Malaysia’s media crackdowns are being driven by an insecure government highly sensitive to criticism

The recent police interrogations of six Al Jazeera journalists in Malaysia – five of whom are Australian – was not about shaping international reportage or a diplomatic rift.

Rather, it was part of a troubling pattern of crackdowns on the media and freedom of speech in the country, driven by the domestic concerns of an insecure government highly sensitive to criticism.

While the previous government led by former Prime Minister Mahathir Mohamad was by no means consistent or perfect, Malaysia was hailed just last year as an example of a country improving on press freedom.

This started to change in March, however, as Muhyiddin Yassin’s new government came to power. Tolerance for criticism and dissent has since been in short supply.

Pattern of repression

The Al Jazeera journalists have been accused of sedition and defamation over a documentary about the government’s treatment of migrant workers during the COVID-19 pandemic. Malaysian officials and national television claim the documentary was inaccurate, misleading and unfair.

But these journalists are hardly the only ones to be targeted by the new government.

Steven Gan, chief editor of the trusted online news portal Malaysiakini, is facing contempt of court charges and could be sent to jail over reader comments briefly published on the news site that were apparently critical of the judiciary. Gan’s lawyer warned the case could have a “chilling effect”.

South China Morning Post journalist Tashny Sukamaran has been investigated for reporting on police raids of migrant workers and refugees.

Another journalist, Boo Su-Lyn, is being investigated for publishing the findings of an inquiry into a fire at a hospital in 2016 that left six dead.

A book featuring articles by political analysts and journalists has been banned over the artwork on the cover that allegedly insulted the national coat of arms. Sukamaran and journalists from Malaysiakini have been questioned by police about their involvement.

Opposition politicians have also been questioned by police for tweets and comments they made in the media prior to the new government taking power.

Whistle-blowers are included in this, too. For example, the government this week cancelled the work permit of the migrant worker who was featured in the Al Jazeera documentary.

Why the recent crackdown?

Malaysia’s current coalition government – Perikatan Nasional – was controversially formed earlier this year. The alliance came to power via backdoor politicking and support from the Malaysian king as Mahathir’s dysfunctional coalition imploded.

The new government coalition includes the United Malays National Organisation (UMNO), the party voted out of power in 2018 following a massive corruption scandal. This was the first time Malaysia had changed government in its 60-year history.

With UMNO now back in government, it is perhaps no surprise there are again more crackdowns on the media, as their previous rule saw regular attacks on journalists, activists and opposition figures.

Malaysia has also become known for its “cybertroopers” – social media commentators similar to “trolls” – who drive heated nationalistic and race-related agendas, and target government critics.

After the Al Jazeera documentary, these cyber-troopers provided fervent support for the government’s actions, arguing it had every right to round up migrants and evict them if it sees fit. Al Jazeera said its journalists were also targeted by cyber-troopers, saying they

faced abuse online, including death threats and disclosure of their personal details over social media.

Shaky government looking to firm up support

There’s another reason for the return of media crackdowns and online-driven activity beyond just the government’s desire to control the media.

It is also tactical as it allows government ministers to respond with firm statements asking security forces to intervene – enabling them to look strong, coherent and nationalistic.

Muhyiddin’s coalition is on shaky ground. It holds a slim majority in parliament and internal party factions have come to dominate political debate, with “party-hopping” becoming increasingly common. Malaysiakini even has a rolling news page regularly updated to track politicians’ changing alliances.

Malaysia’s parliament also finally resumed this week after a long and unstable hiatus, and was described as a “circus”. Politicians shouted over one another, with some trading racist and sexist remarks.

The house speaker, who was part of Mahathir’s administration, was also
controversially replaced. There has been consistent talk of snap polls.

In this environment, politicians who don’t respond forcefully enough in the “culture wars” over documentaries and controversial artwork on book covers, or conform with the online mob on immigration, risk looking weak.

A ‘new normal’ settling in

A snap election won’t necessarily help Muyhiddin strengthen his position, as parties within the coalition can become rivals during a campaign for certain seats.

But no matter who rules Malaysia in the coming months, the result will likely be a government that is fragile, insecure and worried about its legitimacy. For Malaysians, this is their “new normal”.

The risk for journalists in this “new normal” is further repression and harassment of independent media. As we have seen elsewhere in Southeast Asia, as well as in Australia, the state seems increasingly willing to use legal and regulatory pressure to make sure journalists and whistle-blowers are afraid to speak up.The Conversation

Iraq’s brutal crackdown on suspected Islamic State supporters could trigger civil war

Large portions of the Islamic State in Iraq have been either killed, captured or forced underground over the past three years.

