It’s not just Newstart. Single parents are $271 per fortnight worse off. Labor needs an overarching welfare review

Single parents have been made worse off by the Howard, Rudd, Gillard, Abbott and Turnbull governments. It’s time to take stock.

Thirty years after Prime Minister Bob Hawke famously promised that by 1990 no Australian child would live in poverty, Bill Shorten has promised that, if elected, Labor will use a “root and branch review” to lift the rate of the Newstart unemployment benefit.

Two crossbenchers, Cathy McGowan and Rebekha Sharkie, want to go further.

They have introduced a private member’s bill that would create an independent commission to examine the adequacy of all social security payments other than family payments and payments to veterans.

It would make recommendations, rather than set rates.

The Government opposes it. Labor has opposed such proposals in the past. Prime Minister Scott Morrison has said he would like to increase payments, but they would be ones of his choosing – he would lift the pension before lifting Newstart.

But the pension is already much higher than Newstart, and other benefits have fallen behind by more.

What’s wrong with Newstart?

Newstart is inadequate and getting worse.

The Organisation for Economic Cooperation and Development raised “concerns about its adequacy” as long ago as 2010.

In a report on Australia it suggested that not only it might be insufficient to live on, it also might be insufficient to enable those on it to look for work.

The relatively low net replacement rate in the first year of the unemployment spell raises issues about its effectiveness in providing sufficient support for those experiencing a job loss, or enabling someone to look for a suitable job.

The main reason why it is inadequate is that it hasn’t increased by much more than inflation since 1994. General living standards have soared during those two and a half decades, as has the pension which is linked to them by being set as proportion of male wages, and which was increased substantially in 2009.



ACOSS

Newstart is now only A$275.20 per week. The pension is A$417.20 per week (A$458.15 with the pension supplement and energy supplement).

Unless it is better indexed, Newstart will slide even further relative to other payments and living standards.

Since 1994-95 the buying power of the median household disposable income has climbed 55%. The buying power of Newstart has barely budged.

It has pushed people on Newstart further down the income ladder.

In 1994-95 a single person on Newstart received A$24 per week less than a low-earning household at the top of the bottom tenth of the income distribution.

By 2015-16 that single person on Newstart got A$175 per week less than the low earning household.

The Australian Council of Social Service, the Business Council of Australia and a wide range of other community and business leaders including the former prime minister John Howard and most of the parliament’s crossbench have called for a lift in Newstart and a better method of setting it.

There’s more to it than Newstart

The relative decline in Newstart was the result of neglect. It was left indexed to the consumer price index when, over the long term, it should have been indexed to a measure that moves with community living standards.

But in other cases, governments under five prime ministers over the past twelve years have made explicit decisions to cut assistance, most severely for low income single parents.

In 2006 the Howard government made substantial changes to the Parenting Payment Single (PPS) and the Parenting Payment – Partnered (PPP) as part of what it called a welfare to work program.

Single parents claiming the PPS after July 1, 2006 would lose it when their youngest child turned eight. They would go onto the much lower Newstart unemployment benefit, and be expected to look for work.

Partnered parents claiming the PPP would lose it when their youngest child turned six, but for them it made little difference because their parenting payment and Newstart were about the same.

For single parents it meant a significant cut in benefits at the time, and a harsher income test.

Those receiving PPS before July 1, 2006 were “grandfathered” meaning they could continue to receive it until their youngest child turned 16.

But in 2013, the Gillard government removed grandfathering, requiring all single parents with older children to be moved onto Newstart or other payments if eligible.

At that time the maximum rate of Parenting Payment Single was $331.85 per week. The maximum rate of Newstart was $266.50.

And a change introduced by Prime Minister Kevin Rudd made the parenting payments themselves less generous.

For many decades, the basic rate of payment for most single parents was the same as the pension.

In 2009 the Rudd government delinked them and lowered the wages benchmark so that PPS was set at 25% of male total average weekly earnings instead of 27.7%.

The 2009-10 Budget also changed the link between levels of the maximum rate of Family Tax Benefit Part A and the married rate of pension, a link originally established following the Hawke government’s child poverty pledge.

These changes have shrunk Family Tax Benefit payments per child from 16.6% – 21.6% of the married pension rate to 14.5% – 18.9%, a difference now of $13 per week for each younger child and $17 per week for each older child – with more shrinkage to come.

