Three new reports add clarity to Australia’s space sector, a ‘crowded and valuable high ground’

Three new reports examine Australia’s existing space capabilities, set them in the light of international developments, and identify growth areas and models for Australia to pursue.

Australia seems on the brink of embracing space in a coordinated manner, but how should we do it?

This week, the Australian government released three reports to help chart the future of Australia’s space industry. Their conclusions will feed into the review of Australia’s space industry underway by former CSIRO head Dr Megan Clark.

The reports examine Australia’s existing space capabilities, set them in the light of international developments, and identify growth areas and models for Australia to pursue. The promise is there:

  • Australia has scattered globally competitive capabilities in areas from space weather to deep-space communication but “by far the strongest areas” are applications of satellite data on Earth to industries like agriculture, communications and mining

  • Australian research in other sectors like 3D printing and VR is being translated to space with potentially high payoffs

  • global trends, including the demand for more space traffic management, play to our emerging strengths

  • the prize for success is real – the UK currently has an A$8 billion space export industry, and anticipates further growth.

While it is not the first time the government has commissioned this type of research, the updates are welcome given the fast pace of space innovation. Taken together they paint a picture of potential for the future of Australian space and a firm foundation for a space agency.

The rules of the game

The Global Space Industry Dynamics report from Bryce Space and Technology, a US-based space specialist consulting firm, sets out the “rules of the game” in the US$344 billion (A$450 billion) space sector.

It highlights that:

  • three quarters of global revenues are made commercially, despite the prevailing perception that space is a government concern
  • most commercial revenue is made from space-enabled services and applications (like satellite TV or GPS receivers) rather than the construction and launch of space hardware itself
  • commercial launch and satellite manufacturing industries are still small in relative terms, at about US$20.5 billion (A$27 billion) of revenues, but show strong growth, particularly for smaller satellites and launch vehicles.

The report also looks at the emerging trends that a smart space industry in Australia will try and run ahead of. Space is becoming cheaper, more attractive to investors and increasingly important in our data-rich economy. These trends have not gone unnoticed by global competitors, though, and the report describes space as an increasingly “crowded and valuable high ground”.

What is particularly useful about the report is its sharp focus on the three numbers that determine commercial attractiveness:

  1. market size
  2. growth
  3. profitability.

The magic comes through matching these attractive sectors against areas where Australia can compete strongly because of existing capability or geographic advantage.

The report suggests growth opportunities across traditional and emerging space sectors. In traditional sectors, it calls out satellite services, particularly commercial satellite radio and broadband, and ground infrastructure as prime opportunities. In emerging sectors, earth observation data analytics, space traffic management, and small satellite manufacturing are all tipped as potentially profitable growth areas where Australia could compete.

The report adds the speculative area of space mining as an additional sector worth considering given Australia’s existing terrestrial capability.

It is encouraging that Australian organisations have anticipated the growth areas, from UNSW’s off-earth mining research, to Geoscience Australia’s integrated satellite data to Mt Stromlo’s debris tracking capability.

Australian capabilities

Australian capabilities are the focus of a second report, by ACIL Allen consulting, Australian Space Industry Capability. The review highlights a smattering of world class Australian capabilities, particularly in the application of space data to activities on Earth like agriculture, transport and financial services.

There are also emerging Australian capabilities in small satellites and potentially disruptive technologies with space applications, like 3D printing, AI and quantum computing. The report notes that basic research is strong, but challenges remain in “industrialising and commercialising the resulting products”.

The concern about commercialisation prompts questions about the policies that will help Australian companies succeed.

Should we embrace recent trends and rely wholly on market mechanisms and venture capital Darwinism, or buy into traditional international space projects?

Do we send our brightest overseas for a few years’ training, or spin up a full suite of research and development programs domestically?

Are there regulations that need to change to level the playing field for Australian space exports?

Learning from the world

Part of the answer is to be found in the third report, Global Space Strategies and Best Practices, which looks at global approaches to funding, capability development, and governance arrangements. The case studies illustrate a range of styles.