Eleven years after the U.S. invasion toppled dictator Saddam Hussein, triggering a war between Islamic State militants and the U.S.-backed Iraqi government, Iraq has finally achieved some measure of stability.

But the Iraqi government isn’t taking any chances that this terrorist organization, commonly known as “IS,” could regroup.

Over 19,000 Iraqis suspected of collaborating with IS have been detained in Iraq since the beginning of 2013, according to Human Rights Watch. Most of them are Sunni Muslims, according to reporting by Ben Taub of the New Yorker. Sunnis are members of the sect of Islam from which IS predominantly recruits.

Suspected terrorists are often tortured into offering confessions that justify death sentences at trial. According to Amnesty International, common forms of torture include “beatings on the head and body with metal rods and cables, suspension in stress positions by the arms or legs, electric shocks, and threats of rape of female relatives.”

The government’s crackdown on Sunnis – even those with no evidence of ties with Islamic militants – sends a troubling signal about Iraq’s prospects for peace.

Our research into conflict zones shows that when post-war governments use violence against citizens, it greatly increases the risk of renewed civil war.

Repression following civil wars

The period after an armed conflict is fragile.

Citizens traumatized by violence wish fervently for peace. Defeated armed factions may have their sights set on revenge.

The post-war government’s priority, meanwhile, is to consolidate its control over the country. Sometimes, leaders use violent repression to ensure their grip on power.

It is a risky strategy.

We studied 63 countries where civil war occurred between 1976 and 2005, including El Salvador, Sierra Leone and Sudan. The results, which were published in the academic journal Conflict, Security and Development in January, show a 95 percent increase of another civil war in places where governments engaged in the kind of torture, political imprisonment, killings and disappearances that Iraq’s government is now undertaking.

Civil war is most likely to break out in former conflict zones if civilians believe they will be targeted by the state regardless of whether or not they actually support an insurgency.

Often, our results show, people respond to indiscriminate clampdowns by arming themselves. That is easy to do in conflict zones, which are home to many former rebels with extensive battlefield training and access to weapons, including both active militant groups and the remnants of vanquished insurgencies.

Assessing the risk of renewed war in Iraq

Sadly, Iraq has been down this road before.

In 2007, the U.S. military surge sent more than 20,000 additional American troops into combat in Iraq to help the government of Nuri al-Maliki – which came to power after Hussein’s demise – fight Al-Qaida and other Islamic militants.

The U.S. enlisted Sunni insurgents to help them find, capture or kill Al-Qaida operatives during this period of the Iraq war, which is often called “the surge.”

That decision inflamed the centuries-old sectarian divide between Iraq’s two dominant religious groups, Sunni and Shia Muslims.

During former Iraqi President Hussein’s rule, Sunni Muslims controlled the country, and his government actively repressed Shia citizens. Since Hussein’s ouster, however, Iraq’s government has been run by Shia Muslims.

After the U.S. withdrew its troops in 2011, the U.S.-backed al-Maliki government began a brutal campaign to consolidate its authority. From 2012 to 2013, he expelled all Sunni officials from Iraq’s government and silenced opponents using torture, political imprisonment, killings and disappearances.

At the time, our study of renewed fighting in conflict zones had just begun. The preliminary findings made us concerned that al-Maliki’s use of violence to assert control over Iraq could restart the civil war by pushing angry Sunnis into the arms of militant groups.

Unfortunately, we were right.

Starting in 2014, the Islamic State began moving swiftly from Syria – where it was based – to conquer major cities across neighboring western Iraq.

Iraqi Sunnis, who were excluded from politics after Hussein’s overthrow and fearful of government repression, did little to stop the incursion. Islamic militants increased their recruitment among Iraqi Sunnis by promising a return to Sunni dominance in Iraq.

Many Sunnis took up arms against their own government not because they supported IS’s goal of establishing an Islamic caliphate across the Middle East but because they hated al-Maliki’s administration.

By June 2014, the Islamic State had captured Mosul, Iraq’s second-largest city, just 250 miles north of Baghdad. It took three years of fighting and the combined force of Iraqi, U.S. and Kurdish troops, as well as Iranian-backed militias, to rid the country of this terrorist organization.

