Shorten would need non-Green crossbench to pass bills in Senate: Australia Institute

A Labor government would likely have to rely on at least one Senate
crossbencher besides the Greens to pass contested legislation, according to an analysis from The Australia Institute, a progressive think tank.
The analysis, based in part on polling but also on
historical data, suggests that, at best, after next year’s half-Senate
election the ALP and Greens combined could have 38 senators – although more likely they would have 37.
To pass legislation, 39 votes are needed.
Releasing the analysis, the institute’s director, Ben Oquist, said this
meant “the Centre Alliance, or independents like Derryn Hinch or a
potentially re-elected Jacqui Lambie, are likely to wield significant
power”.
The 2016 double dissolution produced a very large crossbench. The
larger quota required in a half-Senate election will make it harder
for micro parties and independents, as will some changes to the
electoral system made in 2016.
Most of the non-Green crossbenchers face election – and defeat.
Victorian senator Derryn Hinch, from the Justice Party, told The
Conversation’s podcast that he had got about 220,000 primary votes
last time but now would need about 400,000. It would be “very tough”,
said Hinch, who is campaigning on the slogan “unfinished business”.

The Australia Institute says the Coalition and Labor are each likely
to pick up two seats in each state. The Greens are “well-placed” to
win a seat in each of NSW, Victoria, Queensland, Western Australia and
Tasmania, while One Nation is well-placed to win in Queensland.
“The remaining seat in NSW, Victoria, Western Australia and Tasmania,
and the remaining two seats in South Australia, are likely to be
highly contested,” the analysis says.

…NSW – The Coalition, Labor and One Nation are competitive for the last seat.
… Victoria – Labor, the Coalition and Derryn Hinch are competitive for
the final seat.
…Western Australia – The Coalition and One Nation are competitive
for the last seat.

Nation are competitive for the final two seats.

“The polling by itself does not suggest that the Coalition will pick
up the third seat in any state, but our historical analysis suggests
that the Coalition is more competitive than the polls alone would
indicate”, the Australia Institute says.
“Another wild card is the high Independent/Other polling. Although
Jacqui Lambie and Derryn Hinch are contenders in their respective
states, there is also the outside but real possibility of independent
or minor party pick-ups in other states as well.”
The institute predicts a Senate after the election with the Coalition
having between 30 and 35, and the ALP 27-29. It predicts the Greens
having 8 or 9 seats, One Nation between 2 and 5, Centre Alliance 2-3,
Australian Conservatives one, and others between 0 and 2.
Since the last election the Senate has had many changes, in the wake
of the citizenship crisis and defections. The Morrison government
needs eight of the 10 non-Greens from the crossbench to pass
legislation opposed by Labor and the Greens.
Oquist stressed that predictions were harder than usual to make
because of the voting system changes and a volatile political climate.

Motive for Aid Worker Killings in Afghanistan Still Uncertain
Taliban takes responsibility, but medical organization unsure of killers’ identity.
ISTANBUL, August 12 (CDN) — The killing of a team of eye medics, including eight Christian aid workers, in a remote area of Afghanistan last week was likely the work of opportunistic gunmen whose motives are not yet clear, the head of the medical organization said today.
On Friday (Aug. 6), 10 medical workers were found shot dead next to their bullet-ridden Land Rovers. The team of two Afghan helpers and eight Christian foreigners worked for the International Assistance Mission (IAM). They were on their way back to Kabul after having provided medical care to Afghans in one of the country’s remotest areas.
Afghan authorities have not been conclusive about who is responsible for the deaths nor the motivation behind the killings. In initial statements last week the commissioner of Badakhshan, where the killings took place, said it was an act of robbers. In the following days, the Taliban took responsibility for the deaths.
The Associated Press reported that a Taliban spokesman said they had killed them because they were spies and “preaching Christianity.” Another Taliban statement claimed that they were carrying Dari-language Bibles, according to the news agency. Initially the attack was reported as a robbery, which IAM Executive Director Dirk Frans said was not true.
