Buddhist Bhutan Proposes ‘Anti-Conversion’ Law


Already suppressed Christians say bill is designed to control growth.

THIMPHU, Bhutan, July 21 (CDN) — Christians in this Himalayan nation who are still longing to openly practice their faith were disheartened this month when the government proposed the kind of “anti-conversion” law that other nations have used as a pretext for falsely accusing Christians of “coercion.”

The amendment bill would punish “proselytizing” that “uses coercion or other forms of inducement” – vaguely enough worded, Christians fear, that vigilantes could use it to jail them for following the commands of Christ to feed, clothe and otherwise care for the poor.

“Now, under section 463 [of the Penal Code of Bhutan], a defendant shall be guilty of the offense of proselytization if the defendant uses coercion or other forms of inducement to cause the conversion of a person from one religion or faith to another,” reported the government-run Kuensel newspaper on July 9.

“There was always a virtual anti-conversion law in place, but now it is on paper too,” said a senior pastor from Thimphu on condition of anonymity. “Seemingly it is aimed at controlling the growth of Christianity.”

Kuenlay Tshering, a member of Bhutan’s Parliament and the chairperson of its Legislative Council, told Compass that the new section is consonant with Article 7(4) of the Constitution of the Kingdom of Bhutan, which states, “A Bhutanese citizen shall have the right to freedom of thought, conscience and religion. No person shall be compelled to belong to another faith by means of coercion or inducement.”

He said that the National Council had proposed that offenses under the proposal be classified as misdemeanors, punishable by one to less than three years in prison.

Tshering said that the amendment bill “may be passed during the next session of Parliament, after the National Assembly deliberates on it in the winter session.”

Asked if he was aware that similar “anti-conversion” laws in neighboring India had been misused to harass Christians through vague terms of “inducement,” he said he was not.

Authorities usually act on complaints by local residents against Christian workers, so frivolous complaints can lead to their arrest, said another pastor who requested anonymity.

Of the 683,407 people in Bhutan, over 75 percent are Buddhist, mainly from the west and the east. Hindus, mostly ethnic Nepalese from southern Bhutan, are estimated to be around 22 percent of the population.

There are around 6,000 Christians, mostly ethnic Nepalese, but there is neither a church building nor a registered Christian institution. The Bible, however, has been translated into the national language, Dzongkha, as well as into Nepali.

The constitution guarantees freedom of religion, but the government has not officially recognized the presence of Christians, whose practice of faith remains confined to their homes.

The Drukpa Kagyue school of Mahayana Buddhism is the state religion, with Hinduism dominant in the south, according to Bhutan’s official website, which adds, “Some residues of Bon, animism and shamanism still exist in some pockets of the country,” but makes no mention of Christianity.

Still, since Bhutan became a democracy in 2008 after its first-ever elections – following more than 100 years of absolute monarchy – people have increasingly exercised their freedom, including religious choice.

 

‘Why More Religions?’

Home and Culture Minister Lyonpo Minjur Dorji told Compass that Bhutan’s government had “no problems” with Christianity or any other faith.

“But Bhutan is a small country, with a little more than 600,000 people, and a majority of them are Buddhist,” Dorji said. “We have Hindus, also mainly in southern parts. So why do we need more religions?”

Buddhism is closely linked with political and social life in Bhutan. Dorji’s office sits in a gigantic monastery in Thimphu known as Tashichho Dzong. Buddhism unites and brings people together, Dorji said, explaining that the social life of a village revolves around its dzong (monastery).

Dorji said India’s multi-religious society had led to tensions and bloodshed.

“India can survive riots and unrest,” he said, “but Bhutan may not, because it is a small country between two giants [India and China].”

With leaders who have been proud that they have not allowed it to be colonized, Bhutan historically has been keenly concerned about its survival. Bhutan’s people see their distinct culture, rather than the military, as having protected the country’s sovereignty. And it is no coincidence that Dorji’s portfolio includes both internal security and preservation of culture.

The constitution, adopted in July 2008, also requires the state to protect Bhutan’s cultural heritage and declares that Buddhism is the spiritual heritage of Bhutan.

A government official who requested anonymity said that, as Tibet went to China and Sikkim became a state in India, “now which of the two countries will get Bhutan?”