In 2014 the first Abbott budget attempted to further wind back Family Tax Benefits.

After a tough time in the Senate, several of his measures finally passed, under Prime Minister Malcolm Turnbull in 2016 and 2017.

Family Tax Benefit B has been closed to couple families with children aged 13 years or older and the Family Tax Benefit B income test tightened, the size of the payments to large families has been wound back, the Family Tax benefit A end of year supplement has been withdrawn from families earning over A$80,000 per annum and rates have pay have been temporarily frozen, so that they don’t even increase with inflation.

What’s been the total of cuts since 2006?

The cumulative effects of the policy choices since 2006 on the disposable incomes of single parent families are substantial.

We have compared how much low-income parents currently receive, compared to what they would be receiving if these changes had not been made.

Our calculations are conservative.

We have ignored a number of changes including payments that have come and gone such as the Schoolkid’s Bonus and the Energy Supplement or changes that affect high income families. Nor have we taken into account the loss of payments to families with with four or more children due to the phasing out of the Large Family Supplement from July 2016.

Single parents still on Parenting Payment Single with two younger children have lost nearly $85 per fortnight; about 6% of their disposable incomes. For families with older children, the loss is about $271 per fortnight; a cut in disposable income of nearly 19%.

In total there are around 360,000 families with children, Australia’s poorest, who are getting considerably less financial support.

It has happened as a result of actions by both sides of politics under prime ministers Howard, Rudd, Gillard, Abbott and Turnbull.

As with the decision to link Newstart to the consumer price index rather than wages, the effects of their decisions will widen over time. The poorest families, and their children, will increasingly fall behind the rest of the population.

This process is already strongly entrenched.

Research by Peter Saunders, Bruce Bradbury and Melissa Wong for the joint ACOSS-UNSW report on poverty finds that the transfer of 80,000 sole parents to Newstart in 2013 was associated with an increase in the rate of after-housing poverty among unemployed sole parents from 35% to nearly 60%.

Have the cuts got single parents into jobs?

The stated purpose of the cuts to Parenting Payment Single was to get them into jobs.

First impressions suggest that they have.

In 2005-06 51% of single parent households had social security benefits as their main source of income. A decade later this was 42%.

In 2005 around 49% of lone parent families with a youngest child under 15 were employed. By 2009 the proportion had grown to 59%.

But in both cases the changes started before the changes to benefits, from the middle of the 1990s.

And the proportion of single parents employed went backwards during the global financial crisis, sliding to 53% and only recovering to 55% in 2017, despite the move of families from Parenting Payment Single to Newstart.

It’s time for a proper review

The “root and branch review” promised by Bill Shorten and the ongoing commission proposed by crossbenchers are not mutually exclusive.

An immediate review could be used to increase payments in the shorter term, while an ongoing commission could examine longer-term priorities.

The scope of these inquiries should not be limited to Newstart.

Parenting Payments and Family Tax Benefits are also a fundamental component of the social safety net.

There is case for going further and examining the entire structure of the social security system.

The most comprehensive examination was the Henderson Poverty Inquiry commissioned by the McMahon government and extended by the Whitlam government more than four decades ago.

A comprehensive review of Australia’s social security system, undertaken in an integrated fashion and including tax as well as payments (including those for childcare and to support people who study and work) is overdue.

We need such a review to consider the design of our safety net in the light of economic, demographic, technological and social changes, and those to come.

It ought to be a key priority of Australia’s next government.

New Christian Convert from Islam Murdered


Muslim militants shoot young man dead after learning he had begun to follow Christ.

NAIROBI, Kenya, April 20 (CDN) — Two Muslim extremists in Somalia on Monday (April 18) murdered a member of a secret Christian community in Lower Shabele region as part of a campaign to rid the country of Christianity, sources said.

An area source told Compass two al Shabaab militants shot 21-year-old Hassan Adawe Adan in Shalambod town after entering his house at 7:30 p.m.

“Two al Shabaab members dragged him out of his house, and after 10 minutes they fired several shots on him,” said an area source who requested anonymity. “He then died immediately.”

The militants then shouted “Allahu Akbar [God is greater]” before fleeing, he said.

Adan, single and living with his Muslim family, was said to have converted to Christianity several months ago. Area Christians said they suspected someone had informed the Islamic militants of his conversion. One source said that a relative who belonged to al Shabaab had told Adan’s mother that he suspected her son was a Christian.