“There are all these conflicting reports, and basically our conclusion is that none of them are true,” Frans told Compass. “This was an opportunistic attack where fighters had been displaced from a neighboring district, and they just happened to know about the team. I think this was an opportunistic chance for them to get some attention.”
A new wave of tribal insurgents seeking territory, mineral wealth and smuggling routes has arisen that, taken together, far outnumber Taliban rebels, according to recent U.S. intelligence reports.
Frans added that he is expecting more clarity as authorities continue their investigations.
He has denied the allegation that the members of their medical team were proselytizing.
“IAM is a Christian organization – we have never hidden this,” Frans told journalists in Kabul on Monday (Aug. 9). “Indeed, we are registered as such with the Afghan government. Our faith motivates and inspires us – but we do not proselytize. We abide by the laws of Afghanistan.”
IAM has been registered as a non-profit Christian organization in Afghanistan since 1966.
Dr. Abdullah Abdullah, a former political candidate, dismissed the Taliban’s claims that team members were proselytizing or spying, according to the BBC.
“These were dedicated people,” Abdullah said according to the BBC report. “Tom Little used to work in Afghanistan with his heart – he dedicated half of his life to service the people of Afghanistan.”
Abdullah had trained as an eye surgeon under Tom Little, 62, an optometrist who led the team that was killed last week. Little and his family had lived in Afghanistan for more than 30 years with IAM providing eye care.
IAM has provided eye care and medical help in Afghanistan since 1966. In the last 44 years, Frans estimates they have provided eye care to more than 5 million Afghans.
Frans said he doesn’t think that Christian aid workers are particularly targeted, since every day there are many Afghan casualties, and the insurgents themselves realize they need the relief efforts.
“We feel that large parts of the population are very much in favor of what we do,” he said. “The people I met were shocked [by the murders]; they knew the members of the eye care team, and they were shocked that selfless individuals who are going out of their way to actually help the Afghan people … they are devastated.”
The team had set up a temporary medical and eye-treatment camp in the area of Nuristan for two and a half weeks, despite heavy rains and flooding affecting the area that borders with Pakistan.
Nuristan communities had invited the IAM medical team. Afghans of the area travelled from the surrounding areas to receive treatment in the pouring rain, said Little’s wife in a CNN interview earlier this week, as she recalled a conversation with her husband days before he was shot.
Little called his wife twice a day and told her that even though it was pouring “sheets of rain,” hundreds of drenched people were gathering from the surrounding areas desperate to get medical treatment.
The Long Path Home
The team left Nuristan following a difficult path north into Badakhshan that was considered safer than others for reaching Kabul. Frans said the trek took two days in harsh weather, and the team had to cross a mountain range that was 5,000 meters high.
“South of Nuristan there is a road that leads into the valley where we had been asked to come and treat the eye patients, and a very easy route would have been through the city of Jalalabad and then up north to Parun, where we had planned the eye camp,” Frans told Compass. “However, that area of Nuristan is very unsafe.”
When the team ended their trek and boarded their vehicles, the armed group attacked them and killed all but one Afghan member of the team. Authorities and IAM believe the team members were killed between Aug. 4 and 5. Frans said he last spoke with Little on Aug. 4.
IAM plans eye camps in remote areas every two years due to the difficulty of preparing for the work and putting a team together that is qualified and can endure the harsh travel conditions, he said.
“We have actually lost our capacity to do camps like this in remote areas because we lost two of our veteran people as well as others we were training to take over these kinds of trips,” Frans said.
The team of experts who lost their lives was composed of two Afghan Muslims, Mahram Ali and another identified only as Jawed; British citizen Karen Woo, German Daniela Beyer, and U.S. citizens Little, Cheryl Beckett, Brian Carderelli, Tom Grams, Glenn Lapp and Dan Terry.
“I know that the foreign workers of IAM were all committed Christians, and they felt this was the place where they needed to live out their life in practice by working with and for people who have very little access to anything we would call normal facilities,” said Frans. “The others were motivated by humanitarian motives. All of them in fact were one way or another committed to the Afghan people.”
