Indonesian Churches Wary of Islamist Offer of ‘Protection’


Following attacks, Islamic Defenders Front’s Christmas gesture rings hollow.

DUBLIN, December 21 (CDN) — In the wake of several attacks on worship services by Indonesia’s notorious Islamic Defenders Front (FPI), several Jakarta area church leaders rejected the FPI’s offer to help protect them over Christmas.

FPI leader Rizieq Shihab made the offer last week, saying he was working in cooperation with the Indonesian Communion of Churches and the Indonesian Bishops Conference. But several churches publicly rejected the offer, with online forums comparing FPI church protection to “foxes protecting a chicken coop.”

Jakarta’s police chief on Friday (Dec. 18) promised protection for every “registered” church in the area, The Jakarta Globe reported. Many Indonesian churches are unregistered, however, since they fail to meet the strict conditions of a Joint Ministerial Decree (SKB) governing places of worship.

The Indonesian public has harshly criticized FPI members for their role in multiple church attacks over the past year and faulted police and politicians for failing to intervene.

The most recent attack occurred last Sunday (Dec. 19), when more than 100 Islamists gathered outside the sealed home of the Rev. Badia Hutagalung of Huria Kristan Batak Protestan (HKBP) church in Rancaekek to disrupt worship services, sources said.

Another attack on Sept. 12 led to the arrest and detention of 13 FPI members, including Murhali Barda, leader of the FPI’s Bekasi branch. During the attack, assailants stabbed and critically wounded church elder Hasian Sihombing and beat the Rev. Luspida Simanjuntak over the head with a wooden beam. ‘Christians Should Not Provoke Us’

After making the offer of FPI assistance at the Jakarta police headquarters on Dec. 14, Shihab told The Jakarta Post that “Islam is not allowed to disrupt other religions worship,” but he added the warning that “Christians should not provoke us.”

His offer came just two days after some 300 Islamists from FPI, the Indonesian Ulama Forum and the Islamic Reformist Movement, together with civil service police officers, raided and forcibly closed seven churches in Rancaekek. (See "Islamists Raid House Churches in West Java," Dec. 17.)

Sub-district head Meman Nurjaman on Nov. 16 had sent out a decree ordering 11 churches in Rancaekek to close, citing protests from the local community. Nurjaman later admitted that he had acted under pressure from Muslim hardliners living outside the housing estate, according to a Compass source, who added that Nurjaman had no legal authority to issue the decree.  

During the Dec. 12 raid, Islamists forcibly removed at least 100 worshipers from a residential building used by the HKBP Bethania church and several other churches, and they urged the local government to seal the building immediately because it was not a registered place of worship.

Hutagalung said the congregation only worshipped there because they could not meet the terms of the SKB, which requires proof of at least 90 church members, signatures of approval from at least 60 local residents, and approval from village officials and a local interfaith forum.

The mob also attacked six other house churches in Rancaekek on Dec. 12, forcing five of the seven to close.

A day after the raids, Adj. Sr. Comr. Hendro Pandowo, the Bandung police chief, said Christians in Bandung should refrain from putting themselves in harm’s way.

“If they pray in churches, I will protect them if anybody disturbs them,” he told the The Jakarta Globe. “If they pray in places they are not allowed to, they are breaking rules, so why would I protect them?”

Readers posting comments to the Globe article online said it was almost impossible for congregations to obtain a building permit under existing regulations, leaving them no option but to worship in private homes or empty building sites.

One reader, identified only by the log-in name of Aki-Amani, wrote, “Thank you Chief Hendro for your promise of protection – if we follow your dictates. However, don’t be surprised if we are found anywhere, everywhere … praying as we go about our daily activities at home and in the market place, whether you approve and will protect us or not.”

 

Christmas Security

Jakarta police on Friday (Dec. 18) met with leaders representing 1,600 churches in greater Jakarta to discuss security measures for the Christmas season.

