Here are 9 ways we can make it easier for Australians to get the COVID-19 vaccine

How can we make it easier for the majority of Australians who want to be vaccinated? Especially given all Australians over 50 years of age are eligible to be vaccinated from May 3 next week.

There are tangible things we can do now to help people understand the benefits and possible risks of COVID-19 vaccination, and get the vaccine quickly as soon as they’re eligible.

Improve understanding

We know communication about COVID-19 hasn’t met the needs of people with low health literacy or those who speak different languages. These groups are also more susceptible to misinformation so it’s vital we communicate well to them.

Here are some practical things we can do:

  1. use standard terms: governments need to develop a national glossary for COVID-19 vaccination terms. This would standardise and simplify information for diverse communities. For example, the Department of Health provides a glossary for mental health terms, which can ensure patient information and translations for words like “care plan” are consistent
  2. write for year 8 reading level: one study of COVID-19 information found government information in Australia, the US and UK was too complex for many people to understand; and it was worst for Australia. Online “readability” calculators can be used to check health information is at the recommended year 8 reading level. Real-time editing tools help writers avoid acronyms and uncommon words, and use shorter, simpler sentences
  3. use supporting images: we can make sure text is supported by helpful images such as the vaccination timeline, rather than negative images like pictures of needles that may scare people.

Improve access

We know vaccine supply is a challenge but we can still make sure every available vaccine dose is used as soon as possible.

Strategies to do this could include:

  1. local vaccination: our COVID-19 testing model has been successful including pop up clinics in places where there have been localised outbreaks. But our vaccine distribution logistics are falling behind. The US has used community clinics, pharmacies and mobile field officers to vaccinate millions of people a day. While some testing clinics now offer vaccinations, we could be doing more to provide vaccines for free as locally as possible
  2. national registry: registries can keep track of vaccine doses and notify people as soon as they’re eligible. This is done in childhood vaccination, and notification systems are used effectively for cancer screening programs. We could use the existing Australian Immunisation Register to track and promote COVID-19 vaccination
  3. automated appointments: people could sign up for “opt out” appointments with their local GP or vaccination clinic. This means they would be automatically booked into an appointment as soon as they’re eligible and supply is available, or moved to an earlier appointment if there’s a cancellation. This pre-registration approach will reduce wasted vaccine doses when several doses must be used from the same vial in the same day.

Improve motivation

Our research, published as a pre-print in February, shows motivation is a particular challenge for Australia. Many people perceive their individual risk of contracting COVID-19 to be lower given case numbers are so low, and many people therefore haven’t been as strict with distancing behaviours.

Even before the new risk of serious clots was identified with the AstraZeneca vaccine, the top barriers for getting the vaccine in 2020 were safety concerns and side effects, which may outweigh the individual risk of COVID-19 for some people.

But most Australians have high intentions to get vaccinated, and there are things we can do to maintain motivation:

  1. explain benefits AND risks: rather than focusing on single cases of serious side effects, we need to balance information in the media. We can use simple graphics to help people consider how the rare risk of serious side effects weighs up against the serious complications of COVID-19 for their age group during a local outbreak — which could still happen any time
  2. emphasise community benefits: since COVID-19 is well controlled in Australia, we can focus on emphasising the benefits to the community of getting vaccinated. This might help people understand why they should get vaccinated even though their individual risk might be low. Our research in 2020 found the top motivators were “to protect myself and others” and “belief in vaccination and science”. Even if a 25-year-old views their individual risk of COVID-19 complications as low, protecting family, friends, and wider society may be important to them
  3. provide incentives: getting vaccinated as soon as someone’s eligible could be linked to financial incentives. This has been used for childhood vaccination where access to childcare rebates is easier with up-to-date vaccination, and health professionals are incentivised to address vaccination gaps. However, this needs to be done carefully to avoid the concerns of coercive policies.

More coercive options include: mandatory vaccination, such as for certain jobs; financial sanctions like fines; and movement restrictions, including requiring a “vaccine passport” for travel.

These may increase vaccination uptake, but there are ethical concerns because such approaches could undermine trust and increase inequalities.

Australian vaccination communication experts have argued against a mandatory approach, in response to a suggestion Prime Minister Scott Morrison made in August last year that a COVID-19 vaccine would be “as mandatory as you can possibly make it”, which he later retracted.

