How big money influenced the 2019 federal election – and what we can do to fix the system

Amid the ongoing bushfire and coronavirus crises – and the political kerfuffle surrounding the Nationals and Greens – you’d be forgiven for missing the annual release of the federal political donations data this week.

Nine months after the 2019 federal election, voters finally get a look at who funded the political parties’ campaigns.

The data reveals that big money matters in Australian elections more than ever, and donations are highly concentrated among a small number of powerful individuals, businesses and unions.

These are significant vulnerabilities in Australia’s democracy and reinforce why substantial reforms are needed to prevent wealthy interests from exercising too much influence in Australian politics.

Largest donations in Australian political history

The big story of the 2019 election was Clive Palmer, who donated A$84 million via his mining company Mineralogy to his own campaign – a figure that dwarfs all other donations as far back as the records go. The previous record – also held by Palmer – was A$15 million at the 2013 election.

While Palmer failed to win any seats last year, he ran a substantial anti-Labor advertising campaign, and claimed credit for the Coalition’s victory.

There are obviously many factors in an election win, but this raises a serious question: how much influence should we allow any single interest to hold over the national debate, especially during the critically important election period?

Several other large donors also emerged at this election. A A$4 million donation to the Liberal Party from the company Sugolena, owned by a private investor and philanthropist, takes the prize for the largest-ever non-Palmer donation.

Businessman Anthony Pratt donated about A$1.5 million to each of the major parties through his paper and packaging company Pratt Holdings. The hotels lobby, which has been influential in preventing pokies reforms in past state and federal elections, also donated about A$500,000 to the Coalition and A$800,000 to Labor.

Money buys access and sometimes influence

A 2018 Grattan Institute report, Who’s in the room? Access and influence in Australian politics, showed how money can buy relationships and political connections. The political parties rely heavily on major donors, and as a result, major donors get significant access to ministers.

While explicit quid pro quo is probably rare, the risk is in more subtle influences – that donors get more access to policymakers and their views are given more weight. These risks are exacerbated by a lack of transparency in dealings between policymakers and special interests.

Big money improves the chances of influence. But it also matters to election outcomes.

Looking back at the past five federal elections, an interesting correlation is evident: the party with the biggest war chest tends to form government.

It’s only a sample of five, and it’s unclear whether higher spending drives the election result or donors simply get behind the party most likely to win.

But in 2019, Labor was widely expected to win, so its smaller war chest supports the proposition that money assists in delivering power.

What policymakers should do to protect Australia’s democracy

Money in politics needs to be better regulated to reduce the risk of interest groups “buying” influence – and elections.

Real transparency is the first step. Half of private funding remains hidden from public view due to Australia’s high disclosure threshold and loopholes in the federal donations rules.

Only donations of more than A$14,000 need to be on the public record, and political parties don’t have to aggregate multiple donations below the threshold from the same donor – meaning major donors can simply split their donations to hide their identity.

Parliament should improve the transparency of political donations by

  • lowering the federal donations disclosure threshold to A$5,000, so all donations big enough to matter are on the public record;

  • requiring political parties to aggregate multiple donations from the same donor, so big donors can’t hide

  • requiring quicker release of donations data, so voters have information on who funds elections during the campaign – not nine months later.

These simple rule changes would bring Australia’s federal political donations regime in line with most states and OECD nations. The current regime leaves voters in the dark.

But the donations data shows transparency is not enough to protect Australia’s democracy from the influence of a handful of wealthy individuals. Ultimately, to reduce the influence of money in politics, parliament should introduce an expenditure cap during election campaigns.

Parties and candidates can currently spend as much money as they can raise, so big money means greater capacity to sell your message to voters.

Capping political expenditure by political parties – and third parties – would reduce the influence of wealthy individuals. And it would reduce the donations “arms race” between the major parties, giving senior politicians more time to do their job instead of chasing dollars.The Conversation

UN resolution jeopardizes religious freedom worldwide


Christians in Muslim-dominated countries are facing increased persecution. Over the last month, churches in Indonesia have been attacked and forced to close. A mob of Pakistani Muslim extremists shot and beat dozens of Christians, including one cleared earlier of "blasphemy" charges.

These Christians, and many more worldwide, are not free to believe.

Open Doors USA is launching an advocacy campaign called "Free to Believe." The campaign will focus on helping persecuted Christians who currently do not have religious freedom like Christians do in the United States.

The campaign is a response to the United Nations Defamation of Religions Resolution which threatens the freedom of religion and expression for Christians and members of minority faiths worldwide.

This resolution seeks to criminalize words or actions perceived as attacks against a religion, with the focus being on protecting Islam. Passing this resolution would further result in the United Nations condoning state-sponsored persecution of Christians and members of other faiths.