The UK’s pragmatic approach developed a £5 billion (A$8 billion) export industry by focusing primarily on competitive commercial applications, including a satellite Australia recently bought a time-share on.

A longer-term play is Luxembourg’s use of tax breaks and legal changes to attract space mining ventures. Before laughing, remember that Luxembourg has space clout: satellite giants SES and Intelsat are headquartered there thanks to similar forward thinking in the 1980s. Those two companies pulled in about A$3 billion of profit between them last year.

Norway and Canada show a middle ground, combining international partnerships with clear focus areas that benefit research and the economy. Norway has taken advantage of its geography to build satellite ground stations for polar-orbiting satellites, in an interesting parallel with Australia’s longstanding ground capabilities. Canada used its relationship with the United States to build the robotic “Canadarm” for the Space Shuttle and International Space Station, developing a space robotics capability for the country.

Canadarm played an important role in Canada-USA relations.

The only caution is that confining the possible role models to the space sector is unnecessarily limiting. Commercialisation in technology fields is a broader policy question, and there is much to learn from recent innovations including CSIRO’s venture fund and the broader Cooperative Research Centre (CRC) program.

As well as the three reports, the government recently released 140 public submissions to the panel.

Beyond bollards: protecting crowded places means not letting the exceptional become the norm

The Australian government’s new strategy for protecting crowded places from terrorism draws heavily on other countries’ experiences of implementing similar strategies as part of a broader national counter-terrorism agenda.

The US and UK have had similar crowded places policies for a number of years due to persistently high threat levels. Places such as Abu Dhabi have adopted versions of such approaches and embedded security within large buildings and place-promotion programs.

Terrorists have significantly changed their modus operandi in the new millennium. Until 2001, vehicle-borne devices targeting major financial or political centres used to be the hallmarks of international urban terrorism. These have more recently been superseded by person-borne devices – especially suicide attacks – and subsequently Fedayeen-style mass shootings, targeting of crowds with fast-moving vehicles, as well as low-tech, difficult-to-defend knife attacks.

Consequently, traditional counter-terrorism approaches – the construction of defensive cordons to protect valuable and vulnerable assets – are seen as largely inadequate. Our defences have had to be rethought. Terror groups are adopting increasingly innovative methods and tactics aimed at soft targets and more generally crowded places, which cannot be altered without radically changing how citizens experience the city.

Like similar strategies elsewhere, the Australian government strongly emphasises partnerships between a range of stakeholders in providing protective security. Countering terrorism, the strategy notes, is “a responsibility shared by all Australian governments, the community and the private sector”.

A resilient crowded place has trusted relationships with government, other crowded places, and the public. It has access to accurate, contemporary threat information and has a means of translating this threat information into effective, proportionate protective security measures commensurate with the level of risk they face.

Learning from elsewhere – bollards are not enough

Given the nature of the areas being defended, authorities have had to consider issues that previous attempts have paid limited attention to. Security stakeholders in Australia should bear these issues in mind as their program is rolled out.

First, traditional security approaches may be of limited use against many types of possible attack and offer false comfort.

Many have advocated the use of crime-prevention ideas for dealing with the terrorist threat. These manipulate the built environment to reduce the attractiveness and physical access to target places while increasing the likelihood of being caught. In essence this means the mass use of security bollards and high-visibility policing.

While this might reassure many citizens, the emphasis on structures and deterrence models has limited use. Terrorists seeking martyrdom could simply move to other locations that are not as well defended.

Second, issues of risk and timing are really important. Here the Australian guidance has done something that other guidance often fails to do. It has provided a self-assessment tool.

This tool enables owners and managers of public spaces to assess their own risk (or pay a security consultant to do so). This is broadly a positive development, although it does raise the issue of whether or not such non-trained stakeholders feel comfortable doing this or have adequate skills and experience to do it effectively. Appropriate training courses and public awareness campaigns will be vital.

Third, a clear implementation gap is emerging in many countries in the prioritisation of locations that are protected. It is incredibly difficult to cost accurately for designed-in security. Hence a business case for measures that are solely associated with terrorism can be hard to build.