In September 2017, Prime Minister Adel Abdul-Abadi claimed victory over IS in Iraq. The international community turned its focus toward Syria, where Islamic militants were continuing their war on citizens and the government.

What’s next for Iraq

Still, the Islamic State remains a persistent and legitimate threat to both Syria and Iraq, with some 30,000 active fighters in the region. Its commanders have reportedly buried large stockpiles of munitions in Iraq in preparation for renewed war.

American intelligence officials have warned against President Donald Trump’s plan to withdraw U.S. troops from Syria, saying it will give IS more freedom to regroup there and in Iraq.

The Iraqi government’s crackdown on Sunnis is, in part, an effort to eliminate this threat, since IS could draw renewed support from disaffected Sunni Iraqis across the border.

But many observers think Prime Minister Abdul-Mahdi is also exacting revenge on Sunnis for previously joining IS in armed warfare against Iraq’s government.

Government calls for release of costings as Labor unveils trusts crackdown

Labor has taken another step to put tax and fairness at the centre of its policy agenda by proposing a crackdown on discretionary trusts, which it claims would raise A$4.1 billion over the forward estimates and $17.2 billion over a decade.

A Labor government would apply a minimum 30% rate of tax on discretionary tax distributions to beneficiaries over 18 years old. According to the Parliamentary Budget Office, the change will affect 318,000 discretionary trusts.

The policy would not apply to farm, charitable and philanthropic trusts. Also unaffected would be non-discretionary special disability trusts, deceased estates trusts, fixed trusts, cash management unit trusts, fixed unit trusts, and listed and unlisted public unit trusts.

Announcing the crackdown, Opposition Leader Bill Shorten said it was about delivering a level playing field in tax, “so high-income earners can’t opt out of paying income tax”.

“Tradies and retail workers and mechanics and cleaners don’t get to choose how much tax they pay – and neither should anyone else,” he said.

With the government claiming the change would hit small business, Labor insists “small business will continue to enjoy asset protections”.

The trusts policy comes on top of Labor’s commitment to tighten negative gearing and capital gains tax concessions and to reimpose the deficit levy on high-income earners, among other measures.

The opposition has yet to announce what it will do about the already-legislated tax relief – being phased in – for businesses with turnovers of up to $50 million. It is expected a Labor government would want to retain that only for smaller businesses.

The ALP policy document points out that wealthy people are much more likely to have a trust than those with lesser incomes. The average amount in private trusts by the wealthiest 20% of households is more than $123,000, compared with $4,000 for the next quintile.

Discretionary trusts are used by individuals and businesses to reduce their tax by shifting income to those in a lower tax bracket. “This practice of ‘income splitting’ through discretionary trusts is used frequently by wealthy Australians to minimise their tax,” the policy says.

“Income splitting allows high-income Australians to avoid paying the marginal tax rate that should apply to their income level – something ordinary PAYG taxpayers can’t do,” it says.

The policy gives the example of a surgeon, “Sam”, with a non-working wife “Melissa”, and two non-working adult children. The surgeon earns $500,000 from his work income, and pays PAYG tax at the top marginal rate.

In the example, the couple has a discretionary trust which produces $54,000 from their investments. They attribute $18,000 each to the wife and children, who all pay no tax because their incomes are under the tax-free threshold. “This represents a tax saving of $14,460 had the investment income been attributed to just Sam and Melissa in equal proportions, and a tax saving of $25,380 had the investment income instead been part of Sam’s normal PAYG salary.”

The number of discretionary trusts has nearly doubled since the late 1990s to more than 642,000. The increase in non-discretionary trusts – without the same tax minimisation opportunities – has been much lower. In 2014-15, more than $590 billion of assets were in discretionary trusts.

13% of individuals in the lowest-income tax bracket receive distribution from a discretionary trust. This is much greater than for those on higher incomes.

“This indicates that a significant amount of income is being shifted from the wealthiest individuals to those earning little or no other incomes (for example, non-working members of the family such as spouses and young adults in full-time study) to reduce the amount of tax paid,” the policy says.

Labor says the proposed 30% rate “strikes the right balance between ensuring a fair amount of tax is paid on all trust distributions, while also aligning it with the rate for passive investment companies which also face a 30% rate of tax”.

Labor stresses the reforms “will not affect 98% of all individual taxpayers in Australia, with virtually all the revenue raised from people receiving trust distributions who have little or no other work income”.

Asked why farmers were being exempted, Shadow Treasurer Chris Bowen said they had “issues when it comes to lumpy income and various issues relating to agriculture”.

