Grenfell Tower fire exposes the injustice of disasters

Decades of gentrification in London and other European cities (including Paris, Barcelona, Rome and Istanbul) have enacted a form of social cleansing. This has pushed away low-income and marginal residents, divided the rich from the poor, and generated inequalities among citizens.

The Hammersmith area, where the Grenfell Tower is located, has been gentrified. This previously working-class area has been transformed into a vibrant middle-class neighbourhood. Just a few residential social housing tower blocks remain.

As a cosmetic measure, the Grenfell Tower was refurbished in 2014. The choice of cladding material that appeared to fuel the fire is now subject to scrutiny, but with no understanding of the social dimensions of the building’s design regulation and safety measures.

Repeated warnings from the Grenfell Tower residents that this was a disaster waiting to happen were ignored.

There has been an outpouring of grief and anger from the affected community and beyond and tensions remain high. While certain elements of the media rebuke those seeking to hold the ruling class accountable, it is important to emphasise a simple truth: disasters are socially – and politically – constructed.

Root causes of disaster

Disasters are often misunderstood as “natural”, or simply assumed to be extreme and tragic events.

This view draws on a century-old paradigm that puts the blame on rare and inescapable natural phenomena, an “act of God”, or technological breakdowns that lie beyond the everyday social fabric.

But there is nothing natural about disasters; disasters usually have root causes of vulnerability that we don’t speak about and that reflect the day-to-day make-up of society – inequality, poverty, political ideology, class and power relations.

These root causes are similar in London, New York, New Orleans, Port-au-Prince and Manila – a few of the world’s cities that have been stricken by major disasters in recent times.

Disasters as experienced today are often rooted in the historical development of societies. The impacts of colonialism, slavery, military conquest and discrimination based on class, gender, race and religion are visible today.

Billions of people around the world, in both wealthy and less affluent countries, are at this moment suffering under structural injustices. As demonstrated at Grenfell Tower, this is a recipe for disaster.

Structural injustice creates vulnerability

This disaster is quite a shock to British society. Although the contributing sociopolitical drivers (while sometimes not explicitly discussed) are perhaps more visible on this occasion, having struck a centre of wealth and power in London, we need to recognise that injustice lies at the core of almost all disasters.

At the Grenfell Tower and around the world, the poor and the marginalised suffer the most from disasters.

This injustice is not an accident – it is by design. There is no disaster that kills everyone in a particular locality nor one that knocks down all buildings in a single place.

Normally the resources to overcome the impact of natural hazards are available locally. The privileged have access to these resources while those at the margin do not.

Vulnerability to hazards, and related disasters, therefore mirrors how power and resources are unequally shared within societies. More often than not disasters affect people not because of a lack of knowledge about disasters, but because this knowledge is not applied.

Political decisions also put lives at risk. MP Chi Onwurah summarised appropriately when she wrote:

The residents of Grenfell were poor in a rich neighbourhood. They were those the market rejected, a burden on a borough apparently determined the rich should not pay to lift the constraints of the poor.

The British political class has failed to adequately represent the interests of its most vulnerable citizens for decades. That people are consigned to live in such conditions in a wealthy country is at best a betrayal of the vulnerable by the state. Some would call it criminal. It is not only the Tories who must swallow this bitter pill.

Cities are battlegrounds

Cities tend to greatly magnify inequality. The Grenfell Tower disaster is a product of a deep societal divide in Britain, where wealth is increasingly concentrated among a small minority.

Gentrification is pushing already marginalised people out of sight and out of mind. This kind of urban development is a boon for housing market profiteers and supports the ruling class agenda, but neglects the needs of the most needy in society. Marginal people become resourceless, invisible to public policies, and disempowered in public life. This increases their vulnerability.

If cities are to reduce the risk of disasters like the Grenfell fire, we must focus on social justice in urban development. The benefits of development or redevelopment should prioritise the have-nots and provide dignity to people regardless of income or background. Cities that are able to provide opportunities for all citizens are also able to appreciate diversity rather than homogenisation.

Supreme Court in India Rejects Bail of Orissa Legislator


BJP assemblyman convicted in two murders in 2008 violence says he’s innocent.

NEW DELHI, January 28 (CDN) — India’s Supreme Court on Tuesday (Jan. 25) rejected the bail granted to Hindu nationalist Orissa state legislator Manoj Pradhan following his conviction in the murder of a Christian, Parikhita Nayak.

Pradhan, of the Bharatiya Janata Party (BJP), was convicted on June 29, 2010 of “causing grievous hurt” and “rioting” and sentenced to seven years of prison in the murder of Nayak, of Budedi village, who died on Aug. 27, 2008. In its decision, the Supreme Court ordered the High Court to reconsider its decision to grant him bail.

Pradhan had been granted bail by the High Court on July 6 on grounds having won the April 2009 state assembly election. Contesting the election from jail, he had become a Member of the Legislative Assembly (MLA) representing Kandhamal’s G. Udayagiri constituency. On Sept. 9, 2010 he was convicted in the murder of Bikram Nayak of Budedipada, for which he was sentenced to six years of rigorous imprisonment (see http://www.compassdirect.org, “Court in India Convicts Legislator in Second Murder Case,”
Sept. 10, 2010). He received bail within 40 days of that conviction.

Parikhita Nayak’s widow, Kanaka Rekha Nayak, had challenged the granting of bail before the Supreme Court. She pointed out in her petition that there were seven other murder cases against Pradhan, including the second conviction.

“Being an MLA was not grounds for granting of bail,” she told Compass.

Nayak’s petition also argued that, because of his position, Pradhan intimidated witnesses outside of jail. She told Compass that, after receiving bail in spite of their convictions, Pradhan and an accomplice continued to roam the area, often intimidating her.