“This incident is making other converts live in extreme fear, as the militants always keep an open eye to anyone professing the Christian faith,” the source said.

Two months ago there was heavy fighting between the rebel al Shabaab militants and forces of the Transitional Federal Government (TFG), in which the TFG managed to recover some areas controlled by the rebels. Al Shabaab insurgents control much of southern and central Somalia.

With estimates of al Shabaab’s size ranging from 3,000 to 7,000, the insurgents seek to impose a strict version of sharia (Islamic law), but the transitional government in Mogadishu fighting to retain control of the country treats Christians little better than the al Shabaab extremists do. While proclaiming himself a moderate, President Sheikh Sharif Sheik Ahmed has embraced a version of sharia that mandates the death penalty for those who leave Islam.

Al Shabaab was among several splinter groups that emerged after Ethiopian forces removed the Islamic Courts Union, a group of sharia courts, from power in Somalia in 2006. Said to have ties with al Qaeda, al Shabaab has been designated a terrorist organization by several western governments.

On Jan. 7, a mother of four was killed for her Christian faith on the outskirts of Mogadishu by al Shabaab militia, according to a relative. The relative, who requested anonymity, said Asha Mberwa, 36, was killed in Warbhigly village when the Islamic extremists cut her throat in front of villagers who came out of their homes as witnesses.

She is survived by her children – ages 12, 8, 6 and 4 – and her husband, who was not home at the time she was apprehended. Her husband and children have fled to an undisclosed location.

Police in Sudan Aid Muslim’s Effort to Take Over Church Plot


With possibility of secession by Southern Sudan, church leaders in north fear more land grabs.

NAIROBI, Kenya, October 25 (CDN) — Police in Sudan evicted the staff of a Presbyterian church from its events and office site in Khartoum earlier this month, aiding a Muslim businessman’s effort to seize the property.

Christians in Sudan’s capital city told Compass that police entered the compound of the Sudan Presbyterian Evangelical Church (SPEC) on Oct. 4 at around 2 p.m. and ordered workers to leave, claiming that the land belonged to Muslim businessman Osman al Tayeb. When asked to show evidence of Al Tayeb’s ownership, however, officers failed to produce any documentation, the sources said.

The church had signed a contract with al Tayeb stipulating the terms under which he could attain the property – including providing legal documents such as a construction permit and then obtaining final approval from SPEC – but those terms remained unmet, church officials said.

Church leader Deng Bol said that under terms of the unfulfilled contract, the SPEC would turn the property over to al Tayeb to construct a business center on the site, with the denomination to receive a share of the returns from the commercial enterprise and regain ownership of the plot after 80 years.

“But the investor failed to produce a single document from the concerned authorities” and therefore resorted to police action to secure the property, Bol said.

SPEC leaders had yet to approve the project because of the high risk of permanently losing the property, he said.

“The SPEC feared that they were going to lose the property after 80 years if they accepted the proposed contract,” Bol said.

SPEC leaders have undertaken legal action to recover the property, he said. The disputed plot of 2,232 square meters is located in a busy part of the heart of Khartoum, where it has been used for Christian rallies and related activities.

“The plot is registered in the name of the church and should not be sold or transfered for any other activities, only for church-related programs,” a church elder who requested anonymity said.

The Rev. Philip Akway, general secretary of the SPEC, told Compass that the government might be annoyed that Christian activities have taken place there for many decades.

“Muslim groups are not happy with the church in north Sudan, therefore they try to cause tension in the church,” Akway told Compass.

The policeman leading the officers in the eviction on Oct. 4 verbally threatened to shoot anyone who interfered, Christian sources said.

“We have orders from higher authorities,” the policeman shouted at the growing throng of irate Christians.

A Christian association called Living Water had planned an exhibit at the SPEC compound on Oct. 6, but an organization leader arrived to find the place fenced off and deserted except for four policemen at the gate, sources said.

SPEC leaders said Muslims have taken over many other Christian properties through similar ploys.

“We see this as a direct plot against their churches’ estates in Sudan,” Akway said.

The Rev. John Tau, vice-moderator for SPEC, said the site where Al Tayeb plans to erect three towers was not targeted accidentally.

“The Muslim businessman seems to be targeting strategic places of the church in order to stop the church from reaching Muslims in the North Sudan,” Tau said.

