Light Sentences for Attack on Christians in Indonesia Condemned


Prosecutors’ refusal to file felony charges said to encourage more violence.

JAKARTA, Indonesia, March 10 (CDN) — Human rights and Christian leaders said a West Java court’s light sentence for Islamic extremists who injured a church pastor and an elder will encourage more violence and religious intolerance.

After those involved in the Sept. 12, 2010 clubbing of the Rev. Luspida Simanjuntak and the stabbing of elder Hasian Lumbantoruan Sihombing of the Batak Christian Protestant Church (Huria Kristen Batak Protestan, or HKBP) in Ciketing received sentences of only five to seven months, the Setara Institute for Democracy and Peace released a statement asserting that the judges’ panel was acting under pressure from Muslim extremists.

“The public will think that violence, intolerance, and obstruction of worship are part of their religious worship and duties,” the institute stated regarding the Feb. 24 sentences.

After prosecutors decided to file minor charges citing “insufficient evidence” for assault charges, the judges issued verdicts that have injured people’s sense of justice, and the light sentences set a “rotten” precedent for strengthening the rule of law in Indonesia, according to the institute.

“Specifically, the verdict neither is a deterrent nor does it educate the public that violent acts in the name of religion are serious matters,” according to the Setara statement.

Saor Siagian, attorney for the church, told Compass that the facts of the case had shown that the assailants should have been charged with joint assault under Section 170 of Indonesia’s penal code, which could have resulted in sentences of five to nine years. Instead, prosecutors opted to charge them only with maltreatment under Section 351.

The alleged planner of the attack, Murhali Barda, head of the Bekasi chapter of the Islamic Defenders Front (FPI), received a sentence of only five months and 15 days for “disorderly conduct” (Section 335) even though he should have been prosecuted for incitement and joint assault, Siagian said.

“The trial brought to light facts that pointed toward incitement by Murhali Barda via Facebook, text messages, and orders to the defendants to attack the congregation of HKBP on Sept. 12, 2010 at Ciketing,” said Siagian. “If he had been charged with Section 170 he would have been facing a five-to-nine-year sentence, and Section 160 [incitement] carries a six-year sentence. These are both felonies.”

Judges of the State Court in Bekasi, West Java handed down a seven-month sentence to Adji Ahmad Faisal, who stabbed church elder Sihombing; the prosecutor had asked for sentence of 10 months. Ade Firman, who clubbed Pastor Simanjuntak hard enough to send her to the hospital for treatment, was given a six-month sentence; prosecutors had requested an eight-month sentence. Two under-age defendants were found guilty and turned over to their parents.

Along with Barda of the FPI, eight other defendants received sentences of five months and 15 days: Ismail, Dede Tri Sutrisna, Panca Rano, Khaerul Anwar, Nunu Nurhadi, Roy Karyadi, Kiki Nurdiansyah, Suprianto and one identified only as Ismail; prosecutors had asked for six-month sentences.

During the trial, 100 members of the FPI demonstrated in front of the courthouse, demanding that Barda and the others be immediately released. As each sentence was read out, the demonstrators shouted “Allahu Akbar [God is greater].”

The lawyer for Barda, Shalih Mangara Sitompul, said the verdicts brought about peace between both parties. His client was found guilty of incidents that took place on Aug. 1 and 8, 2010, he said, questioning why the Sept. 12 attack became the basis for criminal prosecution as Barda did not even encounter Pastor Simanjuntak on that date.

Sitompul said he would appeal the verdict.

Pastor Simanjuntak said the light sentences showed that the state was unable to fully enforce the law.

“This country is more afraid of the masses than standing for justice,” she said. “That’s what happened in the state court in Bekasi. With heavy hearts we accept the verdict.”

The stabbing victim, Sihombing, said that he was not surprised by the light sentences.

“The verdicts were not just, but I don’t know what else to do,” he said. “I’ve just got to accept things.”

Indonesia is a country that follows the rule of law, he said, and therefore it is not right to give a light sentence for stabbing.

“Even so, as a Christian and elder of the congregation, I have forgiven the person who attacked me,” he said.

Attorney Siagian said the sentences will fail to act as a deterrent.

“It passively encourages future violence in the name of religion by radical groups against minorities – not only against the HKBP church, but also against citizens in other areas,” he said. “Also, the verdict shows that the judge sides with those who committed violent acts in the name of religion, and it is a threat to pluralism and diversity in Indonesia.”

Police, Islamists Put Up Obstacles to Worship in Indonesia


Church services over Christmas season blocked; property seized.

JAKARTA, Indonesia, January 10 (CDN) — Government officials in West Java Province blocked one church from worshipping, and Islamic groups pressured authorities to seize the property of another during the Christmas season.

The Bogor Regency Administrative Leadership Council tried unsuccessfully to forbid the Gereja Kristen Indonesia (Indonesian Christian Church, or GKI) in Bogor’s Taman Yasmin area from holding a Dec. 25 Christmas service, but authorities did block it from its regular Sunday service on De.26. In Rancaekek, Bandung, Islamic demonstrators on Dec. 19 got police to remove items from a Huria Kristan Batak Protestan (HKBP) church building that had already been sealed.

In Bogor, GKI Yasmin spokesperson Bona Sigalingging said police telephoned church leaders to forbid Christmas services that were to begin at 7 p.m. on Dec. 25.

“At that time the leaders rejected the police order,” Sigalingging told Compass.

Church leaders went to a strip of land in front of the GKI Yasmin building, which the Bogor city government has sealed, to set up a rented tent for the Christmas service. Local police arrived and ordered that the service be cancelled, but again church leaders refused, Sigalingging said.

They continued setting up the tent and arranging benches, and at about 5:30 p.m., 10 women wearing Muslim head coverings (hijabs) arrived to demonstrate against the Christmas service. Male demonstrators in Muslim clothing joined the demonstration at 7 p.m., and protestors from the Islamic People’s Forum (FUI) pressured police to stop the service.

At 8 p.m., the Christmas prayer and reflection service began, with demonstrators screaming, “Allahu akbar [God is greater]!” and “Break it up!” They also yelled, “Arrest the provocateurs,” Sigalinging said.