In the Supreme Court decision, Justice B. Sudarshan Reddy and Justice S.S. Nijjaron wrote that the High Court should have taken into consideration the findings of the trial court and the alleged involvement of the respondent in more than one case.

“The [bail] order clearly reflects that the High Court was mainly impressed by the fact that the respondent is a sitting MLA,” they wrote. “In the circumstances, we find it difficult to sustain the order.”

Pradhan was accused of stopping Parikhita Nayak and then calling together a large group of persons armed with axes and other weapons, who then hacked Nayak to death; afterward they sought to dispose of the body by burning it.

Pradhan denied all charges against him, telling Compass by telephone that they were “baseless.”

“I have full faith in the judiciary system, and justice will be done,” Pradhan said, adding that he and other “innocent people” have been arrested due to political pressure and that the real culprits are at large.

On his next move, he said he would surrender himself to police custody if necessary and then file another application for bail.

Dr. John Dayal, secretary general of the All India Christian Council, told Compass that he was pleased.

“Pradhan deserves to be behind bars in more than one case, and it was a travesty of justice that he was roaming around terrorizing people,” Dayal said. “He was not involved in every single act of violence, but he was the ring leader. He planned the violence; he led some of the gangs.”

Dibakar Parichha of the Cuttack-Bhubaneswar Catholic Archdiocese told Compass that police records showed that Pradhan was a “field commander of Hindu extremists sent to kill Christians.”

The state government’s standing counsel, Suresh Tripathy, supported this week’s cancellation of bail.

 

Cases against Legislator

Pradhan told Compass that a total of 289 complaints were registered against him in various police stations during the August-September 2008 attacks on Christians in Kandhamal district, Orissa, out of which charge sheets were filed in only 13 cases.

Of the 13, he has been acquitted in seven and convicted in two murder cases, with six more cases pending against him – “Three in Lower Court, two in the High Court and One in the Supreme Court,” Pradhan told Compass.

Of the 13 cases, seven involved murder; of those murder cases, he has been acquitted in three.

Cases have been filed against Pradhan for rioting, rioting with deadly weapons, unlawful assembly, causing disappearance of evidence of offense, murder, wrongfully restraining someone, wrongful confinement, mischief by fire or explosive substance with intent to destroy houses, voluntarily causing grievous hurt and voluntarily causing grievous hurt by dangerous weapons or means.

Pradhan was also accused of setting fire to houses of people belonging to the minority Christian community.

The Times of India reported Pradhan as “one of the close disciples” of Vishwa Hindu Parishad (VHP or World Hindu Council) leader Swami Laxamananda Saraswati, whose assassination on Aug. 23, 2008, touched off the anti-Christian violence in Kandhamal and other parts of Orissa.

 

Status of Trials

Expressing complete dissatisfaction in the trial system, Dayal told Compass that the two Fast Track courts are “meting out injustice at speed.”

“One of the main reasons,” he said, “is lack of police investigation, the inadequacy of the department of projections to find competent public prosecutors, and the inadequacy of the victim community to find a place in the justice process.”

As a result, he said, victims are not appropriately represented and killers are not appropriately prosecuted.

“Therefore, the two courts find enough reason to let people off,” Dayal said.

Complaints filed at a police station in Kandhamal after the violence of 2008 totaled 3,232, and the number of cases registered was 831.

The government of Orissa set up two Fast Track courts to try cases related to the violence that spread to more than a dozen districts of Orissa. The attacks killed more than 100 people and burned 4,640 houses, 252 churches and 13 educational institutions.

The number of violent cases in the Fast Track courts is 231 (non-violent cases numbered 46, with total cases thus reaching 277). Of the violent cases, 128 have resulted in acquittals and 59 in convictions; 44 are pending.

Of the 722 people facing trial, 183 have been convicted, while 639 have been acquitted.

Christians Accused of ‘Blasphemy’ Slain in Pakistan


Two leaders shot outside courtroom after handwriting report threatened to exonerate them.

FAISALABAD, Pakistan, July 19 (CDN) — Today suspected Islamic extremists outside a courthouse here shot dead two Christians accused of “blaspheming” Muhammad, the prophet of Islam.

The gunmen shot the Rev. Rashid Emmanuel, 32, and his 30-year-old brother Sajid Emmanuel, days after handwriting experts on Wednesday (July 14) notified police that signatures on papers denigrating Muhammad did not match those of the accused. Expected to be exonerated soon, the two leaders of United Ministries Pakistan were being led in handcuffs back to jail under police custody when they were shot at 2:17 p.m., Christians present said.

Rizwan Paul, president of advocacy group Life for All, said five armed, masked men opened fire on the two Christians amid crowds outside Faisalabad District and Sessions Court.

“Five armed, masked men attacked and opened fire on the two accused,” Paul said. “Sajid died on the spot,” while Rashid Emmanuel died later.

Rai Naveed Zafar Bhatti of the Christian Lawyers’ Foundation (CLF) and Atif Jamil Pagaan, coordinator of Harmony Foundation, said an unknown assailant shot Sajid Emmanuel in the heart, killing him instantly, and also shot Rashid Emmanuel in the chest. Pagaan said Sub-Inspector Zafar Hussein was also shot trying to protect the suspects and was in critical condition at Allied Hospital in Faisalabad.   

CLF President Khalid Gill said the bodies of the two Christians bore cuts and other signs of having been tortured, including marks on their faces, while the brothers were in police custody.

As news of the murders reached the slain brothers’ neighborhood of Dawood Nagar, Waris Pura, Faisalabad, Christians came out of their homes to vent their anger, Pagaan said. Police fired teargas cannons at Christian protestors, who in turn threw stones.