Many of the countries supporting this resolution are the Islamic-majority countries of the Organization of Islamic Conference (OIC) that persecute Christians and other religious minorities. Members of minority faiths such as Christians or Jews who make truth claims or even evangelize can be accused of "defamation," and those individuals can be punished under national blasphemy laws as frequently happens in countries like Pakistan. Tragically, the UN resolution provides legitimacy to these countries’ blasphemy laws.

While the Defamation of Religions Resolution has been introduced and passed by the UN in the past–in various forms and under various titles since 1999, support for the resolution has been eroding in recent years. The Open Doors advocacy team has been lobbying countries which have voted for the resolution or abstained from voting on the issue in the past. The resolution is up again this fall for re-authorization.

It is important to encourage key countries to change their vote on this resolution. These countries are not easily influenced by American citizens. But they are more receptive to pressure from our legislators. That’s why we’re asking you to send a message to your legislator, asking him or her to ask key countries to change their vote on the Defamation of Religions Resolution. A sample letter is provided for you to send which includes the necessary information for your elected officials to lobby the target UN country missions.

Christian in India Suffers Miscarriage in Hindu Extremist Attack


Four pastors also injured in Karnataka, hub of anti-Christian persecution.

NEW DELHI, October 13 (CDN) — Police in a south Indian state known for turning hostile to minority Christians in recent years have arrested two suspected Hindu nationalists for beating four pastors and striking the wife of one of them in the stomach, killing her unborn child.

The attack took place at a Christian gathering in a private Christian school to celebrate the birth of Mahatma Gandhi on Oct. 2 in Chintamani, in Karnataka state’s Kolar district, reported the Global Council of Indian Christians (GCIC).

About 40 people barged into New Public School during the concluding prayer that morning and began selectively beating the pastors and Kejiya Fernandes, wife of one identified only as Pastor Fernandes. Chintamani police arrived but the attack went on, and when it ended at noon officers took the Christians to the station instead of arresting the attackers.

Denied medical attention, the injured Christians were released at 7:30 p.m. only after Kejiya Fernandes began to bleed profusely, GCIC reported. She and her husband later received hospital treatment, where she lost the baby she had been carrying for four months, according to GCIC.

Pastor Fernandes received an injury to his ear. The three other victims, identified only as pastors Robert, Muthu and Kenny, all ministered in a local independent church.

Of the 12 suspects named in the police complaint, two were arrested the same day, and the rest are absconding, said attorney Jeeva Prakash, who is associated with the Evangelical Fellowship of India’s (EFI) advocacy department.

The police complaint against the 12 includes “causing death of quick unborn child by act amounting to culpable homicide” (Section 316 of the Indian Penal Code), and “intentional insult with intent to provoke breach of the peace” (Section 504). No charges related to defiling a religious place or gathering or creating communal conflict were included.

All the accused are residents of Chintamani city and suspected to be associated with Hindu nationalist groups.

The attack was reportedly carried out to avenge an alleged insult to Hindu gods during the Christian gathering, with the accused also having filed a police complaint, added Prakash, who visited the area and the Christian victims this week.

The complaint against the Christians was for “deliberate and malicious acts intended to outrage religious feelings or any class by insulting its religion or religious beliefs” (Section 295-a), and, strangely, Section 324 for “voluntarily causing hurt by dangerous weapons or means,” among other charges.

The Christians were not arrested, as a court granted them anticipatory bail.

Mohandas Karamchand Gandhi, whose birthday the Christians were celebrating, was friends with Christian missionaries during British rule and taught religious tolerance. The acclaimed Hindu, India’s greatest political and spiritual leader, was killed in 1948 by Nathuram Godse, who was allegedly influenced by the ideology of the Hindu extremist conglomerate Rashtriya Swayamsevak Sangh.

For the last three years, Karnataka has been seen as the hub of Christian persecution in India. Of the more than 152 attacks on Christians in 2009, 86 were reported in Karnataka, according to the EFI.

This year, too, Karnataka is likely to top anti-Christian attacks. According to the GCIC, at least 47 attacks on Christians in the state had been reported as of Sept. 26. Persecution of Christians in Karnataka increased particularly after the August 2008 anti-Christian mayhem in eastern Orissa state, where Maoists killed a Vishwa Hindu Parishad leader but Hindu extremists wrongly blamed it on local Christians.

The attacks in Orissa’s Kandhamal district killed more than 100 people and burned 4,640 houses, 252 churches and 13 educational institutions.