Though upset, the congregation continued to worship, he said. As they sang “Silent Night” and lit candles, the demonstrators shouted all the louder, moving toward the worshippers. They came within three meters of the worshippers before police were finally able to restrain them.

The congregation continued in solemn prayer and song, with the mob yelling until the service finished at 9 p.m.

Church leaders were meeting at 12:45 a.m. to plan the next morning’s 8 a.m. worship service when a member of the legal team received a phone call asking them to meet with members of the army and intelligence services, as well as with Bogor city and West Java police. At the meeting, a soldier speaking for the Bogor municipality requested that the GKI cancel Sunday morning worship scheduled for Dec. 26, Sigalingging said.

“The soldier also spoke about the growing issue of defamation of religion [Islam defaming Christianity], and how this would be very embarrassing if the issue spread,” Sigalingging said. “Because of this, he asked the church to cancel services.”

Church leaders rejected the request, saying that the way to resolve religious defamation problems was to enforce the law and stand firm against intolerance and intimidation, Sigalingging said.

“They could also obey the decision of the State Administrative Court, which had found that the church had a legal building permit and had the right to worship even by the roadside,” said Sigalingging.

The roadside services marked a retreat from the church legal position, he said, as the administrative court had ruled that the church could worship in its building.

“Although the City of Bogor had requested a rehearing, this is no reason to delay the execution of the decision according to law 14/1985,” he said.

Sigalingging said that the decision of the administrative court had the force of law, and that the GKI Yasmin congregation should have been allowed to worship in its building. The court had found that the building permit was legally obtained and that the Bogor municipal government could not revoke the permit. The court had ordered Bogor to rescind the revocation order.

The meeting finished at 1:30 a.m., with the church firmly committed to holding Sunday worship on Dec. 26. Bogor officials responded by sending police to the worship site on Abdullah bin Nuh Street in Yasmin Park; from early morning on, the road was barricaded at both ends.

As a show of force, water canon trucks appeared.

“The police excused their action by saying that it was designed to stop troublemakers who might try to use religion as a mask,” Sigalingging said. “These kinds of people had been there since morning. However, such excuses were not accepted by the congregation. The congregation could not get close to their church, and they were even asked about their permission to worship.”

As a result, the congregation was not able to worship; they did pray in the middle of the street, he said.

In a press conference at the Wahid Institute protesting the discrimination, GKI Yasmin leaders along with representatives of the Indonesian Fellowship of Churches said that they were concerned.

“Discrimination is becoming systemic and spreading, yet it is ignored by the nation in many places,” Sigalingging said in a statement he read that was also signed by Pastor Ujang Tanusaputra and Pastor Esakatri Parahita.

An interfaith group that has been assisting the GKI church issued a three-point appeal: cease all slander and obstructions to finishing construction of the GKI church building, which was legally underway, and allow the congregation to worship in it; the state must be firmer in dealing with intolerant groups that terrorize those of a different faith; and strengthen the constitution, Pancasila (the state philosophy that includes belief in one God without specifying any particular religion) and the practice of unity in diversity (Bhineka Tunggal Ika).

The executive secretary for research and communication for the Fellowship of Churches in Indonesia, the Rev. Henry Lokra, said at the press conference that contrary to the claims of protestors, no illegal worship exists in the nation.

“Because of this, when the government apparatus is passive, it is violating the constitution,” Lokra said. “In the case of GKI Yasmin, passivity has led to the blocking of those who wish to worship rather than blocking those who demonstrate. This is a basic human rights violation.”

Organizations such as the Islamic Defenders Front (FPI), the FUI and the Islamic Reform Movement (Garis) “have absolutely no constitutional right to forbid the building of a place of worship, because the forbidding of permission for a place of worship is the right of the government,” he said.

Chairul Anam of the Human Rights Working Group commented that the incident was a violation of the constitution and the law by the Bogor municipal government, which sealed the church even though the GKI had won decisions in the case all the way to the Supreme Court.

“When Bogor asked for an appeal, the Supreme Court refused,” Anam said.

An appeal in any legal system does not nullify a previous decision, said Anam. “Because of this [principle], the Supreme Court decision regarding GKI Yasmin cannot be revoked,” he said.

The central government should sanction or otherwise take strong actions against those in the Bogor city government who disobeyed the law and the constitution by sealing the church building, he said.

Another problem, Anam said, was the extreme measures police took, using mobile barricades and water cannons to control 50 demonstrators.

“What the police did was actually terrorizing the congregation,” he said, adding that the measures prevented GKI members from getting to their church site. “The police were supposed to neutralize the 50 demonstrators that were propagandizing, instead of blockading the congregation from worship.”

The state has given in to a small gang of Muslim thugs, “and this small gang of Muslims does not represent the Indonesian Islamic community,” he said, adding that the Bogor city government should quickly remove the seal. “The police must act decisively and not make those who disobey the law heroes.”

The head of the Legal Advocacy and Human Rights Association of Indonesia, Hendrik Sirait, said that politics played a role in the GKI Yamin church’s problems. A Bogor police official, Sirait said, indicated that obstacles to the church’s worship resulted from a pact between the Bogor government and a political party.

“The police have become intimidators rather than peace officers,” he said.

 

Church Property Seized

In Rancaekek, Bandung, Islamic protestors occupying the front part of the Huria Kristan Batak Protestan HKBP church premises on Dec. 19 clamored for police to remove property from the building; eventually authorities removed the pews and other items.

The local government had already sealed the building, but demonstrators from the hard-line Muslim Intellectuals Gathering Forum of Rancaekek arrived at 4 a.m. on Dec. 19 calling for its belongings to be removed, sources said.

The Rev. Badia Hutagalung said he was sleeping in the rented house adjacent to the place of worship when he saw 15 demonstrators locking the property fence and calling for him to wake up and leave the premises.

“Why do you live in a place that has been sealed?” asked one in the crowd when Hutagalung came out. He explained to the protestor that the district head had unsealed his home when he realized it had nothing to do with the church worship.

