Patrolling the Persian Gulf

History tells us the month of October in a US presidential election year has a tendency to produce an unforeseen moment that may, or may not, have an impact on the election itself.
William Casey, Ronald Reagan’s campaign manager in 1980, is credited with coining the phrase “October surprise”. It referred to the concern Tehran would announce, on the cusp of the election, the release of American hostages seized after the overthrow of the shah of Iran.
In 2020, it would be hard to top an “October surprise” that resulted in a president falling ill with a virus he frequently dismissed and downplayed, then did little about while it ravaged his country.
But if we speculate on a possible additional surprise, some sort of mishap in the Persian Gulf might figure.
This is far from saying an incident in the Gulf is foretold, but recent developments indicate the temperature is rising at a moment when America is preparing to impose unilateral economic sanctions on any party that sells armaments to Iran.
A United Nations arms embargo, imposed in 2006, is set to expire on October 18 under the terms of the Joint Comprehensive Plan of Action (JCPOA), the nuclear deal between Iran and the five permanent members of the Security Council plus Germany. That is in less than a fortnight.
Washington had sought to extend the arms embargo via a UN Security Council resolution, but was rebuffed by, among others, signatories to the JCPOA – Britain, France, Russia and China.
The US now seems likely to fully impose unilateral sanctions on Iran as part of its “maximum pressure” approach to dealing with the Islamic state. It is not clear whether Russia and China will fall into line.
Russia, for example, has extensive military-to-military ties to Iran. Along with China, it has conducted joint naval exercises in the region with Iran’s navy.
Moscow also has its eyes on possible naval base facilities on Iran’s Indian Ocean coast, just as the Russians have used their relationship with Syria to secure a warm water port in the Mediterranean.
So the Gulf region is emerging not simply as a flashpoint in US-Iran tensions, but a focus of big-power rivalry in an era in which Russia is seeking to extend its influence deep into the Middle East.
This is driven partly by President Vladimir Putin’s desire to restore Russia’s footprint in the region, after the former Soviet Union was effectively banished but for a few toeholds. It is also partly driven by a perception in Moscow that US domination is eroding.

The oil-rich Gulf has become a kaleidoscope of shifting ambitions and alliances. Recent announcements by the United Arab Emirates and Bahrain they were moving towards normalising relations with Israel are significant pieces in this kaleidoscope.
In this mix is Iran’s conspicuous efforts to increase its strategic leverage over the Strait of Hormuz at the entrance to the Gulf. On any day, 20% of the world’s tradeable oil passes through the area.

The conservative American Enterprise Institute has this to say about Iran’s efforts to strengthen its ability to apply a chokehold to what is arguably the most important and most vulnerable stretch of water globally:
The Islamic Republic is laying the groundwork for greater Iranian influence around the strait […] by expanding its military footprint and building key infrastructure in the area. Tehran’s efforts reflect contingency planning for a larger potential conflict with the US and its Gulf partners since tensions have spiked in recent months.
In the past few years, Iran has invested heavily in its ability to conduct an asymmetric naval campaign against a US naval presence in the region. This includes heavy investment in cruise missile technologies.
Iran is also building a 1,000-kilometre pipeline from oil-producing Bushehr province to its Bandar-e Jask naval base outside the Strait of Hormuz. This would enable it to export oil if tanker traffic through the strait is shut down.
The AEI report concludes that tensions may well rise after the UN arms embargo expires this month as the US seeks to maintain its “maximum pressure” campaign. This would extend to sanctions threats to countries like Russia and China that might be tempted to transfer military technology to Iran.
In all of this, the conflict between Armenia and Azerbaijan is more than a sideshow. Russia wants Iran to stay out of the conflict on its southern boundaries. A price for this might be greater Russian military assistance to Iran as it gears up for possible conflict with the US, Israel and Sunni Arab states.
Princeton University research fellow Hossein Mousavian, a former Iranian ambassador to Germany and nuclear negotiator, speculated in September that if electoral prospects for the Republicans looked bad in the weeks before the November 3 election, Trump might be tempted to stage an “October surprise” in the form of a military operation.
Mousavian reflected a view in Tehran that the US assassination of Iranian Revolutionary Guards Corps commander Qassem Soleimani in January was part of a broader US plan to effect regime change in Iran.
In a region awash with all sorts of conspiracy theories, it matters less whether these theories have merit than that, in a hair-trigger environment, people believe them.
Adding to speculation about a possible game plan that might involve some sort of military confrontation, Washington has vastly increased its firepower in the Gulf.
In September, the USS Nimitz aircraft carrier transited the Strait of Hormuz accompanied by guided-missile cruisers USS Princeton and USS Philippine Sea and the guided-missile destroyer USS Sterett.
This is the first time in about a year the US has deployed a carrier battle group in the Gulf at a time when tensions are on the rise.
The US now has enormous firepower in the Gulf on top of its existing deployments of 60,000-80,000 troops in the region. It also has base facilities in Bahrain, headquarters of the Fifth Fleet, and Qatar, which houses the forward headquarters of the US Air Forces Central Command.
None of this is meant to suggest there is anything inevitable, or even likely, about conflict in the Gulf. On the other hand, these are tense moments in an American election season like few others.
In any threat scenario, an incident in the Gulf cannot be discounted.

