Trump-Turnbull call: trading people like pawns undermines the goals of international co-operation

What is the point of international co-operation in matters of shared concern? According to the UN Charter, its founding member nations were determined to achieve overarching societal progress based on human rights.

The international legal system of the UN era continues to attempt, with mixed success, to promote these goals.

Within intricately connected global systems that produce ever-more complex problems, a framework for international co-operation is essential. The international legal system, however imperfect, must be maintained as a bulwark against the wholesale pursuit of domestic political interests.

Yet our belief in the efficacy of this system is challenged when the stark reality of international power relations is laid bare. It seems the more insight we have into what happens behind the scenes, the harder it becomes to convince the sceptical that international law has either legal or normative power.

On Friday, The Washington Post published a leaked transcript of a now-infamous phone call between the then newly elected US president, Donald Trump, and Australia’s prime minister, Malcolm Turnbull.

The shocking conversation reveals that the deal for the US to accept some of those asylum seekers currently detained offshore – a key feature of the Australian government’s effort to close its offshore detention centre on Manus Island – imposes no obligation on the US beyond “going through the process”. According to Turnbull:

… the agreement … does not require you to take 2,000 people. It does not require you to take any.

Trump made it abundantly clear that he did not see either the US national interest or his personal popularity being served by upholding the agreement:

… boy that will make us look awfully bad. Here I am calling for a ban where I am not letting anybody in and we take 2,000 people. Really it looks like 2,000 people that Australia does not want and I do not blame you by the way, but the United States has become like a dumping ground.

Trading lives in a ‘refugee swap’

The deal between Australia and the US remains mired in confusion almost a year on. Australia committed to resettling some Central American refugees currently in Costa Rica, as part of a US-led program.

Soon after, Turnbull announced an agreement with the Obama administration that would see the US resettle perhaps 1,250 refugees currently detained on Manus Island and Nauru.

The transcript confirms that Trump was resistant to inheriting what he described as a “rotten deal”:

I hate taking these people. I guarantee you they are bad. That is why they are in prison right now.

Turnbull sought to reassure Trump he could sell the agreement to the US public as consistent with his campaign promise to tighten immigration controls.

Turnbull emphasised his and Trump’s shared identity as businessmen and represented the “deal” as a business transaction that ought to be upheld, at least formally:

Please, if we can agree to stick to the deal, you have complete discretion in terms of a security assessment. The numbers are not 2,000 but 1,250 to start. Basically, we are taking people from the previous administration that they were very keen on getting out of the United States. We will take more. We will take anyone that you want us to take. The only people that we do not take are people who come by boat. So we would rather take a not very attractive guy that help you out then to take a Noble [sic] Peace Prize winner that comes by boat. That is the point.

Despite Trump’s reluctance, US immigration officials have conducted some screening interviews with refugees on Manus Island. However, these were suspended mid-run and the officials withdrew to the US, once it was announced that the US’ annual humanitarian refugee quota had already been fulfilled.

Those detained have been told that interviews will resume and that resettlement in the US is still on the table. However, whether the Trump administration ever had any serious intention to be party to a resettlement solution is now in doubt, as is Turnbull’s commitment to anything more than a domestic political win.

On Manus Island, the leaked transcripts arrived amid heightened tensions. Protests have been ongoing since Tuesday, when water and power services were withdrawn in the largest compound. Local police, detention centre guards and reportedly the Australian Federal Police are attempting to remove those deemed “prisoners” by Trump – something that Turnbull, perhaps tellingly, did not dispute.

This latest insight into the international game of trading unwanted human beings compounds the frustration and sense of injustice that those trapped in Australia’s offshore detention system are experiencing.

Proof that Australia fails to see the humanity of refugees

Turnbull’s position appears to be that the people detained on Manus Island and Nauru are “good” and deserving of protection somewhere, but that his domestic political environment demands they must be treated like criminals.

In the call, Turnbull repeatedly refers to the people imprisoned on Manus Island and Nauru as “economic refugees”. This pernicious framing is consistent with government messaging about “boat people” and “queue jumpers”.

In reality, no refugees are accepted on economic grounds under Australia’s rules. It is disingenuous of Turnbull to make such an inference about those detained in offshore detention, considering that almost 90% of those on Manus Island have been assessed as bona-fide refugees by both Australia and the UNHCR.

Turnbull’s indifference to human suffering is chilling, surprising even Trump:

We should do that too. You are worse than I am.