“The situation is very tense,” Gill said. “Police have arrested eight people for damaging property and burning tires.”

Paul of Life for All said tensions remained high.

“The situation in Faisalabad has deteriorated,” Paul said. “Indiscriminate shootings between Christians and Muslims have ensued. The situation has become very volatile, and local police have initiated a curfew.”

The courthouse shooters escaped, and Punjab’s inspector general has reportedly suspended the superintendent of police and his deputy superintendent for their failure to provide security to the slain brothers.

 

Lynch Mob Mentality

The report by handwriting experts to Civil Lines police station in Faisalabad presented a major setback to the case filed against Emmanuel and his younger brother under Section 295-C of Pakistan’s widely condemned blasphemy laws.

Muslims staged large demonstrations in the past week calling for the death penalty for the brothers, who were arrested when Rashid Emmanuel agreed to meet a mysterious caller at a train station but was instead surrounded by police carrying photocopied papers that denigrated Muhammad – supposedly signed by the pastor and his brother and bearing their telephone numbers.

The Muslim who allegedly placed the anonymous call to the pastor, Muhammad Khurram Shehzad, was the same man who filed blasphemy charges against Emmanuel and his brother and was already present at the Civil Lines police station when the pastor and an unnamed Christian arrived in handcuffs, said Pagaan of Harmony Foundation. Civil Lines police station is located in Dawood Nagar, Waris Pura, in Faisalabad.

Pagaan said that on July 1 Rashid Emmanuel received an anonymous phone call from a man requesting to see him, but the pastor declined as he was due to lead a prayer service in Railways Colony, Faisalabad. After the service, Emmanuel received a call at about 8 p.m. from the same man, who this time described himself as a respectable school teacher.

Pagaan said that Emmanuel agreed to meet him at the train station, accompanied by the unnamed Christian. As they reached the station, Civil Lines police surrounded them, showed them photocopies of a three-page document and arrested them for blaspheming Muhammad.

Sources told Compass that police released the young, unnamed Christian after a couple hours, and on July 4 officers arrested Emmanuel’s younger brother, a graduate student of business.

On July 10 and 11 hundreds of enraged Muslims paraded to the predominantly Christian colony of Dawood Nagar calling for the immediate death of the two Christian brothers. Some chanted, “Hang the blasphemers to death immediately,” sources said, adding that the mob hurled obscenities at Christ, Christians and Christianity.

Islamic extremists led the protests, and most participants were teenagers who pelted the main gate of the Waris Pura Catholic Church with stones, bricks and shards of glass and pounded the gate with bamboo clubs.

Some 500 protestors gathered on July 10, while on July 11 more than 1,600 demonstrated, according to Joseph Francis, head of Centre for Legal Aid Assistance and Settlement. Fearful Christians locked their homes, while others fled the area, as the demonstrators had threatened a repeat of the violence wreaked on Korian and Gojra towns in July and August 2009.

Nazim Gill, a resident of Waris Pura, told Compass that Muslims burned tires and chanted slogans against Christians last week, and that on Friday (July 16) announcements blared from mosque loudspeakers calling on Muslims “burn the houses of Christians.”

Khalid Gill contacted authorities to request help, and police forbid anyone to do any damage.

Saying “continuous gunshots have been heard for the past five hours now,” Kashif Mazhar of Life for All today said that Punjab Chief Minister Mian Shahbaz Sharif had ordered the provincial inspector general to restore law and order and arrest the murderers of the Christian brothers.

 

Other Victims

Khurram Shehzad had filed the blasphemy case on July 1 under Section 295-C of Pakistan’s blasphemy laws, which are commonly abused to settle personal scores.

Section 295-C states that “whoever by words, either spoken or written, or by visible representation, or by imputation, innuendo, or insinuation, directly or indirectly, defiles the sacred name of the Holy Prophet Muhammad (PBUH) shall be punishable with death, or imprisonment for life, and shall be liable to fine.”

Section 295-A of the blasphemy laws prohibits injuring or defiling places of worship and “acts intended to outrage religious feelings of any class of citizens.” Section 295-B makes willful desecration of the Quran or a use of its extract in a derogatory manner punishable with life imprisonment.

Khalid Gill said Khurram Shehzad, a merchant of Rail Bazar, Faisalabad, filed the charge after his servant told him that the two Christians had put up blasphemous posters at a truck station.

The Emmanuel brothers had been running United Ministries Pakistan for the last two years in Dawood Nagar, area Christians said.

The last known Christian to die as a result of a false blasphemy charge was Robert Danish on Sept. 15, 2009. The 22-year-old Christian was allegedly tortured to death while in custody in Sialkot on a charge of blaspheming the Quran. Local authorities claimed he committed suicide.

Area Christians suspect police killed Danish, nicknamed “Fanish” or “Falish” by friends, by torturing him to death after the mother of his Muslim girlfriend contrived a charge against him of desecrating Islam’s scripture. The allegation led to calls from mosque loudspeakers to punish Christians, prompting an Islamic mob to attack a church building in Jathikai village on Sept. 11 and the beating of several of the 30 families forced to flee their homes. Jathikai was Danish’s native village.

Three prison officials were reportedly suspended after Danish died in custody.

In other recent blasphemy cases, on July 5 a Christian family from Model Town, Lahore, fled their home after Yousaf Masih, his wife Bashrian Bibi and their son-in-law Zahid Masih were accused of blaspheming the Quran. Some 2,000 Muslims protested and tried to burn their house, Christian sources aid.

Police have filed a case against them due to pressure from Muslim mobs, but local sources say the allegations grew out of personal enmity.