The two Afghans were buried earlier this week. Little and Terry, who both had lived in the war-torn country for decades, will be buried in Afghanistan.
Despite the brutal murders, Frans said that as long as the Afghans and their government continue to welcome them, IAM will stay.
“We are here for the people, and as long as they want us to be here and the government in power gives us the opportunity to work here, we are their guests and we’ll stay, God willing,” he said.

On Sunday (Aug. 8), at his home church in Loudonville, New York, Dr. Tom Hale, a medical relief worker himself, praised the courage and sacrifice of the eight Christians who dedicated their lives to helping Afghans.
“Though this loss has been enormous, I want to state my conviction that this loss is not senseless; it is not a waste,” said Hale. “Remember this: those eight martyrs in Afghanistan did not lose their lives, they gave up their lives.”
Days before the team was found dead, Little’s wife wrote about their family’s motivation to stay in Afghanistan through “miserable” times. Libby Little described how in the 1970s during a citizens’ uprising they chose not to take shelter with other foreigners but to remain in their neighborhood.
“As the fighting worsened and streets were abandoned, our neighbors fed us fresh bread and sweet milk,” she wrote. “Some took turns guarding our gate, motioning angry mobs to ‘pass by’ our home. When the fighting ended, they referred to us as ‘the people who stayed.’
“May the fruitful door of opportunity to embrace suffering in service, or at least embrace those who are suffering, remain open for the sake of God’s kingdom,” she concluded.
Concern for Afghan Christians
Afghanistan’s population is estimated at 28 million. Among them are very few Christians. Afghan converts are not accepted by the predominantly Muslim society. In recent months experts have expressed concern over political threats against local Christians.
At the end of May, private Afghan TV station Noorin showed images of Afghan Christians being baptized and praying. Within days the subject of Afghans leaving Islam for Christianity became national news and ignited a heated debate in the Parliament and Senate. The government conducted formal investigations into activities of Christian aid agencies. In June IAM successfully passed an inspection by the Afghan Ministry of Economy.
In early June the deputy secretary of the Afghan Parliament, Abdul Sattar Khawasi, called for the execution of converts, according to Agence France-Presse (AFP).
“Those Afghans that appeared on this video film should be executed in public,” he said, according to the AFP. “The house should order the attorney general and the NDS (intelligence agency) to arrest these Afghans and execute them.”
Small protests against Christians ensued in Kabul and other towns, and two foreign aid groups were accused of proselytizing and their activities were suspended, news sources reported.
A source working with the Afghan church who requested anonymity said she was concerned that the murders of IAM workers last week might negatively affect Afghan Christians and Christian aid workers.
“The deaths have the potential to shake the local and foreign Christians and deeply intimidate them even further,” said the source. “Let’s pray that it will be an impact that strengthens the church there but that might take awhile.”

Evangelical Christians at risk from Russian government
Evangelical Christians may be at risk in Russia as Orthodoxy gains more and more governmental favor, reports MNN.
The Liberty of Conscience Institute recently discovered that the Russian government is cozying up to the Russian Orthodox Church in ways that may inhibit religious freedoms. Joel Griffith of Slavic Gospel Association says there is reason to be concerned.
"Russia’s president [has] taken the initiative to permanently assign orthodox priest army units, and they’re also wanting to introduce religious education classes at state schools."
The more power the Orthodox Church gains, the more risk there will be to the religious freedoms of all minority religions, no less evangelical Christianity. Griffith says history proves that evangelical Christians may well be targeted if such legislation is passed. A sizeable evangelical movement would well be viewed as an encroachment on Orthodox territory, and would consequently not be taken lightly.
If this is the case, evangelical movement could be very much hindered in Russia. As it now stands, some evangelical churches experience virtually no opposition at all from the government, while others experience a great deal. If a national legislation should pass, opposition will likely extend to every evangelical church.
"If this becomes a policy of the national government to freeze out evangelicals, obviously that’s going to have a pretty big impact not only on freedom of worship," cautions Griffith, "but also on the proclamation of the Gospel."