There’s a bill before the Senate that would make it easier for banks to lend irresponsibly

The Hayne royal commission into misconduct in the banking, superannuation and financial services industry found Australia’s responsible lending requirements were correctly calibrated.

They are set out in the National Consumer Credit Protection Act, which requires lenders to offer credit that is “not unsuitable” for the borrower.

Hayne’s first recommendation (Recommendation 1.1) was that the National Consumer Credit Protection Act “not be amended to alter the obligation to assess unsuitability”.

He saw “no reason to alter” the relevant provision of the banking code.

On releasing the royal commissioner’s report in 2019 Treasurer Josh Frydenberg said he was “taking action on all 76 recommendations” and “going further”.

Until COVID.

COVID the pretext for weakening rules

In September, in the midst of the COVID recession, Frydenberg said he was “reducing the cost and time it takes consumers and businesses to access credit”.

Credit was “the lifeblood of the Australian economy”.

He put forward a plan to remove responsible lending obligations from the Act, with the exception of small amount credit contracts and consumer leases where he would impose heightened obligations.

Allowing lenders to rely on the information provided by borrowers would replace the current practice of “lender beware” with “borrower responsibility”.

‘Borrower responsibility’

Frydenberg introduced the legislation in December. On Friday a Senate committee recommended approving it, finding the current consumer protection framework “potentially overly prescriptive”.

Labor and Greens Senators dissented. The bill faces a Senate vote this week.

We are members of a consortium of 12 academics who conducted an in-depth analysis of the proposed changes and found they should be rejected. This is why.

Even after Hayne, banks are continuing to fight their obligations and have yet to show they have changed their ways.

The drop in lending since COVID was not caused by overly strict lending laws. Indeed, after a win by Westpac in a court case brought by the Securities and Investments Commission the banks said the laws were set appropriately.

Lending standards protect against crises

Consumer protection in the field of finance is important — it contributes to strengthening financial stability.

The abusive, predatory and irresponsible lending practices that led to the US subprime mortgage crisis make this clear.

The government’s suggestion that it is fair for borrowers to take responsibility for their own circumstances doesn’t hold water.

No matter how diligent their inquiries, consumers frequently lack the expertise to understand their circumstances and what financial products will be best for them.

For many, almost all of the expertise lies with the banks.

Since COVID, their need for this expertise has become greater, not less.

The government says mortgage brokers will fill this gap under a change proposed by Hayne that will require brokers to act in the “best interests” of their clients.

But Hayne’s recommendations were based on the responsible lending requirements being in place.

And Hayne wanted mortgage brokers banned from taking conflicted remuneration, under which they get paid by the banks they steer customers to, a recommendation Frydenberg at first accepted, then backed away from.

Brokers continue to be paid by the banks whose products they recommend.

APRA has no history of consumer protection

Hayne also recommended (Recommendation 6.1) that Australia’s “twin peaks” system of regulation continue.

Under twin peaks, the Prudential Regulation Authority (APRA) regulates in order to ensure financial system stability, and the Securities and Investments Commission (ASIC) regulates to protect consumers.

While in his final report Hayne found that ASIC’s appetite for law enforcement had been limited, he found APRA’s had been non-existent.

The upshot is that, not only are the responsible lending requirements to be relaxed, but what’s left of them is to be handed to an agency (APRA) with no track record in the field, at the expense of ASIC.

Until now, APRA hasn’t done consumer regulation.

The government has argued that the Australian Financial Complaints Authority (AFCA) will step up to protect consumers.

But AFCA has to be guided by the law. Without responsible lending laws and regulations, it is unclear what laws AFCA could apply. Thus far, APRA’s standards have been aimed at protecting financial stability rather than consumers.

The Financial Complaints Authority would rely on APRA for guidance.

In our assessment the proposed changes fail in every respect.

They ignore the key lesson of the global financial crisis: that it was caused by reckless and predatory lending.

They ignore the findings of the Hayne Commission and other inquiries dating back at least a decade.

They will neither properly protect consumers nor create the confidence in the financial industry the post-COVID recovery will need.

The government has named its legislation the National Consumer Credit Protection Amendment (Supporting Economic Recovery) Bill.

A more apt title might have been the “Reducing Consumer Protection Bill”.The Conversation

Social media create a spectacle society that makes it easier for terrorists to achieve notoriety

The shocking mass-shooting in Christchurch on Friday is notable for using livestreaming video technology to broadcast horrific first-person footage of the shooting on social media.