Michael Sukkar, the assistant minister to the treasurer, called for Shorten to release the full Parliamentary Budget Office costing, including the assumptions Labor had used to come up with the revenue being claimed.

Authorities Move to Stop Protestant Christmas Events


Apparent central government crackdown puts halt to Yuletide celebrations in five areas.

HANOI, Vietnam, December 20 (CDN) — In what appeared to be part of a central government crackdown on Protestant Christianity in Vietnam, hundreds of Christians from 10 northern provinces were locked out of a Christmas celebration that was supposed to take place here yesterday.

The throngs who arrived at the National Convention Center (NCC) in the Tu Kiem district of Hanoi for the Christmas event found the doors locked and a phalanx of police trying to send them away, sources said. Deeply disappointed, some of the Christians began singing and praying in the square in front to the center, they said.

Police moved in, striking some Christians with fists and night sticks in the melee that followed. A number of video clips of the action were posted online by Monday morning (Dec. 20), Hanoi time. Christian leaders worked to calm the disappointed crowd, which eventually left, but not before at least six people – including the Rev. Nguyen Huu Bao, the scheduled speaker at the event – were arrested. They had not been released at press time.

Similar incidents occurred on Christmas Sunday (Dec. 19) in at least four other places throughout the country.

Unregistered house churches under the umbrella of the Hanoi Christian Fellowship rented the auditorium in the name of one of their members. A copy of the six-page contract obtained by Compass says the event was to be a reunion of Vietnamese who had worked in the former Soviet Union and Eastern Bloc countries. Many of northern Vietnam’s house church leaders became Christians during their time there.

While it was understood that this was to be a Christmas event, the managers of the state-owned facility did not want to put this in writing. Organizers had hoped that some 4,000 people would come.

The contract called for at least five days’ written notice before the event if either side wanted to terminate the contract. According to one source, the NCC informed event organizers on Dec. 15, four days before the event, that the contract was voided but gave no reasons as the contract required. The organizers, having completed major preparations and distributed several thousand invitations, considered this a breach of contract and decided to try to go ahead.

When the first Christians arrived Sunday afternoon, they found the doors of the NCC locked. According to a source at the scene, a sign indicated a wedding was taking place. When more than 1,000 people had arrived, some decided to sing and pray in the square in front of the NCC. Police called for reinforcements.

One witness said “possibly hundreds” of uniformed and plainclothes personnel came to try to disperse the growing crowd. Reports from the scene and video clips on the Web show pushing and shoving, with some Christian leaders trying desperately to calm the agitated crowd. Some witnesses said officials punched some Christians, and others were struck hard with night sticks. Late police reinforcements carried electric cattle prods, according to one source. In one clip, people can be seen comforting an 86-year-old woman who was knocked down.

Gradually the Christians dispersed. For many Christians who tried to come – some from great distances and at great personal expense – this would have marked the first time they had ever worshipped in a large gathering.

Sources in Vietnam told Compass that similar stoppages also took place yesterday (Dec. 19) in Thanh Hoa, Nghe An, and Quang Nam provinces, and in the city of Danang in central Vietnam.

In Thanh Hoa province, Christians of various house church denominations planned a joint celebration yesterday at the home of a woman identified only as Tuyet in Dong Phu commune. Pastor Ho Van Thom sent an appeal to the church worldwide asking for the prayers. He arrived at the scene to find some Christians had been beaten and wounded by police intent on preventing their Christmas worship.

In Danang city in central Vietnam, the Rev. Ho Tan Khoa, superintendent of the unregistered United Presbyterian Church of Vietnam, was invited to preach at a house church Christmas celebration yesterday. Pastor Khoa reported that a distraught church leader told him authorities had come that morning and, without a warrant, carted off the chairs, the pulpit and the sound system. They also tore down the Christmas decorations including a backdrop painstakingly decorated by church members, he said.

In Ho Chi Minh City, house churches have received permission for a public Christmas celebration both from authorities of the central government in Hanoi and of Ho Chi Minh City for an event on Dec. 26.  But church leaders say that potential venue owners, obviously under threat, will not dare rent to them.

Even those who closely follow Protestant church developments in Vietnam were somewhat surprised at the severity of the crackdown. One well-respected overseas Vietnam leader observed that it is now clear that this was a coordinated, well-planned and executed crackdown involving top Communist Party and government officials.

