Three charts on: why congestion charging is fairer than you might think

Congestion charging should be introduced in Australia’s largest cities, as Grattan Institute’s latest report shows. Our analysis also finds that the people who commute to the Melbourne and Sydney CBDs by driving are two to three times as likely to earn six-figure salaries as other Australian workers.

One of the main concerns about charging drivers who use the busiest roads at the busiest times has been about fairness. But sensible congestion charges could be designed to avoid burdening financially vulnerable people who lack alternatives to using particular roads at busy times.

Congestion charging is gaining traction in cities around the world as a proven method to manage congestion. London, Singapore, Stockholm and Milan all have congestion charging schemes. New York City legislators have approved plans to introduce it in Manhattan.

It’s better than building new infrastructure

Sydney and Melbourne are big, global cities, but with growth and prosperity comes congestion. The solution from the federal, New South Wales and Victorian governments has been to throw money at huge infrastructure projects. Politicians like promising infrastructure because large benefits can be targeted at key voters, while the costs are spread across all taxpayers.

But this means many people are paying to alleviate some people’s congestion. And the relief from new infrastructure tends to be short-lived. In Australia’s fast-growing cities, extra public transport capacity at peak times gets chewed up quickly, while new freeways tend to fill with new traffic soon after opening.

This doesn’t mean governments should stop investing in infrastructure. But it does raise the question of whether spending billions of taxpayer dollars is the best or fairest way to tackle congestion.

We usually think of congestion as a force that slows us down, without thinking about how we slow everyone else around us. Congestion charging fixes this by charging a modest fee to use the busiest roads. Drivers then have to decide whether it’s worth making their trip at that time on that road.

Drivers who need to travel at peak times are always able to do so – they just need to pay a fee. Heavy users will end up paying more for using an in-demand resource. The most flexible drivers will save money by travelling later, or elsewhere, or by another mode. And this means getting out of everybody else’s way.

Charging is also fairer than the licence-plate approach of Mexico City or Beijing, where cars are banned from driving on certain days depending on their licence plate numbers. These heavy-handed restrictions ignore the fact that people’s travel needs vary from day to day. Why ban a driver on the day of a job interview?

But what about all the drivers on low incomes?

It’s fair to ask whether congestion charging will burden the most vulnerable people in society. And the answer depends on the design of the scheme.

First, the people who we should really worry about are those who: are struggling financially; frequently or urgently need to travel on charged roads or to a charged area; and lack good alternatives to driving at that time on those roads.

A sensible congestion charge would target only the busiest roads and areas – think central business districts (CBDs), major freeways and key arterial routes – and only at times of high demand such as peak hour.

So if Sydney or Melbourne were to introduce a peak-period congestion charge around their CBDs, how many vulnerable people would be affected? Hardly any.

Our research shows the drivers who would pay the charge tend to be doing just fine. It’s mostly commuters and people driving as part of their job – think tradespeople and couriers. Those travelling for work could pass the cost on to their customers – every tradie driving to the CBD would face the same charge, so no one would gain or lose a competitive advantage.

Most CBD drivers are well-off

And the CBD commuters? They tend to earn much more than the typical Australian.

Grattan Institute analysis shows most people driving to the Sydney CBD for work each day earn six-figure salaries. Their median income is nearly A$2,500 a week – about A$1,000 a week more than the typical income for full-time workers in Sydney.

It’s a similar story in Melbourne. The median full-time worker driving to the CBD earns nearly A$2,000 a week – about A$650 more than the typical full-time worker in Melbourne.

And these CBD commuters are also generally well-served by public transport. The CBD is the most accessible location in Sydney and Melbourne, with multiple train lines and bus or tram routes running through it.

That’s why most people travel to the CBD by public transport. In Sydney, barely one in six full-time CBD workers actually commute by private vehicle. In Melbourne, it’s only a quarter. But these workers typically earn a lot more than the people on CBD-bound buses, trams and trains.

