Explainer: what is decolonisation?

Colonisation is invasion: a group of people taking over the land and imposing their own culture on Indigenous people.

Modern colonisation dates back to the Age of Discovery in the 15th century, as European nations sought to expand their influence and wealth. In the process, representatives of these countries claimed the land, ignoring the Indigenous people and erasing Indigenous sovereignty.

Laws and policing were significant tools of dispossession and oppression. Indigenous people were brutalised, exploited and often positioned as subhuman. As Jean-Paul Sartre described colonisation:

[…] you begin by occupying the country, then you take the land and exploit the former owners at starvation rates […] you finish up taking from the natives their very right to work.

Colonisation is more than physical. It is also cultural and psychological in determining whose knowledge is privileged. In this, colonisation not only impacts the first generation colonised but creates enduring issues.

Decolonisation seeks to reverse and remedy this through direct action and listening to the voices of First Nations people.

Seeking independence

The word “decolonisation” was first coined by the German economist Moritz Julius Bonn in the 1930s to describe former colonies that achieved self-governance.

Many struggles for independence were armed and bloody. The Algerian War of Independence (1954- 1962) against the French was particularly brutal.

Other struggles involved political negotiations and passive resistance.

While the exiting of the British from India in 1947 is largely remembered as nonviolent resistance under Gandhi’s pacifist ethic, the campaign started in 1857 and was not without bloodshed.

The quest for independence is rarely peaceful.

Justice

Decolonisation is now used to talk about restorative justice through cultural, psychological and economic freedom.

In most countries where colonisers remain, Indigenous people still don’t hold significant positions of power or self-determination. These nations are termed “settler-colonial” countries – a term made popular in the 1990s by academic Patrick Wolfe, who said “invasion is a structure not an event”.

Another word that is useful in understanding decolonisation is “neocolonial”. It was coined by Kwame Nkrumah, Ghana’s first president, in the early 1960s to refer to the continuity of the former coloniser’s power through economic, political, educational and other informal means.

In these neocolonial or settler-colonial countries, advocacy for the rights of Indigenous people is not always matched by action. The voices of Indigenous people for treaty and truth in culture, politics, law and education resound while practice lags.

True decolonisation seeks to challenge and change White superiority, nationalistic history and “truth”.

The Rights of Indigenous people was adopted by the United Nations in 2007. It says:

Indigenous peoples have the right to self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.

It lists several important rights in the process of decolonisation, including:

  • the right to autonomy and self-government, including financing for these autonomous functions
  • freedom from forced removal of children
  • protection of archaeological and historical sites, and repatriation of ceremonial objects and human remains
  • the right to provide education in their own language
  • state-owned media should reflect Indigenous cultural diversity
  • legal recognition of traditional lands, territories and resources.

Ways to support decolonisation

Decolonisation must involve challenging both conscious and subconscious racism. Non-Indigenous people in settler-colonial societies can start by asking:

  • whose Country do I live on – what nation?
  • if my land was stolen, my culture and sovereignty denied, what rights would I want, need and expect?
  • who on Country must I listen to and work with?

To engage with decolonisation you can:

  • value Indigenous knowledge and scholarship. In Australia, this can mean listening to Indigenous people on their knowledge about bushfire management
  • encourage and insist on teaching about Indigenous people and cultures in schools
  • support restitution efforts, such as programs which are revitalising Indigenous languages
  • call on institutions – including across education, the arts, media and politics – to hire Indigenous people throughout the organisation and in positions of leadership
  • look for ways people in your workplace might face discrimination and unconscious bias, and speak up against these structures
  • fight for justice arising from Indigenous guidance, by walking alongside Indigenous people at rallies and placing their voices front-and-centre at events.

Racism injures, chokes and kills unless challenged.

Racist structures make the victim the problem.