Fortunately, in order for any such government-orthodox partnership to be enforced via the military and education, it would have to pass through a significant number of hoops. As it stands, this sort of breach on the separation of church and state goes directly against the Russian constitution, not to mention Western ideals.
"The West is concerned with human rights and the freedom of conscience and the freedom of worship," notes Griffith. "And officially under the constitution, there’s supposed to be freedom of religion and freedom of worship in Russia. So any moves to do this certainly fly in the face of what the Russian constitution would say."
Unfortunately, many Russians consider Orthodoxy as a given. Historically, the Orthodox Church has, more often than not, been considered an arm of the Russian government. Pray that the obvious infringement of government policy on the basis of the constitution would be enough to stop Orthodox alliances with the Russian government from being nationally enforced.

Haiti: Earthquake Tragedy
The terrible tragedy in Haiti continues to dominate world news, with fears that the death toll from the earthquake will top 200 000 deaths. 250 000 people were also injured in the earthquake and there is now a major effort to provide essential aid including food and medical provisions for the suffering Haitian population. This is a major tragedy and the world needs to respond to it – thankfully, this is happening.
The crisis will continue long after the headlines have ended, with some 2 million people having been rendered homeless as a consequence of the disaster. Millions of Haitians are at risk of illness and death as a consequence of the quake, with sanitary conditions, lack of drinking water, limited shelter, etc. These are just some of the problems that will continue to plague the poverty-stricken people of Haiti. The rebuilding process will be enormous and well out of reach of Haiti. The nation of Haiti will continue to need the assistance of the world for many years to come.
Organisations like World Vision, the Red Cross and many others, will need the continued support of governments and individuals around the world in order to continue to support and assist the victims of this earthquake. Please continue to assist by sending donations to the various aid organisations that are assisting in the work in Haiti. Two Christians Critically Wounded at Wedding in Pakistan
Still in intensive care, they were shot for refusing order to convert to Islam.
TOBA TEK SINGH, Pakistan, January 14 (CDN) — Two Pakistani Christians who were shot at a wedding on Dec. 26 for refusing to convert to Islam are still receiving treatment at a hospital intensive care unit, but doctors are hopeful that they will recover.
In low, barely audible voices, Imran Masih, 21, and Khushi Masih, 24, told Compass that two Muslims armed with AK-47s in Punjab Province’s Chak (village) 297-JB, in Toba Tek Singh district, shot them in their chests after they refused orders to recite the Islamic creed signifying conversion.
Soon after they arrived at the wedding, a group of Muslim youths armed with AK-47 assault rifles surrounded them and began shooting into the air, as is customary at village weddings. They were not alarmed, they said, assuming the young Muslim men were simply celebrating joyfully.
“One of the green-turban-wearing Muslims peremptorily told us to recite the Islamic holy Kalima [profession of faith] or face direct bullets and the lethal consequences,” said Khushi Masih.
Both Christians said that they joyfully refused, and instead they began reciting Psalm 91.
“Our decision infuriated them,” Imran Masih said, “and instead of shooting into the air, they shot us, leaving us only after being convinced that we were dead. Praise the name of Lord Jesus Christ, who raised us from the dead!”
The fathers of the two Christians found their sons collapsed in a puddle of blood and rushed them to Tehsil Headquarters Hospital. Imran Masih sustained two broken ribs from the shots, with one bullet passing two millimeters from his heart. Khushi Masih was wounded in the chest and right leg. Bullets from an AK-47 do less harm if they pass through the body than if they become lodged in the flesh and begin to fragment.
“They are recovering fast and their wounds are healing, but they were still under strict observation in the intensive care unit,” said the father of Imran Masih. He added that doctors are concerned for their lives but believe they will recover.
Police have registered a case against the suspects, whose names were not released, but have yet to arrest them, the station house officer of Saddr police station told Compass.
“Very soon we will arrest them to prosecute and put them behind the bars,” he said. The investigation is continuing, he added.
The suspects are basing their defense on the assertion that they shot the Christians by accident, said family members of the wounded Christians, strongly denying the claim.
