Chinese propaganda goes tech-savvy to reach a new generation



As younger Chinese become increasingly addicted to their mobile devices, the government’s propaganda offices have had to rethink their strategies.

Earlier this year, a new app was launched in China to put the patriotism of Chinese citizens to the test.

Named “Study Xi to Strengthen the Nation”, the app quizzes users on all things related to President Xi Jinping – his policies, activities, achievements, theories and thoughts. Users can earn points and win prizes for correct answers and compete with colleagues and friends to see who knows the most about China’s leader.

The app is the latest example of a rethink by the Communist Party when it comes to its propaganda efforts and how best to justify the legitimacy of its one-party rule, extol the virtues of the party, and promote patriotism to an audience of young, tech-savvy Chinese.

For those institutions responsible for the production of effective propaganda, this is a real challenge. After all, propaganda in the 21st century has to go beyond forcing people to sit in study sessions on Friday afternoons, read the People’s Daily newspaper, or watch China Central Television (CCTV) in group meetings.

From sermons to ‘indoctritainment’

Thanks to a number of developments, the old propaganda messages of previous generations can easily be repackaged for millennials. Like the rest of the world, Chinese millennials are keen adopters of the latest mobile technologies and suffer from short attention spans. They are also just as enthusiastic as their Western counterparts about posting jokes, music videos and short, sharp, attention-grabbing memes on social media.

The Chinese government, meanwhile, is putting more of an emphasis on humanising its approach to leadership. Politicians are keen to be seen as relatable rather than authoritative figures.

So, to get its messaging across in a new way, party propaganda has morphed from dry sermons to what I like to call indoctritainment. And these campaigns are often high-end productions.

Increasingly, ideological messages are more effective if they are delivered using a platform that’s already been trialled and proven in marketing. In 2016, for instance, CCTV launched a promotion of the Communist Party in the form of a public awareness advertisement to mark the 95th anniversary of the founding of the party.

The one-minute video, titled “I am a Chinese Communist Party member,” features heartwarming vignettes of individuals from different walks of life – teacher, cleaner, surgeon, policeman, local public servant, fisherman – who are all good Samaritans doing their bit to help others.

The message is clear: the party is being re-branded as an organisation made up of unsung heroes. As the voice-over explains:

I am the first one to arrive, I am the last one to leave, I’m the one who thinks of myself the least, and cares about others the most … I am the Chinese Communist Party, and I am always there with you.

Another video promoting the Chinese military, “I am a Chinese soldier”, demonstrates the point. Even without the English subtitles, it’s not hard to see what the producers were going for: a patriotic Hollywood movie or romantic tear-jerker.

The pop culture treatment, with American accents

Another tactic is the use of popular culture as a way of conveying sometimes dense or dull Chinese government policies, especially if the intended audience is global.

In 2015, a video called “The 13 what” used catchy pop music, colourful animation, and American-accented English to explain China’s 13th five-year national plan.

Channelling David Bowie, Monty Python and the psychedelia of the 1960s, the three-minute video was produced by a digital media production team operating under the auspices of the government’s main propaganda offices in Beijing.

Two years earlier, the same studio also produced the widely circulated five-minute video clip, “How leaders are made”. Xi Jinping appears in the clip as a cartoon character, as do US President Barack Obama and British Prime Minister David Cameron.

Light-hearted, zany, and (again) featuring American English, the video informs viewers that Xi has worked long and hard to move up China’s political ladder. The implication is that Xi’s power is just as legitimate as that of his Western counterparts.

Within a short period after its release, the video had been viewed more than a million times on Youku, China’s version of YouTube.

Propaganda by way of screen bullets

Increasingly, the Communist Party’s propaganda material goes viral only after it appears on popular video-sharing websites with “bullet screens”. This is an interactive feature that enables viewers to “shoot” text comments across the screen as the video is being streamed. It’s very popular with younger audiences.

One of China’s biggest bullet screen platforms is Bilibili, often referred to as “the B site”.

The site used to be occasionally shut down for streaming what the government considers “morally unsound” material.

To stay on the party’s good side, Bilibili now plays host to a wide suite of propaganda produced by CCTV or the Chinese Department of Propaganda. In 2015, the Communist Youth League of China also began to hold regular courses on the site aimed at promoting patriotism among young people.

But how effective is it?

Just how successful these strategies have been is still not entirely clear. While the “Xi Jinping thought” app has captured the imagination of many outside China, party members who have been encouraged – in some cases requested – to download the app seem less than enthusiastic.

And some of these new propaganda efforts have backfired and attracted cynical responses online, even ridicule.

But judging by the many comments viewers have left on the B site, it seems fair to conclude that some of the tactics have had the intended effect of endearing the party and its leaders to the young and impressionable.

