Captors tried to force mother of seven to convert to Islam.
LAHORE, Pakistan, March 11 (CDN) — A Christian mother of seven here who last August was kidnapped, raped, sold into marriage and threatened with death if she did not convert to Islam was freed this week.
After she refused to convert and accept the marriage, human traffickers had threatened to kill Shaheen Bibi, 40, and throw her body into the Sindh River if her father, Manna Masih, did not pay a ransom of 100,000 rupees (US$1,170) by Saturday (March 5), the released woman told Compass.
Drugged into unconsciousness, Shaheen Bibi said that when she awoke in Sadiqabad, her captors told her she had been sold and given in marriage.
“I asked them who they were,” she said. “They said that they were Muslims, to which I told them that I was a married Christian woman with seven children, so it was impossible for me to marry someone, especially a Muslim.”
Giving her a prayer rug (musalla), her captors – Ahmed Baksh, Muhammad Amin and Jaam Ijaz – tried to force her to convert to Islam and told her to recite a Muslim prayer, she said.
“I took the musalla but prayed to Jesus Christ for help,” she said. “They realized that I should be returned to my family.”
A member of St. Joseph Catholic Church in Lahore, Shaheen Bibi said she was kidnapped in August 2010 after she met a woman named Parveen on a bus on her way to work. She said Parveen learned where she worked and later showed up there in a car with two men identified as Muhammad Zulfiqar and Shah. They offered her a job at double her salary and took her to nearby Thokar Niaz Baig.
There she was given tea with some drug in it, and she began to fall unconscious as the two men raped her, she said. Shaheen Bibi was unconscious when they put her in a vehicle, and they gave her sedation injections whenever she regained her senses, she said.
When she awoke in Sadiqabad, Baksh, Amin and Ijaz informed her that she had been sold into marriage with Baksh. They showed her legal documents in which she was given a Muslim name, Sughran Bibi daughter of Siddiq Ali. After Baksh had twice raped her, she said, his mother interjected that she was a “persistent Christian” and that therefore he should stay away from her.
Shaheen Bibi, separated from an abusive husband who had left her for another woman, said that after Baksh’s mother intervened, her captors stopped hurting her but kept her in chains.
Her father, Masih, asked police to take action, but they did nothing as her captors had taken her to a remote area between the cities of Rahim Yar Khan and Sadiqabad, considered a “no-go” area ruled by dangerous criminals.
Masih then sought legal assistance from the Community Development Initiative (CDI), a human rights affiliate of the European Center for Law & Justice. With the kidnappers giving Saturday (March 5) as a deadline for payment of the ransom, CDI attorneys brought the issue to the notice of high police officials in Lahore and on March 4 obtained urgent legal orders from Model Town Superintendent of Police Haidar Ashraf to recover Shaheen, according to a CDI source.
The order ultimately went to Assistant Sub-Inspector (ASI) Asghar Jutt of the Nashtar police station. Police accompanied by a CDI field officer raided the home of a contact person for the captors in Lahore, Naheed Bibi, the CDI source said, and officers arrested her in Awami Colony, Lahore.
With Naheed Bibi along, CDI Field Officer Haroon Tazeem and Masih accompanied five policemen, including ASI Jutt, on March 5 to Khan Baila, near Rahim Yar Khan – a journey of 370 miles, arriving that evening. Area police were not willing to cooperate and accompany them, telling them that Khan Baila was a “no-go area” they did not enter even during daytime, much less at night.
Jutt told area police that he had orders from high officials to recover Shaheen Bib, and that he and Tazeem would lead the raid, the CDI source said. With Nashtar police also daring them to help, five local policemen decided to go with them for the operation, he said.
At midnight on Sunday (March 6), after some encounters and raids in a jungle area where houses are miles apart, the rescue team managed to get hold of Shaheen Bibi, the CDI source said. The captors handed over Shaheen Bibi on the condition that they would not be the targets of further legal action, the CDI source said.
Sensing that their foray into the danger zone had gone on long enough, Tazeem and Jutt decided to leave but told them that those who had sold Shaheen Bib in Lahore would be brought to justice.
Fatigued and fragile when she arrived in Lahore on Monday (March 7), Shaheen Bibi told CDN through her attorneys that she would pursue legal action against those who sold her fraudulently into slavery and humiliation.
She said that she had been chained to a tree outside a house, where she prayed continually that God would help her out of the seemingly impossible situation. After the kidnappers gave her father the March 5 deadline last week, Shaheen Bibi said, at one point she lifted her eyes in prayer, saw a cross in the sky and was comforted that God’s mighty hand would release her even though her father had no money to pay ransom.
On four previous occasions, she said, her captors had decided to kill her and had changed their mind.
Shaheen Bibi said there were about 10 other women in captivity with her, some whose hands or legs were broken because they had refused to be forcibly given in marriage. Among the women was one from Bangladesh who had abandoned hope of ever returning home as she had reached her 60s in captivity.
Masih told CDN that he had prayed that God would send help, as he had no money to pay the ransom. The day before the deadline for paying the ransom, he said, he had 100 rupees (less than US$2) in his pocket.

Land owner falsely charges young man with illicit sex, calls villagers to beat, burn him.
