To get the ‘good debt’ tick, infrastructure needs to be fit for the future

We are now in the Anthropocene – a new geological age defined by the global scale of humanity’s impact on the Earth – which places new requirements on our infrastructures. We need to move beyond the AAA ratings mindset, and instead aim for net-positive outcomes in social, economic and ecological terms from the outset.

Infrastructure (such as transport, water, energy, communications) underpins our ability to live in cities and our quality of life. And most infrastructure is very, very long-lived. Therefore, our infrastructure investment decisions matter enormously, especially for tomorrow.

More than half of the world’s people live in cities, and have just one planet’s worth of material resources to share around. This means we must define a new set of expectations and performance criteria for infrastructure.

Rather than settling for doing less bad, such as less environmental destruction or social disruption, we must aim from the outset to do more good. This net-positive approach requires us to restore, regenerate and increase social, cultural, natural and economic capital.

What sort of change is needed?

Examples of this kind of thinking are, as yet, rare or small.

Bishan Park on the Kallang River in Singapore gets close. Formerly a channelled stormwater drain, this collaboration between the national parks and public utility agencies has recreated significant habitat while providing flood protection and an exceptional recreational space. All this has been done in an extremely dense city.

Singapore’s Bishan Park is an example of a new approach to urban infrastructure.

Looking further into the future, in transport, a net-positive motorway might prioritise active transport and make public transport central by design. It might send price signals based on the number of passengers, vehicle type (such as autonomous) and vehicle ownership (shared, for instance).

Net-positive thinking aligns with a groundbreaking speech by Geoff Summerhayes, executive board member of Australia’s Prudential Regulation Authority (APRA), earlier this year. He identified climate change risk as a core fiduciary concern, and therefore central to directors’ duties.

This shift raises significant questions for the financial and operational validity of major infrastructure projects.

For example, in assessing the WestConnex motorway project, Infrastructure Australia queried why a broader set of (potentially less energy-intensive) transport options was not considered. Similar questions arise for the Northern Australia Infrastructure Fund’s support for Adani’s giant Carmichael coal mine and associated water and transport infrastructure.

A core part of the switch to net-positive infrastructure is the realisation that resilience and robustness are different things. Historically, robustness has been central to infrastructure planning. However, robustness relies on assuming that the future is more or less predictable. In the Anthropocene, that assumption no longer holds.

How do we build in resilience?

So, the best we can do is set ourselves up for a resilient future. This is one where our infrastructure is at its core flexible and adaptable.

This could include, for example, phasing infrastructure investment and development over time. Current analysis is biased toward building big projects because we assume our projected demand is correct. Therefore, we expect to reduce the overall cost by building the big project now.

However, in a more uncertain future, investing incrementally reduces risk and builds resilience, while spreading the cost and impact over time. This approach allows us to monitor and amend our planning as appropriate. It has been shown to save water utilities in Melbourne as much as A$2 billion.

Maybe the fact that we can be criticised for not having enough capacity ready in time has influenced our decision-making. We should really be challenged over investing too much, too soon, thereby eliminating the opportunity to adapt our thinking.

Or maybe we are so concerned about the need to build certainty into our planning that we are missing the opportunity to build learning through feedback loops into our strategies.

Surely there is a balance to be struck between providing enough certainty for investment without pretending we know with absolute certainty what we need to invest for the next 30 years.

We need long-term plans alongside learning and adaptation to respond to the imminent challenges facing infrastructure everywhere. These include:

  • major unregulated growth in interdependencies between infrastructures;

  • lack of systems thinking in planning and design;

  • radical shifts in the structure of cities and how we live and work;

  • increasingly fragmented provision;

  • no central governance of infrastructure as a system; and

  • much existing infrastructure approaching or past its end of life.

Regulatory reform is part of what’s required to enable public and private investment in better outcomes. Here too we need to learn our way forward.

Sydney’s emerging, world-leading market in recycled water is an example of a successful niche development that delivers more liveable and productive pockets in our cities through innovative integrated infrastructure.