This is a reminder of how naïve it is to assume that technologies are inherently democratising, and that digital disruption is likely to spell the end of communism in China. Such assumptions still permeate most Western media stories about the Communist Party’s new propaganda strategies, but this is clearly not the case.

As the party’s propaganda strategies become more nuanced and sophisticated, so should our frameworks for understanding them.The Conversation

The pro-coal ‘Monash Forum’ may do little but blacken the name of a revered Australian

The coal industry has a new voice in parliament, in the form of the so-called Monash Forum – an informal government faction featuring former prime minister Tony Abbott and backbench energy committee chair Craig Kelly.

The group, which also reportedly contains former deputy prime minister Barnaby Joyce alongside as many as 11 of his Nationals colleagues, is agitating for the government to go beyond its current energy policy and build a taxpayer-funded coal power station.

As several commentators have pointed out, the move is a calculated push by the usual backbench suspects to put pressure on Prime Minister Malcolm Turnbull, two weeks ahead of crucial talks with state and territory leaders over the design of the National Energy Guarantee (NEG).

Perversely, the Monash Forum’s members want the NEG to prove its “technology neutral” credentials by including coal as well as renewables. And let’s not forget that the NEG policy was cooked up when it became clear that Chief Scientist Alan Finkel’s Clean Energy Target was unpalatable to Coalition MPs (but not economists).

What’s in a name?

In choosing to form a group like this, opponents of action on climate change are trying to give themselves gravitas, in three possible ways.

First and foremost, they are aiming for the “halo effect” of taking a known public figure and claiming some of his (and it’s usually a he) intellectual cachet. First and foremost here are groups named after scientific figures.

In 2000, a group of climate deniers, including the late Ray Evans and former Labor finance minister Peter Walsh, set up the grandly named Lavoisier Group to undermine progress towards Australian ratification of the Kyoto Protocol and a domestic emissions trading scheme. Economist John Quiggin probably said it best when he wrote that the group was “devoted to the proposition that basic principles of physics discovered by, among others, the famous French scientist Antoine Lavoisier, cease to apply when they come into conflict with the interests of the Australian coal industry”.

Then in 2011, opponents of Julia Gillard’s carbon pricing scheme created the Galileo Movement – casting themselves, like their Renaissance namesake, as heroic dissidents to an unthinking orthodoxy.

The second aim is to create a name that implies a stolid, no-nonsense approach to policy. One example is the now defunct Tasman Institute, which was an influential voice against climate action and in favour of electricity privatisation in the 1990s.

The third tactic takes this approach a step further, by creating a name that sounds impartial or even pro-environmental, thus obfuscating the group’s true intent, which is to stymie climate policy. Previous examples include the Australian Industry Greenhouse Network, the Global Climate Coalition, the Australian Climate Science Coalition, and the Australian Environment Foundation, launched in 2005 to the chagrin of the existing Australian Conservation Foundation.

The Monash Forum – with its implied connotations of nation-building and high-minded political debate – is perhaps trying to achieve all three of these goals, this time from within parliament itself rather than the surrounding policy development bubble.

Monash on the march

For the younger readers among us, John Monash was arguably Australia’s most revered soldier, described by British war historian AJP Taylor as “the only general of creative originality produced by the First World War”.

The Monash Forum’s founders also hark back to his role in helping kick-start the exploitation of Victoria’s enormous brown coal reserves in the 1920s.

But the Returned and Services League is not impressed that this former serviceman has been pressed into political service, declaring that “Monash’s name is sacrosanct and should be above this form of political posturing”.

What’s more, the name is bound to create confusion over whether it is affiliated in some way with Monash University (it isn’t), and there will doubtless be some unhappy faces at the Economic Society of Australia’s ESA Monash Forum (which is).

Will coal really make a comeback?

In seeking to deliver new coal-fired power stations, the new Monash Forum is attempting to mine a seam that has already been extensively excavated.

The Minerals Council of Australia, which [merged with the Australian Coal Association in 2013], has been trying for years to kickstart public support for coal. Who could forget the “Australians for Coal” and “Little Black Rock” campaigns, or last year’s “Coal: Making the future possible”?

But the council’s latest energy and climate policy statement refers to coal only once, prompting headlines that it has gone cold on coal. BHP has considered quitting the council over its pugnacious stance, while Rio Tinto is selling off Australian coal assets. The mining lobby may soon have to recalibrate its priorities – lithium, anyone?

The problem for coal’s proponents is that most Australians are keen to see the back of it. The promised global wave of “High Efficiency, Low Emission” coal plants has failed to materialise. And stunts such as Treasurer Scott Morrison waving a lump of coal in parliament are derided by a public who are far more energised by the prospect of renewables.

When he was prime minister, Abbott tried to sabotage investment in large-scale renewables so as to keep the way clear for fossil fuels. But tellingly, he left subsidies for rooftop solar panels largely untouched, presumably realising that voters saw renewable energy as sensible and viable, on a small scale at least.