This concern is prevalent among the Bhutanese, he added.

Sikkim, now a state in India’s northeast, was a Buddhist kingdom with indigenous Bhotia and Lepcha people groups as its subjects. But Hindus from Nepal migrated to Sikkim for work and gradually outnumbered the local Buddhists. In 1975, a referendum was held to decide if Sikkim, then India’s protectorate, should become an official state of the country. Since over 75 percent of the people in Sikkim were Nepalese – who knew that democracy would mean majority-rule – they voted for its incorporation
into India.

Bhutan and India’s other smaller neighbors saw it as brazen annexation. And it is believed that Sikkim’s “annexation” made Bhutan wary of the influence of India.

In the 1980s, Bhutan’s king began a one-nation-one-people campaign to protect its sovereignty and cultural integrity, which was discriminatory to the ethnic Nepalese, who protested. Their non-compliance, however, resulted in a harsh crackdown by authorities, leading to the expulsion or voluntary migration of over 100,000 ethnic Nepalese, many of whom were Christians, to the Nepal side of the border in Jhapa in the early 1990s.

“Bhutan did not want to become another Sikkim,” said a local resident, explaining why the government did not tolerate the protests.

Bhutan is also rigorous in implementing its laws related to the use of the national language, the national dress code and the uniform architectural standards throughout the country to strengthen its cultural integrity. Bhutanese men are required to wear the gho, a knee-length robe tied at the waist by a cloth belt, when they go to work or attend a public function. Women have to wear the kira, an ankle-length dress clipped at one shoulder and tied at the waist. Non-compliance can lead to fine
and imprisonment.

 

Brighter Future

One hopeful pastor said he expects the government to officially acknowledge the existence of Christianity in Bhutan in the near future.

“Religious freedom will be good for both Christians and the government,” he said. “If Christians are not officially acknowledged, who will the government go to if it wants to implement an executive decision related to religious communities?”

Explaining the reason for his hope, he recalled an incident in the Punakha area in January, when a house under construction was demolished after rumors that it was used as a church.

“The house owner, a Christian, went to his majesty [King Jigme Khesar Namgyel Wangchuck] and told him he was not constructing a church but would have worship with other believers on Sundays,” the pastor said. “The king allowed him to build the house.”

He also said that a delegation of Christians met with Prime Minister Lyonchen Jigmey Thinley in May 2009, who reassured them that there would be more freedom soon.

Christianity is gradually growing, but through word-of-mouth – testimonies of those who have received healing from sickness – and not public preaching, he said, adding that Christians needed to understand and be patient with the government, “which cannot and should not make changes or give freedom overnight.”

Christians’ Skulls, Bones Used for Buddhist Ritual

The ambiguity in Bhutan over the status of Christians has brought with it a new difficulty: A national daily recently reported that at least eight graves of Christians had been exhumed and the skulls and thigh bones extracted for a Buddhist ritual.

Although the report marked the first time the practice had made the news, Christian leaders said more than 100 graves have been dug up as the trade in human bones has been going on for more than five years.

A local resident of the Lamperi area, near Thimphu, identified as Namgay, told the Bhutan Observer that he found eight graves in a “secret forest graveyard” that had been exhumed by hunters of craniums and thigh bone.

“We saw skulls without craniums and a hand sticking out of a grave,” he was quoted as saying in the daily on May 27.

A human skull garners between 5,000 ngultrum (US$105) and 10,000 ngultrum (US$211) in Bhutan, with men’s skulls considered more valuable. The skull of a man affected by leprosy is not considered ideal for purification. Rather, such skulls are considered best for rituals to subdue evil spirits.

In a visit to the graveyard, the Bhutan Observer found at least eight graves freshly dug up. “Hand gloves, khaddar [a coarse homespun cotton cloth], a currency note, a wooden cross, and a wooden hammer lay scattered all over,” it reported.

The daily said the graveyard apparently belonged to the Christian community in Thimphu and nearby areas.

“Christians in the country say that there should be an official recognition that there are Christians in the country, and other things like burial rights will naturally follow,” the report noted.

A local pastor told Compass that since Christians did not have a burial ground, they buried their dead in forests.

