Morrison brings immigration centre stage with freeze on refugee intake

Scott Morrison will seek to bring the debate over immigration and refugees to the centre of the election campaign, with an announcement that a Coalition government would freeze the humanitarian intake.

He will contrast this with Labor plans for an increase in the humanitarian component, claiming this would cost many billions of dollars and challenging Bill Shorten to produce more detail about the consequences.

So far immigration has not had a prominent place in the campaign. The border security issue went quiet when the expected large number of applications for transfer from Nauru and Manus after the medevac legislation failed to materialise.

Morrison on Sunday will announce that the number of migrants coming to Australia as refugees will be frozen at 18,750.

He will appear at a rally with John Howard, who as prime minister was strongly associated with a tough border policy.

The government has already announced a cap on the migration program of 160,000. The previous cap was 190,000, although the actual intake had fallen to about 160,000.

It will contrast its freeze on the humanitarian intake with Labor’s plan to increase it to 32,000 by 2025-26.

Morrison will also outline the proposed makeup of the humanitarian program for the first time. This will include an overall target of 60% of the offshore component allocated to women. Women made up 50.8% in 2017-18.

The Coalition’s Women at Risk program, as a proportion of the offshore component, would be increased from 14% in 2017-18 to 20% (3,500) in 2019-20.

The government also plans to try to boost the number of refugees and humanitarian entrants settled in regional areas from a target of 30% to 40% in 2019-20. But it stresses that people would not be forced to areas that did not want them.

Some 27% of the humanitarian program will be reserved for Women at Risk and the Community Support Program, which is private sponsorship from church and community groups.

In comments ahead of the Sunday announcement, Morrision said: “We’ve got our borders and the budget under control. We make decisions about who comes here based on what’s in Australia’s interests.

“Australia isn’t just about growing our population – it’s about quality of life. We’re capping and freezing our immigration growth so our government’s record A$100 billion congestion busting program for roads and rail can catch up and take the pressure off our cities.”

Morrison said the government had been upfront that it was reducing the migration intake cap and capping the number Australia let in under its humanitarian program – that was one of the most generous in the world.

“We are telling where we’ll be taking migrants from, who they will be, the skills we want them to have, and working with regions to settle people in towns that want and need more workers, skills and students.

“It’s time for Bill Shorten and Labor to front up and tell Australians about their $6 billion plan to massively increase immigration and where they’re going to house thousands of extra people.

“Labor’s immigration bill is going to go through the roof and the only way they can pay for it is taking $387 billion in higher taxes from Australians.”

Explainer: why is Australia adopting the global refugee compact but not the migration compact?

Australia was one of 176 countries to vote in favour of the Global Compact on Refugees (refugee compact) in mid-November this year. The United Nations General Assembly will adopt it by the end of 2018.

However, Australia did not join the Global Compact for Safe, Orderly and Regular Migration (migration compact) at a conference in Morocco on December 10-11.

What are the compacts and what do they aim to do?

There is much confusion about the two compacts, with commentators often conflating the two documents. However, they are distinct agreements with differing subjects.

The term “refugee” used in the refugee compact has a specific meaning under international law. It refers to a person outside their own country who fears persecution because of their race, nationality, membership of a particular social group or political opinion.

As a signatory to the Refugee Convention and Refugee Protocol, Australia has particular obligations to refugees under these two treaties. The refugee compact does not replace these obligations. Instead, it is a non-binding agreement that “intends to provide a basis for predictable and equitable burden- and responsibility-sharing”.

The Refugee Compact lists four objectives. They are to:

  1. ease pressures on host countries
  2. enhance refugee self-reliance
  3. expand access to third country solutions
  4. support conditions in countries of origin for return in safety and dignity

Unlike the term “refugee”, the term “migrant” does not have a precise meaning under international law. Australia does not have any specific international legal obligations to migrants beyond respecting their human rights under the human rights treaties to which it is a party.

The migration compact does not create any new binding legal obligations on states such as Australia. Instead, it has a range of 23 objectives for safe, orderly and regular migration. These include the collection and better use of data on migration; strengthening responses to smuggling and trafficking; eliminating discrimination; using detention as a last resort; saving lives; managing borders in an integrated, secure and coordinated manner; addressing and reducing vulnerabilities in migration; and strengthening international cooperation.

Where did the compacts come from?

The two compacts have emerged from a need for the international community to better cooperate and respond to unprecedented numbers of people on the move, particularly into Europe. This includes refugees fleeing persecution from conflicts such as Syria.

In September 2016, the United Nations General Assembly unanimously adopted the New York Declaration for Refugee and Migrants to address such concerns. The declaration contained a commitment to begin two separate tracks of negotiations: the refugee compact and the migration compact.