The problem for advocates of renewables, and climate action more broadly, is that winning slowly on climate change is the same as losing, as Bill McKibben noted last year.

The ConversationPerhaps that is the ultimate aim of the Monash Forum and those who share its goals. Renewable energy may win in the end, but it will win slowly enough that coal can earn one last payday.

Why this generation of teens is more likely to care about gun violence

When 17 people were killed at Marjory Stoneman Douglas High School in Parkland, Florida, it was just the latest in a tragic list of mass shootings, many of them at schools.

Then something different happened: Teens began to speak out. The Stoneman Douglas students held a press conference appealing for gun control. Teens in Washington, D.C., organized a protest in front of the White House, with 17 lying on the ground to symbolize the lives lost. More protests organized by teens are planned for the coming months.

Teens weren’t marching in the streets calling for gun control after the Columbine High School massacre in 1999. So why are today’s teens and young adults – whom I’ve dubbed “iGen” in my recent book on this generation – speaking out and taking action?

With mass shootings piling up one after another, this is a unique historical moment. But research shows that iGen is also a unique generation – one that may be especially sensitive to gun violence.

Keep me safe

People usually don’t think of teenagers as risk-averse. But for iGen, it’s been a central tenant of their upbringing and outlook.

During their childhoods, they experienced the rise of the helicopter parent, anti-bullying campaigns and, in some cases, being forced to ride in car seats until age 12.

Their behavior has followed suit. For my book, I conducted analyses of large, multi-decade surveys. I found that today’s teens are less likely to get into physical fights and less likely to get into car accidents than teens just 10 years ago. They’re less likely to say they like doing dangerous things and aren’t as interested in taking risks. Meanwhile, since 2000, rates of teen binge drinking have fallen by half.

With the culture so focused on keeping children safe, many teens seem incredulous that extreme forms of violence against kids can still happen – and yet so many adults are unwilling to address the issue.

“We call on our national and state legislatures to finally act responsibly and reduce the number of these tragic incidents,” said Eleanor Nuechterlein and Whitney Bowen, the teen organizers of the D.C. lie-in. “It’s essential that we all feel safe in our classrooms.”

Treated with kid gloves

In a recent analysis of survey data from 8 million teens since the 1970s, I also found that today’s teens tend to delay a number of “adult” milestones. They’re less likely than their predecessors to have a driver’s license, go out without their parents, date, have sex, and drink alcohol by age 18.

This could mean that, compared to previous generations, they’re more likely to think of themselves as children well into their teen years.

As 17-year-old Stoneman Douglas High School student David Hogg put it, “We’re children. You guys are the adults. You need to take some action.”

Furthermore, as this generation has matured, they’ve witnessed stricter age regulations for young people on everything from buying cigarettes (with the age minimum raised to 21 in several states) to driving (with graduated driving laws).

Politicians and parents have been eager to regulate what young people can and can’t do. And that’s one reason some of the survivors find it difficult to understand why gun purchases aren’t as regulated.

“If people can’t purchase marijuana or alcohol at the age of 18, why should they be given access to guns?” asked Stoneman Douglas High School junior Lyliah Skinner.

She has a point: The shooter, Nikolas Cruz, is 19. Under Florida’s laws, he could legally possess a firearm at age 18. But – because he’s under 21 – he couldn’t buy alcohol.

Libertarianism – with limits

At the same time, iGen teens – like their millennial predecessors – are highly individualistic. They believe the rights of the individual should trump traditional social rules. For example, I found that they’re more supportive of same-sex marriage and legalized marijuana than previous generations were at the same age.

Their political beliefs tend to lean toward libertarianism, a philosophy that favors individual rights over government regulations, including gun regulation. Sure enough, support for protecting gun rights increased among millennials and iGen between 2007 and 2016.

But even a libertarian ideologue would never argue that individual freedom extends to killing others. So perhaps today’s teens are realizing that one person’s loosely regulated gun rights can lead to another person’s death – or the death of 17 of their teachers and classmates.

The teens’ demands could be seen as walking this line: They’re not asking for wholesale prohibitions on all guns. Instead, they’re hoping for reforms supported by most Americans such as restricting the sale of assault weapons and more stringent background checks.

In the wake of the Stoneman Douglas High School shooting, the teens’ approach to activism – peaceful protest, a focus on safety and calls for incremental gun regulation – are fitting for this generation.

Public investment in electricity generation – a hot-button issue in Queensland?

One of the most striking features of the Queensland election campaign is that all major parties are advocating public investment in electricity generation.

The real choice to be made is whether this investment will promote the goal of a decarbonised energy system, or whether it will seek to delay this transition and prolong Australia’s reliance on coal-fired electricity.