Scott Morrison has flagged the government is working with the United States and Britain on details for an Australian role in helping safeguard shipping passages in the Middle East.
Morrison told a news conference in Townsville on Thursday he had spoken to British Prime Minister Boris Johnson on Wednesday night and “indicated to him that we were looking very carefully at our participation in this initiative”.
Morrison stressed it would be a multinational operation.
This is not a unilateral initiative by any one country, and it is about safe shipping lanes, it is about deescalating tensions and making sure that the current situation does not worsen.
He said the government had not “made any decisions on this yet. We want to be fully satisfied about the operational arrangements that are in place”. It was very early days and it would be a while before things came together.

In practice though, the government has obviously agreed in principle, subject to satisfactory arrangements being worked out. Its role is somewhat complicated, however, by the fact it does not have a ship in the region.
The US’s request for Australian assistance was discussed at the weekend AUSMIN talks.
Morrison said there were other countries which were in a similar position to Australia – “engaging before making any full decisions”.
He stressed the maritime issue “should be clearly divorced from the broader issues that relate to Iran and the JCPOA [Joint Comprehensive Plan of Action – the nuclear deal that the US pulled out of last year].
“That’s a separate issue. This is about safe shipping lanes and ensuring that we can restore at least some stability to what is a very unstable part of the world at the moment,” Morrison said.
“There has been a very disturbing series of events that we’ve seen in the Straits of Hormuz, and freedom of navigation and safe shipping lanes is very important to the global economy and that is a matter that is as important in that part of the world as it is in many other parts of the world.”
The Chinese authorities have accused Liberal MP Andrew Hastie of “Cold-War mentality and ideological bias”, after he drew on the example of France’s “catastrophic” failure to comprehend the threat of a rising Nazi Germany in an article warning about the dangers from a rising China.
Hastie, chair of the powerful parliamentary joint committee on intelligence and security, wrote in the Sydney Morning Herald:
The West once believed that economic liberalisation would naturally lead to democratisation in China. This was our Maginot Line. It would keep us safe, just as the French believed their series of steel and concrete forts would guard them against the German advance in 1940. But their thinking failed catastrophically. The French had failed to appreciate the evolution of mobile warfare. Like the French, Australia has failed to see how mobile our authoritarian neighbour has become.
Even worse, we ignore the role that ideology plays in China’s actions across the Indo-Pacific region. We keep using our own categories to understand its actions, such as its motivations for building ports and roads, rather than those used by the Chinese Communist Party.
The West has made this mistake before. Commentators once believed Stalin’s decisions were the rational actions of a realist great power.
Hastie referred to action Australia had taken such as foreign espionage legislation and more closely monitoring infrastructure.
But “right now our greatest vulnerability lies not in our infrastructure, but in our thinking. That intellectual failure makes us institutionally weak. If we don’t understand the challenge ahead for our civil society, in our parliaments, in our universities, in our private enterprises, in our charities — our little platoons — then choices will be made for us. Our sovereignty, our freedoms, will be diminished.”

