads to pursue and arrest them. Members of this church, who call themselves Unity Church (movahedin) , in their contact with FCNN indicated that not only they are worried about the arrest of their assistant pastor, Neshan Saeedi, but fear further arrests and detentions.

One of the members of the church told FCNN that Mr. Saeedi is one of the older Christians in Ahvaz and he accepted the Lord Jesus as his savior many years ago. During all these years he has been a man of prayer and a worshipper in the house church in Ahvaz. Now, a month after his arrest and detention there has been no permission granted to him to retain a lawyer or contact his family. Moreover, he is under extreme pressure to reveal the names of his church members and to admit his affiliation with foreign powers and his acceptance of financial and other forms of help from them.

The members of the Unity Church (movahedin) not only deny any affiliation and connection to any external organization and foreign powers, but have resorted to exposing this news through FCNN to international media in hope that through prayers and other humanitarian efforts Mr. Saeedi would be released and rejoin his worried and hopeful family.

Morocco Begins Large-Scale Expulsion of Foreign Christians


Ongoing purge launched nationwide to stop ‘proselytization.’

ISTANBUL, March 12 (CDN) — Moroccan authorities deported more than 40 foreign Christian aid workers this week in an ongoing, nationwide crackdown that included the expulsion of foster parents caring for 33 Moroccan orphans. 

Deportations of foreign Christians continued at press time, with Moroccan authorities expressing their intention to deport specifically U.S. nationals. Sources in Morocco told Compass that the government gave the U.S. Embassy in Rabat a list of 40 citizens to be deported.

The U.S. Embassy in Rabat could not comment on the existence of such a list, but spokesperson David Ranz confirmed that the Moroccan government plans to deport more U.S. citizens for alleged “proselytizing.”

“We have been informed by the Moroccan government that it does intend to expel more American citizens,” said embassy spokesperson David Ranz.

Citing Western diplomats and aid groups, Reuters reported that as many as 70 foreign aid workers had been deported since the beginning of the month, including U.S., Dutch, British and New Zealand citizens.

At the Village of Hope orphanage near Ain Leuh, 50 miles south of Fez, the government on Monday (March 8) expelled 16 staff workers, 10 foster parents and 13 natural-born dependents from the country. The orphanage arranges for orphaned children to live with a set of foster parents rather than in a traditional dormitory setting, according to its website.

Police first came to the orphanage Saturday afternoon (March 6), questioning children and looking for Bibles and evidence of Christian evangelism; by late Sunday night they had told all foster parents and staff that they had to leave on Monday.

New Zealand native Chris Broadbent, a worker at Village of Hope, told Compass that the separation of the foster families and the children under their care was traumatic. As much as they hoped to be re-united, he said, that did not seem likely – officials told them they could visit as tourists in the future, but in reality authorities do not allow re-entry for those who have been expelled.

“At this stage, as much as we want to see the parents get back with their kids, we understand that may be almost impossible,” Broadbent said. “We’re not searching for scalps here, we don’t want to harm Morocco or anything like that, but we want to see the parents re-united with their children.”

Broadbent emphasized that government accusations that they had been proselytizing were unfounded, and that all staff had signed and adhered to a non-proselytizing policy.

“We were a legal institution,” he said. “Right from the start they knew that it was an organization founded by Christians and run by a mixture of Christians and Muslim people working together.”

Authorities told orphanage officials that they were being deported due to proselytizing but gave no evidence or explanation of who, when, where or how that was supposed to have occurred, according to a Village of Hope statement.

The orphanage had been operating for 10 years. Moroccan authorities had never before raised any charges about the care of the children, according to Village of Hope’s website.

In the village of Azrou, about 100 miles east of Rabat, another orphanage called Children’s Haven has been under investigation this week. Although it was still operating at press time, sources said its 20 staff members were prepared for a fate similar to that of Village of Hope, 30 minutes south.

“This action against the Village of Hope was part of a nationwide crackdown against Christians living in Morocco,” read a statement on Village of Hope’s website.

Some Christians in Morocco attribute the change in the country, generally known for its tolerance towards religious minorities, to the appointments of Mohammed Naciri as Minister of Justice and Taieb Cherkaoui as Minister of Interior in January.

Communications Minister Khalid Naciri said the government would be “severe with all those who play with religious values,” reported Agence France-Presse (AFP).

Local Christians Next?

A Moroccan pastor, his wife and a relative were arrested on Wednesday [March 10] and released on the next day, raising fears among local Christians that the wave of intolerance may spread to the country’s small but growing church of nearly 1,000 believers.