Jakarta Police Chief Insp. Gen. Sutarman, identified only by a single name, said at least 9,000 security personnel would be deployed in and around churches in greater Jakarta as part of a total 87,000 security personnel stationed at houses of worship throughout Indonesia over the Christmas and New Year season, the Globe reported.

Police began providing Christmas security for churches after a series of 38 coordinated church bombings on Dec. 24, 2000, left at least 18 people dead and dozens injured across the nation. The bombings were organized by Jemaah Islamiyah, a local Islamic terrorist group.

“The Jakarta police guarantee that celebrations will be conducted peacefully across all churches registered with us in the city,” Sutarman reportedly said.

What that implies for unregistered churches remains to be seen.

Spokesmen from two unregistered churches told the Globe they would meet this Christmas despite explicit threats from the FPI to ransack “controversial” Christmas celebrations.

The congregation of HKBP Filadelfia in Bekasi will meet in a tent on the street next to their sealed church, despite the risk of further aggression or physical harm from the FPI, sources said.

Members of Gereja Kristen Indonesia Yasmin in Bogor, however, reportedly said they will break open the seals on their partially-constructed church, closed in September due to pressure from the FPI and other hard-line groups despite having a legal permit.

“We want to celebrate religious freedom in our church,” spokesman Bona Sigalingging told reporters, adding that police would not be asked to provide security.

Authorities Move to Stop Protestant Christmas Events


Apparent central government crackdown puts halt to Yuletide celebrations in five areas.

HANOI, Vietnam, December 20 (CDN) — In what appeared to be part of a central government crackdown on Protestant Christianity in Vietnam, hundreds of Christians from 10 northern provinces were locked out of a Christmas celebration that was supposed to take place here yesterday.

The throngs who arrived at the National Convention Center (NCC) in the Tu Kiem district of Hanoi for the Christmas event found the doors locked and a phalanx of police trying to send them away, sources said. Deeply disappointed, some of the Christians began singing and praying in the square in front to the center, they said.

Police moved in, striking some Christians with fists and night sticks in the melee that followed. A number of video clips of the action were posted online by Monday morning (Dec. 20), Hanoi time. Christian leaders worked to calm the disappointed crowd, which eventually left, but not before at least six people – including the Rev. Nguyen Huu Bao, the scheduled speaker at the event – were arrested. They had not been released at press time.

Similar incidents occurred on Christmas Sunday (Dec. 19) in at least four other places throughout the country.

Unregistered house churches under the umbrella of the Hanoi Christian Fellowship rented the auditorium in the name of one of their members. A copy of the six-page contract obtained by Compass says the event was to be a reunion of Vietnamese who had worked in the former Soviet Union and Eastern Bloc countries. Many of northern Vietnam’s house church leaders became Christians during their time there.

While it was understood that this was to be a Christmas event, the managers of the state-owned facility did not want to put this in writing. Organizers had hoped that some 4,000 people would come.

The contract called for at least five days’ written notice before the event if either side wanted to terminate the contract. According to one source, the NCC informed event organizers on Dec. 15, four days before the event, that the contract was voided but gave no reasons as the contract required. The organizers, having completed major preparations and distributed several thousand invitations, considered this a breach of contract and decided to try to go ahead.

When the first Christians arrived Sunday afternoon, they found the doors of the NCC locked. According to a source at the scene, a sign indicated a wedding was taking place. When more than 1,000 people had arrived, some decided to sing and pray in the square in front of the NCC. Police called for reinforcements.

One witness said “possibly hundreds” of uniformed and plainclothes personnel came to try to disperse the growing crowd. Reports from the scene and video clips on the Web show pushing and shoving, with some Christian leaders trying desperately to calm the agitated crowd. Some witnesses said officials punched some Christians, and others were struck hard with night sticks. Late police reinforcements carried electric cattle prods, according to one source. In one clip, people can be seen comforting an 86-year-old woman who was knocked down.

