No more than 10 standard drinks a week, or 4 on any day: new guidelines urge Aussies to go easy on the booze

The National Health and Medical Research Council (NHMRC) has today released new guidelines to reduce health risks from drinking alcohol. Under the new recommendations, healthy adults should drink no more than ten standard drinks a week, and no more than four on any one day.

I’m chair of the Alcohol Working Committee that for the past four years has worked on revising the Australian drinking guidelines.

These replace the previous version published in 2009, and come at the end of a year upended by a pandemic, and just before the festive season. That might sound like a curious time to release the alcohol guidelines, but it actually makes sense.

During the pandemic, some people have been drinking less because they are going less often to pubs. Others are drinking more at home. Of these, some have turned to drinking for stress relief and run into major strife with it.

But these guidelines are not just for the pandemic year. They are to help all Australians make informed decisions about how much they drink, at any time.

Alcohol contributes to a major health burden in Australia. Harms related to drinking result in more than 4,000 deaths and 70,000 hospital admissions every year.

Alcohol is a key cause of injuries, including road trauma, falls, burns, violence and self-harm. It contributes to drownings and other short-term harms. But much of the damage alcohol causes is less visible, and less immediate.

In the past decade, international research has shown even low levels of consumption are linked with an increase in several common cancers, including those of the breast and bowel. And we’ve known for a long time that alcohol consumption can contribute to high blood pressure, liver disease and many other conditions. The risk increases as more alcohol is consumed.

So, in line with its mission to provide robust evidence-based health advice, NHMRC has now released a set of three guidelines so Australians can make informed decisions about their health.

What do the new guidelines say?

The first guideline recommends healthy adult men and women consume no more than 10 standard drinks a week, and no more than four on any given day.

The less you drink, the lower your risk. If this advice is followed, there is a less than one in 100 chance of dying from an alcohol-related condition across your lifetime.

Guidelines two and three concern people under the age of 18, and women who are pregnant, trying to become pregnant, or breastfeeding. In all these cases, the recommendation is to drink no alcohol at all.

The guidelines were developed by a group of 14 health experts, including clinicians, public health professionals, researchers, and consumer representatives.

But doesn’t light drinking have a protective effect? The jury is out

After a thorough review of research evidence, NHMRC’s Alcohol Working Committee released draft guidelines for public consultation in December 2019. We received many responses, some asserting the guidelines didn’t go far enough, and others claiming they went too far.

Some studies mentioned suggested a possible protective effect of low-level consumption of alcohol, in particular against coronary heart disease.

These issues were scrutinised by our committee. The evidence for a protective effect has been challenged by research in recent years. Some researchers dispute its existence.

But at the least, any protective effect is not as strong as previously thought. Nonetheless, the guidelines do allow for a potential protective effect – if they hadn’t, the recommended maximum would have been far lower! Potential protective effects were balanced against the increased risk of certain cancers.

These guidelines are not trying to tell you what you can and can’t do. Rather, we’re providing advice on how you can reduce your health risks from drinking alcohol. That way, we can all make informed decisions in our daily lives.The Conversation

Aged care visitor guidelines balance residents’ rights and coronavirus risk – but may be hard to implement

One in four Australians who have died from COVID-19 is from an aged care facility.

These deaths show how fatal and fast the spread of the infection can be, and the extreme challenge of containing the virus once a positive case appears in aged care homes.

But there is also community pressure to ease social distancing rules for aged care residents and, for facilities that banned visits, to start allowing family members and friends to see their loved ones again.

To address these concerns, on Friday the aged care sector and consumer advocacy organisations released a draft visitor access code. The code aims to meet the needs of residents to see their families and friends while minimising any risk of spreading COVID-19.

But putting the code into practice will require more staff time to implement them. And while additional funding is on its way, existing workforce shortages may mean a delay to boosting the front-line workforce.

Rights and responsibilities of residents and visitors

According to the code, visitors should be provided with regular updates and information about what’s happening in the facility.

They should also have the option to talk to their loved one via video conference or telephone calls to supplement in-person visits.

But they can’t visit while they have cold or flu symptoms. They must also have had their flu vaccination, wash their hands, remain in the resident’s room or designated area, and to call ahead before visiting. They may also have their temperature taken on arrival.

Each facility will create its own guidelines about where residents can have guests visit – whether it’s in a dedicated room, the resident’s room, a visiting window or something else.

Most visits should be brief. But residents in their final weeks of life and those with an established pattern of care from a family member or friend, for example to help them eat, should be allowed longer and/or more frequent visits.

The code states residents can continue to use public spaces in the facility, including outdoor spaces. But if there is an outbreak, they will need to be confined to their rooms.

