We asked 13 economists how to fix things. All back the RBA governor over the treasurer

Thirteen leading economists have declared their hands in the stand off between the government and the Governor of the Reserve Bank over the best way to boost the economy.

All 13 back Reserve Bank Governor Philip Lowe.

They say that, by itself, the Reserve Bank cannot be expected to do everything extra that will be needed to boost the economy.

All think that extra stimulus will be needed, and all think it’ll have to come from Treasurer Josh Frydenberg, as well as the bank.

All but two say the treasurer should be prepared to sacrifice his goal of an immediate budget surplus in order to provide it.

The 13 are members of the 20-person economic forecasting panel assembled by The Conversation at the start of this year.

All but one have been surprised by the extent of the economic slowdown.

The 13 represent ten universities in five states.

Among them are macroeconomists, economic modellers, former Treasury, IMF, OECD and Reserve Bank officials and a former government minister.

The Bank needs help

At issue is the government’s contention, spelled out by Frydenberg’s treasury secretary Steven Kennedy in evidence to the Senate last month, that there is usually little role for government spending and tax (“fiscal”) measures in stimulating the economy in the event of a downturn.

Absent a crisis, economic weakness was “best responded to by monetary policy”.

Monetary policy – the adjustment of interest rates by the Reserve Bank – is nearing the end of its effectiveness in its present form. The bank has already cut its cash rate to close to zero (0.75%) and will consider another cut on Tuesday.

It is preparing to consider so-called “unconventional” measures, including buying bonds in order to force longer-term interest rates down toward zero.

Governor Lowe has made the case for “fiscal support, including through spending on infrastructure” saying there are limits to what monetary policy can achieve.

The 13 economists unanimously back the Governor.

Seven of the 13 say what is needed most is fiscal stimulus (including extra government spending on infrastructure), three say both fiscal and monetary measures are needed, and three want government “structural reform”, including measures to help the economy deal with climate change and remove red tape.

None say the Reserve Bank should be left to fight the downturn by itself without further help from the government.

The surplus can wait

Eleven of the 13 believe the government should abandon its determination to deliver a budget surplus in 2019-20.

Economic modeller Renee Fry-McKibbin says the government should “ease its position of a surplus at all costs”.

Former Commonwealth Treasury and ANZ economist Warren Hogan says achieving a surplus in the current environment would have “zero value”.

Former OECD director Adrian Blundell-Wignall says that rather than aiming for an overall budget surplus, the government should aim instead for an “net operating balance”, a proposal that was put forward by Scott Morrison as treasurer in 2017.

The approach would move worthwhile infrastructure spending and borrowing onto a separate balance sheet that would not need to balance.

Political debate would focus instead on whether the annual operating budget was balanced or in deficit.

Former treasury and IMF economist Tony Makin is one of only two economists surveyed who backs the government’s continued pursuit of a surplus, saying annual interest payments on government debt have reached A$14 billion, “four times the foreign aid budget and almost twice as much as federal spending on higher education”.

Further deterioration of the balance via “facile fiscal stimulus” would risk Australia’s creditworthiness.

However Makin doesn’t think the government should leave everything to the Reserve Bank.

He has put forward a program of extra spending on infrastructure projects that meet rigorous criteria, along with company tax cuts or investment allowances paid for by government spending cuts.

Former trade minister Craig Emerson also wants an investment allowance, suggesting businesses should be able to immediately deduct 20% of eligible spending.

It’s an idea put forward by Labor during the 2019 election campaign. Treasurer Josh Frydenberg has indicated something like it is being considered for the 2020 budget.

Emerson says it should be possible to deliver both the investment allowance and a budget surplus.

Quantitative easing would be a worry

Five of the 13 economists are concerned about the Reserve Bank adopting so-called “unconvential” measures such as buying government and private sector bonds in order to push long-term interest rates down toward zero, a practice known as quantitative easing.

Jeffrey Sheen and Renee Fry-McKibbin say it should be kept in reserve for emergencies.

Adrian Blundell-Wignall and Mark Crosby say it hasn’t worked in the countries that have tried it.

Steve Keen says in both Europe and the United States quantitative easing enriched banks and drove up asset prices but did little to boost consumer spending, “because the rich don’t consume much of the wealth”.

The treasurer should step up

Taken together, the responses of the 13 economists suggest it is ultimately the government’s responsibility to ensure the economy doesn’t weaken any further, and that it would be especially unwise to palm it off on to the Reserve Bank at a time when the bank’s cash rate is close to zero and the effectiveness of the unconventional measures it might adopt is in doubt.

Measures the government could adopt include increasing the rate of the Newstart unemployment benefit, boosting funding for schools and skills training, borrowing for well-chosen infrastructure projects with a social rate of return greater than the cost of borrowing, further tax cuts that double as tax reform (including further tax breaks for business investment) and spending more on programs aimed at avoiding the worst of climate change and adapting to it.

The economists are backing the governor in his plea for help. They think he needs it.

NSW Governor David Hurley will be Australia’s new Governor-General

Scott Morrison has announced that New South Wales Governor David Hurley will become Australia’s next Governor-General, succeeding Sir Peter Cosgrove.

The Prime Minister timed his news conference in Canberra with the governor-general designate to coincide with Bill Shorten’s opening address at the ALP national conference in Adelaide.