He noted that sometimes officials in remote areas of the country are excused when they persecute Christians on the grounds they do not yet know the new, more enlightened religion policies of the central government.

“In this case,” he said, “the strong actions against Christians are taking place in Vietnam’s three largest cities. They can’t use that excuse.”

Another observer said that authorities likely became alarmed at the size and attraction of the Christmas events in Ho Chi Minh City and Hanoi last Christmas. The events in those two cities attracted more than 50,000 people. They were organized by unregistered house churches that somehow obtained permission in spite of prohibitions of such events by Vietnam’s Decree 22, which governs religion.

One key church leader in Vietnam informed Compass that Directive No. 75, a secret Ministry of Interior document dated Oct. 15, ordered the crackdown on unregistered groups.

Unregistered groups are caught in limbo. Denominations with a history before the 1975 communist takeover of Vietnam have now been registered, but many groups that began in the 1980s and later have tried but failed to register their congregations as provided by Vietnam’s regulations. Their requests have mostly been ignored or denied, leaving them vulnerable to capricious repression.

As Christmas Day draws near, it appears the 400,000 or so Protestants that belong to unregistered churches will be denied celebrating together.

Legal Status Foreseen for Christianity in Buddhist Bhutan


Country’s religious regulatory authority expected to consider recognition before year’s end.

NEW DELHI, November 4 (CDN) — For the first time in Bhutan’s history, the Buddhist nation’s government seems ready to grant much-awaited official recognition and accompanying rights to a miniscule Christian population that has remained largely underground.

The authority that regulates religious organizations will discuss in its next meeting – to be held by the end of December – how a Christian organization can be registered to represent its community, agency secretary Dorji Tshering told Compass by phone.

Thus far only Buddhist and Hindu organizations have been registered by the authority, locally known as Chhoedey Lhentshog. As a result, only these two communities have the right to openly practice their religion and build places of worship.

Asked if Christians were likely to get the same rights soon, Tshering replied, “Absolutely” – an apparent paradigm shift in policy given that Bhutan’s National Assembly had banned open practice of non-Buddhist and non-Hindu religions by passing resolutions in 1969 and in 1979.

“The constitution of Bhutan says that Buddhism is the country’s spiritual heritage, but it also says that his majesty [the king] is the protector of all religions,” he added, explaining the basis on which the nascent democracy is willing to accept Christianity as one of the faiths of its citizens.

The former king of Bhutan, Jigme Singye Wangchuck, envisioned democracy in the country in 2006 – after the rule of an absolute monarchy for over a century. The first elections were held in 2008, and since then the government has gradually given rights that accompany democracy to its people.

The government’s move to legalize Christianity seems to have the consent of the present king, Jigme Khesar Namgyel Wangchuck, who is respected by almost all people and communities in the country. In his early thirties, the king studied in universities in the United States and the United Kingdom. Prime Minister Lyonchen Jigmey Thinley is also believed to have agreed in principle to recognition of other faiths.

According to source who requested anonymity, the government is likely to register only one Christian organization and would expect it to represent all Christians in Bhutan – which would call for Christian unity in the country.

All Hindus, who constitute around 22 percent of Bhutan’s less than 700,000 people, are also represented by one legal entity, the Hindu Dharma Samudaya (Hindu Religion Community) of Bhutan, which was registered with the Chhoedey Lhentshog authority along with Buddhist organizations a year ago.

Tshering said the planned discussion at the December meeting is meant to look at technicalities in the Religious Organizations Act of 2007, which provides for registration and regulation of religious groups with intent to protect and promote the country’s spiritual heritage. The government began to enforce the Act only in November 2009, a year after the advent of democracy.

Asked what some of the government’s concerns are over allowing Christianity in the country, Tshering said “conversion must not be forced, because it causes social tensions which Bhutan cannot afford to have. However, the constitution says that no one should be forced to believe in a religion, and that aspect will be taken care of. We will ensure that no one is forced to convert.”

The government’s willingness to recognize Christians is partly aimed at bringing the community under religious regulation, said the anonymous source. This is why it is evoking mixed response among the country’s Christians, who number around 6,000 according to rough estimates.

Last month, a court in south Bhutan sentenced a Christian man to three years of prison for screening films on Christianity – which was criticized by Christian organizations around the world. (See http://www.compassdirect.org, “Christian in Bhutan Imprisoned for Showing Film on Christ,” Oct. 18.)

