Healing the urban-rural divide: Why a ‘locals-first’ approach doesn’t work in a pandemic

Toilet paper and ventilators may be unlikely bedfellows, but they serve as powerful symbols of the growing tensions between urban and rural regions in Australia and elsewhere amid the COVID-19 pandemic.

Last month, the media reported dozens of frenetic “supermarket swoops” across the nation. Busloads of city residents converged on rural grocery stores to fill their trolleys with supplies, leaving the shelves bare for local shoppers.

As a result, supermarket managers and security guards stepped in to be custodians of the local, refusing access to those who did not look familiar.

It is important to note that “local” is a powerful cultural idea. Local shoppers don’t legally have a right to toilet paper in this instance, but there is a moral perception they should have first dibs based on their need for essential services and in the interests of social order.

No ‘locals only’ option for hospitals

The toilet paper fiasco serves as an analogy for a much graver issue as the pandemic spreads around the world.

What happens if overwhelmed city hospitals hoard the staff and resources needed to manage COVID-19, leaving rural areas to fend for themselves? Rural areas of the United States are already confronting this reality.

To compound the problem, many people have been eager to escape crowded cities like Sydney, London, New York and San Francisco for the imagined safety of the countryside. This places strain on rural healthcare providers, making it difficult to prepare for and utilise already stretched resources.

Small town health services cannot plaster “locals only” posters on their doors or allow only “familiar faces” access to lifesaving equipment.

As rural professionals in medicine, ethics and media/cultural studies, we bring an interdisciplinary perspective to the issue of local resourcing and implications for the urban-rural divide.

We understand that in a pandemic, urban health care workers would also feel a need to protect and ensure supplies at their local hospitals first. But the equity of urban-rural resourcing during the COVID-19 crisis warrants more attention.

Big media focus on urban problems

Urban areas in Australia already have almost three times as many hospital specialists per capita as outer regional areas and many times more critical care specialists.

Our regional health systems are struggling. Many hospitals rely on fly-in-fly-out emergency, anaesthetic and intensive care doctors. These doctors (often from city hospitals on short-term contracts to fill gaps in the local roster) are now limited by quarantine restrictions. They also want to stay near their metropolitan hospitals in case they are needed.

There’s a concern that a capital city’s rush for resources could also leave patients in rural hospitals without medical necessities, similar to the panic buying of supermarket goods that has left some remote Indigenous communities without basic food and hygiene necessities.

Yet, these issues have not been discussed enough. Big media tends to focus on the impact of this health crisis on major metropolitan areas where more people live.

How we can more equitably share resources

We need a better strategy for rural-urban resource allocation during the crisis.

Nobel Prize-winning economist Amartya Sen suggests solutions may have to be tailored to specific contexts (like rural and urban settings) to be effective and ensure everyone’s health is of equal value. Drawing on his “capability approach”, we need to allocate resources in a way that is community-centred, equity-focused and puts an emphasis on deliberative democratic processes.

To hash out solutions, stakeholders in rural and urban hospitals should gather around a “virtual” table to discuss their differing needs. Government organisations and medical colleges have already begun this process.

Effective resource allocation could impact who gets critical care treatment. Centralising resources is a proven lifesaver in normal times when transport is secure, but pandemics threaten to overwhelm our ability to move rural patients to hospitals in big cities. Transport could be delayed by days or even cease for a time.

Accessibility of life-saving equipment becomes key. We need to increase the capacity of transport services to get rural patients to cities when need be and ensure there is enough staff and equipment in regional areas to treat as many patients as possible locally.

The long-term benefits of better urban-rural cooperation

An unexpected upside to COVID-19 may be an increased sharing of knowledge and ideas between rural and urban communities.

Regional Australia has many general practitioners with anaesthetic skills, for instance. They are experienced in short-term ventilation for operations. These doctors can become “accidental intensivists”, meaning they could take care of critically ill patients, with preparatory online courses and real-time video support from urban specialists (who get to remain in their urban communities).

Urban doctors may also benefit from interacting with rural doctors who are already experts in making do with fewer resources. This kind of digital interaction could be useful long after the crisis has abated, too.

Civil wars have been fought over access to resources many times in the past. There is no reason to broaden the urban-rural divide in a war against a virus that has no borders.The Conversation

Revealed: how Australian politicians would bridge the trust divide

We hear a lot from citizens about the failings of Australian democracy and the need for reform. But how do politicians view the growing trust divide?

We set out to answer this question in an attitudinal survey of federal politicians, which we co-designed with the Parliamentary Joint Standing Committee on Electoral Matters. It was conducted in January and February 2019 and completed by 98 out of a possible 226 respondents (43.36%). Our sample (see Figure 1) is skewed towards women and Labor and crossbench respondents.



Given the higher proportion of opposition members, our respondents may be more critical of the status quo compared to those in government. Yet all respondents were free from party loyalties in submitting their replies, could select their preferences from a list of established reform options and also specify their own priorities.

We have a strong, if not perfect, expression of voice from elite-level politicians. And because of earlier research we can compare the responses of politicians to those of citizens.

Judging Australia’s democratic arrangements

Let’s start with a finding you might have guessed. Australia’s federal politicians are more satisfied (61%) with the way democracy works than their fellow citizens (41%).

Yet here is a perhaps more surprising finding: they are sufficiently concerned about evidence of a trust divide between citizens and politicians to favour a substantial program of reform.

As Figure 2 shows, parliamentarians share a sense of what they “like” about the nature of Australia’s democratic arrangements with the general public. In particular, both groups like “fair voting”, “stable government” and “freedom of speech”.

Citizens are more appreciative of Australia’s “good economy and lifestyle” and the quality of “public services”. Parliamentarians extol the virtue of the political system in providing access for citizens to exercise their right to political participation.



When asked to explain the loss of trust in politics (see Figure 3), parliamentarians focus on the lack of public understanding of how government works. They also point to the disproportionate power of minority representatives in decision-making.

Citizens focus on “not being able to hold politicians to account for broken promises”, politicians “not dealing with the issues that really matter”, and the disproportionate power of big business or trade unions in decision-making.

However, they have a shared concern with what they perceive as the conflict-driven nature of party politics and the media focusing too much on “personalities and not enough on policy”. Parliamentarians consider concerns related to media misrepresentation and the pressure of the media cycle to be the major weakness in Australian democratic practice.



Reforms politicians would like to see (and those they reject)

Unlike Australian citizens, the majority of parliamentarians are against:

  • the right to recall an MP for a new election if they fail to provide effective representation during the parliamentary term (72%)

  • performance reviews for politicians (72%)

  • greater use of citizen juries based on the criminal jury system (64%).