Rights and responsibilities of providers

Facilities have the right to refuse entry to someone for a justifiable reason, and to move to lockdown if there is an outbreak.

They have a responsibility to ensure all staff have their flu shots, to facilitate video conferencing or phone calls with family and friends, and enable in-person visits.

These changes require more staff

All of these changes require additional staff to facilitate better communication, video conferencing and increased visits during the pandemic.

Use of new technologies requires a significant amount of staff time. Many residents would need help holding the phone or dialling the number, or using Zoom or Facetime and maintaining a video conversation online. For some residents, such technologies may be a whole new world of experience.

Taking bookings for visit times and screening visitors for temperature, flu vaccination status and hand sanitising takes considerable staff time. As does escorting visitors to the room and back out of the facility while ensuring they’re keeping physical distance throughout.

Staff increases will take time to implement

Residential aged care has long experienced workforce problems, including high staff turnover, failure to attract staff with sufficient qualification and training, and leadership issues, to name a few.

A timely and effective response to the COVID-19 outbreak is likely to be hampered by the sector’s existing challenges.

The Australian government, as the primary funder and regulator of the aged care system, has promised to inject more than A$850 million into the aged care sector in response to the COVID-19 pandemic to:

  • address workforce issues, through staff up-skilling, boosting numbers and helping to retain staff
  • support new services such as telehealth and the use of technologies to help residents and their families and friends communicate
  • continue to improve quality and safety.

However, it’s likely to take some time to see the real effect of this funding on the ground and across the whole sector.

The draft code is a positive step in addressing some confusion around social distancing measures in aged care homes. Many providers have already been implementing the principles in the code, and beyond. But some haven’t.

Hopefully the code will be more broadly and consistently practised by all aged care providers.

Cap your alcohol at 10 drinks a week: new draft guidelines

New draft alcohol guidelines, released today, recommend healthy Australian women and men drink no more than ten standard drinks a week and no more than four on any one day to reduce their risk of health problems.

This is a change from the previous guidelines, released in 2009, that recommended no more than two standard drinks a day (equating to up to 14 a week).

The guidelines also note that for some people – including teens and women who are pregnant or breastfeeding – not drinking is the safest option.

What are the new recommendations based on?

The National Health and Medical Research Council looked at the latest research and did some mathematical modelling to come to these recommendations.

It found the risk of dying from an alcohol-related disease or injury is about one in 100 if you drink no more than ten standard drinks a week and no more than four on any one day.

So, for every 100 people who stay under these limits, one will die from an alcohol-related disease or injury.

This is considered an “acceptable risk”, given drinking alcohol is common and it’s unlikely people will stop drinking altogether. The draft guidelines take into account that, on average, Australian adults have a drink three times a week.

Why did the guidelines need updating?

Recent research has shown there is a clear link between drinking alcohol and a number of health conditions. These include at least seven cancers (liver, oral cavity, pharyngeal, laryngeal, oesophageal, colorectal, liver and breast cancer in women); diabetes; liver disease; brain impairment; mental health problems; and being overweight or obese.

Some previous research suggested low levels of alcohol might be good for you, but we now know these studies were flawed. Better quality studies have found alcohol does not offer health benefits.

The new guidelines are easier to follow than the previous guidelines, which gave recommendations to reduce both short-term harms and longer-term health problems. But some people found these confusing.

Although most Australians drink within the previously recommended limits, one study found one in five adults drank more than the guidelines suggested and almost half could not correctly identify recommended limits.

Although women tend to be more affected by alcohol than men, at the rates of consumption recommended in the guidelines, there is little difference in long term health effects so the guidelines apply to both men and women.

The recommended limits are aimed at healthy men and women, because some people are at higher risks of problems at lower levels of consumption. These include older people, young people, those with a family history of alcohol problems, people who use other drugs at the same time (including illicit drugs and prescribed medication), and those with physical or mental health problems.

The guidelines are currently in draft form, with a public consultation running until February 24.

After that, there will be an expert review of the guidelines and the final guidelines will be released later in 2020. There may be changes to the way the information is presented but the recommended limits are unlikely to change substantially, given they’re based on very careful and detailed analysis of the evidence.

What’s the risk for people under 18?

The draft guidelines recommend children and young people under 18 years drink no alcohol, to reduce the risk of injury and other health harms.

The good news is most teenagers don’t drink alcohol. Among 12 to 17 year olds, only 20% have had a drink in the past year and 1.4% drink weekly. The number of teenagers who have never had a drink has increased significantly in the last decade, and young people are having their first drink later.