In the highly disturbing video, the gunman drives to the Masjid Al Noor mosque, walks inside and shoots multiple people before leaving the scene in his car.

The use of social media technology and livestreaming marks the attack as different from many other terrorist incidents. It is a form of violent “performance crime”. That is, the video streaming is a central component of the violence itself, it’s not somehow incidental to the crime, or a disgusting trophy for the perpetrator to re-watch later.

In the past, terrorism functioned according to what has been called the “theatre of terror”, which required the media to report on the spectacle of violence created by the group. Nowadays, it’s much easier for someone to both create the spectacle of horrific violence and distribute it widely by themselves.

In an era of social media, which is driven in large part by spectacle, we all have a role to play in ensuring that terrorists aren’t rewarded for their crimes with our clicks.

Performance crime is about notoriety

There is a tragic and recent history of performance crime videos that use livestreaming and social media video services as part of their tactics.

In 2017, for example, the sickening murder video of an elderly man in Ohio was uploaded to Facebook, and the torture of a man with disabilities in Chicago was livestreamed. In 2015, the murder of two journalists was simultaneously broadcast on-air, and livestreamed.

American journalist Gideon Lichfield wrote of the 2015 incident, that the killer:

didn’t just want to commit murder – he wanted the reward of attention, for having done it.

Performance crimes can be distinguished from the way traditional terror attacks and propaganda work, such as the hyper-violent videos spread by ISIS in 2014.

Typical propaganda media that feature violence use a dramatic spectacle to raise attention and communicate the group’s message. But the perpetrators of performance crimes often don’t have a clear ideological message to convey.

Steve Stephens, for example, linked his murder of a random elderly victim to retribution for his own failed relationship. He shot the stranger point-blank on video. Vester Flanagan’s appalling murder of two journalists seems to have been motivated by his anger at being fired from the same network.

The Christchurch attack was a brutal, planned mass murder of Muslims in New Zealand, but we don’t yet know whether it was about communicating the ideology of a specific group.

Even though it’s easy to identify explicit references to white supremacist ideas, the document is also strewn with confusing and inexplicable internet meme references and red herrings. These could be regarded as trolling attempts to bait the public into interrogating his claims, and magnifying the attention paid to the perpetrator and his gruesome killings.

How we should respond

While many questions remain about the attack itself, we need to consider how best to respond to performance crime videos. Since 2012, many academics and journalists have argued that media coverage of mass violence should be limited to prevent the reward of attention from potentially driving further attacks.

That debate has continued following the tragic events in New Zealand. Journalism lecturer Glynn Greensmith argued that our responsibility may well be to limit the distribution of the Christchurch shooting video and manifesto as much as possible.

It seems that, in this case, social media and news platforms have been more mindful about removing the footage, and refusing to rebroadcast it. The video was taken down within 20 minutes by Facebook, which said that in the first 24 hours it removed 1.5 million videos of the attack globally.

Telecommunication service Vodafone moved quickly to block New Zealand users from access to sites that would be likely to distribute the video.

The video is likely to be declared objectionable material, according to New Zealand’s Department of Internal Affairs, which means it is illegal to possess. Many are calling on the public not to share it online.

Simply watching the video can cause trauma

Yet the video still exists, dispersed throughout the internet. It may be removed from official sites, but its online presence is maintained via re-uploads and file-sharing sites. Screenshots of the videos, which frequently appear in news reports, also inherit symbolic and traumatic significance when they serve as visual reminders of the distressing event.

Watching images like these has the potential to provoke vicarious trauma in viewers. Studies since the September 11 attacks suggest that “distant trauma” can be linked to multiple viewings of distressing media images.

While the savage violence of the event is distressing in its own right, this additional potential to traumatise people who simply watch the video is something that also plays into the aims of those committing performance crimes in the name of terror.

Rewarding the spectacle

Platforms like Facebook, Instagram and YouTube are powered by a framework that encourages, rewards and creates performance. People who post cat videos cater to this appetite for entertainment, but so do criminals.

According to British criminologist Majid Yar, the new media environment has created different genres of performance crime. The performances have increased in intensity, and criminality – from so-called “happy slapping” videos circulated among adolescents, to violent sexual assault videos. The recent attack is a terrifying continuation of this trend, which is predicated on a kind of exhibitionism and desire to be identified as the performer of the violence.