Like Cosgrove, Hurley is a former military man. He has been NSW Governor since 2014 and served as chief of the Australian Defence Force from 2011-2014.

He will be regarded as a safe and uncontroversial choice, although some critics will say the government should have looked beyond former military ranks.

Labor frontbencher Jim Chalmers said the opposition welcomed Hurley’s appointment but was disappointed that Shorten had not been consulted. The opposition leader was only informed on Sunday morning, ahead of the 10am announcement.

“Ideally, so close to an election the opposition would have been properly consulted on an appointment which is so important to Australia and goes for such a long time” Chalmers said.

Morrison said Hurley would be sworn in on June 28, to allow him to fulfil his present duties. Cosgrove’s term, which ends in March, will be briefly extended.

Morrison in a statement said Hurley had been “a very popular governor of NSW. From his weekly boxing workouts with Indigenous children as part of the Tribal Warriors Program, to his frequent regional trips, Governor Hurley is known as being generous and approachable to young and old alike.”

Appearing at their joint news conference in the prime ministerial courtyard, Morrison said of General Hurley “I had only one choice, my first choice, and he is standing next to me,”

Asked why the announcement was made on Sunday, Morrison said “it needed to be done to provide certainty about the role going into next year”

“Next year is an election year and it is very important that … this appointment is seen well outside the context of any electoral issues.”

The start of Shorten’s national conference speech was disrupted when demonstrators, protesting about the Adani mine and refugee policy, mounted the stage. An anti-Adani protestor stood beside Shorten with a flag that said “Stop Adani”, and other protestors unfurled a banner “ALP – Stop playing politics with peoples lives. #ClosetheCamps”.

An obviously frustrated Shorten said people had the right to protest but “you have got to ask yourself when you see these protests, who is the winner? It is the Coalition”.

Security guards escorted and dragged the protesters off the stage.

In his speech, Shorten said a Labor government would be the first government in Australian history with 50% of women in its parliamentary ranks. Standing in front of the conference’s theme of “A Fair Go for Australia” Shorten said “inequality is eating away at our prosperity”.

He announced that an ALP government would make superannuation part of the national employment standards, saying it was a workplace right and that bosses who stole superannuation from their employees should suffer the same penalties as others who violated workplace rights.

He stressed that Labor’s plans were fully costed and a Labor government could “guarantee stronger budget surpluses”.The Conversation

Jailed Pakistani Mother Living in Constant Fear, Husband Says


Murder of Punjab governor intensifies security concerns for woman sentenced to death.

LAHORE, Pakistan, January 19 (CDN) — A mother of five sentenced to death on “blasphemy” charges has lived in constant fear since the killing of Punjab Gov. Salman Taseer, her husband told Compass as he came out of Sheikhupura District Jail after meeting with her last week.

Ashiq Masih said his wife, Asia Noreen (alternatively spelled Aaysa, and also called Asia Bibi), is “very afraid.” Her conviction triggered a violent chain of events in Pakistan, including the Jan. 4 murder of Taseer by his bodyguard after the governor voiced support for her.

“She knows the Muslims have announced a prize on her head and would go to any lengths to kill her,” a visibly nervous Masih told Compass. “The governor’s murder in broad daylight has put her in a state of paranoia.”

He added that threats by Islamist extremists have dampened Noreen’s hope of getting justice from the Lahore High Court, where her appeal against the conviction has been filed but yet to be taken up.

Wearing a dark cloak to hide his identity, Masih was visibly nervous after meeting with her on Jan. 11.

“She was asking me about the situation outside,” he said. “I tried to console her, but she knows it’s really bad. She’s also worried about the children.”

The mother of two children and stepmother to three others, Noreen asked him to appeal for more prayers for her, he said.

“Please tell everyone to pray for her,” he said.

Masih said prison authorities had improved Noreen’s security considerably after Taseer’s killing.

“She’s being kept in a separate cell with a warden deployed 24 hours for her security,” he said. “Only I am allowed to meet her, but even I am searched completely before they bring her out for the meeting. I just hope and pray she keeps safe inside the prison.”

Still, prison officials have reportedly said she will be transferred to another prison soon because of security concerns.

The female warden tasked with Noreen’s security the day Taseer was killed told Compass of the Christian woman’s reaction to the news.

“I was escorting her for her routine walk on the evening Governor Taseer was gunned down,” said the warden, who requested anonymity. “We were passing by a barrack when the news broke out on TV that the governor was dead … She stood there in shock for some time, and then she started screaming and crying.”

The warden added that she helped Noreen back to her cell, “as she could barely walk and kept weeping.”

“She cried all evening and also refused to have supper,” the warden said. “The governor’s killing shattered her. The governor’s visit had boosted her morale – she was very happy and every time I spoke to her, I could feel the joy in her heart. She shared with me how she had lost hope, and how God had sent Taseer to help her. A particular verse that she often repeats is from John 14:1, which says, “Do not let your hearts be troubled. You believe in God, believe also in me.”

The warden said she was assigned Noreen’s security following reports that attempts would be made to kill her inside the jail. Since Taseer’s killing, she said, Noreen has grown suspicious of everyone around her.

“She’s only taken out of her cell for an hour, but even then she is fearful of her surroundings, even though all the other inmates are locked up before she’s taken out for exercise,” she said. “One can imagine how insecure she must be feeling after Taseer was killed by one of his own guards.”