Labor and the Greens are advocating public investment in renewables, while the LNP and One Nation want a new coal-fired power station.

This choice, in turn, depends on attitudes to mainstream climate science. If the findings of mainstream science are accepted, a complete phase-out of coal-fired power, and its replacement by renewables, must take place over the next couple of decades. This implies a target of 50% renewables by around 2030.

The Queensland Renewable Energy Expert Panel modelled the achievement of a 50% renewables share for Queensland. The Expert Panel identified economic benefits of a renewable investment program including an average gain of 6,400 jobs.

Queensland has retained publicly owned electricity generators, primarily focused on coal-fired power. It would make sense for the public to diversify more into renewables.

Where the parties stand

At its recent conference, Labor committed to continued public ownership in the electricity sector and a 50% renewables target by 2030. The conference motion proposed a publicly owned energy corporation committed to protecting customers’ interests and building at least 1000 MW of clean energy.

The Greens propose more comprehensive public ownership with investment of $15 billion over the next 5 years to build publicly-owned clean energy and storage, estimated to create 5,500 jobs every year. The Labor-Green emphasis on renewables is consistent with the movement of the global mainstream.

Last week, at the UN Climate Conference in Bonn, 19 nations including the UK, New Zealand and Canada joined the Powering Past Coal Alliance, pledged to phase out coal-fired power altogether.

In sharp contrast, One Nation’s policy is based on the claim that climate change is a hoax, promoted by the United Nations as part of its sinister Agenda 21 policy, which, according to the One Nation platform, seeks to control you and your life .

This position is, at least, internally consistent. The willingness of conservative, liberal and labour governments around the world to sign up to a common climate change policy is seen by One Nation as evidence that the UN is making progress towards its goal of world domination.

The LNP takes a more ambivalent position. While backing coal and opposing renewables, its Queensland state conference narrowly rejected a motion calling on Australia to withdraw from its Paris commitments to reduce greenhouse gas emissions.

‘HELE’ of a big gamble

The key idea used to reconcile these contradiction is the idea that we can meet our commitments using “high efficiency, low emissions” (HELE) coal-fired power stations.

HELE power stations rely on the process of ultra-supercritical generation. That sounds impressive, but the reality is more prosaic. The term supercritical refers to the fact that at high temperatures and pressures, fluids are neither liquids (in this case, water) nor gases (steam) but display characteristics of both. Supercritical boilers are 10-20% more efficient than subcritical boilers.

The first supercritical boiler was invented in the 1920s. The technology was fully commercialised by the 1990s. Coal-fired power stations built in Queensland since 2000 operate on supercritical technology.

‘Ultra-supercritical’ plants, first installed around 2000, operate at even higher temperatures and pressures, but the additional increase in efficiency is limited, by the physics of the Carnot cycle, to between 10 and 15 per cent. The HELE acronym is misleading: emissions are lower than those of 20th century plants, but higher than any other generation technology.

So, the moment any substantial carbon price is imposed the proposed power plant will cease to be financially viable and will become a stranded asset. Investment in such a project is a bet that all the world’s scientists and every other government in the developed world have got things wrong or, alternatively, that Australia can go it alone on this issue.

It’s hard to see any financial institution taking a risk like this. Given the warnings already issued by regulators about the dangers of investing in stranded assets, a loan that goes bad will leave the lender open to litigation and regulatory sanctions. Will banks be willing to lend the necessary billion dollars or so on such collateral.

The ConversationShould the LNP gain office, then, their policy will face a critical test. Even with a substantial public investment, will any private firm be willing to take an equity stake in what looks certain to become a stranded asset? If not, will the Queensland public be forced to bear the entire risk?

Government crackdown on missionary presence could get worse


The Kazakh government continues to put pressure on foreign missionaries attempting to obtain visas to stay in the country. The Kazakh church is prepared for matters to get worse, reports MNN.

"Foreign involvement for the purpose of missionary work in Kazakhstan becomes increasingly difficult to happen," confirms Eric Mock, vice president of Ministry Operations for Slavic Gospel Association.

Norwegian news network Forum 18 conveys a number of instances in which the Kazakh government has denied visas to foreign missionaries of various minority faiths. A missionary visa, as it is, lasts only 180 days and cannot be renewed.

Mock says there is some fear that the visas will become even more restrictive. According to Forum 18, the Nur Otan Party has even created a document calling for further crackdown on "non-traditional faiths." Forum 18 quotes a report as saying, "The Nur Otan Party should devote special attention to the activity of non-traditional religious movements of destructive character. The destructive impact of such movements is very great."

With clear contempt toward the presence of evangelical Christian missionaries as well as missionaries for other minority faiths, the church as well as ministries like SGA need to prepare for any change. "[We need to] be sure that we do not assume that the world that we minister in today is the same that we minister in tomorrow," says Mock.