Researcher Jane O’Dea, who has studied the role played by the media environment in school shootings, claims that we exist in:

a society of the spectacle that regularly transforms ordinary people into “stars” of reality television or of websites like Facebook or YouTube.

Perpetrators of performance crime are inspired by the attention that will inevitably result from the online archive they create leading up to, and during, the event.

We all have a role to play

I have previously argued that this media environment seems to produce violent acts that otherwise may not have occurred. Of course, I don’t mean that the perpetrators are not responsible or accountable for their actions. Rather, performance crime represents a different type of activity specific to the technology and social phenomenon of social media – the accidental dark side of livestreaming services.

Would the alleged perpetrator of this terrorist act in Christchurch still have committed it without the capacity to livestream? We don’t know.

But as Majid Yar suggests, rather than concerning ourselves with old arguments about whether media violence can cause criminal behaviour, we should focus on how the techniques and reward systems we use to represent ourselves to online audiences are in fact a central component of these attacks.

We may hope that social media companies will get better at filtering out violent content, but until they do we should reflect on our own behaviour online. As we like and share content of all kinds on social platforms, let’s consider how our activities could contribute to an overall spectacle society that inspires future perpetrator-produced videos of performance crime – and act accordingly.The Conversation

Australian Cricket: Need for More Respect


I have to confess firstly to being an avid West Indian cricket supporter. It was a lot easier being one when the Windies were the top team for so many years. Now that they are a mere shadow (if that) of their former greatness, it is more difficult, but the recent series showed the West Indian team to once again have many fine qualities – including a fighting spirit. Though the Windies lost the series 2 – 0, it could easily have been 2 – 1 or even 1 – 2 to the Windies.

However, I believe there is a need for more respect in cricket these days and being an Australian, I believe it is the Australian team that needs to show this far more than any other country. Australia is a team full of sledgers and they are probably the best at it in world cricket. I don’t think it is necessary at all, though I wouldn’t be against the odd funny comment being made when the situation presents itself.

Sadly, the recent brilliant series between the West Indies and Australia was marred in my opinion by poor sportsmanship, such as in the very disappointing scenes shown below. The last test in particular featured several disappointing displays, not just by Australia (though they certainly led the way), but by the West Indies also – especially Sulieman Benn. I don’t think we need any of this in cricket.

I do recall the very amusing scene of Benn coming in to bowl without the ball, when it was just assumed he had it. He didn’t and had no idea where it was. It was quite comical and this sort of thing is what will draw people back to the game – apart from the action itself.

There was also a post about encrypting a web page so that visitors who can answer a special question will be the only ones able to access it. Another was on how to polish shoes with a banana.

So, as you can see, there are tips for doing many things.

MALAYSIA: COURT SET TO RULE ON USE OF ‘ALLAH’ AMONG NON-MUSLIMS


Judges to determine whether Malaysians of other faiths can use the Arabic word.

MUMBAI, India, July 6 (Compass direct News) – With the Kuala Lumpur High Court in Malaysia scheduled to determine the legality of the word “Allah” in non-Muslim literature tomorrow, what is at stake goes beyond the sanctioned name for God among non-Muslims in the majority-Muslim nation.

Such a limit on free speech in Malaysia is especially biting for Muslim converts to Christianity; already the Malaysian government does not recognize their conversions and marriages and still considers their offspring to be legally Muslim. With non-Muslims increasingly feeling the sting of discrimination and Muslim elites feeling a need to assert a national Islamic identity, the skirmish over “Allah” is clearly part of a greater cultural war.

Malaysian authorities and Malaysia’s Roman Catholic Church have continued to lock horns over use of the word “Allah” in the Malay-language edition of the Herald, the church’s newspaper, as they await the ruling. The newspaper had been allowed to use the term until a final court decision, but the Kuala Lumpur High Court on May 30 overturned that brief reprieve.

The Catholic newspaper has provided a panoply of historical uses of “Allah” among Christians in Malaysia. The Rev. Lawrence Andrew, editor of the Herald, quotes examples from a Malay-Latin dictionary dated 1631, and the Dutch-Malay Dictionary of 1650 lists “Allah” as the vernacular translation for God.