At 7 a.m., when the mob forced the pastor to leave the house, he climbed over the 1.5-meter fence – the crowd had glued shut the lock – and called one of the elders, Jawadi Hutapea. He arrived, and Hutagalung also called police and the district head to ask them to come immediately. Three policemen arrived but only watched the mob from a distance, he said.

When Compass arrived at 8:30 a.m., nearly 100 protestors were occupying property in front of the fence and shouting for the local government remove all property inside.

The district head of Rancaekek, Meman Nurjana, arrived at 9 a.m. but was unable to calm the protestors. The district head, police chief, representatives from the Police Civil Service (Satpol PP) and the Muslim Intellectuals Gathering Forum held a discussion in the middle of the crowd. Authorities promised to remove the items later, but the crowd demanded it be done immediately.

Local officials ultimately brought three cars to take property out of the place of worship, and at 10:30 a.m. the pews along with other items were seized.

The chairman of the Bandung Muslim Intellectuals Gathering Forum, Abu Sofyan, told reporters that the HKBP Rancaekek church should have been closed since 2006. A lawyer for the HKBP Rancaekek church, Usman Poncho Silitonga, said he did not understand why demonstrations were continuing after the church and others had been sealed.

“There’s no rule that allows the removal of property from the the HKBP church,” he said.

The sealing by the local government was illegal, a church representative said, because it was not given public notice.

Indonesian Churches Wary of Islamist Offer of ‘Protection’


Following attacks, Islamic Defenders Front’s Christmas gesture rings hollow.

DUBLIN, December 21 (CDN) — In the wake of several attacks on worship services by Indonesia’s notorious Islamic Defenders Front (FPI), several Jakarta area church leaders rejected the FPI’s offer to help protect them over Christmas.

FPI leader Rizieq Shihab made the offer last week, saying he was working in cooperation with the Indonesian Communion of Churches and the Indonesian Bishops Conference. But several churches publicly rejected the offer, with online forums comparing FPI church protection to “foxes protecting a chicken coop.”

Jakarta’s police chief on Friday (Dec. 18) promised protection for every “registered” church in the area, The Jakarta Globe reported. Many Indonesian churches are unregistered, however, since they fail to meet the strict conditions of a Joint Ministerial Decree (SKB) governing places of worship.

The Indonesian public has harshly criticized FPI members for their role in multiple church attacks over the past year and faulted police and politicians for failing to intervene.

The most recent attack occurred last Sunday (Dec. 19), when more than 100 Islamists gathered outside the sealed home of the Rev. Badia Hutagalung of Huria Kristan Batak Protestan (HKBP) church in Rancaekek to disrupt worship services, sources said.

Another attack on Sept. 12 led to the arrest and detention of 13 FPI members, including Murhali Barda, leader of the FPI’s Bekasi branch. During the attack, assailants stabbed and critically wounded church elder Hasian Sihombing and beat the Rev. Luspida Simanjuntak over the head with a wooden beam. ‘Christians Should Not Provoke Us’

After making the offer of FPI assistance at the Jakarta police headquarters on Dec. 14, Shihab told The Jakarta Post that “Islam is not allowed to disrupt other religions worship,” but he added the warning that “Christians should not provoke us.”

His offer came just two days after some 300 Islamists from FPI, the Indonesian Ulama Forum and the Islamic Reformist Movement, together with civil service police officers, raided and forcibly closed seven churches in Rancaekek. (See "Islamists Raid House Churches in West Java," Dec. 17.)

Sub-district head Meman Nurjaman on Nov. 16 had sent out a decree ordering 11 churches in Rancaekek to close, citing protests from the local community. Nurjaman later admitted that he had acted under pressure from Muslim hardliners living outside the housing estate, according to a Compass source, who added that Nurjaman had no legal authority to issue the decree.  

During the Dec. 12 raid, Islamists forcibly removed at least 100 worshipers from a residential building used by the HKBP Bethania church and several other churches, and they urged the local government to seal the building immediately because it was not a registered place of worship.

Hutagalung said the congregation only worshipped there because they could not meet the terms of the SKB, which requires proof of at least 90 church members, signatures of approval from at least 60 local residents, and approval from village officials and a local interfaith forum.

The mob also attacked six other house churches in Rancaekek on Dec. 12, forcing five of the seven to close.

A day after the raids, Adj. Sr. Comr. Hendro Pandowo, the Bandung police chief, said Christians in Bandung should refrain from putting themselves in harm’s way.

“If they pray in churches, I will protect them if anybody disturbs them,” he told the The Jakarta Globe. “If they pray in places they are not allowed to, they are breaking rules, so why would I protect them?”

Readers posting comments to the Globe article online said it was almost impossible for congregations to obtain a building permit under existing regulations, leaving them no option but to worship in private homes or empty building sites.

One reader, identified only by the log-in name of Aki-Amani, wrote, “Thank you Chief Hendro for your promise of protection – if we follow your dictates. However, don’t be surprised if we are found anywhere, everywhere … praying as we go about our daily activities at home and in the market place, whether you approve and will protect us or not.”

 

Christmas Security

Jakarta police on Friday (Dec. 18) met with leaders representing 1,600 churches in greater Jakarta to discuss security measures for the Christmas season.

Jakarta Police Chief Insp. Gen. Sutarman, identified only by a single name, said at least 9,000 security personnel would be deployed in and around churches in greater Jakarta as part of a total 87,000 security personnel stationed at houses of worship throughout Indonesia over the Christmas and New Year season, the Globe reported.

Police began providing Christmas security for churches after a series of 38 coordinated church bombings on Dec. 24, 2000, left at least 18 people dead and dozens injured across the nation. The bombings were organized by Jemaah Islamiyah, a local Islamic terrorist group.

“The Jakarta police guarantee that celebrations will be conducted peacefully across all churches registered with us in the city,” Sutarman reportedly said.

What that implies for unregistered churches remains to be seen.

Spokesmen from two unregistered churches told the Globe they would meet this Christmas despite explicit threats from the FPI to ransack “controversial” Christmas celebrations.

The congregation of HKBP Filadelfia in Bekasi will meet in a tent on the street next to their sealed church, despite the risk of further aggression or physical harm from the FPI, sources said.