Australia’s response

Australia has been relatively silent on the refugee compact, but has objected to the migration compact on the grounds that it would compromise Australia’s sovereignty.

The migration compact has also been accused of failing to:

adequately distinguish between people who enter Australia illegally and those who come to Australia the right way.

In addition, Australia has cited its success with migration as a reason for its refusal to adopt the migration compact. It has stated:

when we are asked to sign up to international agreements that we believe will compromise our successful way of doing things, we will pass.

The criticisms regarding the threat to Australia’s sovereignty and the lack of distinction between categories of migrants is surprising. As has been explained by Goodwin-Gill and McAdam, it is a misrepresentation of the document.

As with the refugee compact, the migration compact does not create any binding legal obligations on states. It affirms that “within their sovereign jurisdiction, States may distinguish between regular and irregular migration status”.

Furthermore, irrespective of whether Australia signs the migration compact, it is obliged to protect the human rights of migrants under existing international law. This includes, for example, the obligation to refrain from arbitrary detention. Thus the illegality of arbitrary detention, including on Nauru and Manus Island, under international law will not change whether Australia signs the migration compact or not.

Why has Australia signed the refugee compact but not the migration compact?

The United States is the only country to vote against the Refugee Compact. In contrast, the United States, Australia, the Netherlands, Austria, Bulgaria, Hungary, Czech Republic, Poland, Dominican Republic, Chile, Latvia, Slovakia, Estonia and Italy either withdrew from the migration compact negotiations or expressed reservations, often citing concerns about sovereignty as the reason.

But rather than being a real threat to sovereignty, the migration compact appears to have taken on a symbolic meaning that the refugee compact has not. Its opponents are governments with strong anti-immigration and asylum seeker policies. For such states, the migration compact has become a convenient strawman against which states can demonstrate a show of power and resistance to serve domestic political interests.

A reason why the migration compact has been used as a foil in this way may simply be in the timing. The United States has led the rejection of the migration compact. It was early to withdraw from the process. In contrast, it continued to support the refugee compact until close to the last minute.

The earlier withdrawal of the US may have contributed to the galvanisation against the migration compact. Each state rejecting the migration compact adds to its perception as problematic, even if such a characterisation is unreasonable.

There may also be a fear that signing the migration compact may lead to new binding international obligations to migrants in the future. By contrast, the refugee compact may be viewed as less of a threat since states have existing obligations to refugees under international law.

However, adopting any hypothetical additional binding legal obligations will be a choice that governments can make in the future. Signing the migration compact does not bring an obligation to sign any future binding agreements.

In addition, the reluctance to join the migration compact but vote for the refugee compact may be because of the perception that the refugee compact requires less of states. The refugee compact has been criticised for lacking concrete mechanisms for governments to take on burden and responsibility sharing.

This may be true, and is an issue that has been addressed in part in the latest version of the refugee compact, which calls for indicators that will track progress by states. But again, the non-binding nature of the agreements means that states do not have to do anything they do not wish to do.

As the opening lines of the New York Declaration attest:

since earliest times, humanity has been on the move.

Rejecting international cooperation cannot and will not stop people from fleeing danger, migrating for better economic opportunities or moving to be with loved ones.

However, without international cooperation the system is uneven, dangerous and unsustainable. The migration and refugee compacts are not perfect. But they offer countries the opportunity to do better for themselves, for those on the move and for the international community as a whole.The Conversation

Punjab, India, March 1 (CDN) — Hindu extremists from the Bajrang Dal and Shiv Sena on Feb. 20 beat Christians and vandalized two churches in Batala after a protest against an objectionable picture of Christ. Christians had noticed the picture posted as part of a composite poster for an upcoming Hindu festival, Ram Naumi. The poster contained pictures of other religious deities as they normally appear, while Jesus was portrayed with a cigarette and a beer, reported the Evangelical Fellowship of India. In response to the Christian protest, the Hindu extremists went on a rampage, beating the pastor of the Church of North India and a Salvation Army officer and burning and looting the two churches. With church leaders’ pressure, police registered a case against Hindu extremists Pratap Singh and Raj Kumar, who were said to have put up the picture of Jesus, for a “malicious act intended to outrage religious feelings of others” and “punishment of criminal conspiracy.”

Orissa – Police on Feb. 20 arrested the Rev. Anant Prasad Samantray after Hindu extremists filed a complaint against him of making derogatory remarks against Hinduism in Bhabanipatna, Kalahandi district. Having obtained written permission from local police, Samantray, a former Hindu priest, spoke at a revival meeting of his journey to becoming a Christian pastor, remarking that “Jesus is the only way, the truth and the life,” a local source told Compass. After hearing his speech, some Hindu hardliners dragged him to a police station and filed a complaint against him of speaking ill against Hinduism. Officers arrested the Christian for “malicious acts to outrage religious feelings of others” and “uttering words to wounds religious feelings.”