“This is testified by the fact that we have a Malay-Latin Dictionary printed in 1631, in which the word ‘Allah’ is cited,” Andrew said. “To have a word in a dictionary means that that particular word has already been in use in the community prior to the dictionary. The word for ‘God’ in Latin is ‘Deus’ and in Malay, it is ‘Allah.’ Upon the arrival of the Dutch…a Dutch-Malay Dictionary was produced in 1650 where the word for ‘God’ in Dutch was ‘Godt,’ and in Malay, ‘Allah.’”

According to church sources, the Malay term for “God,” Tuhan, came into vogue only after deadly May 13, 1969 communal riots as part of a national unity campaign.

Andrew noted that “Allah” is an Arabic term derived from the same roots as the Hebrew Elohim, and that the word pre-dates Muhammad, Islam’s prophet. Besides ignoring history, Andrew says, the government also conveniently ignores its universal use among Christians in the Middle East.

“Since the status quo remains, we will not use the word ‘Allah’ in our publication” until the court says otherwise, Andrew said. “In fact we have not been using it since our January edition.”

Since 1970, the government of Malaysia has consistently championed Islam as a parallel source of identity and nationalism among the politically dominant Malay-Muslim majority. Dress codes, cultural norms and the Malay language underwent a rapid Islamization in tandem with discriminative actions against minority groups.

Christians were particularly hard-hit by the effort in the name of national unity. Licences are rarely issued for church buildings in the capital city, Kuala Lumpur. New evangelical congregations had to meet at either hotels or warehouses for their Sunday services while Islamic semiotics and terminologies swamped the intellectual and official discourse. Conversion of Christians to Islam were particularly trumpeted by the media.

These efforts have largely failed. Local churches continued to grow, and the number of secret Muslim converts to Christianity began to rise.

At the same time, pandemic corruption and political authoritarianism have gradually led to a sense of disenchantment with political Islam among many. This erosion in Malay-Islam dominance has led to political bankruptcy, as evidenced by disastrous results for the ruling coalition during March 2008 general elections.

Given these political realities, Malay elites believe they can ill afford to be seen as soft on minority “encroachment,” and observers say this need to ingratiate Islamists lies at the root of the tussle over non-Muslim use of the word “Allah.” Officially, however, the government says only that use of the word among non-Muslims could create “confusion” among Muslims.

The Herald has a circulation of 13,000 and an estimated readership of 50,000. The newspaper is sold in Catholic churches and is not available from newsstands.

Malaysia’s population is about 60 percent Muslim, 19 percent Buddhist and 9 percent Christian. About 6 percent are Hindu, with 2.6 percent of the population adhering to Confucianism, Taoism and other traditional Chinese religions.

Arabicization of Malay Language

The debate over “Allah” follows an effort by the government to promote the Arabicization of the Malay language at the expense of Sanskrit and Malay terms. When a Malaysian student has to refer to a pig in an essay or test, the required term is the Arabic khinzir.

Other Malay terms such as pokok (tree) and bunga (flower), long used to refer to loan principal and interest respectively, have been expunged from school texts in favor of the Arabic kaedah (base) and faedah (benefit).

Some sources indicate that the Arabicization of the Malay language, however, has come with unintended consequences, such as making Christian mission work and translation easier. Since the Malay vocabulary has its limitations, Christians can use time-tested Arabic-derived terms to provide meaningful context.

For a long time, the only Malay Bible available in Malaysia was the Indonesian “Al Kitab,” which, included the word “Allah.” As Bahasa Malaysia (official name of the Malay language in Malaysia) and Bahasa Indonesia are very similar, the “Al Kitab” can be easily understood by a native speaker of Malay. As a result, the “Al Kitab” was viewed as an unwelcome missionary tool by Malaysian authorities. Its legal status was heatedly contested behind closed doors during the 1981-2003 reign of then-Prime Minister Mahathir bin Mohamad.

Significant Christian indigenous populations in East Malaysia use Bahasa Malaysia as a language of wider communication. The Malay-language content of the Herald reportedly serves just that need: using the national language with universal terms across a multi-lingual Babel of tribal Catholic communities in East Malaysia.

NEW DELHI, May 21 (Compass Direct News) – Christians in India are heaving a sigh of relief after the rout of a Hindu nationalist party in national and state assembly elections in Orissa state, a scene of anti-Christian arson and carnage last year.