Members of Gereja Kristen Indonesia Yasmin in Bogor, however, reportedly said they will break open the seals on their partially-constructed church, closed in September due to pressure from the FPI and other hard-line groups despite having a legal permit.

“We want to celebrate religious freedom in our church,” spokesman Bona Sigalingging told reporters, adding that police would not be asked to provide security.

Islamists Raid House Churches in West Java


Demonstrators drive out 100 Christians in one service, stop worship in others.

JAKARTA, Indonesia, December 18 (CDN) — About 200 demonstrators from hard-line Islamic organizations in West Java on Sunday (Dec. 12) disrupted the worship of a church in Rancaekek district, Bandung, driving more than 100 worshippers from the building.

Members of the Islamic Defenders Front, the Indonesian Ulama Forum and the Islamic Reformist Movement arrived with the Civil Service Police Unit of Rancaekek district and sealed the house, thus leaving other churches that use it without a worship venue. The protestors also disrupted the worship of six other churches meeting in homes the same day.

The demonstrators arrived at 9 a.m., when the Huria Kristen Batak Protestant (of HKBP) Bethania church building had begun worship in the building where a pastor and his family live. The protestors urged the local government to seal the building immediately because it was a private house rather than registered as a place of worship.

About 10 minutes into the church’s worship, the demonstrators removed by force more than 100 members of the HKBP church on Teratai Street, the pastor said.

“Because they were fearful, children and women were crying when they came out of their place of worship,” the Rev. Badia Hutagalung told Compass by phone.

Hutagalong, 26, lives in the second story of the building. Church officials declined to say who owned the home.

Hutagalung said the congregation resisted the temptation to clash with the Islamic protestors, who were using ambulance sirens to disrupt the service.

The Civil Service Police Unit of Rancaekek district then affixed a document on the front of the building declaring, “This house has been sealed because it has violated Bandung Regency Regulation No. 16, of the year 2009, about building administration.”

HKBP elder Jawadi Hutapea said the document was signed by the head of Rancaekek district, Meman Nurjaman, and the chief of the Civil Service police.

Nurjaman reportedly said use of a private house as a place of worship violated the cited regulation.

“It should be only a place to stay but in fact functioned as a place of worship,” Nurjaman told Tempo News. “Now we’ve sealed the house. From now on, the house may only be used as a house to live in.”

Hutagalung said the church was using the house because it had not been able to obtain permission to establish a church building under conditions imposed by Indonesian law. The Joint Ministerial Decree promulgated in 1969 and revised in 2006 requires places of worship to obtain the approval of at least 60 persons from the local community, mandates there be at least 90 church members, and the church must be approved by the the village head.

“These terms are very difficult for us to fullfil,” Hutagalung told Compass.

The HKBP congregation was established in Rancaekek district in 1999, he added, because of the absence of a church for ethnic Bataknese in the area.

District head Nurjaman reportedly suggested that the church use a room at the College of Public Administration in Jatinangor, Sumedang Regency. Hutagalung said his congregation could do that, but he said not all the churches that use the building could merge together there.

“If we are forced to worship with other churches in the college complex, it is the same as closing the HKBP church in Rancaekek,” Hutagalung said.

He said he had received the suggestion from the district head for the churches to merge worship in the college complex a few weeks ago. Hutagalung said he has sought permission for the churches to worship separately in the college complex, but so far he has not received a response from the college building administrator.

If the HKBP church has not found an alternative venue this Sunday, the congregation plans to worship in front of the house that has been sealed, he said.

 

Other Churches Targeted

Other churches based in homes in the district met with the same opposition from Islamic protestors.

The Indonesian Evangelical Tabernacle Church (GKII), which began 20 years ago, met at 9:15 a.m. but the Islamic demonstrators appeared and insisted that they disband immediately, said a GKII pastor identified only as the Rev. Margaretha.

She said worship ended within 20 minutes because the protestors broke through an iron fence to force their way in.

“The mob lifted and slammed the fence until it was damaged,” Pastor Margaretha.

About half of the 60-member congregation, which consists mainly of women, was crying, she said. The protestors forced her to sign a letter promising not to use the house as a place of worship.

“They also damaged the door and the Christmas tree,” Pastor Margaretha said. “In the stressful situation, finally I signed the letter.”

Margaretha added that the demonstrators also took four chairs used for worship.

The Pentecostal Tabernacle Church also began its worship on Sunday (Dec. 12) before the Islamist demonstrators interfered.

The Rev. Filemon Sirait told Compass by phone that when the congregations began to worship at 9:30 a.m., the Islamic protestors suddenly massed in front of the house and forced them to stop.

Seeing that the demonstrators were willing to use force, the congregation finished their worship after only 15 minutes, he said.

“We worshiped only in prayer after that time,” Sirait said.

The demonstrators then barged into the house with a document for the pastor and congregation to sign stipulating that they would not use the place for worship, he said.

“Because we were depressed and fearful, finally we signed the letter stating that we agreed not to use the residential house as a place of worship,” Sirait said.

The church was established in Rancaekek district 12 years ago.

The Muslim protestors also disrupted the worship of the Church of Pentecost-Rancaekek, led by the Rev. Bungaran Silitonga. Established 10 years ago, the church has 40 members.

Silitonga told Compass that the Muslim demonstrators stormed into their house at around 2 p.m. and took 37 chairs used for worship activities.

“They took 37 chairs on the order of the district of Rancaekek,” he said.

Silitonga called the head of Rancaekek district to complain about the stolen chairs, and by evening the official had found and returned them, he said.

Islamist protestors reportedly succeeded in sealing five of seven houses used for Christian worship on Sunday. Other churches whose house worship was disrupted were the Indonesian Christian Church, a Catholic Church and the Ecumenical Christian Church.

Church under Attack in Indonesia Agrees to Change Venue


Congregation accepts offer under condition that government build them permanent building.

JAKARTA, Indonesia, September 29 (CDN) — A West Java church has agreed to move temporarily to a government-selected site following Islamist harassment that included a Sept. 12 attack on two of its leaders.

The Batak Christian Protestant Church (Huria Kristen Batak Protestan, or HKBP) in Ciketing village, Bekasi, decided in a congregational meeting on Sunday (Sept. 26) to accept a government offer to move worship services to the former Organization and Political Party (OPP) building on the condition that local officials will keep a promise to build a new house of worship for them within two years in the Mustika Sari district.