Faisalabad was the site of the suicidal protest of Bishop John Joseph. The late Roman Catholic bishop of Faisalabad took his own life in May 6, 1998 to protest the injustice of Pakistan’s blasphemy laws.

Messianic Jewish Church Won’t Appeal Israeli Court Ruling


Congregation sought apology for riotous attack on baptism service.

ISTANBUL, July 14 (CDN) — A congregation of Messianic Jews in Israel who recently lost a lawsuit against an ultra-orthodox Jewish group that allegedly incited a riot against them has decided not to appeal their case, the church’s pastor said.

After meeting with his congregation and members of the Messianic community in Israel, Howard Bass, pastor of Yeshua’s Inheritance church in Beer Sheva, said that although there are strong legal grounds for an appeal, he believes it is not God’s will to do so.

“We didn’t see that it’s right to appeal, even though there is good legal basis. But we don’t feel it’s the Lord’s will to appeal,” Bass said, later adding he felt the verdict was “totally distorted.”

In 2007, Bass filed suit against Yehuda Deri, chief Sephardic rabbi in the city of Beer Sheva, and Yad L’Achim, an organization that fights against Messianic Jews in Israel, for allegedly inciting a riot at a December 2005 service that Bass was leading.

On Dec. 24, 2005, during a baptismal service in Beer Sheva, a group of about 200 men pushed their way into a small, covered structure being used to baptize two new Christians and tried to stop the service. Police were called to the scene but could not control the crowd.

Once inside the building, the assailants tossed patio chairs, damaged audiovisual equipment, threw a grill and other items into a baptismal pool, pushed Bass into the pool and broke his glasses.

In the days before the riot, Yad L’Achim issued notices to people about a “mass baptism” scheduled to take place at the facility in the city of 187,900 people, 51 miles (83 kilometers) southwest of Jerusalem. In the days after the riot, Deri bragged about the incident on a radio talk show, including a boast that Bass had been “baptized” at the gathering.

Bass demanded either a public apology for their alleged role in the attack, or 1.5 million shekels (US$389,052) from the rabbi and Yad L’Achim.

The case, Bass said, was to “honor the name of Jesus Christ in Israel.” He said he sought monetary damages "to show how serious the offenses were under the law."

The 2005 incident was the second time the church had to deal with an attack after Yad L’Achim disseminated false information about their activities.

On Nov. 28, 1998, a crowd of roughly 1,000 protestors broke into a Yeshua’s Inheritance service after the anti-Christian group spread a rumor that three busloads of kidnapped Jewish minors were being brought in for baptism. The assailants threw rocks, spit on parishioners and attempted to seize some of their children, Bass said.

Bass decided to file the 2007 suit after consulting with members of his congregation and the greater Messianic community in Israel. On June 29, he held much the same meeting, with participants deciding not to appeal. Bass relayed details of the meeting in a group e-mail sent to interested parties.

“No one present, nor any who have communicated with me in the past few days, had a conviction that an appeal is the clear will of God,” he said in the e-mail. “Some were uncertain; others were against.”

The judge issued his decision May 24. Bass read about the decision on May 30 on a government website. The judge ruled that Bass’ attorneys did not prove that the rabbi or the group incited the riot.

“He’s saying what happened inside the walls is separate from what happened outside the walls,” Bass said.

He said he was “astonished” at the judge’s bias in the decision.

“It was a bit amazing to see how one-sided it was,” he said, later adding, “It’s not a righteous judgment, it is a bad judgment.”

Bass said he believes the verdict is a “message from God” that injustice toward Jews who accept Jesus as the Messiah is now the “state of things” in Israel.

The judge ordered Bass to pay a fine to the defendants and cover their legal expenses for a total of approximately 155,000 shekels (US$40,123). The judge gave Bass until June 11 to pay the fine. Because of an outpouring of financial support, the fees were being rapidly paid off, Bass said.

“It’s amazing how quickly people started donating,” he said. “That to me is a further indication of God’s favor in the lawsuit. He’s covered it.”

He said a substantial portion of the donations came from inside Israel.

Also in his e-mail, Bass admitted to approaching the case with his hands tied out of respect for others.

“We did not take to court certain persons who clearly were instrumental in the riot, knowing that they would not testify against the Chief Rabbi or against Yad L’Achim,” Bass said. “We strived to respect the Chief Rabbi because he is the Chief Rabbi of the city, despite his total lack of regard” for the church.

 

Sanctioning Violence

Bass said the verdict may embolden those who want to attack Messianic Jews in Israel. At minimum, he said, the verdict leaves open the potential for future violence.

“They were given nothing to restrain them,” he said. “They were not warned at all by the judge to be careful of what they do.”

The Yeshiva World, a newspaper that caters to the Orthodox Jewish community, has called Messianic Jews both “missionaries” and a “cult.” The newspaper quoted a statement made by Rabbi Dov Lifschitz, founder and chairman of Yad L’Achim.

“We mustn’t become complacent in the face of the ongoing efforts of the missionaries, even as they are licking their wounds from this loss,” Lifschitz said. “This ruling encourages us to continue to fight them with all the legitimate means at our disposal.”

Bass said he understands that not appealing the court loss may lead to the impression that his faith community accepts the judge’s ruling, and because of that, some people in Israel may now side with Yad L’Achim and other anti-Messianic groups.

“We’ve leaving ourselves open to all kinds of opinions,” he said.

But Bass said he is looking at the case in the long term and through the eyes of God. He said that Jesus’ trial was the perfect example of a public defeat and a travesty of justice that God used in a great way.

“His court case seemed like a loss according to the world at the time,” Bass said.