However, we know teenagers are more affected by alcohol than adults. This includes effects on their developing brain. We also know the earlier someone starts drinking, the more likely they will experience problems, including dependence.

The idea that if you give teenagers small sips of alcohol it will reduce risk of problems later has now been debunked. Teens that have been given even small amounts of alcohol early are more likely to have problems later.

What’s the risk for pregnant and breastfeeding women?

The guidelines recommend women who are pregnant, thinking about becoming pregnant or breastfeeding not drink any alcohol, for the safety of their baby.

We now have a much clearer understanding of the impacts of alcohol on the developing foetus. Foetal alcohol spectrum disorder (FASD) is a direct result of foetal exposure to alcohol in the womb. Around one in 67 women who drink while pregnant will deliver a baby with foetal alcohol spectrum disorder.

Foetal alcohol spectrum disorder is characterised by a range of physical, mental, behavioural, and learning disabilities ranging from mild to severe – and is incurable.

New guidelines for responding to cyber attacks don’t go far enough

Debates about cyber security in Australia over the past few weeks have largely centred around the passing of the government’s controversial Assistance and Access bill. But while government access to encrypted messages is an important subject, protecting Australia from threat could depend more on the task of developing a solid and robust cyber security response plan.

Australia released its first Cyber Incident Management Arrangements (CIMA) for state, territory and federal governments on December 12. It’s a commendable move towards a comprehensive national civil defence strategy for cyber space.

Coming at least a decade after the need was first foreshadowed by the government, this is just the initial step on a path that demands much more development. Beyond CIMA, the government needs to better explain to the public the unique threats posed by large scale cyber incidents and, on that basis, engage the private sector and a wider community of experts on addressing those unique threats.

Australia is poorly prepared

The aim of the new cyber incident arrangements is to reduce the scope, impact and severity of a “national cyber incident”.

A national cyber incident is defined as being of potential national importance, but less severe than a “crisis” that would trigger the government’s Australian Government Crisis Management Framework (AGCMF).

Australia is currently ill-prepared to respond to a major cyber incident, such as the Wannacry or NotPetya attacks in 2017.

Wannacry severely disrupted the UK’s National Health Service, at a cost of A$160 million. NotPetya shut down the world’s largest shipping container company, Maersk, for several weeks, costing it A$500 million.

When costs for random cyber attacks are so high, it’s vital that all Australian governments have coordinated response plans to high-threat incidents. The CIMA sets out inter-jurisdictional coordination arrangements, roles and responsibilities, and principles for cooperation.

A higher-level cyber crisis that would trigger the AGCMF (a process that itself looks somewhat under-prepared) is one that:

… results in sustained disruption to essential services, severe economic damage, a threat to national security or loss of life.

More cyber experts and cyber incident exercises

At just seven pages in length, in glossy brochure format, the CIMA does not outline specific operational incident management protocols.

This will be up to state and territory governments to negotiate with the Commonwealth. That means the protocols developed may be subject to competing budget priorities, political appetite, divergent levels of cyber maturity, and, most importantly, staffing requirements.

Australia has a serious crisis in the availability of skilled cyber personnel in general. This is particularly the case in specialist areas required for the management of complex cyber incidents.

Government agencies struggle to compete with major corporations, such as the major banks, for the top-level recruits.

Australia needs people with expertise in cybersecurity.

The skills crisis is exacerbated by the lack of high quality education and training programs in Australia for this specialist task. Our universities, for the most part, do not teach – or even research – complex cyber incidents on a scale that could begin to service the national need.

The federal government must move quickly to strengthen and formalise arrangements for collaboration with key non-governmental partners – particularly the business sector, but also researchers and large non-profit entities.

Critical infrastructure providers, such as electricity companies, should be among the first businesses targeted for collaboration due to the scale of potential fallout if they came under attack.

To help achieve this, CIMA outlines plans to institutionalise, for the first time, regular cyber incident exercises that address nationwide needs.

Better long-term planning is needed

While these moves are a good start, there are three longer term tasks that need attention.

First, the government needs to construct a consistent, credible and durable public narrative around the purpose of its cyber incident policies, and associated exercise programs.

Former Cyber Security Minister Dan Tehan has spoken of a single cyber storm, former Prime Minister Malcolm Turnbull spoke of a perfect cyber storm (several storms together), and Cyber Coordinator Alastair McGibbon spoke of a cyber catastrophe as the only existential threat Australia faced.

But there is little articulation in the public domain of what these ideas actually mean.