“More than 100 bodies have been dug up, even though we have changed several locations for burial,” he said. “I wonder how the traders in human bones discover these locations. Where do we go now?”

Some local residents reportedly believe that a Christian grave brings bad luck.

Damcho Wangchu, a resident of Thinleygang area, told the daily that the area surrounding the graveyard was holy. He attributed all misfortune in the area – including storms, the death of three students and of four others – to the Christian cemetery.

“We never experienced such misfortunes in our gewog [cluster of villages] before,” he said.

The daily explained that the tradition of use of human skulls and thigh bones in Buddhist rituals was as old as Tantric Buddhism itself. “Thoepai Dagpa is a generic name for the text that illustrates the use and study of quality of skulls,” it reported.

Tantric Buddhism, widespread in Bhutan, involves rituals as a substitute or alternative for the earlier abstract meditations.

An editorial in the same newspaper noted, “Our hunt for the criminal will probably lead us from the unplanned graveyard to the sacred altar.”

Christians Face 1,000 Attacks in 500 Days in Karnataka, India


Investigation concludes Hindu nationalist state government is responsible.

NEW DELHI, March 22 (CDN) — Christians in Karnataka state are under an unprecedented wave of Christian persecution, having faced more than 1,000 attacks in 500 days, according to an independent investigation by a former judge of the Karnataka High Court.

The spate began on Sept. 14, 2008, when at least 12 churches were attacked in one day in Karnataka’s Mangalore city, in Dakshina Kannada district, said Justice Michael Saldanha, former judge of the Karnataka High Court.

“On Jan. 26 – the day we celebrated India’s Republic Day – Karnataka’s 1,000th attack took place in Mysore city,” Saldanha told Compass, saying the figure was based on reports from faith-based organizations.

Saldanha conducted the People’s Tribunal Enquiry into the attacks on Christians in Karnataka on behalf of the People’s Union for Civil Liberties’ Dakshina Kannada district chapter, the Catholic Association of South Kanara (another name for Dakshina Kannada) and the Karnataka Chapter of Transparency International.

“Attacks are taking place every day,” said Saldanha, chairperson of the Karnataka Chapter of Transparency International.

The latest attack took place on Wednesday (March 17), when a mob of around 150 people led by the Hindu extremist Vishwa Hindu Parishad (World Hindu Council or VHP) and its youth wing, Bajrang Dal, stormed the funeral of a 50-year-old Christian identified only as Isaac, reported the Karnataka-based Global Council of Indian Christians (GCIC).

As Pastor Sunder Raj of St. Thomas Church in Gijahalli, near Arsikere in Hassan district, was about to begin the funeral service, the mob pulled the coffin apart and desecrated the cross the relatives of the deceased were carrying. They threw the body into a tractor and dumped it outside, saying his burial would have contaminated Indian soil and his body should be buried in Rome or the United States, added the GCIC.

With police intervention, the funeral took place later the same day.

Blaming the state government for the attacks, Saldanha said the ruling Hindu nationalist Bharatiya Janata Party (BJP) had “outdone Orissa.”

Karnataka Home Minister V.S. Acharya denied the results of the inquiry.

“The allegation of Karnataka having faced 1,000 attacks is absolutely false,” Acharya told Compass. “There is liberty in the state. Sections of the media are trying to hype it, and such claims are politically motivated. Karnataka is the most peaceful state in India, and the people are law-abiding.”

The wave of persecution in Karnataka began as fallout of the anti-Christian mayhem in eastern Orissa state, where Maoists killed a VHP leader on Aug. 23, 2008, with Hindu extremists wrongly accusing Christians. The attacks in Orissa’s Kandhamal district, the epicenter of the bloodbath, killed more than 100 people and burned 4,640 houses, 252 churches and 13 educational institutions.

Violent attacks have stopped in Orissa, but Karnataka continues to burn.

In addition to the attacks, numerous Christians also have faced false charges of fraudulent or forced conversions throughout Karnataka.

“I have been to many police stations where complaints of [forced] conversions have been lodged against Christians, and when I asked the police why they were acting on frivolous complaints, most of them told me that they had orders from above,” he said.

