Alert but not alarmed: what to make of new H1N1 swine flu with ‘pandemic potential’ found in China

Researchers have found a new strain of flu virus with “pandemic potential” in China that can jump from pigs to humans, triggering a suite of worrying headlines.

It’s excellent this virus has been found early, and raising the alarm quickly allows virologists to swing into action developing new specific tests for this particular flu virus.

But it’s important to understand that, as yet, there is no evidence of human-to-human transmission of this particular virus. And while antibody tests found swine workers in China have had it in the past, there’s no evidence yet that it’s particularly deadly.

What we know so far

China has a wonderful influenza surveillance system across all its provinces. They keep track of bird, human and swine flus because, as the researchers note in their paper, “systematic surveillance of influenza viruses in pigs is essential for early warning and preparedness for the next potential pandemic.”

In their influenza virus surveillance of pigs from 2011 to 2018, the researchers found what they called “a recently emerged genotype 4 (G4) reassortant Eurasian avian-like (EA) H1N1 virus.” In their paper, they call the virus G4 EA H1N1. It has been ticking over since 2013 and became the majority swine H1N1 virus in China in 2018.

In plain English, they discovered a new flu that’s a mix of our human H1N1 flu and an avian-based flu.

What’s interesting is antibody tests picked up that workers handling swine in these areas have been infected. Among those workers they tested, about 10% (35 people out of 338 tested) showed signs of having had the new G4 EA H1N1 virus in the past. People aged between 18 to 35 years old seemed more likely to have had it.

Of note, though, was that a small percentage of general household blood samples from people who were expected to have had little pig contact were also antibody positive (meaning they had the virus in the past).

Importantly, the researchers found no evidence yet of human-to-human transmission. They did find “efficient infectivity and aerosol transmission in ferrets” – meaning there’s evidence the new virus can spread by aerosol droplets from ferret to ferret (which we often use as surrogates for humans in flu studies). G4-infected ferrets became sick, lost weight and acquired lung damage, just like those infected with one of our seasonal human H1N1 flu strains.

They also found the virus can infect human airway cells. Most humans don’t already have antibodies to the G4 viruses meaning most people’s immune systems don’t have the necessary tools to prevent disease if they get infected by a G4 virus.

In summary, this virus has been around a few years, we know it can jump from pigs to humans and it ticks all the boxes to be what infectious disease scholars call a PPP — a potential pandemic pathogen.

If a human does get this new G4 EA H1N1 virus, how severe is it?

We don’t have much evidence to work with yet but it’s likely people who got these infections in the past didn’t find it too memorable. There’s not a huge amount of detail in the new paper but of the people the researchers sampled, none died from this virus.

There’s no sign this new virus has taken off or spread in the regions of China where it was found. China has excellent virus surveillance systems and right now we don’t need to panic.

The World Health Organisation has said it is keeping a close eye on these developments and “it also highlights that we cannot let down our guard on influenza”.

What’s next?

People in my field — infectious disease research — are alert but not alarmed. New strains of flu do pop up from time to time and we need to be ready to respond when they do, watching carefully for signs of human-to-human transmission.

As far as I can tell, the specific tests we use for influenza in humans won’t identify this new G4 EA H1N1 virus, so we should design new tests and have them ready. Our general flu A screening test should work though.

In other words, we can tell if someone has what’s called “Influenza A” (one kind of flu virus we usually see in flu season) but that’s a catch-all term, and there are many strains of flu within that category. We don’t yet have a customised test to detect this new particular strain of flu identified in China. But we can make one quickly.

Being prepared at the laboratory level if we see strange upticks in influenza is essential and underscores the importance of pandemic planning, ongoing virus surveillance and comprehensive public health policies.

And as with all flus, our best defences are meticulous hand washing and keeping physical distance from others if you, or they, are at all unwell.The Conversation

Labor leads 53-47% in Newspoll as Shorten struggles with medical transfer bill

The government goes into the resumption of parliament this week
trailing Labor 47-53% on the two-party vote in Newspoll, unchanged
from a fortnight ago.

The poll comes as Labor’s stand on the legislation to facilitate
medical evacuations hangs in the balance, with Bill Shorten having
indicated he would like to find a compromise and speculation about a Labor retreat from its earlier support.

Shorten receives a briefing on the implications of the bill from the secretary of the Home Affairs Department, Mike Pezzullo on Monday. Shadow cabinet and caucus will discuss Labor’s position.

The opposition has been under concerted attack from the government
over its backing for the legislation, which passed the Senate last
year with ALP support.

Shorten is worried about Labor being wedged, because border protection is always a politically vulnerable area for the ALP.

Scott Morrison says the government will not shift from outright
opposition to the bill, which is based on a proposal originally coming from independent Kerryn Phelps but subsequently refined.

Newspoll, published in The Australian, has Labor’s primary vote up a point to 39%; the Coalition’s vote remains on 37%. The Greens are on 9%; One Nation is polling 5%, down a point.

Morrison has increased his lead over Shorten as better prime minister by 2 points to 44-35%.

Morrison’s satisfaction rating is up 3 points to 43%; his
dissatisfaction rating has fallen 2 points to 45%. Shorten has a net approval rating of minus 15, a worsening by 2 points.

The tactical battle over the medical transfer amendments will dominate the run up to Tuesday’s first day of the sitting. On another front, the opposition is trying to muster the numbers for extra sitting days to consider measures from the banking royal commission.

In comments on the medical transfer bill Opposition spokesman Shayne Neumann said on Sunday: “Labor has always had two clear objectives – making sure sick people can get medical care, and making sure the minister has final discretion over medical transfers.”

The bill provides that where there a dispute between the two doctors recommending a transfer and the minister, the final say on medical grounds would be in the hands of a medical panel.

The minister could override medical decisions only on security grounds (“security” is as defined in the ASIO act).

Passage of the legislation, which would require support from Labor and all but one of the crossbench, would be a big rebuff for the
Coalition.

But the government has managed to turn the heat onto Labor, claiming the legislation would undermine Australia’s border protection.

The briefing Shorten will receive will put more pressure on the
opposition, because Home Affairs will presumably reinforce the
argument it advanced in advice to the government.

The government has now declassified this advice – which last week it provided more informally to The Australian.

The advice, which has some sections blacked out, says: “The
effect of the Bill will undermine the Australian Government’s regional processing arrangements.