Sheikhupura District Jail Superintendent Sheikh Khalid, who recently assumed charge, told Compass that Noreen was the most “high value” inmate of the prison and that he was not going to take any chances regarding her security.

“She is on the hit list of several extremist organizations,” he said, “and there are reports that she might be targeted inside the jail – moreover, she has a 30 million rupee [US$350,000] prize on her head. This is enough incentive for anyone to kill her.”

He said the prison had enhanced its security measures, and additional forces have been employed to guard the premises at night.

“No one except her husband can meet her,” Khalid said. “I have also directed her not to eat anything given to her by any person other than the wardens deployed for her security. We are trying our best to keep her safe, but life and death are in the hands of Allah.”

Noreen’s lawyer, S.K. Chaudhry, declined to discuss the future course of legal action because of the sensitive nature of the case.

Noreen has been condemned to death for insulting Islam’s prophet, Muhammad, a charge she denies. A week after her conviction, the governor of Punjab province visited her in jail. Taseer, a liberal Muslim, did not mince words as he assured Noreen of his support. He told her he believed that the charges against her were fabricated and that there had been a miscarriage of justice. He promised that he would recommend a presidential pardon for her.

During that visit, he called Pakistan’s blasphemy statutes “a black law” and called for their repeal – a demand that ultimately resulted in his brutal killing, as one of his own police bodyguards believed that Taseer had blasphemed by criticizing the law.

Masih, Noreen’s husband, said he was about to have lunch when he first heard the news of the killing of Taseer on TV.

“I had taken the first bite when the news flashed that Governor Taseer had been killed,” he said. “I was stunned, couldn’t swallow the food either … no words can explain that moment.”

He denied government reports that it was providing his family security, saying they were living in a safe-house arranged by “some friends” and surviving on money provided by Christian organizations. Taseer’s murder, he added, had shaken the little confidence the family had after the governor’s assurance of support to them.

“They killed the governor for supporting her,” he said. “He died for us, but it seems his sacrifice has gone in vain.”

Murder of Governor in Pakistan Darkens ‘Blasphemy’ Case


Assassination called a blow to prospects of justice for Christian mother on death row.

LAHORE, Pakistan, January 5 (CDN) — The case of Asia Noreen, the first Christian woman sentenced to death in Pakistan on blasphemy charges, suffered a major setback when her most vocal supporter, the governor of Punjab Province, was gunned down by one of his police bodyguards yesterday (Jan. 4) in Islamabad.

The lives of Noreen and Gov. Salman Taseer were at risk since the day he, his wife and daughter visited her in the Sheikhupura District Jail on Nov. 22, after news of her conviction appeared in the media.

Taseer had openly criticized the blasphemy statutes and vowed to try to repeal the “black laws” in parliament. He also promised Noreen (also called Asia Bibi) that he would recommend a presidential pardon for her.

The governor’s assurance and his support for Noreen gave new hope to the impoverished mother of two children and step-mother to three others – and drew violent condemnation from Islamist forces, sparking countrywide protests.

“The governor’s visit gave us hope that all was not lost,” Sohail Johnson of Sharing Life Ministries Pakistan, which has pursued Noreen’s case from the onset, told Compass. “We believed that God had sent the governor to help us … his words of support boosted Noreen’s morale, and she was actually quite optimistic about the outcome of her appeal in the high court.”

He said the murder of Taseer in broad daylight had shocked all those opposing the blasphemy laws, and that “there is little hope of these laws ever being repealed.”

Johnson confirmed that Noreen’s life was at high risk ever since the governor had highlighted her case.

“The local Islamist forces believed that President [Asif Ali] Zardari would pardon Noreen on Taseer’s recommendation, and this was unacceptable to them,” said Johnson, confirming that intelligence agencies had determined that Islamists had plotted to kill Noreen inside jail to make an example of her. “Noreen was earlier allowed two hours in the morning and two in the evening to go outside her cell to relax. After the intelligence information, the jail authorities restricted her movement, and now she is kept in the cell at all times. A security guard has also been deployed with her.”

He added that news of the assassination of the governor would surely panic the Christian woman.

Johnson said Noreen’s appeal of her conviction had yet to be taken up for hearing by the Lahore High Court, but that the murder would definitely affect the course of justice. “The governor’s brutal murder has diminished our hopes for justice for Noreen,” he said.

Her family, he said, has been in hiding since Islamist parties started protests in favor of the blasphemy laws.

“Even I am keeping a low profile these days,” Johnson said.

Taseer and Noreen were declared “Wajibul Qatil” (liable to be killed) by radical Islamic clerics. A cleric in Peshawar and a local politician in Multan offered a combined sum of 50 million rupees (US$579,300) for anyone who killed Taseer and Noreen.

Protests, shut-down strikes and general uproar pressured Pakistan’s federal government to announce that the blasphemy laws would not be repealed.

Taseer, however, continued to publicly vent his opposition – even using Twitter – to the blasphemy laws, which effectively mandate death for anyone convicted of insulting Muhammad, the prophet of Islam. Although courts typically overturn convictions, and no executions have been carried out, rights activists say the laws are used to settle rivalries and persecute religious minorities.

On Friday (Dec. 31), Taseer had tweeted “I was under huge pressure 2 cow down b4 rightest pressure on blasphemy. Refused. Even if I’m the last man standing.”

