Why China’s attempts to stifle foreign media criticism are likely to fail


Tony Walker, La Trobe UniversityWhen China’s ambassador to Australia, Cheng Jingye, summoned journalists to the Chinese embassy last week, this was not an occasion for polite exchanges on a troubled relationship between Beijing and Canberra.

Cheng was intent on communicating a forceful message to Australian reporters that China was intent on fighting back against what it regards as a great wall of unfavourable publicity about its treatment of its Uyghur minority.

In some media reporting of the press conference, the exercise was referred to as a “charm offensive”. However, a more accurate characterisation would be to describe it as an attempt by China to draw a line under increasingly negative foreign reporting of its activities.

This reporting is having real world consequences for China’s image abroad. It is inviting pushback from an international community that is mobilising against Chinese overreach. Beijing will not be insensitive to the risks of brand damage to China’s reputation, or risks of sanctions.

The Biden administration’s canvassing of a potential boycott of the 2022 Winter Olympics in China will have got Beijing’s attention. If countries, led by the United States, stay away this would represent a significant loss of face.

Global campaign against unfavourable reporting

Senior Chinese officials and Uyghurs appeared via video during Cheng’s embassy briefing to refute media accounts of human rights abuses in the Xinjiang region as “Western lies”, “fabrications” and the work of “anti-China forces”.

In its propaganda offensive, China has not been averse to using the “fake news” label, popularised by former US President Donald Trump to assail its critics.

Cheng’s press conference was part of a larger, global campaign against unfavorable reporting in which Beijing has resorted to a combination of bluster and in some cases reprisals against journalists who have cut too close to the bone.

Australian citizen Cheng Lei appears to be a case in point. Cheng, an anchor for state broadcaster China Global Television Network (CGTN), was detained in China last year without explanation, but now stands accused of ill-defined national security breaches.

In private social media posts, she had criticised China’s initial response to the coronavirus pandemic. It is not clear whether this is the basis of allegations against her, but no other reasonable explanation has been forthcoming to this point.

China appears to have been particularly displeased by the reporting of the BBC. In February, Beijing banned all BBC broadcasting in China in retaliation for British authorities having revoked the license of the Chinese overseas broadcaster, CGTN. This represented a significant escalation in the conflict between the Chinese authorities and Western media.

What Chinese propaganda is seeking to achieve

Cheng’s propaganda exercise should therefore be seen as part of a global campaign to stifle what China regards as unfair and damaging criticism of its policies at home and abroad under paramount leader Xi Jinping.

If this Canberra media event was designed to dampen negative reporting in the Australian media, however, the campaign is unlikely to work for the simple reason there is little, or no, sign of Beijing reversing its antagonistic behaviour towards Western media.

Scarcely a day passes without criticism of foreign media in Chinese state-controlled outlets. These attacks underscore the gap that exists between Western perceptions of the role of journalists in democratic societies and China’s view that media should serve the interests of the state.

Typical of the sort of criticism levelled at Western media is the following contribution to the nationalistic Global Times by a professor of international relations at Shanghai’s Fudan University.

What some media have done is exaggerate Chinese authorities’ fault in a bid to overthrow the Chinese system. Take the BBC. This British media outlet did not call on the British public to overthrow the British government even if it has miserably failed to effectively curb the spread of COVID-19. This is double standards.

This level of naivete is hard to credit, but it is revealing nevertheless of the gap that exists between Chinese views of the Western media and vice versa.

China’s bluster against Western media may play to nationalist sentiment at home, but it is hardly likely to be effective in neutralising foreign media criticism.

Australian media will not stop providing a platform for legitimate and widely publicised concerns about China’s mistreatment of its minorities; its disrespect for the “one country, two systems” agreements it signed with the UK to facilitate the handover of Hong Kong; its threatening behaviour towards Taiwan; and its expansion of base facilities in disputed waters of the South China Sea.

Beijing’s trade war against Australia smacks of the sort of overreach that may have become a staple of Chinese propaganda in state-run media, but in reality this is not a campaign that serves China’s own interests.

That is assuming Beijing is concerned about promoting itself as a reasonably constructive citizen in its own Indo-Pacific neighborhood.

China’s dismal treatment of journalists

China’s press freedom record leaves a lot to be desired.

In the latest Reporters Without Borders world press freedom index, China rated 177 out of 180. It is by far the world’s largest captor of journalists with at least 121 detained, some in life-threatening conditions.

In March, the Foreign Correspondents’ Club of China reported an intensification of harassment of foreign reporters and increased use of “visa weaponisation”. This had led to the expulsion of 18 foreign correspondents in the first half of 2020. Others, like ABC’s Bill Birtles and the Australian Financial Review’s Michael Smith left because of concerns about being detained..

China regards the FCCC as an “illegal” organisation. As Cedric Alviani, Reporters Without Borders’s East Asian bureau head, said,

In recent years, Chinese regime apparatus has come to consider foreign correspondents as unwanted witnesses and goes to great length to prevent them from collecting information that doesn’t mirror its propaganda.

In a 2019 survey of the 10 “most censored” countries in the world by the Committee to Protect Journalists, China rated fifth behind only Eritrea, North Korea, Turkmenistan and Saudi Arabia. It said,

China has the world’s most extensive and sophisticated censorship apparatus. […] Since 2017, no website or social media account is allowed to provide a news service on the internet without the Cyberspace Administration of China’s permission. Internet users are blocked from foreign search engines, news websites, and social media platforms by the Great Firewall. […] Foreign social media platforms such as Twitter, Facebook and YouTube are banned.