Gradually the Christians dispersed. For many Christians who tried to come – some from great distances and at great personal expense – this would have marked the first time they had ever worshipped in a large gathering.

Sources in Vietnam told Compass that similar stoppages also took place yesterday (Dec. 19) in Thanh Hoa, Nghe An, and Quang Nam provinces, and in the city of Danang in central Vietnam.

In Thanh Hoa province, Christians of various house church denominations planned a joint celebration yesterday at the home of a woman identified only as Tuyet in Dong Phu commune. Pastor Ho Van Thom sent an appeal to the church worldwide asking for the prayers. He arrived at the scene to find some Christians had been beaten and wounded by police intent on preventing their Christmas worship.

In Danang city in central Vietnam, the Rev. Ho Tan Khoa, superintendent of the unregistered United Presbyterian Church of Vietnam, was invited to preach at a house church Christmas celebration yesterday. Pastor Khoa reported that a distraught church leader told him authorities had come that morning and, without a warrant, carted off the chairs, the pulpit and the sound system. They also tore down the Christmas decorations including a backdrop painstakingly decorated by church members, he said.

In Ho Chi Minh City, house churches have received permission for a public Christmas celebration both from authorities of the central government in Hanoi and of Ho Chi Minh City for an event on Dec. 26.  But church leaders say that potential venue owners, obviously under threat, will not dare rent to them.

Even those who closely follow Protestant church developments in Vietnam were somewhat surprised at the severity of the crackdown. One well-respected overseas Vietnam leader observed that it is now clear that this was a coordinated, well-planned and executed crackdown involving top Communist Party and government officials.

He noted that sometimes officials in remote areas of the country are excused when they persecute Christians on the grounds they do not yet know the new, more enlightened religion policies of the central government.

“In this case,” he said, “the strong actions against Christians are taking place in Vietnam’s three largest cities. They can’t use that excuse.”

Another observer said that authorities likely became alarmed at the size and attraction of the Christmas events in Ho Chi Minh City and Hanoi last Christmas. The events in those two cities attracted more than 50,000 people. They were organized by unregistered house churches that somehow obtained permission in spite of prohibitions of such events by Vietnam’s Decree 22, which governs religion.

One key church leader in Vietnam informed Compass that Directive No. 75, a secret Ministry of Interior document dated Oct. 15, ordered the crackdown on unregistered groups.

Unregistered groups are caught in limbo. Denominations with a history before the 1975 communist takeover of Vietnam have now been registered, but many groups that began in the 1980s and later have tried but failed to register their congregations as provided by Vietnam’s regulations. Their requests have mostly been ignored or denied, leaving them vulnerable to capricious repression.

As Christmas Day draws near, it appears the 400,000 or so Protestants that belong to unregistered churches will be denied celebrating together.

Vietnam’s Temporary Release of Priest Goes against Trend


Government granting leave to Father Ly is said to be tightening control overall.

DUBLIN, March 30 (CDN) — Vietnamese officials have in recent months tightened control over those they regard as dissidents, and the temporary release of Catholic priest Thadeus Nguyen van Ly on March 15 was a rare exception, according to Amnesty International (AI).

Officials on March 15 released Ly, now 63, from prison for one year so that he could receive medical treatment.

An outspoken advocate for religious freedom, Ly was sentenced to eight years in prison in March 2007 for “spreading propaganda” against the state. He had previously received 10- and 15-year sentences on similar charges.

“The release of Father Ly appears to be a one-off, related to his health,” Brittis Edman, Asia researcher for AI, told Compass by phone.

Human rights lawyer Le Thi Cong Nhan was released on March 6 after serving a three years in prison.  Officials have sentenced 16 other “perceived dissidents” since last September.

“Those 16 are people whose names are in the public domain,” Edman added. “There are probably others we’re not aware of.”