Ultimately, doing infrastructure differently will also require investment in research on infrastructure. The UK is investing £280 million in this through the Collaboratium for Research on Infrastructure and Cities. But in Australia’s recent draft roadmap for major research investment, infrastructure is largely absent. We overlook infrastructure research at our peril.

Algerian Christians Acquitted of Eating during Ramadan


Judge throws out case against men arrested during Islamic fasting period.

ISTANBUL, October 5 (CDN) — An Algerian court today acquitted two Christian men of eating during Ramadan in spite of a prosecutor’s demand that they be punished for “insulting Islam.”

Authorities on Aug. 12 arrested Salem Fellak and Hocine Hocini for eating lunch on a private construction site where they were working. Ramadan, Islam’s month of fasting during daylight hours, started this year on Aug. 11.

The incident took place in Ain El-Hammam, a town in the province of Tizi Ouzou about 150 kilometers (93 miles) east of the Algerian capital. Tizi Ouzou is part of Kabylie, an area of Algeria where the country’s Protestant church has grown with relative freedom in recent years.

Officers at a nearby police station saw the two men eating and confronted them for not fasting. When police realized the two men were Christians, they accused them of insulting Islam, according to local French-language press reports.

“I do not apologize for anything, and I regret nothing,” Fellak said before the verdict, according to Dernieres Nouvelles d’Algerie. “I have the right to not fast. I am a Christian, and until found guilty, the Algerian constitution guarantees respect for individual freedoms.”

The Algerian Constitution gives the right to all citizens to practice their faith, although it declares Islam the state religion and prohibits institutions from behavior incompatible with Islamic morality. Proposing other faiths to Muslims is also forbidden.

After police arrested Hocini and Fellak, authorities interrogated them for two hours and “admonished” them, according to a French-language news site. Authorities took them to court, where a state prosecutor questioned them. When the men explained to her that they were Christians, she said that Algeria was a Muslim country with no room for Christians and that they should leave the country, according to a local news site.

Today the judge at the court in Ain El Hamman, however, dismissed the case since “no article [of law] provided for a legal pursuit” against the two Christians, according to the BBC.

A small group of Christians standing on the steps of the courthouse reportedly shouted “Hallelujah!” when they heard the outcome of the case. After the verdict, Fellak said he was happy and that he had done nothing wrong, according to Reuters.

Local media also reported cases of Muslim Algerians arrested for eating during Ramadan.

 

Worshipping without Permit

The charges against the two Christians and a case of four Christians on trial for worshipping without a permit in Tizi Ouzou Province have some wondering what has caused authorities to turn their attention to this small community.

This Sunday (Oct. 10), the four men will appear in court for holding Christian meetings at a residence without permission. One of the men, Mahmoud Yahou, has told a local newspaper, “This story concerns all Christians in our country. We are a community intimidated around the country.”

Yahou cited other recent cases of persecution, including that of Habiba Kouider, who in 2008 was tried for practicing Christianity “without a license.” Her case is still pending. Another Christian, Rachid Muhammad Essaghir, has three court cases against him, all in appeals process since 2008.

In most cases, Christians have been charged under a presidential decree from February 2006 that restricts religious worship to government approved buildings. The decree, known as Ordinance 06-03, also outlaws any attempt to convert Muslims to another faith.

“This law of 2006 is contradictory to the constitution,” said a regional researcher who requested anonymity. “It creates a gray zone in which the government and police have room to act against the church. This law gives permission to the government to condemn believers for their faith or illegal worship even if the constitution guarantees religious freedom.”

Also in Tizi Ouzou city, church leaders who were expanding their building to fit their growing congregation received a letter in August from the governor of the province ordering them to stop all construction and demolish the extension.

Algerian Christians and observers say that the two court cases, along with the order to the Tizi Ouzou church to cease expansion of their building, are unusual because they happened in such a short span of time and because the region is regarded as more tolerant of Christianity.