This is the lived reality for foreign journalists in China in the Xi era, and for Chinese consumers of uncensored news, for that matter.

At no other stage since China began opening to the outside world in the Deng Xiaoping era of the late 1970s have conditions for foreign correspondents in China been more threatening — or more counterproductive from Beijing’s point of view.

China’s war against the foreign media is at a tangent to its proclaimed ambition to continue opening its economy to foreign investment. The anti-Western media campaign jars with hopes that it would become a responsible international stakeholder, as well.

How did the University of Queensland/CSL vaccine fail due to ‘false positive’ HIV tests? A vaccine expert explains

Australia’s hopes of a locally developed COVID-19 vaccine have been dashed with news today the University of Queensland/CSL vaccine would not proceed to further clinical trials.

Unlike news about the Pfizer/BioNTech COVID vaccine earlier this week, there were no safety concerns with the UQ/CSL vaccine.

According to a statement to the Australian Stock Exchange (ASX) earlier today, CSL said participants in the phase 1 trial received “false positive” results to HIV tests. They were not infected with HIV, nor did the vaccine contain the entire HIV virus.

Rather, the vaccine’s signature “molecular clamp” technology was formulated with parts of an HIV protein. When injected, these prompted the production of antibodies that were picked up in a range of HIV tests. In other words, if the vaccine had been widely rolled out, this could lead many people to think they had HIV when they didn’t.

The news prompted the federal government to announce it had cancelled its agreement to supply the UQ/CSL vaccine, which was always contingent on successfully completing clinical trials.

Instead, the government will supply more doses of other vaccines, including 20 million extra doses of the University of Oxford/AstraZeneca vaccine, to be made by CSL.

The Oxford/AstraZeneca COVID vaccine is the first with published peer-reviewed results from phase 3 clinical trials, a significant milestone.

As well as the Oxford/AstraZeneca vaccine, existing arrangements are in place to supply Australians with the Pfizer/BioNTech and Novavax vaccines, should they prove safe and effective. That’s as well as vaccines available under the World Health Organisation-backed COVAX agreement.

How could a COVID vaccine lead to a positive HIV test?

The UQ/CSL vaccine uses “molecular clamp” technology to stop the coronavirus spike protein from “wobbling about”. This more stable presentation is more likely to lead to a protective immune response.

The molecular clamp in UQ’s vaccine contains part of an HIV protein, a string of 80 amino acids. By itself, this is harmless and cannot cause an HIV infection or AIDS.

But there was always a theoretical possibility that once injected as part of the vaccine formulation, people’s immune systems would recognise it as “foreign” and raise antibodies against it. Until now, the research team thought the chance of that happening was low. And in its ASX statement CSL said people in the 216-person trial were fully informed of this possibility.

However, from what we’ve heard today, it’s clear that people’s immune systems did recognise the HIV protein fragment in the molecular clamp.

Had we rolled out this vaccine on a wider scale, we would have seen many more “false positive” HIV tests. This would have meant unnecessary anxiety while people sought further clarification about their HIV status.

It would also have undermined the public’s confidence in the COVID vaccination program. You have to have the public on board. So by acting early to clearly communicate concerns, the researchers have acted appropriately. And this should reinforce the public’s confidence in Australia’s COVID vaccination program, due to start from March 2021.

Is this the end of UQ’s ‘molecular clamp’ technology?

This particular molecular clamp is unique to UQ. So while this particular type will not be used for future vaccines, it’s likely the researchers will investigate and modify it to reduce the chance of any further HIV cross-reactivity.

I certainly don’t think it’s the end of this technology.

So where does this leave us?

We’ve known all along that not all COVID-19 vaccines in early clinical trials would be successful. Safety issues or a lack of protection will halt some. But in this case, we had something different — a complication that would lead people to believe they had HIV when they didn’t, undermining people’s confidence in the COVID vaccine program.

That’s why it’s still important to pursue a broad portfolio of vaccine approaches and technologies. We don’t want to put all our eggs in one basket.

It’s also important to remember that even though the UQ/CSL vaccine will not proceed to late-stage clinical trials, phase 1 trials will continue, with results submitted for peer review in due course. That means researchers can analyse the results in more detail.The Conversation

State governments can transform Australia’s energy policy from major fail to reliable success

Energy policy in Australia is a major failure. The federal government has been unable to forge an effective policy to ensure affordable, reliable and low-emissions electricity. It’s time for the states to step up.

Internationally, responsibility for climate change policies rests with national governments. The federal government says it remains committed to Australia’s target under the Paris Agreement, but it has abandoned the emissions-reduction obligation of the National Energy Guarantee (NEG). This leaves Australia’s electricity sector, which is responsible for 34% of our overall emissions, with no credible policy to reduce those emissions.

The states should fill this policy vacuum if it persists. They should work together on a nationwide emissions reduction scheme through state-based legislation, independent of the federal government. A Commonwealth-led national policy would be best, but a state-based policy is far better than none.

In October 2018 the COAG Energy Council agreed to continue work on the reliability element of the NEG. The states and territories should maintain this support and implement this policy with the Commonwealth government, and so support the reliability of the National Electricity Market during a challenging transition.