While Hindu nationalists had targeted and were working in Karnataka for close to two decades, the Hindu nationalist Bharatiya Janata Party (BJP) came to sole power in the state for the first time in the history of independent India in May 2008. Prior to that, the BJP ruled in coalition with a local party, the Janata Dal-Secular, for 20 months.

It is believed that the victory of the BJP – and later the violence in Orissa, which was also ruled by a coalition that included the BJP – emboldened Hindu extremists, who now enjoy greater impunity due to the party’s incumbency.

Despite the high incidence of persecution of minorities in Karnataka, BJP leaders deny it, alleging complaint are the result of a political conspiracy of opposition parties.

There are a little more than 1 million Christians in Karnataka, where the total population is more than 52 million, mostly Hindus.

India Briefs: Recent Incidents of Persecution

Karnataka, India, October 13 (Compass Direct News) – Hindu extremists belonging to the Bajrang Dal on Oct. 3 stormed into a Christian worship service, beat those attending and confiscated Bibles in Emarakuntte village, Kolar district. The Global Council of Indian Christians (GCIC) reported that nearly 25 extremists barged into the house of a Christian identified only as Manjunath, where Pastor Daniel Shankar was leading Sunday worship. Verbally abusing those present and falsely accusing them of forcible conversion, the extremists dragged them out and photographed them. Pastor Shankar managed to escape. Police arrived – after the extremists called them – and confiscated the Bibles and a vehicle belonging to the pastor. A GCIC coordinator told Compass that Shankar, accompanied by area pastors, went to the police station the next day, and officers made him give a written statement that he would stop Christian activities in the village. Only then were the Bibles and vehicle returned. No worship was held on Sunday (Oct. 10).

Karnataka – Police on Sept. 5 detained a pastor after Hindu nationalist extremists registered a false complaint of forcible conversion in Doni village, Gadag district. The Global Council of Indian Christians (GCIC) reported that at 8:30 p.m. nearly 100 extremists belonging to the Hindu extremist Rashtriya Swayamsevak Sangh stormed the worship of an Indian Pentecostal Church at the home of a Christian identified only as Nagaraj. A GCIC coordinator told Compass that the extremists repeatedly slapped Pastor Mallikarjuna Sangalad, dragged him outside and tore his shirt. They also tore up a few Bibles of those in the congregation. The extremists called Mundargi police, who arrived at the spot and took Pastor Sangalad to the police station as the slogan-shouting extremists followed. Police questioned the pastor for over two hours and warned him against leading services. With GCIC intervention Sangalad was released at around 11 p.m. without being charged, but he was forced to sign a statement that he would not conduct services at Nagaraj’s home.

Karnataka – Police on Sept. 3 stopped worship and falsely accused a pastor of forcible conversion, threatening to jail Christians if they continued religious activities in Ganeshgudi village. A Global Council of Indian Christians coordinator told Compass that Ramnagar police Sub-Inspector Babu Madhar, acting on an anonymous accusation of forcible conversion, disrupted worship and threatened Calvary Fellowship Prayer Centre Pastor P.R. Jose as nearly 40 congregants of the house church looked on. The sub-inspector warned the Christians against worshipping there and told Pastor Jose to shut down the church or be arrested. On Sept. 4, however, Madhar returned to the house and informed Pastor Jose that they could continue worship services.

Homosexual activist speaks at ‘Christian’ festival in UK


Leading homosexual activist Peter Tatchell appeared at the Greenbelt festival on 28 August to speak about “the struggle for queer freedom in Africa,” reports Christian Concern for our Nation.

Greenbelt, a controversial ‘Christian’ festival, drew over 21,000 visitors this year. The festival is sponsored by Christian Aid, CMS, the Church Times, the Church Urban Fund and the Mothers Union.

Prior to the weekend, Mr. Tatchell had told Ekklesia that he was “looking forward” to the weekend and that, while not a Christian himself, “we have more in common than divides us”. In his talk he spoke about homosexual rights and the church, and accused the Archbishop of Canterbury, Rowan Williams, of “colluding” with the persecution of homosexuals in Africa.

Anglican Mainstream encouraged people to boycott Greenbelt because of Mr. Tatchell’s presence on the programme. Spokesman Lisa Nolland said that “Greenbelt, ‘the UK’s largest Christian festival’, is sending out a sub-text that is totally at odds with a Christian understanding of sexuality by including Peter Tatchell on its programme.”

“Young people who attend Greenbelt and hear Peter Tatchell are given false assurance that Peter Tatchell is the sort of person they should be listening to. Greenbelt has enough respect for Peter Tatchell as a public figure to place him on the platform …….thus, there is a de facto legitimisation of the plausibility of his views across the board.”

Mr. Tatchell is well known for his view that the age of consent should be lowered to 14 for homosexuals. On his website he states that if children under 14 have consensual sex, and if there is no greater than a three year age differential, there should not be a prosecution.