Parliamentarians appear to have limited desire to open up the system to direct influence from the public. Instead, their preference is to make the representative system more outward-looking. This is reflected in strong support for:

  • ordinary party members and voters having more say in choosing party leaders and election candidates (49%)
  • provision for e-petitions to parliament (54%)
  • dual citizens being able to stand for election without renouncing their overseas citizenship (47%)
  • less voting on party lines based on manifesto promises and more free votes (46%).

When we asked parliamentarians what other reforms they would like to see, the responses highlighted a strong desire for improved publicly funded civics education and formal electorate forums for all parliamentarians.

The former idea is a reflection of the existence of different approaches to civics education across states and territories, and different patterns of funding. The general perception is that a national framework and funding commitment are needed to help foster the political literacy of the Australian electorate.

The latter idea is about improving public accountability through the establishment of public forums. These would have standing minutes and reporting requirements to ensure parliamentarians remain responsive to the interests of their constituents.

Linking to community is the key to saving representative democracy

Central to the thinking of politicians is their community linkage role. This involves expressing broad values and ideological positions to capture the wider concerns of citizens, and educating citizens about political issues. It also requires meeting and engaging with citizens.

The message from politicians is that reform is as much about improving existing democratic practices as designing new ways of doing democracy.

Our evidence suggests elected politicians are aware of concerns of citizens and interested in improving democratic processes. They are more satisfied than citizens about how democracy works and not inclined to jump to reforms that give more direct control or say to citizens.

But the politicians do accept the need to reform their community linkage role so they are better connected to citizens. They also think the political process and their role in it needs to be better understood, so strongly support better political education.

The reform agendas of citizens and politicians do not entirely match up, but there is a degree of alignment. If feasible and doable reforms are going to emerge, we might first look to common ground, starting with cementing the community linkage role.

Changes backed both by many citizens and politicians could lead the way to a wider and more radical reform process.

Low-key NSW election likely to reveal a city-country divide

It may come as news to many people living in New South Wales, but there is a state election to be held on March 23. There has been little of the hullabaloo associated with elections, although I have noticed the occasional election poster in the front yards of houses as I walk along the street.

This may have something to do with the fact I live in a safe Labor electorate, or it may reflect the somewhat low key approach to politics taken by Premier Gladys Berejiklian, and the low profile of her rival, Labor leader Michael Daley.

Plus federal politics has been far more exciting, especially as high-level Liberals choose to leave in advance of the upcoming federal election.

This may give the impression the NSW state election is a somewhat mundane affair. Given the relatively robust state of the NSW economy, one might expect the Liberal-National Coalition will be re-elected.

Yes, they have been in office for eight years but, on the surface at least, they appear to have done little to arouse the ire of voters, especially voters in Sydney.

However, there is a good chance that, after the election, NSW will have some sort of minority government, with an outside chance of a Labor government.

This would have enormous ramifications for both the Liberal and the National parties. If, as seems very likely, they lose office in Canberra after the federal election, they could find themselves out of office not only federally but also in Australia’s three largest states.

In the 2016 federal election, it was the Liberal Party that was battered and lost seats while the National Party held its ground. Similarly, at the 2015 NSW state election, the Liberals lost 14 seats while the Nationals lost only one.

Since 2015, the Coalition has lost two further seats at byelections: Orange (National) to Shooters, Fishers and Farmers and Wagga (Liberal) to an independent.

The current situation in the NSW Legislative Assembly (lower house) is that the Liberals hold 35 seats, the Nationals 16, the ALP 34, the Greens 3, Shooters, Fishers and Farmers 1, and Independents 3. The seat of Wollondilly is currently vacant but the Liberal Party faces a high profile independent.

In 2019, the expectation is that it will be the National Party that primarily will lose seats, thereby putting the NSW Coalition government majority at risk. Should the Coalition lose five seats, the current government will be reduced to minority status (a majority requires 47 seats). The Coalition holds seven seats with a margin of less than 3.5%, five of which are held by the Nationals, while Labor has four such seats.

ABC election analyst Antony Green has emphasised, however, it is almost impossible to predict the results of this election on the basis of a uniform swing. This is because electorates and their interests vary widely with regard to age, income, ethnic origin and interests.

The state is far from homogenous, and this is reflected in what policies find favour and where. It’s been reported that in Barwon, in the state’s far west, polls show the primary vote for the National Party has dropped from 49% in 2015 to 35%.

The Coalition government under Mike Baird attempted to implement two extremely unpopular policies in many rural areas: the amalgamation of small councils and the attempt to close down greyhound racing. Both policies may have seemed sensible to city dwellers, but they didn’t resonate with the bush.

In recent days, two issues have come to the fore. The Sydney Cricket Ground Trust and the demolition of Allianz Stadium. Fascinating as such matters may be to Sydney-siders, they are hardly issues of great import to the inhabitants of Dubbo or Grafton.

There has always been a tension between Sydney and the bush but it appears this tension has increased considerably since the 2015 election.

There are a number of reasons for this. In the case of Barwon, there is the impact of the drought and water issues, including the mass death of fish in the Darling River. The provision of health services is a perennial issue in rural NSW – what is just down the road in Sydney can often be a long drive if one lives in a small country town.

There appears to be a growing discontent in the bush, one that can be seen in by-elections over the past few years, including Orange, Murray, Cootamundra and Wagga. The Nationals lost Orange and experienced substantial swings against them in Cootamundra and Murray, while the Liberals lost Wagga to an independent. In 2019, the Nationals will be contesting Wagga on behalf of the Coalition.

It’s difficult to pin down this discontent in terms of specific policies – rather, it’s a matter of attitude. Gabrielle Chan’s book Rusted Off provides the best analysis of that attitude. At its root is a feeling of being taken for granted.

Chan, who lives near the town of Harden-Murrumburrah, believes the issue for many country people is that they know that the Nationals will always be the junior partner in a coalition with the Liberal Party.

Country voters are attached to the Nationals by a bond rooted in their identity. Where are they to go if the Nationals fail to deliver and become too subservient to their senior urban partners? By instinct they will not vote Labor.

Country people are, so to speak, caught in a bind. Chan puts it eloquently: “‘make it marginal’ should be the catch-cry of country electorates”.

If country voters are to “make it marginal”, then it will not be by supporting Labor because it goes against the grain. They also value independence. This means they look to independents and parties such as Fishers, Shooters and Farmers.

If Chan is correct, then what might very well determine the outcome of this election will not be disputes over particular policies but a desire to punish the National Party for what is perceived to be its neglect of the bush. It is simply a matter of respect.The Conversation

Lack of internet affordability may worsen Australia’s digital divide: new report

We often think of the internet as a levelling, democratising technology – one that extends access to knowledge, education, cultural resources and markets.