Karnataka – Hindu extremists from the Bajrang Dal and the Rashtriya Swayamsevak Sangh on Feb. 15 attacked Christians in Gokalam, Mysore. A source told Compass that Hindu extremists attacked church members of Shekinah Assembly of God Church because of their faith. Running from one house to another, the extremists beat the Christians in their homes, took Bibles and Christian literature and burned them. A Christian identified only as Shivmurthy sustained serious head injuries, lost four teeth and underwent an operation on his right ear. Jaylaxmi Puram police refused to register a complaint filed by the Christians, who left the area out of fear of further attacks; at press time 22 families had taken refuge among Christians in a neighboring area. 

Karnataka – Hindu extremists on Feb. 14 stopped the inaugural service of Native Village Vision Church’s new building and accused Christians of forceful conversion in Mysore. The Global Council of Indian Christians (GCIC) reported that at about 5 p.m. a mob of intolerant Hindu radicals barged into the inaugural service of the new church building, verbally abused the Christians and accused them of forceful conversion. The extremists filed a complaint against the Christians of forceful conversion at the Beechanahalli police station. Officers told the Christians to cease future worship, though GCIC reported that Pastor N.S. Suresh had obtained permission from the village head to construct a church building and had produced required legal documents. Nevertheless, revenue officials locked up the church building on Feb. 15. At press time area Christian leaders were meeting with authorities to resolve the matter. 

Karnataka – Hindu extremists from the Rakshana Vedike, affiliated with the Rashtriya Swayamsevak Sangh, on Feb. 8 attacked a pastor identified only as Timothy G. and two Bible students in Bangalore. An Evangelical Fellowship of India representative reported that the extremists attacked the Christians, who belong to Lord Living Hope Church, as they made their way home after visiting a sick Christian in the area. The extremists verbally insulted them and manhandled them, shoving them and threatening to do more harm if they continued Christian activity in the area. The Christians reported the matter to the police and continued to conduct worship meetings in the area. 

Orissa – Hindu extremists on Feb. 7 attempted to rape a refugee at Mondakai Camp and threatened to harm Christians there if they filed a police complaint against them in Phulbani, Raikia P.S. area. A Christian Legal Association (CLA) representative reported that one unidentified man from the Hindu extremist community followed Afasari Nayak, who had fled her home during 2008 anti-Christian violence, as she went to take bath in a river near the camp after work. Nayak shouted for help as the man started attacking her, and people rushed to rescue her. At about 7 p.m. the suspect along with four other extremists went to the camp and threatened to hurt the Christians if they filed a complaint, saying also that the refugee Christians should not return to the village unless they convert to Hinduism, the CLA source said. 

Orissa – Police arrested 11 Christians after Hindu extremists filed a complaint against them of assault on Feb. 3 in Badimunda, Kandhamal. The Evangelical Fellowship of India (EFI) reported that Hindu extremists verbally abused two Christians and threatened harm unless they stopped worshipping Jesus; when the two Christians asserted their right to worship Christ, the extremists began beating them. People of both faiths amassed, and the two Christians managed to escape further attack. At about 7:30 p.m. the next day, five extremists showed up at the same place searching for the two Christians. Forcefully entering the house of Dibyakand Nayak, a Christian, one of the extremists hurt his own forehead, according to EFI. Upon seeing this, the extremists started beating Nayak. They damaged household goods and dragged him to the police station. Police arrested 11 Christians for allegedly causing hurt, causing hurt by dangerous weapons and obscene acts and songs. All except Nayak were released on bail.

Orissa – Two Fast-Track Courts on Jan. 30 convicted 15 people and acquitted 39 others in cases related to anti-Christian violence in August 2008. Judge Sobhan Kumar Das sentenced 13 people to five years imprisonment and fined them 2,500 rupees (US$54) each for torching houses in the Sarangarh area, Kandhamal district, between August 2008 and October 2008. The court, however, acquitted 17 people for “lack of evidence” in the same case. In a separate case related to arson at Ranjabadi village of Kandhamal district, the court sentenced two persons to five years of prison and imposed a fine of 2,000 rupees (US$43) on each of them. Judge C.R. Das of Fast-Track Court II acquitted four people who were accused of violence in Baliguda block, while 18 people were acquitted in another case of arson that took place in Phiringia block, Kandhamal. The district was rocked by anti-Christian violence that lasted more than three months after the Aug. 23, 2008 death of Swami Laxmanananda Saraswati, who was assassinated allegedly by Maoists.