The assassination is significant not simply because of the person targeted and the reason behind it, but because of the broader societal implications.

“[It points to] the presence of radical elements inside the Pakistani state apparatus,” said columnist Cyril Almeida.

He said that the fact that Taseer’s own bodyguard shot him is not just worrying because it indicates a failure of the vetting process but because it points to “the extent to which this poison has affected the Pakistani state. The investment in jihad has come home to roost.”

In the hours immediately following the killing, television anchors hosted several shows in which guests, while stopping short of openly supporting the murder of Taseer, did speak out in support of killing those deemed to have blasphemed. Some Pakistanis have reported that they received text messages on their mobile phones praising the assassination.

Pakistan Interior Minister Rehman Malik has said the guard, Malik Mumtaz Hussein Qadri, told police that he killed Taseer because of the governor’s opposition to Pakistan’s blasphemy laws. Qadri had escorted the governor from Rawalpindi to Islamabad on Tuesday (Jan. 4).

A 26-year-old policeman from Barakhao on the outskirts of Islamabad, Qadri had reportedly transferred to the Elite Force after commando training in 2008. Thus far, he has not been identified as a member of any violent Muslim extremist groups but is considered devout in his faith.

Noreen was convicted under Section 295-C of the defamation statutes for alleged derogatory comments about Muhammad, which is punishable by death, though life imprisonment is also possible. Section 295-B makes willful desecration of the Quran or a use of its extract in a derogatory manner punishable with life imprisonment. Section 295-A of the defamation law prohibits injuring or defiling places of worship and “acts intended to outrage religious feelings of any class of citizens.” It is punishable by life imprisonment, which in Pakistan is 25 years.

Tensions High after Christians Killed in Bombings


Islamic extremist Boko Haram sect attacks churches in Borno, Plateau states.

LAGOS, Nigeria, December 28 (CDN) — Tensions continued to mount in the Christian community in Maiduguri, capital of Borno state in northern Nigeria, following the killing of a Baptist pastor and five other Christians on Christmas Eve.

The Rev. Bulus Marwa and the other Christians were killed in the Dec. 24 attacks on Victory Baptist Church in Alemderi and a Church of Christ in Nigeria (COCIN) congregation in Sinimari by the outlawed Islamic Boko Haram sect opposed to Western education.

Those killed at the Baptist church, which was set ablaze, included choir members Philip Luka, 22, and Paul Mathew, 21, as well as 50-year-old Christopher Balami and Yohana Adamu. Philip Sopso, a 60-year-old a security guard, was killed at the COCIN church while 25 other persons were said to have been injured during the serial attacks by the Islamic group.

“It is sad that when Christians were supposed to be celebrating the birth of Jesus Christ, some people, out of wickedness, would come to perpetrate such evil,” said Borno State Chairman of the Christian Association of Nigeria the Rev. Yuguda Ndirmva.

The Boko Haram members reportedly first stormed the COCIN church in two vehicles and detonated bombs that shattered the gate of the worship center and killed the security guard.

Many Christians have taken refuge to avoid further attacks as soldiers and police keep watch at churches and other strategic locations in the state.

Danjuma Akawu, who survived the attack on the Baptist church, said “they hacked the two choir members using knives and petrol bomb before heading to the pastor’s residence, where he was killed.”

Borno Gov. Ali Modu Sheriff said he had alerted police to the possibility of an attack on churches during Christmas.

“It is very unfortunate and sad for the Christian community to be attacked and people killed without any genuine cause,” Sheriff said.

Speaking during a visit to the Baptist church on Saturday (Dec. 25), the governor noted that the attack on the Christian community was an attempt by Boko Haram to create conflict between Christians and Muslims in the state. Several Boko Haram bomb blasts in Christian areas of Jos on Dec. 24 that killed scores of people were said to be an attempt to create the same inter-religious conflict.

Borno state, in northeastern Nigeria, is largely populated by Muslims who have disowned some activities of Boko Haram as contrary to Islam.

Police Commissioner Mohammed Abubakar admitted a security lapse on the part of his divisional police officers, whom he said had been told to watch out for Boko Haram members.

The activities of the Islamic extremist Boko Haram, whose names means “Western education is sin,” were crushed by police in 2009 with the arrest of many of its members and the killing of its leader.

In retaliation, the group had killed policemen and was recently responsible for a prison break to set free its members in the Borno state capital.

Worried about the safety of Christians in Borno state, the president of the Christian Association of Nigeria, Pastor Ayo Oritsejafor, asked the federal government to curb the growing trend of terrorism in parts of the country.

“We can no longer allow this group of disgruntled elements to get away with these acts of terrorism in Nigeria,” he said.

The general superintendent of Deeper Life Bible Church, Pastor William Kumuyi, demanded the arrest and prosecution of the Boko Haram members and others to serve as a deterrent.

“A situation in which feuds easily lead to the burning of churches and the endless killings of church ministers and innocent citizens is an abhorrent trend which must not be allowed to continue,” Pastor Kumuyi said. “The initiative rests on the doorsteps of the security agencies to bring this unfortunate trend to an end.”

Algerian Christians Acquitted of Eating during Ramadan


Judge throws out case against men arrested during Islamic fasting period.