The Rev. Luspida Simanjuntak, who received hospital treatment after she was struck with a wooden plank by suspected Islamic extremists in the Sept. 12 attack, said that the church was ready to stop struggling.

“We are tired of being intimidated and terrorized,” Pastor Simanjuntak said. “We will be able to worship quietly and peacefully.”

Church lawyer Saor Siagian said that the church had accepted the temporary move with the understanding that the Bekasi municipal government must fulfill its pledge. The government will build a new church building to replace the structure the church is leaving on a 2,500-square meter lot belonging to PT Timah, the Government Tin Mining Co. in the Mustika Sari area of Bekasi. The lot is zoned for general and social facilities.

The government had suggested two alternative locations: the PT Timah lot and a 1,900-square meter parcel in the Strada Housing area. The congregation and leaders of HKBP Ciketing chose the PT Timah property.

The first HKBP Ciketing worship service in the former OPP Building took place without incident on Sunday, with the Bekasi government providing buses to transport the congregation to the new site. Pastor Simanjuntak said the congregation is thankful for the new temporary site, but it does not accommodate the entire congregation. The 10-meter by 14-meter building accommodates 250 people, but normally 300 attend services, and some had to stand outside, she said.

Dozens of police guarded the location.

Zaki Oetomo, a Bekasi city official, told Compass that the building could be used rent-free for two years, with an extension possible if the church desired. The government has offered to provide the buses to transport the congregation to and from the site every week.

 

20-Year Wait

The Ciketing church originally met in the Pondok Timur Indah housing development with 10 families in 1990, and therefore has generally been called the HKBP Pondok Timur Indah.

“By 1995 it had grown to 30 families,” Manorangi Siahaan, a church member, told Compass.

In those days the worship services were held in different members’ homes. Manorangi acknowledged that the house church worship did spark some small protests.

Between 1990 and 2010, the church leaders requested building permits three separate times, in 1995, 2000 and 2010. Not once did the local government respond, church leaders said.  

By 2005 the congregation had grown to 150, and church leaders bought a 2,170-square meter lot in Ciketing village, near Bekasi City, to construct a church building. They built a semi-permanent structure, which was later torn down because they lacked a building permit under pressure from an Islamic group claiming to speak for the local citizens. As a result, the congregation went back to worshipping in homes on a rotating basis.

In 2007 the congregation had grown to 300 people. They bought a house in Pondok Timur Indah, in the Mustika Jaya area of Bekasi City, to use for worship. The Bekasi government sealed the house on March 1 under pressure from Islamic groups. On July 2, the government sealed the house a second time because the congregation was continuing to worship there. Then on July 11, the church was forced to move their worship service to a vacant property in Ciketing, which had been readied for a church building. This site was about 3 kilometers from their property in Pondok Timur Indah.

Protests by Islamic groups mounted each Sunday at the Ciketing site, culminating in the attack on Pastor Simanjuntak and elder Hasian Sihombing, who was stabbed in the stomach and heart.

Police Keep Indonesian Church from Worship Site after Attack


Bekasi officials unable to persuade HKBP congregation to relocate to alternative venue.

JAKARTA, Indonesia, September 23 (CDN) — Following attacks on their church leaders on Sept. 12, a West Java congregation on Sunday (Sept. 19) faced a wall of security officers blocking them from worshipping on their property as authorities tried to coax them to meet at another venue.

Hundreds of security force officers sealed off the street leading to their open-air worship site in Ciketing, near Bekasi, a week after suspected Islamists stabbed Batak Christian Protestant Church (Huria Kristen Batak Protestan, or HKBP) elder Hasian Sihombing and struck Pastor Luspida Simanjuntak with a wooden block. At the Pondok Timur location where the church had gathered to walk three kilometers (less than two miles) to Ciketing on Sunday, an official in a police vehicle announced through a loudspeaker that the Bekasi government requested they worship at the former office of a community organization.

When Compass arrived at the Pondok Timur area, there were 1,500 regular police and public order security police officers standing by, some forming ranks in front of the Nurul Hulda Mosque 500 meters away.

The official on the loudspeaker read a decree by Bekasi Mayor H. Mochtar Muhammad stating that security problems in the Mustika Jaya area were caused by the HKBP worship in Ciketing – where Islamists have staged protests in spite of a mayoral decree granting the congregation the right to worship there – and that in order to guard against further incidents, the church was no longer to hold services there.

“From now on, HKBP will hold its worship services in the [former] Organization & Political Party Building [the auditorium in back of several buildings occupied by different political parties] on Charil Anwar Street in Bekasi City,” he said.

The new mayoral decree dictating where the church was to worship was the product of a Sept. 15 meeting of the West Java governor, the Jakarta area military commander, Jakarta area police, the general secretary and the director general of the Ministry of the Interior, and the Department of Religion, he said.

“We invite the HKBP members to climb aboard the seven buses that we have prepared to take them to the [former] Organization & Political Party [OPP] building,” the official said to the congregation, which had gathered outside the Pondok Timur area building they had used for worship before authorities sealed it in June.

The HKBP congregation ignored the invitation. Muhammad Jufri, head of the Bekasi municipal legal department, then invited the congregation to board the buses. No one responded.

A few minutes later the Rev. Pietersen Purba, district head of the HKBP Pondok Timur District, along with two other pastors and two lawyers, requested that the congregation be allowed to worship at the open-air site on their property in Ciketing. Authorities denied the request.

An argument ensued between Bekasi officials and HKBP leaders.

“For our common good, both government and congregation, and in accordance with the decision of the coordinating meeting, we have prepared a temporary worship place at the former OPP building,” said Jufri, of the Bekasi legal department. “Because of this you may worship there, and while you are worshipping the municipal government guarantees your safety.”

Pastor Purba responded by requesting security for their current location.

“I am surprised that we are forbidden to worship on our own property,” he told authorities. “Our services there were sanctioned by a letter from the mayor that allows us to worship in Ciketing. We are the victims – my pastor was beaten. Are we not citizens with the right to worship in this country? Because of this we ask that the police help us with security so that we may worship in Ciketing. The congregation and I desire to worship there.”