Andhra Pradesh – About 50 Hindu extremists on Jan. 29 accused a pastor of forceful conversion and forced him to eat food offered to Hindu idols in Secunderabad. The All India Christian Council reported that the extremists stopped Pastor Satyam Yellasiri of Good Shepherd Community Church at about 9:30 p.m. as he was returning from a birthday celebration and accused him of forceful conversion. The extremists forced him to eat the food offered to Hindu idols and threatened to beat him when he refused. Police, alerted by the extremists, arrived and took the pastor to the police station, where they detained him for two hours. Officers initially refused to register his complaint against his assailants. The next day, though, with area Christian leaders intervening, police accepted the complaint. Officers claimed they detained the pastor as a safety measure and assured the Christians that immediate action would be taken against the attackers. 

Karnataka – On Jan. 24 in Bidarikere, Chitradurga, Hindu extremists from the Rashtriya Swayamsavak Sangh broke into the worship meeting of Indian Evangelical Mission and assaulted a Christian worker. The Evangelical Fellowship of India (EFI) reported that at about 10:30 a.m. the extremists barged into the meeting shouting slogans and started beating H. Raju, who was leading the meeting, and accused him of forceful conversion. They also burned Bibles and Christian literature and dragged him out to the streets, forcing him to identify Christians’ homes in the area, according to EFI. Entering three Christian houses, the Hindu hardliners threatened to harm Christians if they did not stop worshipping Jesus. Local Christian leaders on Jan. 27 filed a police complaint with Jagalur police, and the next day police arrested three extremists. 

Karnataka – Hindu extremists accompanied by local police stopped the worship service of Calvary Gospel Church (CGC) on Jan. 24 in Dudda, Hassan. Two local police stopped the Sunday worship in the rented house of Sekhar Chandra and his wife, Kala Chandra, and chased the Christian worshippers out of the house. Hindu extremists had filed a complaint against the couple, whose rented home was being used for the worship service. After the Jan. 24 disruption, Hindu extremists announced to all villagers they were not to allow any house be used for Christian worship. Subsequently, the landlord along with an agitated mob threw the couple out of their rented house, along with their household goods. The Christian workers are now renting the house of another Christian in the same area and are continuing their ministry. 

Madhya Pradesh – Hindu extremists from the Bajrang Dal accompanied by Madhya Pradesh police stopped the worship meeting of Central India Christian Mission’s (CICM) Shahdol Christian church on Jan. 23 and forced church members to falsely testify against Pastor S.K. Ashawan in Shahdol. A source reported that the extremists barged into the prayer meeting attended by about 35 Christians, verbally abused them and dragged them to Shahdol police station. Amassing at the police station, the angry extremists beat, punched and kicked the Christians, forcing them to testify falsely against the pastor by saying he offered each of them 5,000 rupees (US$108) to convert them to Christianity and also forced them to eat beef. Under pressure, the Christians gave a written statement with these accusations. Police summoned the pastor, detaining and questioning him for two hours. The town inspector told Pastor Ashawan that 35 Christians had testified against him, and he threatened to beat and arrest the pastor if he did not give him 100,000 rupees (US$2,168). “It was midnight, and I was under pressure with the police threatening to beat and put me in jail if I did not submit the money,” Pastor Ashawan told Compass. The pastor started calling area Christians for help. That night, a source said, 100,000 rupees arrived into the inspector’s hands. Ajay Lal, Director of the CICM, took the matter to administrative authorities, but state Chief Minister Shivraj C. Chauhan advised the area district collector to close the case immediately. Christian leaders planned take the matter to a higher court.

Andhra Pradesh – Hindu extremists on Jan. 10 stormed a house church, disrupting worship and beating a pastor in Jillelguda L.B. Nagar, Hyderabad. The Global Council of Indian Christians (GCIC) reported that at 9 a.m. nearly 50 area extremists belonging to the Rashtriya Swayamsevak Sangh barged into Heavens Glory Church, shouting Hindu devotional chants. Repeatedly slapping Pastor Benhur Johnson, they falsely accused him of forcible conversion and warned him against conducting Christian services in the area. The extremists also beat some who came forward to help the pastor. A GCIC regional coordinator told Compass that Christians telephoned police, who rushed to the church and stopped the attack. Pastor Johnson along with other Christians went to police to register a complaint, but an official mediated an agreement between them and the extremists. The pastor told Compass that no worship was held on Jan. 17 or 24 out of fear of another attack.