SARGODHA, Pakistan, October 29 (CDN) — A Muslim land owner in Pakistan this month subjected a 25-year-old Christian to burns and a series of humiliations, including falsely charging him with having sex with his own niece, because the Christian refused to work for him without pay.
Fayaz Masih is in jail with burns on his body after No. 115 Chitraan Wala village head Zafar Iqbal Ghuman and other villagers punished Masih for refusing to work as a slave in his fields, said the Rev. Yaqub Masih, a Pentecostal evangelist. The village is located in Nankana Sahib district, Punjab Province.
Sources said neither Fayaz Masih nor his family had taken any loans from Ghuman, and that they had no obligations to work off any debt for Ghuman as bonded laborers.
Yaqub Masih said the young man’s refusal to work in Ghuman’s fields infuriated the Muslim, who was accustomed to forcing Christians into slavery. He said Ghuman considered Masih’s refusal an act of disobedience by a “choohra,” the pejorative word for Christians in Pakistan.
On Oct. 3 Ghuman and 11 of his men abducted Masih from his home at gun-point and brought him to Ghuman’s farmhouse, according to Yaqub Masih and Yousaf Gill, both of nearby village No. 118 Chour Muslim. Gill is a former councilor of Union Council No. 30, and Yaqub Masih is an ordained pastor waiting for his denomination to assign him a church.
Fayaz Masih’s family members told Yaqub Masih that Ghuman was carrying a pistol, and that the 11 other men were brandishing rifles or carrying clubs, axes and bamboo sticks. They began beating Masih as they carried him away, calling him a choohra, Yaqub Masih said.
Gill said that Ghuman’s farmhands tied Fayaz Masih’s hands and legs and asked him once more if he would work in Ghuman’s fields. When he again refused, Gill said, Ghuman summoned four barbers; three ran away, but he forced one, Muhammad Pervaiz, to shave Masih’s head, eyebrows, half of his mustache and half of his beard.
After they had rubbed charcoal on Masih’s face, Ghuman then announced that Masih had had relations with Masih’s 18-year-old niece, Sumeera, and called for everyone in the village to punish him. He and his men placed Masih on a frail, one-eyed donkey, Yaqub Masih and Gill said, and a mob of Muslim men and children surrounded him – beating tins, dancing and singing door-to-door while shouting anti-Christian slogans, yelling obscenities at him and other Christians, and encouraging villagers to beat him with their shoes and fill his mouth with human waste, Yaqub Masih said.
Some threw kerosene on Masih and alternately set him on fire and extinguished the flames, Gill said. He added that Muslims made a garland of old shoes from a pile of garbage and put it around Masih’s neck.
Yaqub Masih said the abuse became unbearable for the young man, and he collapsed and fell off the donkey.
Police Ignore Court
Masih’s sister, Seema Bibi, told Compass that the accusation that Masih had had sex with her daughter Sumeera was utterly false. She said Ghuman made the allegation only to vent his fury at Masih for refusing to work for him.
Seema Bibi said that Ghuman told her daughter at gun-point to testify against Masih in court on Oct. 4. Sumeera surprised the Muslim land owner, however, saying under oath that Masih was innocent and that Ghuman had tried to force her to testify against her uncle. A judge ruled that Sumeera had not had illicit relations with Masih, and that therefore she was free to go home.
Her mother told Compass, however, that since then Ghuman has been issuing daily death threats to her family.
After Masih collapsed from the abuse, Yaqub Masih and Gill called local police. Police did not arrive until three hours later, at 3:30 p.m., they said, led by Deputy Superintendent of Police Shoiab Ahmed Kamboh and Inspector Muhammad Yaqub.
“They rebuked the Muslim villagers that they could have killed this Christian youth, and they told them to give him a bath at once and change his clothes, in order to reduce the evidence against them,” Gill said.
Family members of Masih said Kamboh and Inspector Yaqub arrested some of the leading figures within the mob, but soon thereafter they received a call to release every Muslim.
“Instead of taking the Muslim men into custody, they detained my brother, and he was taken to the police station,” Seema Bibi said.
On Oct. 4 police sent Masih to District Headquarters Hospital Nankana Sahib for examination, where Dr. Naseer Ahmed directed Dr. Muhammad Shakeel to mention in the medical report how severely Ghuman and his farmhands had beaten him, Gill said. He said the medical report also stated that Masih had sustained burns and that his head, mustache, eyebrows and beard were shaved.
In spite of the court ruling that Masih had not had sex with his niece, police were coerced into registering a false charge of adultery under Article 376 of the Islamic statutes of the Pakistan Penal Code, First Information Report No. 361/10, at the Sangla Hill police station.
At press time Masih remained in Shiekhupura District Jail, said Gill. Gill also has received death threats from Ghuman, he said.
The 11 men who along with Ghuman abducted Masih and brought him to Ghuman’s farmhouse, according to Masih’s family, were Mehdi Hussain Shah and Maqsood Shah, armed with rifles; Muhammad Amin, Rana Saeed, Muhammad Osama and four others unidentified, all of them brandishing clubs; Muhammad Waqas, with an axe; and Ali Raza, bearing a bamboo stick and a club.

But court heavily fines them for dubious conviction of collecting personal data.