Whether or not missionary presence is increasingly restricted does not directly affect SGA, since their ministry mainly focuses on helping nationals. Still, won’t a crackdown harm the church? Mock says not as much as you might think.

"There is one thing that I saw [in Kazakhstan] that mostly encouraged my heart," explains Mock. "I saw a group of ethnic Kazakh young men who God has raised up with a passion to reach their own people. I had not really seen that in the past; it [had been] more of a Russian Baptist influence, but now I’m seeing Kazakh Baptist."

As long as changes don’t happen too abruptly, Mock says he believes the church will be able to handle any blows headed their way. The energy generated by young church leaders could be just what the Kazakh church needs to become self-sustaining. "With this new generation coming up, I think even with law changes, God has raised up this younger generation to make a profound impact for the sake of the Gospel."

If laws are passed too quickly or even just gradually, their effects will still of course be evident in the church. Mock says the best thing that we can do for them now is to pray. "There is nothing more important than praying for the believers in Kazakhstan to be passionate in reaching their own people, and to see more churches planted with that same commitment to advance the Gospel."

EU Visit to Orissa, India Triggers Barrage of Accusations


Hindu nationalists protest delegation as Christians cite injustices.

NEW DELHI, February 8 (CDN) — A delegation from the European Union concluded a “fruitful” trip to India’s violence-torn Orissa state on Friday (Feb. 5) amid a swirl of protests by Hindu nationalist groups and cries of injustice by Christians.

The delegation was able to hold “open and frank” discussions with Kandhamal officials on the visit, said Gabriele Annis of the Embassy of Italy.

“We had a very good meeting with the Kandhamal district administration,” Annis told reporters. “It is fruitful. We had open and frank discussion. It helped us in understanding the situation and understanding happenings over the past 15 months.”

The delegation was led by Christophe Manet, head of Political Affairs of the European Commission delegation to India and consisted of members from Spain, Hungary, Poland, Ireland, Italy, Netherlands, the United Kingdom, Finland and Sweden. A delegation from five European countries had visited Orissa earlier in November 2009, but the government of Orissa denied them permission to visit Kandhamal district, where Christians say they continue to be threatened and destitute.

Archbishop Raphael Cheenath said on Saturday (Feb. 6) that despite the claims of the state and district administrations, life for the Christian victims of violence in August-September 2008 remains far from normal: thousands still live in makeshift shanties along roadsides and in forests, he said, and local officials and police harass them daily.

“The block officers have been playing with the facts, indulging in corrupt practices and cosmetic exercises whenever political and other dignitaries come to visit or inspect,” the archbishop said in a statement. “Innocent people are coerced into giving a false picture. The chief minister must investigate the role and functioning of the entire district administration . . . It is strange that officers in whose presence the violence took place and thousands of houses were burnt are still in office and are declaring that there is peace in the district.”

Following attacks in the area after Hindu extremists stirred up mobs by falsely accusing Christians of killing Hindu leader Swami Laxmanananda Saraswati on Aug. 23, 2008, more than 10,000 families were displaced from their homes by the violence. Since then, Cheenath said, an estimated 1,200 families have left the area. Between 200 and 300 families reside in private displacement camps in the district, and more than 4,400 families still live in tents, makeshift shelters or the remnants of their damaged houses, he said.

The number of attack victims who have received financial assistance from the government, churches or Non-Governmental Organizations (NGOs) is unknown, but is estimated at 1,100 families, Cheenath added.

He criticized Prime Minister Manmohan Singh and the Chief Minister of Orissa Naveen Patnaik saying, “Both of them had promised to provide adequate compensation for the damages caused during the 2008 communal violence. But the victims have not been adequately compensated.”

Cheenath said the state government had decided not to compensate any riot-affected religious institutions even though India’s Supreme Court had directed the government to compensate them for all damages.

“This is a national calamity and demands a special package for the affected people, which should include land, income generation, education and healthcare,” the archbishop said.

Extremist Makeover

Prior to the visit, Christian leaders expressed their shock at Kandhamal district authorities attempting a cosmetic makeover by evacuating nearly 100 Christians from G. Udayagiri.

In letters to the EU delegation, the state government and national human rights and minorities commissions, Dr. John Dayal of the All India Christian Council narrated the plight of the 91 members of 21 families from 11 villages who were living under plastic sheets along a road in the marketplace area of G. Udayagiri.

Dayal said the group included 11 married women, three widows, an elderly man with a fractured hip and thigh, and two infants born in the camp. They had faced almost daily threats, he said, as they had not been allowed to return to their villages unless they renounced their faith and became Hindus.

Soon after the decision to allow the EU delegation, the water supply to the makeshift site was cut off and police and civil officers drove away the residents, who had only plastic sheets to protect them from the cold, he said. The refugees said officers later gave them permission to come back at night but to keep the area clear.