The fathers of the two Christians said Islamic extremist Hafiz Aziz Gujjar, a member of a local hard-line proselytizing group, has long pressured the two victims to convert to Islam. They said Gujjar has enticed or pressured other Christians and followers of other faiths to recant their beliefs.
With a mixture of sorrow and pride, the fathers said that their sons remained firm in Christ, shedding blood but refusing to surrender their Christian vows.

Muslim Mob in Pakistan Wounds Christian Family
Assailants threaten to charge mentally ill son with ‘blasphemy’ if victims pursue justice.
ISLAMABAD, Pakistan, January 4 (CDN) — Infuriated by an alleged anti-Islamic comment by a mentally ill man, more than a dozen Muslims attacked his Christian family here last week, beating his 20-year-old sister unconscious and breaking her leg.
The woman’s father, Aleem Mansoor, said his daughter Elishba Aleem went unconscious after being struck in the head with an iron rod in the Dec. 28 attack. Mansoor said a Muslim known as Mogal beat him and his daughter with the rod on the street in front of their apartment home after falsely accusing his 32-year old son, who suffers from schizophrenia, of blasphemy.
“Elishba shouted, ‘Father look! He is going to hit you,’ and she came somewhat in front and the rod hit her head,” Mansoor told Compass. “She touched her head, and her hand was covered with blood.”
After she fell unconscious, the assailants began striking her on her legs and back, Mansoor said.
“As soon as the mob realized that Elishba was totally unconscious, they shouted that the girl was dead and fled from the scene,” he said.
Elishba Aleem had rushed down from the family’s third-floor apartment in Iqbal Town, Islamabad and was attacked when she pleaded for the mob to stop beating her father, who received five stitches for a hand wound. With iron rods and cricket bats, the mob also injured Mansoor’s wife Aqsa and his sister-in-law Aileen George. Another of Mansoor’s sons, 24-year-old Shazir Aleem, saw the assault from the apartment and also was beaten when he hurried down.
“When Shazir’s wife Sanna saw that her husband was being beaten, she rushed down with [infant daughter] Hanna in her arms and pleaded with them, ‘Why are you beating my husband?’” Mansoor said. “Someone in the mob snatched Hanna from Sanna and threw her on the ground, and then those beasts began beating Sanna as well.”
The baby girl escaped serious injury.
Initially the assailants had attacked Mansoor as he tried to leave home with his son Shumail Aleem, whom he intended to take to police to clear up accusations by shopkeeper Muhammad Naveed that he had spoken ill of Islam.
As Mansoor reached his car, however, about a dozen men with cricket bats and metal rods got out of a parked Suzuki van and surrounded them, he said, and within 10 minutes more than 100 angry Muslims had joined Naveed, his other brothers and his father, Mogal.
“Naveed shouted, ‘Why are you people looking at these choohras [derogatory term for Christians]? Catch them and kill them,’” Mansoor said. “My wife Aqsa and sister-in-law Aileen George threw their doppatas [Indian head coverings] at Naveed’s and others’ feet to humbly request that they not attack us, but they refused to listen. They began beating all of us with rods and cricket bats.”
Area Muslims resent that the family has a car and is well-off, Mansoor said.
“They say Christians should be suppressed and kept under a tight control,” he said. “They think Christians should salute them when they pass by them.”
His son Shumail has been under medical treatment for schizophrenia for more than five years, he said, and because of his condition he does not work.
“As long as Shumail takes medicine, there is no one nicer than him on the earth, but if he is not taking the medicine then he is the worst creature,” Mansoor said.
Mansoor’s daughter, a first-year college student, received treatment at the Pakistan Institute of Medical Sciences (PIMS) and eventually regained consciousness, though she remains in intense pain. Mansoor said members of the Muslim mob ensured that she did not receive a medical-legal certificate documenting her condition.
When Mansoor told Naveed and others that he would take them to court over the attack, his Muslim adversaries said he would fail because they had paid PIMS officials 50,000 rupees (US$600) to withhold the medical report on his daughter’s injuries. He said they also told him that they had paid off officers at the Shehzad Town Police Station to pressure the family to drop the case with an out-of-court settlement.