HKBP lawyer Saor Siagian asked a policeman to open the way toward their property in Ciketing; the officer refused.

Jufri then began to read the mayor’s new decree aloud, but he had spoken only a few sentences before one of the HKBP lawyers, Sahala Pangaribuan, interrupted him.

“Sir, if you want to read, do so, but don’t prevent us from walking,” Pangaribuan said.

Jufri continued reading the entire decree.

“We heard what you read,” Pastor Purba replied, “but we don’t easily believe our beloved government, because we remember the case of HKBP Jatimulyo, Bekasi, which was sealed by the government, and then promised facilities for a place of worship. Now it has been five years, and the promise is still unfulfilled.”

The argument lasted another 30 minutes, and the congregation gave up on its request to meet in Ciketing. They were granted 10 minutes to pray in their former Pondok Timur building and additional time for congregational discussion, which was led by the national secretary general of the HKBP, the Rev. Ramlan Hutahayan.

At press conference later that day, Hutahayan said that freedom of worship was fundamental.

“We hope that every citizen will have the right to construct houses of worship to praise and glorify God together,” he said.

Bekasi officials have offered the former OPP building as a temporary venue for worship and two alternative locations on land zoned for general and/or social purposes: one owned by P.T. Timah and one belonging to the Strada Foundation. Thus far the congregation has not approved of these alternatives because they are far from their homes.

At a press conference with other Christian leaders, the head of the Jakarta Christian Communication General Forum, Theophilus Bela, said a statement by the Jakarta provincial police chief that the Sept. 12 attack on the church leaders was a “purely criminal act” was hasty.

“After arrests and investigation, it has been shown that this is not a pure criminal act, but an organized scenario with the Islamic Defenders Front as the field command,” Bela said.

He and other Christian leaders criticized government officials for closing churches and revoking church building permits that had already been approved.

“They have been passive in the face of anarchy and terrorist acts that have been done in the name of religion by groups such as the Islamic Defenders Front, the Betawi-Rempug Forum, the Islamic Congregation Forum, the Congress of the Indonesian Muslim Community, and so on,” he said.

Despite Court Victories, Church Building in Indonesia Blocked


Islamists attack, issue threats to halt construction of worship center in West Java.

JAKARTA, Indonesia, September 22 (CDN) — A year after a church in West Java won a court battle over whether it could erect a worship building, Islamic extremists have blocked construction through attacks and intimidation tactics, church leaders said.

A mob of 50 Muslim extremists on Sept. 12 attacked construction workers at the Batak Christian Protestant Church (Huria Kristen Batak Protestan, or HKBP) site in Cinere village, near Depok City, in Limo district, eyewitnesses said; the 24 workers, who were on break, fled from the attackers, who chased them brandishing wooden boards studded with nails. Cinere village police arrived to restore order, but the mob left behind seven banners opposing the construction.

Three days later, Islamic groups demonstrated near the construction site on Puri Pesanggarahan IV St., demanding that all Christian activities in the area cease. About 70 Muslims participated in the demonstration, trying to approach the construction site until hundreds of police repelled them. Police have continued guarding the site.

The church won a case in West Java State Administrative Court on Sept. 17, 2009, rescinding a local order that had revoked the church’s building permit. The Supreme Court later upheld the Bandung court’s ruling, but threats have kept the church from proceeding.

Betty Sitompul, vice-chair of the church building committee, said she has received many intimidating text messages from a group opposed to the construction.

“They demanded that the church construction be halted,” she told Compass.

Sitompul added that some of the messages were intensely angry, and that all were aimed at stopping construction.

She said she an official of the Depok municipal government contacted her requesting that construction be delayed two months in order to discuss it with area residents. With a Supreme Court decision backing their case, church leaders declined and continued building.

Sitompul said she never yielded to threat or intimidation because the church construction project has a firm legal basis in the Supreme Court decision.

“There was no need to worry any longer,” she said. “I felt the problem was solved. It is normal for some to be dissatisfied.”

The Muslim Defenders’ Front (Front Pembela Islam, or FPI) reportedly participated in the Sept. 15 demonstration, but the FPI leader for Depok City, Habib Idrus Al Gadhri, denied opposing the area HKBP church.

“The rejection is from the Cinere Islam Solidarity Forum [FSUM] not from the FPI,” Al Gadhri told Compass.

He said that the HKBP church in Cinere is not facing opposition from the FPI but from the entire Muslim community.

“If FPI members are involved, I’m not responsible,” Al Gadhri said. “My advice is for the entire Muslim community in Cinere to sit down together and not demonstrate.”

The church had originally been granted a building permit in 1998. Applications for church permits are often fraught with difficulty in Indonesia, leaving many congregations no choice but to worship in private homes, hotels or rented conference facilities. Such gatherings leave churches open to threats and intimidation from activist groups such as the FPI, which in recent years has been responsible for the closure of many unregistered churches.

 

Congregational Concern

Despite having the law on their side, church leaders said many in the congregation are haunted with dread amid outbreaks of Islamic ire at the presence of churches in West Java, such as the Sept. 12 attack on the HKBP church in Ciketing, Bekasi, in which an elder was seriously wounded and a pastor injured.

Peter Tobing, head of the Cinere HKBP church building committee, said that some in the congregation and building committee feared that the outbreaks of Islamic opposition will lead to chaos.

The church is planning to sue the Depok municipality based on the allegation that its actions were illegal and caused deterioration at the site. When Depok Mayor Nur Mahmudi Ismail revoked the building permit for a multipurpose building and house of worship on March 27, 2009, it led to losses for the church as the congregation had to leave it unattended for a year, according to Tobing.

“Because of this, construction began with the clearing of weeds and building materials [such as paint] that had degraded,” Tobing said.

Sitompul said the bases for the lawsuit are the court decisions declaring the Depok mayor’s revocation of the building permit to be illegal.

“The Depok municipal government must take responsibility for the losses incurred when the building permit was revoked,” she said.

The lawsuit will seek compensation for damages incurred over the last two years, she said.