The Grattan Institute’s State Orange Book 2018 shows that there is also much the states can do to reduce energy prices. Consumers are understandably upset – household retail prices have increased by more than half in the past decade, according to the Australian Competition and Consumer Commission (see page 7 here).

The federal government is certainly focused on price – Prime Minister Scott Morrison has referred to Energy Minister Angus Taylor as the “minister for getting electricity prices down” – but many important pricing policies depend on state action.

Retail pricing is the obvious example. Poorly regulated retail electricity markets have not delivered for consumers. Retail margins are higher than would be expected in a truly competitive market. Many consumers find the market so complicated they give up trying to understand it.

State governments should work alongside the federal government to help consumers navigate the retail “confusopoly”. Governments should require retailers to help consumers compare offers and get the best deal. They should also stop retailers using excessive pay-on-time discounts (which tend to confuse rather than help consumers and can trap lower-income households), and ensure vulnerable customers do not pay high prices.

However, governments should resist the temptation to use price caps as a quick fix. If set too low, price caps could reduce competition and drive longer-term price increases.

Western Australia, Tasmania and the Northern Territory, which have not yet adopted retail competition, should move in that direction – while learning from the mistakes of others.

Network costs make up the biggest share of the electricity bill for most households (see page 8 here) and some small businesses. This is particularly an issue in New South Wales, Queensland and Tasmania, where network values increased substantially under public ownership and those costs were passed on to consumers.

These states should write down the value of their overvalued networks or provide rebates to consumers, so the price of the networks is more closely aligned to the value they provide to consumers. Given the poor performance of publicly owned networks, any network businesses still in government hands should be privatised.

Responsibility for setting network reliability requirements should be transferred to the Australian Energy Regulator to prevent risk-averse state governments from imposing excessive reliability standards, which would drive up network costs again.

Until recently, it seemed state governments had learned the lessons from the bad old days of excessively generous subsidies for rooftop solar. That was until August 2018, when the Victorian government committed more than A$1 billion to pay half the cost of solar panels for eligible households and provide an interest-free loan for the remainder. Most of these systems would pay for themselves without subsidy. The Victorian government should abandon this waste of taxpayers’ money.

Finally, Australia’s gas market is adding to the price pain of homes and businesses. As international prices rise, there is no easy way to avoid some painful decisions. But some state policies are making matters worse.

The Victorian and Tasmanian governments’ moratoria on gas exploration and development constrain supply and drive up prices. The moratoria should be lifted. Instead, these states should give case-by-case approval to gas development projects, with safeguards against specific risks.

Australia needs reliable, affordable electricity to underpin our 21st-century economic prosperity. That must be protected while we also decarbonise the energy sector.

Energy market reform was at the forefront of national competition policy in the mid to late 1990s. But reform has since slowed, and the states are partly responsible. The states can rekindle the fire by pursuing a clear, nationally consistent action plan for affordable, reliable and low-emissions electricity.

Light Sentences for Attack on Christians in Indonesia Condemned


Prosecutors’ refusal to file felony charges said to encourage more violence.

JAKARTA, Indonesia, March 10 (CDN) — Human rights and Christian leaders said a West Java court’s light sentence for Islamic extremists who injured a church pastor and an elder will encourage more violence and religious intolerance.

After those involved in the Sept. 12, 2010 clubbing of the Rev. Luspida Simanjuntak and the stabbing of elder Hasian Lumbantoruan Sihombing of the Batak Christian Protestant Church (Huria Kristen Batak Protestan, or HKBP) in Ciketing received sentences of only five to seven months, the Setara Institute for Democracy and Peace released a statement asserting that the judges’ panel was acting under pressure from Muslim extremists.

“The public will think that violence, intolerance, and obstruction of worship are part of their religious worship and duties,” the institute stated regarding the Feb. 24 sentences.

After prosecutors decided to file minor charges citing “insufficient evidence” for assault charges, the judges issued verdicts that have injured people’s sense of justice, and the light sentences set a “rotten” precedent for strengthening the rule of law in Indonesia, according to the institute.

“Specifically, the verdict neither is a deterrent nor does it educate the public that violent acts in the name of religion are serious matters,” according to the Setara statement.

Saor Siagian, attorney for the church, told Compass that the facts of the case had shown that the assailants should have been charged with joint assault under Section 170 of Indonesia’s penal code, which could have resulted in sentences of five to nine years. Instead, prosecutors opted to charge them only with maltreatment under Section 351.

The alleged planner of the attack, Murhali Barda, head of the Bekasi chapter of the Islamic Defenders Front (FPI), received a sentence of only five months and 15 days for “disorderly conduct” (Section 335) even though he should have been prosecuted for incitement and joint assault, Siagian said.

“The trial brought to light facts that pointed toward incitement by Murhali Barda via Facebook, text messages, and orders to the defendants to attack the congregation of HKBP on Sept. 12, 2010 at Ciketing,” said Siagian. “If he had been charged with Section 170 he would have been facing a five-to-nine-year sentence, and Section 160 [incitement] carries a six-year sentence. These are both felonies.”

Judges of the State Court in Bekasi, West Java handed down a seven-month sentence to Adji Ahmad Faisal, who stabbed church elder Sihombing; the prosecutor had asked for sentence of 10 months. Ade Firman, who clubbed Pastor Simanjuntak hard enough to send her to the hospital for treatment, was given a six-month sentence; prosecutors had requested an eight-month sentence. Two under-age defendants were found guilty and turned over to their parents.