The ruling centrist party won a second term, but concerns over persecution of minorities remain.

A local centrist party, the Biju Janata Dal (BJD), took charge of the government of the eastern state of Orissa today, and tomorrow the new federal government led by Prime Minister Manmohan Singh will be sworn in, representing a second term for the United Progressive Alliance (UPA), led by the left-of-center Indian National Congress, commonly known as the Congress Party.

“The election result is a statement against the persecution of non-Hindus,” Vijay Simha, a senior journalist and political analyst, told Compass.

“There were a string of incidents against non-Hindus, which were principally enacted by right-wing outfits,” added Simha, who reported on anti-Christian violence in Kandhamal district of Orissa in August-September 2008. “Since the vote went against right-wing parties, the result is a strong rejection of extremist religious programs.”

John Dayal, secretary general of the All India Christian Council (AICC), said the Hindu nationalist Bharatiya Janata Party (BJP) was “defeated not by Christians or Muslims, but by secular Hindus.”

Over 80 percent of the more than 1 billion people in India are Hindu. Christians form around 2.3 percent of the population, and Muslims about 14 percent.

The Times of India on Saturday (May 16) quoted Rahul Gandhi, general secretary of the Congress Party, as saying that his party’s victory was a rejection of politics of caste and religion and acceptance of “clean and honest” policies symbolized by Prime Minister Singh.

“Internal criticisms within the BJP have brought out that it is losing popularity among youth as well as among the urban middle classes, two segments where it had been strong earlier and which represent the emergent India of the 21st century,” stated an editorial in the daily.

Crossroads

The BJP’s defeat at the national level is expected to compel the party to decide whether it turns to moderation in its ideology or more extremism in desperation.

“The BJP now faces a dilemma … Its appeal based on Hindutva [Hindu nationalism] and divisiveness stands rejected by the electorate,” wrote Prem Prakash of ANI news agency. “Where does the party go from here? … The party seems to be waiting for the RSS to provide answers for all this . . . The time has come for it to clearly define what kind of secularism it accepts or preaches.”

Hopes of Christians, however, abound.

“I am hoping that the BJP will learn that it does not pay to persecute minorities, and that civilized Hindus are disgusted with divisive antics of the RSS family,” said the AICC’s Dayal.

Father Dominic Emmanuel of the Delhi Catholic Archdiocese is also hopeful.

“Let’s hope that the new government would work harder to protect all minorities, particularly the constitutional guarantees with regard to religious freedom,” he said.

Father Babu Joseph of the Catholic Bishops Conference of India said, “The Indian Catholic bishops are confident that the Congress Party-led UPA government will keep its promises of safeguarding the country from communal and divisive forces and restore confidence among all sections of people, particularly among the religious minorities for providing a stable, secular and democratic government.”

Threats Continue

The defeat of the BJP, however, may not bring much respite to those facing persecution at the hands of Hindu nationalist groups.

“One would expect a lessening in persecution of Christians and other non-Hindus – however, extremist groups often step up activities to garner funds and patronage when they are on the retreat,” warned journalist Simha. “So, one could also see a rise in anti-minority activities.”

The BJP, which began ruling the federal government in 1998, was defeated by the Congress Party in 2004, which, too, was seen as a mandate against Hindu nationalism. Prime Minister Singh said during his swearing in ceremony in May 2004 that the mandate for the Congress-led UPA was for change and “strengthening the secular foundation of our republic.”

After the BJP’s defeat, however, Christian persecution did not stop. According to the Christian Legal Association, at least 165 anti-Christian attacks were reported in 2005, and over 130 in 2006. In 2007, the number of incidents rose to over 1,000, followed by the worst-ever year, 2008, for the Christian minority in India.

Forsaking its extremist ideology could also be difficult for the BJP because there was a leadership change in the Rashtriya Swayamsevak Sangh (RSS), a Hindu nationalist conglomerate and the parent organization of the BJP, a month before the elections. On March 21, Mohan Rao Bhagwat, formerly general secretary, was made the head of the RSS.

On March 22, The Hindu quoted an anonymous leader of the BJP as saying, “Mr. Bhagwat has clarity in ideology; he is a quick decision-maker; he takes everybody along; and he expects 100 per cent implementation of decisions.”

A day before his ascent to the top position, Bhagwat had sent a message to RSS workers across the country to come out in full force and “ensure 100 percent voting” in “the interest of Hindus” during this year’s elections, added the daily.