In his report, he notes that Christians “are dragged to the police station under false allegations, immediately locked up, beaten up and denied bail by the lower judiciary, which functions as the loyal partner of the police department and refuses bail on the grounds that ‘the police have objected.’”

The report says 468 Christian workers in rural areas had been targeted with such actions since September 2008.

“Numerous others have been threatened and beaten up,” the report states. “The police are totally out of control, with the lower judiciary having abdicated its constitutional obligation of safeguarding the citizens’ rights particularly from a tyrannical state machinery, while the state government proclaims that everything is peaceful.”

Chief Minister Bookanakere Siddalingappa Yeddyurappa and Home Minister Acharya are from the Rashtriya Swayamsevak Sangh (Hindu nationalist conglomerate or the RSS), believed to be the parent organization of the BJP, Saldanha pointed out.

He also said that although the attacks on Christians had turned public sentiment against the BJP in Karnataka, the party seemed to care little as both opposition parties, the Congress Party and the regional Janata Dal-Secular (JD-S) party, were “in shambles” in the state.

In May 2009 the BJP lost general (national) elections, and since then sections of the party are in desperation, he said, adding, “Perhaps this is one of the reasons why attacks continue to happen in Karnataka.”

Saldanha said the state government was controlling media coverage of the attacks by “monetary appeasement.”

“The citizens are told that the situation is happy and under control, principally because the greater part of the media is being fed or appeased with massive publicity advertisements which have cost the state exchequer over 400 million rupees [US$8.8 million], most of the money clandestinely billed to the various Government Corporations and Public bodies,” Saldanha states in the introduction to his yet unpublished report.

The BJP came to sole power in Karnataka in May 2008. Prior to that, it ruled in alliance with the JD-S party for 20 months.

There are a little more than 1 million Christians in Karnataka, where the total population is over 52 million.

Christians Accused of Desecrating Quran Freed in Pakistan


Country’s notorious ‘blasphemy’ law used against innocent father, daughter.

LAHORE, Pakistan, December 16 (CDN) — A Christian in Faisalabad district and his 20-year-old daughter were released on Monday (Dec. 14) after 14 grueling months in jail on false charges of blaspheming the Quran.

Khalil Tahir, attorney for Gulsher Masih and his daughter Ashyana Gulsher (known as Sandal), said the case was typical of the way Pakistan’s blasphemy laws can be used to harass innocent Christians.

“Christians are the soft targets, and most of the people implicated in these inhumane laws are Christians,” Tahir said. “We Christians are fighting for the same, noble goal – to provide justice to the victims of blasphemy laws.”

Masih said that inmates beat him at least five times since he was arrested on Oct. 23, 2008. His daughter was arrested two weeks earlier, on Oct. 10.

“These long 14 months seemed like ages,” Masih told Compass. “There was one inmate, Ghulam Fareed, a rich man, who always harassed me, trying to coerce me to convert to Islam by saying he would make me rich and would send me abroad.”

Fareed, who also promised high quality education for Masih’s children, joined with Islamic extremists jailed for terrorist acts to beat him in an effort to force him to “come into the fold of Islam,” Masih said. While in jail, he said, his wife told him that their daughter had been beaten several times by the superintendent of police.

Masih and his daughter were charged under Section 295-B of the Pakistan Penal Code for blaspheming the Quran. Before charges were filed in October 2008, Masih said an initial incident occurred on Aug. 25, when Ashyana Gulsher found some burned pages of the Quran in a garbage dump outside their community of Chak No. 57, Chak Jhumra in the district of Faisalabad.

Masih said she handed the charred pages to a woman, Lubana Taj, saying, “These are the holy page of your Quran and I found them in the garbage, so you take it.”

There were still some pages left, which she gave to their neighbor, Khalida Rafiq, who burned them, he said.

“She had borrowed wheat from us a few weeks ago, and when my wife demanded it back, Khalida Rafiq said that we had burned pages of the Quran and was now accusing us of taking wheat,” Masih said. “Some other women of the village also accused my children of making paper airplanes of the pages of the Quran.”

The escalating conflict was defused with the help of other neighbors who knew the truth, he said, and local Muslim cleric Amam Hafiz Muhammad Ali also intervened, saying Masih’s daughter had done a good deed and questioning why the neighbor women were repaying her with evil.