“Conduct which would come within the security exception to transfer
based on the minister’s reasonable belief that the transfer would be prejudicial to security, does not include all criminal conduct”.

“Ultimately, the amendments provide that the approximate 1000
transferees currently located in Papua New Guinea (PNG) and Nauru
could have access to a transfer to Australia within weeks of any Royal Assent,” the advice says.

“It is not expected that the Minister’s ability to refuse transfer on security grounds will significantly reduce the number of potential transfers”.

Neumann said on Sunday: “Labor has great respect for our national
security agencies and we’ve always worked cooperatively with them.”The Conversation

Morrison plays scare card on medical transfer bill

As the battle escalates ahead of next week’s vote on legislation to
facilitate medical transfers from Manus and Nauru, Scott Morrison is playing up the dangers if the bill passes while downplaying the
political implications.

Morrison declares the amendments, based on a proposal from independent Kerryn Phelps, would leave the government powerless to stop the entry of a paedophile, rapist or murderer.

“It doesn’t provide for the usual arrangements which would enable us to reject someone coming to Australia because they have a criminal history.

“They may be a paedophile, they may be a rapist, they may be a
murderer and this bill would mean that we would just have to take
them,” he said on Wednesday while campaigning in Melbourne.

Morrison raised the spectre of “hundreds upon hundreds upon hundreds of single males being transferred … at the directive of doctors, not the government.

“This will mean we will have to reopen detention centres that we
closed, like Christmas Island.”

But the Prime Minister has been anxious over the last two days to hose down talk that a government defeat on the bill could lead to an election.

“If we lose that vote next week, so be it. We won’t be going off to
the polls. The election is in May. I will simply ignore it and we’ll get on with business,” he told Sky on Tuesday.

Asked on Wednesday whether a loss would be a trigger for an election Morrison said: “Of course not. Why would it be?”

The government is firmly locked into the May election timetable and
its April 2 budget that it will use to frame the poll. Passage of the medical evacuation measure would not amount to a vote of no
confidence.

Meanwhile Labor on Wednesday released its legal advice, from barrister Matthew Albert, arguing that the legislation would add to, rather than detract from, present security protections.

“The minister’s power to exclude a person from transfer to Australia is expanded beyond the security protections of the existing law,” the December advice says.

“The expansion empowers the minister to have regard to questions of
both public safety ‘and border integrity’ before a person is
transferred”.

The measure, passed by the Senate last year, would allow the transfer on the advice of two doctors but the minister could intervene on security grounds.

At central issue is the adequacy of the definition of “security” – the bill draws this from the ASIO act.

The government maintains this definition, with its focus on national security, is too narrow, while the ALP’s advice argues it is broad.

Under the ASIO act, “security” means:

“(a) the protection of, and of the people of, the Commonwealth and the several States and

Territories from:

(i) espionage;

(ii) sabotage;

(iii) politically motivated violence;

(iv) promotion of communal violence;

(v) attacks on Australia’s defence system; or

(vi) acts of foreign interference;

whether directed from, or committed within, Australia or not; and

(aa) the protection of Australia’s territorial and border integrity
from serious threats; and

(b) the carrying out of Australia’s responsibilities to any foreign
country in relation to a matter mentioned in any of the subparagraphs of paragraph (a) or the matter mentioned in paragraph (aa).”

As in present arrangements, under the bill transferees would be
immediately detained and only released from detention if the minister determined this was in the “public interest”.

“This is a broad test which allows the minister to have regard to any issues of security or character relating to that person,” the advice says.

On the last sitting day of 2018 the legislation potentially had the
required crossbench support to be carried in the House but a
government filibuster prevented it reaching there for a vote.

The government is lobbying crossbenchers intensively, while keeping the public heat on Labor. It has also undertaken to set up a medical panel to review transfers from Manus and Nauru.

In his Tuesday Sky interview Morrison played down the significance of this gesture.

“All that I have done is made sure that the Australian people have got an assurance about how well that [present] process works. They can’t change the decisions, they can’t reverse the decisions, the decisions all remain with the Department of Home Affairs”.

But Bill Shorten said he thought the government was “starting to do a backflip”.

“They may be doing it because they don’t want to lose a vote in
Parliament, but I’m not going to be a purist, if they get to an
acceptable outcome I’m not going to judge their motivation.”

Labor would have a look at the government’s position “but this stage we’re still supporting the Phelps amendments,” Shorten said.

Replying to Morrison, Phelps said:“The large majority of people on Manus Island and Nauru have been assessed as genuine refugees. Under the Refugee Convention, they cannot be granted that status if they have committed a serious crime, a hate crime or a war crime in their country of origin.”

The government faces pressure of another front next week, as Labor
tries to muster the numbers for its call for parliament to have extra sitting days to consider recommendations from the banking royal commission. It would need the support of all the crossbenchers to pass its motion but the stand of Bob Katter is not clear.

Bomb Attack in Iraq Seriously Injures Christian Students


One person dead in explosions that end classes for students this semester.

ISTANBUL, May 5 (CDN) — At least 50 Iraqi Christian students are receiving hospital treatment following a bomb attack on Sunday (May 2) outside Mosul that killed at least one person and has forced nearly 1,000 students to drop classes for the rest of the semester.

Nearly 160 people were injured in the blasts targeting three buses full of Christians traveling to the University of Mosul for classes. The convoy of buses, which brings Christian students from villages east of Mosul, was making its daily route accompanied by two Iraqi army cars.

“This is the hardest attack, because they attacked not only one car, but the whole convoy and in an area that is heavily guarded by the army,” said Syrian Catholic Bishop of Mosul Georges Casmoussa.

The explosions happened east of Mosul between two checkpoints. A roadside bomb followed by a car bomb reportedly exploded as the buses were clearing the second checkpoint in the area of Kokjaly. The checkpoint was staffed by U.S., Iraqi and Iraqi Kurdish soldiers.

The owner of a nearby car repair shop, Radeef Hashim Mahrook, was killed in one of the blasts as he tried to help the students, sources said.

Sources told Compass that lately there have been indications that Islamic extremists intend to increase attacks against Christians in more sophisticated and targeted ways. There were no warnings of the Sunday blasts.

Nearly 20 of the more seriously injured students are receiving treatment in Erbil, capital of the semi-autonomous Kurdish region. Casmoussa said the Turkish Consulate and the Kurdish Regional Government have offered to transfer students needing more medical care to Turkey.