Anti-Christian Sentiment Marks Journey for Bhutan’s Exiles


Forced from Buddhist homeland, dangers arise in Hindu-majority Nepal.

KATHMANDU, Nepal, February 23 (CDN) — Thrust from their homes in Bhutan after Buddhist rulers embarked on an ethnic and religious purge, Christian refugees in Nepal face hostilities from Hindus and others.

In Sunsari district in southeastern Nepal, a country that is more than 80 percent Hindu, residents from the uneducated segments of society are especially apt to attack Christians, said Purna Kumal, district coordinator for Awana Clubs International, which runs 41 clubs in refugee camps to educate girls about the Bible.

“In Itahari, Christians face serious trouble during burials,” Kumal told Compass. “Last month, a burial party was attacked by locals who dug up the grave and desecrated it.”

Earlier this month, he added, a family in the area expelled one of its members from their home because he became a Christian.

Bhutan began expelling almost one-eighth of its citizens for being of Nepali origin or practicing faiths other than Buddhism in the 1980s. The purge lasted into the 1990s.

“Christians, like Hindus and others, were told to leave either their faith or the country,” said Gopi Chandra Silwal, who pastors a tiny church for Bhutanese refugees in a refugee camp in Sanischare, a small village in eastern Nepal’s Morang district. “Many chose to leave their homeland.”

Persecution in Bhutan led to the spread of Christianity in refugee camps in Nepal. Though exact figures are not available, refugee Simon Gazmer estimates there are about 7,000-8,000 Christians in the camps – out of a total refugee population of about 85,000 – with many others having left for other countries. There are 18 churches of various faiths in the camps, he said.

“Faith-healing was an important factor in the spread of Christianity in the camps,” said Gazmer, who belongs to Believers’ Church and is awaiting his turn to follow five members of his family to Queensland, Australia. “A second reason is the high density in the camps.”

Each refugee family lives in a single-room hut, with one outdoor toilet for every two families. The Nepalese government forbids them to work for fear it will create unemployment for local residents.

Life was even harder for them before 2006, when Nepal was a Hindu kingdom where conversions were a punishable offence.

“When I began preaching in 2000, I had to do it secretly,” said Pastor Silwal of Morang district. “We could meet only surreptitiously in small groups. I used my hut as a make-shift church while many other groups were forced to rent out rooms outside the camp.”

A fact-finding mission in 2004 by Brussels-based Human Rights Without Frontiers found that police pulled down a church structure built by Pentecostal Christians in the Beldangi camp by orders of Nepal’s home ministry. The rights group also reported that Hindu refugees ostracized the Christians, who had proceeded to rent a room outside the camp to meet three times a week for worship services and Bible study.

When the Jesus Loves Gospel Ministries (JLGM) organization sent officials from India to the Pathri camp in Morang in 2006, they found that local residents resentful of the refugees had taken note of a baptism service at a pond in a nearby jungle.

“In August, we were planning another baptism program,” JLGM director Robert Singh reported. “But the villagers put deadly poisonous chemicals in the water … Some of the young people went to take a bath ahead of our next baptism program. They found some fish floating on the water and, being very hungry – the refugees only get a very small ration, barely enough to survive on – they took some of the fish and ate them. Three of them died instantly.”

Singh also stated that poisoned sweets were left on the premises of the refugee school in the camp. They were discovered in time to avert another tragedy.

Life for Christian refugees improved after Nepal saw a pro-democracy movement in 2006 that caused the army-backed government of Hindu king Gyanendra Bir Bikram Shah to collapse. The king was forced to reinstate parliament, and lawmakers sought to curb his powers by declaring Nepal a secular state.

Though Christian refugees are now allowed to run churches openly in the camps, ill will toward them has yet to end. When Pastor Silwal asked camp authorities to allow him to open a church in 2006, Hindu neighbors protested, saying it would cause disturbances. Camp authorities allowed him to open a tiny church in a separate room on the condition that its activities would not disturb neighbors.

Earlier in his life in Bhutan, said the 40-year-old Pastor Silwal, he had been a stern Hindu who rebuked his two sisters mercilessly for becoming Christians. He forbade them to visit their church, which gathered in secret due to the ban on non-Buddhist religions in place at the time. They were also forbidden to bring the Bible inside their house in Geylegphug, a district in southern Bhutan close to the Indian border.

“I became a believer in 1988 after a near-death experience,” Pastor Silwal told Compass. “I contracted malaria and was on the verge of death since no one could diagnose it. All the priests and shamans consulted by my Hindu family failed to cure me. One day, when I thought I was going to die I had a vision.”

The pastor said he saw a white-robed figure holding a Bible in one hand and beckoning to him with the other. “Have faith in me,” the figure told him. “I will cure you.”