The new cyber incident management arrangements are meant to operate below the level of national cyber crisis. But the country is in dire need of a civil defence strategy for cyber space that addresses both levels of attack. There is no significant mention of cyber threats in the website of the Australian Disaster Resilience Knowledge Hub.

This is a completely new form of civil defence, and it may need a new form of organisation to carry it forward. A new, dedicated arm of a existing agency, such as the State Emergency Services (SES), is another potential solution.

One of us (Greg Austin) proposed in 2016 the creation of a new “cyber civil corps”. This would be a disciplined service relying on part-time commitments from the people best trained to respond to national cyber emergencies. A cyber civil corps could also help to define training needs and contribute to national training packages.

The second task falls to private business, who face potentially crippling costs in random cyber attacks.

They will need to build their own body of expertise in cyber simulations and exercise. Contracting out such responsibilities to consulting companies, or one-off reports, would produce scattershot results. Any “lessons learnt” within firms about contingency management could fail to be consolidated and shared with the wider business community.

The third task of all stakeholders is to mobilise an expanding knowledge community led by researchers from academia, government and the private sector.

What exists at the moment is minimalist, and appears hostage to the preferences of a handful of senior officials in Australian Cyber Security Centre (ACSC) and the Department of Home Affairs who may not be in post within several years.

Cyber civil defence is the responsibility of the entire community. Australia needs a national standing committee for cyber security emergency management and resilience that is an equal partnership between government, business, and academic specialists.The Conversation

Religious Club Closures in Schools Touch Nerve in Malaysia


KUALA LUMPUR, Malaysia, August 11 (CDN) — More closures of non-Muslim religious clubs in Malaysian schools, including Christian fellowships, have surfaced since the first incident was reported on July 12.

Loh Seng Kok, central committee member of the Malaysian Chinese Association, said at a July 23 press conference that the situation was “getting worse” and that the initial incident at Klang High School was not an “isolated issue.”

Loh based his assessment on complaints received by various religious society representatives. Present with Loh at the press conference were Vice-President of the Young Buddhist Association of Malaysia Loh Yit Phing, President of the Subang Jaya Buddhist Association Chim Siew Choon and Executive Secretary of the Christian Federation of Malaysia Tan Kong Beng.

The Malaysian Insider online news agency reported that Chin Fook Khiang, a parent, disclosed that the Buddhist Society and Christian Fellowship in SMK SS17 in Subang Jaya, Selangor were ordered to stop activities in January 2009 – and that it was the second time the clubs were ordered to close by education authorities since 2005.

The religious clubs were closed even though they had been in operation since before 2000, excluding them from the need for official approval. According to Circular Bill 20/2000, non-Muslim religious clubs formed after education authorities issued the circular in 2000 must obtain their approval before they are allowed. Clubs that existed before the circular was issued do not require approval.

Malaysiakini news agency on July 23 cited an unnamed retired teacher who described the situation as “very serious,” to the extent that some teachers had been transferred because they were active in Christian fellowship activities in their schools.

Loh called for a fairer treatment of non-Muslim associations in the co-curricular activities listed in the co-curriculum management guidelines issued to schools. The guidelines only allow for Islamic religious societies to operate unconditionally without requiring prior approval from the education authorities.

Several political leaders, including veteran opposition leader Lim Kit Siang, have called on authorities to revoke outdated directives and circulars that contravene the Federal Constitution, which guarantees freedom of religion.

 

Public Outcry

Reports of non-Muslim religious club closures first surfaced when The Sun reported on July 12 that three non-Muslim religious student groups, including the Christian Union at Klang High School, were ordered closed by the Selangor education department last month.

Following the report, the Rev. Dr. Thomas Philips, president of the Malaysian Consultative Council for Buddhism, Christianity, Hinduism, Sikhism and Taoism (MCCBCHST), issued a strongly worded statement seeking “immediate confirmation” and “prompt explanation” from authorities.

“Needless to say,” Phillips added, “if indeed there had been such a directive to close non-Muslim religious societies in schools or to not permit the setting up of such societies in schools, the Ministry of Education and the Ministry of National Unity should not be in doubt that MCCBCHST shall protest such a policy with the strongest possible vehemence.”

Following public outcry over the closure, Alimuddin Dom, director-general of education, reportedly said that the directive was a “misunderstanding” by the Selangor Education Department and ordered a reinstatement of the affected religious clubs.

Malaysia’s population is about 60 percent Muslim, 19 percent Buddhist and 9 percent Christian. About 6 percent are Hindu, with 2.6 percent of the population adhering to Confucianism, Taoism and other traditional Chinese religions.

 

Church Attack Trial

Reports of the religious club closures came amid the trial of three men who have been charged with arson in the attack on Metro Tabernacle church’s building earlier this year.