The government is in the process of introducing a clause banning conversions by force or allurement in the country’s penal code.

Though never colonized, landlocked Bhutan has historically seen its sovereignty as fragile due to its small size and location between two Asian giants, India and China. It has sought to protect its sovereignty by preserving its distinct cultural identity based on Buddhism and by not allowing social tensions or unrest.

In the 1980s, when the king sought to strengthen the nation’s cultural unity, ethnic Nepalese citizens, who are mainly Hindu and from south Bhutan, rebelled against it. But a military crackdown forced over 100,000 of them – some of them secret Christians – to either flee to or voluntarily leave the country for neighboring Nepal.

Tshering said that while some individual Christians had approached the authority with queries, no organization had formally filed papers for registration.

After the December meeting, if members of the regulatory authority feel that Chhoedey Lhentshog’s mandate does not include registering a Christian organization, Christians will then be registered by another authority, the source said.

After official recognition, Christians would require permission from local authorities to hold public meetings. Receiving foreign aid or inviting foreign speakers would be subject to special permission from the home ministry, added the source.

Bhutan’s first contact with Christians came in the 17th century when Guru Rimpoche, a Buddhist leader and the unifier of Bhutan as a nation state, hosted the first two foreigners, who were Jesuits. Much later, Catholics were invited to provide education in Bhutan; the Jesuits came to Bhutan in 1963 and the Salesians in 1982 to run schools. The Salesians, however, were expelled in 1982 on accusations of proselytizing, and the Jesuits left the country in 1988.

“As Bhutanese capacities (scholarly, administrative and otherwise) increased, the need for active Jesuit involvement in the educational system declined, ending in 1988, when the umbrella agreement between the Jesuit order and the kingdom expired and the administration of all remaining Jesuit institutions was turned over to the government,” writes David M. Malone, Canada’s high commissioner to India and ambassador to Bhutan, in the March 2008 edition of Literary Review of Canada.

After a Christian organization is registered, Christian institutions may also be allowed once again in the country, given the government’s stress on educating young Bhutanese.

A local Christian requesting anonymity said the community respects Bhutan’s political and religious leaders, especially the king and the prime minister, will help preserve the country’s unique culture and seeks to contribute to the building of the nation.

Government crackdown on missionary presence could get worse


The Kazakh government continues to put pressure on foreign missionaries attempting to obtain visas to stay in the country. The Kazakh church is prepared for matters to get worse, reports MNN.

"Foreign involvement for the purpose of missionary work in Kazakhstan becomes increasingly difficult to happen," confirms Eric Mock, vice president of Ministry Operations for Slavic Gospel Association.

Norwegian news network Forum 18 conveys a number of instances in which the Kazakh government has denied visas to foreign missionaries of various minority faiths. A missionary visa, as it is, lasts only 180 days and cannot be renewed.

Mock says there is some fear that the visas will become even more restrictive. According to Forum 18, the Nur Otan Party has even created a document calling for further crackdown on "non-traditional faiths." Forum 18 quotes a report as saying, "The Nur Otan Party should devote special attention to the activity of non-traditional religious movements of destructive character. The destructive impact of such movements is very great."

With clear contempt toward the presence of evangelical Christian missionaries as well as missionaries for other minority faiths, the church as well as ministries like SGA need to prepare for any change. "[We need to] be sure that we do not assume that the world that we minister in today is the same that we minister in tomorrow," says Mock.

Whether or not missionary presence is increasingly restricted does not directly affect SGA, since their ministry mainly focuses on helping nationals. Still, won’t a crackdown harm the church? Mock says not as much as you might think.

"There is one thing that I saw [in Kazakhstan] that mostly encouraged my heart," explains Mock. "I saw a group of ethnic Kazakh young men who God has raised up with a passion to reach their own people. I had not really seen that in the past; it [had been] more of a Russian Baptist influence, but now I’m seeing Kazakh Baptist."

As long as changes don’t happen too abruptly, Mock says he believes the church will be able to handle any blows headed their way. The energy generated by young church leaders could be just what the Kazakh church needs to become self-sustaining. "With this new generation coming up, I think even with law changes, God has raised up this younger generation to make a profound impact for the sake of the Gospel."

If laws are passed too quickly or even just gradually, their effects will still of course be evident in the church. Mock says the best thing that we can do for them now is to pray. "There is nothing more important than praying for the believers in Kazakhstan to be passionate in reaching their own people, and to see more churches planted with that same commitment to advance the Gospel."