Edman confirmed that Ly was recently diagnosed with a brain tumor, although few details are available on the prognosis or the availability of treatment. Fellow priests told the Union of Catholic Asian News (UCAN) that Ly had suffered three strokes in May, September and November of last year, partially paralyzing his right arm and leg and making it difficult for him to walk, write or feed himself.

Following urgent requests from diocesan priests and family members, officials on March 14 granted Ly one year’s reprieve from his jail sentence. On March 15 they transported him by ambulance from Ba Sao prison camp in northern Ha Nam province to a home for retired priests in Hue, central Vietnam.

Under pressure from international advocacy groups including AI, the government may have granted Ly’s release to ward off potential embarrassment should he die in prison, Edman said.

“He’s a very public figure, and the Vietnamese government is not comfortable with being criticized.”

Religious Rights Campaigner

Ly was first jailed for one year in 1977 when he distributed a Church statement decrying the arrest of Buddhist monks and the treatment of Catholics in Vietnam, according to an AI report.

This was followed in December 1983 by a 10-year sentence served from the time of his arrest in May 1983 until his early release in July 1992. Prior to his arrest, Ly wrote a seven-point document urging officials to cease harassing Christians and announced that he was willing to be martyred for his faith.

In November 1994 Ly issued a “Ten Point Statement on the State of the Catholic Church in the Hue Diocese,” criticizing the lack of adequate training for would-be priests, the state’s interference in church teachings and its appropriation of church property.

He also became an advisory board member of the U.S.-based Committee for Religious Freedom in Vietnam (CRFV), according to AI.

In 1999, authorities objected when Ly coordinated relief projects for flood victims in partnership with CRFV. In November 2000, while U.S. President Bill Clinton and a CRFV delegation were in Vietnam, Ly reissued his ten-point statement and later made further appeals for religious freedom.

The United States Commission on International Religious Freedom in February 2001 invited Ly to address a hearing on Vietnam. Though unable to attend, Ly submitted written testimony stating that the Vietnamese government had “stripped all churches of their independence and freedom” and urging that the U.S. Congress not ratify a long-negotiated U.S.-Vietnam Bilateral Trade Agreement.

State-owned media then accused Ly of inviting “foreign hostile forces to intervene in Vietnam’s internal affairs” and inciting Catholic followers against the state.

Officials in May 2001 seized Ly during a church service and sentenced him to 15 years in prison for allegedly spreading anti-government propaganda. He was released under house arrest in February 2005 but arrested again in February 2007 and sentenced to eight years for organizing a pro-democracy event.

When the government released over 5,000 prisoners to mark Vietnam’s National Day last Sept. 2, Ly was omitted from the list despite vigorous international campaigns for his release. In a state media report quoted by UCAN, Vice Minister of Public Security Le The Tiem declared that the priest was “still in good enough health to serve his sentence.”

Nigeria arrests hundreds in connection with Christian slaughter


Nigerian police arrested 164 people in connection with a mostly-Christian slaughter of 500, reports MNN. There are 41 charges of terrorism and homicide. With a movement toward justice, is the trouble over?

Todd Nettleton with Voice of the Martyrs likens the violence to a wildfire. "The government or the military comes in and puts a lid on it for a while, and then there’s another breakout. "

Former Nigerian President Olusegun Obasanjo has said that the violence is fueled more by ethnic, social, and economic problems than by religion.

That may be true, but Nettleton adds: "The level of violence in this case–the fact that it seems to have been a very coordinated effort against Christians–says probably it will happen sooner rather than later, and that it will break out somewhere else."

Some have claimed the attacks were in retaliation for the killing of more than 300 Muslims earlier this year around the same city. Then, on March 17, Muslim herdsmen disguised as soldiers butchered nearly a dozen Christians in two villages near Jos, setting some of them ablaze.

Mainly women and children were killed in both massacres. There are reports that indicate youth are calling for revenge against the Muslims.