But the net also reflects the social and economic divides we find offline.

Released this week, the second report of the Australian Digital Inclusion Index (ADII) reports on data covering four years of local online participation across three dimensions: online access, digital ability and affordability. Together, the three dimensions produce a digital inclusion score.

Since 2014, when data was first collected, Australia’s overall digital inclusion score has improved by 3.8 points, from 52.7 to 56.5. In 2016–2017 alone, Australia’s score rose by 2.0 points, from 54.5 to 56.5.

But there is still a “digital divide” between richer and poorer Australians. In 2017, people in our lowest income households (less than A$35,000 per year) have a digital inclusion score of 41.1, which is 27 points lower than those in the highest income households (above A$150,000) at 68.1.

When the three dimensions are considered separately, the measures of access and digital ability show consistent improvement from 2014 to 2017. However, the affordability measure has registered a decline since the 2014 national baseline (despite a slight bump in the past 12 months).

The cost of being connected

Affordability is a key dimension of digital inclusion.

Internet connectivity is important for accessing a wide range of education, government, health and business services. A decline in internet affordability means Australians on fixed or low incomes risk missing out on the benefits of digital technologies, and falling further behind more connected Australians.

The ADII shows that the cost of data — for both fixed and mobile internet — has declined over 2014-2017. These findings are in line with the ACCC’s ongoing monitoring of prices for telecommunications services, which indicate an average decline in real terms of 3.1% since 2006.

However, when we measure affordability, we are not only looking at the cost of data; we are also interested in what proportion of household income is being dedicated to this service.

The affordability problem with the internet is different from other key household services where there are price pressures, such as electricity and water. The residential consumption of energy has grown very slowly over the last decade, but prices have increased sharply.

With the internet, while we are now getting more data for our dollar, our demand for data has dramatically increased.

A recent report from the Commonwealth Bureau of Communications and Arts Research (BCAR) tracks the affordability of phone and internet use since 2006.

The BCAR report finds that, overall, phone and internet affordability has improved since 2006. However, their data also shows that almost all the gains occurred before 2013, and that, since then, affordability has declined or flat-lined. Further, BCAR’s data suggests that the lowest income households in Australia are now spending almost 10% of their incomes on internet and communications services. In contrast, middle income households are spending around 4% of their disposable income on these services, and for wealthier households, the figure is less than 2%.

Increasing reliance on mobile

Some recent and far-reaching changes in our use of technology are evident here: the extent to which the internet has become an integral part of everyday life, the fact that we are spending more time online, and we are doing an increasing range of activities online. In many households, we are also connecting with more devices.

However, the problem of affordability also reflects another recent development that the ADII highlights: one-in-five Australians now only accesses the internet through a mobile device — and we know that mobile data is considerably more expensive than fixed broadband on a per gigabyte basis.

Mobile-only use is correlated with a range of socioeconomic factors. The ADII data shows that people in low income households, those who are not employed, and those with low levels of education, are all more likely to be mobile-only.

Despite the benefits of mobile internet, this group is characterised by a relatively high degree of digital exclusion. In 2017, mobile-only users have an overall ADII score of 42.3, 14.2 points below the national average (56.5).

Digital inclusion is unequal

In the 2017 report, the ACT, followed by Victoria and New South Wales, are the highest scoring states in the overall digital inclusion score, as they were in 2016. Tasmania remains the lowest scoring, followed by South Australia.

The lowest scoring socio-demographic groups in 2017 were households earning less than A$35,000 per year (overall score of 41.1), Australians aged over 65 (overall score of 42.9) and those with a disability (overall score of 47.0).

The ADII uses data derived from Roy Morgan Research’s ongoing, weekly Single Source survey of 50,000 Australians. These are extensive, face-to-face interviews, dealing with information and technology, internet services, attitudes, and demographics.

Calculations for the ADII are based on a sub-sample of 16,000 responses in each 12 month period. The index is a score out of 100: the higher the overall score, the higher the level of digital inclusion. An ADII score of 100 represents a hypothetically perfect level of access, affordability, and digital ability. A score of 65 or over is regarded as high; one below 45 as low.

A focus on improvement

An increasing number of Australians are online, but although the costs of data and devices are falling, there is a risk that issues of affordability will leave some of our most vulnerable behind.

Australians with low levels of income, education and employment are consistently less connected than the rest of the population, with consequences that will become increasingly serious as the digital transformation of government and the economy proceeds.

As an increasing number of essential services and communications move online, the challenge to make the Australian internet more inclusive is becoming more urgent. Affordability is a key area for attention, but so is improving Australians’ digital ability.

The issue of affordability suggests a range of possible areas for useful policy intervention. If we think it important to subsidise essential utilities such as electricity for low-income Australians, we may need to consider whether an allowance for internet access for essential services might also be necessary.

The ConversationFor the large number of lower-income Australians who rely entirely on mobile devices for internet connections, we will also need to consider new ways to support digital inclusion. These could include unmetered access to essential health and social services, and the further development of secure, public access wi-fi.

Three charts on: the NBN and Australia’s digital divide

The National Broadband Network (NBN) is widely considered to be failing Australians, but it isn’t failing them equally.

Our research, undertaken at the Centre for Research Excellence in the Social Determinants of Health Equity, seeks to address health inequities by looking at the geographical distribution of infrastructure, including digital technology.

Examining the rollout of NBN technologies as of December 2016, our preliminary analyses suggest areas of greatest socio-economic disadvantage overlap with regions typically receiving NBN infrastructure of poorer quality.

Comparing NBN technology with inequality

To determine socio-economic disadvantage, we used the Australian Bureau of Statistics’s (ABS) socio-economic indexes for area (SEIFA) and its index of relative socio-economic advantage and disadvantage (IRSD) from 2011.

Across Australia, we found only 29% of areas with a SEIFA decile of one (the lowest-scoring 10% of areas) had fibre-to-the-premise (FTTP) – considered the best broadband technology solution available – or fibre-to-the-node (FTTN) connections. So far, around 71% of the NBN technology available in these areas involves inferior options, including hybrid fibre-coaxial (HFC), fixed wireless or satellite technologies.

On the other hand, 93% of areas with a SEIFA decile of 10 (the highest-scoring 10% of areas) had FTTP or FTTN.

This result tells a similar story to an early analysis by Sydney University’s Tooran Alizadeh of 60 NBN release sites that were announced in 2011. She found some of the most disadvantaged areas of Australia were not gaining equal access to the new infrastructure.