When two of the most powerful men in the world conspire to inflict further harm on some of the world’s most vulnerable to satisfy domestic agendas, we truly need to question whether the goals of the international community as constituted in the UN are being upheld by our elected officials.

Dehumanising refugees and treating them as the problem avoids any serious consideration of why people are displaced. This is where the international community should be working together.

First Group of "Traditionalist" Anglicans in Britain Votes to Enter Catholic Church

ROME, November 6, 2009 (LifeSiteNews.com) – In a move that is a surprise to no one, the UK branch of the Traditional Anglican Communion (TAC), the largest of the groups that broke away from the mainstream Anglican Church over the ordination of woman and the latter’s support for active homosexuality, has been the first to formally accept the offer of Pope Benedict to enter into communion with the Catholic Church en masse.

Although the TAC is not large, being made up of only 20 or so parishes, the vote by the group to accept the invitation is expected to be a strong symbolic blow to the mainstream Anglican Church in its motherland of Britain, where it has been a leader in the acceptance of woman clergy and homosexuality. It is widely acknowledged that the Vatican’s decision to extend its hand to traditionalist Anglicans comes in response to repeated requests, made public last year, by the TAC.

In a surprise announcement on October 20, the Vatican said that a document was being prepared that would create “personal ordinariates” that will allow “traditionalist” Anglicans to come into the Catholic Church in groups while retaining their liturgical and pastoral traditions, including the possibility of a married clergy. William Cardinal Levada, the head of the Congregation for the Doctrine of the Faith, said that the move had come in response to many requests from Anglicans around the world, clergy, laity and bishops, who objected to the growing acceptance of homosexuality in Anglicanism, especially in North America and Britain.

The website of the TAC in the UK reported last week, “This Assembly, representing the Traditional Anglican Communion in Great Britain, offers its joyful thanks to Pope Benedict XVI for his forthcoming Apostolic Constitution allowing the corporate reunion of Anglicans with the Holy See, and requests the Primate and College of Bishops of the Traditional Anglican Communion to take the steps necessary to implement this Constitution.”

The leadership of the Traditional Anglican Community in Canada told LSN in an interview late last month that the life and family issues are a major factor in the attraction of the Catholic Church. Bishop Carl Reid of the Traditional Anglican Communion in Canada, told LifeSiteNews.com (LSN), “When it comes to issues of morality, especially family and pro-life, our membership is very strongly on the same page as are Roman Catholics.”

The pope’s offer to Anglicans who adhere to traditionally Christian moral doctrine has infuriated the left in both the secular and religious worlds. Benedict XVI has been attacked most recently by former Catholic theologian and notorious opponent of Catholic moral teaching, Hans Kung, as well as innumerable journalists and editors who see the move as the Vatican turning back the ecclesial clock towards a pre-1960s traditional style. Kung accused Benedict, his former university colleague, of ecclesiastical “piracy” and said that the move undermines the decades-long work of “ecumenical dialogue.”

John Allen, the leading American “liberal” Catholic journalist in Rome, gave a more sedate analysis, saying that the invitation to the Anglicans who are in agreement on the nature of truth, doctrine and biblical inerrancy, is indeed part of the pope’s greater plan to combat the growing secularist “dictatorship of relativism” that the pontiff has warned is undermining the very structure of our civilization.

“Benedict XVI is opening the door to … traditionalist Anglicans in part because whatever else they may be, they are among the Christians least prone to end up, in the memorable phrase of Jacques Maritain, ‘kneeling before the world,’ meaning sold out to secularism,” Allen wrote in a column today.

Fr. John Zuhlsdorf, an American priest-blogger with connections inside the Vatican, has commented that with this decision (one that was fought by many bishops in his own Church), the pope has earned the title, “Pope of unity.”

The Anglicans who may take advantage of the new “canonical structure,” Zhusldorf wrote, “are Christians who are separated from clear unity with the Church. Pope Benedict stresses the importance of his role as Pope as being one of promoting unity. It is not just that they a Christians who tend to agree with him. They are separated. He is trying to reintegrate them.”

“If we are going to fight the dictatorship of relativism,” Fr. Zuhlsdorf continued, “we need a strong Catholic identity. If we are going to evangelize, we need a strong Catholic identity. If we are going to engage in true ecumenism, we need a strong Catholic identity.  Liturgy is the key component in his ‘Marshall Plan’ for the Church.”