An expert on religious freedom in the Middle East who requested anonymity said that attacks on the church are inevitable even in a Western-looking, modern country like Morocco, as the church grows and becomes more visible.

“Because conversion is a taboo, if the government looks like it is doing nothing in regard to all the foreign missionaries that are coming and ‘corrupting’ the country and its ‘national soul,’ it gives credit to Islamists who could challenge the ‘Islam-ness’ of the Royal Family and the government, and that’s just what Morocco can’t afford,” said the expert.

The clampdown on foreign workers could signal government malaise toward the growing church.

“The more they grow, the more visible they become, the more they’ll attract this reaction,” said the expert. “And that’s why they’ve been so quiet with house groups. It’s just a matter of time.”

Communications Minister Naciri reportedly denied the new, tougher line against non-Muslims was a step backward in terms of religious freedom in Morocco.

“Morocco has always been and remains a land of openness and tolerance,” he told AFP. “The rare cases of expulsion have nothing to do with the practice of Christianity but with acts of proselytism.”

The children have reportedly been placed in a care home.

Contradictory Documents

As a signatory to the International Covenant on Civil and Political Rights, Morocco’s accusations of “proselytization” by foreign aid workers apparently contradict its pledge to allow freedom to manifest one’s faith. Article 18 of the covenant affirms the right to manifest one’s faith in worship, observance, practice or teaching.

The covenant also states, however, that “freedom to manifest one’s religion or beliefs may be subject only to such limitations as are prescribed by law and are necessary to protect public safety, order, health, or morals or the fundamental rights and freedoms of others.”

Previously the North African country had a history of religious tolerance. Morocco’s constitution provides for freedom to practice one’s religion, contradicting Article 220 of the Moroccan Penal Code, which criminalizes any attempt to induce a Muslim to convert to another religion.

In its 2009 international religious freedom report, the U.S. Department of State noted that on April 2, 2009, a Moroccan government spokesman asserted that freedom of religion does not include freedom to choose one’s faith.

“The fight against Christian proselytizing in accordance with law cannot be considered among human rights abuses,” the Moroccan government spokesman said, “for it is an action aimed at preventing attempts to undermine the country’s immutable religious values. The freedom of belief does not mean conversion to another religion.”

The crackdown this month appears unprecedented, with only smaller groups previously deported. In March 2009, Moroccan authorities expelled five foreign female Christians for trying to “proselytize” although sources said they were foreign visitors merely attending a Bible study with fellow Christians. In November 2009, police raided a Christian meeting in northern Morocco and expelled five foreigners.

Last month a large, military-led team of Moroccan authorities raided a Bible study in a small city southeast of Marrakech, arresting 18 Moroccans and deporting a U.S. citizen.

In a message yesterday to U.S. citizens registered with the embassy, U.S. Ambassador Samuel Kaplan reportedly expressed concern about how the authorities conducted the deportations. Foreign Christians were told their residence permits were cancelled and that they had to leave the country immediately; they had no rights to appeal or challenge the decision.

“We were disheartened and distressed to learn of the recent expulsion by the Moroccan government of a number of foreigners, including numerous Americans, who had been legally residing in Morocco,” Kaplan said in a statement. “Although we expect all American citizens to respect Moroccan law, we hope to see significant improvements in the application of due process in this sort of case.”

Church Screening of ‘Jesus Film’ Attacked in Pakistan


Muslim villagers injure seven Christians, two seriously; police refuse to register case.

SARGODHA, Pakistan, December 14 (CDN) — Some 50 Muslim villagers armed with clubs and axes attacked a showing of the “Jesus Film” near this city in Punjab Province on Wednesday night (Dec. 9), injuring three part-time evangelists and four Christians in attendance.

Two of the evangelists were said to be seriously injured. The Muslim hardliners also damaged a movie projector, burned reels of the film and absconded with the public address system and donations from Christian viewers in Chak village, about 10 kilometers northeast of Sargodha, at 7 p.m.

Officers at the Saddr police station refused to register a case against the Muslim assailants, sources said.

Compass observed three part-time evangelists – Ishtiaq Bhatti, Imtiaz Ghauri and Kaleem Ghulam – screening the film within the premises of the Catholic Church of Chak, which sits within the police precincts of Saddr police station-Sargodha. Bhatti said the church compound was crammed with Christian villagers clapping as the film showed Jesus Christ performing miracles, raising the dead, casting out evil spirits and healing ailments.

Injured Christians were taken to the Basic Health Unit (BHU) of Chak village. Bhatti was treated for minor injuries, while Ghauri and Ghulam sustained serious injuries for which they received treatment at another hospital.