VOM supports the persecuted church there. Their team is helping hundreds of Nigerian pastors who continue to spread the Gospel of Jesus Christ despite persecution. VOM also provides food, clothing and medical aid to Nigerian Christians who are attacked by Muslim extremists.

The threat of violence won’t stop their work. Nettleton says, "There is going to be some care given to how and where they meet, especially in light of fact that these were clearly coordinated attacks. But there is still going to be a Christian presence there, and there are going to be believers who are reaching out, who are sharing their faith, and who are praying, even for their persecutors."

Somali Christian Flees Refugee Camp Under Death Threat


Flood of refugees to camp in Kenya brings Muslims hostile to his family.

NAIROBI, Kenya, December 9 (CDN) — Somali Christian Mohamud Muridi Saidi last month fled a refugee camp near Kenya’s border with Sudan after Muslims threatened to kill him.

For Saidi, a father of four, the recent relocation of 13,000 refugees from the Dadaab refugee camp near the Somali border to the Kakuma camp, where he had lived since 2002, brought its own nightmare: the arrival of Muslims from Somalia’s Lower Juba region who knew of his father’s Christian activities in his home village.

After Somalis four times threw stones at Saidi’s iron sheet home in the Kakuma refugee camp – once in mid-October, and again on Nov. 17, 21 and 22 – word spread that they intended to kill him. Case workers for a Lutheran World Federation (LWF) service group confirmed the death threat.

“I know the attackers are the Muslims who forced us to leave Somalia in 2002,” Saidi told Compass in Nairobi, adding that he was unable to bring his family with him when he fled on Nov. 23. “They are not safe, and that is why we should be out of Kakuma as soon as possible.”

Saidi has reported the attacks to the LWF service group as well as to police in Kakuma. Case workers for the LWF service group confirmed that the stoning of his home had escalated to the threat of him being assassinated.

“Saidi has security-related issues fueled by the new refugees from Dadaab,” said one LWF service group worker, who requested anonymity for security reasons, last month. “I did some investigation and found out that Saidi’s life is threatened.”

On one of the occasions in which his house was stoned as his family slept, Saidi turned on a flashlight and neighbors rose up, scaring off the assailants.

He and his family had enjoyed some tranquility since fleeing raging conflict in Somalia, but that ceased with the transference of the Somali Muslims from Dadaab refugee camp to Kakuma in August. The United Nations High Commissioner for Refugees relocated the refugees to ease congestion in the crowded Dadaab camps of Ifo, Hagadera and Dagahaley, where close to 300,000 Somalis had arrived to sites designed to house only 90,000 refugees.

The influx of those refugees from the Dadaab camp more than 1,000 kilometers (621 miles) away came with the quickly spreading word that Saidi and his family must be Christian, since his father was a well-known Christian while living in Somalia. A Somali Bantu from Marere, Lower Juba, Saidi’s family left Marere in 2002 after strict Muslims sought to kill them when they found out they were followers of Christ.

Saidi’s late father had coordinated activities for a Christian charity in Lower Juba. Since the death of his father in 2005, Saidi has been working as a translator for a Non-Governmental Organization. As a translator, he became known to the newly arrived Somalis from Dadaab.

Because of the dangers, Saidi has been forced to abandon his job for fear of exposing himself to other Muslims who might know of his father. He is the sole supporter for his family, including his 55-year-old mother, wife and four children.

“It is not safe for us to continue living in Kakuma – we have to move away, possibly to Nairobi,” Saidi said.

As a stop-gap measure, Saidi said he hopes to work as a freelance translator, for which he would need a computer, printer, photocopying machine and laminator.

“This would be a temporary measure – asylum for my family would be a permanent solution,” he said.

Despite the relocation of the refugees from Dadaab, overcrowding has not eased due an influx of newly displaced people fleeing fighting in southern Somalia. Earlier this month, radical Islamic al Shabaab militia recaptured three key towns, including the key town of Dobhley, in Lower Juba province along Somalia’s border with Kenya. They retook control from the more moderate Isbul-Islam militants as they each try to overthrow the Western-backed Transitional Federal Government of president Sheik Sharif Sheik Ahmed in Mogadishu.