Along with Barda of the FPI, eight other defendants received sentences of five months and 15 days: Ismail, Dede Tri Sutrisna, Panca Rano, Khaerul Anwar, Nunu Nurhadi, Roy Karyadi, Kiki Nurdiansyah, Suprianto and one identified only as Ismail; prosecutors had asked for six-month sentences.

During the trial, 100 members of the FPI demonstrated in front of the courthouse, demanding that Barda and the others be immediately released. As each sentence was read out, the demonstrators shouted “Allahu Akbar [God is greater].”

The lawyer for Barda, Shalih Mangara Sitompul, said the verdicts brought about peace between both parties. His client was found guilty of incidents that took place on Aug. 1 and 8, 2010, he said, questioning why the Sept. 12 attack became the basis for criminal prosecution as Barda did not even encounter Pastor Simanjuntak on that date.

Sitompul said he would appeal the verdict.

Pastor Simanjuntak said the light sentences showed that the state was unable to fully enforce the law.

“This country is more afraid of the masses than standing for justice,” she said. “That’s what happened in the state court in Bekasi. With heavy hearts we accept the verdict.”

The stabbing victim, Sihombing, said that he was not surprised by the light sentences.

“The verdicts were not just, but I don’t know what else to do,” he said. “I’ve just got to accept things.”

Indonesia is a country that follows the rule of law, he said, and therefore it is not right to give a light sentence for stabbing.

“Even so, as a Christian and elder of the congregation, I have forgiven the person who attacked me,” he said.

Attorney Siagian said the sentences will fail to act as a deterrent.

“It passively encourages future violence in the name of religion by radical groups against minorities – not only against the HKBP church, but also against citizens in other areas,” he said. “Also, the verdict shows that the judge sides with those who committed violent acts in the name of religion, and it is a threat to pluralism and diversity in Indonesia.”

Indonesian Churches Wary of Islamist Offer of ‘Protection’


Following attacks, Islamic Defenders Front’s Christmas gesture rings hollow.

DUBLIN, December 21 (CDN) — In the wake of several attacks on worship services by Indonesia’s notorious Islamic Defenders Front (FPI), several Jakarta area church leaders rejected the FPI’s offer to help protect them over Christmas.

FPI leader Rizieq Shihab made the offer last week, saying he was working in cooperation with the Indonesian Communion of Churches and the Indonesian Bishops Conference. But several churches publicly rejected the offer, with online forums comparing FPI church protection to “foxes protecting a chicken coop.”

Jakarta’s police chief on Friday (Dec. 18) promised protection for every “registered” church in the area, The Jakarta Globe reported. Many Indonesian churches are unregistered, however, since they fail to meet the strict conditions of a Joint Ministerial Decree (SKB) governing places of worship.

The Indonesian public has harshly criticized FPI members for their role in multiple church attacks over the past year and faulted police and politicians for failing to intervene.

The most recent attack occurred last Sunday (Dec. 19), when more than 100 Islamists gathered outside the sealed home of the Rev. Badia Hutagalung of Huria Kristan Batak Protestan (HKBP) church in Rancaekek to disrupt worship services, sources said.

Another attack on Sept. 12 led to the arrest and detention of 13 FPI members, including Murhali Barda, leader of the FPI’s Bekasi branch. During the attack, assailants stabbed and critically wounded church elder Hasian Sihombing and beat the Rev. Luspida Simanjuntak over the head with a wooden beam. ‘Christians Should Not Provoke Us’

After making the offer of FPI assistance at the Jakarta police headquarters on Dec. 14, Shihab told The Jakarta Post that “Islam is not allowed to disrupt other religions worship,” but he added the warning that “Christians should not provoke us.”

His offer came just two days after some 300 Islamists from FPI, the Indonesian Ulama Forum and the Islamic Reformist Movement, together with civil service police officers, raided and forcibly closed seven churches in Rancaekek. (See "Islamists Raid House Churches in West Java," Dec. 17.)

Sub-district head Meman Nurjaman on Nov. 16 had sent out a decree ordering 11 churches in Rancaekek to close, citing protests from the local community. Nurjaman later admitted that he had acted under pressure from Muslim hardliners living outside the housing estate, according to a Compass source, who added that Nurjaman had no legal authority to issue the decree.  

During the Dec. 12 raid, Islamists forcibly removed at least 100 worshipers from a residential building used by the HKBP Bethania church and several other churches, and they urged the local government to seal the building immediately because it was not a registered place of worship.

Hutagalung said the congregation only worshipped there because they could not meet the terms of the SKB, which requires proof of at least 90 church members, signatures of approval from at least 60 local residents, and approval from village officials and a local interfaith forum.

The mob also attacked six other house churches in Rancaekek on Dec. 12, forcing five of the seven to close.

A day after the raids, Adj. Sr. Comr. Hendro Pandowo, the Bandung police chief, said Christians in Bandung should refrain from putting themselves in harm’s way.

“If they pray in churches, I will protect them if anybody disturbs them,” he told the The Jakarta Globe. “If they pray in places they are not allowed to, they are breaking rules, so why would I protect them?”

Readers posting comments to the Globe article online said it was almost impossible for congregations to obtain a building permit under existing regulations, leaving them no option but to worship in private homes or empty building sites.