A spokesperson for the Chinese embassy said in a statement:
We strongly deplore the Australian federal MP Andrew Hastie’s rhetoric on “China threat” which lays bare his Cold-War mentality and ideological bias. It goes against the world trend of peace, cooperation and development. It is detrimental to China-Australian relations.
History has proven and will continue to prove that China’s peaceful development is an opportunity, not a threat to the world.
We urge certain Australian politicians to take off their “colored lens” and view China’s development path in an objective and rational way. They should make efforts to promote mutual trust between China and Australia, instead of doing the opposite.
Morrison played down the Hastie comments, noting he was a backbencher not a minister.
We will continue to work to have a cooperative arrangement with China. Of course, there is much to be gained from that relationship, particularly from the trade side, but let’s not forget that relationship is far broader than just the economic one.
But equally, our relationship with the United States is a very special one indeed and there is a deep connection on values and that’s of no surprise to anyone.
So we believe we can continue to manage these relationships together, but I don’t think anyone is in any way unaware of the challenges that present there.

Islamic extremists suspected on island where fears are growing among Christians.
ZANZIBAR, Tanzania, November 25 (CDN) — Radical Islamists are suspected in the demolition of two church buildings on Tanzania’s semi-autonomous island of Zanzibar on Sunday (Nov. 21), as members of the congregations have since received death threats from Muslims.
The church buildings belonging to the Tanzania Assemblies of God (TAG) and the Evangelical Assemblies of God Zanzibar (EAGZ) in Masingini village, five kilometers (nearly three miles) from the center of Zanzibar city, were torn down at about 8 p.m., said Bishop Fabian Obeid of EAGZ. Mwera police received reports on the attacks on Monday morning (Nov. 22).
The latest in a string of violent acts aimed at frightening away Christians in the Muslim-dominated region, the destruction on the island off the coast of East Africa has raised fears that Muslim extremists could go to any length to limit the spread of Christianity, church leaders said.
“One Muslim was heard saying, ‘We have cleansed our area by destroying the two churches, and now we are on our mission to kill individual members of these two churches – we shall not allow the church to be built again,’” said one church member who requested anonymity.
The TAG brick building was under construction and nearing completion; members of the congregation had gone to worship in their new building for the first time on Sunday. The EAGZ building where more than 30 members met was a mud structure.
EAGZ Pastor Michael Maganga and TAG Pastor Dickson Kaganga said they were fearful about the future of the church in Masingini. Pastors in Zanzibar have scheduled a meeting on Saturday (Nov. 27) to discuss how to cope with the destruction of the two buildings, said the chairman of the Pastors Fellowship in Zanzibar, Bishop Leonard Masasa of EAGZ church.
Muslim extremists in Zanzibar, in concert with local government officials, have long limited the ability of Christians to obtain land for erecting worship buildings. In some cases they have destroyed existing buildings and put up mosques in their place.
Frustrated at obtaining government help to apprehend criminals, church leaders said they have little hope that the perpetrators of Monday’s attacks will ever be caught. In most cases the government sides with the attackers, delaying investigation out of fear of upsetting the majority Muslim population that opposes the spread of Christianity.
In 2009, officials in Mwanyanya-Mtoni colluded with area Muslims to erect a mosque in place of a planned church building of the EAGZ, Pastor Paulo Kamole Masegi said.
Pastor Masegi had purchased land in April 2007 for a church building in Mwanyanya-Mtoni, and by November of that year he had built a house that served as a temporary worship center, he said. Soon area Muslim residents objected.
In August 2009, local Muslims began to build a mosque just three feet away from the church plot. In November 2009, Pastor Masegi began building a permanent church structure. Angry Muslims invaded the compound and destroyed the structure’s foundation, the pastor said.
Church leaders reported the destruction to police, who took no action – and also refused to release the crime report, so that the case could not go to court, Pastor Masegi said.
Meantime, construction of the mosque was completed in December 2009. The planned church building’s fate appeared to have been sealed earlier this year when Western District Commissioner Ali Mohammed Ali notified Pastor Masegi that he had no right to hold worship in a house.