IRAQ: GUNMEN KILL CHRISTIANS IN KIRKUK


Clergy believe attacks were religiously motivated.

ISTANBUL, April 28 (Compass Direct News) – Gunmen in Iraq shot five Chaldean Catholic Christians in their Kirkuk homes on Sunday (April 26) in two separate attacks, killing three and injuring two.

Cousins Suzan Latif David and Muna Banna David were killed at 10 p.m. in a suburb of the northern Iraqi city. Within a few minutes, Yousif Shaba and his sons Thamir and Basil were also shot in the same area, leaving the 17-year-old Basil dead. Yousif Shaba and Thamir were in critical condition.

Police have not stated if the two attacks were related, but they confirmed the arrest of nine men linked with the assault, a source told Compass. One of them is from the former insurgent stronghold of Ramadi and has suspected links to Al Qaeda.

Chaldean Catholic Archbishop of Kirkuk Louis Sako said the attacks aimed to split the community. Yesterday he presided over the murder victims’ funeral, which the city police chief and provincial governor also attended.

“The main object of these crimes is to create chaos and promote strife and division among the people of Kirkuk,” Sako said, according to Reuters. “I call on Christians not to be jarred by these crimes and stay in Kirkuk. We are sons of this city.”

Kirkuk Province Gov. Abdul Rahman Mustafa echoed the archbishop’s comments, calling on Kirkuk’s citizens to stand united against the terrorists.

Violence has struck the nation’s Christian community particularly hard since the Iraq war began in 2003. Left mostly defenseless in sectarian violence, Christians have been targeted for kidnapping under the assumption that they can garner a large ransom.

Chaldean Christians have been hardest hit in the northern city of Mosul, where thousands of families have fled since an uptick in violence started last October. Some locals believe Kurdish groups are trying to intimidate them into leaving so they can incorporate the city into the semi-autonomous Kurdish region.

But Kirkuk has largely avoided the sectarian bloodshed of the region. For this reason clergy believe the five Christians were targeted purely for their religion.

“They were peaceful Christian families, not involved in any political affiliation or such activities,” said Father Emanuel Youkhana of Christian Aid Program Nohadra Iraq, a local humanitarian organization. “What were they involved in that they be targeted in such a brutal way?

He added that most locals believe the two attacks were coordinated in order to terrorize Christians, as they occurred only a few minutes apart from each other.

“It was not just an accident that the two attacks happened in the same city on the same day at the same time,” he said.

The oil-rich city of Kirkuk has been caught in a tug-of-war between its Arab and Kurdish residents. Arabs were resettled there during Saddam Hussein’s regime, and Kurds have been moving back to reclaim the homes from which they were forcibly expelled.

But other groups have criticized Kurds for their massive immigration, charging that it is a means to annex the city – and its oil wealth – into the Kurdish region. Kirkuk has a small population of native Christians, with many moving here in recent decades to work in the oil industry. The Christian population is approximately 7,000.

Local police and officials have blamed Al Qaeda for the murders. Fr. Youkhana said there has been no evidence of Al Qaeda involvement, but that “for sure” it was a fundamentalist Islamic terrorist attack. He said security forces are often quick to blame foreign-based Al Qaeda rather than call attention to a violent, homegrown organization.

An Eastern rite denomination in communion with Rome, the Chaldean Catholic Church is Iraq’s largest Christian community.

IRAQ: CHURCH LEADERS PLEAD FOR HELP IN MOSUL


Christians meet with Al-Maliki, ask for troops and provincial voting rights.

ISTANBUL, October 19 (Compass Direct News) – Amid escalating violence against Christians, Iraqi church leaders have appealed directly to Prime Minister Nuri al-Maliki for increased efforts to curb the continuing attacks In Mosul.