“Some of them were severely injured in the face, arms, necks or eyes,” said Casmoussa. “Now the Turkish consulate and the government of Kurdistan offer us to bring the most injured to Turkey to continue the care.”

Many of Mosul’s Christians have fled the city after repeated violence targeting them and live in the villages east of the city. The students on Sunday’s convoy were from Qaraqosh, Karamless and Bartella, located nearly 32 kilometers (20 miles) away.

Over 1,000 Christian students, most belonging to internally displaced families, and about 100 university faculty and staff members commute to Mosul every week in buses belonging to the Syrian Catholic Bishopric. About 15 buses served the internally displaced Christian community daily.

“The project of transportation of students will be stopped,” said Casmoussa. “We can’t continue now.” 

While the church has focused on dealing with immediate medical needs, the bishop said the church simply could not take the responsibility of transporting students after such a calculated and fierce attack.

“The chief of army offered to help us again, but it is impossible,” said Casmoussa. “They were with us every day…yet this is the result. We don’t have another solution now.”

Last February, after attacks against Christians left three university students dead, the Chaldo-Assyrian Student and Youth Union proposed that the Ministry of Education open a new university in a safer area on the Nineveh plains. Nearly 3,000 Christian undergraduate students and 250 graduate students are studying in Mosul.

Casmoussa said the Christian community is hoping the University of Mosul will help Christian students who are unwilling to commute to Mosul by sending faculty members to hold semester-end examinations in Qaraqosh.

“This is [an attack] against all the Christian people,” said Casmoussa. “Our culture is immense capital for the future to build our lives, not just to have bread to eat and continue life without any sense.”

Due to the violence against Christians in Mosul, Casmoussa relocated to the village of Qaraqosh three years ago, and commutes into the city to serve his diocese. On Jan. 17, 2005 gunmen abducted him and released him the next day.

Sunni Muslim insurgents have frequently targeted members of Iraq’s Christian minority, especially in Mosul. Iraq’s current government is Shiite-led.

Signs of Witness Intimidation Mount in Orissa, India


Fear factor results in transfer of rape case; meantime, 6-year-old girl says politician is killer.

NEW DELHI, April 2 (CDN) — Due in part to intimidation of witnesses in Kandhamal district, a judge this week granted a change of venue for the trial of men accused of gang-raping a nun during anti-Christian attacks in Orissa in 2008.

The trial will be transferred from Baliguda, Kandhamal to Cuttack, near the Orissa state capital of Bhubaneswar. Justice Indrajit Mohanty of the Orissa High Court on Tuesday (March 30) ordered the inter-district transfer of the trial. The nun, Meena Lilita Barwa, had argued that witnesses would be intimidated into refraining from testifying if the trial were held in Kandhamal district.

She also argued that Kandhamal’s intimidating atmosphere made it too dangerous for her appear in court there. Christians were hopeful that the transfer would lead the administration to review police and court processes in Kandhamal district.

Police have arrested 19 people for allegedly assaulting the nun on Aug. 25, 2008 and parading her half-naked through the streets.

Hindu Politician Identified as Killer

After a series of trials in which murder suspects in the 2008 Kandhamal district violence have gone free as Hindu extremist threats have kept witnesses from testifying, a 6-year-old girl has identified a powerful local politician as the man who killed her father.

In testimony at Fast Track Court No. 1 on March 14, Lipsa Nayak of Kandhamal identified Manoj Pradhan, a member of the Legislative Assembly of Orissa, as the man who cut and burned her father to death when Hindu extremists attacked Christians following the Aug. 23, 2008 death of a local Hindu leader.

Pradhan has been accused in nine cases of murder and in 14 cases of arson. So far he has been exonerated on the murder charges against him for “lack of witnesses.” Christian leaders say that Pradhan has been intimidating witnesses because of his position as a member of Legislative Assembly. Lipsa’s mother, 32-year-old Kanak Rekha Nayak, has said that Pradhan and his associates have threatened to harm her family if they identified him as the killer.

The Nayak family lived in Tiangia, Budedipada, in Raikia block of Kandhamal district. During the anti-Christian attacks that followed the death of Hindu leader Swami Laxmanananda Saraswati, Lipsa’s parents and her sister had taken refuge in the forest to escape the fury of the Hindu extremists, but the rampaging mob tracked them down.

Lipsa, then 4 years old, along with her mother and 2-year-old sister, watched in horror as the crowd allegedly beat her father, Parikhita Nayak, for two hours and then killed him by cutting him into pieces and burning him.

Prosecution and defense lawyers questioned Lipsa for more than 90 minutes, and she reportedly answered all questions without wavering. Asked by the judge if she could identify the killer of her father, she pointed to Pradhan, the MLA from the Hindu nationalist Bharatiya Janata Party (BJP) from G. Udayagiri, Kandhamal.

Her mother later told media, “They played with him for a few hours before cutting him into pieces and dousing him with kerosene.”

Accused as a primary suspect in the murder along with Pradhan is Kali Pradhan. The government of Orissa has set up two Fast Track courts to try cases related to the violence that spread to more than a dozen districts of Orissa. Maoists have taken responsibility for the killing, though Hindu extremists accused Christians in an effort to spark anti-Christian violence. The attacks killed more than 100 people and burned 4,640 houses, 252 churches and 13 educational institutions.

Christian leaders have denounced the legal process in the Kandhamal violence, saying not only that witnesses have been threatened and the intimidated but that police investigations have been negligent or corrupt.

“There has been no conviction in any case of murder,” said Dr. John Dayal, a member of the National Integration Council. “More than 70 people were killed, and trial is being held only for 38 or so of those deaths. Eleven murder cases have been tried with no one being indicted or sentenced for murder so far – because of terrible investigation by the police, a poor show by the prosecuting lawyers and shoddy judicial process.”

The 123 cases tried in the Fast track courts have resulted in 97 convictions and 323 acquittals, including several cases decided on Wednesday (March 31). Seven people in two separate cases were convicted of arson and rioting cases. Nata Pradhan, Jahala Pradhan, Ashok Mallick, Bapa Pradhan, and Udayanath Pradhan from Raikhala-Gadiapada village were sentenced for two years imprisonment for destroying the house of Birendra Nayak of the same village. They were also fined 2,500 rupees (US$55). In the other case, Ratnakar Pradhan and Parsuram Pradhan from village Tatamaha, Raikia block were convicted of riot and arson.