ISTANBUL, October 19 (CDN) — After four years of legal battle in a Turkish court, a judge acquitted two Christians of insulting Turkey and its people by spreading Christianity, but not without slapping them with a hefty fine for a spurious charge.
Four years ago this month, Turan Topal, 50, and Hakan Tastan, 41, started a legal battle after gendarmerie officers produced false witnesses to accuse them of spreading their faith and allegedly “insulting Turkishness, the military and Islam.”
At the Silivri court an hour west of Istanbul, Judge Hayrettin Sevim on Thursday (Oct. 14) acquitted the defendants of two charges that they had insulted the Turkish state (Article 301) and that they had insulted its people (Article 216) by spreading Christianity. Sevim cited lack of evidence.
He found them guilty, however, of collecting information on citizens without permission (Article 135) and sentenced them to seven months of imprisonment each. The court ruled that the two men could each pay a 4,500 lira (US$3,170) fine instead of serving time, said their lawyer Haydar Polat.
Tastan expressed mixed feelings about the verdicts.
“For both Turan and I, being found innocent from the accusation that we insulted the Turkish people was the most important thing for us, because we’ve always said we’re proud to be Turks,” Tastan said by telephone. “But it is unjust that they are sentencing us for collecting people’s information.”
At the time of their arrests, Topal and Tastan were volunteers with The Bible Research Center, which has since acquired official association status and is now called The Association for Propagating Knowledge of the Bible. The two men had used contact information that individuals interested in Christianity had volunteered to provide on the association’s website.
Administrators of the association stated openly to local authorities that their goal was to disseminate information about Christianity.
The two men and their lawyer said they will be ready to appeal the unjust decision of the court when they have seen the official statement, which the court should issue within a month. Polat said the appeal process will take over a year.
“Why should we have to continue the legal battle and appeal this?” asked Tastan. “We are not responsible for the information that was collected. So why are they fining us for this? So, we continue our legal adventure.”
Still, he expressed qualified happiness.
“We are free from the charges that we have insulted the Turkish state and the people of Turkey and we’re glad for that, but we are sorry about the court’s sentence,” Tastan said. “We’re happy on one hand, and sorry on the other.”
The court hearing lasted just a few minutes, said Polat.
“The judges came to the court hearing ready with their decision,” Polat said. “Their file was complete, and there was neither other evidence nor witnesses.”
Polat was hesitant to comment on whether the decision to convict the men of collecting private data without permission was because they are Christians. He did underline, however, that the court’s decision to fine the men was unjust, and that they plan to appeal it after the court issues an official written verdict.
“This was the court’s decision,” said Polat, “but we believe this is not fair. This decision is inconsistent with the law.”
Christianity on Trial
The initial charges in 2006 against Tastan and Topal were based on “a warning telephone call to the gendarme” claiming that some Christian missionaries were trying to form illegal groups in local schools and making insults against Turkishness, the military and Islam.
In March 2009 the Turkish Ministry of Justice issued a statement claiming that approval to try the two men’s case under the controversial Article 301came in response to the “original” statement by three young men that Topal and Tastan were conducting missionary activities in an effort to show that Islam was a primitive and fictitious religion that results in terrorism, and to portray Turks as a “cursed people.”
Two of the three witnesses, however, stated in court that they didn’t even know Topal and Tastan. The third witness never appeared in court. Prosecutors were unable to produce any evidence indicating the defendants described Islam in these terms. At the same time, they questioned their right to speak openly about Christianity with others.
Polat and his legal partners had based their defense on the premise that Turkey’s constitution grants all citizens freedom to choose, be educated in and communicate their religion, making missionary activities legal.
“This is the point that really needs to be understood,” Polat told Compass last year. “In Turkey, constitutionally speaking, it is not a crime to be a Christian or to disseminate the Christian faith. However, in reality there have been problems.”
The lawyer and the defendants said that prosecuting lawyers gave political dimensions to the case by rendering baseless accusations in a nationalistic light, claiming that missionary activities were carried out by imperialistic countries intending to harm Turkey.
Tastan and Topal became Christians more than 15 years ago and changed their religious identity from Muslim to Christian on their official ID cards.
Initially accompanied by heavy media hype, the case had been led by ultranationalist attorney Kemal Kerincsiz and a team of six other lawyers. Kerincsiz had filed or inspired dozens of Article 301 court cases against writers and intellectuals he accused of insulting the Turkish nation and Islam.
Because of Kerincsiz’s high-level national profile, the first few hearings drew several hundred young nationalist protestors surrounding the Silivri courthouse, under the eye of dozens of armed police. But the case has attracted almost no press attention since Kerincsiz was jailed in January 2008 as a suspect in the overarching conspiracy trials over Ergenekon, a “deep state” operation to destabilize the government led by a cabal of retired generals, politicians and other key figures. The lawyer is accused of an active role in the alleged Ergenekon plot to discredit and overthrow Turkey’s ruling Justice and Development Party government.
Ergenekon has been implicated in the cases of murdered priest Andreas Santoro, Armenian editor Hrant Dink, and the three Christians in Malatya: Necati Aydin, Ugur Yuksel and Tilmann Geske.
