Australia was a model for protecting people from COVID-19 — and then we dumped half a million people back into poverty

Sharon Bessell, Australian National UniversityAs the pandemic swept the globe in 2020, Australia stood out as a model for how to contain the virus and support its citizens.

A year later, Australia is struggling with vaccination and has abandoned the measures it put in place in 2020 to support the most vulnerable.

The A$750 per week COVID disaster payment to Australians in jobs is as big as the biggest of last year’s JobKeeper payments. It has been extended to the casual workers employed for less than a year and visa holders who missed out last time.

And it’s being delivered direct to the recipients rather than via employers, some of whom appeared to have pocketed the money last time. So far, so good.

For the newly unemployed and people on parenting payments there’s an extra $200 per week — but only if they’ve lost more than eight hours’ per week work.

What’s missing is last year’s effective doubling of JobSeeker and related benefits for people who were already out of work: the $550 per fortnight add-on that lifted the payment up towards the poverty line.

An estimated 540,000 of the 720,000 adults locked down on such payments don’t get the $200 per week because they didn’t have paid work ahead of the lockdown.

They are unable to find it during the lockdown and have to live on $44 a day — well below the poverty line.

The COVID supplement changed lives

Last year the so-called coronavirus supplement made all the difference, allowing those families to buy essential items including food and medical care that were previously out of reach.

An online survey conducted by Swinburne University and the Australian National University found the money was used for basic needs and strategic expenditures to “improve their household’s long-term financial security”.

The Australian National University found poverty rates dropped markedly for couples with children, and even more for single parent households.

Before COVID hit, the poverty rate in single parent households was 20.2%. In the absence of policy change and the advent of COVID-19 it would have climbed to 27.9%. The COVID stimulus payments cut it to just 7.6% in June.

A survey of single mothers found 88% suffered less anxiety. More than two-thirds (69%) reported being healthier as a result of being able to buy enough and healthier food.

So valued was the $550 per fortnight it sparked a website, 550 Reasons to Smile, showcasing stories of the changes it had wrought.

We could afford a new phone. We are both in our early 60s and our best skill was hiding our poverty after our small business, our life, went bankrupt. We would skip meals before the grandchildren would visit to afford those treats.

When the $150 per fortnight that remained of the coronavirus supplement after it had been phased down ended on March 28 this year, it was replaced by a permanent increase in JobSeeker and similar benefits of only $50 per fortnight.

It plunged hundreds of thousands of children back into poverty.

Toys and food matter to children

Prior to COVID-19, I led a research project with children aged between seven and 12. Two-thirds lived in locations identified by standard indicators as disadvantaged.

We gave children the time to raise issues that mattered to them. There was discussion about favourite and longed-for toys, games, and devices; the most fun parks and playgrounds; and the ups and downs of friendships.

As the research unfolded and children felt more comfortable, they raised the challenges of not having enough money to meet the most basic needs.

Some had only one meal a day and not all were offered school breakfasts.

A nine-year-old boy described his neighbours as “good” and “always helpful”. He said they provided food when his family could not afford to buy it.

A common theme was the imperative to protect their parents by not asking for things they needed, including things for school.

This is the reality of poverty — a reality to which too many Australian children are currently being abandoned.The Conversation

As the government drags its heels, a better model for a federal integrity commission has emerged

Independent MP Helen Haines has just introduced a bill into parliament that seeks to establish a robust new federal integrity commission.

This is a consensus bill that involved consultation with legal academics, panels of retired judges, civil society stakeholders, ethicists and MPs.

Without the government’s support, it is unlikely to pass. But it is a move designed to force the government’s hand.

Although the government has agreed to establish a Commonwealth Integrity Commission, it has been dragging its heels on the issue. An exposure draft of the government’s CIC bill was sent to the attorney-general in December, but it has yet to be publicly released.

The government has said the bill’s release was delayed due to the immediate priority of responding to the pandemic.

However, the need for a federal integrity commission is just as important as ever, with the government now plagued by multiple scandals involving the misuse of federal funds, such as the Western Sydney airport deal, the ASIC chair’s tax advice bill, the Angus Taylor water buyback scheme and the “sports rorts” affair.