If we look only at major cities in Australia – where the level of fibre technology is higher overall – areas with the greatest disadvantage, while exceeding similarly disadvantaged areas nationally, still received significantly less FTTP and FTTN: 65% of areas with a SEIFA decile of one had FTTP and FTTN, compared with 94% of areas with a SEIFA decile of 10.

Of course Australia is a large, sparsely populated country, which makes the business case for rolling out fibre difficult in some regions. Nevertheless, inequitable access to NBN technology appears even when controlling for the remoteness of the location.

If we look at outer regional Australia where fibre is less prevalent, the pattern looks worse. Only 12% of the most disadvantaged areas with a SEIFA decile of one received FTTP and FTTN, compared with 88% of the most advantaged outer regional areas with a SEIFA decile of nine.

Receiving FTTP or even FTTN may still be better than receiving HFC, fixed wireless or satellite technologies. While HFC may be able to match maximum speeds of FTTN, this is unlikely to happen during peak times when the increased number of users sharing the same data capacity will slow service considerably. And, similar to FTTN, these technologies provide fewer opportunities to upgrade capacity to meet future demand.

However, given only a limited data set was made publicly available in December 2016 by the NBN company, it is difficult to determine exactly which services are currently installed where. For example, the data set we used does not differentiate between FTTP and the lesser FTTN connection.

It also aggregates some NBN technology into an “other” category, making it impossible to distinguish between HFC and satellite service.

The NBN company offers a “check your address” search for its most up-to-date rollout information including technology type, but was unable to share this information with us in a single, usable data set.

A NBN spokesperson said the network was being rolled out across Australia regardless of any socio-economic mapping.

“Determining the sequence is a complex process of weighing up factors including the location of construction resources, current service levels, existing broadband infrastructure, growth forecasts and proximity to nbn infrastructure such as the transit network,” she said in an email. “Only 8 per cent of premises in Australia are not in the fixed-line footprint.”

Internet access and social inequity

A faster internet connection is increasingly central to people’s social connections, education opportunities, employment prospects and ability to access services.

This was raised in a 2011 report by the parliamentary Standing Committee on Infrastructure and Communications. It emphasised the potential role of the NBN in enhancing greater equity in digital access to services in regional and rural areas.

The Committee heard that, due to the ‘digital divide’, many of the Australians who could benefit the most from broadband currently have the lowest levels of online participation … The extent of accompanying measures implemented by governments will determine whether the NBN narrows or widens this digital divide.

Previous research has also found that people from lower socioeconomic groups are already restricted in their use of digital information and communication technologies. This can limit their access to a range of social determinants of health.

When populations already facing disadvantage receive poorer quality digital infrastructure, those with the greatest need will continue to slip farther behind.

Equity must be at the forefront of the NBN company’s considerations as it continues to roll out across Australia. Further entrenching social inequities through digital infrastructure is not the NBN anyone dreamed of.

Malaysian Christians Seek to End Restrictions on Malay Bibles


Federation calls for removal of ‘every impediment’ to importing and printing Scripture.

KUALA LUMPUR, Malaysia, April 6 (CDN) — Christian importers of Bibles that Malaysian officials detained are balking at conditions the government has imposed for their release, such as defacement of the sacred books with official stamps.

The Home Ministry stamped the words, “This Good News [Malay] Bible is for use by Christians only” on 5,100 Bibles without consulting the importer, the Bible Society of Malaysia (BSM), which initially refused to collect them as it had neither accepted nor agreed to the conditions. The Home Ministry applied the stamp a day after the government on March 15 issued a release order for the Bibles, which had been detained in Port Klang, 38 kilometers (24 miles) southwest of Kuala Lumpur, since March 20, 2009.

Another 30,000 Bibles detained since Jan. 12 on the island of Borneo remain in port after the Sarawak state Home Ministry told the local chapter of Gideons International that it could collect them if the organization would put the stamp on them. Gideons has thus far declined to do so, and a spokesman said yesterday (April 5) that officials had already defaced the books with the stamp.

The government issued letters of release to both organizations on March 15 under the condition that the books bear the stamp, “Reminder: This Good News [Malay] Bible is for use by Christians only. By order of the Home Minister,” and that the covers must carry a serial number, the official seal of the department and a date.

The Home Ministry’s stamping of the BSM Bibles without the organization’s permission came under fire from the Christian community. In a statement issued on March 17, Bishop Ng Moon Hing, chairman of the Christian Federation of Malaysia (CFM), described the Home Ministry’s action as desecration.

“[The] new conditions imposed on the release of the impounded Bibles … is wholly unacceptable to us,” he added.

Ng described the conditions imposed by the Home Ministry as tantamount to treating the Malay Bible as a “restricted item” and subjecting the word of God to the control of man. In response, Home Minister Hishammuddin Hussein has said the act of stamping and serialization was standard protocol.

 

Government Overtures

In the weeks following the March 15 release order, the government made several attempts to try to appease the Christian community through Idris Jala, a Christian from Sarawak state and a minister in the Prime Minister’s Department.

Idris issued the government’s first statement on March 22, explaining that officials had reduced earlier conditions imposed by the Home Ministry to require only the words, “For Christianity” to be stamped on the covers of the Bible in font type Arial, size 16, in bold.

Idris informed BSM that the Bibles could be collected in their present state or arrangements could be made to have stickers with the words “For Christianity” pasted over the imprint of the stamps made by the Home Ministry officials. In the event that this was not acceptable, the minister pointed out that BSM had the option of having the whole consignment replaced, since the government had received an offer from Christian donors who were prepared to bear the full cost of purchasing new Bibles.

In response, the CFM issued a statement on March 30 saying, “The offer made does address the substantive issues,” and called on the government “to remove every impediment, whether legal or administrative, to the importation, publication, distribution and use of the [Malay Bible] and indeed to protect and defend our right to use the [Malay Bible].”

Bishop Ng, however, left it to the two importers to decide whether to collect the Bibles based on their specific circumstances.

On March 31, BSM collected the mishandled Bibles “to prevent the possibility of further acts of desecration or disrespect.” In a press statement, BSM officials explained that the copies cannot be sold but “will be respectfully preserved as museum pieces and as a heritage for the Christian Church in Malaysia.” The organization also made it clear that it will only accept compensation from the Home Ministry and not from “Christian donors,” a term it viewed suspiciously.

On Saturday (April 2), Idris issued a 10-point statement to try to resolve the impasse. Significantly, this latest overture by the government included the lifting of present restrictions to allow for the local printing and importation of Malay and other indigenous-language Bibles into the country.

In Sarawak and Sabah, there would be no conditions attached to Bibles printed locally or imported. There also would be no prohibitions and restrictions on residents of these two states carrying such Bibles to other states. A significant 64 percent of Malaysian Christians are indigenous people from Sabah and Sarawak states who use the Malay language in their daily life, and having the Bible in the Malay language is considered critical to the practice of their Christian faith.