“We thought that the matter was buried, but it arose again on Oct. 7, 2008,” Masih said. On that day 20-year-old Muhammad Qasim went throughout the village on bicycle exclaiming that Christians had burned the Quran, Masih said. Upon hearing this, village landlord Rana Sarwar called Masih and told him that his children had burned the Quran and had used pages to make paper airplanes.

“I told them that I was working in Asghar Christian Colony and never knew about the incident, and the son who had been accused of blasphemy had gone to school,” Masih said.

His accusers were unmoved, he said.

“In the evening when I was returning home, I heard announcements from several mosques that Christians had burned the Quran,” he said. “After hearing the announcement, people began pouring in. These announcements were made by Tariq son of Hafeez, Maqbool son of Hafeez and Maulana Tawaseel Bajwa.”

When Masih called emergency police, they arrested him and sent him to the Jhumra police station, Faisalabad.

“The police asked me where my children were, and when I told them that the children were in the village, the police went back to arrest them,” he said. “Rana Sarwar, Wajid Khan and Rana Naeem Khan came into the police station and argued that my children had blasphemed, so why was I the one being beaten? I told Rana Sarwar in front of the police that if my children have done this, then I was ready to bear consequences.”

Police told them that the crowd outside wanted to hang him and that this was why they had arrested him. Masih said that the next day Deputy Superintendent of Police (DSP) Yousuf Zai came and asked him why he had committed blasphemy.

“Rana Sarwar then told the DSP that it was all a political ploy, and that I had been implicated in the case for voting for the opposition party,” he said. “If that day those Christian Members of Parliamentary Assembly had spoken up, then the police complaint wouldn’t have been registered against me.”

Masih added that the station house officer felt that he was innocent but had become legally entangled due to lack of support from the community. Masih said that the next day, Oct. 8, a few Muslims gave conflicting statements against him when charges were filed.

“One said he saw me burning the pages of the Quran at 10 a.m., the other said that he saw me burning the pages at 12 p.m. and still another said that he saw me burning the pages of the Quran at 2 p.m.,” he said. “When I was sent in jail, the investigation office swore that I was innocent.”

In a further contradiction, the complainants accused him of cutting up pages of the Quran and tossing them in the air, not burning them, Tahir said.

The complainant in the case was Mohammad Farooq Alam, and other prosecution witnesses named were Mohammad Maqbool Ahmad and Mohammad Akber, according to Tahir.

Masih said that initially he appeared before Judge Zulfikar Lon, but that whenever a judge asked for witnesses, he was transferred.

“In this manner eight months passed, and then Judge Raja Mohammad Ghazanfar came” and refused to be transferred, Masih said.

After Tahir’s cross-examination of witnesses, Ghazanfar dropped all charges and ordered their release.

“During cross examination, I proved that the whole case was concocted, frivolous, fake and that the charges against the accused Christian brother were unfounded,” Tahir said.

Tahir said that he had provided only legal assistance to the victims, with Johnson Michael, chairman of the Bishop John Joseph Shaheed Trust, providing paralegal assistance. An MPA in the Punjab Parliament, Tahir is the body’s secretary for Human Rights and Minority Affairs and also serves as executive director of advocacy group Action Against Discriminatory Laws Trust Pakistan.

TURKEY: ANCIENT MONASTERY THREATENED


Muslims’ legal action against 1,600-year-old structure called ‘malicious.’

ISTANBUL, January 22 (Compass Direct News) – Syriac Christians in southeastern Turkey say a land dispute over the historic Mor Gabriel Monastery is part of a larger system of discrimination against the religious minority in this overwhelmingly Islamic country.

Muslim residents of southeastern Turkey dispute the boundary lines of an ancient Christian monastery dating to the fourth century as being unnecessarily large for the needs of a religious community. Islamic village leaders from Yayvantepe, Eglence and Candarli are attempting to confiscate one-third of the monastery’s property, claiming it was wrongfully appropriated and that they need it for their livestock.

Area Muslims also say the land in question is forest and thereby registered as land belonging to the State Treasury.

“Our land is being occupied by the monastery,” said Ismail Erlal, village leader of Yayvantepe, according to Cihan News Agency. “We make use of the forest there and pasture our animals; we won’t give up our rights.”