The unnamed elder said church leaders believe the property grab came in anticipation of the proposed north-south division of Sudan. With less than three months until a Jan. 9 referendum on splitting the country according to the Comprehensive Peace Agreement of 2005, SPEC leaders have taken a number of measures to guard against what it sees as government interference in church affairs.

Many southern Sudanese Christians fear losing citizenship if south Sudan votes for secession in the forthcoming referendum.

A top Sudanese official has said people in south Sudan will no longer be citizens of the north if their region votes for independence. Information Minister Kamal Obeid told state media last month that south Sudanese will be considered citizens of another state if they choose independence, which led many northern-based southern Sudanese to begin packing.

At the same time, President Omar al-Bashir promised full protection for southern Sudanese and their properties in a recent address. His speech was reinforced by Vice President Ali Osman Taha’s address during a political conference in Juba regarding the signing of a security agreement with First Vice President Salva Kiir Mayardit (also president of the semi-autonomous Government of Southern Sudan), but Obeid’s words have not been forgotten.

Akway of SPEC said it is difficult to know what will become of the property.

“Police continue to guard the compound, and nobody knows for sure what the coming days will bring,” Akway said. “With just less than three months left for the South to decide its fate, we are forced to see this move as a serious development against the church in Sudan.”

Muslim Extremists Murder Christian Family in Pakistan


Lawyer, wife, five children shot to death after he tried to defend Christian.

ISLAMABAD, Pakistan, September 30 (CDN) — Islamic extremists killed a Christian lawyer, his wife and their five children in northwestern Pakistan this week for mounting a legal challenge against a Muslim who was charging a Christian exorbitant interest, local sources said.

Police found the bodies of attorney and evangelist Edwin Paul and his family on Tuesday morning (Sept. 28) at their home in Haripur, a small town near Abbotabad in Khyber Pakhtunkhwa Province (previously known as the North-West Frontier Province, or NWFP), according to Haripur Station House Officer (SHO) Maqbool Khan.

The victim and his wife Ruby Paul, along with their five children ages 6 to 17, had been shot to death.

“On Sept. 28 at around 8 a.m., we received a call from Sher Khan colony that people heard gunshots, and there was a group of people who ran from a house and drove away,” Khan said. “We went and found seven bodies in a house.”

Paul’s Muslim neighbor, Mushtaq Khan, told Compass that the previous day a group of armed men had threatened the lawyer.

“On Monday a group of armed men stopped Paul and took him by the collar and said, ‘Leave the town in 24 hours – we know how to throw out Christians, we will not allow even a single Christian to live here. We will hang them all in the streets, so that no Christian would ever dare to enter the Hazara land.”

The Hazara are settlers from northern Pakistan who are an ethnic mixture of Punjabi Jats and Pashtuns (also called Pathans). Drawing attention for demanding a separate province for themselves when the NWFP became Khyber Pakhtunkhwa, the Hazara community financially supports area Islamic extremist groups and is known for charging up to 400 percent interest to Christians. Paul had moved with his family to the area in February.

He had taken up the case of Robin Mehboob, a Christian taxi driver in Haripur who had received a loan of 150,000 rupees (US$1,725) from Noor Khan, an influential Muslim whose lending network extends to some parts of Punjab Province, to buy a taxi. Originally Noor Khan agreed that Mehboob would pay back 224,000 rupees (US$2,580) after one year, Mehboob said.

“I gave my property papers as a guarantee,” Mehboob told Compass, “but then the amount of the interest was raised to 500 percent because I am a Christian – he was demanding back 1.12 million rupees [US$12,893]. They have forcefully taken over my property and have confiscated my taxi as well. I am a poor man, the taxi is the only source of income.”

Paul took Mehboob and the documents of the original loan agreement to the Haripur police station, Mehboob said.

“We talked to the SHO, who said, ‘You can file a complaint, but I can assure you that no one will testify against Noor Khan, as he is supported by extremist groups,’” Mehboob said. “We filed the complaint, and one of the police officers informed [Noor] Khan that we went to the police station.”

On their way back from the police station, three cars filled with Noor Khan’s associates stopped near his house, Mehboob said.

“They came out and said, ‘How dare you Christians go to the police, don’t you know we own the law here?’ They assaulted us, beating us with fists and clubs, and warned that if we try to seek any assistance, they will kill us.”