A strong — and independent — integrity commission would be able to investigate such issues thoroughly. It shouldn’t be left to the government to monitor itself any longer.

What makes this proposal worth considering

Overall, the bill proposes a robust commission with strong powers, coupled with checks and balances to ensure it does not abuse its powers.

Perhaps most significantly, the proposed integrity commission would have the power to conduct public hearings if it believes it’s in the public interest, balancing the seriousness of allegations with any unfair prejudice to a person’s reputation or unfair exposure of a person’s private life.

This is a proportionate model that enhances public trust through public hearings, but also takes into account legitimate concerns about damage to an individual’s reputation.

By contrast, the government’s proposed CIC would not have the power to conduct public hearings.

Haines’s proposed commission would also have the power to make findings of fact and recommendations in a public report. It could refer matters involving criminality to law enforcement authorities.

The commissioner would be a statutory office holder who is independent of government. He or she would be supported by several assistant commissioners to allow for internal checks and balances.

And the body would include a whistleblower protection commissioner, which is particularly necessary given how weak Australia’s
whistleblower laws are considered to be.

Importantly, the bill would provide for external accountability mechanisms to “watch the watchdog” via parliament and the courts.

Specifically, there would be oversight by a parliamentary joint committee to ensure the body’s compliance with the law, due process and other standards. Its decisions would also be subject to judicial review.

The commission’s funding would need approval by the joint parliamentary committee, as well, which provides some financial protection. This is important as the NSW Independent Commission Against Corruption (ICAC) has had its budget severely cut following its explosive revelations of corruption in government.

Haines’ bill also proposes a corruption prevention program for the Commonwealth public sector. This is a positive, pro-integrity function that monitors major corruption risks across all sectors.

Why the government’s model has been criticised

The government’s CIC model is a watered-down version of Haines’s proposed body. It has been criticised for a few reasons.

The first is that it would fail to achieve its main aim of exposing corruption in the public sector.

The bar for investigation is too high, requiring a reasonable suspicion of corruption amounting to a criminal offence before an inquiry can even begin. This is a difficult hurdle to clear.

Lessons from the state anti-corruption commissions show evidence of corruption is typically unveiled through investigations themselves (based on credible allegations), rather than before an investigation begins.

Another major criticism is the proposed CIC will not have the power to hold public hearings.

Public hearings ensure proceedings are not cloaked in secrecy. They also increase public trust. Widespread corruption has been uncovered through such hearings in the past, such as the Fitzgerald inquiry in the 1980s into corruption in the Queensland police force. This led to the resignations and imprisonments of various former ministers and officials.

The time to act is now

All states now have an anti-corruption commission and the federal government is lagging behind.

A bill is now before parliament that puts forward a strong, yet proportionate, vision for an integrity commission with robust powers and both internal and external accountability mechanisms.

It has been developed through a strong consultative process with legal experts, academics and civil society.

In short, it is a better model than what the government has proposed. It is now time for the government to move forward to promote political integrity — without any further delay.The Conversation

A model for an Australian republic that can unite republicans and win a referendum

As the debate continues over whether Australia Day should be celebrated on January 26, this series looks at the politics of some unresolved issues swirling around Australia Day – namely, the republic and reconciliation. And just for good measure, we’ll check the health of Australian slang along the way.


The lesson of 1999 is that an Australian republic can only come about if republicans unite. Minimalists want a small-change republic, in which parliament appoints the head of state. This, they argue, will ensure the head of state does not have a popular mandate and will not interfere in day-to-day politics.

It will also preserve the character of the role. Like the current governor-general, minimalists want the role to be an honour bestowed on a worthy servant, not a prize sought through ambitious campaigning.

Direct electionists believe the spirit of republicanism is active participation. They do not want politicians to simply choose a head of state; instead, they desire a system in which the people are involved.

The hybrid model below, designed by Paul Pickering and I, aims to ensure the process is democratic but also that the dignity of the office of head of state is maintained. It harnesses the best features of minimalism and direct election.

A hybrid solution

Under our model, each state and territory parliament nominates an Australian citizen to be head of state. There is no obligation to nominate someone who was born in or who resides in that particular state.