“The assistant sub-inspector, Ghulam Gilani, of Shehzad Town Police Station, called my wife and told her that if the family pursued the case of assault on us, then we would be implicated in the blasphemy case, which would have serious consequences for us,” Mansoor said.
Gilani and hospital officials were not immediately available for comment.
‘Blasphemy’ Accusation
The comment said to have triggered the violence was uttered at a nearby general store, where Shumail Aleem had gone to buy cigarettes at about 8:30 p.m. on Dec. 28.
Dec. 28 was Islam’s 10th of Muharram, or Yom-e-Ashura, when Shiite Muslims mourn the death of Hussein ibn Ali, grandson of the Islamic Prophet Muhammad. Pakistan’s population is made up primarily of Sunni Muslims, who also honor the day on the claim that Moses fasted on that day to express gratitude to God for freeing the Israelites from Egypt.
At the store an elderly Christian man known as Baba Sadiq asked Shumail Aleem why movie channels were not being shown on the store’s cable-fed TV.
“Shumail told him, ‘Are Muslims out of their minds? Why would they show movie channels on Ashura?’” Mansoor said.
The comment apparently supported Naveed’s decision to refrain from showing films on the Muslim holy day, but the shopkeeper began beating Shumail Aleem, demanding to know why he had profaned Hussein’s name, Mansoor said.
Two weeks prior, Mansoor said, Naveed and his brothers had beaten a Christian boy so severely that when he bled a piece of flesh issued from his nostrils.
“Shumail had seen this all, and had protested with Naveed over this, and when he came home he was very upset over the beating and repeatedly asked his mother to go and ask Naveed about it,” Mansoor said. “We think that Naveed bore a grudge because of Shumail’s inquiry and protest about that beating of a Christian.”
Mansoor said that after Naveed severely beat him, Shumail Aleem returned when the rest of the family was not at home, as several had taken Mansoor’s 3-month-old granddaughter Hanna to the doctor. When they returned at 9:45 p.m., Mansoor said, he found several things in the house “thrown around or broken.”
A neighbor told them that police and about two dozen men had come searching for Shumail Aleem – who had hid in an upper storeroom – because Naveed had accused him of blasphemy.
“We went to Naveed, who was at his shop, and inquired what had happened,” Mansoor said. “He told us that Shumail had tried to steal several things from the store and also damaged several things, and worst of all that he profaned Imam Hussein. My wife told Naveed that he knew that Shumail was mentally ill so he should have waited for us, and that we would have paid the damage, but that there was no need to go to the police.”
Naveed told them that whether their son was mentally ill did not matter, that he had filed a police report – which later proved to be untrue – and that they would search relentlessly for Shumail Aleem, Mansoor said.
The mob stopped pursuing members of Mansoor’s family only after the intervention of Pakistan People’s Party politician Malik Amir, he said, but neither police nor the hospital has cooperated with him in legal matters. An influential Muslim in the area, Raja Aftaab, is also urging the family to settle out of court, he added.
“My stance is that the entire mob that attacked us should come to our house and apologize in front of all the neighbors, and then I will start negotiations with them,” he said.

Massive Mob in Indonesia Protests Christmas Eve Service
Church meeting in tent has sought building permit for years.
JAKARTA, Indonesia, January 4 (CDN) — More than 1,000 people protested the Christmas Eve service of a church meeting in a makeshift facility in Bekasi, West Java.
Christians of the Filadelfia Huria Kristen Batak Protestan Church (HKBP) fearfully held their service, including the Lord’s Supper, in spite of the disturbance.
With the Dec. 24 service scheduled to start at 9 p.m., the mob had already gathered at 6 p.m., shouting demands that it not take place and that the church be disbanded because it did not have permits. The church erected a tent and a semi-permanent structure for the service.
The church does not yet have a permanent building, though the congregation has been trying to obtain permission for one for years, church leaders said. The protestors claimed that the Christmas service could not be held at the site because a church building permit had not been issued.