Developers are, in most cases, not legally obliged to adopt counter-terrorism measures. More often than not they will do so immediately after an attack. The cost and who pays for it is a huge issue.

Equally, who is responsible for implementation can be politically sensitive. Is it the government? Is it the owners of the crowded place? Is it the planning and urban design community?

The fourth issue relates to aesthetics. Over recent decades, urban revitalisation has increasingly emphasised inclusivity, liveability and accessibility. These “quality of life” values sit uneasily beside concerns to “design out terrorism” as security becomes part of the design process.

In the aftermath of attacks, or amid fear of imminent attack, obtrusive security features – notably temporary concrete or steel blocks – are commonly “thrown” around key sites to stop vehicle attacks. These are not necessarily aesthetically pleasing.

In the last decade the initial swathe of security bollards and defensive barriers that littered the landscape of many cities after 9/11 has slowly given way to subtler landscape alteration, although in many cases bollard-type solutions still prevail. The predominant view is that security features should be as unobtrusive as possible. This has led to security features being increasingly camouflaged and subtlety embedded within the cityscape.

What can we live with?

How our public places are designed tells us a lot about the type of society we are and the one we wish to live in. In this sense, providing guidelines on protecting against terrorism in crowded places is a difficult task, especially in societies that value freedom of movement and expression but are seen as under threat of attack.

In Melbourne in June, concrete blocks were artistically decorated in the #bollart protest against what many saw as an unnecessary eyesore. The temporary security measures were put in place to prevent vehicle attacks following the Bourke Street incident and the London Bridge terror attack. In time, permanent steel barriers will replace the blocks.

More broadly, counter-terrorism measures deployed in crowded public places must seek to balance security effectiveness with social and political acceptability. We live in dangerous times, but how we react to the risk of terrorism will have impacts on our public realm for many years. In many ways the threat to cities comes as much from our policy responses as the actual act of terrorism. Both have the potential to harm the freedom of movement and expression that define a vibrant city.

The ConversationExperience tells us that, once permitted, hyper-security tends to become permanent. If we want a humane and accessible public realm and a genuinely open society, we should not let the exceptional become the norm as we seek more adaptable and effective ways of coping, in a calm and measured way, with urban terrorism.

Pakistani Brothers Threaten Family of Catholic Who Wed Muslim


Before attempted abduction of groom’s mother, Muslims accused Christians of kidnapping.

SARGODHA, Pakistan, April 19 (CDN) — Family members of a Muslim woman who married a Roman Catholic here have threatened to kidnap the groom’s mother and sister and kill the newlyweds and other relatives, the Christian family members said.

Muslims have heavily bribed police to allow the crimes, sources told the Christian family.

The brothers of Sadia Bashir, the 22-year-old Muslim woman who married the Christian, issued the same threats most recently on April 12, said her father, Mushtaq Bhatti. After the young couple wed in court on May 16, the Muslim family accused the groom, 24-year-old Jibran Masih, and his mother and father of kidnapping, for which they languished in jail for several months last year.

Masih, his mother Nargis Bibi and Bhatti could have been sentenced to death, a life sentence or a fine had the Lahore High Court not declared them innocent in December.

The high court ordered the Muslim family to stop issuing dire threats to the Christian family, but threats of kidnapping and murder have continued with police encouragement, Bhatti said. On Jan. 18, he said, Bashir’s brothers tried to kidnap his wife, Jibran Masih’s mother, as she walked back home after escorting another daughter to college in Sargodha.

The brothers, Muhammad Arif and Muhammad Tariq, got out of a red car and began dragging her to it, tearing off her blouse as she struggled to keep from being put in the car, Nargis Bibi said.

She managed to escape their clutches on the crowded street and immediately reported the incident to the New Satellite Town (NST) police station with her husband, she said. Police reluctantly registered charges of abducting for the purposes of adultery, she said, but they have not arrested the brothers.

“The culprits who tried to kidnap me are still at large, and the Muslim family members with the approval of the NST police are hurling threats to kill us or abduct our college student daughter,” Nargis Bibi told Compass.