Mr. Tatchell is also a strong advocate of pornography which he believes is good for people. In his book “Safer Sexy: The Guide to Gay Sex Safely” he writes approvingly of sadomasochism, bondage, infidelity, orgies and public cruising for sex.

On 12 April 1998 Mr. Tatchell was prosecuted for leading an OutRage! protest which disrupted the Easter sermon by the then Archbishop of Canterbury, George Carey, with Mr. Tatchell forcing his way onto the pulpit to denounce what he claimed was George Carey’s opposition to legal equality for homosexuals.

Why Bhutan’s Royalists Fear Christianity


Social, political factors behind country’s reluctance to allow Christianity to grow

THIMPHU, Bhutan, February 1 (CDN) — Bars, pubs and discos have become legal in Bhutan – a cause of concern for the older generation – but construction of worship buildings other than Buddhist or Hindu temples is still prohibited.

The prohibition remains in force even though Christians abide by Bhutan’s codes of conduct, speaking the Dzongkha language as well as the Nepali language at church gatherings, and wearing the national dress.

The National Assembly of Bhutan banned the practice of non-Buddhist and non-Hindu religions through edicts in 1969 and in 1979. But Christians do meet for Sunday worship, with attendance of more than 100 Christians in an underground church not unusual.

Why are Christians seen as a greater threat to the culture of the nation than the “democracy disco culture,” as one government official described the emerging subculture among the Bhutanese youth? It is believed that Christianity will create religious tensions in the country.

“There are reasons why Christianity is not being tolerated in the country,” said a former high government official who requested anonymity. “Look at the communal tensions in India and Nepal. Christianity can divide the Bhutanese society as well.”

He mentioned two incidents that appeared in the Bhutanese press last year, one in which 13 Christians allegedly hanged a woman they had accused of being a witch, and a suicide by a Hindu man who reportedly left a note saying his Christian wife and children were pressuring him to convert.

Christians here said these were isolated incidents that they strongly condemned.

“A majority of believers in Bhutan are not educated and are from lower economic backgrounds,” said the pastor of an underground church. “When open preaching is not allowed, this is what happens.”

Sound Christian teaching remains lacking, he said. There is a tremendous need for good Christian teaching and general education among the Christians in Bhutan, said the pastor.

“But little can be done given the restrictions we face here.”

Christians are only allowed to pray if someone is sick among their acquaintances, he added.

The government also fears that Christianity could cause societal tensions because of the general misconception that Christians lure others to the faith with money; converts are viewed with suspicion, said a government official on condition of anonymity.

“There should be one religion in one nation,” said the official, adding that religious freedom should be allowed only after educating people.

Threat from Within

Bhutanese officials are no strangers to religious conflict.

“You must also understand that the kind of Buddhism practiced in Bhutan is a minority sect within the two Buddhist divisions,” said the former government official.

A majority of Buddhists in Bhutan practice Vajrayāna Buddhism, also known as Tantric Buddhism, and belong to the larger Mahayana sect, one of the two major divisions of the religion along with the Theravada sect.

Theravada Buddhism has a widespread following in Sri Lanka and Southeast Asian countries, including Burma, Thailand, Laos and Cambodia. Mahayana is practiced in a few East Asian countries, including Japan.

Unlike Theravada, which is more individualistic in its motivation, Mahayana Buddhism involves an aspiration to achieve enlightenment not only for one’s own sake, but for the sake of all “sentient” beings.

“There is a perceived threat to the Buddhist sect in Bhutan from the more powerful Theravada division,” said the source, without divulging more about the clash within Buddhism. “In such a scenario, how can you expect the government to willingly open doors to Christianity, which too is a threat?”

Of Bhutan’s more than 670,000 people, Christians are estimated to range in number between 3,000 and 6,000. Around 75 percent of the people practice Buddhism, and roughly 22 percent are Hindus, mostly of Nepali origin.

Monarchy and Buddhism

Religion is so closely linked to the monarchy in Bhutan that one cannot exist without the other.

The national flag of Bhutan, which consists of a white dragon over a yellow and orange background, also has religion in it. While the yellow half represents civil and political powers of the King, the orange signifies monastic traditions of Buddha’s teachings.

The religious link is protected in the new constitution, which was adopted in March 2008. Article 2 notes that the dual powers of religion and politics shall be unified in the person of the king, “who, as a Buddhist, shall be the upholder of the Chhoe-sid,” the traditional dual system of governance characterized by the sharing of power between the religious and political heads of the country.

Given that the king embodies religious and political authority, the common people worship him.