“Perhaps a new wave of persecution is coming,” said the regional researcher. “It’s difficult to know, but in a few weeks we encountered a few problems.”

An Algerian church leader told Compass the government is finding more subtle ways to pressure Christians.

“I think they don’t want to do anything openly,” said the leader, who requested anonymity. “So they are using opportunities they can find, like not giving authorization to build the church in Tizi Ouzou, [and the men] not fasting during Ramadan.”

Pew Research Center: Many Americans mix multiple faiths


The religious beliefs and practices of Americans do not fit neatly into conventional categories. A new poll by the Pew Research Center’s Forum on Religion & Public Life finds that large numbers of Americans engage in multiple religious practices, mixing elements of diverse traditions, reports Pew Research Center.

Many say they attend worship services of more than one faith or denomination — even when they are not traveling or going to special events like weddings and funerals. Many also blend Christianity with Eastern or New Age beliefs such as reincarnation, astrology and the presence of spiritual energy in physical objects. And sizeable minorities of all major U.S. religious groups say they have experienced supernatural phenomena, such as being in touch with the dead or with ghosts.

One-third of Americans (35%) say they regularly (9%) or occasionally (26%) attend religious services at more than one place, and most of these (24% of the public overall) indicate that they sometimes attend religious services of a faith different from their own. Aside from when they are traveling and special events like weddings and funerals, three-in-ten Protestants attend services outside their own denomination, and one-fifth of Catholics say they sometimes attend non-Catholic services.

Victims of Bomb Blast in Israel Recovering as Suspect Indicted


Messianic Jews hope for punishment from courts, mercy from God, for confessed killer.

ISTANBUL, November 13 (CDN) — One morning during the week of March 10, 2008 in Ariel, Israel, David Ortiz opened his Bible randomly, read the words on the pages that opened before him and was filled with dread.

“I opened the book to Jeremiah, and a verse jumped out, “Ortiz said, referring to Jeremiah 9:21: “Death has climbed in through our windows and has entered our fortresses; it has cut off the children from the streets and the young men from the public squares.”

“I was afraid,” he said. “It was given to me like a promise, but of a different kind.”

For weeks, Ortiz had felt a premonition that something horrible was going to happen to him or his family. Six months prior, while in Norway, Ortiz watched a violent storm rip over the countryside. The wind tore out trees and threw them across a field. But still, through it all, some trees survived. Ortiz felt God was using the storm to speak to him.

“The ones that are rooted are the ones that remain,” he said.

On March 20, 2008, Ortiz’s fears came to pass. When his 15-year-old son lifted the lid of a Purim basket, left anonymously as a gift at their Ariel apartment, a bomb inside the basket exploded.

The bomb was devastating. It damaged the Ortiz family apartment and destroyed much of what they owned. When young Ami Ortiz was taken to the hospital, he was blind, covered with blood and burns and full of needles and screws contained in the bomb. The doctors told his mother, Leah Ortiz, that Ami was “Anush.”

“Literally, in Hebrew it means the spirit is leaving the body,” she said.

Now, 20 months later, Ami is 16, back in school and playing basketball. And yesterday the man that police say committed the crime was indicted for attempted murder.

Other than what has been released in court proceedings, little is known about Jack Teitel, the man accused of bombing the Ortiz family. One thing is certain – he believes he was acting in accordance with the will of God. Walking into court, the 37-year-old, U.S.-born West Bank settler shouted that God was proud of him.

“It was a pleasure and honor to serve my God,” Teitel reportedly said. “God is proud of what I have done. I have no regrets.”

Police said that Teitel is an ultra-Orthodox Jewish nationalist who picked out his targets based on his nationalist philosophy. Along with the Ortiz case, police said Teitel is responsible for the June 1997 shooting death of Samir Bablisi, a Palestinian taxi driver who was found in his cab with a single bullet wound to his head. Two months later, police said, Teitel shot Isa Jabarin, a Palestinian shepherd who was giving Teitel driving directions to Jerusalem.