“The families are in G. Udayagiri, they have moved in front of the road, and they are in a very bad state,” the Rev. Samant Nayak of G. Udayagiri told Compass. “They are literally on the road.”

He said that approximately 55 families were living in G. Udayagiri, where they had been given land, and a Christian NGO was helping to construct houses for them.

The Press Trust of India reported that Orissa officials were nervous about last week’s delegation visiting Kandhamal but finally gave permission under pressure from the central government. State officials finally allowed the visit with the pre-condition that the delegation would be allowed only to interact with people and not engage in fact-finding, according to a senior official in Orissa’s home department.

The Kandhamal district collector, Krishna Kumar, told Compass that all went well and “no untoward incidents took place,” but sources reported at least one minor disturbance in Bodimunda village. On Wednesday (Feb. 3), one house was reportedly damaged there in a scuffle that also resulted in two arrests by the local police.

During their Kandhamal visit, the EU delegation was reportedly forced to cancel a meeting with judges of Fast Track courts established in Phulbani, in Kandhamal district, to prosecute hundreds of those accused in the 2008 violence, due to protests from the local lawyers’ association.

Kumar, however, pointed out that the lawyers’ protest was secondary to the lack of clearance from the High court for the meeting with the judges. “The same was not informed to us prior to the visit,” he added.

Justice Denied

The anti-Christian violence in August-September 2008 killed over 100 people and burned 4,640 houses, 252 churches and 13 educational institutions. Archbishop Cheenath said justice is critical to long term peace.

“The two Fast Track courts, and the court premises, have seen a travesty of justice,” he said in the Feb. 6 statement. “Witnesses are being coerced, threatened, cajoled and sought to be bribed by murderers and arsonists facing trial. The court premises are full of top activists of fundamentalist organizations. The witnesses are also threatened in their homes with elimination, and even their distant relatives are being coerced specially in the murder and arson cases against Member of Legislative Assembly [MLA] Manoj Pradhan.”

Though some witnesses have testified on Pradhan’s alleged involvement in crimes in depositions, he has been acquitted in case after case, the archbishop added.

“We are demanding a special investigation team to investigate every case of murder and arson,” he said. “Similarly, there is also need for transferring the cases against politically powerful persons such as Pradhan to outside Kandhamal, preferably to Cuttack or Bhubaneswar.”

Cheenath said victims have filed 3,232 complaints at Kandhamal police stations, but officers registered only 832 cases. As many as 341 cases were in the G. Udayagiri area alone, 98 in Tikabali and 90 in Raikia, he said.

“Even out of this small number [in G. Udayagiri], only 123 cases were transferred to the two Fast Track courts,” he said. “So far, 71 cases have been tried in the two courts, and 63 cases have been disposed of. Of these, conviction occurred only in 25 cases, and even that is partial as most of the accused have not been arrested or brought to trial.”

Only 89 persons have been convicted so far in Orissa state, while 251 have been acquitted, supposedly for lack of witnesses against them, he said.

“Among them is Manoj Pradhan,” Cheenath said. “It is strange that in the case of 10 deaths by murder, nine cases have been closed without anybody being convicted, while there has been partial conviction in the case of one death. Who will bring justice in the case of the nine murder cases?”

The archbishop demanded that independent lawyers be allowed to assist overworked special public prosecutors.

Hindu Nationalist Protests

Protesting the delegation visit was the Vishwa Hindu Parishad (VHP) and other Hindu nationalist organizations. VHP State General Secretary Gouri Prasad Brahma had lamented on Jan. 31 that the visit would trigger tension and demanded their immediate withdrawal.

“There is no business of the outsiders in the internal matter of the state,” he said.

The delegation also faced the ire of the Hindu extremist Bajrang Dal on the day of its arrival in Bhubaneswar, capital of Orissa, on Tuesday (Feb. 2). Hundreds of its cadres met the delegation at the airport shouting loudly, “EU team, go back.”

Five Bajrang Dal members were detained for creating trouble, Deputy Commissioner of Police H.K. Lal told media on Wednesday (Feb. 3).

After the delegation had left, the Orissa Bharatiya Janata Party (BJP) heavily criticized the central and the state governments, with BJP state President, Jual Oram telling a press conference that the state had allowed the visit to “divide people on communal lines.” He said that the delegation had not met any Hindu leader during their visit to Kandhamal, which “exposed their communal agenda.”

Oram accused the delegation of violating protocol in trying to meet the judges of fast-track courts in Kandhamal, saying this “amounted to interference into internal affairs of a sovereign independent member state under the U.N.”

At the same press conference, BJP MLA Karendra Majhi said that allowing the visit was an attempt by the chief minister to win back the confidence of minority Christians. He alleged that the delegation had held secret meetings in a Catholic church at Phulbani with church leaders and select NGOs to facilitate conversions to Christianity.