Additionally, Buddhism is woven into the national fabric. Bhutan is the only country in the world that employs a “Gross National Happiness” (GNH) equation to measure its people’s level of happiness, and the GNH assumes that all citizens are Buddhist. Respondents to the GNH survey are asked questions concerning “spiritual activities like meditation and prayers, and consideration of karmic effects in daily life.”

The introduction of democracy in Bhutan did not involve disturbing the religious and cultural status quo. While former King Jigme Singye Wangchuck, who served from 1972 to 2006, brought democracy to Bhutan without any demand for it, people believe his intentions were far from transforming the country into a full democracy.

It is believed that the political turmoil in neighboring Nepal partly influenced King Singye Wangchuck’s decision to make the country, at least on paper, a constitutional monarchy after over 100 years of absolute monarchy. A decade-long civil war led by the Communist Party of Nepal-Maoist – which took more than 12,000 lives – is believed to be behind the abolition of the royal parliamentary system and the adoption of a socialist republic in Nepal. In 2006 the then-king of Nepal, Gyanendra, agreed to relinquish sovereign power to the people.

All sources in Bhutan confirmed that the present king, Jigme Khesar Namgyel Wangchuck (selected in 2006 but not crowned until 2008), was still the supreme ruler. Perhaps this is why both the ruling Druk Phuensum Tshogpa (Bhutan Peace and Prosperity) Party and the opposition People’s Democratic Party are royalists.

Pictures of kings of Bhutan are found everywhere in the country – in homes, shops, hotels, underground churches and on street walls. Many large posters with the kings’ pictures carrying the inscription “Kings of our Hearts” can be seen along the streets. Even public buses have “Our Kings Forever” painted on them.

“But you cannot expect things to change overnight,” said the former government official. “It’s not wise to allow development without any bridle. Things are improving slowly.

Added an optimistic source, “Freedom in the real sense of the word and in all spheres is bound to come to Bhutan. It’s just a matter of time.”

Two Evangelists in Ethiopia Released from Prison


Judge acquits Christians falsely accused of insulting Ethiopian Orthodox Church.

NAIROBI, Kenya, October 28 (CDN) — The latest in a series of false charges against two Ethiopian evangelists was put to rest on Friday (Oct. 23), and they were released.

A court in Debiretabor, Ethiopia acquitted the two evangelists of insulting the Ethiopian Orthodox Church (EOC) in prison, an accusation made by fellow inmates after the two were jailed on false charges of offering money for people to convert. The charge that the two Christians insulted the EOC was orchestrated by EOC members both inside and outside the prison, according to area church leaders.

Temesgen Alemayehu and Tigist Welde Amanuel had been sentenced to prison for six months on the false charge of offering money to people to convert but successfully appealed the punishment; after a lower court in Amhara state had thrown out their appeal on Sept. 21, the State Supreme Court in Bahir Dar ordered them to be to be released after paying a 500 birr (US$40) fine.

Before they could be released, however, inmates signed a petition raising the second charge against Alemayehu and Amanuel. On this charge of insulting the EOC while in prison, the judge rejected witnesses’ testimony as contradictory and of no value.

“Thank you to those who prayed for us,” Alemayehu said after his release, adding that he was eager to return to ministry.

“The enemy has tried to frustrate us and delay our freedom,” said Amanuel. “But through prayers and God’s intervention, we are now released from prison. We thank those who prayed on our behalf.”

Alemayehu and Amanuel, of Wengel Lealem church in Addis Ababa, had gone to Debiretabor, Amhara state in July to help establish a church.

“Temesgen and Tigist are extremely happy to again reunite with the church,” said a Christian source, adding that the two evangelists would return to Addis Ababa.

On July 22 they had appeared at district court in Debiretabor to hear charges against them that they were offering money and gifts to people to change their religion; Christian sources said witnesses falsely testified to that effect. Members of the EOC produced the false witnesses, the sources said.

Alemayehu and Amanuel were incarcerated for three months and six days.

They would have been released after their sentences were reduced to the fines, but on Oct. 7 the district prosecutor claimed they would not appear for the next court date, and the judge decided to keep them in prison. Church leaders in Debiretabor said Alemayehu was suffering from kidney infections and had sought permission to get treatment, but prison officials refused.

Debiretabor is the seat for the south Gondar Zone administration in Amhara state. As in the rest of Amhara, Debiretabor’s population is predominantly EOC with hostile attitudes towards evangelicals.

The two Christians’ arrests stemmed from a July 19 incident in which passersby began to question them as they were preaching on a roadside. Christian sources said a heated argument led to a group attack on the two evangelists, wounding Alemayehu. Amanuel sustained minor injuries, the sources said .