In the case of West Malaysia, however, in view of its larger Muslim population, the government imposed the condition that the Bibles must have the words “Christian publication” and the sign of the cross printed on the front covers.

 

Christian Response

Most Christians responded to this latest overture with caution. Many remained skeptical, seeing it as a politically motivated move in view of Sarawak state elections on April 16. Nearly half of Sarawak’s population is Christian.

Bolly Lapok, an Anglican priest, told the online news agency Malaysian Insider, “It’s an assurance, but we have been given such assurances before.” BSM General-Secretary the Rev. Simon Wong reportedly expressed the same sentiments, saying the Home Ministry already has a record of breaking its word.

The Rev. Thomas Phillips of the Mar Thoma Church, who is also president of the Malaysian Consultative Council of Buddhism, Christianity, Hinduism, Sikhism and Taoism, questioned the timing of the proposal: “Why, after all these years?”

The youth wing of the Council of Churches rejected the proposal outright, expressing fears that the government was trying to “buy them over” for the Sarawak election, and that it would go back on its word after that.

Bishop Paul Tan, president of the Catholic Bishops’ Conference of Malaysia, called the proposal an “insidious tactic of ‘divide and rule,’” referring to its different requirements imposed on Malaysians separated by the South China Sea. Dr. Ng Kam Weng, research director at Kairos Research Centre, stressed that the proposal “does not address the root problem of the present crisis, i.e. the Allah issue.”

 

Muslim Reactions

The 10-point proposal has also drawn the ire of Muslim groups, who view it as the government caving in to Christian pressure.

Perak Mufti Harussani Zakaria expressed his disappointment, reportedly saying, “If the government does this, just cancel the law,” in reference to various state Islamic enactments that prohibit the use of the word “Allah” and other so-called Islamic terms that led to the banning of the Malay Bible. Malay Bibles have not been allowed to be printed locally for fear that they will utilize “prohibited” words.

The Muslim Organizations in Defense of Islam (Pembela) threatened to challenge the 10-point proposal in court if it was not reviewed in consultation with Muslim representatives.

On the same day Pembela issued its statement, the government seemed to have retracted its earlier commitment. The Home Minister reportedly said talks on the Malay Bibles were still ongoing despite Idris’ 10-point proposal, which purportedly represents the Cabinet’s decision.

As a result, James Redas Noel of the Gideons said yesterday (April 5) that he was confused by the mixed messages coming from the government and will not make a decision on whether to collect the Bibles until he had consulted church leaders on the matter, according to the Malaysian Insider.

The issue with the Malay Bibles is closely tied to the dispute over use of the word “Allah” by non-Muslims.

In a controversial court ruling on Dec. 31, 2009, judge Lau Bee Lan had allowed The Herald, a Catholic newspaper, to use “Allah” for God in the Malay section of its multilingual newspaper.

The Home Ministry filed an appeal against this decision on Jan. 4, 2010. To date, there is no indication as to when the case will be heard.

Christians Decry Malaysia’s Detention of Bible Books


After stopping 5,100 Bibles in 2009, authorities withhold 30,000 Malay-language copies.

KUALA LUMPUR, Malaysia, March 14 (CDN) — The detaining of 30,000 copies of the New Testament, Psalms and Proverbs in the Malay language at Malaysia’s Kuching Port has “greatly disillusioned” the nation’s Christian community.

The books, imported from Indonesia by the local branch of Gideons International for distribution in schools, churches and longhouses in Betong, Saratok and other Christian areas in Sarawak state, have been detained at the Kuching Port since January.

Authorities told an unnamed officer of the importer on Jan. 12 that he could not distribute the books in Sarawak state, on the island of Borneo, since they “contained words which are also found in the Quran,” according to online news agency Malaysiakini. The officer was ordered to transport the books to the Home Ministry’s office for storage.

Last week, when the same officer enquired of the Home Ministry officials on the status of the Malay Bibles, authorities said they had yet to receive instructions on the matter.

This is not the first time government authorities have detained Malay-language Bibles, and Bishop Ng Moon Hing, chairman of Christian Federation of Malaysia, decried the action.

“The CFM is greatly disillusioned, fed-up and angered by the repeated detention of Bibles written in our national language,” Ng said. “It would appear as if the authorities are waging a continuous, surreptitious and systematic program against Christians in Malaysia to deny them access to the Bible in [Malay].”

An earlier consignment of 5,100 copies of the Good News Bible in Malay, imported by the Bible Society of Malaysia, was detained in Port Klang in March 2009. Together with this latest seizure, the total number of Bibles seized and remaining in possession of the Home Ministry amounts to 35,100 copies.

The CFM, representing a majority of Christians in Malaysia, released a statement on March 10 asserting, “All attempts to import the Bible in Bahasa Malaysia [Malay], i.e. the Alkitab, whether through Port Klang or the Port of Kuching, have been thwarted” since March 2009.

Prior to March 2009, there had been several such incidents, and “each time, tedious steps had to be taken to secure their release,” according to the CFM.

A significant 64 percent of Malaysian Christians are indigenous people from Sabah and Sarawak states who use the Malay language in their daily life. Christian leaders say having Bibles in the Malay language is crucial to the practice of their Christian faith.

This latest Bible book seizure has irked Christians and drawn criticisms from politicians spanning both sides of the political divide.

The Sarawak Ministers Fellowship issued a statement registering its “strong protest,” describing the detention of the books as “unconstitutional” and in violation of the 18-point agreement for Sarawak in the formation of Malaysia.

Representing the opposition political party, People’s Justice Party (Sarawak Parti Keadilan Rakyat) Chief Baru Bian described the withholding as “religious harassment” and “a blatant disregard of our constitutional right as Christians in Malaysia.”

Chua Soi Lek, president of the Malaysian Chinese Association, a political party within the ruling coalition National Front, proposed that Malay Bibles be allowed to be printed locally. The deputy chief minister of Sarawak, Dr. George Chan, expressed the state government’s willingness to publish the Malay Bible locally.

Home Minister Hishammuddin Hussein was quoted in The Star newspaper today as saying, “The issue … is being resolved amicably with the parties concerned,” though how this was taking place was not apparent. The home minister has reportedly said the books had been withheld pending an appeal over the use of the word “Allah” in The Herald catholic newspaper.

Secretary-General of Malaysian Muslim Youth Movement Mohamad Raimi Abdul Rahim has called for the government to enforce the ban on use of the word “Allah” by non-Muslims nationwide, including in Sabah and Sarawak.