One reader, identified only by the log-in name of Aki-Amani, wrote, “Thank you Chief Hendro for your promise of protection – if we follow your dictates. However, don’t be surprised if we are found anywhere, everywhere … praying as we go about our daily activities at home and in the market place, whether you approve and will protect us or not.”

 

Christmas Security

Jakarta police on Friday (Dec. 18) met with leaders representing 1,600 churches in greater Jakarta to discuss security measures for the Christmas season.

Jakarta Police Chief Insp. Gen. Sutarman, identified only by a single name, said at least 9,000 security personnel would be deployed in and around churches in greater Jakarta as part of a total 87,000 security personnel stationed at houses of worship throughout Indonesia over the Christmas and New Year season, the Globe reported.

Police began providing Christmas security for churches after a series of 38 coordinated church bombings on Dec. 24, 2000, left at least 18 people dead and dozens injured across the nation. The bombings were organized by Jemaah Islamiyah, a local Islamic terrorist group.

“The Jakarta police guarantee that celebrations will be conducted peacefully across all churches registered with us in the city,” Sutarman reportedly said.

What that implies for unregistered churches remains to be seen.

Spokesmen from two unregistered churches told the Globe they would meet this Christmas despite explicit threats from the FPI to ransack “controversial” Christmas celebrations.

The congregation of HKBP Filadelfia in Bekasi will meet in a tent on the street next to their sealed church, despite the risk of further aggression or physical harm from the FPI, sources said.

Members of Gereja Kristen Indonesia Yasmin in Bogor, however, reportedly said they will break open the seals on their partially-constructed church, closed in September due to pressure from the FPI and other hard-line groups despite having a legal permit.

“We want to celebrate religious freedom in our church,” spokesman Bona Sigalingging told reporters, adding that police would not be asked to provide security.

‘Pinpricks’ of Truth Making Way into North Korea


Citizens increasingly enlightened about world’s worst violator of religious freedom.

DUBLIN, April 26 (CDN) — As refugees from North Korea and activists from Non-Governmental Organizations (NGOs) gather in Seoul, South Korea this week to highlight human rights violations in the hermit kingdom, there are signs that North Korean citizens are accessing more truth than was previously thought.

A recent survey by the Peterson Institute found that a startling 60 percent of North Koreans now have access to information outside of government propaganda.

“North Koreans are increasingly finding out that their misery is a direct result of the Kim Jong-Il regime, not South Korea and America as we were brainwashed from birth to believe,” Kim Seung Min of Free North Korea Radio said in a press statement. The radio station is a partner in the North Korea Freedom Coalition (NKFC), which is holding its annual North Korea Freedom Week (NKFW) in Seoul rather than Washington, D.C. for the first time in the seven-year history of the event.

“We set out to double the radio listenership of 8 or 9 percent, and we’ve seen a dramatic increase in the number of people who have access to information,” said NKFC Co-Chair Suzanne Scholte. She described the flow of information as “pinpricks in a dark veil over North Korea. Now those pinpricks are becoming huge holes.”

The radio station now air-drops radios into North Korea and broadcasts into the country for five hours a day, adding to information gleaned by refugees and merchants who cross the border regularly to buy Chinese goods.

In recent years the government has been forced to allow a limited market economy, but trade has brought with it illegal technology such as VCR machines, televisions, radios and cell phones that can detect signals from across the border. Previously all televisions and radios available in North Korea could only receive official frequencies. 

“The government hasn’t been able to stamp out the markets, so they begrudgingly allow them to continue,” Scholte confirmed. “This means North Koreans aren’t relying solely on the regime anymore.”

Holding the annual event in Seoul this year sends a significant message, Scholte told Compass.

“This is a spiritual conflict as well as a physical one – some people didn’t want us to call it freedom week,” she said. “But we’re making a statement … God gives us freedom by the very nature of being human and North Koreans are entitled to that too.”

All people say they would never allow the World War II holocaust to be repeated, Scholte said, “but this is a holocaust, a genocide. I firmly believe we will be judged if we fail to intervene.”

The coalition hopes this week’s event will empower the 17,000 strong North Korean defectors in South Korea, awaken the consciousness of the world about human rights conditions in North Korea, and inform all who are suffering in North Korea that others will “work together until the day their freedom, human rights and dignity are realized,” Scholte said in the press statement.

As part of the week’s activities, the coalition will send leaflets into North Korea via balloon stating in part, “In the same year the Universal Declaration of Human Rights was passed, Kim Il-Sung was ensuring that you wouldn’t have any of those rights.”

Religious freedom in particular is almost non-existent. The only accepted belief is Juche – an ideology that strictly enforces worship of the country’s leaders.

“The regime is a perversion of Christianity,” Scholte told Compass. Juche has a holy trinity just as Christianity does, with Father Kim Il-Sung, son Kim Jong-Il, and the spirit of Juche said to give strength to the people.

“Kim Il-Sung is God; a real God can’t replace him,” a former North Korean security agent confirmed in David Hawke’s 2005 report, “A Prison Without Bars.”

While four churches exist in the capital, Pyongyang, experts believe these are largely showpieces for foreign visitors.

The government has allowed token visits from high-profile foreign Christians such as Franklin Graham, president of the Billy Graham Evangelistic Association, who preached at Bongsu Protestant church in Pyongyang in August 2008; and two U.S. Christian bands, Casting Crowns and Annie Moses, attended and won awards at the Spring Friendship Arts Festival in April 2009.