In the opinion of at least two-thirds of sitting MPs, the nominee must:

  • be an Australian citizen over 18;

  • have served the nation with distinction in their chosen field or fields;

  • be of exemplary personal character and integrity; and

  • be willing to serve as head of state for a term of five years.

Each parliament must nominate a different person. The eight nominees are then put to a non-compulsory, first-past-the-post, national vote.

The vote is non-compulsory to emphasise this is a titular and ceremonial role. Australians do not currently vote for the governor-general or the Queen, and should not have to vote for the head of state in a republic, either.

This model deliberately casts a wide net but is protected by two hurdles. A nominee must be endorsed first by a parliamentary majority and second by a public vote.

Some minimalists argue that, under a direct-election model, an exploitative populist or crass former sports star might become head of state. The twin hurdles of our hybrid model serve as a bulwark against unbridled populism, but ultimately defer to democracy. If a nominee has the confidence of both an elected parliament and the people, they deserve to be the head of state, regardless of their critics.

The nominee with the most votes becomes the Australian head of state and serves a five-year term.

To campaign or not?

In the lead-up to the vote, the merits of each nominee are explained on the Australian Electoral Commission website. A small education budget is allocated to introduce the nominees to the public without any preference shown.

There is no need for nominees to campaign, but no penalty if they do. If supporters of a particular nominee want to conduct a traditional campaign with slogans, posters, advertisements and the like, that is their prerogative.

Many Australians would consider electioneering to be beneath the dignity of the office of head of state. Ultimately, our model puts its faith in the Australian people. They will dictate what kind of behaviour is appropriate on election day.

Casting a wide net

One possible criticism of our model is that the people can choose from just eight nominees. Opening it up to all casts a wider net in theory, but in reality it excludes many worthy candidates.

A simple direct-election model would likely result in only the wealthy, former politicians, or those with support from powerful lobby groups being nominated. In many cases, the kind of person we want as head of state is not the kind of person who would seek out such an honour.

Needing a two-thirds majority, state and territory parliaments will look for worthy individuals in a bipartisan manner. It is then over to the people to choose.

It should also be remembered that citizens are free to petition their government to endorse any particular individual.

The best of both worlds

One of our model’s strengths is that it encourages active citizenship while preserving the non-partisan, ceremonial role of the head of state.

With nominations from across the states and territories, Australians will be presented with a diverse choice of distinguished individuals.

Like the nominations for Australian of the Year, it will be an opportunity to recognise and honour Australians from different walks of life. Citizens are encouraged but not coerced into deciding who they want as their representative on the international stage.

The most important feature of our model is that it preserves the current power relation between the head of state and parliament.

Like the present governor-general, the head of state under our model will be a guardian of the Constitution. They will hold important reserve powers but will be bound by convention and protocol to use them only in the event of a constitutional crisis. They should carry themselves in a manner that brings honour to the country and should tirelessly promote Australia at home and abroad.

Let democracy rule

It’s worth reiterating that republicans must unite and be committed, above all, to democracy. Only with this attitude can the lazy impulse to revert to the status quo be overcome.

An Australian should be the Australian head of state. Our Constitution should be thoroughly democratic and independent. We should be able to tell our kids that they can grow up to be anything, even the head of state.

China Keeps Church Leaders from Public Worship Attempt


Police put pastors under house arrest over weekend, before detaining at least 160 on Sunday.

DUBLIN, April 11 (CDN) — Police in China held “about two dozen” pastors and elders of Beijing’s Shouwang Church under house arrest or at police stations over the weekend to keep them from attending a Sunday worship service in a public location, according to Bob Fu of the China Aid Association.

Three top leaders of the church remain in jail and several others are under strict surveillance after  hundreds of Chinese police yesterday cordoned off the walkway to a third-floor outdoor meeting area adjacent to a property purchased by the church in Haidian district, Beijing, and arrested at least 160 members of the 1,000-strong church as they tried to assemble.

The church members were bundled into waiting vans and buses to prevent them from meeting as planned in the public space, Reuters and The Associated Press (AP) reported, and most had been released by today.