Elsewhere on island off East Africa, Christians prohibited from worshipping at university.
NAIROBI, Kenya, August 19 (CDN) — Christian university students on the Tanzanian island of Zanzibar, a predominantly Muslim area off the coast of East Africa, have been denied the right to worship, while on another part of the isle a Christian leader has been jailed.
Sources said evangelist Peter Masanja, a resident of Zanzibar’s southeastern town of Paje, was arrested by security agents sometime in early August. Earlier this year Masanja, a member of the Pentecostal Church in Zanzibar, would invite Christians to his house, as he had made part of his land available for church activities. Area Muslims interpreted it as plans to establish another church there, the sources said.
The rumor angered local residents, and they vowed to prohibit any Christian activities, the sources said.
“It was only after her husband failed to return home that Masanja’s wife knew that there was something amiss,” said a source who requested anonymity. “After several days of searching, reports reached the wife that Masanja had been arrested and imprisoned in Kilimani cell.”
Pastors from Tanzania’s Zanzibar Island sought to meet with prison authorities about Masanja’s arrest, but officials informed them that the person in charge of the prison was away on official business, said Bishop Obeid Fabian, chairman of an association of congregations known as the Fraternal Churches.
“We are asking for prayers for him and his family, that he would be released,” Fabian said.
At Zanzibar University, a private school in Tunguu 18 kilometers (12 miles) from Zanzibar Town, Islamic administrators have denied Christian students freedom of worship while retaining that constitutional right for Muslims, said Samson Zuberi, Christian Union students coordinator.
Three Christian Union student leaders have protested to school officials and threatened to go to court over the discrimination, he said. Although freedom of worship among Christians has long been restricted at the university, the decision to ban it completely caused an outcry. The vice-chancellor’s office on Dec. 28, 2009 issued the order forbidding Christian students from conducting their affairs and meetings on the school campus.
Numbering about 100 at a university with more than 2,500 students, the Christian students say they have felt the administration increasingly discriminating against them. There are two mosques at the university, which is sponsored by an Islamic charity, Dar el Uman Charitable Association, registered in Geneva, Switzerland, according to the school’s Web site.
In an April 12 circular, university Dean of Students Mavua H. Mussa warned those defying worship regulations to seek other learning institutions, saying that the ban on religious activities in lecture theaters, halls of residence or anywhere else on campus was absolute.
Students said the ban violates sections 19(1) and 20(1) of the Zanzibar Constitution of 1984, which provide for freedom of association, including religious groups, free of government control. Articles 19(1) (2) and 20(1) of the Constitution of the United Republic of Tanzania of 1977 provide for the same freedom, they said.
Fabian told Compass by telephone that the students will seek counsel from Christian students at universities in Dar es Salaam and Dodoma, Tanzania.
“We have advised that before they take the case to court, the three Christian Union leaders should travel to get counsel from their fellow students at the universities of Dar es Salaam and Dodoma, especially the Christian law students, to get the correct interpretation of the Tanzanian constitution on the right of worship,” Fabian said.
He added that the students – Zuberi, regional Christian Union Student Chairman Ronald R. Urassa and Christian Union Student Secretary Neema Alex Langalli – need to raise US$800 each for the travel.
Similarly, the dress code at the university has caused tensions, sources said, as officials have threatened to expel female Christian students if they do not wear a veil and headscarf, or the Buibui and Hijab. University regulations state that, “For a female dressing, the clothes must cover from head to an ankle.”
Some of the lecturers have put female Christian students out of class if they do not wear the required Islamic dress, sources said.
They also noted that during the current Islamic month of Ramadan, a period of fasting by day, life for Christian students becomes difficult as university regulations forbid them to cook for themselves, and all cafeterias on or near university campuses are closed. The location of the school makes it difficult for Christian students to find meals outside the university cafeteria.
Even if they remain off campus, the conditions and practices of landlords discriminate against Christians, the sources said.

There are restrictions on getting land to build churches, open preaching is outlawed and there is limited time on national television to air Christian programs. In government schools, only Islamic Religious knowledge is taught, not Christian Religious Education.