In a separate case, in March of 2009 Tastan and Topal were charged with “illegal collection of funds.” Each paid a fine of 600 Turkish lira (US$360) to a civil court in Istanbul. The verdict could not be appealed in the Turkish legal courts. This ruling referred to the men receiving church offerings without official permission from local authorities.

Four pastors also injured in Karnataka, hub of anti-Christian persecution.
NEW DELHI, October 13 (CDN) — Police in a south Indian state known for turning hostile to minority Christians in recent years have arrested two suspected Hindu nationalists for beating four pastors and striking the wife of one of them in the stomach, killing her unborn child.
The attack took place at a Christian gathering in a private Christian school to celebrate the birth of Mahatma Gandhi on Oct. 2 in Chintamani, in Karnataka state’s Kolar district, reported the Global Council of Indian Christians (GCIC).
About 40 people barged into New Public School during the concluding prayer that morning and began selectively beating the pastors and Kejiya Fernandes, wife of one identified only as Pastor Fernandes. Chintamani police arrived but the attack went on, and when it ended at noon officers took the Christians to the station instead of arresting the attackers.
Denied medical attention, the injured Christians were released at 7:30 p.m. only after Kejiya Fernandes began to bleed profusely, GCIC reported. She and her husband later received hospital treatment, where she lost the baby she had been carrying for four months, according to GCIC.
Pastor Fernandes received an injury to his ear. The three other victims, identified only as pastors Robert, Muthu and Kenny, all ministered in a local independent church.
Of the 12 suspects named in the police complaint, two were arrested the same day, and the rest are absconding, said attorney Jeeva Prakash, who is associated with the Evangelical Fellowship of India’s (EFI) advocacy department.
The police complaint against the 12 includes “causing death of quick unborn child by act amounting to culpable homicide” (Section 316 of the Indian Penal Code), and “intentional insult with intent to provoke breach of the peace” (Section 504). No charges related to defiling a religious place or gathering or creating communal conflict were included.
All the accused are residents of Chintamani city and suspected to be associated with Hindu nationalist groups.
The attack was reportedly carried out to avenge an alleged insult to Hindu gods during the Christian gathering, with the accused also having filed a police complaint, added Prakash, who visited the area and the Christian victims this week.
The complaint against the Christians was for “deliberate and malicious acts intended to outrage religious feelings or any class by insulting its religion or religious beliefs” (Section 295-a), and, strangely, Section 324 for “voluntarily causing hurt by dangerous weapons or means,” among other charges.
The Christians were not arrested, as a court granted them anticipatory bail.
Mohandas Karamchand Gandhi, whose birthday the Christians were celebrating, was friends with Christian missionaries during British rule and taught religious tolerance. The acclaimed Hindu, India’s greatest political and spiritual leader, was killed in 1948 by Nathuram Godse, who was allegedly influenced by the ideology of the Hindu extremist conglomerate Rashtriya Swayamsevak Sangh.
For the last three years, Karnataka has been seen as the hub of Christian persecution in India. Of the more than 152 attacks on Christians in 2009, 86 were reported in Karnataka, according to the EFI.
This year, too, Karnataka is likely to top anti-Christian attacks. According to the GCIC, at least 47 attacks on Christians in the state had been reported as of Sept. 26. Persecution of Christians in Karnataka increased particularly after the August 2008 anti-Christian mayhem in eastern Orissa state, where Maoists killed a Vishwa Hindu Parishad leader but Hindu extremists wrongly blamed it on local Christians.
The attacks in Orissa’s Kandhamal district killed more than 100 people and burned 4,640 houses, 252 churches and 13 educational institutions.
While Hindu nationalists had targeted and were working in Karnataka for close to two decades, the Hindu nationalist Bharatiya Janata Party (BJP) came to sole power in the state for the first time in the history of independent India in May 2008. Prior to that, the BJP ruled in coalition with a local party, the Janata Dal-Secular, for 20 months.
It is believed that the victory of the BJP – and later the violence in Orissa, which was also ruled by a coalition that included the BJP – emboldened Hindu extremists, who now enjoy greater impunity due to the party’s incumbency.
Despite the high incidence of persecution of minorities in Karnataka, BJP leaders deny it, alleging complaint are the result of a political conspiracy of opposition parties.
There are a little more than 1 million Christians in Karnataka, where the total population is more than 52 million, mostly Hindus.
India Briefs: Recent Incidents of Persecution
Karnataka, India, October 13 (Compass Direct News) – Hindu extremists belonging to the Bajrang Dal on Oct. 3 stormed into a Christian worship service, beat those attending and confiscated Bibles in Emarakuntte village, Kolar district. The Global Council of Indian Christians (GCIC) reported that nearly 25 extremists barged into the house of a Christian identified only as Manjunath, where Pastor Daniel Shankar was leading Sunday worship. Verbally abusing those present and falsely accusing them of forcible conversion, the extremists dragged them out and photographed them. Pastor Shankar managed to escape. Police arrived – after the extremists called them – and confiscated the Bibles and a vehicle belonging to the pastor. A GCIC coordinator told Compass that Shankar, accompanied by area pastors, went to the police station the next day, and officers made him give a written statement that he would stop Christian activities in the village. Only then were the Bibles and vehicle returned. No worship was held on Sunday (Oct. 10).