Church leaders claimed officials had pressured their landlords, forcing them out of both rented and purchased locations and leaving them no choice but to worship in the open.

“The government cornered them into making this decision,” Fu said, adding that the church had initially tried to register with the government. “They waited for two years, and when the government still denied them registration, they tried to keep a low profile before finally deciding to buy the Daheng New Epoch Technology building.”

Shouwang is a very unique church, he said.

“Most members are well-educated, and they include China’s top religious scholars and even former government officials, which may be a factor in the government’s response to them,” he said.

As one of the largest house churches in Beijing, Shouwang is unique in insisting on meeting together rather than splitting the congregation into smaller groups meeting in several locations, Fu said. Zion church, for example, may have more members than Shouwang, but members meet in smaller groups across the city.

“This is based on the founding fathers’ vision for Shouwang Church to be a ‘city on a hill,’” as stated in the Bible in Matthew chapter five, Fu explained. “So they’ve made a conscious decision not to go back to the small-group model. Either the government gives them the keys to their building or gives them written permission to worship in another location, or they will continue meeting in the open.”

Police arrested anyone who showed up to take part in the service, AP reported.

 

‘Most Basic Necessity’

Church leaders last week issued a statement to the congregation explaining their decision to meet outdoors.

“It may not be the best decision, but at this time it is an inevitable one,” the statement said, before reminding church members that the landlord of their premises at the time, the Old Story Club restaurant, had come under government pressure and repeatedly asked them to leave, while the previous owners of the Daheng New Epoch Technology building, purchased a year ago by the church for 27.5 million RMB (US$4.2 million), had refused to hand over the keys. The church had already met outdoors twice in November 2009 before officials gave tacit consent to move to the Old Story Club restaurant. Officials, however, again prevented Shouwang Church from meeting in May and August of last year.

Fu said it was common for government officials across China to pressure landlords into revoking leases for house church groups.

“For example, right now I know of at least two churches that were made ‘homeless’ in Guangzhou this week, including one church with at least 200 members,” he said.

Shouwang’s statement pointed to Article 36 of China’s Constitution, which grants every citizen freedom to worship, and the Universal Declaration of Human Rights, ratified by China, which states that every citizen has the right to observe his religion or belief “either alone or in community with others and in public or private.”

For this reason the church planned to meet outdoors until officials granted legal, written permission to worship in an approved location – preferably at the building purchased by the church.

The document also advised church members not to resist if they were held under house arrest or arrested at the Sunday venue.

“Objectively speaking, our outdoor worship must deliver this message to the various departments of our government: attending Sunday worship is the most basic necessity for Christians in their life of faith,” the statement concluded.

The number of Protestant house church Christians in China is estimated at between 45 and 60 million, according to Yu Jianrong, a professor at the Chinese Academy of Social Sciences Rural Development Institute, with a further 18 to 30 million people attending government-approved churches.

Chinese Christians Blocked from Attending Lausanne Congress


Police threaten or detain some 200 house church members who planned to attend.

DUBLIN, October 15 (CDN) — As organizers prepared for the opening of the Third Lausanne International Congress on World Evangelization tomorrow in Cape Town, South Africa, Chinese police threatened or detained some 200 delegates who had hoped to attend.

After receiving an invitation to attend the event, house church groups in China formed a selection committee and raised significant funds to pay the expenses of their chosen delegates, a source told Compass. Many delegates, however, were “interviewed” by authorities after they applied to attend the Congress, the source said.

When house church member Abraham Liu Guan and four other delegates attempted to leave China via Beijing airport on Sunday (Oct. 10), authorities refused to allow them through customs, reported the Chinese-language Ming Pao News. Officials detained one delegate and confiscated the passports of the other four until Oct. 25, the closing date of the conference.

China’s State Administration for Religious Affairs and the Ministry of Public Security had notified border control staff that the participation of Chinese Christians in the conference threatened state security and ordered them not to allow delegates to leave, Liu told U.S.-based National Public Radio (NPR).

Officials also prevented two house church Christians from Baotou City, Inner Mongolia, from leaving the country, and on Oct. 9 placed one of them in a 15-day detention, the China Aid Association (CAA) reported.