“We are going to submit all the data to the Depok government,” Sitompul said. “Then we will file our suit in the Depok Municipal Court.”

The church plans to construct its multipurpose building on a 5,000-square meter lot. Construction was halted in the initial stages, with the bottom floor 30 percent completed. The church had spent some 600 million rupiahs (US$66,000), with total costs projected at 2 billion rupiahs (US$220,000).

Indonesian Church Leaders Wounded in Attack


Elder remains in critical condition after being stabbed in heart, stomach.

JAKARTA, Indonesia, September 15 (CDN) — An elder of a West Java church that Muslim groups attacked last month remains in critical condition after a motorcyclist stabbed him in the heart and stomach on his way to a service on Sunday (Sept. 12), according to Theophilus Bela, president of the Jakarta Christian Communication Forum.

Hasian Sihombing of Batak Christian Protestant Church (Huria Kristen Batak Protestan, or HKBP) sustained a wound to his heart of three centimeters. Also injured in the attack was the Rev. Luspida Simanjuntak, struck with a wooden block on her back, head and face by another motorcyclist when she tried to help Sihombing.

Simanjuntak, who suffered dizziness after the attack, was still weak and receiving hospital treatment along with Sihombing at Mitra Keluarga Hospital Bekasi Timur, Bela stated in an e-mail advisory today.

A member of the HKBP congregation, Ratna Gurning, told Compass that she was with Sihombing as he and other church members walked to the service in the Ciketing area of Bekasi, where the church has been meeting in an open field after officials in June sealed a house they had used for worship in the Pondok Timur housing complex in Jejalen Jaya sub-district, Bekasi.

“About 500 meters from church, they saw some [16] motorcyclists on eight motorcycles were following them,” Gurning said. “Suddenly, our church elder, Hasian, was stabbed in his stomach.”

Sihombing was bleeding profusely, Gurning said, and Pastor Simanjuntak came to help him.

“Rev. Luspida was beaten from behind with a wooden beam, which struck her head, face, and back,” Gurning said.

Gurning said that Pastor Simanjuntak recognized the assailants as having “come to a religious service of HKBP’s community” to protest.  

On Aug. 8 at least 300 members of the Islamic People’s Forum and the Islamic Defenders Front broke through a police barricade and ordered 20 members of the HKBP church meeting in Ciketing to leave, according to Bela. When the church members refused, the protestors assaulted the group with sticks, stones or their bare hands. Some required hospital treatment.

The previous Sunday, Aug. 1, around 300 Muslim protestors and 300 police officers surrounded members of the HKBP as they worshiped in the open field, and one protestor hit Pastor Simanjuntak on the cheek.

The 1,500-strong congregation has been waiting for local officials to respond to a building permit application filed in 2006. When Muslim neighbors in December 2009 objected to the meetings in a housing complex on the grounds that the church had no permit, officials banned church members from meeting there.

With its building permit application delayed, the church ignored the ban, leading officials to seal the building on June 20. Bekasi Mayor Mochtar Mohammad on July 9 reportedly said he would allow the congregation to meet in public areas or at the city hall, and Pastor Simanjuntak moved worship to the proposed building site. Her church has now filed a case against the Bekasi administration.

Member of Parliament Sukur Nababan told Compass that police must apprehend the assailants in Sunday’s attack quickly. He refuted a comment by Jakarta and Bekasi police officials who said that the incident was not religiously motivated.

“This is not purely criminal,” Nababan said. “This incident was premeditated. Freedom of religious is the responsibility of the government.”

Nababan called on the Bekasi officials to grant a permit to the church for its Christian activities in accordance with the constitutional rights of all Indonesians.

The coordinator of HKBP church’s legal team, Saor Siagian, agreed that the police leaders’ views that the attack was not religiously motivated were erroneous.

“The stabbing of Hasian was not purely a criminal act,” Siagian told Compass. “This incident was pre-planned, and it was terrorism against religious rights.”  

On the day of the attack, President Susilo Bambang Yudhoyono reportedly asked Djoko Suyanto, minister of political, legal and security affairs, to work with the head of Indonesian Police Jendral Bambang Hendarso Danuri to arrest the assailants.

The chairman of the Communion of Churches in Indonesia, the Rev. Andreas Yewangoe, asked police to thoroughly investigate, stop allowing violence and guarantee security for the congregation.

“We also ask all Christians to remain steadfast in the face of this calamity and not be provoked,” he said.

A demonstration in front of National Police Headquarters in Jakarta is scheduled for Thursday (Sept. 16) at 2:30 p.m. to urge police to seriously investigate the attack.

Hundreds Injure Church Members in Bekasi, Indonesia


Police barricade ineffective; church leaders demand a suitable venue for worship.

DUBLIN, August 9 (CDN) — Leaders of a church in West Java, Indonesia demanded justice from police after a fifth attack from Muslim protestors left at least a dozen people injured yesterday.

As some 20 members of the Batak Christian Protestant Filadelfia Church (HKBP Filadelfia) in Bekasi gathered for Sunday worship on a church-owned plot of land in Ciketing, at least 300 members of the Islamic People’s Forum (FUI) and the Islamic Defenders Front (FPI) broke through a police barricade and ordered them to leave, Theophilus Bela, president of the Jakarta Christian Communication Forum, told Compass. When the church members refused, the protestors assaulted the group with sticks, stones
or their bare hands.

A report in The Jakarta Post reported that as many as 700 protestors took part in the attack on the congregation, which numbers 1,500 in total. A video clip of the attack shown on local broadcasting network Metro Treve confirmed only that a large and physically aggressive mob was present at the site.

Indra Listiantara, a researcher with the Setara Institute for Democracy and Peace, said local residents identified the attackers as members of the FPI who had already attacked the church on previous occasions, including Bekasi FPI leader Murhali Barda, according to The Jakarta Globe.

When church members decided to leave, the mob “hunted us down and hit us,” church leader Hendrik Siagian told local news magazine Tempo.

Those injured included church member Franky Taumbunan, 26, who was kicked several times while he attempted to protect his elderly father. Berliana Sinaga, 22, suffered bruising after several men hit her in the head and face, the Post reported.