ISTANBUL, October 5 (CDN) — An Algerian court today acquitted two Christian men of eating during Ramadan in spite of a prosecutor’s demand that they be punished for “insulting Islam.”

Authorities on Aug. 12 arrested Salem Fellak and Hocine Hocini for eating lunch on a private construction site where they were working. Ramadan, Islam’s month of fasting during daylight hours, started this year on Aug. 11.

The incident took place in Ain El-Hammam, a town in the province of Tizi Ouzou about 150 kilometers (93 miles) east of the Algerian capital. Tizi Ouzou is part of Kabylie, an area of Algeria where the country’s Protestant church has grown with relative freedom in recent years.

Officers at a nearby police station saw the two men eating and confronted them for not fasting. When police realized the two men were Christians, they accused them of insulting Islam, according to local French-language press reports.

“I do not apologize for anything, and I regret nothing,” Fellak said before the verdict, according to Dernieres Nouvelles d’Algerie. “I have the right to not fast. I am a Christian, and until found guilty, the Algerian constitution guarantees respect for individual freedoms.”

The Algerian Constitution gives the right to all citizens to practice their faith, although it declares Islam the state religion and prohibits institutions from behavior incompatible with Islamic morality. Proposing other faiths to Muslims is also forbidden.

After police arrested Hocini and Fellak, authorities interrogated them for two hours and “admonished” them, according to a French-language news site. Authorities took them to court, where a state prosecutor questioned them. When the men explained to her that they were Christians, she said that Algeria was a Muslim country with no room for Christians and that they should leave the country, according to a local news site.

Today the judge at the court in Ain El Hamman, however, dismissed the case since “no article [of law] provided for a legal pursuit” against the two Christians, according to the BBC.

A small group of Christians standing on the steps of the courthouse reportedly shouted “Hallelujah!” when they heard the outcome of the case. After the verdict, Fellak said he was happy and that he had done nothing wrong, according to Reuters.

Local media also reported cases of Muslim Algerians arrested for eating during Ramadan.

 

Worshipping without Permit

The charges against the two Christians and a case of four Christians on trial for worshipping without a permit in Tizi Ouzou Province have some wondering what has caused authorities to turn their attention to this small community.

This Sunday (Oct. 10), the four men will appear in court for holding Christian meetings at a residence without permission. One of the men, Mahmoud Yahou, has told a local newspaper, “This story concerns all Christians in our country. We are a community intimidated around the country.”

Yahou cited other recent cases of persecution, including that of Habiba Kouider, who in 2008 was tried for practicing Christianity “without a license.” Her case is still pending. Another Christian, Rachid Muhammad Essaghir, has three court cases against him, all in appeals process since 2008.

In most cases, Christians have been charged under a presidential decree from February 2006 that restricts religious worship to government approved buildings. The decree, known as Ordinance 06-03, also outlaws any attempt to convert Muslims to another faith.

“This law of 2006 is contradictory to the constitution,” said a regional researcher who requested anonymity. “It creates a gray zone in which the government and police have room to act against the church. This law gives permission to the government to condemn believers for their faith or illegal worship even if the constitution guarantees religious freedom.”

Also in Tizi Ouzou city, church leaders who were expanding their building to fit their growing congregation received a letter in August from the governor of the province ordering them to stop all construction and demolish the extension.

Algerian Christians and observers say that the two court cases, along with the order to the Tizi Ouzou church to cease expansion of their building, are unusual because they happened in such a short span of time and because the region is regarded as more tolerant of Christianity.

“Perhaps a new wave of persecution is coming,” said the regional researcher. “It’s difficult to know, but in a few weeks we encountered a few problems.”

An Algerian church leader told Compass the government is finding more subtle ways to pressure Christians.

“I think they don’t want to do anything openly,” said the leader, who requested anonymity. “So they are using opportunities they can find, like not giving authorization to build the church in Tizi Ouzou, [and the men] not fasting during Ramadan.”

Police Keep Indonesian Church from Worship Site after Attack


Bekasi officials unable to persuade HKBP congregation to relocate to alternative venue.

JAKARTA, Indonesia, September 23 (CDN) — Following attacks on their church leaders on Sept. 12, a West Java congregation on Sunday (Sept. 19) faced a wall of security officers blocking them from worshipping on their property as authorities tried to coax them to meet at another venue.

Hundreds of security force officers sealed off the street leading to their open-air worship site in Ciketing, near Bekasi, a week after suspected Islamists stabbed Batak Christian Protestant Church (Huria Kristen Batak Protestan, or HKBP) elder Hasian Sihombing and struck Pastor Luspida Simanjuntak with a wooden block. At the Pondok Timur location where the church had gathered to walk three kilometers (less than two miles) to Ciketing on Sunday, an official in a police vehicle announced through a loudspeaker that the Bekasi government requested they worship at the former office of a community organization.

When Compass arrived at the Pondok Timur area, there were 1,500 regular police and public order security police officers standing by, some forming ranks in front of the Nurul Hulda Mosque 500 meters away.

The official on the loudspeaker read a decree by Bekasi Mayor H. Mochtar Muhammad stating that security problems in the Mustika Jaya area were caused by the HKBP worship in Ciketing – where Islamists have staged protests in spite of a mayoral decree granting the congregation the right to worship there – and that in order to guard against further incidents, the church was no longer to hold services there.