Karnataka – Police on Sept. 5 detained a pastor after Hindu nationalist extremists registered a false complaint of forcible conversion in Doni village, Gadag district. The Global Council of Indian Christians (GCIC) reported that at 8:30 p.m. nearly 100 extremists belonging to the Hindu extremist Rashtriya Swayamsevak Sangh stormed the worship of an Indian Pentecostal Church at the home of a Christian identified only as Nagaraj. A GCIC coordinator told Compass that the extremists repeatedly slapped Pastor Mallikarjuna Sangalad, dragged him outside and tore his shirt. They also tore up a few Bibles of those in the congregation. The extremists called Mundargi police, who arrived at the spot and took Pastor Sangalad to the police station as the slogan-shouting extremists followed. Police questioned the pastor for over two hours and warned him against leading services. With GCIC intervention Sangalad was released at around 11 p.m. without being charged, but he was forced to sign a statement that he would not conduct services at Nagaraj’s home.
Karnataka – Police on Sept. 3 stopped worship and falsely accused a pastor of forcible conversion, threatening to jail Christians if they continued religious activities in Ganeshgudi village. A Global Council of Indian Christians coordinator told Compass that Ramnagar police Sub-Inspector Babu Madhar, acting on an anonymous accusation of forcible conversion, disrupted worship and threatened Calvary Fellowship Prayer Centre Pastor P.R. Jose as nearly 40 congregants of the house church looked on. The sub-inspector warned the Christians against worshipping there and told Pastor Jose to shut down the church or be arrested. On Sept. 4, however, Madhar returned to the house and informed Pastor Jose that they could continue worship services.

Mistaking compass she drew for a cross, parents of students threatened to expel her.
NEW DELHI, October 5 (CDN) — Authorities in the Maldives last week had to transport a Christian teacher from India off one of the Islamic nation’s islands after Muslim parents of her students threatened to expel her for “preaching Christianity.”
On Wednesday night (Sept. 29) a group of angry Muslim parents stormed the government school on the island of Foakaindhoo, in Shaviyani Atoll, accusing Geethamma George of drawing a cross in her class, a source at Foakaindhoo School told Compass.
“There were only 10 teachers to defend Geethamma George when a huge crowd gathered outside the school,” the source said by telephone. “Numerous local residents of the island also joined the parents’ protest.”
The school administration promptly sought the help of officials from the education ministry.
“Fearing that the teacher would be physically attacked, the officials took her out of the island right away,” the source said. “She will never be able to come back to the island, and nor is she willing to do so. She will be given a job in another island.”
A few days earlier, George, a social studies teacher, had drawn a compass to teach directions to Class VI students. But the students, who knew little English, mistook the drawing to be a cross and thought she was trying to preach Christianity, the source said. The students complained to their parents, who in turn issued a warning to the school.
Administrators at the school set up a committee to investigate the allegation and called for a meeting with parents on Thursday (Sept. 30) to present their findings. The committee found that George had drawn a compass as part of a geography lesson.
“However, the parents arrived the previous night to settle the matter outside the school,” said the source.
According to local newspaper Haveeru, authorities transferred George to the nearby island of Funadhoo “after the parents threatened to tie and drag her off of the island.”
The teacher, who worked at the school for three years, is originally from the south Indian coastal state of Kerala. Many Christians from Kerala and neighboring Tamil Nadu state in India are working as teachers and doctors in the Maldives.
Preaching or practicing a non-Muslim faith is forbidden under Maldivian law, which does not recognize any faith other than Islam. The more than 300,000 citizens of the Maldives are all Sunni Muslims.
A string of 1,190 islands in the Indian Ocean off Sri Lanka in South Asia, the Maldives is the only country after Saudi Arabia that claims to have a 100 percent Muslim population. As per its constitution, only a Muslim can be a citizen of the country. Importing any literature that contradicts Islam is against the law.
Many of the more than 70,000 expatriate workers in the Maldives are Christian, but they are allowed to practice their faith only inside their respective homes. They cannot even get together for prayer or worship in each other’s houses – doing so has resulted in the arrest and deportation of expatriates in the past.
The Maldives was ruled by an authoritarian, conservative Muslim president, Maumoon Abdul Gayoom, for 30 years. The nation became a multi-party democracy in 2008 with Mohamed Nasheed – from the largely liberal Maldivian Democratic Party (MDP) – as the new president.
Gayoom’s right-wing party, the Dhivehi Rayyithunge Party (DRP), however, managed to win a simple majority in the People’s Majlis – as the parliament is known in the Maldives – in the 2009 parliamentary election. The Maldives follows the presidential system.
The DRP-led opposition often criticizes Nasheed’s government, accusing it of being liberal in cultural and religious matters, which DRP leaders claim will have a bearing on the country’s sovereignty and identity.
A key ally of the MDP, the Adhaalath Party, also holds conservative views on religion and culture.
Many in Maldivian society, along with religious and political leaders, believe religious freedom is not healthy for the nation’s survival, although the Maldives does not perceive any threat from nearby countries.

Christian’s sentence for ‘proselytism,’ burning poles called excessive.