Police also said that Teitel attempted to burn down a monastery and unsuccessfully planted several bombs. He is also accused of the September 2008 bombing of Zeev Sternhell of Hebrew University in Jerusalem. The bombing left the emeritus history professor slightly wounded.

Teitel has told police he was trying to kill David Ortiz, pastor of a church of Messianic Jews called Congregation of Ariel, not injure his son.

In all, Teitel has been indicted for two cases of pre-meditated murder, three cases of attempted murder, carrying a weapon, manufacturing a weapon, possession of illegal weapons and incitement to commit violence.

Adi Keidar, Teitel’s attorney, reportedly said his client is “mentally unstable.” He cited Teitel’s alleged confession to acts he did not commit. After a psychiatric evaluation by the state, Teitel was deemed fit to stand trial. Keidar is representing Teitel or behalf of the Honenu organization, a nationalistic law firm endorsed by Mordechai Eliyahu, a rabbi known for his far-right Orthodox views.

Honenu is known for defending, among others, Ami Popper. Popper was convicted in 1990 for shooting seven Palestinian workers who were waiting for a ride at a day labor pick-up site. Popper’s attack, like all others cited in Honenu’s website, was said to come “in response” to Palestinian aggression. Despite numerous attempts to contact Keidar, he could not be reached for comment.

David Ortiz said he is not surprised by Teitel’s claim that God is proud of him. Ortiz cited biblical verses where the early Christians were warned that one day people would kill them and think that they were doing the will of God. Teitel, Ortiz said, saw him as an enemy of the nation of Israel.

“He saw me and the professor as false prophets,” Ortiz said.

Police have brought no evidence linking Teitel to any other co-conspirator. But Leah Ortiz said she thinks Teitel worked with others. Teitel’s neighbor, Yosef Espinoza, was brought in for questioning and later released. Teitel does not speak Hebrew, but when he was arrested he was distributing handouts written in Hebrew criticizing homosexuals in Israel.

When his apartment was raided, police found a cache of illegal weapons he has been indicted for owning. Ortiz also said that a recording tape from a closed-circuit television camera taken on the day of the bombing shows Teitel was driven to the Ortiz apartment by another person.

Regardless, Leah Ortiz scoffs at the claim that Teitel was politically motivated. Instead, she said, he used politics and religion as a foil to justify murder.

“He is a serial killer,” she said.

In spite of all the pain that the Ortiz family has gone through, Leah Ortiz said she has seen much good come from the tragedy, including miraculous healings. She said that the bombing has helped soften the opinion of people in Israel toward Jews who believe that Jesus is the Messiah promised by the Jewish prophets.

“It has made them face the facts of how they see Jesus,” she said.

Howard Bass, a leader of a Messianic congregation in Beer Sheva, Israel, said he isn’t so sure.

“It’s not that simple,” he said, adding that such attacks may help tolerant people to eschew violence, but that others will actually be encouraged by the bombings. “It makes people aware of how far they [people set against the Messianic Jews] will be willing to go and abhor them. It’s bringing things to light and forcing people to make a decision: What is good and what is evil?”

Hostile Environment

Bass himself was a victim of at least one attack by anti-missionary, Orthodox extremists. On Dec. 24, 2005, several hundred Orthodox Jews mobbed an outdoor service held by Bass. The mob destroyed church equipment, terrorized congregants and threw Bass into a baptismal pool.

Bass has since sued Yad L’Achim, an Orthodox, anti-missionary organization he said is responsible for inciting the attack. A court decision in the case is due later this month.

On its website, Yad L’Achim asserts that missionaries are “devious” and are trying to “destroy the Jewish people.” The organization makes no distinction in its website between missionaries and Messianic Jews. The site also goes as far as to accuse Messianic Jews of “playing the victim to the hilt” in reference to the Ortiz bombing.

Despite numerous attempts to reach members of Yad L’Achim, no one was made available for comment.