“I have every reason to believe that the promised assistance of 15 million euros to Kandhamal by the EU delegation will be utilized for conversion activities,” Majhi said.

Why Bhutan’s Royalists Fear Christianity


Social, political factors behind country’s reluctance to allow Christianity to grow

THIMPHU, Bhutan, February 1 (CDN) — Bars, pubs and discos have become legal in Bhutan – a cause of concern for the older generation – but construction of worship buildings other than Buddhist or Hindu temples is still prohibited.

The prohibition remains in force even though Christians abide by Bhutan’s codes of conduct, speaking the Dzongkha language as well as the Nepali language at church gatherings, and wearing the national dress.

The National Assembly of Bhutan banned the practice of non-Buddhist and non-Hindu religions through edicts in 1969 and in 1979. But Christians do meet for Sunday worship, with attendance of more than 100 Christians in an underground church not unusual.

Why are Christians seen as a greater threat to the culture of the nation than the “democracy disco culture,” as one government official described the emerging subculture among the Bhutanese youth? It is believed that Christianity will create religious tensions in the country.

“There are reasons why Christianity is not being tolerated in the country,” said a former high government official who requested anonymity. “Look at the communal tensions in India and Nepal. Christianity can divide the Bhutanese society as well.”

He mentioned two incidents that appeared in the Bhutanese press last year, one in which 13 Christians allegedly hanged a woman they had accused of being a witch, and a suicide by a Hindu man who reportedly left a note saying his Christian wife and children were pressuring him to convert.

Christians here said these were isolated incidents that they strongly condemned.

“A majority of believers in Bhutan are not educated and are from lower economic backgrounds,” said the pastor of an underground church. “When open preaching is not allowed, this is what happens.”

Sound Christian teaching remains lacking, he said. There is a tremendous need for good Christian teaching and general education among the Christians in Bhutan, said the pastor.

“But little can be done given the restrictions we face here.”

Christians are only allowed to pray if someone is sick among their acquaintances, he added.

The government also fears that Christianity could cause societal tensions because of the general misconception that Christians lure others to the faith with money; converts are viewed with suspicion, said a government official on condition of anonymity.

“There should be one religion in one nation,” said the official, adding that religious freedom should be allowed only after educating people.

Threat from Within

Bhutanese officials are no strangers to religious conflict.

“You must also understand that the kind of Buddhism practiced in Bhutan is a minority sect within the two Buddhist divisions,” said the former government official.

A majority of Buddhists in Bhutan practice Vajrayāna Buddhism, also known as Tantric Buddhism, and belong to the larger Mahayana sect, one of the two major divisions of the religion along with the Theravada sect.

Theravada Buddhism has a widespread following in Sri Lanka and Southeast Asian countries, including Burma, Thailand, Laos and Cambodia. Mahayana is practiced in a few East Asian countries, including Japan.

Unlike Theravada, which is more individualistic in its motivation, Mahayana Buddhism involves an aspiration to achieve enlightenment not only for one’s own sake, but for the sake of all “sentient” beings.

“There is a perceived threat to the Buddhist sect in Bhutan from the more powerful Theravada division,” said the source, without divulging more about the clash within Buddhism. “In such a scenario, how can you expect the government to willingly open doors to Christianity, which too is a threat?”

Of Bhutan’s more than 670,000 people, Christians are estimated to range in number between 3,000 and 6,000. Around 75 percent of the people practice Buddhism, and roughly 22 percent are Hindus, mostly of Nepali origin.

Monarchy and Buddhism

Religion is so closely linked to the monarchy in Bhutan that one cannot exist without the other.

The national flag of Bhutan, which consists of a white dragon over a yellow and orange background, also has religion in it. While the yellow half represents civil and political powers of the King, the orange signifies monastic traditions of Buddha’s teachings.

The religious link is protected in the new constitution, which was adopted in March 2008. Article 2 notes that the dual powers of religion and politics shall be unified in the person of the king, “who, as a Buddhist, shall be the upholder of the Chhoe-sid,” the traditional dual system of governance characterized by the sharing of power between the religious and political heads of the country.

Given that the king embodies religious and political authority, the common people worship him.

Additionally, Buddhism is woven into the national fabric. Bhutan is the only country in the world that employs a “Gross National Happiness” (GNH) equation to measure its people’s level of happiness, and the GNH assumes that all citizens are Buddhist. Respondents to the GNH survey are asked questions concerning “spiritual activities like meditation and prayers, and consideration of karmic effects in daily life.”

The introduction of democracy in Bhutan did not involve disturbing the religious and cultural status quo. While former King Jigme Singye Wangchuck, who served from 1972 to 2006, brought democracy to Bhutan without any demand for it, people believe his intentions were far from transforming the country into a full democracy.