Mehboob left Haripur that night and went to his brother in Sialkot.

Paul wrote to the Khyber Pakhtunkhwa government, Christian organizations and churches for help, explaining how Noor Khan and the extremist groups were driving Christians out of the area by taking over their property or threatening to kill them unless they sold their homes.

The Muslim extremist groups most active in the area are the banned Jamat ul Dawa, the Sunni Tahreek, and some groups linked with the Pakistani Taliban. The extremist groups were making fake documents to occupy properties owned by Christians, and Hazara investors were supporting the campaign, area Christians said.

The Muslim extremists have also threatened many Christians with death if they do not convert, they said.

Pastor Rehmat Naeem of St. Paul Church in Haripur told Compass that he had also received threats.

“Some extremists sent us threats through phone calls and letters, asking us to leave Haripur,” Pastor Naeem said. “Many Christians were forced to sell their property at very low rates and leave the area. Edwin Paul tried to help the Christians – he even talked to the higher authorities, but no one was ready to testify against the extremists.”

Pastor Naeem added that two months ago area extremists kidnapped eight missionaries; six have been released, and the two others are presumed dead.

A First Information Report has been filed in the murder of Paul and his family, and the District Coordination Officer and District Police Officer (DPO) have strongly condemned the crime and instructed the SHO to find those responsible, authorities said.

Chief Secretary of Hazara Division Ali Ahmed has released a statement ordering a police operation “under the Terrorist Act against the extremists and the Hazaras for forcefully driving away the Christians and killing seven innocent people. We will not allow anyone to threaten the religious minorities. It is the duty of the state to protect the life and property of its people. The DPO has been instructed to arrest the culprits in 72 hours and submit a report or he will be suspended.”

Hmmm – this is a rather self-centered question. The answer I have for this question is that I’m really quite content with who I am. I am what God had made me to be and with that I am content.

In human terms I know I am not the most attractive/good looking guy that is getting about. I’d have to say I’m fairly average – if not below average – by this current age’s philosophy of good looks. One of the reasons why I’m still single I guess.

I also wouldn’t describe myself as super intelligent, but am thankful for having a degree of intelligence that allows me to be a little intellectual. Perhaps, another reason I am still single – lol.

So to answer this question – I am content with what God has made me to be and what he has fashioned me to be via His providential dealings.

Alleged Bomber of Christian Boy in Israel to Stand Trial


Hearing could determine whether Jack Teitel is transferred from mental hospital.

ISTANBUL, September 3 (CDN) — An Israeli man accused of planting a homemade bomb that almost killed the son of a Messianic Jewish pastor in Ariel, Israel has been declared competent to stand trial.

Jack Teitel, 37, who in November was indicted on two charges of pre-meditated murder, three charges of attempted murder and numerous weapons charges, is expected to enter a plea on Sunday (Sept. 5).

David and Leah Ortiz, parents of the teenage victim, said that the 10 months since the indictment have been difficult but their stance toward Teitel remains the same; they have forgiven him for the attack but want him to face justice before a judge and seek salvation from God.

If nothing else, they said, they want him incarcerated to keep other Messianic Jews from being attacked either by Teitel or those following his lead.

“He’s dangerous,” Leah Ortiz said. “He’s an extremely dangerous person. He’s totally unrepentant.”

Sunday’s plea will open the way for a trial expected to start within weeks and last for more than six months. Officials at a hearing possibly the same day as the scheduled plea will decide whether Teitel will be moved from the mental hospital where he has been held for most of his detainment.

It is possible Teitel will enter no plea on Sunday. He has publically stated that he doesn’t “recognize the jurisdiction” of Jerusalem District Court.

 

Bombing

On March 20, 2008, Ami Ortiz, then 15, opened a gift basket that someone had left anonymously at his family’s home in Ariel. The basket disappeared in a massive explosion that destroyed much of the Ortiz home and shattered Ami’s body.

When he arrived at the hospital, Ami was clinging to life. He was bleeding profusely, had burns covering much of his body and was full of needles, screws and glass fragments the bomb-maker had built into the device.

The doctors had little hope for him and listed his condition as “anush,” meaning his soul was about to leave his body.

After countless hours of surgery and even more spent in prayer, Ami went from “near dead,” to burned and blind and eventually to playing basketball on a national youth team. Both his parents said his recovery was nothing short of a miracle from God.