Brothers Raja Muhammad Faizal Raja Ibrahim and Raja Muhammad Idzham Raja Ibrahim, along with their friend Azuwan Shah Ahmad, were charged with committing mischief by torching the church building at 11:50 p.m. on Jan. 7. Since the trial started on July 6, however, the court has acquitted Azuwan due to lack of evidence.

Both brothers deny burning the church building, though they admit to witnessing the incident. They claim they left the scene of the burning to attend a barbeque at a friend’s house. Raja Muhammad Faizal claims he sustained burns from starting a fire at the barbeque, while his brother Raja Muhammad Idzham says he was injured in the course of helping his brother take off his flaming shirt on the occasion.  

The trial is ongoing.

Metro Tabernacle Church was among several churches that came under attack in January following a controversial court ruling that allowed the Herald, a Catholic weekly, to use the word “Allah” in the multilingual publication. The Herald had challenged the ban imposed by the Home Ministry.

The court decision angered some Muslims in the country who claim the term is exclusive to Islam.

Following the high court decision, the Home Ministry filed an appeal in February and won a stay, preventing the weekly from using the word until the case was addressed in the court of appeal. To date there has been no indication when the case will be heard.

On Aug. 1, Home Minister Hishammuddin Hussein was widely reported as saying his predecessor, Syed Hamid Albar, should not have banned the word “Allah” from being used by the Roman Catholic Church, and that the decision will continue to haunt his ministry for a very long time.

Church of England moves towards ordaining women


Over the weekend, the Church of England introduced draft legislation putting the country’s Anglican communion on the fast track to allowing women’s ordination, reports Catholic News Agency.

On Saturday, May 8, the Church of England’s revision committee published a 142-page review in favor of draft proposals that support women being consecrated as bishops and priests.

According to Reuters, the church’s revision committee also proposed safeguards for more traditional parishes who have expressed opposition to ordaining women, including the right to request that a male bishop perform blessings and ordinations. However, the committee proposals did not meet the requests by these parishes for new dioceses or a special class of bishops.

“After much discussion the Committee rejected proposals aimed at fundamentally changing the approach of the legislation for those unable to receive the ministry of female bishops,” wrote Church of England officials in a statement Monday.

The draft proposals will now go forward for debate at the Church’s General Synod, in July in York, Northern England. If passed, the Church of England will hold the same position on female ordination as the Anglican Communion in the United States and New Zealand.

Monday’s statement also clarified that the “earliest that the legislation could achieve final approval in Synod (when two-thirds majorities in each of the Houses of Bishops, Clergy and Laity will be required) is 2012, following which parliamentary approval and the Royal Assent would be needed.”

The statement added that “2014 remains the earliest realistic date when the first women might be consecrated as bishops.”

This move is likely to increase interest among traditionalist Anglicans in the Pope’s recent invitation for Church of England members to become Catholic. Last November, the Holy Father released “Anglicanorum coetibus,” a motu propio which offered Vatican guidelines for Anglican groups to enter into communion with the Catholic Church.

The Sunday Telegraph in Britain reported on May 2 that several Anglican bishops recently met with Vatican officials to discuss the process of converting to Catholicism.

Despite the Archbishop of Canterbury Rowan Williams reportedly urging them not to leave the Church of England, several bishops are looking to break from the Anglican Communion over their opposition to the introduction of women bishops and priests.

According to the British paper, Bishops John Broadhurst, Keith Newton and Andrew Burnham, from the Dioceses of Fulham, Richborough and Ebbsfleet respectively, all met with senior Vatican officials last week.

HANOI, Aug. 6 (Compass Direct News) – Local authorities in Vietnam have balked at registering house churches, contributing to a recent uptick in sometimes violent harassment of congregations.

Four police officers and two government officials broke up the Sunday morning worship service of a house church in Tran Phu Commune in Hanoi on July 26, announcing that it was illegal to worship and teach religion. The police chief of Tran Phu Commune in greater Hanoi, Dang Dinh Toi, had ordered the raid.

When Christians under the leadership of Pastor Dang Thi Dinh refused to sign a document admitting they were meeting illegally, an angry police officer shouted, “If I find you meeting here next Sunday, I will kill you all like I’d kill a dog!”

Officials had previously refused to grant the church’s application for registration. Pastor Dinh and the national leader of the Ecclesia Revival denomination, Pastor Vo Xuan Loan, appealed to commune authorities the following day – again trying to register the church according to the Prime Minister’s 2005 Special Directive Concerning Protestants.

The commune head angrily proclaimed, “There are absolutely no Christians in this commune!” and then shooed them away, church leaders reported.