On July 1, 2009, Sadia Bashir’s father and mother, Muhammad Bashir and Khursheed Bibi, had charged Nargis Bibi, Bhatti, and Masih with abducting their daughter. Court documents record that Sadia Bashir testified before a Sessions Court judge that she had willingly contracted love marriage with Masih. In her statement, she said that she was not abducted by any members of the accused Christian family and freely decided to wed him. 

Nevertheless, the three Christians remained in jail until Bhatti was able to bring the case before the Lahore High Court. On Dec. 4, 2009 Chief Justice Khwaja Muhammad Sharif acquitted all three of them and ordered the case dropped. The young couple moved out of town to begin their life anew, Nargis Bibi said.

The high court also ordered police to protect the Christian family against the threats of the Muslim family.

“On the First Information Report [FIR] of the Muslim family of Muhammad Bashir falsely charging us with kidnapping, police immediately arrested us,” Nargis Bibi said, “but on our FIR they were idle and have not arrested any of the Muslim culprits.”

Christian sources close to NST police told Bhatti’s relatives that the Muslim family members have heavily bribed police to keep from prosecuting the Muslim brothers, Bhatti said.

Denying the bribery allegations, an NST police spokesman said officers had registered a case, an investigation was underway and that soon the foiled kidnappers would be behind the bars.

Somali Christian Flees Refugee Camp Under Death Threat


Flood of refugees to camp in Kenya brings Muslims hostile to his family.

NAIROBI, Kenya, December 9 (CDN) — Somali Christian Mohamud Muridi Saidi last month fled a refugee camp near Kenya’s border with Sudan after Muslims threatened to kill him.

For Saidi, a father of four, the recent relocation of 13,000 refugees from the Dadaab refugee camp near the Somali border to the Kakuma camp, where he had lived since 2002, brought its own nightmare: the arrival of Muslims from Somalia’s Lower Juba region who knew of his father’s Christian activities in his home village.

After Somalis four times threw stones at Saidi’s iron sheet home in the Kakuma refugee camp – once in mid-October, and again on Nov. 17, 21 and 22 – word spread that they intended to kill him. Case workers for a Lutheran World Federation (LWF) service group confirmed the death threat.

“I know the attackers are the Muslims who forced us to leave Somalia in 2002,” Saidi told Compass in Nairobi, adding that he was unable to bring his family with him when he fled on Nov. 23. “They are not safe, and that is why we should be out of Kakuma as soon as possible.”

Saidi has reported the attacks to the LWF service group as well as to police in Kakuma. Case workers for the LWF service group confirmed that the stoning of his home had escalated to the threat of him being assassinated.

“Saidi has security-related issues fueled by the new refugees from Dadaab,” said one LWF service group worker, who requested anonymity for security reasons, last month. “I did some investigation and found out that Saidi’s life is threatened.”

On one of the occasions in which his house was stoned as his family slept, Saidi turned on a flashlight and neighbors rose up, scaring off the assailants.

He and his family had enjoyed some tranquility since fleeing raging conflict in Somalia, but that ceased with the transference of the Somali Muslims from Dadaab refugee camp to Kakuma in August. The United Nations High Commissioner for Refugees relocated the refugees to ease congestion in the crowded Dadaab camps of Ifo, Hagadera and Dagahaley, where close to 300,000 Somalis had arrived to sites designed to house only 90,000 refugees.

The influx of those refugees from the Dadaab camp more than 1,000 kilometers (621 miles) away came with the quickly spreading word that Saidi and his family must be Christian, since his father was a well-known Christian while living in Somalia. A Somali Bantu from Marere, Lower Juba, Saidi’s family left Marere in 2002 after strict Muslims sought to kill them when they found out they were followers of Christ.

Saidi’s late father had coordinated activities for a Christian charity in Lower Juba. Since the death of his father in 2005, Saidi has been working as a translator for a Non-Governmental Organization. As a translator, he became known to the newly arrived Somalis from Dadaab.

Because of the dangers, Saidi has been forced to abandon his job for fear of exposing himself to other Muslims who might know of his father. He is the sole supporter for his family, including his 55-year-old mother, wife and four children.