When he woke from his trance, Silwal asked his sisters to fetch him a copy of the Bible. They were alarmed at first, thinking he was going to beat them. But at his insistence, they nervously fetched the book from the thatched roof of the cow shed where they had kept it hidden. Pastor Silwal said he tried to read the Bible but was blinded by his fever and lost consciousness.

When he awoke, to his amazement and joy, the fever that had racked him for nearly five months was gone.

Pastor Silwal lost his home in 1990 to the ethnic and religious purge that forced him to flee along with thousands of others. It wasn’t until 1998, he said, that he and his family formally converted to Christianity after seven years of grueling hardship in the refugee camp, where he saw “people dying like flies due to illness, lack of food and the cold.”

“My little son too fell ill and I thought he would die,” Silwal said. “But he was cured; we decided to embrace Christianity formally.”

Homeless

In 2001, Bhutan4Christ reported the number of Bhutanese Christians to be around 19,000, with the bulk of them – more than 10,500 – living in Nepal.

When persecution by the Bhutanese government began, frightened families raced towards towns in India across the border. Alarmed by the influx of Bhutanese refugees, Indian security forces packed them into trucks and dumped them in southern Nepal.

Later, when the homesick refugees tried to return home, Indian security forces blocked the way. There were several rounds of scuffles, resulting in police killing at least three refugees.

Simon Gazmer was seven when his family landed at the bank of the Mai river in Jhapa district in southeastern Nepal. Now 24, he still remembers the desolation that reigned in the barren land, where mists and chilly winds rose from the river, affecting the morale and health of the refugees. They lived in bamboo shacks with thin plastic sheets serving as roofs; they had little food or medicine.

“My uncle Padam Bahadur had tuberculosis, and we thought he would die,” said Gazmer, who lives in Beldangi II, the largest of seven refugee camps. “His recovery made us realize the grace of God, and our family became Christians.”

The plight of the refugees improved after the U.N. High Commissioner for Refugees (UNHCR) stepped in, receiving permission from the government of Nepal to run the refugee camps. According to the UNHCR, there were 111,631 registered refugees in seven camps run in the two districts of Jhapa and Morang.

Though Nepal held 15 rounds of bilateral talks with Bhutan for the repatriation of the refugees, the Buddhist government dragged its feet, eventually breaking off talks. Meantime, international donors assisting the refugee camps began to grow weary, resulting in the slashing of aid and food. Finally, seven western governments – Canada, Norway, Denmark, New Zealand, Australia, the United States and the Netherlands – persuaded Nepal to allow the refugees to resettle in third countries.

The exodus of the refugees started in 2007. Today, according to the UNHCR, more than 26,000 have left for other countries, mostly the United States. A substantial number of the nearly 85,000 people left in the camps are ready to follow suit.

Although they now have a new life to look forward to, many of Bhutan’s Christian refugees are saddened by the knowledge that their homeland still remains barred to them. So some are looking at the next best thing: a return to Nepal, now that it is secular, where they will feel more at home than in the West.

“I don’t have grand dreams,” said Pastor Silwal. “In Australia I want to enroll in a Bible college and become a qualified preacher. Then I want to return to Nepal to spread the word of God.”

Spike in Anti-Christian Violence Feared before Burma Elections


Attacks on Christians seen as politically expedient in majority-Buddhist nation.

CHIANG MAI, Thailand, January 21 (CDN) — As Burma’s military junta gears up for its first parliamentary election in two decades this year, observers fear attacks on the Christian minority could intensify.

Mungpi Suangtak, assistant editor of a New Delhi-based news agency run by exiled Burmese journalists, the Mizzima News, said the Burmese junta has “one of the world’s worst human rights records” and will “definitely” attack religious and ethnic minorities more forcefully in the run-up to the election.

The military regime, officially known as the State Peace and Development Council (SPDC), pledged to hold the election this year, and analysts believe polls will be held after July in the country, also known as Myanmar.

Suangtak told Compass that the Buddhist nationalist junta would target Christians particularly in Karen state, bordering Thailand, and in Chin State, bordering India and Bangladesh.

Many Christians are part of the Karen National Union and the Chin National Front, armed resistance groups that have been demanding freedom or autonomy for their respective states for decades, and therefore the junta sees the Christian minority as a threat, said Suangtak.

There are over 100,000 Christian Chin refugees in India who have fled the junta’s attacks in the past two decades, according to Human Rights Watch.

Christians in Karen state are not safe. A Karen Christian worker living in the Mae La refugee camp on the Thailand-Burma border told Compass that ethnic Christians were facing human rights abuses by the junta “on a daily basis.” Most recently, Burma army soldiers attacked a church, murdered a local farmer and injured others in Nawng Mi village on Dec. 19, 2009, reported Burma Campaign UK.