Christian Woman Kidnapped in Pakistan Escapes


Impoverished father had received ultimatum from employer who loaned him money.

RAWALPINDI, Pakistan, May 31 (CDN) — A Christian woman who was kidnapped, forced to marry a Muslim farmer and told to convert to Islam amid a dispute over a loan said today she has returned home after weeks of  “captivity and torture.”

Sania James, 33, was kidnapped April 5 by armed men who stormed her parent’s house in the small town of Rawat, just outside Rawalpindi, neighbors confirmed to Compass. The gunmen allegedly told her father that he would see his daughter again only if he paid off a loan of 250,000 rupees (US$2,930) plus 30 percent interest – a rate much higher than previously agreed upon.

James said the armed men took her to farmer Mohammad Shahbaz Ali and forced her to marry him.

“I have been tortured, forced to convert and forcefully married,” said James, who escaped earlier this month.

She refused to convert to Islam and was continuously tortured, James said without elaborating.

“One night I managed to escape and returned home,” she said. “I have contacted Christian rights groups to help me.”

Shahbaz Ali reacted angrily when asked about the alleged incidents.

“I refuse to say anything,” he told Compass.

Neighbors who said they watched the kidnapping said they were unable to intervene.

“We have been warned by Shahbaz Ali that if any one tries to help these Christians, they will have to face dire consequences,” said one of the neighbors, Mohammad Hamza. “Everyone is scared.”

The kidnapping came five years after the woman’s father, James Ayub, allegedly took the loan from Shahbaz Ali, his long-time employer, to pay for his oldest daughter’s wedding.

Ayub, who worked at Shahbaz Ali’s farm for two decades, was initially told that the interest rate on the loan would be 15 percent, but the rate was later doubled, family members said. Shahbaz Ali allegedly told Ayub in February that his family would be attacked unless he paid off the loan within two months.

In a bid to raise the money, Sania James said she had begun to work on the farm along with her elderly, impoverished father. James said that her father was “thrown out of the farm,” and that she was subsequently kidnapped.

Local Pastor Faraz Samson, who tried to mediate in the conflict, said he went to Shahbaz Ali to end “the injustice, but he didn’t listen.”

Police officials reportedly said they were unable to halt the alleged kidnapping, saying Shahbaz Ali was a very influential man.

“I am shocked that a daughter of a poor man has been kidnapped, and the law can’t do anything,” Pastor Samson said.

The kidnapping was not an isolated incident, according to rights activists. They have expressed concerns that Christian women and girls have been kidnapped across Pakistan, a predominantly Muslim nation, often amid disputes over land and money.

Advocacy organizations Life for All and Peace Pakistan have condemned the incident.

Young Christian Woman Allegedly Abducted in Pakistan


Muslims said to employ various ruses; forced conversion, marriage feared.

LAHORE, Pakistan, April 13 (CDN) — A Muslim tricked a 19-year-old Christian woman into leaving her house here on April 1, and he and a car full of friends took her away, according to her family.

Sonia Mohan’s family said they fear the Muslim, Ali Raza, will force her to convert to Islam and marry him. Raza came to their home in Lahore’s Nishtar Colony claiming that her brother, Johnson Parvaiz, wanted to see her outside, Parvaiz said.

“Sonia would not have gone with them if he hadn’t told her that I wanted to see her,” Parvaiz said. “Ali Raza came to our home and told Sonia that I had asked for her, and she went out of the house with him. They had parked a vehicle outside and left, and afterwards we never heard from her.”

He said his sister’s cell phone remained off for two days. When it began to ring again they called repeatedly, and finally a man answered the phone and then handed it to Mohan. Parvaiz said she told him not to call her, that she was very happy and that they should not try to find her.

“It was obvious from her voice that she had been forced to say that,” Parvaiz said. “I fear that she will first be converted to Islam, and then married, and then it will become impossible for us to see her again.”

Initially police were unwilling to register the family’s complaint, he said. Only after the family enlisted the help of the All Pakistan Minorities Alliance (APMA) did police begin searching for Raza and Mohan.

Parvaiz added that Raza and his friends had previously told her to convert to Islam, saying that because she was beautiful she did not deserve to live as a lowly Christian. Raza and Mohan had no prior contact except that Raza had harassed his sister that one time, he said; her family complained to his parents, who live in the area.

Parvaiz added that Raza worked in a factory called Combined Fabrics, where he had a reputation of harassing Christian women. Since the alleged abduction he has been missing from work.

Nishtar Colony Station House Officer Munawar Doggar told Compass that it did not appear that Mohan, who along with the rest of her family belongs to the American Reformed Presbyterian Church, went with Raza willingly. He said he had delayed registering a case on behalf of Mohan’s family only because Raza’s family had filed a complaint that Raza himself had been abducted.

After speaking with Compass, however, Doggar said he would file a First Information Report imminently.

“I want to fully investigate the matter so that no injustice is done to any party,” he said. “But the family of the girl should now come to the police station and surely their FIR will be registered.”

On the day of the kidnapping, Raza’s uncle, Zaffar Jamil, filed a complaint that Raza himself had been abducted as a smokescreen to delay police in pursuing the abduction of Mohan, Parvaiz said.

“In this way, the police would reject my police complaint, saying, ‘Raza was abducted, so how could he abduct Sonia?’” Parvaiz said.

In his uncle Jamil’s complaint to police, Jamil had said that two men identified only as Fahad and Almas – friends of Raza present in the waiting car when Raza allegedly kidnapped Mohan – were the ones who likely abducted Raza.