When Fan Yafeng, leader of the Chinese Christian Legal Defense Association and winner of the 2009 John Leland Religious Liberty Award, discussed the harassment with NPR on Tuesday (Oct. 12), officials assigned some 20 police officers to keep him under house arrest.

On Wednesday (Oct. 13), approximately 1,000 police officers were stationed at Beijing International Airport to restrain an estimated 100 house church members who planned to leave for the Congress via Beijing, according to CAA.

CAA also said authorities over the past few months had contacted every delegate, from Han Christians in Beijing to Uyghur Christians in Xinjiang, for questioning, and threatened some family members.

Normal church operations were also affected. The Rev. Xing Jingfu from Changsha in Hunan province told NPR that authorities cited the Lausanne Congress when they recently ordered his church to close.

China’s Foreign Ministry spokesman, Ma Zhaoxu, in a statement issued to NPR, accused the Lausanne Committee for World Evangelization of communicating secretively with members of illegal congregations and not issuing an official invitation to China’s state-controlled church.

According to the Ming Pao report, the Lausanne committee said members of the Three-Self Protestant Movement had asked if they could attend. Delegates, however, were required to sign a document expressing their commitment to evangelism, which members of official churches could not do due to regulations such as an upper limit on the number of people in each church, state certification for preachers, and the confinement of preaching to designated churches in designated areas. House church Christians faced no such limitations.

The first such conference was held in Lausanne, Switzerland in 1974, which produced the influential Lausanne Covenant. The second conference was held in 1989 in Manila. Some 4,000 delegates from 200 countries are expected to attend the third conference in Cape Town.

 

Progress or Repression?

China watchers said there has been a slight easing of restrictions in recent months, accompanied by a call on Sept. 28 from senior Chinese political advisor Du Qinglin for the government to allow the independent development of the official church. Du made the remarks at the 60th anniversary celebrations of the Three-Self Patriotic Movement, according to the government-allied Xinhua news agency.

The BBC in August produced a glowing series on the growth of Christianity in China after Chinese authorities gave it unprecedented access to state-sanctioned churches and religious institutions. Religious rights monitor Elizabeth Kendal, however, described this access as part of a propaganda campaign by the Chinese government to reduce criticism of religious freedom policies.

NPR also produced a five-part series on Chinese religions in July. The series attributed the growth of religious adherence to the “collapse of Communist ideology” and pointed out that growth continued despite the fact that evangelism was “still illegal in China today.”

The claims of progress were challenged by an open letter from Pastor Zhang Mingxuan, president of the Chinese Christian House Church Alliance, to Chinese President Hu Jintao on Oct. 1, China’s National Day.

In the letter, published by CAA on Oct. 5, Zhang claimed that Chinese house church Christians respected the law and were “model citizens,” and yet they had become “the target of a group of government bandits … [who] often arrest and beat innocent Christians and wronged citizens.” Further, he added, “House church Christians have been ill-treated simply because they are petitioners to crimes of the government.”

Zhang then listed several recent incidents in which Christians were arrested and sent to labor camps, detained and fined without cause, beaten, interrogated and otherwise abused. He also described the closure or demolition of house churches and the confiscation of personal and church property.

He closed with a mention of Uyghur Christian Alimjan Yimit, “who was sentenced to 15 years in prison because he evangelized among Uyghurs – his very own people.”

Lunar missions could prove creation true


Current space programs may set their sights on Mars, but a team of astronomers and a biochemist at the science-faith think tank Reasons To Believe (RTB) publicly encourage NASA and other space agencies to revisit the lunar surface—to look for the remains of Earth’s oldest life-forms, reports Maureen Bell and Kathy Ross, special to ASSIST News Service.

Astronomer and RTB president Hugh Ross says, “The Apollo program helped researchers solve the mystery of the Moon’s origin. Return missions to the Moon could solve the mystery of life’s origin.”

According to biochemist Fazale Rana, “Chemical signatures confirm life was present on Earth in fair abundance back to 3.8 billion years ago.” What’s missing, he says, are the fossils. “Wind and water erosion and plate tectonics have destroyed the fossils of Earth’s first life. [But] there are good reasons to expect them in abundance in pristine forms on the Moon.”