Islamists demolish foundation; police withhold crime report from court.
NAIROBI, Kenya, August 6 (CDN) — On an island off the coast of East Africa where the local government limits the ability of Christians to obtain land, officials in one town have colluded with area Muslims to erect a mosque in place of a planned church building.
On the Tanzanian island of Zanzibar, Pastor Paulo Kamole Masegi of the Evangelistic Assemblies of God had purchased land in April 2007 for a church building in Mwanyanya-Mtoni, and by November of that year he had built a house that served as a temporary worship center, he said.
Masegi intended for the house to serve eventually as his family’s home within the church compound, but on Nov. 11, 2007, his congregation began to worship there.
Soon area Muslim residents objected, saying they didn’t like seeing the church in the area, said Pastor Lucian Mgaywa of the Church of God in Tanzania.
“This was the beginning of the church’s tribulations,” Pastor Mgaywa said.
In August 2009, local Muslims began to build a mosque just three feet away from the church plot, Pastor Mgaywa said. In November 2009, Pastor Masegi began building a permanent church structure. Angry Muslims invaded the compound and destroyed the structure’s foundation, the pastors said.
Church leaders reported the destruction to police, who took no action – and also refused to release the crime report for court purposes, Pastor Masegi said. When he would inquire about the case, he said, the station head would inform him that the district police chief had the crime report and therefore it was not available.
“So it’s not possible to take the file to the court, because doing so would amount to defending Christianity,” the station police chief told him, according to Pastor Masegi.
With the district police chief sealing off any possibility of a court hearing, the church was unable to proceed with plans for building a permanent structure. In the meantime, construction of a mosque was well underway. It was completed by the end of December 2009.
The planned church building’s fate appeared to have been sealed earlier this year when Western District Commissioner Ali Mohammed Ali notified Pastor Masegi that he had no right to hold worship in a “residential house.” The Feb. 16 letter from the commissioner to Pastor Masegi forbidding him to convert his house into a worship center confirmed the decision by the district chief of Bububu police station not to prosecute those who destroyed the foundation of the planned church building, he said.
“Now the Christian faithful are feeling targeted even by the government officials,” said Pastor Masegi. “The region is predominantly Muslim, and attempts at evangelizing are always met with brutal resistance.”
Since the prohibition to conduct worship services in his home, both police and area Muslims monitor Pastor Masegi’s movements, he said, and the congregation has no place to worship.
In predominately Sunni Muslim Zanzibar, churches face other hurdles. There are restrictions on getting land to build churches, open preaching is outlawed and there is limited time on national television to air Christian programs. In government schools, religion classes are limited to Islam.

NAIROBI, Kenya, June 30 (Compass Direct News) – Two church buildings were razed Sunday night (June 28) on the Tanzanian island of Zanzibar after worship services.
Suspected radical Muslims set the church buildings on fire on the outskirts of Unguja Township, on the island off the coast of East Africa, in what church leaders called the latest incidents of a rising tide of religious intolerance.
“We don’t want churches on our street,” read a flier dropped at the door of Charles Odilo, who had donated the plot on which the Evangelical Assemblies of God in Tanzania (EAGT) building stood. “Today we are going to burn the church, and if you continue we are going to burn your house also.”
With Christian movements making inroads in the Muslim-dominated area, the EAGT church and a Pentecostal Evangelical Fellowship in Africa (PEFA) church building a few miles away were burned down as a fierce warning, church leaders said.
The PEFA church building was located in the Kibondeni area eight miles from Unguja, and the EAGT structure was in the Fuoni area six miles from Unguja. Samuel Salehe Malanda, pastor of the 30-member PEFA church, said their building doubled as a nursery school on weekdays.
“In this church building there were six benches and a blackboard,” Malanda said. “The children have no place to do their learning. What are we going to do?”
Construction of the PEFA church building was in the final stage of completion last week, area church leaders said, when Masoud Jecha, assistant sheikh of Kibondeni, visited it and threatened Malanda.
“If you do not stop your construction, we will bring down the building,” Jecha told the pastor.
Malanda said the church reported the arson attack to police, who have purportedly begun an investigation, and the congregation has also sought the help of the chief leader of the rural government. The church’s police report included mention of Muslim extremist suspects bent on stopping the spread of Christianity in Zanzibar.
Church leaders said Odilo, who had donated his plot for the EAGT church building, was living in fear of the Islamic militants burning down his house, as they are known for carrying out their threats.
Pastor Paul Makungu said his EAGT church has 29 adult members and 13 children. He has also filed an arson report with local police, who are investigating suspects including radical Muslims and the chief neighborhood leader.
Bishop Obeid Fabian, chairman of an association of congregations known as the Fraternal Churches, said Christians in Zanzibar have received several threats.
“In this latest incident, the threats were spread through pamphlets,” he said. “At other times, Muslim youths have hurled stones on church rooftops and insulted Christians.”
On May 9 Muslim extremists expelled Zanzibar Pentecostal Church worshippers from their rented property at Ungunja Ukuu, on the outskirts of Zanzibar City (see http://www.compassdirect.org, “Radical Muslims Drive Church from Worship Place in Zanzibar”).
With no help forthcoming, church members have begun gathering for fellowship in their homes, Fabian said.
In Zanzibar City on April 17, government officials ordered Christians of the Church of God Zanzibar from their rented government building effective April 19, ostensibly to pave the way for renovations. But two months later, said pastor Lucian Mgayway, no renovation work had begun, and the government has since turned it into a business site.
The church had been worshipping in the building since October 2000.
“The churches affected since attacks began in April are at a critical stage,” said Fabian. “We as church leaders find it very difficult to bring our church members together who are now dispersed with no place of worship. The church needs financial support to get worship places for members as well security. But this seems not forthcoming.”