Compass has obtained a copy of Jamil’s complaint. He crafted it in such a way that he can withdraw it at any point, and he says he had only a suspicion about the abduction of Raza and the identity of the supposed culprits. Otherwise police would quickly determine that Fahad and Almas had not abducted Raza, and the tactic to delay justice would be short-lived, Parvaiz said.

APMA Chief Organizer in Punjab Province Khalid Gill told Compass that previously Fahad had employed duplicitous tactics to marry a Christian woman in Youhanabad, Lahore, and that for that reason Raza had sought Fahad’s help in tricking Mohan into going with him.

Gill said that in such kidnapping cases, police often delay investigations until after abducted women get pregnant, after which legally it is nearly impossible for courts to return them to their families.

“That is the reason that APMA has been asking for revision of the family laws, and that in such cases where such tactics have been used, the marriage should be declared void so that the girl returns to the family and starts living her life from where it was interrupted,” Gill said.

Jamil and Raza’s brother, Nasir Dilawar, and Dilawar’s wife Majidan, along with Raza’s brother Muhammad Asif, have assured Mohan’s family that she will be returned soon, but that promise also was only at attempt to forestall legal action, Parvaiz said.

He added that the fact that Raza and his accomplices felt it necessary to employ the ruses to delay police investigations was further evidence that Mohan and Raza had no prior relationship.

The family fears that the longer her return is delayed, the more likely that she will become pregnant or get intimidated into giving a statement in court that she went willingly due to her captors’ threats that her father or brothers will be killed if she refuses, Parvaiz said.

Spike in Anti-Christian Violence Feared before Burma Elections


Attacks on Christians seen as politically expedient in majority-Buddhist nation.

CHIANG MAI, Thailand, January 21 (CDN) — As Burma’s military junta gears up for its first parliamentary election in two decades this year, observers fear attacks on the Christian minority could intensify.

Mungpi Suangtak, assistant editor of a New Delhi-based news agency run by exiled Burmese journalists, the Mizzima News, said the Burmese junta has “one of the world’s worst human rights records” and will “definitely” attack religious and ethnic minorities more forcefully in the run-up to the election.

The military regime, officially known as the State Peace and Development Council (SPDC), pledged to hold the election this year, and analysts believe polls will be held after July in the country, also known as Myanmar.

Suangtak told Compass that the Buddhist nationalist junta would target Christians particularly in Karen state, bordering Thailand, and in Chin State, bordering India and Bangladesh.

Many Christians are part of the Karen National Union and the Chin National Front, armed resistance groups that have been demanding freedom or autonomy for their respective states for decades, and therefore the junta sees the Christian minority as a threat, said Suangtak.

There are over 100,000 Christian Chin refugees in India who have fled the junta’s attacks in the past two decades, according to Human Rights Watch.

Christians in Karen state are not safe. A Karen Christian worker living in the Mae La refugee camp on the Thailand-Burma border told Compass that ethnic Christians were facing human rights abuses by the junta “on a daily basis.” Most recently, Burma army soldiers attacked a church, murdered a local farmer and injured others in Nawng Mi village on Dec. 19, 2009, reported Burma Campaign UK.

Parts of Karen state fall under the “Black Zone” – identified by the Burma army as an area under the control of armed resistance groups where its soldiers are free to open fire on anyone on sight – and the junta has been launching indiscriminate attacks to take control of village after village, said the Karen Christian.

“Those who are not able to flee across the border during such attacks are either killed or forcibly relocated in and confined to temporary camps set up by the junta,” the Christian said. “Since the army litters surrounding areas with landmines, many local people die or get injured while trying to run away from or coming to the camps to look for their relatives.”

Over 150,000 refugees from Karen and neighboring Karenni states of Burma are living along the Thai side of the border, according to the United Nations High Commissioner for Refugees. More than half of them are Christian.

A representative of the Free Burma Rangers (FBR), which trains and sends teams of local people to help victims of the junta’s attacks inside Burma, said youths have been forced to become Buddhists in Chin state, where over 80 percent of the people are Christian.

Printing of Bibles is restricted, and churches are destroyed on a regular basis in the state, the source told Compass on condition of anonymity.

Access for foreign visitors to Chin state is, with some exceptions, prohibited, and the state is widely acknowledged to be the poorest part of the country, said Rogers.

“According to one Chin, the reason Chin state is denied resources, and foreigners are denied access, is specifically because the overwhelming majority of Chins are Christian,” stated a 2009 report by London-based advocacy group Christian Solidarity Worldwide (CSW). “The SPDC has, it is believed, taken a deliberate decision to discriminate against Chin Christians.”

The report cited a Chin Christian man who had served in the Burma army who faced discrimination.

“I had a colleague who was a Chin who became a Buddhist and he was promoted,” the Christian says in the report. “I was told to change my religion if I wanted to get promotion. I refused to convert.”

The report also quoted a Chin Christian as saying that students from a Christian youth fellowship at a university in Kalaymyo, in Chin state’s Sagaing Division, collected funds among their own community to construct a small church.

“However, in 2008 and again in 2009, ‘extremist Buddhists’ destroyed the church building, and when the students reported the incident to the local authorities, the youth fellowship leaders were arrested, detained and then released with a warning,” he said.

Religious Pretext

Suangtak said successive governments in Burma have promoted Buddhism since General Ne Win took power in 1962, leaving Christians insecure.

“There is a general feeling in Burma that the state represents Buddhism, and most Christians, particularly from conservative sections, cannot trust the regime,” said Suangtak.

Benedict Rogers of CSW said the junta doesn’t differentiate between individual Christians involved in armed struggle and ordinary Christians who have not taken up arms.

“And when it attacks villages in conflict zones, churches and pastors are often among the first to be attacked,” Rogers said.