Parts of Karen state fall under the “Black Zone” – identified by the Burma army as an area under the control of armed resistance groups where its soldiers are free to open fire on anyone on sight – and the junta has been launching indiscriminate attacks to take control of village after village, said the Karen Christian.

“Those who are not able to flee across the border during such attacks are either killed or forcibly relocated in and confined to temporary camps set up by the junta,” the Christian said. “Since the army litters surrounding areas with landmines, many local people die or get injured while trying to run away from or coming to the camps to look for their relatives.”

Over 150,000 refugees from Karen and neighboring Karenni states of Burma are living along the Thai side of the border, according to the United Nations High Commissioner for Refugees. More than half of them are Christian.

A representative of the Free Burma Rangers (FBR), which trains and sends teams of local people to help victims of the junta’s attacks inside Burma, said youths have been forced to become Buddhists in Chin state, where over 80 percent of the people are Christian.

Printing of Bibles is restricted, and churches are destroyed on a regular basis in the state, the source told Compass on condition of anonymity.

Access for foreign visitors to Chin state is, with some exceptions, prohibited, and the state is widely acknowledged to be the poorest part of the country, said Rogers.

“According to one Chin, the reason Chin state is denied resources, and foreigners are denied access, is specifically because the overwhelming majority of Chins are Christian,” stated a 2009 report by London-based advocacy group Christian Solidarity Worldwide (CSW). “The SPDC has, it is believed, taken a deliberate decision to discriminate against Chin Christians.”

The report cited a Chin Christian man who had served in the Burma army who faced discrimination.

“I had a colleague who was a Chin who became a Buddhist and he was promoted,” the Christian says in the report. “I was told to change my religion if I wanted to get promotion. I refused to convert.”

The report also quoted a Chin Christian as saying that students from a Christian youth fellowship at a university in Kalaymyo, in Chin state’s Sagaing Division, collected funds among their own community to construct a small church.

“However, in 2008 and again in 2009, ‘extremist Buddhists’ destroyed the church building, and when the students reported the incident to the local authorities, the youth fellowship leaders were arrested, detained and then released with a warning,” he said.

Religious Pretext

Suangtak said successive governments in Burma have promoted Buddhism since General Ne Win took power in 1962, leaving Christians insecure.

“There is a general feeling in Burma that the state represents Buddhism, and most Christians, particularly from conservative sections, cannot trust the regime,” said Suangtak.

Benedict Rogers of CSW said the junta doesn’t differentiate between individual Christians involved in armed struggle and ordinary Christians who have not taken up arms.

“And when it attacks villages in conflict zones, churches and pastors are often among the first to be attacked,” Rogers said.

A Christian worker from Burma’s Mandalay city, however, told Compass that thus far he has heard no reports of any major anti-Christian incidents there. He said he was hoping the junta would try to woo people with peace rather than violence.

“But nothing can be said about the unpredictable junta,” he said, adding that it was difficult to receive or send information in Burma. “Even in cities, the information infrastructure is limited and expensive, phones are tapped and e-mails are monitored. And the press is owned by the state.”

Rogers, deputy chairman of the human rights commission for the U.K.’s Conservative Party, said the Buddhist nationalist regime “distorts and perverts Buddhism for political purposes and is intolerant of non-Burman and non-Buddhist ethnic and religious minorities, including Christians and Muslims.”

Of the 56 million people in Burma, around 89 percent are Buddhist, with only 4 percent Christian.

Given that the junta merely uses religion for political power, it doesn’t target Christians alone, Suangtak said.

“The junta has no respect for any religion, be it Christians or Buddhists, and anyone who opposes its rule is dealt with harshly.”

Burma was ruled by military regimes from 1962 to 1990; at that point the National League for Democracy party, led by Nobel Laureate Daw Aung San Suu Kyi, won the parliamentary election. But the regime seized power again by imprisoning members of parliament after the election.

Rogers, who has co-authored a soon-to-be-published biography of SPDC chairman Senior General Than Shwe, said that while the armed groups are not perfect, they are essentially fighting to defend their people against a “brutal regime” and are “not in any way terrorists.”

“The armed groups have sometimes launched pre-emptive attacks on the military, but they have never attacked non-military targets and have never engaged in indiscriminate acts of violence,” he said. “Even the pre-emptive acts are conducted for defensive, rather than offensive, purposes.”

Rogers added that resistance groups were fighting to defend their people.

“Individual Christians who have joined the armed ethnic groups do so out of a perfectly biblical concept of just war, the right to defend your people from gross injustice.”