We might kneel to remember those murdered. But we need to call on institutions to enact required reforms for decolonisation. We need to support people in organisations who speak out against racism. We need to question whether colonisation taught us to stand, in institutional uniforms of the mind, and passively watch the choking.The Conversation

Time to Reassess Afghan Policy


There is no doubt in my mind as to the complete separation of the state and the Christian church. The United States government, the Australian government and all other governments involved in the war against terror are not acting as Christian Crusaders, but as responsible modern nations seeking to bring freedom from terror to oppressed peoples around the world. Having said that, in light of such articles as that previous in this Blog, perhaps it is time that the allies in the war on terror, reassess their policy on Afghanistan (and the same would be true of Iraq and Pakistan). Clearly, should the allies withdraw from the country, it seems relatively clear that it would only be a matter of time before the country moves towards an oppressive Islamic regime.

Why should western nations promoting human rights, democracy, freedom from terror and other worthwhile goals, continue to pour resources (human, financial, etc) into a country where overall, its citizens continue to espouse the rhetoric and policies of the enemy?  Already it seems clear that the principles of our freedoms are despised by the vast majority of the Afghan nation. Without a long-term commitment to police the country and keep the policies being promoted by the western allies, there is no point continuing the current mission in Afghanistan (or Iraq, Pakistan, etc). Do we have the capacity and the stomach to pay the price for such a continuing mission, when the undoubted price in human lives, finances and other resources, will continue to mount and become such that our own people will be unable to bear the dearness of the cost?

BANGLADESH: BUDDHISTS DRIVE CHRISTIAN FROM HOME


In same district, Muslim land-grabbers murder defender of tribal villagers.

DHAKA, Bangladesh, December 26 (Compass Direct News) – Buddhist villagers in southeastern Bangladesh’s Rangamati district last week beat a young father and drove him from his house for converting to Christianity.

The Buddhists in Asambosti, in the Tabalchari area some 300 kilometers (186 miles) southeast of Dhaka, warned Sujan Chakma, 27, not to return to his home after beating him on Dec. 18. Chakma, who converted to Christianity about four months ago, has come back to his home but some nights the likelihood of attacks forces him to remain outside.

He is often unable to provide for his 26-year-old wife, Shefali Chakma, and their 6-year-old son, as area residents opposed to his faith refuse to give him work as a day laborer. Chakma, his wife and son do not eat on days he does not work, he said.

“I am ostracized by my neighbors since I became Christian,” Chakma said. “They put pressure on me to give up my faith, saying otherwise I cannot live in this society. Nothing daunted me, I held firm to my faith in Jesus. On Dec. 18, four of my neighbors came to my home and beat me. They slapped and punched on me. Later they forced me to leave my house. They threatened me that if I come back to my home, I will be in great trouble.”

Neighbors have threatened to beat him again and to send him to jail, he said, and they have pressured him to divorce to his wife.

“At first she did not like my conversion, but she liked my change after accepting Jesus,” he said. “My wife told openly to those neighbors, ‘My husband is a Christian, so I will be a Christian along with my son.’”

A spokesman for Chakma’s church, Parbatta Adivasi Christian Church, said church leaders met with some of the new convert’s neighbors and urged them to accept him.

“We told them that our constitution supports that anyone can accept any religion,” the church spokesman said. “Hindering their practice is unlawful.”

Church leaders said they fear that taking the case to local officials and police would only further anger local Buddhists and harm evangelical activities.

“We do not want to enrage anyone over this incident,” said the spokesman. “But Chakma does not feel secure to stay here. He does not spend the night in his house for security reasons.”

 

Rights Advocate Murdered

Earlier this year in Rangamati district, Bengali Muslim settlers killed a tribal Christian for defending indigenous peoples from illegal land-grabs.

On Aug. 19 Ladu Moni Chakma, 55, was stabbed repeatedly and his throat was cut at Sajek in Baghaichuri sub-district in Rangamati district after he reported to the Chittagong Hill Tracts Commission how a military commander helped settle Bengali Muslims on area lands.

A pastor of the Bangladesh Baptist Church in the district told Compass that Chakma was killed because he was a Christian who was an outspoken defender of minorities in the area.