The evangelists who were screening the film said from their clinic beds that a Muslim cleric instigated the Muslim villagers, who were armed with clubs, spades and axes.

“They charged on us deadly and swiftly and left us injured and broke all our appliances and took away funds collected by congregants to help us,” Bhatti said. “Muslim men also injured those Christian villagers who tried to intervene and stop them.” 

The intervention of Chaudhary Nassar-Ullah Cheema, headman of the village, resulted in the rescue of the Christian evangelists and the surrender of the Muslim mob, sources told Compass. The Muslim hardliners were forced to evacuate the church grounds, but only after a stand-off of nearly two hours.

Eyewitnesses who requested anonymity told Compass that numerous Muslim villagers and their clerics had gathered outside the church compound as the film played, with some of them climbing trees to get a clearer view of the screen. The eyewitnesses said that as soon as the Muslim attackers watched the resurrection and ascension of Christ, they became enraged because their version of Islam forbids portraying an image of a living thing and especially that of a prophet.

The sources added that although Muslims hold Christ as a prophet, they believe he was never crucified, having been replaced by a man identical to him.

No doctor was initially available for the four injured Christian viewers and three preachers who were taken to the BHU of Chak, but a male nurse treated their wounds and allowed them to go home. Ghauri and Ghulam sustained critical injuries and were transferred to District Headquarters Hospital in Sargodha.

Asad Masih, a local Christian leader, told Compass that they tried to register a case against Muslim villagers for thrashing (Article 337 of the Pakistan Penal Code) stealing (Article 380), recovery of the stolen items (411) and desecrating the church building, but police scornfully rejected their application. Officers peremptorily told them to settle the dispute in a local jury of village elders, he said.

Inspector Azeem Warriach of Saddr police station told Compass that registration of a case against a large number of Muslim villagers would further create a break-down of law and order.

“Therefore, I’ve directed them to solve the problem at the local level so that they might reconcile and live in perfect peace and harmony,” he said.

Two Evangelists in Ethiopia Released from Prison


Judge acquits Christians falsely accused of insulting Ethiopian Orthodox Church.

NAIROBI, Kenya, October 28 (CDN) — The latest in a series of false charges against two Ethiopian evangelists was put to rest on Friday (Oct. 23), and they were released.

A court in Debiretabor, Ethiopia acquitted the two evangelists of insulting the Ethiopian Orthodox Church (EOC) in prison, an accusation made by fellow inmates after the two were jailed on false charges of offering money for people to convert. The charge that the two Christians insulted the EOC was orchestrated by EOC members both inside and outside the prison, according to area church leaders.

Temesgen Alemayehu and Tigist Welde Amanuel had been sentenced to prison for six months on the false charge of offering money to people to convert but successfully appealed the punishment; after a lower court in Amhara state had thrown out their appeal on Sept. 21, the State Supreme Court in Bahir Dar ordered them to be to be released after paying a 500 birr (US$40) fine.

Before they could be released, however, inmates signed a petition raising the second charge against Alemayehu and Amanuel. On this charge of insulting the EOC while in prison, the judge rejected witnesses’ testimony as contradictory and of no value.

“Thank you to those who prayed for us,” Alemayehu said after his release, adding that he was eager to return to ministry.

“The enemy has tried to frustrate us and delay our freedom,” said Amanuel. “But through prayers and God’s intervention, we are now released from prison. We thank those who prayed on our behalf.”

Alemayehu and Amanuel, of Wengel Lealem church in Addis Ababa, had gone to Debiretabor, Amhara state in July to help establish a church.

“Temesgen and Tigist are extremely happy to again reunite with the church,” said a Christian source, adding that the two evangelists would return to Addis Ababa.

On July 22 they had appeared at district court in Debiretabor to hear charges against them that they were offering money and gifts to people to change their religion; Christian sources said witnesses falsely testified to that effect. Members of the EOC produced the false witnesses, the sources said.

Alemayehu and Amanuel were incarcerated for three months and six days.

They would have been released after their sentences were reduced to the fines, but on Oct. 7 the district prosecutor claimed they would not appear for the next court date, and the judge decided to keep them in prison. Church leaders in Debiretabor said Alemayehu was suffering from kidney infections and had sought permission to get treatment, but prison officials refused.

Debiretabor is the seat for the south Gondar Zone administration in Amhara state. As in the rest of Amhara, Debiretabor’s population is predominantly EOC with hostile attitudes towards evangelicals.