EU Visit to Orissa, India Triggers Barrage of Accusations


Hindu nationalists protest delegation as Christians cite injustices.

NEW DELHI, February 8 (CDN) — A delegation from the European Union concluded a “fruitful” trip to India’s violence-torn Orissa state on Friday (Feb. 5) amid a swirl of protests by Hindu nationalist groups and cries of injustice by Christians.

The delegation was able to hold “open and frank” discussions with Kandhamal officials on the visit, said Gabriele Annis of the Embassy of Italy.

“We had a very good meeting with the Kandhamal district administration,” Annis told reporters. “It is fruitful. We had open and frank discussion. It helped us in understanding the situation and understanding happenings over the past 15 months.”

The delegation was led by Christophe Manet, head of Political Affairs of the European Commission delegation to India and consisted of members from Spain, Hungary, Poland, Ireland, Italy, Netherlands, the United Kingdom, Finland and Sweden. A delegation from five European countries had visited Orissa earlier in November 2009, but the government of Orissa denied them permission to visit Kandhamal district, where Christians say they continue to be threatened and destitute.

Archbishop Raphael Cheenath said on Saturday (Feb. 6) that despite the claims of the state and district administrations, life for the Christian victims of violence in August-September 2008 remains far from normal: thousands still live in makeshift shanties along roadsides and in forests, he said, and local officials and police harass them daily.

“The block officers have been playing with the facts, indulging in corrupt practices and cosmetic exercises whenever political and other dignitaries come to visit or inspect,” the archbishop said in a statement. “Innocent people are coerced into giving a false picture. The chief minister must investigate the role and functioning of the entire district administration . . . It is strange that officers in whose presence the violence took place and thousands of houses were burnt are still in office and are declaring that there is peace in the district.”

Following attacks in the area after Hindu extremists stirred up mobs by falsely accusing Christians of killing Hindu leader Swami Laxmanananda Saraswati on Aug. 23, 2008, more than 10,000 families were displaced from their homes by the violence. Since then, Cheenath said, an estimated 1,200 families have left the area. Between 200 and 300 families reside in private displacement camps in the district, and more than 4,400 families still live in tents, makeshift shelters or the remnants of their damaged houses, he said.

The number of attack victims who have received financial assistance from the government, churches or Non-Governmental Organizations (NGOs) is unknown, but is estimated at 1,100 families, Cheenath added.

He criticized Prime Minister Manmohan Singh and the Chief Minister of Orissa Naveen Patnaik saying, “Both of them had promised to provide adequate compensation for the damages caused during the 2008 communal violence. But the victims have not been adequately compensated.”

Cheenath said the state government had decided not to compensate any riot-affected religious institutions even though India’s Supreme Court had directed the government to compensate them for all damages.

“This is a national calamity and demands a special package for the affected people, which should include land, income generation, education and healthcare,” the archbishop said.

Extremist Makeover

Prior to the visit, Christian leaders expressed their shock at Kandhamal district authorities attempting a cosmetic makeover by evacuating nearly 100 Christians from G. Udayagiri.

In letters to the EU delegation, the state government and national human rights and minorities commissions, Dr. John Dayal of the All India Christian Council narrated the plight of the 91 members of 21 families from 11 villages who were living under plastic sheets along a road in the marketplace area of G. Udayagiri.

Dayal said the group included 11 married women, three widows, an elderly man with a fractured hip and thigh, and two infants born in the camp. They had faced almost daily threats, he said, as they had not been allowed to return to their villages unless they renounced their faith and became Hindus.

Soon after the decision to allow the EU delegation, the water supply to the makeshift site was cut off and police and civil officers drove away the residents, who had only plastic sheets to protect them from the cold, he said. The refugees said officers later gave them permission to come back at night but to keep the area clear.

“The families are in G. Udayagiri, they have moved in front of the road, and they are in a very bad state,” the Rev. Samant Nayak of G. Udayagiri told Compass. “They are literally on the road.”

He said that approximately 55 families were living in G. Udayagiri, where they had been given land, and a Christian NGO was helping to construct houses for them.

The Press Trust of India reported that Orissa officials were nervous about last week’s delegation visiting Kandhamal but finally gave permission under pressure from the central government. State officials finally allowed the visit with the pre-condition that the delegation would be allowed only to interact with people and not engage in fact-finding, according to a senior official in Orissa’s home department.

The Kandhamal district collector, Krishna Kumar, told Compass that all went well and “no untoward incidents took place,” but sources reported at least one minor disturbance in Bodimunda village. On Wednesday (Feb. 3), one house was reportedly damaged there in a scuffle that also resulted in two arrests by the local police.

During their Kandhamal visit, the EU delegation was reportedly forced to cancel a meeting with judges of Fast Track courts established in Phulbani, in Kandhamal district, to prosecute hundreds of those accused in the 2008 violence, due to protests from the local lawyers’ association.

Kumar, however, pointed out that the lawyers’ protest was secondary to the lack of clearance from the High court for the meeting with the judges. “The same was not informed to us prior to the visit,” he added.

Justice Denied

The anti-Christian violence in August-September 2008 killed over 100 people and burned 4,640 houses, 252 churches and 13 educational institutions. Archbishop Cheenath said justice is critical to long term peace.

“The two Fast Track courts, and the court premises, have seen a travesty of justice,” he said in the Feb. 6 statement. “Witnesses are being coerced, threatened, cajoled and sought to be bribed by murderers and arsonists facing trial. The court premises are full of top activists of fundamentalist organizations. The witnesses are also threatened in their homes with elimination, and even their distant relatives are being coerced specially in the murder and arson cases against Member of Legislative Assembly [MLA] Manoj Pradhan.”

Though some witnesses have testified on Pradhan’s alleged involvement in crimes in depositions, he has been acquitted in case after case, the archbishop added.

“We are demanding a special investigation team to investigate every case of murder and arson,” he said. “Similarly, there is also need for transferring the cases against politically powerful persons such as Pradhan to outside Kandhamal, preferably to Cuttack or Bhubaneswar.”

Cheenath said victims have filed 3,232 complaints at Kandhamal police stations, but officers registered only 832 cases. As many as 341 cases were in the G. Udayagiri area alone, 98 in Tikabali and 90 in Raikia, he said.

“Even out of this small number [in G. Udayagiri], only 123 cases were transferred to the two Fast Track courts,” he said. “So far, 71 cases have been tried in the two courts, and 63 cases have been disposed of. Of these, conviction occurred only in 25 cases, and even that is partial as most of the accused have not been arrested or brought to trial.”

Only 89 persons have been convicted so far in Orissa state, while 251 have been acquitted, supposedly for lack of witnesses against them, he said.