“They do not want any Christian to live here,” the pastor said. “They hate Christians more than any other minority religions – it is one of the main reasons to evict and kill Ladu Moni. If people become Christian, many NGOs [Non-Governmental Organizations] will be set up here, and various local and international missionaries will look after them, so that Bengali settlers cannot grab lands illegally.”

Chakma often interceded with the Chittagong Hill Tract Commission on behalf of the indigenous people about their rights and the cruel manner in which Bengali settlers illegally took lands from indigenous people, the pastor added.

Chakma’s widow, Cikonpudi Chakma, also known as Minti Chakma, told reporters in Dhaka on Aug. 28 how the Bengali settlers attacked her family around 10:30 p.m. in Aug. 19.

“Some people were shouting, ‘Open the door! Open the door!’” she said. “Without realizing anything what was going on, three Bengali people broke in our shanty hut.”

She saw knives in their hand and recognized a local man named Mohammed Ali, who earlier in the year had helped settlers seize lands from villagers.

The attackers blindfolded her and dragged her husband out of their home into the rain. They also tried to take her 13-year old daughter, Minu, she said.

“I resisted them taking out my daughter, and I was injured during the tussle with them,” she said. “They hit my forehead with a knife.”

She and her children fled through a backdoor and escaped certain rape and death by jumping down a ravine and rolling to the bottom. Drenched, they took shelter at a nearby home.

“I could not contact my husband that night,” she said. “The next morning, we were returning [to] our home. On the way near Baghaihat, we saw a blood-stained, stock-still body. It was my husband. His body was mutilated and stabbed with sharp knife and machete.”

Police sub-inspector Azizur Rahman Aziz of Baghaichari police station told Compass that his department had arrested three persons in connection with the killing of Chakma.

“We are investigating the case, and after the national election [to be] held on Jan. 29, we will submit the charge sheet,” he said.

Chakma’s widow urged the army-backed interim caretaker government to withdraw settlers from Sajek in Baghaichari and punish the murderers of her husband.

 

House Burnings

In April, mainly Muslim Bengali settlers aided by the army and a local businessman burned 77 homes in four villages of the tribal people in Sajek, Cikonpudi Chakma told reporters in August.

“In that arson attack, all of our wealth and assets were destroyed,” she said. “Just a week after, we again built a new house. At that time, Mohammad Ali tried to stop us making a new house and demanded that our land was his. The problem started when the Baghaihat zone army commander brought settlers from different areas and took initiative to settle them on our lands.”

Survival International director Stephen Corry said in a statement that the attacks were a “criminal human rights violation.” According to the Survival International, abuses have escalated since the army-backed emergency government came to power in January 2007.

In the Baghaichari area, at least 13 Christian families lived among 77 tribal Buddhist families until the Christians’ homes were burned down in April.

The Chittagong Hill Tracts region comprises three districts: Bandarban, Khagrachuri and Rangamati. The region is surrounded by the Indian states of Tripura on the north and Mizoram on the east, Myanmar on the south and east.

INDIA: THREE MORE CHRISTIANS MURDERED IN ORISSA


At least two killed today, another succumbed to axe injuries Wednesday; 400 houses burned.

NEW DELHI, October 3 (Compass Direct News) – At least two more Christians were killed today in Orissa state’s Kandhamal district after Hindu extremists this week set fire to nearly 400 homes there and in Boudh district. A third man succumbed to axe injuries on Wednesday (Oct. 1).

Weeks after Hindu extremist violence erupted against Christians, this morning tribal peoples in Sindhipankha village killed Dushashan Majhi, a local influential Christian, first shooting him and them cutting him to pieces. Local Christian leaders reported that Majhi was a government servant working in the treasury.

The mob then turned on Sanyasi Majhi, also said to be Christian, who was with Dushashan Majhi. There were unconfirmed reports that a third victim was killed along with the other two.

A local Christian who wished to remain unnamed told Compass that after killing the two men, the assailants massacred cattle belonging to village Christians and burned Christian-owned houses. Sindhipankha is about seven kilometers (four miles) from Tumudiband.