The two Christians’ arrests stemmed from a July 19 incident in which passersby began to question them as they were preaching on a roadside. Christian sources said a heated argument led to a group attack on the two evangelists, wounding Alemayehu. Amanuel sustained minor injuries, the sources said .

Christian sources said a group within the EOC called “Mahibere Kidusan” (“Fellowship of Saints”) had incited members to attack the two evangelists as they were proclaiming Christ. The increasingly powerful group’s purpose is to counter all reform movements within the EOC and shield the denomination from outside threats.

In some cases, the sources said, EOC priests have urged attacks against Christians, and government authorities influenced by Mahibere Kidusan have infringed on Christians’ rights.

TANZANIA: RADICAL MUSLIMS DRIVE CHURCH FROM WORSHIP PLACE IN ZANZIBAR


Authorities do nothing to help threatened Christians.

NAIROBI, Kenya, May 26 (Compass Direct News) – Sunday worship in a house church near Zanzibar City, on a Tanzanian island off the coast of East Africa, did not take place for the third week running on Sunday (May 24) after Muslim extremists expelled worshippers from their rented property.

Radical Muslims on May 9 drove members of Zanzibar Pentecostal Church (Kanisa la Pentecoste Zanzibar) from worship premises in a rented house at Ungunja Ukuu, on the outskirts of Zanzibar City. Restrictions on purchasing land for church buildings have slowed the Christians’ efforts to find a new worship site.

Angered by a recent upsurge in Christian evangelism in the area, church members said, radical Muslims had sent several threats to the Christians warning them to stop their activities. The church had undertaken a two-day, door-to-door evangelism campaign culminating in an Easter celebration.

“Radical Muslims reported the church campaign to [village elder Mnemo] Mgomba, who in turn ordered that no Christian activity to be carried out in his area of jurisdiction,” said Obeid Fabian Hofi, bishop of the church.

On the morning of the attack, more than 20 church members had gathered for Saturday fellowship when word reached them that Muslim extremists were about to attack. As the radical group approached, the Christians fled in fear of their lives.

“The group was shouting, saying, ‘We do not want the church to be in our locality – they should leave the place and never come back again,’” said one church member who requested anonymity.

A Muslim had rented his house to a member of the church, Leah Shabani, who later decided to make it a place of fellowship. The church, which has been in existence for seven years, had reached more than 30 members at the beginning of this year, most of them from the Tanzanian mainland. Without their worship site, Bishop Hofi said, some members are traveling long distances into Zanzibar City to worship.

When the church reported the attack to area chief Jecha Ali, members said, he told them that he could not help them.

“This property is not mine – if the owner has refused to allow you people to pray there, then I have nothing to do,” Ali told them.

When Bishop Hofi went to police in Ungunja Ukuu about the attack, officers also told him that the landlord had the right to refuse to rent to the Christian.

“The head of police said he could not help us, arguing that it was the prerogative of the plot’s owner to decide who to lease his property to,” he said.

Police promised to investigate, but Bishop Hofi said he was not convinced they would take any action against those who had attacked his congregation.

“To date no action has been taken by the police,” he said. “I am very concerned about the spiritual situation of my flock, seeing that my appeal has landed in deaf ears. No one is ready to listen to our grievances. We are fighting a losing battle since the administration is headed by Muslims.”

Bishop Hofi said he has decided to appeal for prayer and financial support from churches in Zanzibar to buy property for a church building. He said church members have spoken with Mercy Baraza, a Muslim from the Tanzanian mainland, who has pledged to sell her Zanzibar plot to them.

“The church is now raising money with the hope that the members will soon have a place to worship,” Bishop Hofi told Compass by telephone. “I know getting the money is easy, but to get someone to sell the land might be difficult, especially for worship purpose, but we are trusting God for His providence. We shall be very grateful for prayers and any support towards the purchase of the plot for church worship.”

The prospective site is near a police station, he said, giving him optimism that if they obtain it they could worship peaceably.

“It will be a secure place for the church,” he said.

In predominately Sunni Muslim Zanzibar, the church faces numerous hurdles. There are restrictions on getting land to build churches, open preaching is outlawed and there is limited time on national television to air Christian programs. In government schools, only Islamic Religious knowledge is taught, not Christian Religious Education.

Zanzibar is the informal designation for the island of Unguja in the Indian Ocean. The Zanzibar archipelago united with Tanganyika to form the present day Tanzania in 1964.

Muslim traders from the Persian Gulf had settled in the region early in the 10th century after monsoon winds propelled them through the Gulf of Aden and Somalia. The 1964 merger left island Muslims uneasy about Christianity, seeing it as a means by which mainland Tanzania would dominate them.