Ross and fellow astronomer Jeff Zweerink point out that when the Earth was young, it was “bombarded” by asteroids and large meteorites. “These collisions sent large amounts of the Earth’s surface material into outer space, and much of that material landed on the Moon—about a million kilograms on every 100 square kilometers of the Moon’s surface.”

New research by British earth scientist Ian Crawford indicates that at least some of this Earth material made it to the Moon with its fossil structures still intact. Crawford affirms that “substantial survivability is to be expected.”

In their book Origins of Life, Rana and Ross present their model for the origin of life. This model, totally compatible with the Bible, predicts that (1) Earth’s first life would be both complex and diverse; and (2) the origin of life occurred suddenly, as soon as Earth’s physical conditions permitted. Non-theistic models predict the opposite.

As Ross stated in a lecture at NASA’s Johnson Space Center in Houston, “We are thrilled with the prospect that lunar missions could put our creation model to the test, either affirming or showing us wrong. Finding and analyzing pristine fossils of Earth’s first life could help settle, finally, one of the great creation-evolution controversies.”

Nine Chinese Christian leaders kidnapped by the police


 

Nine Fushan Church leaders, including Pastor Yang Rongli, were kidnapped on Friday, September 25, by Chinese Shanxi Province Public Security Bureau (PSB) officers while traveling to Beijing to petition the central government for justice concerning the local authorities’ brutal attack on September 13, reports Michael Ireland, chief correspondent, ASSIST News Service.

ChinaAid says they were illegally seized without warrant, and have not been heard from since Friday night.

In a news release ChinaAid stated: “After the arrests, local authorities forcibly confiscated all computers, TVs and other church-owned valuables, calling them ‘illegal materials.’ Remaining church leaders and active members were placed under house arrest and are now under constant surveillance.”

China aid goes on to say that on September 26, the central government stationed state military police inside the main Fushan Church in Linfen city, where 5,000 of the 50,000-member Linfen House Church network worship together weekly, to prevent them from entering the building or holding services. Military police now guard the building and the surrounding areas around the clock.

ChinaAid has since learned that the central government was and is directly responsible for the escalating crackdown campaign against the Linfen Church.

The group says: “Ironically twisting the facts, the Beijing PSB has categorized the Linfen Church incident as a ‘violent uprising’ and resolved to use military force to subdue the alleged ‘unrest.'”

The news release states reliable government sources informed ChinaAid that a notice was sent to all relevant government agencies over the weekend, ordering them to be prepared to use military force to crackdown on the churches throughout China, in the same way the recent violent incident in Xinjiang was suppressed. They are calling the maneuver the “Xinjiang Model, ” a method that resulted in the deaths of several hundred people in Xinjiang in August.

“To have military police occupy a peaceful church is an unprecedented tragic development in 60 years of PRC history, which itself shows the reality of today’s situation regarding religious freedom in China,” ChinaAid President Bob Fu stated.

He added: “The Chinese government has no reason to be fearful of the peaceful Christian church. We call upon the international community to continue to urge the Chinese government to respect Chinese citizens’ religious freedom and to avoid shedding innocent blood.”

ChinaAid denounces the comparison of the attack on the peaceful Fushan Church to the Xinjiang incident and the excessive use of military force to suppress the Linfen House Churches.

The group says: “We call for the immediate release of the kidnapped church leaders, and the rightful restoration of all church property. We further call on the Chinese central government to cease enacting the “Xinjiang Model” of military involvement to unjustly subdue a peaceful church populace.

“We call on the international community to continue protesting the brutal treatment of Christians and the suppression of religious freedom in China.”

Decline of traditional media


Should the threat to traditional media from the internet really be a cause for concern?

The new social media — blogging, Facebook, MySpace, Twitter, and YouTube are current faves — revolutionising the publishing world, for better and worse. Let’s look at both the better and the worse in perspective.