A Christian worker from Burma’s Mandalay city, however, told Compass that thus far he has heard no reports of any major anti-Christian incidents there. He said he was hoping the junta would try to woo people with peace rather than violence.

“But nothing can be said about the unpredictable junta,” he said, adding that it was difficult to receive or send information in Burma. “Even in cities, the information infrastructure is limited and expensive, phones are tapped and e-mails are monitored. And the press is owned by the state.”

Rogers, deputy chairman of the human rights commission for the U.K.’s Conservative Party, said the Buddhist nationalist regime “distorts and perverts Buddhism for political purposes and is intolerant of non-Burman and non-Buddhist ethnic and religious minorities, including Christians and Muslims.”

Of the 56 million people in Burma, around 89 percent are Buddhist, with only 4 percent Christian.

Given that the junta merely uses religion for political power, it doesn’t target Christians alone, Suangtak said.

“The junta has no respect for any religion, be it Christians or Buddhists, and anyone who opposes its rule is dealt with harshly.”

Burma was ruled by military regimes from 1962 to 1990; at that point the National League for Democracy party, led by Nobel Laureate Daw Aung San Suu Kyi, won the parliamentary election. But the regime seized power again by imprisoning members of parliament after the election.

Rogers, who has co-authored a soon-to-be-published biography of SPDC chairman Senior General Than Shwe, said that while the armed groups are not perfect, they are essentially fighting to defend their people against a “brutal regime” and are “not in any way terrorists.”

“The armed groups have sometimes launched pre-emptive attacks on the military, but they have never attacked non-military targets and have never engaged in indiscriminate acts of violence,” he said. “Even the pre-emptive acts are conducted for defensive, rather than offensive, purposes.”

Rogers added that resistance groups were fighting to defend their people.

“Individual Christians who have joined the armed ethnic groups do so out of a perfectly biblical concept of just war, the right to defend your people from gross injustice.”

Added an FBR source, “In Burma, no one protects except the pro-democracy resistance groups, and all relief inside the country is only possible because of them.”

International Disrepute

The 2009 annual report of the United States Commission on International Religious Freedom states that Burma’s military junta had “one of the world’s worst human rights records.”

“Burma’s Christian populations face forced promotion of Buddhism and other hardships in ethnic minority areas where low-intensity conflict has been waged for decades,” the report states. “In addition, a new law passed in early 2009 essentially bans independent ‘house church’ religious venues, many of which operate because permission to build church buildings is regularly denied.”

The report also pointed out that in January 2009, authorities in Rangoon ordered at least 100 churches to stop holding services and forced them to sign pledges to that effect. Burma, which the ruling junta describes as “The Golden Land” on its official website, has been designated as a Country of Particular Concern by the U.S. Department of State since 1999.

Even after the 2010 election, little is expected to change.

The FBR source said the election was not likely to be free and fair, pointing out that the new constitution the junta adopted after an apparently rigged referendum in 2008 virtually enshrined military power.

“However, having an election is better than not having one at all,” the source said.

Chinese Pastor Sentenced to 15 Years in Prison


Harsh punishment for house church leader based on apparently far-fetched charge.

LOS ANGELES, December 8 (CDN) — Chinese authorities have quietly sentenced Uyghur Christian Alimjan Yimit (Alimujiang Yimiti in Chinese) to 15 years in prison on the apparently contrived charge of “providing state secrets to overseas organizations,” according to China Aid Association (CAA).

The charge against the 36-year-old house church leader, held for more than two years at Kashgar Detention Center in China’s troubled Xinjiang region, was apparently based on interviews he granted to media outside of China, according to his lawyer, Li Dunyong.

“The 15-year sentence is far more severe than I originally expected,” Li said in a CAA press statement released yesterday. “It is the maximum penalty for this charge of ‘divulging state secrets,’ which requires Alimujiang’s actions to be defined as having ‘caused irreparable national grave damage.’”

CAA President Bob Fu said Alimjan’s sentence was the most severe for a house church leader in nearly a decade.

“The whole world should be appalled at this injustice against innocent Christian leader Alimujiang,” Fu said in the CAA statement. “We call upon the U.N. and people of conscience throughout the world to strongly protest to the Chinese government for this severe case of religious persecution.”

CAA reported that officials had read the verdict to Alimjan while he was incarcerated on Oct. 27. Li confirmed to CAA that he had filed an appeal.

Initially the Bureau of State Security of Kashgar detained Alimjan on “suspicions of harming national security” on Jan. 11, 2008, according to CAA. As such charges are generally leveled against those considered to be an enemy of the state, Alimjan’s family feared he would be subjected to capital punishment. Local sources have said that Alimjan, a convert from Islam in an area teeming with separatist tensions, loves and supports the Chinese government.

“As a loyal Chinese citizen and business entrepreneur, Alimujiang has held to high standards, paying his taxes faithfully and avoiding a common local custom of paying bribes for business favors,” Fu said in a previous CAA statement. “He has also done his best to assimilate into Chinese culture, making the unusual decision to send his children to a Chinese language school in a predominantly Uyghur area.”

Friends of Alimjan have said he simply wanted the freedom to quietly express his faith, a right guaranteed to him in the Chinese constitution, according to CAA. Not only is it illegal for him to own a Uyghur Bible, according to the advocacy organization, but he is also prohibited from attending services at the government-controlled Three Self Church in the area because the Xinjiang constitution contradicts China’s constitution. He is also prohibited from praying with foreign Christians.

On Feb. 20, 2008 the initial charges against him were changed to “inciting secession” and leaking state secrets. Court officials returned Alimjan’s case to state prosecutors in May 2008, citing lack of evidence.