Added an FBR source, “In Burma, no one protects except the pro-democracy resistance groups, and all relief inside the country is only possible because of them.”

International Disrepute

The 2009 annual report of the United States Commission on International Religious Freedom states that Burma’s military junta had “one of the world’s worst human rights records.”

“Burma’s Christian populations face forced promotion of Buddhism and other hardships in ethnic minority areas where low-intensity conflict has been waged for decades,” the report states. “In addition, a new law passed in early 2009 essentially bans independent ‘house church’ religious venues, many of which operate because permission to build church buildings is regularly denied.”

The report also pointed out that in January 2009, authorities in Rangoon ordered at least 100 churches to stop holding services and forced them to sign pledges to that effect. Burma, which the ruling junta describes as “The Golden Land” on its official website, has been designated as a Country of Particular Concern by the U.S. Department of State since 1999.

Even after the 2010 election, little is expected to change.

The FBR source said the election was not likely to be free and fair, pointing out that the new constitution the junta adopted after an apparently rigged referendum in 2008 virtually enshrined military power.

“However, having an election is better than not having one at all,” the source said.

Muslim Relatives of Sudanese Christian Woman Pursue Her, Son


Native of Khartoum lives in seclusion in Egypt as brother, ex-husband hunt for her.

NAIROBI, Kenya, December 10 (CDN) — A Sudanese woman who fled to Egypt after converting from Islam to Christianity is living in secluded isolation as her angry family members try to track her down.

Howida Ali’s Muslim brother and her ex-husband began searching for her in Cairo earlier this year after a relative there reported her whereabouts to them. While there, her brother and ex-husband tried to seize her 10-year-old son from school.

“I’m afraid of my brother finding us,” said the 38-year-old Ali, who has moved to another area. “Their aim is to take us back to Sudan, and there they will force us to return to the Islamic faith or sentence us to death according to Islamic law.”

Ali said she divorced her husband, Esam El deen Ali, because of his drug addiction in 2001, before she converted to Christianity. She was living with her parents in Khartoum when she began seeing visions of Christ, she said.

“In 2004, I started to see a vision of Christ speaking to me,” she told Compass. “When I shared it with my friend, who is a Muslim, she said that she used to hear these things from Christians.”

This comment spurred her to seek out a Christian friend from southern Sudan, who told her about Jesus Christ and prayed with her.

“After that time, I begun to see more visions from Christ saying, ‘He is Christ the Good Shepherd,” she said.

Fearing that relatives might discover she was a Christian, in 2007 she escaped with her then-8-year-old son. Previously the family had tried to stop her from leaving on grounds that she should not travel unescorted by an adult male relative, and because they disapproved of her divorce.

“They destroyed my passport, but through the assistance of a Christian friend, I acquired a new passport and secretly left,” she told Compass by e-mail.

Her peace in Egypt was short-lived; earlier this year, while Ali secretly attended church as she stayed with a Muslim relative in Cairo, the relative found out about her conversion to Christianity and notified her brother and ex-husband in Sudan.

They arrived in Cairo in July. She had found lodging at All Saints’ Cathedral, an Episcopal church in Cairo that houses a refugee ministry, but as it became clear that her brother and ex-husband were searching for her, refugee ministry officials moved her and her son to an apartment.

Ali said her brother and ex-husband sought to kill her for apostasy, or leaving Islam – with the support of relatives back in Sudan and others in the community, members of the Shaingia tribe who practice a strict form of Islam.

“Life became very difficult for me,” she said.

The Rev. Emmanuel S. Bennsion of All Saints’ Cathedral confirmed that Ali’s ex-husband and brother were acting on a tip from one of Ali’s relatives when they came searching for her in Cairo. They went to her son’s school to take him back to Sudan. It was a Christian school, and the director refused to hand the boy over to them, Bennsion said.

“Since that time, she has started hiding and become afraid,” Bennsion told Compass.

Ali had received financial support from family in Sudan through the relative in Cairo who notified her family of her conversion; that support has since vanished.

Fearing forcible repatriation to Sudan, Ali tried to go to Israel; Egyptian authorities arrested her at the border and jailed her for two months. During that time, she said, her son was put in an Islamic children’s home. A Muslim family had adopted him, but she was able to win back custody after leaving jail in October.

“We have stopped going out of the apartment or even going to church,” she said. “My son can no longer go to school daily as before. We cannot live our lives as before. I cannot now participate in the Bible study or fellowships – I’m now depending only on myself for growing spiritually, and for prayer and Bible study.”

She said her only hope for living her faith openly in Christian community is to secure asylum to another country that guarantees religious freedom.