“Among them is Manoj Pradhan,” Cheenath said. “It is strange that in the case of 10 deaths by murder, nine cases have been closed without anybody being convicted, while there has been partial conviction in the case of one death. Who will bring justice in the case of the nine murder cases?”

The archbishop demanded that independent lawyers be allowed to assist overworked special public prosecutors.

Hindu Nationalist Protests

Protesting the delegation visit was the Vishwa Hindu Parishad (VHP) and other Hindu nationalist organizations. VHP State General Secretary Gouri Prasad Brahma had lamented on Jan. 31 that the visit would trigger tension and demanded their immediate withdrawal.

“There is no business of the outsiders in the internal matter of the state,” he said.

The delegation also faced the ire of the Hindu extremist Bajrang Dal on the day of its arrival in Bhubaneswar, capital of Orissa, on Tuesday (Feb. 2). Hundreds of its cadres met the delegation at the airport shouting loudly, “EU team, go back.”

Five Bajrang Dal members were detained for creating trouble, Deputy Commissioner of Police H.K. Lal told media on Wednesday (Feb. 3).

After the delegation had left, the Orissa Bharatiya Janata Party (BJP) heavily criticized the central and the state governments, with BJP state President, Jual Oram telling a press conference that the state had allowed the visit to “divide people on communal lines.” He said that the delegation had not met any Hindu leader during their visit to Kandhamal, which “exposed their communal agenda.”

Oram accused the delegation of violating protocol in trying to meet the judges of fast-track courts in Kandhamal, saying this “amounted to interference into internal affairs of a sovereign independent member state under the U.N.”

At the same press conference, BJP MLA Karendra Majhi said that allowing the visit was an attempt by the chief minister to win back the confidence of minority Christians. He alleged that the delegation had held secret meetings in a Catholic church at Phulbani with church leaders and select NGOs to facilitate conversions to Christianity.

“I have every reason to believe that the promised assistance of 15 million euros to Kandhamal by the EU delegation will be utilized for conversion activities,” Majhi said.

Why Bhutan’s Royalists Fear Christianity


Social, political factors behind country’s reluctance to allow Christianity to grow

THIMPHU, Bhutan, February 1 (CDN) — Bars, pubs and discos have become legal in Bhutan – a cause of concern for the older generation – but construction of worship buildings other than Buddhist or Hindu temples is still prohibited.

The prohibition remains in force even though Christians abide by Bhutan’s codes of conduct, speaking the Dzongkha language as well as the Nepali language at church gatherings, and wearing the national dress.

The National Assembly of Bhutan banned the practice of non-Buddhist and non-Hindu religions through edicts in 1969 and in 1979. But Christians do meet for Sunday worship, with attendance of more than 100 Christians in an underground church not unusual.

Why are Christians seen as a greater threat to the culture of the nation than the “democracy disco culture,” as one government official described the emerging subculture among the Bhutanese youth? It is believed that Christianity will create religious tensions in the country.

“There are reasons why Christianity is not being tolerated in the country,” said a former high government official who requested anonymity. “Look at the communal tensions in India and Nepal. Christianity can divide the Bhutanese society as well.”

He mentioned two incidents that appeared in the Bhutanese press last year, one in which 13 Christians allegedly hanged a woman they had accused of being a witch, and a suicide by a Hindu man who reportedly left a note saying his Christian wife and children were pressuring him to convert.

Christians here said these were isolated incidents that they strongly condemned.

“A majority of believers in Bhutan are not educated and are from lower economic backgrounds,” said the pastor of an underground church. “When open preaching is not allowed, this is what happens.”

Sound Christian teaching remains lacking, he said. There is a tremendous need for good Christian teaching and general education among the Christians in Bhutan, said the pastor.

“But little can be done given the restrictions we face here.”

Christians are only allowed to pray if someone is sick among their acquaintances, he added.

The government also fears that Christianity could cause societal tensions because of the general misconception that Christians lure others to the faith with money; converts are viewed with suspicion, said a government official on condition of anonymity.

“There should be one religion in one nation,” said the official, adding that religious freedom should be allowed only after educating people.

Threat from Within

Bhutanese officials are no strangers to religious conflict.

“You must also understand that the kind of Buddhism practiced in Bhutan is a minority sect within the two Buddhist divisions,” said the former government official.

A majority of Buddhists in Bhutan practice Vajrayāna Buddhism, also known as Tantric Buddhism, and belong to the larger Mahayana sect, one of the two major divisions of the religion along with the Theravada sect.

Theravada Buddhism has a widespread following in Sri Lanka and Southeast Asian countries, including Burma, Thailand, Laos and Cambodia. Mahayana is practiced in a few East Asian countries, including Japan.

Unlike Theravada, which is more individualistic in its motivation, Mahayana Buddhism involves an aspiration to achieve enlightenment not only for one’s own sake, but for the sake of all “sentient” beings.

“There is a perceived threat to the Buddhist sect in Bhutan from the more powerful Theravada division,” said the source, without divulging more about the clash within Buddhism. “In such a scenario, how can you expect the government to willingly open doors to Christianity, which too is a threat?”

Of Bhutan’s more than 670,000 people, Christians are estimated to range in number between 3,000 and 6,000. Around 75 percent of the people practice Buddhism, and roughly 22 percent are Hindus, mostly of Nepali origin.

Monarchy and Buddhism

Religion is so closely linked to the monarchy in Bhutan that one cannot exist without the other.

The national flag of Bhutan, which consists of a white dragon over a yellow and orange background, also has religion in it. While the yellow half represents civil and political powers of the King, the orange signifies monastic traditions of Buddha’s teachings.

The religious link is protected in the new constitution, which was adopted in March 2008. Article 2 notes that the dual powers of religion and politics shall be unified in the person of the king, “who, as a Buddhist, shall be the upholder of the Chhoe-sid,” the traditional dual system of governance characterized by the sharing of power between the religious and political heads of the country.

Given that the king embodies religious and political authority, the common people worship him.

Additionally, Buddhism is woven into the national fabric. Bhutan is the only country in the world that employs a “Gross National Happiness” (GNH) equation to measure its people’s level of happiness, and the GNH assumes that all citizens are Buddhist. Respondents to the GNH survey are asked questions concerning “spiritual activities like meditation and prayers, and consideration of karmic effects in daily life.”

The introduction of democracy in Bhutan did not involve disturbing the religious and cultural status quo. While former King Jigme Singye Wangchuck, who served from 1972 to 2006, brought democracy to Bhutan without any demand for it, people believe his intentions were far from transforming the country into a full democracy.