In a meeting with Al-Maliki, 10 heads of Iraqi churches urged the prime minister on Thursday (Oct. 16) to send the army to Mosul to help the approximately 1,000 police that were dispatched this past week to keep watch over Christians in the city.

Church leaders said police efforts to curb violence were insufficient and more needed to be done to stabilize the city, from which an estimated 1,500 families have fled following recent killings of Christians.

Al-Maliki assured the church heads that he would do whatever was in his power in cooperation with them and that he hoped to send soldiers to Mosul “immediately,” said Shlemon Warduni, an auxiliary bishop of the Chaldean Church in Bagdad present at the meeting.

“He is upset and he’s sorry for what is happening,” said Warduni. “He is going to do whatever he can in cooperation with those who work with him.”

Members of the Christian communities believe that the police already sent to the city have made little difference and more forces are needed to ensure peace.

“I hope they will follow it up with more action; that they will continue as they said themselves until there is peace,” said Warduni. “We firmly ask for the army to be sent in the hopes that peace will come back and people will return to their homes.”

Father Basher Warda of St. Peter’s Seminary, spoke by phone to Compass with similar urgency. Government officials have visited Mosul and the victims promising to help, “but there is nothing,” said Fr. Warda. “A few initiatives here and there, but they cannot correspond to the whole crisis.”

He pointed out how no military spokesman has said Mosul is now secure, leaving only the government’s promises.

“The whole system needs to be reconsidered,” Fr. Warda said. “In a crisis the government should not take any holiday or rest, but they said, ‘We will see what to do in the coming days.’ But it’s not a matter of coming days; it’s a matter of families who have left everything behind.”

Families are still fleeing as threats, bombings and deaths persist in Mosul, according to Fr. Warda. He said 20 percent of the displaced people he has spoken to said they had been directly threatened before they fled Mosul. Others described how they witnessed threats against their neighbors, “the killing of a man, or a father and his son,” in their streets.

“These [accounts] … show there is something planned to evacuate Christians form Mosul,” he said. “They say: ‘We cannot risk it.’”

 

Change in Parliament

It is not clear who is behind the attacks on Christians in Mosul, where U.S. and Iraqi forces have been conducting operations against the Sunni militant group al-Qaeda.

The displacement of Christians follows comes on the heels of an Iraqi parliamentary vote to drop a clause in its new provincial election law, Article 50, that protected rights of minorities by guaranteeing their representation on provincial councils.

The change earlier this month sparked protests from Christians in Mosul, which some believe have fueled the attacks on the Christian community.

In their meeting with Al-Maliki, church community leaders also pleaded for the re-instatement of Article 50. Al-Maliki assured them he would bring it to the attention of Parliament in the next session, Warduni said.

Although unwilling to draw direct links to the demonstrations, Fr. Warda did tell Compass that he thought the attacks were coordinated.

“Maybe it’s a coincidence, and maybe it’s an occasion for violence,” said Fr. Warda. “But whatever the reason was, it looks like there was a plan [for the violence]. We cannot say it’s just a coincidence, it happened in such a quick way.”

He called the effort to clear Christians out of Mosul, a “massive task.”

“We are talking about 1,700 families who have fled in nine days,” he said.

In the wake of attacks on churches and individuals, Iraqi Christians have fled to surrounding villages leaving homes and businesses.

Some of Mosul’s refugees have sought shelter across the border in either Turkey or Syria. It is the small and unprepared villages surrounding the city, however, that have borne the brunt of the displacement, according to Fr. Warda.

For now, the primary concern of church leaders is the safe return of those who have fled.

“[Mosul is] their history, their heritage, memories are there. Every beautiful memory is there. We have to do something,” said Fr. Warda. He said those he spoke to were too afraid to go back to their homes and did not know if they could trust the government for their security.

Asked whether he thought Mosul would lose its entire Christian population, Fr. Warda said, “I don’t care to think about it, because it would be a tragedy for all people. The choices are so limited. My concern now is for Christians who are leaving.”