Worship outside limited official venues is simply not tolerated, giving North Korea first place on Christian support organization Open Doors’ 2010 World Watch List for persecution of Christians.

Ordinary citizens caught with a Bible or in a clandestine prayer meeting are immediately labeled members of the hostile class and either executed or placed in prison labor camps, along with three generations of their immediate family. Every North Korean belongs to either the “hostile,” “wavering” or “core” class, affecting privileges from food and housing to education and physical freedom, according to Hawke’s report.

There are no churches outside the capital, but the regime in 2001 estimated there were 12,000 Protestants and 800 Catholics in North Korea. In July 2002 the government also reported the existence of 500 vaguely-defined “family worship centers” catering to a population of approximately 22.7 million, according to a September 2009 International Religious Freedom report issued by the U.S. State Department.

By contrast, South Korea’s Dong-A Ilbo newspaper in July 2009 put the estimate at 30,000 Christians, some NGOs and academics estimate there may be up to several hundred thousand underground Christians.

Uncertain Future

As North Korea celebrated the birthday of Kim Jong-Il on Feb. 16, rumors spread that the elderly leader, currently battling heart problems, had chosen third son Kim Jong-Eun as his successor.

Documents extolling the virtues of Kim Jong-Eun began circulating as early as November, according to the Daily NK online news agency. An official “education” campaign for elite officials began in January and was extended to lesser officials in March. One document obtained by the agency described the “Youth Captain” as being “the embodiment of Kim Il-Sung’s appearance and ideology.”

“Kim picked this son because he’s ruthless and evil,” Scholte said, “but I don’t think they’re quite ready to hand over to him yet. There is an uncertainty, a vulnerability.”

Scholte believes this is the ideal time to “reach out, get information in there and push every possible way.”

“There are many double-thinkers among the elite,” she explained. “They know the regime is wrong, but they have the Mercedes, the education for their kids and so on, so they have no incentive to leave.”

The coalition is trying to persuade South Korea to establish a criminal tribunal, she said.

“North Koreans are actually citizens of South Korea by law,” she said. “We have to let these guys know there’s going to be a reckoning, to create a good reason for them not to cooperate [with authorities].”

Those in other countries have an obligation too, Scholte concluded. “When people walk out of the camps, it will haunt us. They’ll want to know, ‘What were you doing?’ We will be held accountable.”

Article 26 of North Korea’s constitution declares that the people have freedom of religion. The organizers of this year’s freedom week fervently hope that this declaration will soon become a reality.

The Cross at the Border: China’s Complicity in Refugees’ Suffering

Non-Governmental Organizations (NGOs) estimate anywhere from 30,000 to 250,000 refugees from North Korea are living in China, either in border areas or deeper inland. Few are Christians when they emerge from North Korea, but the whispered advice among refugees is to “head for a cross,” signaling a Chinese church that may assist them, according to a February 2009 National Geographic report.

Since China will not allow the United Nations High Commissioner for Refugees access to border areas, Chinese Christians work with Christian NGOs to provide an “underground railroad” moving refugees via several routes to safety, most often in South Korea.

Chun Ki-Won, director of Christian NGO Durihana, admits that some of the refugees adopt Christianity to win favor with their rescuers, but others retain and strengthen their faith on arrival in South Korea.

China insists that the refugees are economic migrants and pays police a bounty to arrest and return them to North Korea. On arrival, North Korean officials pointedly question the refugees about contact with Chinese Christians or Christian NGOs. If any contact is admitted, execution or imprisonment is likely, according to David Hawke’s 2005 report, “A Prison Without Bars.”

As one refugee told Hawke, “Having faith in God is an act of espionage.”

Still others choose to return to North Korea with Bibles and other Christian resources at great risk to themselves. For example, officials in June 2009 publicly executed Ri Hyon-Ok, caught distributing Bibles in Ryongchon, a city near the Chinese border, South Korean activists reported.

China remains impervious to the refugees’ plight.

“China fears being flooded by refugees if they show compassion,” said Suzanne Scholte, co-chair of the North Korea Freedom Coalition. “But refugee flows aren’t going to collapse the [North Korean] regime. If that was going to happen, it would have happened already during the famine, so their argument doesn’t hold water.”

She added that North Koreans don’t want to leave. “They leave because of Kim Jong-Il,” she said. “Those [North Korean refugees] in South Korea want to go back and take freedom with them.”

Two U.S. Christians entered North Korea in recent months with the same goal in mind. Robert Park, an evangelical Christian missionary, crossed the border on Dec. 25 with a letter calling for Kim Jong-Il to resign.

Officials immediately arrested Park, according to the regime’s Korean Central News Agency. He was later sentenced to eight years of hard labor but released in late February after making what many experts believe was a forced confession.

Fellow activist Aijalon Mahli Gomes entered North Korea on Jan. 25, the same news agency reported. Officials sentenced Gomes to nine years of hard labor and fined him 70 million new Won (US$518,520). At press time Gomes remained in detention.

Forced Recantations of Faith Continue in Vietnam


New Christians in northwest violently compelled to return to ancestor worship.

HANOI, Vietnam, January 18 (CDN) — A Vietnamese man violently forced to recant his fledgling Christian faith faces pressure from authorities and clansmen to prove his return to traditional Hmong belief by sacrificing to ancestors next month.