According to the International Religious Freedom Report 2009 issued by the U.S. Department of State, there are 10,000 Messianic Jews in Israel. The report documents several cases of violence against Messianic Jews, including one case on May 15 in which “Ultra-Orthodox residents of the Tel Aviv suburb of Rehovot attacked and beat a group of Messianic Jews who were handing out New Testament pamphlets on the street.”

Additionally, Bass cites a book published this week in Israel entitled, “The King’s Torah.” Bass said the book encourages the killing of gentiles and anyone else deemed to be a threat to Israel.

“We’re seeing a spirit rising,” Bass said, “where they feel they have a legitimate right to kill anyone who threatens the Jewish state.”

Mentioning the book, David Ortiz agreed with Bass, calling the bombing and recent anti-Christian aggression “a shadow of things to come.”

As for what the Ortiz family wishes for Teitel, Leah Ortiz said she hopes he will receive a sentence that is “equal to his crime.” Because Israel has no death penalty, this very likely would mean life in prison.

Regardless of what happens in court, members of the Ortiz family say they have forgiven Teitel.  David Ortiz hopes one day to sit down face-to-face with Teitel and talk. He said he hopes Teitel will become another Apostle Paul.

“There is something inside him that makes him want to kill people. If God has had mercy on me, maybe he’ll have mercy on others,” Ortiz said. “The Lord forgave David and many people in the Bible – my goal and my prayer for him is that he will repent and be saved.”

ISRAEL: MESSIANIC JEW WINS SUPREME COURT BATTLE


Bakery owner had lost her Jewish dietary law certificate because of her faith.

JERUSALEM , July 15 (Compass Direct News) – For three long years a Jewish believer in Christ struggled to keep her bakery business alive after the Chief Rabbinate of Israel, the country’s highest religious governing body, annulled her kashrut (Jewish dietary law) certificate because of her faith.

Pnina Conforti, 51, finally gave a sigh of relief when the Israeli Supreme Court on June 29 ruled that her belief in Jesus Christ was unrelated to her eligibility for a kashrut certificate. While bakeries and restaurants in Israel are not required to obtain such a permit, the loss of one often slows the flow of customers who observe Jewish dietary laws and eventually can destroy a business.

Conforti said that the last three years were very difficult for her and her family, as she lost nearly 70 percent of her customers.

“We barely survived, but now it’s all behind us,” she said. “Apparently, many people supported us, and were happy with the verdict. Enough is enough.”

Conforti, who describes herself as a Messianic Jew, had built her Pnina Pie bakeries in Gan Yavne and Ashdod from scratch. She said her nightmare began in 2002 with an article about her in “Kivun,” a magazine for Messianic Jews in Israel.

“Soon after, the people of the Rabbinate summoned me and told me that my kashrut certificate was annulled because I do not profess Judaism,” she said.

Food prepared in accordance with kashrut guidelines is termed kosher, from the Hebrew kasher, or “fit,” and includes prohibition of cooking and consuming meat and diary products together, keeping different sets of dishes for those products, and slaughtering animals according to certain rules. News of the faith of the owner of the Pnina Pie bakery in Gan Yavne spread quickly, soon reaching extremist organizations such as Yad le’Achim, a sometimes violent Orthodox Jewish group.

“They spread around a pamphlet with my photo, warning people away from acquiring products from my business,” Conforti said. “One such a pamphlet was hung in a synagogue. However, I refused to surrender to them and continued working as usual.”

Four years later, in 2006, Conforti decided to open another patisserie in Ashdod, near her original shop in Gan Yavne, in southern Israel. The business flourished, but success didn’t last long.

“A customer of mine, an Orthodox Jew from Ashdod, visited his friends and relatives in Gan Yavne,” she said. “There in the synagogue he came across a pamphlet from 2002 with my photo on it. In addition to boycott calls, I was also described as a missionary. My customer confronted me, and I honestly told him I was a believer.”

Soon thereafter the Rabbinate of Ashdod withdrew the kashrut certificate from her shop there, she said.