Among the most contentious issues are the monastery walls built around its perimeter, rebuilt 15 years ago. Village leaders complain in a lawsuit to obtain the land that the monastery has gone beyond its rightful bounds. In August the land survey office of Midyat said it had determined that 270 hectares of the monastery’s 760 hectares were government property, including land inside and outside the monastery’s walls.

A court in Mardin originally scheduled a hearing for Friday (Jan. 16) to determine the legal status of the monastery walls, but it was rescheduled to Feb. 11 to allow the court more time to examine the case. At the February hearing the court will determine if the 270 hectares of land belong to the government or the monastery.

Metropolitan Timotheos Samuel Aktas, leader of the monastery, answered in a report that the monastery has the right to leave its land uncultivated and has paid taxes on the property since 1937.

The state originally charged the monastery with being founded illegally, but it dropped those charges by canceling a hearing originally schedule for Dec. 24. Rudi Sumer, the attorney representing the monastery, said that the claim was groundless since the monastery has foundation status dating back to modern Turkey’s origins, not to mention centuries of existence beforehand.

The mayors of Yayvantepe, Eglence and Candarli also charged the monastery with attempting to proselytize young children (illegal in Turkey) and carrying out “anti-Turkish” activity.

Metropolitan Aktas said in a report that these claims were groundless and of the same provocative nature that has historically sparked violence against Turkey’s Christians.

“All the allegations are frivolous and vexatious, devoid of any logic or evidence, solely aimed with the malicious intent of rousing anti-Christian sentiments by the surrounding Muslim villages,” he said.

 

Europe Watching

Mor Gabriel Monastery, founded in 397, is the most revered monastery for Syrian Orthodox Christians. It is inhabited by 15 nuns and two monks and is the seat of Metropolitan Bishop of Tur Abdin Diocese.

In recent decades the monastery has turned into a religious and social center for the country’s remaining Syriacs by offering schooling to children and teaching their ancient language of Syriac, a variant of the language spoken by Jesus.

“The monastery is everything for us,” said a Syrian Orthodox Christian who grew up in Turkey’s southeast. He added that many families in the area had named their children after Mor Gabriel. “Syriacs would give up everything for the monastery.”

An international outcry from the European Parliament and numerous Assyrian organizations throughout Europe arose in response to the charges, according to the Assyrian International News Agency. A member of the German consulate said his country would monitor the case closely, as Turkey is attempting to join the European Union and its human rights record has come under close scrutiny.

Many Syrian Orthodox Christians have left southeast Turkey in the last 30 years as violence escalated between the military and Kurdish terrorists. In the last five years, however, some Syriacs have begun returning home – only to find their property occupied by others.

Residents who fled Mardin province in the mid-1980s returned to find two of their village’s Syriac churches converted into mosques. And the demographic shift from Syriacs to Kurds has increased pressure on the monastery.

“Turkey must protect its Assyrian community,” said Swedish parliamentarian Yilmaz Kerim to the Hurriyet Daily News. He visited the monastery as part of a delegation in December. “There are only 3,000 left in Midyat.”

The lawsuit has the support of a local parliamentarian who claims Christians relished their opportunity to leave Turkey. Süleyman Çelebi, member of the ruling Justice and Development Party (AKP), said Syrian Orthodox Christians had never come under pressure, despite their claim that they were exploited, and even emigrated away from Turkey “with joy” in previous decades.

The three villages that brought the lawsuit against the monastery overwhelmingly supported the Islamic-rooted AKP in last year’s national elections. Çelebi claims that the official boundaries of the monastery were established in Ottoman times but not properly observed by the Syriac Christians.

According to the 1923 Lausanne Treaty, Turkey grants full protection to churches, synagogues and other religious establishments to freely practice their own religions. But this treaty only designated Greek and Armenian Orthodox Christians and Jews, creating complications for groups such as the Syrian Orthodox and Protestants to open schools and churches.

Syriac Christians claim to be one of the first people to accept Christianity in the Middle East. Their historic homeland stretches through southeastern Turkey, but their numbers have dwindled to 15,000 following decades of government pressure and fallout from war against the Kurdistan Workers’ Party.