 

‘Most Radical Evangelist’

When Teitel was arrested in October 2009, police found him hanging up posters celebrating the shooting of two teenagers at a gay and lesbian community center in Tel Aviv.

Teitel’s background is still somewhat of a mystery. An emigrant from the United States, he became an Israeli citizen in 2000, got married not long afterwards and is the father of four children. Usually portrayed in Israeli media as part ultra-orthodox ideologue and part fringe survivalist, it is clear that Teitel was motivated by a fascination with end-times prophecy and an extremely violent interpretation of Judaism and Jewish nationalism.

He is a self-described follower of such anti-missionary groups as Yad L’Achim. According to authorities, Teitel sought to kill those he deemed enemies of traditional Judaism: Palestinians, homosexuals, liberal Jewish intellectuals and, in the Ortiz case, Messianic Jews.

David Ortiz is well known in Israel, both for his activities in the Jewish community and for his efforts to expose Palestinians to the gospel.

“He said the reason why he wanted to kill me was that I was the most radical in evangelism, so I had to be first,” said Ortiz, who has seen transcripts of Teitel’s confessions.

Along with the Ortiz case, police said Teitel is responsible for the June 1997 shooting death of Samir Bablisi, a Palestinian taxi driver who was found in his cab with a single bullet wound to his head. Two months later, police said, Teitel allegedly shot Isa Jabarin, a Palestinian shepherd who was giving him driving directions to Jerusalem.

Police also said that Teitel attempted to burn down a monastery and unsuccessfully planted several bombs. He also is accused of the September 2008 bombing of Zeev Sternhell of Hebrew University in Jerusalem. The bombing left the emeritus history professor slightly wounded.

During one court hearing, Teitel flashed a victory sign and reportedly said, “It was a pleasure and honor to serve my God. God is proud of what I have done. I have no regrets.”

 

Long Road to Trial

David Ortiz said that as bad as the bombing itself was, waiting for the trial has been yet another ordeal.

As officials investigated the bombing, police harassed Messianic Jewish friends of theirs, saying, “If you are Jewish, why did you become a Christian?” Ortiz said.

The Ortiz family had to sue police and pay 5,000 shekels (US$1,320) to obtain a copy of a security camera video belonging to the family that police had seized as evidence. The video shows Teitel laying the basket at the Ortiz home.

“We had to hire a lawyer because we understood clearly that our rights as victims had to be protected,” said David Ortiz.

Particularly galling to the pastor has been the hands-off response of government officials to the attack.

“We are the only family in Israel that has been a victim of an attack that hasn’t been visited by a government official,” he said, adding that officials have made no public condemnation of the attack. “If the leaders do not condemn an act, it emboldens others who want to do the same thing.”

According to the International Religious Freedom Report 2009 issued by the U.S. Department of State, there are 10,000 Messianic Jews in Israel. The report documents several cases of violence against Messianic Jews, including cases where baptismal services have been disrupted, Messianic Jews have been beaten and Christian literature has been torched.

 

God Shows Up

Leah Ortiz said that what Teitel intended for evil, God meant for good in order to reach people.

“The Lord has taken the worst tragedy that could possibly happen and has used it for the greatest good that He possibly could,” she said.

The incident, and how the Ortiz family has dealt with it, has become a lightning rod of sorts in Israel, forcing people to think more seriously about the claims of the Messianic Jews.

In a place filled with the type of hatred that causes people to strap bombs to their bodies to kill others, the attack has given people a reason to think and, for some, to choose forgiveness and peace.

Ortiz said he has gotten calls from Palestinians who had said if he could forgive a man who bombed his child, then they can forgive what has happened to them. Orthodox Jews have called him and asked forgiveness for their hatred toward Messianic Jews. Muslims have called Ortiz offering blood for transfusions for Ami.

Ortiz said he was devastated after the attack, but that he has been blessed to see God working “supernaturally” through the incident. Ami is an example of God’s grace and healing power, Ortiz said, explaining, “Ami has been a wonder within my own eyes. How could anyone who went through so much be so peaceful?”

Ami’s high school friends, most of them not Messianic Jews, have sought him out and asked him about the ordeal.  Ortiz said he thinks God will use him in a big way.

His wife explained, “I have that sense this is about something bigger. This is something bigger than what has happened to us and to our family.”