Local news reporter Lalit Jena told Compass from Kandhamal that the attacks – which have continued unabated since Hindu extremists blamed Christians for the death of Hindu leader Laxmanananda Saraswati on Aug. 23 even though Maoist militants admitted murdering him – involve women first ransacking the Christian homes.

“The modus operandi of the tribal mob is such that women go first and attack the Christian houses,” he said. “They ransack and rob the household’s gold and other jewelry, TVs and all that is precious. The men then follow and burn the houses. Lately it has been reported that now they are fighting among themselves for the booty.”

Jena added that tribal peoples who lived in poverty before the violence now have obtained many heads of cattle, including goats and cows, within a short span, as well as household goods.

“They may have no electricity in their villages, but one can see lots of television sets, nearly all of it looted from the Christians,” he said.

 

Axe Murder

On Wednesday (Oct. 1), Lalji Nayak, believed to be about 80 years old, died from axe wounds after a Hindu extremist mob attacked his village of Hrudangia the previous day. Nayak and 14 others were wounded, with Nayak struck between his neck and chest.

While three of the wounded received first-aid at a health center in Kandhamal, eight others, including Nayak and his wife Mandaki, were admitted to MKCG Medical College in Berhampur. At press time Nayak’s widow, who received an axe blow just below the ear, remained in the medical center with a serious head injury.

Local Christians in Berhampur wanted to give Lalji Nayak a Christian burial, but police did not allow it. Utkal Christian Council members B.D. Das and J.R. Patro expressed strong objections to the police action.

Nayak’s brother, Junas Nayak, was taken to Cuttack Medical College for gunshot wounds. He remained in critical condition at press time with multiple gunshot wounds, and according to Jena has a total of 13 bullets in him.

“Seven are on his left thigh, and six in his right hand, but the doctors have so far done nothing to remove them from his body, even though he has been admitted in the hospital since September 30,” Jena told Compass. “We are concerned that he may develop septic [shock or infection] because of the delay.”

In the attacks, an 8-year-old boy miraculously survived after being hit by an axe in the middle of his skull.

Two pregnant Christian women, Archana and Geeta Sahu, this week were brought from Kandhamal to Berhampur hospital, where they gave birth and were said to be out of danger.

 

Houses Burned

Nearly 400 houses were burned or destroyed in Orissa state’s Boudh and Kandhamal districts this week.

On Wednesday (Oct. 1), mobs set fire to dozens of houses in the Raikia area of the Kandhamal district. Yesterday the violence crossed over to neighboring Boudh district as about 100 houses were torched by mobs in at least nine villages. Worst affected was the village of Kantamal.

The burning of houses continued this morning, with more than 400 houses reported to have been either burnt or destroyed in Boudh and Kandhamal districts.

Police have reportedly arrested five people so far in connection with the burning of the houses in Boudh district.

Additional District Magistrate Mihir Chandra Mallik told reporters, that unidentified people set fire to over a hundred houses of Dalit Hindus in at least nine villages in Boudh district.

“We have set up a relief camp at Kantamal town to provide food and shelter to the people who have lost their homes,” he added.

The administration said that the motive for burning these houses was ethnic, as Kandh tribal peoples attacked Dalit Pana homes.

Area church leaders confirmed this, but one said on condition of anonymity, “First they were targeting Christian Panas only, but now even Hindu Panas are not being spared. All Hindus who have not joined the mobs in attacking Christians are also being treated in the same way as Christians.”

Both Dalit Pana houses as well as homes belonging to the Christian Pana community have been targeted in Boudh district, he said.

In Barakhama village near Kandhamal, Christians may move to the safer Daringbadi. A local pastor told Compass that Barakhama was also targeted last December, when around 400 homes belonging to Christians were burned and demolished.

“The same continues now,” he said on condition of anonymity. “The Christians love their homes, but it is just not safe to live here anymore, for the government has failed to protect us. The Christians in Barakhama have almost decided to move collectively to Daringbadi, which is at least a bit safer.”

It is estimated that around 500 Christian families will leave the village.