ISTANBUL, September 17 (CDN) — Nearly five years into the prison sentence of the only Christian in Morocco serving time for his faith, Moroccan Christians and advocates question the harsh measures of the Muslim state toward a man who dared speak openly about Jesus.
By the end of December Jamaa Ait Bakrim, 46, will have been in prison for five years at Morocco’s largest prison, Prison Centrale, in Kenitra. An outspoken Christian convert, Bakrim was sentenced to 15 years prison for “proselytizing” and destroying “the goods of others” in 2005 after burning two defunct utility poles located in front of his private business in a small town in south Morocco.
Advocates and Moroccan Christians said, however, that the severity of his sentence in relation to his misdemeanor shows that authorities were determined to put him behind bars because he persistently spoke about his faith.
“He became a Christian and didn’t keep it to himself,” said a Moroccan Christian and host for Al Hayat Television who goes only by his first name, Rachid, for security reasons. “He shared it with people around him. In Morocco, and this happened to me personally, if you become a Christian you may be persecuted by your family. If you keep it to yourself, no one will bother you. If you share it with anyone else and start speaking about it, that’s another story.”
Rachid fled Morocco in 2005 due to mounting pressure on him and his family. He is a wanted man in his country, but he said it is time for people to start speaking up on behalf of Bakrim, whom he said has “zeal” for his faith and speaks openly about it even in prison.
“Our Moroccan brothers and sisters suffer, and we just assume things will be OK and will somehow change later by themselves,” said Rachid. “They will never change if we don’t bring it to international attention.”
Authorities in Agadir tried Bakrim for “destruction of the goods of others,” which is punishable with up to 20 years in prison, and for proselytism under Article 220, which is punishable with six months to three years in prison.
“Jamaa is a manifestation of a very inconvenient truth for Moroccan authorities: there are Moroccan converts to Christianity,” said Logan Maurer, a regional director at U.S.-based advocacy group International Christian Concern (ICC). “The government wants to ignore this, suppress it, and when – as in Jamaa’s case – the problem won’t go away, they do whatever they can to silence it.”
Proselytism in Morocco is generally defined as using means of seduction or exploiting weakness to undermine the faith of Muslims or to convert them to another religion.
Recently Morocco has used the law to punish any proclamation of non-Muslim faith, contradicting its pledge to allow freedom to manifest one’s faith under the International Covenant on Civil and Political Rights, to which it is a signatory. Article 18 of the covenant affirms the right to manifest one’s faith in worship, observance, practice or teaching.
The covenant also states, however, that “freedom to manifest one’s religion or beliefs may be subject only to such limitations as are prescribed by law and are necessary to protect public safety, order, health, or morals or the fundamental rights and freedoms of others.”
There are an estimated 1,000 Moroccan Christian converts in the country. They are not recognized by the government. About 99 percent of Morocco’s population of more than 33 million is Muslim.
Between March and June authorities expelled 128 foreign Christians in an effort to purge the country of any foreign Christian influences. In April nearly 7,000 Muslim religious leaders backed the deportations by signing a document describing the work of Christians within Morocco as “moral rape” and “religious terrorism.” The statement from the religious leaders came amid a nationwide mudslinging campaign geared to vilify Christians in Morocco for “proselytism” – widely perceived as bribing people to change their faith.
In the same time period, Moroccan authorities applied pressure on Moroccan converts to Christianity through interrogations, searches and arrests. Christians on the ground said that, although these have not continued, there is still a general sense that the government is increasingly intolerant of Christian activities.
“They are feeling very bad,” said Rachid. “I spoke to several of them, and they say things are getting worse…They don’t feel safe. They are under a lot of disappointment, and [they are] depressed because the government is putting all kinds of pressure on them.”
From Europe to Prison
Bakrim, a Berber from southern Morocco, studied political science and law in Rabat. After completing his studies he traveled to Europe, where he became a Christian. Realizing that it would be difficult to live out his new-found faith in Morocco, in 1993 he applied for political asylum in the Netherlands, but immigration authorities refused him and expelled him when his visa expired.
In 1995 Bakrim was prosecuted for “proselytizing,” and spent seven months in jail in the city of Goulemine. In April 1996 he was transferred to a mental hospital in Inezgane, where authorities ordered he undergo medical treatments. He was released in June. The psychiatric treatment caused side-effects in his behavior and made it difficult for him to control his hands and legs for a period of time, sources told Compass.
Two years later authorities put him in jail again for a year because he publicly displayed a cross, according to an article by Moroccan weekly Le Journal Hebdo published in January 2005.
“He has a zeal about his religion,” said Rachid. “He never denied his faith through all these things, and he even preached the gospel in prison and the psychiatric place where they held him … They tried to shut him [up], and they couldn’t.”
In 2001 Bakrim again attracted attention by painting crosses and writing Bible verses in public view at his place of business, which also served as his home, according to the French-language weekly. Between 2001 and 2005 he reportedly wrote to the municipality of Massa, asking officials to remove two wooden utility posts that were no longer in use, as they were blocking his business. When authorities didn’t respond, Bakrim burned them.
During his defense at the Agadir court in southern Morocco, Bakrim did not deny his Christian faith and refuted accusations that he had approached his neighbors in an attempt to “undermine their Muslim faith.”