At the same time, Fast Track Court I Judge S.K. Das acquitted 20 people persons in three separate cases for lack of evidence.

“Witnesses are being coerced, threatened, cajoled and sought to be bribed by murderers and arsonists facing trial,” said Archbishop of Orissa Raphael Cheenath in a statement. Previously he had demanded that the cases of politically powerful persons such as Manoj Pradhan be transferred out of Kandhamal to ensure proper justice.

“We are deeply concerned about the high rate of acquittals in the Fast Track Courts,” Cheenath said. “Victims filed 3,232 complaints in the various police stations of Kandhamal. Of these, the police registered cases in only 832 instances.”

Orissa Chief Minister Naveen Patnaik filed a written admission in the Orissa Assembly in November 2009 in which he said 85 members of the Hindu extremist Rashtriya Swayamsevak Sangh (RSS), 321 persons of Hindu nationalist umbrella group Vishwa Hindu Parishad (VHP) and 118 persons of Hindu extremist youth wing, the Bajrang Dal, had been arrested for their involvement in the Kandhamal riots.

While the government says that situation is normalizing in Kandhamal, Christian leader like Dr. John Dayal give a different story.

“While it is possible to visit one half of the district of Kandhamal and discover only peace, it is the other half of the district which speaks of the continuing tyranny,” he said. “The bloodshed has stopped because of belated police action, but the miscarriage of justice and the lost peace continue to haunt thousands of people who have not been able to go back to their homes for fear of their lives. Thousands of children cannot go to school, especially the girls. What is worse is that many girls have been trafficked.”

The district collector banned all Christian organizations from coming to the district to bring aid to victims after the 2008 violence, he added, “and it took an appeal to the Supreme Court of India by the archbishop of Bhubaneswar for much needed relief to be given to the people in the then refugee camps.”

He expressed doubts about the government portrait of normalcy in Kandhamal.

“Even if the church does its best, only half of the 5,600 or so houses burned to the ground will ever be rebuilt,” he said. “The district collector and other officers of the civil and police system who are guilty of gross dereliction of duty continue to be in control. Thousands of men continue to be without jobs. Is this normalcy?”

Firebrand Arrested

On March 20, a controversial leader of the VHP, Praveen Togadia, was arrested as he tried to defy orders prohibiting him from entering Kandhamal. Togadia had played a major role in whipping up passions among the Hindus of Kandhamal after the killing of Saraswati.

Togadia had led a procession with the body of Saraswati through different areas of the district for more than 100 kilometers, sparking off or intensifying violence against Christians.

The government of Orissa came under heavy fire from civil society for allowing the procession, and on the latest occasion the local administration was careful to detain Togadia under the Section 151 of the Code of Criminal Procedure, which provides for authorities to make arrests to prevent potential offenses. Togadia was later released on bail.

Togadia termed the prohibition on his visit a “ban” that was “illegal and undemocratic.” In response to the “ban” on Togadia, the Hindu extremist Sangh Parivar and the BJP protested with a 12-hour bandh (shut down) in Kandhamal on March 20, while the VHP held demonstrations in Bhubaneswar, Berhampur, Bolangir, Sambalpur and Cuttack. VHP also blocked National Highway 217 for one hour and burned an effigy of Chief Minister Patnaik.

“The state government didn’t stop foreign missionaries from going to tribal areas of Kandhamal and other parts of Orissa,” VHP leader Swadesh Pal Gupta said. “They were being provided with full support and freedom. But when a leader who is an International Secretary General of VHP tries to go to Kandhamal, the government stopped him. We are staging a nationwide protest against this.”

Push for Islamic Courts in Kenya Alarms Christians


Emergence of Somali-related Islamic extremists puts authorities on high alert.

NAIROBI, Kenya, February 11 (CDN) — A constitutional battle to expand the scope of Islamic courts in Kenya threatens to ignite religious tensions at a time when authorities are on high alert against Muslim extremists with ties to Somalia.

Constitutional provisions for Islamic or Kadhis’ courts have existed in Kenya since 1963, with the courts serving the country’s coastal Muslim population in matters of personal status, marriage, divorce, or inheritance. Kenya’s secular High Court has jurisdiction over civil and criminal matters, and even a decision in the Islamic courts can be appealed at the High Court.

The Islamic courts have functioned only in Kenya’s Coast Province, but in a hotly debated draft constitution, their jurisdiction would expand across the nation and their scope would increase. The proposed constitution has gathered enough momentum that 23 leaders of churches and Christian organizations released a statement on Feb. 1 asserting their opposition to any inclusion of such religious courts.

“It is clear that the Muslim community is basically carving for itself an Islamic state within a state,” the Kenyan church leaders stated. “This is a state with its own sharia [Islamic law]- compliant banking system; its own sharia-compliant insurance; its own Halaal [lawful in Islam] bureau of standards; and it is now pressing for its own judicial system.”

Muslim leaders are striving to expand the scope of Islamic courts to include civil and small claims cases. They also want to upgrade the Muslim tribunals to High Court status. These demands have alarmed Christians, who make up 80 percent of the population and defeated a similar proposal in a 2005 referendum. Muslims make up 10 percent of Kenya’s 39 million people, 9 percent of the population follows indigenous religions and less than 1 percent are Hindu, Sikh and Baha’i.

The National Council of Churches of Kenya (NCCK) said the Committee of Experts (CoE) responsible for “harmonizing” drafts from various stakeholders ignored their concerns. The committee was responsible for determining what matters would be unduly “contentious” and was charged with keeping them out of the draft.

“We wrote to them, but we have been ignored,” said the Rev. Canon Peter Karanja, NCCK general secretary. “Who told the CoE that Kadhis’ courts were not contentious?”

Saying the committee ignored the crucial requirement of omitting what is “contentious,” Karanja said it did little to build consensus. He said that unless the Islamic courts are stricken from the constitution, Christians might be forced to reject the document in a national referendum later this year.

Muslim leaders, just as stridently, insist that recognition of the Islamic courts does not elevate Islam over other religions, and that if the courts are removed they will shoot down the draft in the referendum.

The 2005 referendum split the country and was followed by a bitterly disputed presidential election in 2007 that sparked rioting, reportedly leaving 1,300 people dead. The election dispute was resolved with one candidate becoming president and the other prime minister, and at the heart of the proposed constitution is an attempt to transfer presidential powers to the prime minister.