Christian sources said a group within the EOC called “Mahibere Kidusan” (“Fellowship of Saints”) had incited members to attack the two evangelists as they were proclaiming Christ. The increasingly powerful group’s purpose is to counter all reform movements within the EOC and shield the denomination from outside threats.

In some cases, the sources said, EOC priests have urged attacks against Christians, and government authorities influenced by Mahibere Kidusan have infringed on Christians’ rights.

Jailed Evangelists in Ethiopia Win Appeal but Remain in Prison


Ethiopian Orthodox Church members said to orchestrate new charge of ‘insulting’ church.

NAIROBI, Kenya, October 8 (CDN) — Two Christians in Ethiopia who had been sentenced to six months of prison on false charges of offering money to people to convert have successfully appealed their sentence, only to be kept in prison on a new charge.

After a lower court in Amhara state threw out their appeal on Sept. 21, the State Supreme Court in Bahir Dar last week ordered Temesgen Alemayehu and Tigist Welde Amanuel to be released after paying a 500 birr (US$40) fine each, Christian sources said. But the two Ethiopian evangelists are still in prison awaiting the result of a new charge that fellow inmates filed for allegedly insulting the Ethiopian Orthodox Church (EOC) while in prison.

Alemayehu and Amanuel, of Wengel Lealem church in Addis Ababa, had gone to Debiretabor, Amhara state in July to help establish a church. On July 22 they appeared at district court in Debiretabor to hear charges against them that they were offering money and gifts to people to change their religion; Christian sources said witnesses falsely testified to that effect.

Members of the EOC produced the false witnesses, the sources said. Alemayehu stated that his only sin was telling of his faith in Christ to interested persons and that he had a constitutional right to do so, but the judge sentenced him and Amanuel to six months of prison.

An appeal they filed at the high court in Debiretabor was thrown out, forcing them to appeal to a higher court (see “Prison Terms Upheld for Two Christians in Ethiopia,” Sept. 25).

Last week, the sources said, the regional State Supreme Court accepted their appeal, reducing the sentence to the fine and ordering their release after they paid it; the guilty verdict, however, remained.

Yesterday, as the evangelists were appearing before the court in Debiretabor regarding the decision of the Supreme Court in Bahir Dar, a new charge was brought against them, Christian sources said: Inmates had signed a petition asking the district prosecutor to prosecute them for insulting the EOC while in prison.

Church leaders in Debiretabor believe that the charge was orchestrated by EOC members both inside and outside the prison.

The judge set Oct. 14 for the two Christians to appear in court to answer to the new charge. At yesterday’s hearing the district prosecutor opposed the release of the two evangelists, claiming they would not appear for the next court date. The judge decided to keep them in prison at least until the Oct. 14 hearing.

The maneuver shattered the two Christians’ hopes of being released, church leaders said.

“We are asking for the continuation of prayers,” said one church leader who requested anonymity for security reasons. “We are thinking of reporting to the State’s Supreme Court in Bahir Dar and see what would be the next move.”

Church leaders in Debiretabor said the condition of the imprisoned Christians is worsening. Alemayehu was said to be suffering from kidney infections and sought permission to get treatment, but prison officials refused.

Debiretabor is the seat for the south Gondar Zone administration in Amhara state. As in the rest of Amhara, Debiretabor’s population is predominantly EOC with hostile attitudes towards evangelicals.

The two Christians’ arrests stemmed from a July 19 incident in which passersby began to question them as they were preaching on a roadside. Christian sources said a heated argument led to a group attack on the two evangelists, wounding Alemayehu. Amanuel sustained minor injuries, the sources said.

Christian sources said a group within the EOC called “Mahibere Kidusan” (“Fellowship of Saints”) had incited members to attack the two evangelists as they were proclaiming Christ. The increasingly powerful group’s purpose is to counter all reform movements within the EOC and shield the denomination from outside threats.

In some cases, the sources said, EOC priests have urged attacks against Christians, and government authorities influenced by Mahibere Kidusan have infringed on Christians’ rights.

INDONESIA: CHURCH, BIBLE STUDENTS FIGHT DISCRIMINATION


Village congregation goes to court over loss of permit; SETIA students demonstrate for new campus.

JAKARTA, July 7 (Compass Direct News) – Christians have stood up for their rights in two key cases the last few weeks in heavily Muslim Indonesia.

Members of the Huria Kristen Batak Protestan Church (HKBP) in Cinere village, Depok, West Java appeared in court on June 29 to contest the mayor’s revocation of their building permit in March, while students of the shuttered Arastamar School of Theology (SETIA) demonstrated in Jakarta on June 15, asking officials to honor promises to provide them with a new campus.