VIETNAM: HISTORIC CHURCH BUILDING DEMOLISHED


Government wrecking crews arrive hours after promises of security.

HO CHI MINH CITY, April 9 (Compass Direct News) – Just hours after the prime minister’s office assured denominational leaders that there were no plans to destroy their Protestant church building, authorities in Banmethuot last month demolished the historic structure in the Central Highlands city.

Government work crews arrived at the site just after darkness fell on March 11 and quickly demolished the structure belonging to the Evangelical Church of Vietnam (South), or ECVN(S), according to local sources.

Authorities had confiscated the church building in 1975 after the Communist victory and had removed its cross. But the bright pink church stood prominently, though unused, for many years on Le Duan Boulevard on Banmethuot’s south side. Church authorities many times had asked for its return.

It was the last remaining church building of the Ede ethnic minority, who make up most of Dak Lak’s 135,000 believers.

The demolition was the latest in a series of painful developments. In early March three pastors from ECVN(S)’s Dak Lak provincial committee took up the matter of the church building with local authorities. The officials told the pastors that the request for return would soon be resolved, and that until then the building was secure.

But on March 11, rumors of an imminent plan to demolish the church reached members of the ECVN(S) provincial committee. Alarmed, they called their top leaders at Ho Chi Minh City headquarters. The church president promptly agreed to call the office of Prime Minister Nguyen Tan Dung and the Ministry of Public Security in Hanoi. Officials told him not to worry, that there was no plan to demolish the church.

“Nothing will happen – we are in control,” an official told the denominational president, according to one Christian source. “The ECVN(S) president called his Dak Lak provincial committee in the evening to pass on this assurance from the very top. Hardly an hour later, after darkness had fallen, government officials supervised destruction of the church building.”

A frustrated ECVN(S) leader called the prime minister’s office and the Ministry of Public Security asking how, in the light of the demolition, the church could trust them, sources said.

“He was told, ‘Sorry, but this as an action of the local officials,’” one source said. “This downward deflection of responsibility in regard to religious issues happens regularly.”

A week later, on March 20, the ECVN(S) governing board of 22 members unanimously passed a resolution.

“Numerous times the Executive Council of our church has petitioned the government concerning our many confiscated properties,” the resolution reads. “Most regrettably, not only have the petitions not been satisfactorily dealt with, but on the night of March 11, 2009, officials of Dak Lak province demolished the last remaining Ede church at Gate One in Banmethuot City.

“The Executive Council of the ECVN(S) is extremely upset and in deep sympathy with the 135,000 believers in Dak Lak province. We hereby urgently notify all churches in our fellowship. We are deeply saddened by these events.”

Calling for the church to set aside today for fasting and prayer, the resolution also stated that ECVN(S)’s Executive Council would select representatives to meet with authorities of Dak Lak province and the central government to ask that “they urgently address and solve this matter so that the events described above will not be repeated in other places.”

When the church circulated the urgent bulletin concerning the day of fasting and prayer, government authorities strongly objected, saying they feared it might lead to demonstrations in the Central Highlands. But the church did not back down.

Fallout continues. The three pastors of the ECVN(S) Dak Lak provincial committee, two Ede and one ethnic Vietnamese, have resigned, citing government betrayal. A meeting of the two ECVN(S) vice-presidents with Dak Lak officials this week was described as “very disappointing.”

Dak Lak province was also the location of the demolition of a large new church building in Cu Hat, Krong Bong district in December. It belonged to the Vietnam Good News Church, an unregistered group (see “Authorities Destroy New Church Building,” Dec. 17, 2008). Authorities disguised in civilian clothes destroyed the new structure because they said Christians had illegally cut the lumber used to build it. Virtually all homes and buildings in the area are built using such lumber.

Being unregistered or fully registered as the ECVN(S) seems to make little difference to authorities, a Christian source said.

“Leaders of both registered and unregistered Protestant groups express equal helplessness in the face of such malicious government actions against them,” he said.

Last year the prime minister promised a resolution to a major dispute with Catholics over the long-contested property that once served as the residence of the papal nuncio in Hanoi. The outcome was similar: the confiscated property was not returned, and on Sept. 19, 2008 the residence was destroyed.

Both Protestant and Catholic church leaders in Vietnam say that blatant government duplicity quickly and seriously undermines Vietnam’s recent hard-won gains in perceptions of improvement in religious freedom.