It is believed that the political turmoil in neighboring Nepal partly influenced King Singye Wangchuck’s decision to make the country, at least on paper, a constitutional monarchy after over 100 years of absolute monarchy. A decade-long civil war led by the Communist Party of Nepal-Maoist – which took more than 12,000 lives – is believed to be behind the abolition of the royal parliamentary system and the adoption of a socialist republic in Nepal. In 2006 the then-king of Nepal, Gyanendra, agreed to relinquish sovereign power to the people.

All sources in Bhutan confirmed that the present king, Jigme Khesar Namgyel Wangchuck (selected in 2006 but not crowned until 2008), was still the supreme ruler. Perhaps this is why both the ruling Druk Phuensum Tshogpa (Bhutan Peace and Prosperity) Party and the opposition People’s Democratic Party are royalists.

Pictures of kings of Bhutan are found everywhere in the country – in homes, shops, hotels, underground churches and on street walls. Many large posters with the kings’ pictures carrying the inscription “Kings of our Hearts” can be seen along the streets. Even public buses have “Our Kings Forever” painted on them.

“But you cannot expect things to change overnight,” said the former government official. “It’s not wise to allow development without any bridle. Things are improving slowly.

Added an optimistic source, “Freedom in the real sense of the word and in all spheres is bound to come to Bhutan. It’s just a matter of time.”

Church Buildings Attacked in Malaysia Following Court Decision


Muslim groups angered by ruling to allow Catholic newspaper to use word ‘Allah.’

KUALA LUMPUR, Malaysia, January 11 (CDN) — In unprecedented acts that stunned Christians in Malaysia, suspected Islamists have attacked eight church buildings since the country’s High Court ruled that a Catholic weekly could use the word “Allah.”

Firebombs were thrown into the compounds of four churches in Kuala Lumpur and neighboring Petaling Jaya on Friday (Jan. 8); three more attacks occurred on Sunday (Jan. 10) in Taiping, Melaka and Miri; and another church building was hit today in Seremban. There were no reports of injuries.

Judge Lau Bee Lan delivered the controversial court ruling on Dec. 31, arguing that the Herald had a constitutional right to use the word “Allah” for God in the Malay section of its multi-lingual newspaper. The ruling caused an uproar among many Muslim groups widely reported to have called for nationwide protests after Friday prayers, asserting that “Allah” can be used only in the context of Islam. Among groups calling for protests were the Muslim Youth Movement and the National Association of Muslim Students.

Inflammatory rhetoric has emerged in the escalating conflict; at a protest in Shah Alam since protests began on Friday, a speaker at one rally urged listeners to “burn churches,” according to the online news site Malaysian Insider. The crowd reportedly stood in stunned silence.

Malaysia’s Home Ministry filed an appeal against the High Court decision on Jan. 4. Two days later, the court allowed a freeze on the decision to permit the Herald to use the word “Allah” pending hearing in the Court of Appeal.

The attacked churches were Metro Tabernacle (Assembly of God) in Kuala Lumpur, and three churches in Petaling Jaya: Life Chapel (Brethren), Assumption Church (Catholic) and Good Shepherd Lutheran Church (Lutheran); also damaged were All Saints’ Church (Anglican) in Taiping, Melaka Baptist Church in Melaka (vandalized but not firebombed), Good Shepherd Church (Catholic) in Miri (pelted with stones) and Sidang Injil Borneo (Evangelical Church of Borneo) in Seremban.

Though there were no casualties, a number of the church buildings were damaged in the attacks. Metro Tabernacle suffered the worst damage, with the ground floor of its three-story building, which housed its administrative office, completely gutted. The main door of the church in Seremban was charred.

The Rev. Ong Sek Leang, senior pastor of Metro Tabernacle, reportedly said that the church harbors no ill feelings toward the culprits and would forgive those responsible, but that it does not condone the acts.

Most of the other church buildings suffered minor damage, though the Assumption Church was spared when the Molotov cocktail thrown into its compound failed to go off. The Melaka Baptist Church building was splashed with black paint, while stones were thrown into the Good Shepherd Church building in Miri.

The Malaysian Insider reported on Friday (Jan. 8) that two other churches received telephone threats from unknown sources.

Christian leaders, government and opposition leaders, and Non-Governmental Organizations have condemned the attacks. Police have promised to increase security around church buildings, but Inspector-General of Police Musa Hassan told the Malaysian Insider that churches must beef up their own security since there is a shortage of police personnel.

Malaysia’s population is about 60 percent Muslim, 19 percent Buddhist and 9 percent Christian. About 6 percent are Hindu, with 2.6 percent of the population adhering to Confucianism, Taoism and other traditional Chinese religions.

Shocked

The spate of church attacks shocked the Christian community and nation, as acts of violence on places of worship are unprecedented in Malaysia.

Ramon Navaratnam, Chairman of the Centre of Public Policy Studies, said in a press statement on Friday (Jan. 8) that the attacks marked a “troubling trend” and “a low point in our nation’s history.”

The same day, Malaysian Bar Council Chairman Ragunath Kesavan said in a press statement that the attacks were “shocking and offensive” and that “all right-minded Malaysians must condemn it as indecent and unacceptable.”

Christian leaders strongly denounced the attacks and have asked the government to safeguard the community and its places of worship. They have also called on the government to take firm steps against the perpetrators while paving the way for greater understanding between the different religious communities.

The Rev. Dr. Hermen Shastri, general secretary of the Council of Churches Malaysia, called on the government to “show zero tolerance for the use, threat or incitement, of violence as a means to pressure the decision of the court.” The Rev. Eu Hong Seng, chairman of the National Evangelical Christian Fellowship, called on the government “to take the necessary steps to educate those who lack understanding and are ‘easily confused’ to be mature-minded in a progressive democratic society.”

Leaders on both sides of the political divide have also denounced the attacks, while a number of opposition leaders – including Anwar Ibrahim, adviser to the People’s Justice Party – put the blame on the United Malay National Organization (UMNO), the leading partner in the ruling coalition government. Anwar reportedly accused UMNO-owned newspaper Utusan Malaysia of having incited Muslims over the court decision.

A number of local commentators have also criticized Prime Minister Najib Abdul Razak and Home Minister Hishammuddin Hussein for not defusing rising tensions in the initial days of the court ruling. They have also come under fire for saying they would allow public demonstrations by Muslim groups to proceed, and that they would take action “only if things got out of hand.”

Despite the attacks, a check with parishioners of several churches in the Klang Valley showed Christians were undeterred by the acts of violence and continued to gather for worship yesterday.

Urging Christians to pray, Sam Ang, secretary-general of the National Evangelical Christian Fellowship, told Compass, “We see this as an opportunity to trust in the Lord and to revitalize our faith, especially for second-generation Christians.”