Although “hopeful” about the situation of Mosul’s Christian community, Warduni did not hesitate to criticize what he calls the “silence” of the international community on the human rights of Iraq’s Christian community.

“I want to tell the developed world that from the outset no one has said anything,” he said. “No one is talking about the rights of Christians and minorities in Iraq. We are waiting for support from the outside, at least as human beings not only as Christians.”

IRAN: ‘APOSTASY’ BILL APPEARS LIKELY TO BECOME LAW


International pressure sought against mandatory death penalty for ‘apostates.’

LOS ANGELES, September 23 (Compass Direct News) – Without international pressure there is little to stop the Iranian government from ratifying a bill that will make “apostasy,” or leaving Islam, a capital crime, say human rights groups and experts.

On Sept. 9 the Iranian parliament approved a new penal code by a vote of 196-7 calling for a mandatory death sentence for apostates, or those who leave Islam. The Christian and Baha’i communities of Iran are most likely to be affected by this decision.

“Unless there is a coordinated and very strong effort from the international community to place pressure on Iran for this, I don’t think there will be anything stopping the Iranian government from passing this legislation,” Joseph Grieboski, founder of the Institute on Religion and Public Policy, told Compass.

The bill still has to make its way through Iran’s policy-making process before it becomes law. Parliament is reviewing it article by article, after which it will be sent to Iran’s most influential body, the Guardian Council, which will rule on it.

The council is made up of six conservative theologians appointed by Iran’s Supreme Leader and six jurists nominated by the judiciary and approved by parliament. This body has the power to veto any bill it deems inconsistent with the constitution and Islamic law.

In the case of the new penal code, however, which appears to be a return to a strict adherence of sharia (Islamic law), sources said they do not expect the Guardian Council to reject the penal code.

The timing of the debate on the penal code is not coincidental, said Grieboski. While the international community is focused on Iran’s nuclear activities, he said, the Iranian government appears to be taunting the West with deliberate human rights violations.

“Because of the nuclear issues, ones like these get put on the backburner, which means that the regime can move with great liberty to install legislation like this with impunity, because the nuclear issue gives them cover,” said Grieboski.

Iran has been criticized for its treatment of Baha’is, Zoroastrians and Christians, who have all suffered under the current regime.

“The Baha’is and the Christians are the ones being used as pawns by the regime in its dance with the West,” said Grieboski. “Iran is a human rights black hole in the middle of the world.”

A source told Compass that when he discussed the apostasy article in the penal code with some of the reformists in Iran’s parliament, they responded by saying they were not aware of the apostasy bill. The source argued that the Iranian government was trying to bury the apostasy article in the 113-page penal code.

“I am not sure there is an adequate means of underscoring how serious this law is in terms of violation of international law and a violation of the fundamental freedom of religion or belief,” said Kit Bigelow of the National Spiritual Assembly of the Baha’is of the United States.

She urged people to write their representatives in their respective governments.

International pressure is crucial if the apostasy bill is to be countered, agreed a Christian source. He recalled how in 2005 Christian convert Hamid Pourmand was acquitted of apostasy as a direct result of international pressure.

“I don’t know who you are, but apparently the rest of the world does,” the presiding judge had told Pourmand, according to media sources. “You must be an important person, because many people from government have called me, saying to cancel your case.”

The news of parliament approving the bill comes on the heels of two Christians being officially charged with apostasy this summer. Mahmood Matin Azad, 52, and Arash Basirat, 44, have been in prison since May 15 and now await their court date.

Although their future and that of other non-Muslims looks grim, some believe this bill is the act of a government desperately trying to hang onto power.

“I have to say the Iranian regime is tightening severely its control over as many aspects of the lives of Iranian people as they possibly can,” said Grieboski. “And that, I think, is the sign of a weakening regime.”

The original penal code was passed into law in 1991 and last amended in 1996.