The judge ruled that “the fact that Jamaa denies accusations of proselytism is inconsistent with his previous confession in his opening statement when he proclaimed he was the son of Christ, and that he wished that Moroccans would become Christians,” according to Le Journal Hebdo.
Bakrim did not appeal the court sentence. Though there have been other cases of Christians imprisoned for their faith, none of their sentences has been as long as Bakrim’s.
“They will just leave him in the prison so he dies spiritually and psychologically,” said Rachid. “Fifteen years is too much for anything they say he did, and Jamaa knows that. The authorities know he’s innocent. So probably they gave him this sentence so they can shut him [up] forever.”
Rachid asked that Christians around the world continue to lobby and pray that their Moroccan brothers and sisters stand firm and gain their freedoms.
“The biggest need is to stand with the Moroccan church and do whatever it takes to ask for their freedom of religion,” said Rachid.

Court revokes decree prohibiting Christian activities of HKBP Filadelfia.
JAKARTA, Indonesia, September 15 (CDN) — A court in West Java Province has revoked a local decree that forbade Christian activities of a church in Bekasi and has ordered officials to allow the Christians to establish a place of worship.
After months of conflict and legal battles, the State Administrative Court in Bandung on Sept. 3 revoked the Dec. 31, 2009 decree prohibiting Christian activities of Batak Christian Protestant Filadelfia Church (Huria Kristen Batak Protestant, or HKBP Filadelfia) in Jejalan village, Bekasi. The church had argued that the decree, along with the closure of their worship building on Jan. 12, resulted from pressure by Islamist groups that did not represent the wishes of the area residents.
The Rev. Palti Panjaitan of HKBP Filadelfia said he was happy that the church at last had found fair authorities who based their decisions on the rule of law, “unlike the regent of Bekasi, who often has been unjust in making a decision by tending to side with a small group of people.”
Since 2008 HKBP Filadelfia has sought permission for a place of worship from Bekasi Regent H. Sa’duddin, who declined to grant it under pressure from a small group of Islamists called the Forum Islamic Ummah Jejalen Raya Bekasi, according to church leaders. The group succeeded in pressuring the Bekasi district to seal the church’s temporary worship place on Jan. 12.
As a result, the church had been holding services on a strip of roadside land in front of the temporary site, using umbrellas to protect them from the intense heat of the sun and from sudden rainstorms.
The judges, identified only as Setiobudi, Irna, and Susilowati, ruled that the regent of Bekasi should issue a permit for the church to establish a place of worship.
“This point is important because if the regent of Bekasi does what the judge said, then we will build our church and no longer serve in the hot sun and the rains that sometimes come unexpectedly,” Pastor Panjaitan said.
He said the church will give notice to the area residents, government officials and security forces to accept the decision of the administrative court.
The regent was given 14 days to appeal, and a member of the church legal team, Parasian Hutasoit, said that the regent has no legal grounds to reject the judges’ decision.
“The decree of the regent of Bekasi is contrary to the constitution of 1945, which is the constitutional foundation of the Republic of Indonesia,” Hutasoit said. “The decree had violated Article 28 of the constitution, which guarantees freedom of religion. Also, it was contrary to Article 29, which guarantees freedom of worship and Law No. 39, 1999, concerning human rights.”
HKBP Filadelfia is now able to worship in the building that was sealed by the regent in January, he said.
Regent Sa’duddin had ruled that the church needed to find a new place to construct its prospective permanent church building because local residents had rejected it – even though the church had secured approval from local residents when it submitted its application for a permit in 2008.
The local government never acted on the application, and Islamist organizations organized protests to pressure government officials to deny approval. The church on March 30 filed suit against Sa’duddin for unilaterally closing their building under construction.
Hutasoit said church leaders would try to approach the regent to discuss the matter further.
“We need not hurry to do that, because all that happens is God’s plan,” he said.
If efforts prove unsuccessful, then the church leaders will proceed to enforce the judges’ ruling through legal means, he said.

Court rejects appeal of 15-year sentence for Alimjan Yimit.
DUBLIN, April 29 (CDN) — Authorities in Xinjiang Province recently moved Uyghur Christian Alimjan Yimit from a prison in Kashgar to a prison in the provincial capital Urumqi and allowed the first visit from family members since his arrest in January 2008, sources told Compass.
Alimjan (Alimujiang Yimiti in Chinese) was noticeably thinner but in good spirits, the family told friends after their brief visit to him in Xinjiang No. 3 prison on April 20, one source told Compass. They were allowed only 15 minutes to speak with Alimjan via telephone through a glass barrier, the source said.
But Alimjan’s lawyers, Li Baiguang and Liu Peifu, were prohibited from meeting with him, despite gaining permission from the Xinjiang Bureau of Prison Management, the China Aid Association (CAA) reported on Saturday (April 24).
Officials have now granted Alimjan’s wife Gulnur (Chinese spelling Gulinuer) and other close family members permission to visit him once a month.
Alimjan and Gulnur pastored a Uyghur ethnic house church in Xinjiang prior to his arrest in January 2008.
Attorney Li told Radio Free Asia earlier this month that while the initial charges against Alimjan were both “instigating separatism” and “leaking state secrets” to foreign organizations, his actual offense was talking to visiting Christians from the United States.