Several church members required medical attention, Bela confirmed.

Police chief Iman Sugianto, however, said he blamed the church members as he had warned them not to hold services in the area because they were disturbing the residents, according to the Post.

The church has filed charges against the FUI and FPI for assault and defiling a religion, the Globe reported yesterday (Aug. 8). The Rev. Luspida Simanjuntak also demanded that the Bekasi administration offer the church an alternative venue.

Church members only resorted to worshiping on the plot of land in Ciketing after officials sealed a house used for worship in the Pondok Timur housing complex in Jejalen Jaya sub-district, Bekasi, Bela said.

The church purchased a plot of land in Ciketing in 1998 and began to construct a church there after gathering consent from 200 local residents and local officials; a 500-strong mob, however, burned down the partially-completed building in November 2000, he said.

In June 2007, the church purchased a house in the Pondok Timur housing estate for use as a temporary place of worship while they submitted a formal application to construct a church building in Ciketing. The application, however, remained unanswered for more than a year, while radicals stepped up their protests against the use of the house in Pondok Timur.

In October 2009, the church secured permission from the chief of Jejalen Jaya sub-district to hold services on the plot of land in Ciketing. The group then built a small structure there to store items such as tables and chairs.

Following protests in Ciketing, local authorities sent an official letter to the church rejecting their building application, Bela said. When church members continued to meet at the house in Pondok Timur, authorities also sealed that building in June.

Following an appeal from church members, Bekasi Mayor Mochtar Mohammad then reportedly promised to let the group meet in public areas and agreed to send police to safeguard church activities. (See http://www.compassdirect.org, “Muslim Protestors Surround Worshipers in Bekasi, Indonesia,” Aug. 4.)

But Christians and Muslims alike have questioned the sincerity of such promises. Yesterday’s attack came just one day after Jakarta Gov. Fauzi Bowo and Jakarta Police Chief Timur Pradopo attended the 12th anniversary celebrations of the Muslim extremist FPI. On Friday (Aug. 6), an FPI leader also visited Jakarta police headquarters to offer the Front’s assistance in enforcing religious bylaws during the Muslim holy month of Ramadan, the Post reported today.

Following weekend attacks on the Bekasi church and on a congregation of the Ahmaddiyah, a Muslim sect, moderate Muslims flooded social networking sites such as Twitter and Facebook with criticism of the FPI, demanding that the government take action to prevent further violence.

In an effort to resolve the issue, church members plan to hold their next Sunday service in front of the State Palace, said Judianto Simanjuntak, one of several church legal advisors, the Post reported today.

Muslim Protestors Surround Worshipers in Bekasi, Indonesia


Tensions mount as congregation asserts right to worship.

DUBLIN, August 4 (CDN) — Around 300 Muslim protestors and 300 police officers surrounded members of the Batak Christian Protestant Church (Huria Kristen Batak Protestan or HKBP) on Sunday (Aug. 1) as they worshiped in an open field in Ciketing, Bekasi, local sources said.

“There were many police on guard, but the attackers were able to get very close to the congregation,” Theophilus Bela, president of the Jakarta Christian Communication Forum, said in a statement to international government and advocacy groups. “We are afraid that they will attack the church again next Sunday.”

He added that a protestor hit the Rev. Luspida Simanjuntak on the cheek.

Police held back the shouting protestors while the church worshiped, but at one point they allowed Murhali Barda, leader of the Front Pembela Islam (FPI or Islamic Defenders Front) in Bekasi, through the cordon for an angry confrontation with church leaders, Voice of America (VOA) reported.

Bekasi police commander Imam Sugianto told VOA that his forces were there to protect “both sides.”

The New York Times quoted Sugianto as saying that, “If the local people don’t give their permission, they can’t worship here,” but Pastor Simanjuntak said the Bekasi administration had approved the church’s decision to meet in the field, according to The Jakarta Globe.

“We demand the Bekasi administration to let the public know that they gave us the green light to conduct our prayers here,” Pastor Simanjuntak reportedly said.

The 1,500-strong congregation, established some 15 years ago, initially met in each other’s homes before purchasing a residential property in the Pondok Timur housing complex in Bekasi for use as a worship building. The group then met in the building while they waited for local officials to respond to a building permit application filed in 2006.

When Muslim neighbors in December objected to the meetings in the housing complex on the grounds that the church had no permit, officials banned church members from meeting there. As the local government had delayed the processing of its application for a building permit, the church ignored the ban, leading officials to seal the building on June 20.

Bekasi Mayor Mochtar Mohammad on July 9 said he would allow the congregation to meet in public areas or at the city hall, according to the Globe. Pastor Simanjuntak chose to move to the proposed building site, and Sunday meetings at the field in Ciketing were soon greeted by crowds of protestors.

The FPI’s Barda said the church’s insistence on worshipping at the site was a provocation, according to VOA. He also accused Christians in Bekasi of attempting to convert Muslims away from their religion, citing a recent Internet report claiming that the Mahanaim Foundation, a local Christian charity, had carried out a mass baptism of new converts.

Foundation spokeswoman Marya Irawan, however, told The Jakarta Post that the crowds were not baptized but only invited to Mahanaim leader Henry Sutanto’s home as part of an effort to reach out to the poor.

Pastor Simanjuntak’s church has now filed a case against the Bekasi administration.

“I fully support any efforts to take this to the courts,” a local Christian leader who preferred to remain unnamed told Compass. “We need to respond through legal channels and let the government know that these attacks are a gross human rights violation.”

Hard-line Islamic groups held a congress in Bekasi on June 20, and on June 27 announced their united intent to combat the “Christianization” of the region. (See http://www.compassdirect.org, “Indonesian Muslims Call for Halt to ‘Christianization,’” July 2.)

Bonar Tigor Naipospos, spokesman for Indonesia’s Institute for Peace and Democracy (Setara), told VOA that unsubstantiated rumors about Christians using deceptive practices to convert Muslims have fueled the anger in Bekasi. He reportedly said that Muslims believe that Christians badger people to convert and entice them with money, food or other incentives.

Pastor Simanjuntak has said that she and her church will continue meeting in the field, as they have nowhere else to go.