“It is not safe for us to continue living in Kakuma – we have to move away, possibly to Nairobi,” Saidi said.

As a stop-gap measure, Saidi said he hopes to work as a freelance translator, for which he would need a computer, printer, photocopying machine and laminator.

“This would be a temporary measure – asylum for my family would be a permanent solution,” he said.

Despite the relocation of the refugees from Dadaab, overcrowding has not eased due an influx of newly displaced people fleeing fighting in southern Somalia. Earlier this month, radical Islamic al Shabaab militia recaptured three key towns, including the key town of Dobhley, in Lower Juba province along Somalia’s border with Kenya. They retook control from the more moderate Isbul-Islam militants as they each try to overthrow the Western-backed Transitional Federal Government of president Sheik Sharif Sheik Ahmed in Mogadishu.

TURKEY: CHRISTIAN MURDERED ON BUSY STREET IN ISTANBUL


Mentally disturbed Muslim stabs German businessman as he leaves church.

ISTANBUL, July 28 (Compass Direct News) – On a crowded street here last week a German businessman died after a Turk with a history of mental problems stabbed him for being a Christian.

Witnesses saw Ýbrahim Akyol, 26, stab Gregor Kerkeling in the chest on July 20 at 10:50 a.m. after following him out of St. Anthony Catholic Church in Istanbul’s central district of Beyoglu. Church security cameras captured the attack on Kerkeling, who regularly visited the church when he was in town for business.

Kerkeling, in his early forties, had just visited the church to pray that morning. Akyol, a Muslim who reportedly had been visiting area churches scouting around for a Christian victim, followed Kerkeling out of the church building and asked him for a Turkish lira. When Kerkeling refused and gestured him away, Akyol repeatedly stabbed him in the heart and chest area before passersby intervened. According to various news reports, an ambulance did not arrive in time to save Kerkeling’s life.

In a statement to the prosecutor, Akyol reportedly confessed that he woke up that morning and decided he would kill a Christian. He took a kitchen knife with him and went to Istiklal Street, a long pedestrian and commercial road where some of the main traditional churches are located, looking for a victim.

“I wanted to kill a Christian that day and was visiting churches for this reason,” he told prosecutors, according to the Hurriet Daily News. “I saw the person and killed him.”

Akyol, according to various Turkish papers, was addicted to paint thinner. They also reported he had received treatment at a well-known mental hospital in Istanbul but did not give details of his state of mind.

Earlier that morning at St. Anthony church, one of Turkey’s best known and visible churches, at around 9:30 a.m. Akyol tried to pick a fight with a door guard by refusing to take off his cap, saying he couldn’t remove it because he was a Muslim.

In his confession to the prosecutor, Akyol said he looked into the eyes of the door guard and tried to decide whether to kill him, reported the daily Sabah. The guard had asked him to come out of the church with him, and Akyol followed him to the front steps where he attempted to open a debate about Islam and Christianity.

In the end, he reportedly said he decided not to kill the guard because “there was no light in his eyes.”

After his conversation with the guard, Akyol took his knife to a knife store and had it sharpened, according to police.

A member of St. Anthony church said that the community was upset.

“The community was a little bit shaken by what happened,” said the church member. “We realize that we are vulnerable, and that we must rely on God for our security. It is easy to be affected by fear when the motives and circumstances for this event are completely unclear.”

The church has hundreds and often thousands of visitors daily, and it is the first church that many Turks curious about Christianity visit.

Since 2006, five Christian men have been killed in Turkey because of their beliefs. The murders have been committed by men in their early twenties who said they were motivated by religious and nationalistic beliefs allegedly fanned by official elements and other influential figures said to be plotting to destabilize Turkey.

Media reported that according to police, Akyol carried a photo of the founder of the modern nation, Kemal Ataturk. On the back of the photo he had written: “I love my homeland. Those who disagree with my thoughts or don’t like them can get out of my country.”

Although last week’s murder does not seem to be related to the previous ones, St. Anthony’s community members are aware that their visibility could make them an easy target to those wanting to attack Christians or foreigners.