Sung Cua Po, who embraced Christianity in November, received some 70 blows to his head and back after local officials in northwest Vietnam’s Dien Bien Province arrested him on Dec. 1, 2009, according to documents obtained by Compass. His wife, Hang thi Va, was also beaten. They live in Ho Co village.

Dien Bien Dong District and Na Son Commune police and soldiers led by policeman Hang A Senh took the Christian couple to the Na Son Commune People’s Committee office after police earlier incited local residents to abuse and stone them and other Christian families. After Po and his wife were beaten at 1 a.m. that night, he was fined 8 million dong (US$430) and a pig of at least 16 kilos. His cell phone and motorbike were confiscated, according to the documents.

Christians Sung A Sinh and Hang A Xa of Trung Phu village were also beaten about the head and back and fined a pig of 16 kilos each so that local authorities could eat, according to the reports. The documents stated that the reason for the mistreatment of the Christians was that they abandoned “the good and beautiful” traditional Hmong beliefs and practices to follow Protestant Christianity.

Christian sources reported that on Dec. 15 police took Po and his wife to members of their extended family, who applied severe clan pressure on him to deny their faith. When police added their own threats, Po finally signed recantation documents.

“I folded – I signed when police threatened to beat me to death if I didn’t recant,” he said. “Then they would seize my property, leaving my wife a widow, and my children fatherless – without a home.”

Following Po’s written recantation, authorities subjected him to further family and clan pressure and “fines,” as well as rites to satisfy traditional Hmong spirits said to have become upset when he offended them by becoming a Christian.

Po faces the ultimate test to prove his recantation is sincere on Feb. 13, Lunar New Year’s Eve. He remains under severe threat, the documents report, unless he voluntarily offers sacrifices to his ancestors at that time.

The documentation of the forced recantations in northwest Vietnam indicates authorities are contravening Vietnam’s 2004/2005 public religion policy.

All three men had received a summons dated Dec. 11, 2009 to appear at the Na Son Commune Peoples’ Committee office at 7:30 a.m. on Dec. 15 “to take care of business relating to following the Vang Chu religion.”  

The officials’ use of the Vang Chu religion in these documents was said to be significant. Vang Chu is a mythological Hmong savior who, it is believed, will unite and deliver the Hmong. For some time Vietnamese authorities have deliberately misnamed Protestantism as Vang Chu in order to give Christianity a threatening political character. Any real or imagined political opposition provides Vietnamese communists with a carte blanche excuse to apply repressive measures, Christian sources said.

One of the other Christians arrested, Xa, has received another summons handwritten by the chief of Trung Phu village, Hang A Po, “to solve the issue of the Vang Chu religion.” The summons ordered Xa to appear without fail at the home of village chief Po in mid-December and to bring sufficient food, including a 15-to-20 kilo pig, to feed everyone.

“Here is Vietnamese jungle justice on full display – show up at the home of an official to be tormented and bring plenty of food and liquor for your tormentors,” observed one source.

The summons purports to represent district and commune police who will be present, as well as the village chief.

“It is clear that in spite of public national policies outlawing forced recantation, to the contrary, Dien Bien government policy to force new Christian believers to recant is being vigorously implemented,” said one source.

This conclusion is consistent with other findings. In November 2009 religious liberty advocates acquired a Vietnamese language booklet entitled “Some Documents Concerning Religious Belief and Religion.” The 104-page document “For Internal Circulation” was published in November 2007 by the Dien Bien Province Department of Ethnic Minorities.

The collection of documents, including some marked “Secret,” clearly shows Dien Bien religion policies and directives relative to Protestants are different than the “new religion legislation” of 2004/2005. The Dien Bien documents reveal a secret “Guidance Committee 160” is overseeing repressive policies initiated before the new religion legislation of 2004/2005 that continue to guide officials.

“These events and findings in Dien Bien clearly show that the excuse given by our government that such events are isolated exceptions perpetrated by a few bad officials is not believable,” said one church leader.

Muslim Mob in Pakistan Wounds Christian Family


Assailants threaten to charge mentally ill son with ‘blasphemy’ if victims pursue justice.

ISLAMABAD, Pakistan, January 4 (CDN) — Infuriated by an alleged anti-Islamic comment by a mentally ill man, more than a dozen Muslims attacked his Christian family here last week, beating his 20-year-old sister unconscious and breaking her leg.

The woman’s father, Aleem Mansoor, said his daughter Elishba Aleem went unconscious after being struck in the head with an iron rod in the Dec. 28 attack. Mansoor said a Muslim known as Mogal beat him and his daughter with the rod on the street in front of their apartment home after falsely accusing his 32-year old son, who suffers from schizophrenia, of blasphemy.

“Elishba shouted, ‘Father look! He is going to hit you,’ and she came somewhat in front and the rod hit her head,” Mansoor told Compass. “She touched her head, and her hand was covered with blood.”

After she fell unconscious, the assailants began striking her on her legs and back, Mansoor said.

“As soon as the mob realized that Elishba was totally unconscious, they shouted that the girl was dead and fled from the scene,” he said.

Elishba Aleem had rushed down from the family’s third-floor apartment in Iqbal Town, Islamabad and was attacked when she pleaded for the mob to stop beating her father, who received five stitches for a hand wound. With iron rods and cricket bats, the mob also injured Mansoor’s wife Aqsa and his sister-in-law Aileen George. Another of Mansoor’s sons, 24-year-old Shazir Aleem, saw the assault from the apartment and also was beaten when he hurried down.