Christian leaders point out that the “Harmonized Draft” of the constitution discriminates against non-Muslims and contradicts its own Article 10 (1-3), which states that there shall be no state religion, that the state shall treat all religions equally and that state and religion shall be separate. They see the attempt to expand the scope of the Islamic courts as part of a long-term effort by Muslims to gain political, economic and judicial power.

Muslim leaders claim that inclusion of the Islamic courts in the new constitution would recognize “a basic religious right” for a minority group. Some Muslim extremists have said that if Islamic courts are removed from the draft constitution, they will demand their own state and introduce sharia.

Extremists Emerge

The constitutional issue erupted as security officials went on high alert when sympathizers of the Islamic terrorist al Shabaab militia appeared in a protest in mid-January to demand the release of radical Muslim cleric Abdullah Al-Faisal, who had entered the country on Dec. 31.

Al-Faisal, imprisoned from 2004 to 2008 after a British court convicted him of soliciting murder and inciting hatred, is on a global terrorism list. Government spokesman Alfred Mutua said Al-Faisal has been known to recruit suicide bombers and was arrested for violating terms of his tourist visa by preaching. He was reportedly deported to his native Jamaica on Jan. 21.

Eyewitnesses to the protests in Nairobi told Compass one demonstrator clad in fatigues, with his face masked by a balaclava, waved the black flag of the al-Qaeda-linked al Shabaab militia and passed his finger across his throat in a slitting gesture, taunting passersby.

Officials from the Council of Imams and Preachers of Kenya and from Muslims for Human Rights defended the demonstrations as legitimate to condemn violation of Al-Faisal’s rights. At least one person died as the protests turned violent, and Internal Security Minister George Saitoti said five civilians and six police officers were injured, with one security officer wounded from a bullet said to be shot by a demonstrator.

Al Shabaab-affiliated operatives appear to have targeted Christians in Kenya, according to an Internet threat in December by a group claiming to align itself with the Islamic extremist militia seeking to topple Somalia’s Transitional Federal Government. In an e-mail message with “Fatwa for you Infidels” in the subject line to Christian and governmental leaders in Kenya, a group calling itself the Harakatul-Al-Shabaab-al Mujahidin threatened to kill Muslim converts to Christianity and those who help them.

“We are proud to be an Islamic revolutionary group, and we are honored to be affiliated with Al Qaeda, a group of honest Muslims in which we share long-term goals and the broad outlines of our ideologies, while focusing on our efforts on attacking secular and moderate governments in the Muslim world, America and Western targets of opportunity and of course Uganda, Ethiopia, Burundi and Kenya if they do not stop their assistance to the Somali fragile and apostate government,” the group wrote in the e-mail. “Although we receive support for some of our operations, we function independently and generally depend on ourselves…”

The group threatened to shake the Kenyan government “in minutes,” calling it the “the most fragile target in the world.”

The emergence of al Shabaab and its sympathizers in Kenya coincides with the swelling of the Somali population in the country to 2.4 million, according to the August 2009 census.

Imprisoned Christian in Somaliland on Hunger Strike


Convert from Islam jailed for allegedly distributing Christian literature.

NAIROBI, Kenya, October 16 (CDN) — A convert from Islam in Somalia’s self-declared state of Somaliland has staged a hunger strike to protest his transfer to a harsh prison in a remote part of the country.

Osman Nour Hassan was arrested on Aug. 3 for allegedly providing Christian literature in Pepsi village, on the outskirts of the breakaway region’s capital city, Hargeisa. On Sept. 9 authorities transferred him from Hargeisa to Mandere prison, 60 kilometers (37 miles) away – a difficult, week-long trip for visitors that is expensive by Somali standards.

“Hassan is in really terrible shape,” a Christian source told Compass. “He is very discouraged.”

In August the Muslims who accused Hassan met with his family, also Muslim, and agreed that Islamic teachers, or sheikhs, should go to see him in jail to advise him on Islamic doctrine. Two sheikhs met him in the police station cell and implored him to stop spreading Christianity. Hassan refused.

“His family together with the sheikhs requested the prison to make his situation more harsh, as a form of punishment, with the hope that he would recant the Christian faith and return to Islam,” said the source on condition of anonymity. “So far the family has been silent about Hassan’s situation and gives him no support.”

Promotion of any religion other than Islam in Somaliland is prohibited, contrary to international standards for religious freedom such as Article 18 of the U.N. Universal Declaration of Human Rights. Article 5(1-2) of the Somaliland constitution states that Islam is the state religion and prohibits the promotion of any other faith, according to the U.S. Department of State’s 2008 International Religious Freedom Report, and Article 313 outlines penalties for Muslims who change their religion.

Authorities have thwarted efforts to secure an attorney for Hassan by insisting that he cannot appeal his sentence, the source said. No Christian has ever tried to address a religious rights violation through the courts in Somaliland, he said.

“He is in need of a lawyer to help him, which seems not forthcoming,” he said. “But he cannot be allowed the right to a defense anyway. He feels neglected, so he rejected to eat food to protest the mistreatment.”

Local authorities have embarked on a crackdown of underground Christians in the predominantly Muslim area, according to three Somaliland Christians who have fled the country. Several underground Christians have either been killed, arrested or fled their homes as Islamists try to stop the clandestine distribution of Bibles, sources said.

Hassan was accused of providing Christian literature to a village Muslim boy, who later showed it to his family and friends. The boy’s Muslim family reported the incident to the police, sources said, leading to the arrest of the 29-year-old Hassan.

“His stand is that he had only one Christian material in his possession for learning purposes and not for spreading the faith,” the Christian source said. “Hassan needs a lawyer to advocate for his case, because [for someone who was once Muslim] to practice Christianity in Somaliland or another religion apart from Islam is illegal.”

In spite of his discouragement, Hassan recently said he is adhering to Christ.

“I still belong to Jesus,” he said. “I know one day I’m sure I will be released, and my physical health is okay, but psychologically I feel very anxious and stressed. Please continue praying for me.”

Police in Pakistan Shoot Mourners at Funeral of Christian


Authorities allegedly kill young man in custody on contrived charge of desecrating Quran.

LAHORE, Pakistan, September 17 (CDN) — At a funeral for a Christian man allegedly tortured to death while in custody on a spurious charge of blaspheming the Quran, police in Sialkot, Pakistan yesterday fired on mourners trying to move the coffin to another site.