The current tsunami of personal choices in communication is slowly draining the profit from mainstream media. These media traditionally depend on huge audiences who all live in one region and mostly want the same things (the football scores, the crossword, the TV Guide, etc.). But that is all available now on the Internet, all around the world, all the time.

One outcome is a death watch on many newspapers, including famous ones like the Boston Globe. As journalist Paul Gillin noted recently: “The newspaper model scales up very well, but it scales down very badly. It costs a newspaper nearly as much to deliver 25,000 copies as it does to deliver 50,000 copies. Readership has been in decline for 30 years and the decline shows no signs of abating. Meanwhile, new competition has sprung up online with a vastly superior cost structure and an interactive format that appeals to the new generation of readers.”

Traditional electronic media are not doing any better. As James Lewin observes in “Television audience plummeting as viewers move online” (May 19, 2008), mainstream broadcasters “will have to come to terms with YouTube, video podcasts and other Internet media or they’ll face the same fate as newspapers.”

Radio audiences have likewise tanked. Overall, the recent decline of traditional media is remarkable.

Some conservative writers insist that mainstream media’s failure is due to its liberal bias. But conservatives have charged that for decades — to no effect. Another charge is that TV is declining because it is increasingly gross or trivial. True enough, but TV’s popularity was unaffected for decades by its experiments with edgy taste.

Let’s look more closely at the structure of the system to better understand current steep declines. Due to the low cost of modern media technology, no clear distinction now exists between a mainstream medium and a non-mainstream one, based on either number of viewers or production cost. Today, anyone can put up a video at YouTube at virtually no cost. Popular videos get hundreds of thousands of views. Podcasting and videocasting are also cheap. A blog can be started for free, within minutes, at Blogger. It may get 10 viewers or 10,000, depending on the level of popular interest. But the viewers control that, not the providers.

The key change is that the traditional media professional is no longer a gatekeeper who can systematically admit or deny information. Consumers program their own print, TV, or radio, and download what they want to their personal devices. They are their own editors, their own filmmakers, their own disc jockeys.

Does that mean more bias or less? It’s hard to say, given that consumers now manage their own level of bias. So they can hear much more biased news — or much less. And, as Podcasting News observes, “Social media is a global phenomenon happening in all markets regardless of wider economic, social and cultural development.”

Understandably, traditional media professionals, alarmed by these developments, have constructed a doctrine of “localism” and, in some cases, called for government to bail them out. That probably won’t help, just as it wouldn’t have helped if the media professionals had called for a government “bailed out” of newspapers when they were threatened by radio, or of radio when it was threatened by TV. Video really did (sort of) kill the radio star, but the radio star certainly won’t be revived by government grants.

Still, the news is not all bad. Yes, new media do sometimes kill old media. For example, no one seriously uses pigeon post to send messages today. But few ever thought birdmail was a great system, just the only one available at the time. However, radio did not kill print, and TV did not kill radio. Nor will the Internet kill older media; it will simply change news delivery. Sometimes in a minor way, but sometimes radically.

Media that work, whether radio, TV, newspapers, books, blogs, or any other, thrive when there is a true need. Today’s challenge is to persuade the consumer to look at alternatives to their own programming decisions.

CHINA: BOOKSTORE OWNER SENTENCED TO THREE YEARS IN PRISON


Shi Weihan also fined nearly $22,000; ‘illegal business’ printed Bibles for free distribution.

 

LOS ANGELES, June 10

(Compass Direct News) – A Beijing court today found Christian bookstore owner Shi Weihan guilty of “illegal business operation” and sentenced him to three years in prison and a 150,000 yuan (US$21,975) fine.

Sources said Shi’s store operated legally and sold only books for which he had obtained government permission, and that his Holy Spirit Trading Co. printed Bibles and Christian literature without authorization but only for free distribution to local house churches.

The 38-year-old Shi had been released on Jan. 4, 2008 due to insufficient evidence for the same vague charge of “illegal business operation,” but he was arrested again two month later, on March 19, and held virtually incommunicado. Contrary to Chinese law, authorities have denied all but a few visits from his lawyer and family, held him without charges for most of his time in jail, and initially withheld medication for his diabetes.