This year he was secretly tried again on July 28, only on the second charge. Previously, attorney Li had petitioned for and been granted permission to meet with his client on April 21. Witnesses had seen police and a prison doctor escorting Alimjan to hospital on March 30, and Compass sources said Alimjan had been beaten in prison, although it was not clear who beat him or why.

When Li questioned him, Alimjan indicated that he was not allowed to speak about his health.

The United Nations Working Group on Arbitrary Detention ruled his arrest and detention to be arbitrary and in violation of international law.

“The whole case is about religious faith issues, which are being used against Alimujiang for his conversion from Islam to Christianity by biased law enforcement agents, prosecutors and the court,” said attorney Li. “The key for this case was the flawed ‘Certificate for the Evidence.’ In both form and content, the certificate was questionable. It even had no signature by the verifier at the bureau, which violates Chinese law.”

Sources said there appears to be a concerted effort to shut down the leadership of the Uyghur church in a restive region where authorities fear anything they cannot control. The region of ethnic Uyghurs has come under a government crackdown the past two years as long-simmering tensions erupted.

Disputes over ownership of Xinjiang’s land and rich mineral resources have led to resentment between Uyghurs – native to Xinjiang – and Han Chinese. Religious differences are also an issue, with a vast majority of Uyghurs practicing Islam, while most Chinese are officially atheists or follow Buddhism or syncretistic folk religions. Only a handful of China’s estimated 10 million Uyghurs are known to be Christians.

Coptic Blogger in Egypt Threatens Hunger Strike


Authorities deny Christian’s application for release.

ISTANBUL, November 9 (CDN) — A Coptic Christian blogger in Egypt held in prison for more than a year without charge said today he will go on a hunger strike unless authorities grant his next application for release.

Hani Nazeer, a 28-year-old high school social worker from Qena, Egypt and author of the blog “Karz El Hob,” received word today that his latest application for release, sent to the Ministry of the Interior a week ago, was denied. His attorneys said they would re-apply for his release tomorrow.

The interior ministry did not “supply the grounds for refusal” according to Rawda Ahamad, Nazeer’s lead defense attorney.

“He has no charges against him,” Ahamad said. “He is not a criminal. He must be released immediately. He’s an innocent man – anyone exposed to this severe injustice would do the same.”

On Oct. 3, 2008, Nazeer was arrested by Egypt’s State Security Investigations (SSI) and sent to Burj Al-Arab prison. Although police never charged him with any crime, Nazeer has been detained for more than a year under Egypt’s administrative imprisonment law.

Nazeer ran afoul of SSI officers a few days before his arrest when a group of local teenagers visited his website and clicked on a link to an online copy of “Azazil’s Goat in Mecca,” a novel written under the pseudonym “Father Utah.” The book is a response to “Azazil,” a novel by Yusuf Zidane, critical of Christianity.

Insulting religion is illegal in Egypt, but the law is enforced unequally. Zidane’s critique of Christianity garnered him fame and awards throughout the Arab world. Nazeer’s website link cost him his freedom, despite the fact that police have never publicly produced any evidence linking Nazeer to Utah’s work. After Nazeer was arrested, posts continued on Utah’s website.

Nazeer has reported to his attorneys that he has been placed in prison with felons, some of them violent. He also claims that prison authorities have pressured him to convert to Islam.

Gamel Eid, executive director of the Arabic Network for Human Rights Information, the group representing Nazeer, stood by his client’s accusations, saying police have urged inmates to suggest to Nazeer that officers would work to free him if he were to convert to Islam.

Nazeer’s situation is complicated by the fact that his writings upset both Islamic authorities and the hierarchy of the Coptic Orthodox Church. On one hand, he criticized the increasing Islamization of Egyptian civil society. On the other, he lamented the political involvement of the Coptic Orthodox Church. In one post, Nazeer wrote that a gathering of activists at a Coptic church was inappropriate because churches were meant to be venues for prayer, not for politics.

According to Eid, Nazeer was arrested with the complicity of leaders in the Coptic Orthodox Church. In October of 2008, police detained Nazeer’s relatives at a police station and threatened to hold them until he came out of hiding. Nazeer turned himself into the police station on the advice of Bishop Kirollos of Nag Hammadi, Nazeer reported to his attorneys. Kirollos assured Nazeer he would be detained no more than four days and then be released.

Kirollos had denounced Nazeer to security, Nazeer told his attorneys.

All attempts to reach Kirollos about his alleged involvement in Nazeer’s arrest were unsuccessful. Several attempts to reach Bishop Anba Yoannes, authorized to speak about the case on behalf of the Coptic Orthodox Church’s Pope Shenouda III, were also unsuccessful. Egypt’s SSI, a political police force run by the Interior minister, routinely declines to comment on cases.

This week’s application will be sent to a court within the Ministry of the Interior. But under the emergency law, police officials have the power to ignore court orders. When local police execute a court order to release prisoners held under Egypt’s emergency law, security police commonly re-arrest them minutes later.

The law, enacted after the 1981 assassination of President Anwar Sadat, allows authorities to hold people without charge. Eid estimated that there are approximately 14,000 people imprisoned under this law. In 2005, while running for re-election, Egyptian President Hosni Mubarak promised to replace the contested law. But in May of 2008, the Egyptian government extended the law for two more years.

Mamdouh Nakhla, an attorney and civil rights activist in Egypt, said oppression of Coptic Christians is common and that many police officers in Egypt are the “agents of persecution.” At best, he said, they are complicit in acts of persecution. At worst, he added, police collude with others hostile to Christianity.

“They give green lights to Islamists, and protect them, and give them the feeling that they are immune from prosecution,” he said.