Area Christians suspect police killed 22-year-old Robert Danish, nicknamed “Fanish” or “Falish” by friends, by torturing him to death on Tuesday (Sept. 15) after the mother of his Muslim girlfriend contrived a charge against him of desecrating Islam’s scripture. The allegation led to calls from mosque loudspeakers to punish Christians, prompting an Islamic mob to attack a church building in Jathikai village on Friday (Sept. 11) and beat several of the 30 families forced to flee their homes.

Jathikai was Danish’s native village, and some family members and other Christians wished to transfer his coffin to his hometown. Eyewitnesses at the funeral in Christian Town, Sialkot, said police fired shots directly at the Christians, injuring three, when mourners began to move the coffin toward nearby Jathikai. Mourners fled.

Sialkot is 125 kilometers (78 miles) northwest of Lahore in Punjab Province.

Controversy swirled around the cause of Danish’s death, with Christians refusing to accept police claims that he committed suicide. Results of forensic tests are expected within a week.

The dark moment for Danish’s family grew gloomier yesterday when police seemed to be seeking the first excuse for heavy-handed tactics at the funeral attended by hundreds of people, Christian sources said. When the family and other Christians tried to take the coffin to his hometown of Jathikai, police fired on them, charged them with batons and snatched the body from them, Christian sources said. 

Eyewitness Sajawal Masih told Compass that as soon as mourners lifted the coffin, police began firing tear gas.

“We were running when police opened fire and one bullet went through my foot, and two others also were injured,” he said.

There were reports of Christian youths pelting officers with stones, and police reportedly said that they needed to rush the crowd and make arrests to prevent “further disturbances.”

On Tuesday night (Sept. 15), Danish’s survivors and other Christians had decided that the body would be buried in Christian Town because of the dangers of potential attack in Jathikai, according to Christian Town Councilor Tanveer Saqib. Saqib said that the funeral was to be held at 10 a.m. on Wednesday (Sept. 16) at the Christian Technical Institute (CTI) Ground in Christian Town, Sialkot city.

Pakistan Muslim League-Quaid (PML-Q) Member of National Assembly (MNA) Akram Gill said that when he and several youths took the body from the CTI Ground and began heading toward Jathikai village, police began firing. Gill told Compass that police opened fire on them as well as the crowd, injuring three Christians.

Gill, a Christian, added that police also shot tear gas, and that officers arrested about 100 Christians. The national assembly member said police arrested him and took Danish’s body to the Christian Town Graveyard in Sialkot. In spite of the tear gas, Gill said, he and others went to the graveyard but encountered armed police who also fired tear gas, turning them back.

For three hours, Gill said, Criminal Investigation Department police detained him, and although he was released, police arrested PML-Q Member of Provincial Assembly (MPA) Shehzad Elahi and his whereabouts were still unknown. He said that whenever Pakistan Muslim League-Nawaz (PML-N) members come into power in the province, problems for Christians multiply.

Cause of Death

How Danish died remained unclear. Allama Iqbal Hospital Deputy Medical Superintendent Sajid Hussein told Compass that on Danish’s body there was a large welt on the back of the neck and “marks on the legs and back.” He said it was too soon to determine cause of death but that police had pronounced it a suicide.

Tissues taken from the body have been sent to Lahore for chemical and histopathology tests. He said these tests would indicate how the wounds were made, including whether they were inflicted after death.

“The report of these tests would come within a week, and I would inform the media of its findings,” he said. “I cannot comment on whether he committed suicide or not, as the matter is before the court.”

There were unconfirmed reports that state officials were pressuring doctors at Allama Iqbal Hospital to declare Danish’s death a suicide; Hussein denied these statements, telling Compass that they were “mere rumors.”

Hussein said that two Christian doctors, one from Bethania Hospital and the medical superintendent of Jalalpur Jattan Mission Hospital, were allowed to observe the autopsy. Christian Town Councilor Tanveer Saqib said that after the autopsy, the two Christian doctors came out and told media in front of thousands of Christians that Danish had been tortured to death.

Saqib said Danish’s father received the body and, accompanied by thousands of Christians, took it to Baithania Mission Hospital. The procession was so big that it took nearly four hours, though the route was not far.

Over the weekend Danish’s father had been unduly arrested, and upon his release a station house officer told Danish’s uncle, Saleem Masih, that even though Danish’s father was being released, Danish never would be. Saleem Masih told Compass that Danish’s father went back to his jailed son and told him, “My son, we have been trying our best to save you, but it doesn’t seem we will succeed. I think it is the last time I’m seeing you, so I commit you in the Lord’s hands.”

Councilor Saqib said that a Christian constable posted at the Sialkot District Jail told him that he saw Danish in the jail at around 7 a.m. and that he appeared unharmed. At about 10 a.m., however, jail administrators called important figures in the Christian community and told them that Danish had committed suicide, Saqib said.

Danish’s body was taken to a trauma center for a CT scan, he said, then to Riffat Idrees Hospital for an MRI.

“Along with the body were two Christian doctors – Dr. Tariq Malik and Dr. Qammar Sohail – and we were confident that they would tell the facts,” he said, adding that Malik had all medical reports of these tests.

The Punjab provincial government has ordered an investigation into the death, and three prison officials have reportedly been suspended.

Tragic Love

A paternal cousin of Danish identified only as Parveen confirmed reports that the conflict grew out of a romantic relationship between Danish and Hina Asghar, a young Muslim woman. She said Danish and Asghar were neighbors and had been seeing each other for three or four years.

On the night of Sept. 10, Parveen told Compass, Danish and Asghar met on the roof, angering the young Muslim’s mother. Early the next morning, Asghar’s mother spoke of the affair with the wife of local Muslim cleric identified only as Amanullah; the cleric’s wife in turn warned Asghar that both she and Danish could lose their lives if the relationship continued, Parveen said.

When Danish met Asghar on the road the next morning, Parveen said, the young Muslim woman refused to talk to him but tried to hand him a letter explaining the warning she had received. Upset, Danish batted her hand away as she was trying to give him the letter.

“Because he pushed her hand with a jerk, supara 21 [a section of the Quran larger than a sura, or chapter] fell from her hand and dropped onto a nearby sewage stream and got smeared with garbage,” Parveen said.