The court ruling appears to have allowed time that Shi has spent in jail to count toward his sentence, a source said, as his prison term was described as running from Nov. 28, 2007, when he was initially arrested, to Nov. 27, 2010.

Others in a printing company who stood trial with Shi appeared to have received similar sentences. A written judgment is expected within 15 days to allow time for an appeal to be filed, said Ray Sharpe, a friend of Shi.

“Absent an appeal, it is also possible that Shi could be allowed a sort of medical parole, due to his diabetic condition,” Sharpe said. “Hopefully, he could then be allowed to stay in a hospital under a sort of house arrest.”

He said that Shi did not yet know whether he would appeal, adding that the process could take up to a year.

Friends and business acquaintances of Shi have described him as a model citizen of China, saying that he has inspired them to love China by his patriotism and love for his homeland. They said he is known for selfless sacrifice on behalf of poor and disenfranchised rural Christians and minority children.

For much of his incarceration, Shi’s wife Zhang Jing and their two daughters, 12-year-old Shi Jia and 8-year-old Shi En Mei, have not known where he was being held. The family has been under nearly continual surveillance, limiting their ability to make contact with people who could assist them.

Sources said Zhang has worried about her husband’s condition and that she has taken on leadership duties at their church, where Public Security Bureau officials have intimidated the congregation with regular visits. Some members have left the church because of the intimidation, sources said, and Zhang is said to have suffered anxiety and stress that have led to depression.

Their two daughters have been ostracized at school for being the children of a prisoner, sources said.

Shi has lost more than 44 pounds since his second incarceration, they said, dropping to less than 130 pounds. The sources added that he has suffered from blisters because of unsanitary conditions in prison, as well as tinnitus that at times causes his ears to ring so loudly that he cannot sleep.

Chinese officials claim that the Nanjing Amity Printing Co. (Amity Press), the only government-approved Bible publisher, produces enough Bibles to meet the needs of the Chinese church, which various religious freedom organizations dispute. The groups complain that Amity prints a large share of its Bibles for export, and those sold domestically are not available to many Christians.

This page has been set up to help point our isolated brethren to resources that are available on the World Wide Web that will help them to set up their small home fellowship churches and congregations – there is no need to remain or become discouraged in the community in which you live.

Here at Particularbaptist.com I have been contacted by numerous people over the last few years concerning locations of Particular and/or Reformed Baptist churches near where they live. Sadly there are not many of these churches in Australia and not all of those that do exist are necessarily good churches – which isn’t to say that some or most aren’t. Generally these believers find themselves stuck in very ordinary local ‘churches’ and they struggle to continue and persevere. Others like myself cannot bear to stay in poor local churches and withdraw, oftentimes becoming spiritual hermits that are greatly discouraged or disillusioned with what they have experienced. What can we do about this?

Over the centuries past such believers have been often criticised for their non-conformist stand and have been further shunned by those who are happy with the established churches. Eventually these spiritual outcasts have formed their own congregations, often meeting in their homes or in times of particularly severe persecution they have met in forests, caves, etc. This day is no different to those days in the past when believers have found themselves forming intimate spiritual communities, which though often small in number, have been spiritual oasis’s in the wasteland of their times.

Brethren, is this the situation you find yourself in? Do you see nothing but a spiritual wasteland and spiritual desert surrounding you in the place in which you live? Then don’t give up – I have been close to this on several occasions and I plead with you to not give up or just accept the status quo in some ordinary local church. If Australia is to be reached by the gospel in this day and age it will be either by some God driven revival or by small faithful Christian remnants that are serious about taking the gospel to this country and in meeting together as a true Christian community.

This page I have set up to try and do all I can to assist believers in actively seeking to establish true Particular and/or Reformed Baptist congregations/churches/fellowships/groups in Australia and around the world. Is this not the New Testament model as seen time and time again throughout the Biblical record? This need not be a particularly difficult exercise for believers to do.

This part of the Particularbaptist.com site is dedicated to assisting believers with this most important work, as well as to provide a network or community of fellow believers who are seeking to establish similar works around the country and/or the world. Believers need each other – we need not face this modern problem alone. There need only be a couple of people for a local work to have begun.