Further, after the BJP’s defeat in 2004, sections of the cadre of the RSS and affiliated groups broke away from the conglomerate as they felt the organization was too “moderate” to be able to establish a Hindu nation. Among the known Hindu splinter groups are the Abhinav Bharat (Pride of India), which operates mainly in the north-central state of Madhya Pradesh and the western state of Maharashtra, and the Sri Ram Sene (Army of Rama, a Hindu god), which recently became infamous for its violently misogynistic moral policing in the city of Mangalore, Karnataka.

Furthermore, there are pockets, especially in the central parts of the country and parts of Karnataka in the south, where the BJP remains a dominant party.

Embarrassing Defeat

Results of the general elections and state assembly polls in Orissa and the southern state of Andhra Pradesh, which were held simultaneously between April 16 and May 13, were declared on Saturday (May 16).

Of the 543 parliamentary constituencies, 262 went to the UPA. The National Democratic Alliance (NDA), led by the BJP, got 160, while the Third Front, a grouping of smaller and regional parties led by communists, bagged only 79.

The Congress Party alone won 206 seats, whereas the BJP’s count was 116 – a strong indication that a majority of the people in Hindu-majority India are against Hindu extremism.

The UPA has the support of 315 Members of Parliament, far higher than the 272 minimum needed to form government.

The embarrassing defeat for the BJP came as a surprise. Hoping to gain from its hardcore Hindu nationalist image, the BJP had made leader Narendra Modi, accused of organizing an anti-Muslim pogrom in the western state of Gujarat in 2002, its star campaigner.

Modi, chief minister of Gujarat, spoke in around 200 election rallies, out of which the party could win only 18 seats outside Gujarat.

In Orissa, where the BJP had openly supported the spate of attacks on Christians in Kandhamal district following the murder of a Hindu nationalist leader, Swami Laxmanananda Saraswati, by Maoists on Aug. 23, 2008, the party won not a single parliamentary seat – not even in Kandhamal.

The BJP candidate for the Kandhamal constituency, Ashok Sahu, contested from jail, as he was arrested on April 14 for making an inflammatory speech against Christians. Sahu hoped to gain the sympathy of Hindus by going to jail.

The BJP was sharing power with the ruling BJD in Orissa until March 17. The BJD broke up its 11-year-old alliance with the BJP over its role in the violence that lasted for over a month and killed more than 127 people and destroyed 315 villages, 4,640 houses, 252 churches and 13 educational institutions, besides rendering more than 50,000 homeless.

Even in the state assembly elections in Orissa, the BJP faced a debacle. Of the 147 seats, it won only seven. The BJD swept the polls with 109 seats. The Congress Party managed to get 27.

The seven assembly seats won by the BJP include two from Kandhamal district. The BJP’s Manoj Pradhan, who is facing 14 cases of rioting and murder in connection with the Kandhamal violence, won the G. Udayagiri assembly seat in Kandhamal. In the Balliguda assembly constituency, also in Kandhamal, BJP sitting legislator Karendra Majhi retained the seat. Both G. Udayagiri and Balliguda were at the epicenter of the last year’s violence.

Even in Andhra Pradesh state, where Hindu nationalist groups have launched numerous attacks on Christians in the last few years, the BJP had a poor showing. Of the 42 parliamentary seats, the Congress Party won 33. The BJP’s count was nil.

In assembly elections in Andhra Pradesh, the Congress Party won 158 of the 294 seats, gaining a majority to form the state government for another five-year term. The BJP did not get even one seat.

In the northern state of Uttarakhand, where the BJP is a ruling party, its count was zero. The Congress Party won all five parliamentary seats.

In Rajasthan state, also in the north, the BJP could win only four seats. The Congress Party, on the other hand, won 20. The BJP had passed an anti-conversion law in 2006 when it was a ruling party. The bill is yet to be signed by the state governor.

In the 2009 election, the BJP got 10 seats in the eastern state of Chhattisgarh, where the Congress Party got only one. In the northern state of Himachal Pradesh, the BJP won three of the four seats.

In the eastern state of Jharkhand, the BJP bagged eight seats, and the Congress Party only one. In Gujarat, the BJP’s tally was 15, whereas the Congress won 11. In Madhya Pradesh, the BJP won 16 and Congress 12.