Indonesian Muslims Call for Halt to ‘Christianization’


Forum highlights religious tensions in Bekasi, West Java.

DUBLIN, July 2 (CDN) — Muslim organizations in Bekasi, West Java, on Sunday (June 27) declared their intention to establish paramilitary units in local mosques and a “mission center” to oppose “ongoing attempts to convert people to Christianity,” according to the national Antara news agency.

At a gathering at the large Al Azhar mosque, the leaders of nine organizations announced the results of a Bekasi Islamic Congress meeting on June 20, where they agreed to establish a mission center to halt “Christianization,” form a Laskar Pemuda youth army and push for implementation of sharia (Islamic law) in the region, The Jakarta Post reported.

“If the Muslims in the city can unite, there will be no more story about us being openly insulted by other religions,” Ahmad Salimin Dani, head of the Bekasi Islamic Missionary Council, announced at the gathering. “The center will ensure that Christians do not act out of order.”

Observing an increasing number of house churches, Muslim organizations have accused Bekasi Christians of aggressive proselytizing. The Rev. Simon Timorason of the West Java Christian Communication Forum (FKKB), however, told Compass that most Christians in the area do not proselytize and meet only in small home fellowships due to the lack of officially recognized worship venues.

Many Christian seminary graduates prefer to remain on Java rather than relocate to distant islands, Timorason added, making West Java the ideal place to launch new home-based fellowships for different denominations. But neighbors see only the multiplication of churches, he said, and therefore suspect Muslims are converting to the Christian faith.

“The ideal solution is to have one building with a permit to be used by different denominations in each housing complex,” Timorason said. “If every denomination wants their own church in the same area, it’s a problem.”

 

Declaration of Intent

Kanti Prajogo, chairman of the Congress committee, had hoped to present a written declaration of intent to city officials at the mosque gathering, but officials did not respond to his invitation, according to The Jakarta Post.

Around 200 people attended the June 20 Congress, representing local organizations such as the Bekasi Interfaith Dialogue Forum, the Bekasi Movement Against Apostasy, the local chapters of Muhammadiyah and the Indonesian Ulema Council (MUI) – two of Indonesia’s largest Muslim organizations – and the Islamic Defenders Front (FPI), well known for its aggressive opposition to Christians and other non-Muslim groups.

Government officials on Monday (June 28) called for the FPI to be declared a forbidden organization, claiming that FPI members were implicated in “too many” violent incidents.

“We are not concerned about their mission,” legislator Eva Kusuma Sundari reportedly said at a press conference in Jakarta, “but we are concerned about the way they implement their goals.”

A spokesman for another large organization, Nahdlatul Ulama (NU), said Tuesday (July 28) that despite one member being present at the congress in an unofficial capacity, NU had not approved the joint declaration, contradicting a statement made the previous day by Bekasi NU official Abul Mutholib Jaelani, who told The Jakarta Post that he had asked all 56 NU branches in the city to contribute at least 10 members to the youth army.

 

Contributing to Religious Conflict

Rapid residential and industrial development has created huge social problems in Bekasi. Sociologist Andi Sopandi of Bekasi Islamic University told The Jakarta Post that the call for sharia was a warning signal, and that local officials should urgently pursue dialogue between Muslim and Christian leaders.

Locals and newcomers will get along well only if they share similar basic values, particularly religious ones, Sopandi reportedly said, pointing to sharp disputes over the Filadelfia Huria Kristen Batak Protestan (HKBP) church in Jejalen Jaya sub-district earlier this year as an example.

A neighbor of the church confessed to The Jakarta Post that local clerics had asked him and other residents to sign a petition against constructing the HKBP church building and threatened not to pray at their funerals if they failed to cooperate; the majority of his neighbors signed the document under duress.

Under a 2006 Joint Ministerial Decree (SKB), at least 60 local residents must approve the establishment of a house of worship, whether a mosque or a church. The congregation must also have at least 90 members and obtain letters of recommendation from the local interfaith communication forum (FKUB) and religious affairs office before gaining final approval from district officials.

These terms make it virtually impossible for churches in Bekasi to obtain building permits. Bekasi regency has a population of 1.9 million, of which 98.2 percent are Muslim, according to 2006 data from the Bekasi Regency Religious Affairs office. Protestants, who form 0.67 percent (approximately 12,700 people) of the population, and Catholics who make up 0.55 percent, are served by only 16 officially recognized churches in seven of the 23 sub-districts.