“From now on, HKBP will hold its worship services in the [former] Organization & Political Party Building [the auditorium in back of several buildings occupied by different political parties] on Charil Anwar Street in Bekasi City,” he said.

The new mayoral decree dictating where the church was to worship was the product of a Sept. 15 meeting of the West Java governor, the Jakarta area military commander, Jakarta area police, the general secretary and the director general of the Ministry of the Interior, and the Department of Religion, he said.

“We invite the HKBP members to climb aboard the seven buses that we have prepared to take them to the [former] Organization & Political Party [OPP] building,” the official said to the congregation, which had gathered outside the Pondok Timur area building they had used for worship before authorities sealed it in June.

The HKBP congregation ignored the invitation. Muhammad Jufri, head of the Bekasi municipal legal department, then invited the congregation to board the buses. No one responded.

A few minutes later the Rev. Pietersen Purba, district head of the HKBP Pondok Timur District, along with two other pastors and two lawyers, requested that the congregation be allowed to worship at the open-air site on their property in Ciketing. Authorities denied the request.

An argument ensued between Bekasi officials and HKBP leaders.

“For our common good, both government and congregation, and in accordance with the decision of the coordinating meeting, we have prepared a temporary worship place at the former OPP building,” said Jufri, of the Bekasi legal department. “Because of this you may worship there, and while you are worshipping the municipal government guarantees your safety.”

Pastor Purba responded by requesting security for their current location.

“I am surprised that we are forbidden to worship on our own property,” he told authorities. “Our services there were sanctioned by a letter from the mayor that allows us to worship in Ciketing. We are the victims – my pastor was beaten. Are we not citizens with the right to worship in this country? Because of this we ask that the police help us with security so that we may worship in Ciketing. The congregation and I desire to worship there.”

HKBP lawyer Saor Siagian asked a policeman to open the way toward their property in Ciketing; the officer refused.

Jufri then began to read the mayor’s new decree aloud, but he had spoken only a few sentences before one of the HKBP lawyers, Sahala Pangaribuan, interrupted him.

“Sir, if you want to read, do so, but don’t prevent us from walking,” Pangaribuan said.

Jufri continued reading the entire decree.

“We heard what you read,” Pastor Purba replied, “but we don’t easily believe our beloved government, because we remember the case of HKBP Jatimulyo, Bekasi, which was sealed by the government, and then promised facilities for a place of worship. Now it has been five years, and the promise is still unfulfilled.”

The argument lasted another 30 minutes, and the congregation gave up on its request to meet in Ciketing. They were granted 10 minutes to pray in their former Pondok Timur building and additional time for congregational discussion, which was led by the national secretary general of the HKBP, the Rev. Ramlan Hutahayan.

At press conference later that day, Hutahayan said that freedom of worship was fundamental.

“We hope that every citizen will have the right to construct houses of worship to praise and glorify God together,” he said.

Bekasi officials have offered the former OPP building as a temporary venue for worship and two alternative locations on land zoned for general and/or social purposes: one owned by P.T. Timah and one belonging to the Strada Foundation. Thus far the congregation has not approved of these alternatives because they are far from their homes.

At a press conference with other Christian leaders, the head of the Jakarta Christian Communication General Forum, Theophilus Bela, said a statement by the Jakarta provincial police chief that the Sept. 12 attack on the church leaders was a “purely criminal act” was hasty.

“After arrests and investigation, it has been shown that this is not a pure criminal act, but an organized scenario with the Islamic Defenders Front as the field command,” Bela said.

He and other Christian leaders criticized government officials for closing churches and revoking church building permits that had already been approved.

“They have been passive in the face of anarchy and terrorist acts that have been done in the name of religion by groups such as the Islamic Defenders Front, the Betawi-Rempug Forum, the Islamic Congregation Forum, the Congress of the Indonesian Muslim Community, and so on,” he said.

Family Refutes Police Claims in Death of Christian in India


Bible teacher in Rajasthan state, 20, faced opposition from Hindu nationalists.

NEW DELHI, August 25 (CDN) — The family of a 20-year-old Christian found dead last week in the northern state of Rajasthan suspects he was killed by Hindu nationalists, though police claim he died of cardiac arrest.

Narayan Lal, a farmer from Hameerpura Patar village in Arnod sub-district of Rajasthan’s Pratapgarh district, was found dead the evening of Aug. 17 near a forest where he had gone to tend his goats.

Lal was a volunteer teacher in a 10-day Vacation Bible School organized by indigenous Christian organization Light of the World Service Society (Jagat Jyoti Seva Sansthan) in his village area in May, and a relative who requested anonymity told Compass that some villagers did not approve of the young man “spreading Christianity.”

“It seems his throat was strangulated,” the relative said. “I do not know who did it, but I am sure he was murdered. His family was facing opposition for their Christian work, particularly by some residents of Nadikhera village [near Hameerpura Patar].”

A post-mortem report suggested otherwise, police said.

“The body of Narayan Lal, son of Tola Ram Meena, was found under a tree,” Superintendent of Police of Pratapgarh district Prem Prakash Tak told Compass. “There was some froth formation in his mouth, but no injuries or bruises. The post-mortem was conducted by three doctors, and they suggest that he died of cardio-respiratory failure.”