HKBP church leaders filed suit against the decision in the state court in Bandung, West Java. Two court sessions have been held so far, on June 2 and June 29, with Depok Mayor Nur Mahmudi Ismail represented by Syafrizal, the head of the Depok legal department and who goes by the single name, and political associate Jhon Sinton Nainggolan.

Mahmudi issued a decree on March 27 cancelling a building permit that was initially granted to the HKBP church in Cinere on June 13, 1998, allowing it to establish a place of worship.

The mayor said he had acted in response to complaints from residents. Contrary to Indonesian law, however, Mahmudi did not consult the church before revoking the permit.

Nainggolan, arguing for Mahmudi, claimed the revocation was legal because it was based on a request from local citizens and would encourage religious harmony in Cinere. But Betty Sitompul, manager of the building project, strongly disputed this claim.

“Our immediate neighbors have no objection,” she told Compass. “A small minority who don’t think this way have influenced people from outside the immediate neighborhood to make this complaint.”

Sitompul added that the church had been meeting in a naval facility located about five kilometers (nearly three miles) from the church building since the permit was revoked, causing great inconvenience for church members, many of whom did not have their own transportation.

According to Kasno, who heads the People’s Coalition for National Unity in Depok and is known only by a single name, the mayor had clearly violated procedures set forth in a Joint Ministerial Decree, issued in 1969 and revised in 2006, regulating places of worship.

Legal advocate Junimart Girsang, representing the church, confirmed that under the revised decree, conflicts must not be solved unilaterally but through consultation and consensus with the parties involved. He also said it was against normal practice to revoke a building permit.

Construction of the church building began in 1998, shortly after the permit was issued, but halted soon afterward due to a lack of funds. When the project recommenced in 2007, members of a Muslim group from Cinere and neighboring villages damaged the boundary hedge and posted protest banners on the walls of the building. Most of the protestors were not local residents, Sitompul said.

By that stage the building was almost completed and church members were using it for worship services. (See “Mayor Revokes Church Permit,” May 5.)

SETIA Protest

In Jakarta, hundreds of SETIA students demonstrated in front of the presidential palace on June 15, calling on officials to honor promises made in March to provide them with a new campus. (See “New Building Site Found for Bible College,” May 11.)

At least 1,400 staff and students remain in three separate locations in sub-standard facilities, causing great disruption to their studies, according to the students. The original campus in Kampung Pulo, East Jakarta, closed after neighbors attacked students with machetes in July 2008 and remains cordoned off by police.

In negotiations with SETIA director Matheus Mangentang in May, Jakarta officials again promised to assist the school in finding a new site, and promised to work with neighbors to secure approval for a building permit.

Joko Prabowo, the school’s general secretary, said he believes officials have now reneged on these promises. When school officials recently requested relocation to Cipayung, East Jakarta, the governor’s office rejected their proposal, citing community resistance.

Deputy Gov. Prijanto, who has only a single name, had initially suggested Cikarang in West Java as a new location, but SETIA staff rejected this offer, saying the site was outside Jakarta provincial limits and a move would be prohibitively expensive.

PAKISTAN: TALIBAN-INSPIRED ATTACKS HIT CHRISTIANS


Armed militants fire into crowd, seriously injuring three; jizye tax imposed in Orakzai.

ISTANBUL, April 27 (Compass Direct News) – As Taliban control hits pockets of Pakistan and threatens the nation’s stability, Christians worry their province could be the next to fall under Islamic law.

Violence on Tuesday night and Wednesday (April 21-22) near the port city of Karachi – some 1,000 kilometers (nearly 700 miles) from the Swat Valley, where the government officially allowed the Taliban to establish Islamic law this month – heightened fears. Christians in Taiser town, near Karachi, noticed on the walls of their church graffiti that read, “Long Live the Taliban” and calls for Christians to either convert to Islam or pay the jizye, a poll tax under sharia (Islamic law) paid by non-Muslims for protection if they decline to convert.

As members of the congregation erased the graffiti, armed men intervened to stop them. Soon 30-40 others arrived as support and began to fire indiscriminately at the crowd, leaving several injured. Among those seriously injured were three Christians, including a child, according to a report by advocacy group Minorities Concern of Pakistan: Emrah Masih, 35, Qudoos Masih, 30, and Irfan Masih, 11. A Pashtun named Rozi Khan was also among the injured.

Policemen and military forces arrested seven suspects at the scene and recovered an arms cache of semi-automatic pistols and a Kalashnikov assault rifle.

The Taliban is an insurgent movement of primarily Pashtun Islamists ousted from power in Afghanistan in 2001. Pakistani media portrayed the Karachi violence as a sectarian clash between Christians and Pashtuns that escalated into a gunfire exchange and that Christians committed arson attacks. The Daily Times claimed that the Christians protested the graffiti by setting ablaze some shops, including roadside stalls and pushcarts.