Sudarno Soemodimedjo, deputy chief of the Bekasi FKUB, told The Jakarta Post in February that even if a church construction committee gained the approval of 60 local residents, the FKUB would not issue a letter of recommendation if there were any public objections.

“The SKB orders us to maintain public order, which means we have to refuse the establishment of a house of worship we believe may trigger a conflict in the future,” he said.

As a result, many Christians meet in unrecognized worship venues, giving Muslim groups legal grounds to oppose church gatherings.

“If the SKB was applied consistently, many mosques that were built without permits would have to close,” Timorason told Compass.

The government wants each new settlement to have a place of worship, he added, “but it’s always a mosque. There should be one of each to be fair.”

“Violations against freedom of religion remain rampant [in Indonesia],” confirmed the chairman of the Setara Institute for Democracy and Peace, who goes by the single name of Hendardi, at a press conference announcing the release of its January 2010 “Report on the Condition of Religious and Faith Freedom in Indonesia.”

“This is mostly because the government is half-hearted in its upholding of the right to worship,” he said.

Of 139 violations recorded by the institute last year, West Java took first place with 57 incidents, followed closely by Jakarta at 38.

Lao Christians Expelled from Village Suffer Critical Illnesses


One dead, two hospitalized; village chief threatens other residents.

DUBLIN, May 14 (CDN) — In spite of assurances of religious rights by officials in March, Lao Christians expelled from a village in Saravan Province in January are suffering from a prolonged lack of adequate food and clean water.

The lack of basic resources has led to diarrhea, dehydration, eye and skin infections, fainting and general weakness for the Christians expelled from Katin village, and one person has died, Human Rights Watch for Lao Religious Freedom (HRWLRF) reported.

A Christian who went by the single name of Ampheng died suddenly in April while praying for one of two other Christians who were hospitalized with illnesses caused by their living conditions, an HRWLRF spokesman told Compass. The exact cause and date of Ampheng’s death were not immediately known.

Expelled from their village at gunpoint on Jan. 18 for failing to renounce their faith, the 48 Christians were forced to build temporary shelters at the edge of the jungle, about six kilometers (nearly four miles) away from the village.

They have since survived on food found in the jungle and water from a hand-dug well that is unfit for cooking or drinking, sources told HRWLRF.

District officials in early May gave the Christians permission to return to Katin village and take rice from their family rice barns to prevent starvation, said another source on condition of anonymity.

In addition, some of the Christians have returned to tend their family rice fields, fearing that if the fields are completely abandoned they may lose the right to cultivate them next year. Water buffaloes essential for farm work, however, were confiscated in January along with the Christians’ homes and registration papers, according to HRWLRF.

When the Christians interred Ampheng at the local burial ground, district officials fined them for failing to produce the required proof of house registration, according to HRWLRF.

Katin’s village chief recently warned other residents that their personal possessions would be confiscated if they had any contact with the expelled Christians. If any family continued to maintain contact despite repeated warnings, their own homes would be torn down, the chief reportedly said.

Official reactions to the plight of the Christians have been mixed. In March, a delegation of provincial and district officials led by Gov. Khamboon Duangpanya visited the Christians at their jungle site and assured them of their legal right to embrace the faith of their choice and to live anywhere in the district.

Just days earlier, however, the district head, identified only as Bounma, summoned seven of the Christians to his office and said that he would not tolerate the existence of Christianity in areas under his control. (See “Lao Officials Visit Expelled Christians, Give Assurances,” March 19.)

High level officials failed to intervene last July when villagers seized a Christian identified only as Pew and poured rice wine down his throat, killing him by asphyxiation. Village officials later fined Pew’s family for erecting a cross on his grave, and then detained 80 Christians in a school compound, denying them food and pressuring them to renounce their faith.

The heads of 13 families then signed documents renouncing Christianity in order to protect their children, but most resumed attendance at worship meetings within a few months.

Provincial officials did call a meeting in September 2008 asking Katin authorities to respect Lao religious laws and allow the Christians freedom to worship, but their request was ignored.

A communist country, Laos is 1.5 percent Christian and 67 percent Buddhist, with the remainder unspecified. Article 6 and Article 30 of the Lao Constitution guarantees the right of Christians and other religious minorities to practice the religion of their choice without discrimination or penalty.