NAIROBI, Kenya, June 22 (Compass Direct News) – A pastor in Zanzibar City said his church is without a worship place after government officials, at the instigation of radical Islamists, evicted the congregation from their rented building on Tanzania’s Zanzibar Island off the coast of East Africa.
With just two days’ notice, government officials ordered Christians of the Church of God Zanzibar from their rented government building effective April 19, ostensibly to pave the way for renovations. But two months later, said pastor Lucian Mgayway, no renovation work has begun and none appears to be forthcoming.
The government has not only failed to renovate the building but has since turned it into a business site, Pastor Mgaywa said. The church had been worshipping in the building since October 2000.
In evicting the church from its building in the Kariakoo area of Zanzibar City, Pastor Mgaywa said, the government gave in to partisan demands.
“Our being told to vacate the premise by the government was a calculated move to disintegrate the church and to please the Muslims who do not want us to be in this particular area,” he said.
Forced to rent different worship venues each week, the congregation can no longer bear the financial burden that comes with it, said Pastor Mgaywa.
“Hire venues are available, but we can no longer afford it due to limited finances,” he said. “Reasons for our being kicked out are purely religious.”
The church’s 50 members had seen signs that the eviction was coming. With increasing frequency Muslim youths had passed by the church hurling insults because they felt Christians had intruded on their territory, Pastor Mgaywa said.
“The church had been experiencing stone-throwing on the roof of the building by the Muslims during worship service,” he said. He added that since the eviction notice, members of the congregation have been increasingly harassed by area Muslims.
Pastor Mgaywa said that after receiving the order on April 17 to vacate by April 19, the congregation sought an audience with the acting director of the Zanzibar Social Security Fund, identified only by his surname of Hassan. Officials, however, rejected the church’s request to continue using the premises.
Otherwise, when the government gave two days’ notice to vacate the premises for “renovations” to be carried out, the congregation obliged; they did not seek legal redress, he said, as they had trusted that officials’ stated intentions were genuine.
Now that the congregation is left without site options, the pastor said, he has been visiting members in their homes to worship together.
Shut-downs and attacks are not unknown on the predominantly Muslim, semi-autonomous island as a resurgent Christian movement makes inroads. On May 9 Muslim extremists expelled Zanzibar Pentecostal Church worshippers from their rented property at Ungunja Ukuu, on the outskirts of Zanzibar City (see “Radical Muslims Drive Church from Worship Place in Zanzibar”).
The attackers had been angered by a recent upsurge in Christian evangelism in the area. Radical Muslims had sent ominous threats to the Christians warning them to stop their activities.
The church had undertaken a two-day evangelism campaign culminating in an Easter celebration. On the morning of the assault, more than 20 church members had gathered for Saturday fellowship when word reached them that Muslim extremists were about to attack. As the radical group approached, the Christians fled in fear of their lives.
In predominately Sunni Muslim Zanzibar, churches face other hurdles. There are restrictions on getting land to build churches, open preaching is outlawed and there is limited time on national television to air Christian programs. In government schools, only Islamic Religious knowledge is taught, not Christian Religious Education.
Zanzibar is the informal designation for the island of Unguja in the Indian Ocean. The Zanzibar archipelago united with Tanganyika to form the present day Tanzania in 1964.
Muslim traders from the Persian Gulf had settled in the region early in the 10th century after monsoon winds propelled them through the Gulf of Aden and Somalia. The 1964 merger left island Muslims uneasy about Christianity, seeing it as a means by which mainland Tanzania might dominate them, and tensions have persisted.