He added that police had not heard that the family suspected murder. The relative said, however, that Lal’s father told police that his son was seemingly killed by some people from Nadikhera village who had been opposing him and his family. Salamgarh Police Inspector Govardhan Ram Chowdhary was unavailable for comment.

Lal’s relative contested the police version, saying Lal was “absolutely healthy” with “no sign of any ailment.”

“I cannot believe that he died of heart failure – he was very young,” he said. “His shoes were lying near his body, and a piece of cloth was kept on his hands. It seemed that the cloth was used to tie his hands.”

The relative asked why police did not inform the family of their autopsy report’s indication of cardiac arrest.

“We would have taken the body to a private hospital for confirmation,” he said.

The death was reported to Salamgarh police at 10 p.m. on Aug. 17 under Section 174 of the Criminal Procedure Code for “death under suspicious circumstances.” The autopsy was performed on Aug. 18, after which the body was handed over to the family for cremation.

Police Superintendent Tak acknowledged that Lal’s father, an elder in the village church, had been arrested in July 2008 on charges of desecrating an idol of a Hindu deity in the village. He was released after police failed to find evidence against him.

“He [Lal’s father] was falsely accused by those who did not like his missionary work,” the deceased’s relative said. “It was a plot to oppose his work.”

Christian persecution is not new to Rajasthan state, where Christian conversion is a sensitive issue.

The Rajasthan government passed an anti-conversion law in the state assembly in April 2006, when the Hindu nationalist Bharatiya Janata Party (BJP) was in power. The bill is still awaiting the governor’s assent.

The BJP led the government of Rajasthan from March 1990 to November 1998, and again from December 2003 to December 2008, when the Left-of-Center Congress Party won the election.

The incidence of Christian persecution is said to have decreased since the BJP’s defeat in the 2008 state election, with the exception of sporadic incidents.

About 30 suspected Hindu extremists assaulted two Christian workers from Gospel for Asia and chased them into the jungle near Rajasthan’s Banswara city on Sept. 4, 2009. (See “Recent Incidents of Persecution,” Sept. 29, 2009.)

On March 21, 2009, Hindu nationalists from the Vishwa Hindu Parishad (VHP or World Hindu Council) attacked Bible students and staff members of the Believers Church and demanded 10,000 rupees (US$193) from them in Udaipur city. (See “Recent Incidents of Persecution,” March 31, 2009.)

On April 29, 2007, at least 14 Hindu extremists in Jaipur, Rajasthan attacked Pastor Walter Masih with sticks and rods as television cameras recorded the scene, leaving him bleeding profusely. The then-Hindu nationalist government in the state declined to prosecute the more serious charges against the assailants.

BJP leaders harassed leaders of the Emmanuel Mission International (EMI), based in Kota city, in 2006, leading to the arrest of the Christians and the freezing of EMI bank accounts.

Lao Officials Visit Expelled Christians, Give Assurances


Officials led by provincial governor explain law providing for right to believe.

DUBLIN, March 19 (CDN) — Officials in Laos’ Saravan Province yesterday visited 48 Christians expelled from Katin village and assured them that they had the legal right to embrace the faith of their choice, according to advocacy group Human Rights Watch for Lao Religious Freedom (HRWLRF).

During a 30-minute visit the delegation, led by provincial Gov. Khamboon Duangpanya, read out June 2002’s Decree 92 on the Management and Protections of Religious Activity in Laos and explained its religious freedom provisions to the group, assuring them that they could freely believe in Christianity “if their faith was genuine.”

HRWLRF reported that the officials also said the Christians had the right to live anywhere in the district. Ta-Oyl district officials had expelled the Christians from Katin village at gunpoint on Jan. 18 when they refused to give up their faith. Having lost access to their homes, fields and livestock, the Christians then built temporary shelters at the edge of the jungle, about six kilometers (nearly four miles) away from the village.

The district head, identified only as Bounma, on Monday (March 15) summoned seven of the believers to his office and declared that he would not tolerate the existence of Christianity in areas under his control. The group must either recant their faith or move elsewhere, he’d said.

Shortly afterwards an anonymous source told the Christians that the chiefs of Katin and neighboring Ta Loong village planned to burn down their temporary shelters within 48 hours. (See “Lao Officials Threaten to Burn Shelters of Expelled Christians,” March 16.)

Also present at yesterday’s meeting were three other provincial officials, the deputy-head of Ta-Oyl district, identified only as Khammun, and the head of religious affairs in Ta-Oyl, identified only as Bounthoun, HRWLRF reported. During the brief meeting, the Christians asked Gov. Duangpanya if they had the right to live in Katin or other villages in the district.

He responded that as Lao citizens, the Christians could live wherever they chose. In regard to their current location, however, Khammun said he would have to “consult with the proper authorities” before granting the Christians permission to remain on land owned by neighboring Ta Loong village.

After delegating this responsibility to Khammun, Gov. Duangpanya assured the Christians that they could contact him if they needed further help, according to HRWLRF.

According to the Lao Law on Family Registration, when a citizen moves from one village to another for less than a year, he or she must request permission for “temporary changing of residence” from the original village. The paperwork is then turned over to authorities in the new village and reviewed after six months. After a year, citizens must repeat the process to apply for permanent residence in their new location.