It is believed that the political turmoil in neighboring Nepal partly influenced King Singye Wangchuck’s decision to make the country, at least on paper, a constitutional monarchy after over 100 years of absolute monarchy. A decade-long civil war led by the Communist Party of Nepal-Maoist – which took more than 12,000 lives – is believed to be behind the abolition of the royal parliamentary system and the adoption of a socialist republic in Nepal. In 2006 the then-king of Nepal, Gyanendra, agreed to relinquish sovereign power to the people.

All sources in Bhutan confirmed that the present king, Jigme Khesar Namgyel Wangchuck (selected in 2006 but not crowned until 2008), was still the supreme ruler. Perhaps this is why both the ruling Druk Phuensum Tshogpa (Bhutan Peace and Prosperity) Party and the opposition People’s Democratic Party are royalists.

Pictures of kings of Bhutan are found everywhere in the country – in homes, shops, hotels, underground churches and on street walls. Many large posters with the kings’ pictures carrying the inscription “Kings of our Hearts” can be seen along the streets. Even public buses have “Our Kings Forever” painted on them.

“But you cannot expect things to change overnight,” said the former government official. “It’s not wise to allow development without any bridle. Things are improving slowly.

Added an optimistic source, “Freedom in the real sense of the word and in all spheres is bound to come to Bhutan. It’s just a matter of time.”

Decline of traditional media


Should the threat to traditional media from the internet really be a cause for concern?

The new social media — blogging, Facebook, MySpace, Twitter, and YouTube are current faves — revolutionising the publishing world, for better and worse. Let’s look at both the better and the worse in perspective.

The current tsunami of personal choices in communication is slowly draining the profit from mainstream media. These media traditionally depend on huge audiences who all live in one region and mostly want the same things (the football scores, the crossword, the TV Guide, etc.). But that is all available now on the Internet, all around the world, all the time.

One outcome is a death watch on many newspapers, including famous ones like the Boston Globe. As journalist Paul Gillin noted recently: “The newspaper model scales up very well, but it scales down very badly. It costs a newspaper nearly as much to deliver 25,000 copies as it does to deliver 50,000 copies. Readership has been in decline for 30 years and the decline shows no signs of abating. Meanwhile, new competition has sprung up online with a vastly superior cost structure and an interactive format that appeals to the new generation of readers.”

Traditional electronic media are not doing any better. As James Lewin observes in “Television audience plummeting as viewers move online” (May 19, 2008), mainstream broadcasters “will have to come to terms with YouTube, video podcasts and other Internet media or they’ll face the same fate as newspapers.”

Radio audiences have likewise tanked. Overall, the recent decline of traditional media is remarkable.

Some conservative writers insist that mainstream media’s failure is due to its liberal bias. But conservatives have charged that for decades — to no effect. Another charge is that TV is declining because it is increasingly gross or trivial. True enough, but TV’s popularity was unaffected for decades by its experiments with edgy taste.

Let’s look more closely at the structure of the system to better understand current steep declines. Due to the low cost of modern media technology, no clear distinction now exists between a mainstream medium and a non-mainstream one, based on either number of viewers or production cost. Today, anyone can put up a video at YouTube at virtually no cost. Popular videos get hundreds of thousands of views. Podcasting and videocasting are also cheap. A blog can be started for free, within minutes, at Blogger. It may get 10 viewers or 10,000, depending on the level of popular interest. But the viewers control that, not the providers.

The key change is that the traditional media professional is no longer a gatekeeper who can systematically admit or deny information. Consumers program their own print, TV, or radio, and download what they want to their personal devices. They are their own editors, their own filmmakers, their own disc jockeys.

Does that mean more bias or less? It’s hard to say, given that consumers now manage their own level of bias. So they can hear much more biased news — or much less. And, as Podcasting News observes, “Social media is a global phenomenon happening in all markets regardless of wider economic, social and cultural development.”

Understandably, traditional media professionals, alarmed by these developments, have constructed a doctrine of “localism” and, in some cases, called for government to bail them out. That probably won’t help, just as it wouldn’t have helped if the media professionals had called for a government “bailed out” of newspapers when they were threatened by radio, or of radio when it was threatened by TV. Video really did (sort of) kill the radio star, but the radio star certainly won’t be revived by government grants.

Still, the news is not all bad. Yes, new media do sometimes kill old media. For example, no one seriously uses pigeon post to send messages today. But few ever thought birdmail was a great system, just the only one available at the time. However, radio did not kill print, and TV did not kill radio. Nor will the Internet kill older media; it will simply change news delivery. Sometimes in a minor way, but sometimes radically.

Media that work, whether radio, TV, newspapers, books, blogs, or any other, thrive when there is a true need. Today’s challenge is to persuade the consumer to look at alternatives to their own programming decisions.