Saleem Masih, Danish’s uncle, questions that what fell from Asghar’s hand was a part of the Quran. He told Compass that Asghar was trying to give Danish a green-colored diary that only looked like the similarly green-covered section of the Quran. After the rumor began circulating that Danish had blasphemed the Quran, Saleem Masih said, Danish told his mother that it was not the Quran but a green diary that Asghar was trying to give him which fell.

According to Parveen, Asghar returned home and began cleaning the recovered scripture part, and her mother asked how it became sullied, Parveen said. Asghar’s mother subsequently rushed to cleric Amanullah’s wife, who then told her husband about the incident.

Saleem Masih told Compass that he and his wife, along with Danish’s parents, went to Hina Asghar’s father, Asghar Ali, bowed before him and pleaded for him to stop the false rumors of desecration of the Quran. He responded that Muslim cleric Amanullah would decide on it after the Friday prayers, and that the matter was not in their hands anymore.

On that day, Sept. 11, at about 11 a.m., the Muslim cleric announced during the Friday prayer that a Christian had blasphemed by desecrating the Quran, Parveen said.

Islamic mobs brandishing sticks were already arriving in the village, shouting against Danish and demanding that he be hung to death. They also occupied a house that he owned. Surrounding families fled their homes, leaving domestic animals without food and water.

Relatives Thrashed

Nadeem Masih, a paternal cousin of Danish, said that when he arrived at the village by motorbike that day, a large number of emotionally charged Muslims were setting Calvary Church on fire.

He said several Muslims had surrounded Danish’s father, Riasat Masih, and that he managed to get his uncle onto his motorbike to try to escape. They sped through several mob attempts to stop them and were eventually pursued by two Muslims on motorcycles. As Nadeem and Riasat Masih entered the main road, their motorbike slid and fell as they barely avoided an approaching truck. Nadeem Masih escaped but his uncle, Danish’s father, was captured.

Saleem Masih said that the Muslim mob took hold of Danish’s father, tied him up and were about to set him on fire when elderly men intervened, saying punishment for that crime would be too great, and suggested they instead only beat him. After beating Danish’s father, the Muslim mob untied him and took him into the church, where they burned Bibles, hymn books and other items and continued beating him.

Christian sources said police arrived and arrested Riasat Masih – not his attackers – and took him to the police station. Riasat Masih filed a crime report against the jailor and police officials at the Civil Lines Police Station, according to Christian Town Councilor Saqib.

Saleem Masih told Compass that he also was beaten. He said he was with Calvary Church Senior Pastor Dilshad Masih when they arrived in the village to find the mob setting church articles on fire and striking it with whatever they could find on hand. Realizing he could do nothing, Saleem Masih said he ran to his farmhouse, also owned by a Muslim named Bao Munir.

Munir took hold of him, he said.

“He brought out my cot and other belongings and set them on fire, and then he also tried to burn me in this fire,” Saleem Masih said.

Munir told him he could either be burned or go with him back to the village, and he forced all of the Christian’s clothes off of him except a cloth covering his loins and burned them, Saleem Masih said. After some struggle, he said, he managed to escape.

Danish, meantime, was hiding in a house in Jathikai village but was arrested the next morning (Sept. 12) when he went out for drinking water.

Tensions escalated, a source told Compass, when cleric Sabir Ali announced from his mosque in nearby Bhopalwala village that a Christian boy had blasphemed Islam by throwing the Quran in a drain.

Church Fire

After Calvary Church was set on fire, about 30 nearby families fled from the brutal beatings. Eyewitnesses told Compass that the assailants first went to Danish’s house. Not finding anyone there, they attacked the locked church which was only three houses from his.

The eyewitnesses, who were still in hiding and fearing further attacks, said that the assailants burned Bibles and hymnbooks. The assailants brought the church cross out, they said, and beat it with their shoes. The sources said the attackers were mainly from Shabab-e-Milli, a wing of the Muslim extremist Jamaat-e-Islami.

Christian Town Councilor Saqib said that the mob got hold of Calvary Church Senior Pastor Masih and severely beat him while police stood by. Police kept Saqib and his team from going to the blazing Calvary Church building, signaling them from afar not to come near, he said. He added that they had to turn back as the rampaging Muslims turned on them to attack, which police made no effort to stop. 

Pastor Masih told Compass that when he and Saleem Masih arrived at the church building, Muslims shouted at them, “Catch these Christians!” He remained standing as others fled, he said, and the mob beat him and took his mobile phone.

“They wanted to kill me, but miraculously I managed to run from there,” he said.

Saqib said MPA Kamran Michael of the Pakistan Muslim League-Nawaz (PLM-N), the ruling party in Punjab province, reached the village on Friday, but police did not allow him to go to the burning church, citing security threats. About 500 Christians later gathered in Sialkot to protest the church fire, with Michael addressing the crowd.

Michael said that one of the protestors reminded him that after Islamic mobs burned homes in Gojra last month, he had vowed to resign if further attacks took place. The crowd then began demanding that he resign, and police opened fire and charged the crowd with batons. He added that throughout the incident there were several media vans, but none of the major television stations covered the protest.

Several Non-Governmental Organizations (NGOs) and Christian media also faced difficulties in getting in the village, though in all previous incidents media and NGOs were allowed access. In this case, however, police told them that they were not allowed due to security reasons. Also unable to gain access to Jathikai was Pakistan People’s Party provincial Assembly Member Amna Buttar and minority rights groups.

George and Butta Masih, along with four family members, were in Jathikai tending to their five cows on Sunday (Sept. 13). George Masih told a Compass reporter who had somehow got into the village that they stayed home all day and went out only at night to bring some fodder for the animals. They said that Muslims would beat any Christians seen during the day.

On Sunday about 500 to 700 Muslim women staged a protest in Sialkot to refute the notion that a Muslim woman could fall in love with a Christian man.

Several Christian and secular organizations in Lahore have scheduled a candle-light vigil today (Sept. 17) as a memorial for Danish and other members of Pakistan’s minority communities who have been killed or attacked in Islamist attacks.

A field officer for advocacy group Community Development Initiative, Napoleon Qayyum, said such attacks were weakening the Christian community. 

“After the Gojra incident, several Christians said that their Muslim employers had told them not to come to work anymore,” Qayyum said. “This economic dependence further plays part in seeking justice.” 

He added that in the June 30 Islamist attack on Bahmaniwala, in Kasur district, Christians did not want to pursue justice as they worked on Muslims’ land and could not afford confrontation.

“Their fear is that they would be left without jobs,” he said. “Due to economic dependence and poor status, Christians neither pursue their cases, nor do they defend themselves in such instances.”