Perhaps surprisingly, drivers to the CBD are more likely to come from inner, richer parts of the city – think Mosman and Double Bay, not Penrith or Parramatta. It’s the same in Melbourne: more people drive from Kew and Richmond than Broadmeadows or Dandenong. Even those driving in from lower-income areas typically earn more than most of their neighbours.

This means the number of genuinely disadvantaged people who would be burdened by a congestion charge is small. As for one-off trips to the CBD – maybe for a specialist appointment – these are by definition infrequent and can often be rescheduled to the middle of the day.

State governments should consider discounts for low-income people with impaired mobility. However, wide-ranging exemptions would badly undermine the effectiveness of the congestion charge – as happened in London.

Congestion charging is a smarter way to improve Australia’s largest cities and fears that it would be unfair are overblown. It should be the centrepiece of a mixed strategy to tackle congestion. The NSW and Victorian governments should introduce cordon charging around the CBDs of their capitals within the next five years.

Violence Escalates in Mosul, Iraq ahead of Elections


Christians targeted as political tension builds in weeks leading to parliamentary polls.

ISTANBUL, March 5 (CDN) — Political tensions ahead of parliamentary elections in Iraq on Sunday (March 7) have left at least eight Chaldean Christians dead in the last three weeks and hundreds of families fleeing Mosul.

“The concern of Christians in Mosul is growing in the face of what is happening in the city,” said Chaldean Archbishop of Kirkuk Louis Sako. “The tension and struggle between political forces is creating an atmosphere of chaos and congestion. Christians are victims of political tension between political groups, but maybe also by fundamentalist sectarian cleansing.”

On Feb. 23 the killing of Eshoee Marokee, a Christian, and his two sons in their home in front of other family members sent shock waves across the Christian community. The murder took place amid a string of murders that triggered the mass exodus of families to the surrounding towns and provinces.

“It is not the first time Christians are attacked or killed,” said the archbishop of the Syrian Catholic Church in Mosul, Georges Casmoussa. “The new [element] in this question is to be killed in their own homes.”

The capital of Nineveh Province some 400 kilometers (250 miles) northwest of Baghdad, Mosul has been known as the most dangerous city for Christians. At least 275 Assyrian Christians have been murdered by Islamic insurgents since 2003, according to a report prepared by the International Committee for The Rights of Indigenous Mesopotamians.

While in 2009 the organization listed 16 deaths, since January there have been at least 13 murders, eight of which took place the second half of February.

The movement of internally displaced persons to surrounding areas started in mid-February and tripled between Feb. 24 and Feb. 27 to about 683 families, according to the United Nations Office for the Coordination of Humanitarian Affairs. Although the rate of displacement into areas around Mosul has slowed, the report estimates that 720 families had fled the city as of March 1. This represents about 4,320 people.

Christian Students Affected

The murders have not only driven families away from the cities but have also kept students away from university. Three of the Christians killed in February were university students. As a result, around 2,000 Christian students are staying away from their classes until the tension in Mosul eases.

“We believe that the attack against these students was somehow related to the political situation in Mosul,” said General Secretary of the Chaldo-Assyrian Student and Youth Union Kaldo Oghanna. “This has affected our people in Mosul badly, and they have left the university.”

Oghanna said that the union has proposed that the Ministry of Education open a new university in a safer area of the Nineveh plains for the nearly 3,000 Christian undergraduate students and 250 graduate students studying in Mosul. He also said that they have appealed to the university’s administration to make necessary exceptions for the Christian students who have not attended classes in the last few weeks.

Although some local Christian leaders say they expect the tension to ease after Sunday, security may not improve as the Christian community is caught in political tensions between Arabs and Kurds vying for control of the province. Archbishop Casmoussa said regardless of who is behind the murders, the Christian community demands justice.

“We urge the Central and Regional Government to pursue the murders and their masters and judge them according to Iraqi laws, even if they are supported by religious or political parties,” Casmoussa said. “Enough is enough. Are we to pay the price of political struggles or ambitions?”

Sako said that in other cities security has improved, and that Christians are eager to cast their votes.