Until now provincial officials have largely ignored the plight of Katin Christians, failing to intervene last July when villagers seized a Christian identified only as Pew and poured rice wine down his throat, killing him by asphyxiation. Village officials later fined Pew’s family for erecting a cross on his grave, and then detained 80 Christians in a school compound, denying them food and pressuring them to renounce their faith.

The heads of 13 families signed documents renouncing Christianity in order to protect their children; most of them, however, have since resumed attendance at worship meetings.

Provincial officials did call a meeting in September 2008 asking Katin authorities and residents to respect the religious laws of the nation, but four days later village officials seized and slaughtered a buffalo owned by a villager who refused to give up his faith.

A communist country, Laos is 1.5 percent Christian and 67 percent Buddhist, with the remainder unspecified. Article 6 and Article 30 of the Lao Constitution guarantee the right of Christians and other religious minorities to practice the religion of their choice without discrimination or penalty.

Sheikh Incites Muslims to Attack Christians in Egypt


Assault on community center, church, homes leaves 24 Copts wounded.

ISTANBUL, March 17 (CDN) — A mob of enraged Muslims attacked a Coptic Christian community in a coastal town in northern Egypt last weekend, wreaking havoc for hours and injuring 24 Copts before security forces contained them.

The violence erupted on Friday (March 12) afternoon after the sheikh of a neighborhood mosque incited Muslims over a loudspeaker, proclaiming jihad against Christians in Marsa Matrouh, in Reefiya district, 320 kilometers (200 miles) west of Alexandria, according to reports.

The angry crowd hurled rocks at the district church, Christians and their properties, looted homes and set fires that evening. The mob was reportedly infuriated over the building of a wall around newly-bought land adjacent to the Reefiya Church building. The building, called al Malak al Khairy, translated Angel’s Charity, also houses a clinic and community center.

“I was very surprised by the degree of hatred that people had toward Christians,” said a reporter for online Coptic news source Theban Legion, who visited Reefiya after the attack. “The hate and the disgust were obvious.”

The attack was a rarity for a northern coastal resort town in Egypt; most tensions between Copts and Muslims erupt in southern towns of the country.

According to a worker building the wall around the newly-bought plot, local Sheikh Khamis along with a dozen “bearded” men accused the church and workers of blocking a road early on Friday, staff members of Watani newspaper said.

Worried that the dispute could erupt into violence, one of the priests ordered the workers to take the wall down.

The governor of Marsa Matrouh approved the building of the church center and granted a security permit to conduct religious services in 2009.

Following afternoon mosque prayers, Sheikh Khamis rallied neighborhood Muslims, gathering more than 300 people. The mob broke into groups, attacking the church and nearby houses of the Coptic Christian community. There are nearly 2,000 Coptic Christians in Reefiya.

Around 400 Copts fled into the church building while the rioting mob looted and destroyed 17 houses, 12 cars and two motorcycles, according to Watani.

Local security forces were unable to contain the attack and called-in back up from nearby Alexandria. At nearly 1:30 a.m. on Sunday (March 14) they managed to contain the crowd and let the Christians out of the church.

Police arrested 16 young Christian men among those who were inside the church building, according to Watani. Later, four of them who were released because they were underage told reporters that security forces beat them. Police also arrested 18 of the assailants.

Some of the attackers and security forces were also wounded in the altercation. Of the wounded Copts, two were reportedly rushed to a hospital in Alexandria in critical condition. Sobhy Girgis, 33, was taken to Alexandria’s Victoria Hospital for internal bleeding in the kidney from injuries sustained from rocks the crowd threw at him, and Mounir Naguib, 41, was treated for multiple stab wounds, according to Watani.

Naguib, a teacher, said he was accosted while on his way to the Angel’s Charity building, with a knife-wielding member of the mob asking him if he was a Christian. When he said he was, the Muslim told him to convert to Islam by pronouncing the two testimonies of the Muslim faith (that there is no God but Allah and that Muhammad is his messenger).

“When I refused, he stabbed me in the thigh and hit me on the head,” Naguib told Watani.

One Copt, Nabil Wahba, told of how his house was destroyed. Wahba said he came home at 6 p.m. to find around 40 men hurling stones at his house. At 9 p.m. they came back with clubs and iron pipes, ripping the windows open and throwing fireballs into the house.

“When we tried to put out the fire, they hurled stones at us, while others were pulling down the garden fence and setting the other side of the house aflame,” Wahba told Watani

Security forces pulled Wahba and his sister out of his blazing house.

On the same day that violence erupted in Marsa Matrouh, the U.S. Commission on International Religious Freedom (USCIRF) released a report denouncing Egypt’s legal system for not bringing people to justice for violent acts against Christians and their property.

According to the report, in the last year there have been more than a dozen incidents in which Coptic Christians have been targets of violence.

“This upsurge in violence and the failure to prosecute those responsible fosters a growing climate of impunity,” USCIRF Chairman Leonard Leo states in the report.

Since 2002, Egypt has been on the USCIRF “Watch List” as a country with serious religious freedom violations, including widespread problems of discrimination, intolerance and other human rights violations against members of religious minorities, according to the report.

Commenting on the Marsa Matrouh attack, the Theban Legion reporter stated that among the mob were members of Bedouin communities who are intolerant of plurality and diversity in society.

“The law of the land is supposed to be a civil law, and we would like to see a civil law applying to everybody,” he said.