In nearby Hung Yen province, an Agape Baptist house church led by Pastor Duong Van Tuan was raided several times in June (see “Police Attack House Churches, Jail Leaders,” June18). Since then Compass learned from Pastor Tuan that his wife Nguyen Thi Vuong was badly abused on June 21. A group of policemen roughed her up, and then two of them seized her by her arms and repeatedly banged her head into a wall, he said.

When she fainted, Pastor Tuan said, they dragged her out and dumped her in a nearby field. Fellow Christians took her to medical care. The church situation remains unresolved.

Also in the north, in Viet Thuan Commune of Thai Binh Province, commune police broke up a house church meeting of the Vietnam Good News Mission Church on July 25, seizing seven hymnals and summoning Pastor Bui Xuan Tuyen to the police station for interrogation. In a letter to his superiors, Pastor Tuyen complained of police cursing and scolding him.

They confiscated his motorbike and sent it to a distant district office. In spite of such pressure, he refused to write a confession for what they termed his “crimes.” He was held until 10 p.m. before being released to collect his motorbike.

Southern Troubles

The situation is not better in the south. On Friday (July 31) Vietnam Good News Mission Church Pastor Mai Hong Sanh was subjected to a public denunciation and trial reminiscent of 1950s-style communism in the town of Ea Hleo, in Dak Lak Province.

He was sentenced to three months of “local re-education” for expanding his house without permission and giving religious training without permission – both practically impossible for Christians to obtain – and “causing social division.” This was the government’s answer to his church’s aspirations and attempts to provide training for ethnic minority church workers at Pastor Sanh’s home.

As a result, he can go nowhere without prior permission and must submit to political indoctrination courses at the whim of local officials. About 120 people, mostly town officials and police, attended his “trial” – Pastor Sanh was not allowed to defend himself, and authorities marshaled people they said were members of another church to accuse him, Christian sources said.

On Sunday (Aug. 2), some 15 policemen barged into a house church worship service in Xuan Thoi Thuong Commune, Hoc Mon district, Ho Chi Minh City. Brandishing batons and electric prods, police demanded that people leave immediately, according to local sources. Two new believers fled, they said, but most of the small congregation remained.

In a show of force, police officers also lined up outside the house and announced to curious neighbors who had gathered, “If anyone of you come to Chinh’s house and believe in his God, you will be in deep trouble,” according to the sources. Nguyen Van Chinh, leader of this independent house church, had been receiving such visits and threats by security forces since January.

Following the advice of local authorities, he had tried to register his house church as provided by Vietnamese law, but to no avail. At midnight on July 24, five police officers beat on his door demanding to be let in “to check IDs.”

Though he had submitted a registration application months before, they told him that “future zoning would not allow religious activities” and that he must permanently cease church meetings, sources said. When his congregation continued meeting, he was issued an “administrative fine,” which he appealed. His house church continued worshiping, leading to Sunday’s raid.

Church leaders said such incidents are representative of many others not reported for security reasons. Asked about the reasons for this uptick in harassment, church leaders strongly agreed that it is a firm though unwritten government policy to try to stop any expansion of Christianity. They said the harassment was so widespread that it must have approval from the top level of the central government.

All of the churches in this report tried to register according to supposedly clear government guidelines but have been denied without a legitimate reason.

Christian leaders also observed that Vietnam, having achieved its goal of getting off the U.S. religious liberty black list and won accession to the World Trade Organization, no longer worries much about international opinion. Others added that authorities, who retain a special suspicion of Christianity, are trying to suppress any expressions of the widely growing discontent with Vietnam’s government and the Communist Party.

At the same time, Catholics have been involved in larger clashes with authorities and with gangs of thugs widely believed to be hired and stirred up by the government. The government-backed gangs have beaten Catholic families. A fierce clash between Catholics and the government flared up in Dong Hoi City, in central Quang Binh province, on July 22. Police and hoodlums interfered with some 200 faithful trying to rebuild part of the bombed out Tam Toa Cathedral.

Reminding Catholics of the heavy-handed ending to church property claims in Hanoi last year, this incident quickly got the support of Catholics around the country. Some estimated that up to 500,000 Catholics nationwide participated in prayer vigils the following Sunday.

According to a long-time Compass source on Vietnam, the legally registered Protestant bodies are no more optimistic than their Catholic counterparts. Their leaders complain of unending bureaucratic blockages, harassment and interference.

“Overall, there is more pessimism today than four or five years ago, when people had hopes that new religion regulations might lead to steady improvement,” the source said.