The Kashgar Intermediate Court found Alimjan guilty of “leaking state secrets” on Oct. 27, 2009 and gave him a 15-year sentence. His lawyers appealed the sentence, but the People’s High Court of Xinjiang upheld the original verdict on March 16.
“This decision is illegal and void because it never succeeded in showing how Alimjan supplied state secrets to people overseas,” Li said, according to Radio Free Asia.
“Religion lies at the heart of this case,” fellow legal advocate Li Dunyong, who was effectively disbarred at the end of May 2008 when Chinese authorities turned down an annual application to renew his law license, told Radio Free Asia.
Zhang Kai, another Beijing lawyer who had defended Alimjan, suffered the same fate. (See “China Refuses to Renew Licenses for Human Rights Lawyers,” June 11, 2009.)
Alimjan’s legal team now plans to appeal to the Beijing Supreme Court, according to CAA.
Officials initially interrogated Alimjan during his employment by two foreign-owned companies and forbade him to discuss the questioning with anyone. In September 2007 they closed the business he then worked for and accused him of using it as a cover for “preaching Christianity” among the Uyghurs.
Kashgar police then detained Alimjan on Jan. 11, 2008 on charges of endangering state security before formally re-arresting him on Feb. 20, 2008 for allegedly “inciting secession” and “leaking state secrets.”
He was then held for more than a year at the Kashgar Municipal Detention Center without facing trial.
After an initial closed hearing in the Kashgar Intermediate Court on May 27, 2008, court officials returned Alimjan’s case to state prosecutors citing lack of evidence. During a second secret hearing in July 2008 the charge of “inciting secession” was dropped. After further investigation the case was returned to court officials for consideration in mid-October 2008.
On Mar. 30, 2009, just one week after a rare prison visit from his lawyer, prison officials transferred Alimjan to a hospital in Kashgar. Alimjan called out to onlookers, “I’m sick. Tell my lawyer to come quickly to see me,” according to a CAA report. Compass sources confirmed that Alimjan had been beaten in prison. (See “Detained Uyghur Christian Taken to Hospital,” April 16, 2009.)
Last October, authorities finally sentenced Alimjan to 15 years in prison for “leaking state secrets” to foreign organizations.
“It is the maximum penalty for this charge … which requires Alimjan’s actions to be defined as having caused irreparable, grave national damage,” Li Dunyong said in a CAA press statement announcing the verdict.
The United Nations Working Group on Arbitrary Detention has ruled the arrest and detention of Alimjan to be arbitrary and in violation of international law, according to CAA.

With construction permit in limbo, government also denies congregation’s temporary site.
JAKARTA, Indonesia, April 20 (CDN) — A local government official in Bekasi, West Java last week forbid all worship of the Filadelfia Huria Kristen Batak Protestan Church (HKBP) in Jejalan village.
Regent Sa’duddin on April 12 ordered a halt to all activities of the church, including worship services that have been held on a strip of roadside land since the government on Jan. 12 summarily sealed the church’s building, which was under construction.
Announcing the order at a meeting of government officials with the Rev. Palti Panjaitan, Vice-Regent Darip Mulyana said the reason for the closure of the church’s makeshift site was that worship interfered with “community activities,” though the site is on a nearly deserted roadside bordering vacant fields.
The regent also suggested that the church join with another HKBP congregation in the Graha Prima housing development, far from the Filadelfia church’s site. Pastor Panjaitan said the church objects to this suggestion as it would be impractical, creating time and transportation difficulties.
Mulyana said that Sa’duddin had ruled that the church needs to find a new place to construct its prospective permanent church building because local residents had rejected it – even though the church had secured approval from local residents when it submitted its application for a permit in 2008. The church’s Tigor Tampubolon said the church would never have been forced to meet by the roadside if the government hadn’t sealed its building under construction without due process.
“We have been waiting for the government to grant us a temporary permit so that we can hold services, instead of forbidding them,” Tampubolon said. “It’s difficult for the 500 or so members to hold church beside the road, and it would be even more difficult if the location was moved, because most of the people live near the church.”
Tampubolon said the church had purchased 1,088 square meters of land, had obtained signatures of 60 people living near the church as well as letters of agreement from the Jejalan village head and leaders, and had submitted all necessary documents to the government in 2008.
The Bekasi Regency never took any action on the application, saying the permit needed to be discussed and approved by the Bekasi Interfaith Harmony Forum.
In December the church held a Christmas service in a temporary structure on the lot.
“We held our Christmas service there because we had village level permission and were waiting on permanent permission from the regency,” Tampubolon said.
The Christmas service drew a large mob of protestors claiming to act on behalf of the local citizens. The mob demanded that services end and that no Christian worship take place in the area.
The regent then recommended that the church hold services in Jejalan village hall, but when the congregation tried to do so on Jan. 3, another demonstration harried them. Since then the church has held worship services on the roadside.
The Filadelfia congregation has been active since 2000, with services initially held in the pastor’s home. In 2006, a mob of 300 people swarmed the pastor’s home during a Sunday morning service. Claiming to be neighbors, they pressured the pastor to sign a document promising not to hold religious meetings at his home.