But a legal advocacy worker told Compass that police scattered the Christians when they began their protests and stood by as a Taliban-assembled mob attacked them.

“The Christians do not have guns, they do not have weapons, but only a little bit of property and the few things in their houses,” said Sohail Johnson, chief coordinator of Sharing Life Ministry Pakistan. “They are poor and have no courage to fight them. How can Christians, who lived like animals here, stand against them?”

Johnson said that local Christians, terrified over recent Talibanization campaigns, may not pursue legal action against the arrested men, although Asia News reported that Qudoos Masih filed an initial report at the Sarjani town police station. The Christians fear inciting violence by taking a stand against elements connected with the Taliban, Johnson said.

Eyewitnesses to the attacks against Christians in Karachi said they were religiously motivated. A representative of the Muttahida Quami Movement (MQM) regional party told Compass that after firing on the crowd, the Taliban went through Christian houses, ransacked them and burned one down. He said they also burned Bibles and beat women on the street. Reports of two execution-style killings of Christians could not be verified.

Karachi police and administration reportedly claimed that the Karachi attack came not from the Taliban but from Pashtuns who resettled in the area from the North West Frontier Province (NWFP). The MQM, however, has long suspected Taliban presence in Karachi.

 

Expanded Campaign of Violence

Local officials are worried that the Taliban is making inroads into Karachi, the financial center of Pakistan, in the same way it did within the Swat Valley in the NWFP.

In mid-February Pakistan’s fertile Swat Valley turned into a Taliban stronghold ruled by sharia under a “peace agreement,” but instead of honoring the accord with an end to bombings and other violence, the Islamic militants have expanded their campaign to outlying areas and other parts of the country. Of the 500 Christians remaining in Swat Valley when sharia was initially established in February, many have migrated to other provinces while those who stayed live in fear of a rise in violence against non-Muslims.

In the Federally Administered Tribal Area adjacent to the NWFP, the Taliban this month demanded a jizye payment of 50 million rupees (US$625,000) from Sikhs living in Orakzai Agency. Those who did not flee paid a combined total of 2 million rupees (US$25,000), and Christians worry they could be next. Relegating non-Muslims to dhimmi status – the second-class state of those subject to an Islamic administration and its jizye tax in exchange for protection – is part of the writings of the founder of the Jamiat Ulema-e-Islam (Assembly of Islamic Clergy), one of Pakistan’s main Islamic parties with ties to the Taliban in Afghanistan and similar parties in Bangladesh and Egypt.

Last week the Taliban effectively took control of Buner district, just 60 miles from the capital of Islamabad, and it has begun battling government soldiers in Malakland Agency.

Non-Muslims make up 3 percent of the population in the Muslim-majority nation of 176 million. They are frequently marginalized, particularly in the sharia-influenced justice system that gives precedence to Muslims. But they fear Taliban infiltration will accelerate their marginalization in a stealth manner, as they cannot tell the difference between a Taliban fighter and a community member.

“We cannot identify who is a Taliban fighter because there are an uncountable number of people who have a beard and wear a turban,” Johnson said. “We cannot recognize who belongs to the Taliban because they penetrate every corner of Pakistan.”

The MQM official in Karachi said many of the Christians in the area are poor and illiterate. They are on the lower rungs of the social ladder and have nobody to protect their interests except for the church.

“Nobody is going to help them,” he said. “The church can help them get education, but they are not also able to give them [security] help.”

His statements were backed by MQM leader Altaf Hussein, who called on Pakistan’s Interior Ministry to take emergency preventative measures to ensure the safety of minorities against the “rising activities of armed lawless elements,” according to The News International.

A local teacher said that during the looting police only stood by, making no effort to stop the Taliban as they ransacked Christian houses.

“Rather than stopping them, they allowed them to burn the houses, [harass] the Christian women and burn Bibles,” he said.

Although Pakistani politicians and security forces have said openly in recent weeks that the Taliban was closing in on Islamabad and could trigger a government collapse, they claimed the pro-Taliban slogans in Karachi were scrawled not by the Taliban but conspirators wanting to incite violence.

Maulana Fazlur Rehman, an Islamist party leader, said talk of the Talibanization of Karachi was merely a ruse to allow the United States to invade Pakistan as it had done to Afghanistan.

“Those raising this slogan are trying to create another Osama for America in this part of the world,” he said, according to The News International.

The Karachi attacks were part of escalating violence throughout the country. The government informed the National Assembly on April 20 that 1,400 people had been killed in terrorist attacks in the last 15 months.