“But it was not to be. Hence trust in government promises to improve religious liberty is at a very low ebb.”

ISRAEL: MESSIANIC JEW WINS SUPREME COURT BATTLE


Bakery owner had lost her Jewish dietary law certificate because of her faith.

JERUSALEM , July 15 (Compass Direct News) – For three long years a Jewish believer in Christ struggled to keep her bakery business alive after the Chief Rabbinate of Israel, the country’s highest religious governing body, annulled her kashrut (Jewish dietary law) certificate because of her faith.

Pnina Conforti, 51, finally gave a sigh of relief when the Israeli Supreme Court on June 29 ruled that her belief in Jesus Christ was unrelated to her eligibility for a kashrut certificate. While bakeries and restaurants in Israel are not required to obtain such a permit, the loss of one often slows the flow of customers who observe Jewish dietary laws and eventually can destroy a business.

Conforti said that the last three years were very difficult for her and her family, as she lost nearly 70 percent of her customers.

“We barely survived, but now it’s all behind us,” she said. “Apparently, many people supported us, and were happy with the verdict. Enough is enough.”

Conforti, who describes herself as a Messianic Jew, had built her Pnina Pie bakeries in Gan Yavne and Ashdod from scratch. She said her nightmare began in 2002 with an article about her in “Kivun,” a magazine for Messianic Jews in Israel.

“Soon after, the people of the Rabbinate summoned me and told me that my kashrut certificate was annulled because I do not profess Judaism,” she said.

Food prepared in accordance with kashrut guidelines is termed kosher, from the Hebrew kasher, or “fit,” and includes prohibition of cooking and consuming meat and diary products together, keeping different sets of dishes for those products, and slaughtering animals according to certain rules. News of the faith of the owner of the Pnina Pie bakery in Gan Yavne spread quickly, soon reaching extremist organizations such as Yad le’Achim, a sometimes violent Orthodox Jewish group.

“They spread around a pamphlet with my photo, warning people away from acquiring products from my business,” Conforti said. “One such a pamphlet was hung in a synagogue. However, I refused to surrender to them and continued working as usual.”

Four years later, in 2006, Conforti decided to open another patisserie in Ashdod, near her original shop in Gan Yavne, in southern Israel. The business flourished, but success didn’t last long.

“A customer of mine, an Orthodox Jew from Ashdod, visited his friends and relatives in Gan Yavne,” she said. “There in the synagogue he came across a pamphlet from 2002 with my photo on it. In addition to boycott calls, I was also described as a missionary. My customer confronted me, and I honestly told him I was a believer.”

Soon thereafter the Rabbinate of Ashdod withdrew the kashrut certificate from her shop there, she said.

“Pamphlets in Hebrew, English and French about me begun circulating around the town,” Conforti said. “They even printed some in Russian, since they saw that the customers of Russian origin continue to arrive.”

The withdrawal of the certificate from the shop in Ashdod in 2006 was a serious blow to her business. Conforti decided to take action, and her lawyer appealed to Israel’s Supreme Court. Judges Yoram Denziger, Salim Jubran and Eliezer Rivlin ruled that the Chief Rabbinate of Israel overstepped its authority.

“The Kashrut Law states clearly that only legal deliberations directly related to what makes the food kosher are relevant, not wider concerns unrelated to food preparation,” the panel of judges wrote.

In response, the Chief Rabbinate accused the judges of meddling in religious affairs.

Soon after she petitioned the Supreme Court, Conforti said, the Chief Rabbinate had offered her a deal by which it would issue her business a kashrut certificate but with certain restrictions, such as handing the keys of the bakery to a kashrut supervisor at night. Conforti declined.

Tzvi Sedan, editor-in-chief of “Kivun,” said the Supreme Court verdict was paramount.

“It’s important not only for Messianic Jews, but also for every other business owner who has to suffer from the arbitrariness of the Rabbinate,” Sedan said. “But I still want to see this decision implemented fully in reality.”

At press time Conforti still hadn’t received the certificate. She was waiting for a team of inspectors from the Rabbinate to inspect the business prior to issuing her the certificate.

A Jew of Yemenite origin, Conforti said she was raised in religious family but came to trust in Christ following her encounter with a Christian family during a visit to the United States.

“There I found Christ and embraced him as my personal Savior,” she said. “I do not engage in [evangelistic] activity, but if someone starts a conversation about my faith, I will speak openly about it.”

PAKISTAN: TALIBAN BOMBS CATHOLIC GIRLS’ HIGH SCHOOL


Blast claims no victims but reflects radical Islam’s tightened grip.