NAIROBI, Kenya, May 26 (Compass Direct News) – Sunday worship in a house church near Zanzibar City, on a Tanzanian island off the coast of East Africa, did not take place for the third week running on Sunday (May 24) after Muslim extremists expelled worshippers from their rented property.
Radical Muslims on May 9 drove members of Zanzibar Pentecostal Church (Kanisa la Pentecoste Zanzibar) from worship premises in a rented house at Ungunja Ukuu, on the outskirts of Zanzibar City. Restrictions on purchasing land for church buildings have slowed the Christians’ efforts to find a new worship site.
Angered by a recent upsurge in Christian evangelism in the area, church members said, radical Muslims had sent several threats to the Christians warning them to stop their activities. The church had undertaken a two-day, door-to-door evangelism campaign culminating in an Easter celebration.
“Radical Muslims reported the church campaign to [village elder Mnemo] Mgomba, who in turn ordered that no Christian activity to be carried out in his area of jurisdiction,” said Obeid Fabian Hofi, bishop of the church.
On the morning of the attack, more than 20 church members had gathered for Saturday fellowship when word reached them that Muslim extremists were about to attack. As the radical group approached, the Christians fled in fear of their lives.
“The group was shouting, saying, ‘We do not want the church to be in our locality – they should leave the place and never come back again,’” said one church member who requested anonymity.
A Muslim had rented his house to a member of the church, Leah Shabani, who later decided to make it a place of fellowship. The church, which has been in existence for seven years, had reached more than 30 members at the beginning of this year, most of them from the Tanzanian mainland. Without their worship site, Bishop Hofi said, some members are traveling long distances into Zanzibar City to worship.
When the church reported the attack to area chief Jecha Ali, members said, he told them that he could not help them.
“This property is not mine – if the owner has refused to allow you people to pray there, then I have nothing to do,” Ali told them.
When Bishop Hofi went to police in Ungunja Ukuu about the attack, officers also told him that the landlord had the right to refuse to rent to the Christian.
“The head of police said he could not help us, arguing that it was the prerogative of the plot’s owner to decide who to lease his property to,” he said.
Police promised to investigate, but Bishop Hofi said he was not convinced they would take any action against those who had attacked his congregation.
“To date no action has been taken by the police,” he said. “I am very concerned about the spiritual situation of my flock, seeing that my appeal has landed in deaf ears. No one is ready to listen to our grievances. We are fighting a losing battle since the administration is headed by Muslims.”
Bishop Hofi said he has decided to appeal for prayer and financial support from churches in Zanzibar to buy property for a church building. He said church members have spoken with Mercy Baraza, a Muslim from the Tanzanian mainland, who has pledged to sell her Zanzibar plot to them.
“The church is now raising money with the hope that the members will soon have a place to worship,” Bishop Hofi told Compass by telephone. “I know getting the money is easy, but to get someone to sell the land might be difficult, especially for worship purpose, but we are trusting God for His providence. We shall be very grateful for prayers and any support towards the purchase of the plot for church worship.”
The prospective site is near a police station, he said, giving him optimism that if they obtain it they could worship peaceably.
“It will be a secure place for the church,” he said.