“St. Anthony’s would be an easy target for someone who would want to lash out at Christians, or even at foreigners, because often people view the church as a foreign institution,” said a member of the parish on the condition of anonymity.

The St. Anthony member asked for prayer that the community will “not be controlled by a spirit of fear, but continue to live out our very simple testimony with His incredible joy.”

Man of Prayer

In an interview with the daily Vatan, Kerkeling’s fiancée, Hatice Isik, said he was quite “religious” and prayed every day.

“First thing every morning, he would go to St. Anthony church in Taksim and pray,” she said, according to Vatan. “Sometimes we went together.”

Kerkeling was on his way to meet Isik at an area café after his prayers when he was stabbed. She and Kerkeling were planning on getting married in a few months.

Kerkeling’s body was sent to Germany on Friday (July 24).

COLOMBIA: FAMILY OF KIDNAPPED PASTOR FLEE HOME


Alarmed by threatening strangers, wife and children of William Reyes leave Maicao.

INDIANAPOLIS, Indiana, June 24 (Compass Direct News) – The wife and children of pastor William Reyes, who was kidnapped last September in Colombia and is still missing, have moved from their home to another city due to threatening strangers presumably linked to his kidnappers.

Compass learned that Idia Miranda Reyes, her son William, 19, and daughters Luz Nelly, 17, and Estefania, 9, suddenly left their home in Maicao in the department (state) of La Guajira two months ago and moved to an undisclosed location in the country.

The Rev. William Reyes disappeared on Sept. 25, 2008, en route to Maicao from the neighboring city of Valledupar. Since March 2008, the pastor of Light and Truth Inter-American Church and active member of the Fraternity of Evangelical Pastors of Maicao, had been receiving extortion threats from illegal armed groups operating in the La Guajira peninsula.

Family members have not heard from Pastor Reyes since, nor have his abductors contacted the family to demand ransom.

Two incidents earlier this year alerted his wife that she and her children were in danger from the kidnappers. On Jan. 15, an unidentified man appeared at the Inter-American Church in Maicao and asked for Idia Miranda Reyes. When he was told she was not there, the man asked for her address and cell phone number, which church workers refused to give him.

Before he left, the man said testily, “It is in [her] best interest to get in touch with me, than for me to have to find her.”

Six days later, Luz Nelly Reyes was approached by a stranger on the street (the family believes it was the same man), who told her that if she wanted to see her father again, she should come with him. The girl declined the invitation. When he attempted to grab her by the arm, Luz Nelly fled.

“I have not reported this to police, because I’m afraid,” her mother told Compass after the incident. “They could do something to me.”

Through sobs she added, “We never conceived of this happening to us. I just wish they would tell us if they have him or not.”

Idia Miranda Reyes waited to leave Maicao until Luz Nelly completed her senior year in high school; the 17-year-old graduated on March 28. According to sources, the Inter-American church is contributing a modest living allowance to the Reyes family.

Reyes is not alone in her fears; Colombia suffers the highest incidence of kidnapping in the Western Hemisphere and a homicide rate 11 times greater than in the United States.

Due to general lawlessness, Colombians often face harassment from the same criminals who kidnap or murder loved ones. Violent crime is so common in the country that half of the felonies are not reported to police, and only one in nine makes the newspapers.

Another Maicao kidnapping in February underscores the problem. Armed men abducted a woman from a church just a few blocks from the Light and Truth church – while worship was in progress. The pastor of that church later refused to disclose the victim’s identity or discuss the circumstances of her disappearance, citing concerns for the safety of his congregation.

Evangelical Christians are not always passive victims of crime, however. Justapaz, a Mennonite Church-affiliated organization based in Bogotá, and The Commission for Restoration, Life and Peace of the Evangelical Council of Churches of Colombia (CEDECOL) have organized an international prayer and action campaign in response to the Reyes family crisis.

The campaign mobilized concerned citizens to petition the office of Attorney General Dr. Mario Iguarán, asking that authorities conduct a thorough investigation into Pastor Reyes’ disappearance and report their findings to Commission Coordinator Ricardo Esquivia and Jenny Neme, director of Justapaz.