ISTANBUL, October 14 (Compass Direct News) – Taliban militants bombed a Catholic-run girls’ school in Pakistan’s war-torn Swat Valley as part of a larger effort to subvert women’s status in society through Islamic law, locals say.

On Wednesday (Oct. 8) the Islamic terrorist group bombed the Convent Girls’ School in Sangota, run by the Presentation Sisters, a Catholic religious order that has opened girls’ schools around the world. Militants have threatened the school frequently for offering education to females.

No one was injured in the attack. The school had closed a few months earlier due to deteriorating security in Swat, a source told Compass. Students and faculty left in July following threats.

“The Taliban said, ‘We have asked you so many times to close down the school but you are not listening. We are going to set it on fire,’” said Yousef Benjamin, a Lahore-based peace activist.

Militants had already attacked or blown up and forced the closure of many girls’ schools in Swat, said Cecil Chaudhry, executive secretary of All Pakistan Minorities Alliance. They told the nuns they would destroy their school if it weren’t closed. Following the bombing the militants ransacked the school’s adjoining convent.

The high school enrolled approximately 1,000 female students, nearly 95 percent of them Muslim.

The Santoga school has faced threats from Islamic extremists before. It closed its doors in September 2007 after received a threatening letter from extremists that demanded all teachers and female students wear the burqa. The letter claimed the faculty was working to convert Muslim students to Christianity.

The Taliban has not singled out the school for its Christian ties but instead wants to clamp down on all girls’ schools, which they believe encourage female participation in society, government officials claim.

In the last two years it has indiscriminately targeted more than 150 public and private girls’ schools in northwest Pakistan.

“For them it doesn’t matter if it’s a Christian school, government school or a private school,” Benjamin said. “Last week I was in [the northern city of] Peshawer and the Taliban told women to not even go to the market.”

The Taliban ruled Afghanistan from 1994 to 2001. They severely curtailed women’s rights, barring females from education, employment or traveling outside of their homes without a male relative.

“A few years ago the Taliban government in Afghanistan did not even allow women to be seen outside their houses, and that’s the version of Islam the Taliban promotes,” Chaudhry said.

Located near the Afghanistan border, Swat has been a flash point between the country’s security forces and Islamic militants. The area used to be a thriving tourist haven with hotels and a ski resort but came under complete control of Taliban militants in September 2007.

Government security forces cleared out the Taliban from the valley in recent months, but the area came under their control once again three weeks ago.

With their re-asserted control, the Taliban has forced all Swat residents to live according to their strict lifestyle guidelines, whether Muslim or Christian.

Men have grown beards and adopted Islamic dress. Women are required to wear burqas and sit in the back seat of their own vehicles. Advertisements cannot feature pictures of women.

“The Taliban wants to create a culture of terror, insecurity and they want to impose a self-created system of sharia [Islamic law] inspired by the system in Afghanistan,” said Shabhaz Bhatti, a National Assembly member from the Punjab province and chairman of the All Pakistan Minorities Alliance.

The 70 or so Christian families scattered in the valley occupy the lower class, working as laborers and street sweepers.

Since July 2007, militants and followers of Muslim cleric Maulana Fazlullah have pressured the tiny community of Christians to accept Islamic law.

 

Political Motives

Islamic militants have stepped up attacks across Pakistan in recent weeks. Last Thursday (Oct. 9) a suicide bomber injured eight people in an attack on an Islamabad police station. In September another suicide bomber killed 50 people at the Marriott Hotel.

Motivations for the surge in attacks could be political as well as religious. Pakistani forces have been cracking down on militants in the nation’s tribal areas as the government has resolved to fight domestic terrorism.

The Pakistani military launched a three-week-long air strike operation in Afghanistan in August and killed more than 400 Taliban militants. Pakistan declared a cease-fire in September during Ramadan.

The militant attacks could also be in retaliation to recent U.S. bombings against Taliban targets within Pakistan, a source told Compass.

Inter-Services Intelligence Director Lt. Gen. Ahmed Shuja Pasha told Pakistan’s parliament on Wednesday (Oct. 8) that the Taliban had gained complete control over certain districts of the country. The military has attempted to regain control in a bitter struggle that has claimed the lives of 1,368 troops since 2001, according to the Pakistani Daily Times.

While Christians are worried about their safety, they stress that the Taliban is a threat to all Pakistanis, regardless of religion.

They urged fellow Christians to pray for the surging violence within the country to ebb.

“We ask a special prayer for peace in our country and that the terrorist elements who believe in violence would not succeed in killing innocent people,” Bhatti said. “Pray for Pakistani Christians – may God protect them and give them courage to remain strong in their faith and witness.”