“When Shazir’s wife Sanna saw that her husband was being beaten, she rushed down with [infant daughter] Hanna in her arms and pleaded with them, ‘Why are you beating my husband?’” Mansoor said. “Someone in the mob snatched Hanna from Sanna and threw her on the ground, and then those beasts began beating Sanna as well.”

The baby girl escaped serious injury.

Initially the assailants had attacked Mansoor as he tried to leave home with his son Shumail Aleem, whom he intended to take to police to clear up accusations by shopkeeper Muhammad Naveed that he had spoken ill of Islam.

As Mansoor reached his car, however, about a dozen men with cricket bats and metal rods got out of a parked Suzuki van and surrounded them, he said, and within 10 minutes more than 100 angry Muslims had joined Naveed, his other brothers and his father, Mogal.

“Naveed shouted, ‘Why are you people looking at these choohras [derogatory term for Christians]? Catch them and kill them,’” Mansoor said. “My wife Aqsa and sister-in-law Aileen George threw their doppatas [Indian head coverings] at Naveed’s and others’ feet to humbly request that they not attack us, but they refused to listen. They began beating all of us with rods and cricket bats.”

Area Muslims resent that the family has a car and is well-off, Mansoor said.

“They say Christians should be suppressed and kept under a tight control,” he said. “They think Christians should salute them when they pass by them.”

His son Shumail has been under medical treatment for schizophrenia for more than five years, he said, and because of his condition he does not work.

“As long as Shumail takes medicine, there is no one nicer than him on the earth, but if he is not taking the medicine then he is the worst creature,” Mansoor said.

Mansoor’s daughter, a first-year college student, received treatment at the Pakistan Institute of Medical Sciences (PIMS) and eventually regained consciousness, though she remains in intense pain. Mansoor said members of the Muslim mob ensured that she did not receive a medical-legal certificate documenting her condition. 

When Mansoor told Naveed and others that he would take them to court over the attack, his Muslim adversaries said he would fail because they had paid PIMS officials 50,000 rupees (US$600) to withhold the medical report on his daughter’s injuries. He said they also told him that they had paid off officers at the Shehzad Town Police Station to pressure the family to drop the case with an out-of-court settlement.

“The assistant sub-inspector, Ghulam Gilani, of Shehzad Town Police Station, called my wife and told her that if the family pursued the case of assault on us, then we would be implicated in the blasphemy case, which would have serious consequences for us,” Mansoor said.

Gilani and hospital officials were not immediately available for comment.

‘Blasphemy’ Accusation

The comment said to have triggered the violence was uttered at a nearby general store, where Shumail Aleem had gone to buy cigarettes at about 8:30 p.m. on Dec. 28.

Dec. 28 was Islam’s 10th of Muharram, or Yom-e-Ashura, when Shiite Muslims mourn the death of Hussein ibn Ali, grandson of the Islamic Prophet Muhammad. Pakistan’s population is made up primarily of Sunni Muslims, who also honor the day on the claim that Moses fasted on that day to express gratitude to God for freeing the Israelites from Egypt.

At the store an elderly Christian man known as Baba Sadiq asked Shumail Aleem why movie channels were not being shown on the store’s cable-fed TV.

“Shumail told him, ‘Are Muslims out of their minds? Why would they show movie channels on Ashura?’” Mansoor said.

The comment apparently supported Naveed’s decision to refrain from showing films on the Muslim holy day, but the shopkeeper began beating Shumail Aleem, demanding to know why he had profaned Hussein’s name, Mansoor said.

Two weeks prior, Mansoor said, Naveed and his brothers had beaten a Christian boy so severely that when he bled a piece of flesh issued from his nostrils.

“Shumail had seen this all, and had protested with Naveed over this, and when he came home he was very upset over the beating and repeatedly asked his mother to go and ask Naveed about it,” Mansoor said. “We think that Naveed bore a grudge because of Shumail’s inquiry and protest about that beating of a Christian.”

Mansoor said that after Naveed severely beat him, Shumail Aleem returned when the rest of the family was not at home, as several had taken Mansoor’s 3-month-old granddaughter Hanna to the doctor. When they returned at 9:45 p.m., Mansoor said, he found several things in the house “thrown around or broken.”

A neighbor told them that police and about two dozen men had come searching for Shumail Aleem – who had hid in an upper storeroom – because Naveed had accused him of blasphemy. 

“We went to Naveed, who was at his shop, and inquired what had happened,” Mansoor said. “He told us that Shumail had tried to steal several things from the store and also damaged several things, and worst of all that he profaned Imam Hussein. My wife told Naveed that he knew that Shumail was mentally ill so he should have waited for us, and that we would have paid the damage, but that there was no need to go to the police.”

Naveed told them that whether their son was mentally ill did not matter, that he had filed a police report – which later proved to be untrue – and that they would search relentlessly for Shumail Aleem, Mansoor said.

The mob stopped pursuing members of Mansoor’s family only after the intervention of Pakistan People’s Party politician Malik Amir, he said, but neither police nor the hospital has cooperated with him in legal matters. An influential Muslim in the area, Raja Aftaab, is also urging the family to settle out of court, he added.

“My stance is that the entire mob that attacked us should come to our house and apologize in front of all the neighbors, and then I will start negotiations with them,” he said.