The election on March 7 will decide the 325 members of the Council of Representatives of Iraq, who will then elect the prime minister and president of Iraq. Of these seats, five are reserved for the nation’s Christian minority, estimated at around 600,000. Most of them live in the Nineveh plain.

At the beginning of the Iraq war, there were about 1.2 million Christians living in Iraq. Iraq’s population is roughly 30 million.

Somali Christian Flees Refugee Camp Under Death Threat


Flood of refugees to camp in Kenya brings Muslims hostile to his family.

NAIROBI, Kenya, December 9 (CDN) — Somali Christian Mohamud Muridi Saidi last month fled a refugee camp near Kenya’s border with Sudan after Muslims threatened to kill him.

For Saidi, a father of four, the recent relocation of 13,000 refugees from the Dadaab refugee camp near the Somali border to the Kakuma camp, where he had lived since 2002, brought its own nightmare: the arrival of Muslims from Somalia’s Lower Juba region who knew of his father’s Christian activities in his home village.

After Somalis four times threw stones at Saidi’s iron sheet home in the Kakuma refugee camp – once in mid-October, and again on Nov. 17, 21 and 22 – word spread that they intended to kill him. Case workers for a Lutheran World Federation (LWF) service group confirmed the death threat.

“I know the attackers are the Muslims who forced us to leave Somalia in 2002,” Saidi told Compass in Nairobi, adding that he was unable to bring his family with him when he fled on Nov. 23. “They are not safe, and that is why we should be out of Kakuma as soon as possible.”

Saidi has reported the attacks to the LWF service group as well as to police in Kakuma. Case workers for the LWF service group confirmed that the stoning of his home had escalated to the threat of him being assassinated.

“Saidi has security-related issues fueled by the new refugees from Dadaab,” said one LWF service group worker, who requested anonymity for security reasons, last month. “I did some investigation and found out that Saidi’s life is threatened.”

On one of the occasions in which his house was stoned as his family slept, Saidi turned on a flashlight and neighbors rose up, scaring off the assailants.

He and his family had enjoyed some tranquility since fleeing raging conflict in Somalia, but that ceased with the transference of the Somali Muslims from Dadaab refugee camp to Kakuma in August. The United Nations High Commissioner for Refugees relocated the refugees to ease congestion in the crowded Dadaab camps of Ifo, Hagadera and Dagahaley, where close to 300,000 Somalis had arrived to sites designed to house only 90,000 refugees.

The influx of those refugees from the Dadaab camp more than 1,000 kilometers (621 miles) away came with the quickly spreading word that Saidi and his family must be Christian, since his father was a well-known Christian while living in Somalia. A Somali Bantu from Marere, Lower Juba, Saidi’s family left Marere in 2002 after strict Muslims sought to kill them when they found out they were followers of Christ.

Saidi’s late father had coordinated activities for a Christian charity in Lower Juba. Since the death of his father in 2005, Saidi has been working as a translator for a Non-Governmental Organization. As a translator, he became known to the newly arrived Somalis from Dadaab.

Because of the dangers, Saidi has been forced to abandon his job for fear of exposing himself to other Muslims who might know of his father. He is the sole supporter for his family, including his 55-year-old mother, wife and four children.

“It is not safe for us to continue living in Kakuma – we have to move away, possibly to Nairobi,” Saidi said.

As a stop-gap measure, Saidi said he hopes to work as a freelance translator, for which he would need a computer, printer, photocopying machine and laminator.

“This would be a temporary measure – asylum for my family would be a permanent solution,” he said.

Despite the relocation of the refugees from Dadaab, overcrowding has not eased due an influx of newly displaced people fleeing fighting in southern Somalia. Earlier this month, radical Islamic al Shabaab militia recaptured three key towns, including the key town of Dobhley, in Lower Juba province along Somalia’s border with Kenya. They retook control from the more moderate Isbul-Islam militants as they each try to overthrow the Western-backed Transitional Federal Government of president Sheik Sharif Sheik Ahmed in Mogadishu.