Hundreds of police and soldiers were on hand to guard the 200 worshippers against the protestors. The service continued until the end, with police accompanying worshippers as they left. Other police and soldiers guarded the property after the mob had dispersed.
The Rev. Palti Panjaitan said that the crowd blocked the street in front of the site in an area of up to 200 meters.
“They blocked vehicles and people trying to get to the church,” the pastor said. “However, after negotiations, our congregation was able to pass, and the service was held on time.”
Bekasi Police Chief Herri Wibowo said that the church had not obtained citizens’ approval or recommendations from either the local government or the Bekasi office of the Department of Religion.
“The mob in the street rejects the building of a church and holding of worship services because permits have not been granted,” Herri said.
The church lot is located in the Ninth ward of Jejalan village in Bekasi district. A captain of the Ninth ward who goes by the single name of Bongkon said that the church permit application has been in process for at least two years.
“Some of the citizens have signed the letter agreeing to the church, but some have not agreed,” said Bongkon. “The church claims that they have permission and will only use the place temporarily.”
Church elder Tigor Tampubolon said that the church purchased the land with the intention of constructing a worship building from the beginning. He said the seller of the land and the village leader agreed to construction of a church building, but that sub-district level officials have created delays.
Thus far Filadelfia HKBP Church has held services in the tent. Tampubolon said he hopes that local residents will not bother the congregation’s future worship.
“Every citizen has the right to worship in his own way,” he said. “There is no need to request permission from the block or ward captains, or from the government.”
Pastor Panjaitan said that the church has submitted all the necessary papers for a construction permit for a permanent building, but that formal permission has not yet been issued.
“The church building will go up as soon as the permit is issued,” he told Compass.
On Dec. 27 another demonstration took place during Sunday worship, with a mob gathering and demanding that services cease. This crowd, however, was not as big as the one that tried to stop the Christmas Eve service.
The Filadelfia congregation has been active since 2000, with services initially held in the pastor’s home. In 2006, a mob of 300 people swarmed the pastor’s home during a Sunday morning service. Claiming to be neighbors, they pressured the pastor to sign a document promising not to hold religious meetings at his home.
Since then, services have been held in the homes of various church members on a rotating basis.
In 2008 there was another threat to close the church. The captain from the Fourth block of the 10th ward sent the church a letter and personally visited the pastor with a community request to stop worship services.

New threat develops after UN vote on religious defamation
The U.N. General Assembly has passed the non-binding Defamation of Religion Resolution for the fifth year in a row, reports MNN.
However, support is eroding, says Open Doors Advocacy Director Lindsay Vessey. The Islamic-sponsored non-binding resolution passed with 80 votes in favor, 61 against and 42 abstentions. That compared with 86 votes to 53, with 42 abstentions for a similar text last year, and figures of 108-51-25 in 2007, the last time the measure commanded an absolute majority of U.N. members.
Open Doors USA helped to lead the advocacy effort at the United Nations to prevent this resolution from passing. Open Doors lobbied key voting countries, organized a petition drive for Open Doors USA supporters to campaign against the resolution and spoke on this issue to the media. The Open Doors advocacy campaign is called "Free to Believe."
Oppenents say it threatens freedom of speech, especially for minority Christians in Muslim-dominated nations. "Essentially the resolution tried to criminalize words or actions that are deemed to be against a particular religion, namely, Islam."
Vessey warns that the Organization of Islamic Conference is organizing a sneak attack in March. "Instead of being a non-binding resolution, they’re actually trying to pass it through a separate committee that would make it more of a binding resolution–it would make it an optional protocol."
The UN Ad Hoc Committee on the Elaboration of Complementary Standards is expected to meet again in the spring to discuss adding the resolution to the International Covenant on the Elimination of all forms of Racial Discrimination.
Open Doors is readying an advocacy response to the threat. It’s one short step, but Vessey says under it, "People aren‘t free to preach the Gospel–people aren’t free to say what they believe even if they’re not trying to evangelize. But it’s also going to impact missionaries and foreign workers who go into these countries to evangelize."