Convert Languishing in Jail in Ethiopia for Handing Out Bibles


Leader in Christian-Muslim relations accused of ‘malicious’ distribution.

ADDIS ABABA, Ethiopia, September 15 (CDN) — A convert from Islam who has led a push for Muslim-Christian understanding in Ethiopia has been in jail for nearly four months since his arrest for “malicious” distribution of Bibles.

Christian sources in Ethiopia said that, contrary to Ethiopian law, 39-year-old Bashir Musa Ahmed has not been formally charged since his arrest on May 23 in Jijiga, capital of Somali Region Zone Five, a predominantly Muslim area in eastern Ethiopia. Zonal police arrested him after he was accused of providing Muslims with Somali-language Bibles bearing covers that resemble the Quran, the sources said.

An Ethiopian national, Ahmed is known as a bold preacher of Christianity and is credited with opening discussion of the two faiths between Christian and Muslim leaders. He is well-known in the area as a scholar of Islam, but his case has gone largely unreported in Ethiopia.

A source who requested anonymity said authorities likely are secretly planning to transfer Ahmed from his Jijiga cell to Ghagahbur jail some 200 kilometers away near the Somali border, in part to prevent other Christians from visiting him and in part because he has not been charged.

The source told Compass that Ahmed’s own relatives and tribe instigated the arrest with the intent of stopping him from spreading Christianity in the region, whose 5 million predominantly Muslim inhabitants are mainly of Somali origin. 

“The Ethiopian constitution allows for religious tolerance,” said the source, “but to date Ahmed has not been taken to court. He is still in the cell now, going on the fourth month, which is quite unusual for an Ethiopian nationality and the constitutional requirements.”

For providing Bibles with cover pages resembling the Quran, Ahmed is accused of “maliciously” distributing Bibles and trying to convert Muslims to Christianity, although conversion and manifesting one’s faith are not illegal in Ethiopia. At issue is whether the Bibles with covers resembling the Quran violate copyright issues and disrespect Islam.

Christian converts in the area said the kind of Bible that Ahmed distributed is widely available on the market in Ethiopia and is commonly used by Somali Christians inside and outside of the country.

Following a recent visit to Ahmed, the source said he looked strong in faith but seemed to have lost weight and was in need of clothes.

“I am doing fine here in prison, but it is a bit unfortunate that some of my close friends who claimed to advocate and serve the persecuted Christians have not come to see me,” Ahmed told the source. “I am thankful for those who have taken their time to come and see me as well as advocate for my release.”

Sources said hostility toward those spreading faith different from Islam is a common occurrence in Muslim dominated areas of Ethiopia and neighboring countries. Christians are subject to harassment and intimidation, they said, to stem a rising number of Muslim converts.

“In God’s own time I know I will be set free,” Ahmed told the source. “Continue praying for me. I know it is God’s will for me to be here at this time and moment in life.”

Ethiopia’s constitution, laws and policies promote freedom of religion, but occasionally local authorities infringe on this right, according to the U.S. Department of State’s 2008 International Religious Freedom Report. An estimated 40 to 45 percent of Ethiopia’s population belongs to the Ethiopian Orthodox Church, evangelical and Pentecostal groups make up an estimated 10 percent of the population and about 45 percent of the population is Sunni Muslim, according to the report.

In Ethiopia’s federal state system, each state is autonomous in its administration, and most of those holding government positions in Somali Region Zone Five are Muslims.

A Chinese pastor secretly transferred to a labor camp


A Chinese pastor, currently serving a sentence for ‘illegal activities’ while leading his church, has been transferred to a labor camp in Henan Province, China, reports Michael Ireland, chief correspondent, ASSIST News Service.

ChinaAid says that on June 29, about 3 p.m., Pastor Dou Shaowen was secretly transferred to Shifo Re-education Through Labor Center in Zhengzhou city, Henan province.

The Christian human rights group says authorities still have not informed his family of his transfer. Pastor Dou is currently serving a one-year sentence of re-education through labor for ‘engaging in illegal activities’ because of his leadership of Rock (Panshi) Church.

ChinaAid says: “Pastor Dou was first arrested on June 14 when government officials raided and forcibly abolished and sealed Rock Church’s building, a house church in Zhengzhou city, Henan. Police arrested him, his wife Feng Lu and five other believers. Pastor Dou and Feng Lu received one-year re-education through labor sentences, while the five other believers were each sentenced to 15 days detention and a 500 yuan ($74USD) fine.”

ChinaAid goes on to say that Pastor Dou was held in Jinshui Branch Detention Center of Zhengzhou City until June 25, when at about 6:30 p.m., he was transferred to Baimiao Re-education Through Labor Center located on Wenhua Road, Zhengzhou city.

ChinaAid contacts reported: “He was given inhuman treatment in the re-education through labor center. When he wanted to talk to the police officers, he was forced to squat. He worked 18 hours a day from 6 a.m. to 12 a.m. midnight. Over 70 people sleep in a room. Due to the hot weather and the poor sanitary conditions…some prisoners have eczema, herpes and other skin diseases. They have to work 18 hours a day without enough to eat.”

At about 3 p.m. on June 29, Pastor Dou was transferred to Shifo Re-education through Labor Center where conditions are reported to be worse.

According to a ChinaAid media update, authorities have permitted Pastor Dou’s wife, Feng Lu, to serve her one-year sentence at home, in order to care for their 12-year-old daughter.

The news release says: “When Feng Lu went to see her husband at the Baimiao Re-education Through Labor Center, she was told she was not allowed to visit him for a month, and was not informed he would be transferred to another labor camp. Feng Lu is required to report to the Public Security Bureau regularly, and could be sent to labor camp again if she is found ‘engaging in illegal religious activities’ again.”

ChinaAid explains that Rock Church’s gathering site is still sealed at this time, and authorities have refused to release the computer and other materials that were confiscated in the raid on June 14.

Rock Church recently released a ‘Declaration on June 14 Incident by Rock Church of Zhengzhou’ to the international community and a petition to the Chinese government.

In the declaration, the Christians of Rock Church state, “We hope the government can give us justice, give back our innocence, cancel the penalties of one year of re-education through labor for Dou Shaowen and Feng Lu immediately, protect the normal religious life of the believers, severely punish those people who committed crimes when they are supposed to enforce the law and apologize to all the believers.”