 

Nun Raped

Police have finally confirmed the rape of a nun in Kandhamal two days after the death of Hindu leader Saraswati.

A mob of around 40 men attacked the nun at K. Nuagaon village, where she and a priest, Father Thomas Chellantharayil, had taken shelter after their center was attacked. The mob allegedly dragged her and the priest to a deserted office of a Non-Governmental Organization, where she was stripped and raped. The priest was reportedly doused with gas and beaten as he tried to stop the attack on her.

Police have arrested four suspects in the rape. Juria Pradhan, 52, his 22-year-old son Kartik Pradhan, Biren Sahu, 35, and 26-year-old Tapas Patnaik were arrested in connection with the assault and rape of the 29-year-old Catholic nun on Aug. 25.

The inspector-in-charge of Baliguda police station has since been suspended in connection with the incident. The Orissa government has also ordered a probe, 39 days after the initial complaint.

District Superintendent of Police S. Praveen Kumar this week told reporters that a medical examination report confirmed that the nun was raped.

The Hindustan Times reported today that although the report was filed weeks ago, police obtained the medical examination report only two days ago following media reports and the efforts of Sister Nirmala, Superior-General of the Missionaries of Charity, who wrote to the state seeking justice.

“A police official said they were busy in maintaining law and order and could not find time to look into the case,” the national daily reported.

 

Attempts at Law and Order

Since Wednesday (Oct. 1), 46 people have been arrested on charges of rioting in Kandhamal district. A police official said that they had arrested more than 300 people in the past month.

Christian leaders attributed the sudden arrest of 46 people in the last two days to new state Director General of Police (DGP) Manmohan Praharaj, who took over from Gopal Chandra Nanda, who retired on Tuesday (Sept. 30).

Hindu extremist Vishwa Hindu Parishad International President Ashok Singhal did not take kindly to the latest arrests.

“The new DGP is indiscriminately arresting leaders of Hindu organizations that are not related to any case,” he told reporters this week.

Nearly 53 companies of paramilitary forces have been appointed in Kandhamal district, and curfew was still imposed. The central government sent 1,000 paramilitary personnel in the form of 10 Central Reserve Police Force companies on Wednesday (Oct. 1) to Kandhamal district. Local sources said 10 more companies were expected by Sunday (Oct. 5).

The central government has come down heavily on the Orissa state government. Union Home Minister Shivraj Patil wrote a strongly worded letter to Orissa Chief Minister Naveen Patnaik on Wednesday (Oct. 3) asking him to take effective measures and provide security for the Christian community in the state.

“Merely continuing to ask for additional forces after every few days cannot be the solution,” Patil wrote. “The state government has to implement overall strategy for creating an environment of security.”

The letter came hours after the Union Cabinet expressed grave concern over the situation in the state, with Prime Minister Manmohan Singh directing Patil to present a report on the situation at the next cabinet meeting.

 

Peace Rally in New Delhi

In New Delhi, nearly 15,000 Christians joined in a peace march in solidarity with the victims of the Orissa and Karnataka violence yesterday.

The peace march was the culmination of the week-long sit-in organized by the Christians of Delhi and NCR (National Capital Region) beginning Sept. 26 to protest atrocities on Christians in Orissa and Karnataka. The peace march took place on the birthday of Mahatma Gandhi, father of the nation.

Many national leaders, including central ministers Lalu Prasad Yadav and Oscar Fernandes, addressed the gathering at the Dharna (sit-in). Yadav, the union minister for Indian Railways, promised to personally meet with the prime minister and urgently discuss the matter. He said that he would “take up the anti-Christian violence in Parliament and debate the hatred of Hindutva [Hindu nationalist] forces.”

Hindu leaders such as Swami Agnivesh addressed the peace march at Rajghat (Gandhi’s final resting place), saying that the “very killers of Mahatma Gandhi, are the same killers of Christians in Orissa, Karnataka, Madhya Pradesh and other parts of the country . . . The Hindutva fascists do not represent the peace-loving Hindu societies, rather they are damaging the Sanatam Dharma [eternal law] of Hinduism,” he said.