“Pamphlets in Hebrew, English and French about me begun circulating around the town,” Conforti said. “They even printed some in Russian, since they saw that the customers of Russian origin continue to arrive.”

The withdrawal of the certificate from the shop in Ashdod in 2006 was a serious blow to her business. Conforti decided to take action, and her lawyer appealed to Israel’s Supreme Court. Judges Yoram Denziger, Salim Jubran and Eliezer Rivlin ruled that the Chief Rabbinate of Israel overstepped its authority.

“The Kashrut Law states clearly that only legal deliberations directly related to what makes the food kosher are relevant, not wider concerns unrelated to food preparation,” the panel of judges wrote.

In response, the Chief Rabbinate accused the judges of meddling in religious affairs.

Soon after she petitioned the Supreme Court, Conforti said, the Chief Rabbinate had offered her a deal by which it would issue her business a kashrut certificate but with certain restrictions, such as handing the keys of the bakery to a kashrut supervisor at night. Conforti declined.

Tzvi Sedan, editor-in-chief of “Kivun,” said the Supreme Court verdict was paramount.

“It’s important not only for Messianic Jews, but also for every other business owner who has to suffer from the arbitrariness of the Rabbinate,” Sedan said. “But I still want to see this decision implemented fully in reality.”

At press time Conforti still hadn’t received the certificate. She was waiting for a team of inspectors from the Rabbinate to inspect the business prior to issuing her the certificate.

A Jew of Yemenite origin, Conforti said she was raised in religious family but came to trust in Christ following her encounter with a Christian family during a visit to the United States.

“There I found Christ and embraced him as my personal Savior,” she said. “I do not engage in [evangelistic] activity, but if someone starts a conversation about my faith, I will speak openly about it.”

WELCOMING 2009


With the passing of the year 2008 and the beginning of 2009, I am looking forward to what I hope is a much better year than the one just finished. It would be very easy for me to simply look on 2008 as a year to forget (if I could), given the many difficulties that I had to pass through during the year.

Among the most difficult events of the year was my near fatal car accident in February 2008. I have been recovering from that accident for the entire year and still have a way to travel until I can again be confident that I am as fully fit as I can expect to be. Yet even here, I can be thankful that I wasn’t killed and that I have been able to return to work, am approaching a condition in which I should not be affected to greatly in the long term as a result of the accident, etc.

My greatest loss in 2008 was that of my dear friend Rebecca in June. She was my dearest friend whom I loved greatly. I have missed her every day since she died and will never forget her. This was the tragedy of 2008 for me, far surpassing the car accident and anything else that happened. Her death left me shattered and it is a blow from which I will never fully recover. Yet it was a tremendous privilege to have been given the opportunity to know her at all and to count her as my dearest friend for as long as I was able to do so is something I will forever be thankful for. Thank you Rebecca for giving me a place in your heart and in your life – I was blessed for knowing you.

There have been financial difficulties also from which I am beginning to emerge and I think this has been for the good, even through the immediate hardships that resulted. They will be for my good for the rest of my life and I look forward to the continuing recovery ahead.

2009 has the promise of a rebuilt life and that of continuing personal reformation which excites me as much as it will challenge me. When I left my previous employment in 2007 I thought the rest of my life was about to begin and a second chance presented itself. However, 2008 has been a continuance of that transition period and 2009 may well be the beginning of my second chance at life – so to speak.

I know I ended 2007 feeling very relaxed and contented with where I was at that exact moment and the ride ahead is something I look forward to. I have an agenda of personal reform, life changes and interests to pursue throughout 2009 – I now go ahead seeking to fulfil them as best I can.

Unlike New Years’ resolutions, I can have the confidence that progress can be made in these areas without the fear of simply failing to achieve what I have set out to do. With the Spirit of God operational in my life I have a living force that is more powerful than any of the obstacles that I can foresee and that I will in time confront. By the grace of God I can go on. Praise be to Him – I know my Redeemer lives!!!