“Despite hundreds of letters from church members in the United States, Canada and across Europe, and repeated attempts to get a response from the Colombian Attorney General´s Office, we have yet to receive any information from them regarding progress in the case,” said Michael Joseph, who coordinates the Reyes case on behalf of CEDECOL and Justapaz. “We’re doing our best to make sure Pastor Reyes’ case is not forgotten.”

The Reyes family joins other “internal refugees” who live as exiles in their own country. Unchecked political and social violence have forced innocent victims – many of them widows and children – to abruptly abandon homes and careers. They must take up life in crowded, far-off cities in order to protect themselves and their children from further attack.

According to estimates, Colombia now has 3 million internal refugees, the second largest population of displaced persons in the world after Sudan.

IRAN: TWO CHRISTIAN WOMEN IMPRISONED


Held with no legal counsel for over a month, they suffer illness in notorious prison.

LOS ANGELES, April 13 (Compass Direct News) – Accused of “acting against state security” and “taking part in illegal gatherings,” two Iranian Christian women have been held in a Tehran prison for over a month in a crowded cell with no access to legal representation.

Amnesty International, in an appeal for urgent action last week, reported that authorities have made the accusations known but have imprisoned the women without filing official charges. The organization called on Iranian authorities to release them and expressed concern for their health.

Maryam Rostampour, 27, and Marzieh Amirizadeh Esmaeilabad, 30, who were active in church activities and distributing Bibles according to Amnesty’s appeal, were arrested on March 5. They are being held in the detention center of Evin Prison, a facility that has drawn criticism for its human rights violations and executions in recent years. Amnesty’s appeal included a call to urge Iranian officials to ensure that the women are not being tortured.

Based on a telephone conversation between Esmaeilabad and a third party on March 28, Amnesty reported that Esmaeilabad said both are suffering from infection and high fever and had not received adequate medical care. The women continue to be detained in an overcrowded cell with 27 other women. Amnesty said they “may be prisoners of conscience, detained solely on account of their religious beliefs.”

The women are allowed a one-minute call each day and a weekly visit from family. Authorities have informed their family members that the women are accused of “acting against state security” and “taking part in illegal gatherings,” according to the report, and that they would be released after payment of a $400,000 bail. The families have presented the title deeds of their homes as bail but are still waiting for approval from the judge.

Initially the Ministry of Intelligence summoned one of the women, and then took her to the apartment the two shared. There they were officially arrested, and authorities confiscated computers, books and Bibles. The two women were interrogated and held at different police stations.

On March 18 they appeared before Branch 2 of the Islamic Revolutionary Court in Tehran and subsequently transferred to Evin Prison, said the report.

Even if the women are released on bail, they still have to stand trial. Accusations have not included “apostasy,” or leaving Islam, though investigations are ongoing. It is not known whether the women are converts from Islam.

Last September the Iranian Parliament approved review of a new penal code calling for a mandatory death sentence for “apostates.” Under current law death sentences for apostasy have been issued only under judicial interpretations of sharia (Islamic law).

Under the new penal code, male “apostates” would be executed, while females would receive life sentences. The new code was sent to Iran’s most influential body, the Guardian Council, which is expected to rule on it. The council is made up of six conservative theologians appointed by Iran’s Supreme Leader and six jurists nominated by the judiciary and approved by Parliament. This council has the power to veto any bill it deems inconsistent with the constitution and Islamic law.

Converts to Christianity in Iran risk harassment, arrest and attack from authorities even though Article 23 of the Iranian Constitution grants that individual beliefs are private and no one can be “molested or taken to task” for holding them. Iran has also signed the International Covenant on Civil and Political Rights, which states that everyone shall have the right to freedom of thought, conscience and religion.

“This right shall include freedom to have or to adopt a religion or belief of his choice, and freedom, either individually or in community with others and in public or private, to manifest his religion or belief in worship, observance, practice and teaching,” the covenant states.

The last Iranian Christian convert from Islam executed by the Iranian government was Hossein Soodmand in 1990. He was accused of working as “an American spy.” Since then at least six Protestant pastors have been assassinated by unknown killers.
