Delta is tempting us to trade lives for freedoms — a choice it had looked like we wouldn’t have to make

Peter Martin, Crawford School of Public Policy, Australian National UniversityLast year COVID-19 seemed simple. It was horrific, but the arguments about what to do were fairly straightforward.

On one side were people rightly horrified by its rapid spread who wanted us to stay at home and stay away from school and work and socialising in order to save lives.

On the other side were people concerned about the costs of those measures — to jobs, to education, to freedom, to mental health, and to other lives (because if we used too much of our health system fighting COVID-19, other lives might fall through the cracks).

And through it all came a kind of consensus.

The concern about non-COVID deaths turned out to be overblown. Last year Australia recorded fewer than normal doctor-certified deaths, in part because the COVID restrictions stopped deaths from influenza, and in part because they snuffed out COVID-19 early, ensuring hospitals weren’t overwhelmed.

Last year, we didn’t have to choose

Concern about jobs also turned out to be overblown. By locking down hard and early, and paying employers to keep on staff (through JobKeeper) we ensured the lockdowns would be short-lived, with light at the end of the tunnel.

In none of the states for which there is data was there an increase in suicides.

The insurance company ClearView told a parliamentary committee this June its research found things were better than expected in part because of the universal nature of the pandemic. Everyone knew “everyone was in this together”.

Another reason was telehealth. It was easier to get help than before.

And students returned to school sooner than they would have had the lockdowns had been weaker or started later, leaving much of their education intact.

The consensus was that by locking down hard and early we got the best of both worlds — near-elimination of COVID-19 and a quick return to normal life. Anyone who remembers Christmas last year remembers how normal it felt.

Economics is called the dismal science in part because it is about hard choices — situations where we can’t have our cake and eat it too. Last year it seemed as if COVID wasn’t one of them. Starving the virus early gave us both one of the world’s lowest death tolls and one of its shortest recessions.

Hard choices are back in sight

And then came Delta.

Far more contagious than the original, and with fewer immediate symptoms (making it harder to trace) the Delta variant became almost impossible to get on top of in the two big states where it took hold.

And without very high vaccination rates — in the view of the Grattan Institute significantly higher than either the NSW, Victorian or Commonwealth governments are targeting — it became all but impossible to reopen without condemning Australians to COVID deaths.

The new reality is plunging us back toward the territory economists call their own — the world of hard choices.

If the lockdowns don’t end (and there is no sign they can end any time soon without costing lives) education and mental health and jobs will indeed suffer.

There’s only so long businesses can hang on without pulling the pin.

We are getting closer to having to trade off lives against freedoms; getting closer to having to decide how many COVID deaths and how much COVID illness we are prepared to live with in order to return to something more like normal living.

Last week’s NSW “roadmap to freedom” implicitly made those tradeoffs.

Calculations prepared by the Treasury and the Grattan Institute make them more explicit.

There are few important things to note. One is that we might yet be able to get the best of both worlds.

We might yet be able to effectively eliminate the delta strand, restoring both health and freedoms (as we did with the earlier strand).

It won’t happen if we ease restrictions before transmission has stopped, as some states are planning to.

Lockdowns without end are unsustainable

Another is that unending lockdowns are untenable. While last year’s lockdowns didn’t do the psychological and health and educational damage that was feared, lockdowns without end would.

One type of damage clearly evident in the comprehensive report on last year’s lockdowns from the Australian Institute of Health and Welfare is family and domestic violence. The longer lockdowns continue, the longer elevated violence is likely to continue.

And another thing to note is that in a world where we have to make tradeoffs there are no particularly good options. Allowing the disease to spread in order to restore freedom of movement would itself curtail freedom of movement.

An analysis across US states suggests 90% of last year’s collapse in face-to-face shopping was due to fear of COVID rather than formal COVID restrictions. That fear will grow if we lift restrictions and COVID spreads.

The Grattan Institute would lift lockdowns only when 80% of the entire population has been double vaccinated (not 70-80% of people aged 16+ as the NSW and national plans envisage, which amounts to 56-64% of the population).

Grattan believes its plan would cost 2,000-3,000 lives per year; a cost it believes the public would accept because it is similar to the normal toll from flu.

The NSW and national plans (Victoria’s isn’t spelled out) would cost much more.

No option is particularly good

The Commonwealth Treasury finds, perhaps counter-intuitively, that an aggressive lockdown strategy that saved more lives would impose lower economic costs (about A$1 billion per week lower) in part because it would end up producing fewer lockdowns.

They are the sort of calculations we hoped never to have to make.

There’s still a chance we might not. With a Herculean effort NSW and Victoria could yet join Taiwan, New Zealand and every other Australian state in being effectively COVID-free. But they are running out of time.

Upgrade rage: why you may have to buy a new device whether you want to or not

We’ve probably all been there. We buy some new smart gadget and when we plug it in for the first time it requires an update to work.

So we end up spending hours downloading and updating before we can even play with our new toy.

But what happens when we can’t update our gadgets any further?

Vintage technology

Every year vendors such as Apple and Google add to their list of vintage devices that no longer get operating system or security updates.

For example, owners of the Pixel 2 smartphone (released by Google in 2017) were told in late 2020 they would no longer receive regular scheduled system updates and security updates.

Upgrading to Google’s newest smartphones won’t insulate them from this problem for long. Owners of the latest Pixel 5 are told to expect this device (released in October 2020) to be made vintage in 2023.

While Apple has a reputation for supporting devices for longer than Google and Samsung with Android, even Apple owners are occasionally in for a shock, such as those users who bought the Apple Watch SE or Apple Watch 3 late last year only to discover it only works with an iPhone 6s or above.

Even if an operating system vendor still supports a device, this presumes the apps and network connections will still work for older devices, which is not always the case.

The unrelenting march of technology

Technology is not what it used to be. Twenty years ago, we could buy a laptop and everything would work pretty much the same for over a decade.

For example, switch on an old Windows XP machine (no longer supported by Microsoft) and any installed Word and Excel software will be there just as we left them, still available for your document and spreadsheeting needs. (We need to be careful about updating any software as then it might not work on the XP machine.)

If we want to play some old computer games, there’s an argument that an old machine or operating system will be a better choice to play on as a newer machine will run the game too fast, or be incompatible and not run it at all.

But the world of technology has changed in the last ten years or so. More and more apps need a network connection to operate, or take advantage of new features in the software or hardware that didn’t previously exist such as augmented reality (AR), so they need a new device to work.

Cables, chips and wireless networks

Even on the hardware front, there are concerns. Try and attach our old fitness band to our new smartphone and we might find the Bluetooth protocol it uses to communicate is no longer supported, or the servers they used to run were attacked and taken down by hackers.

Backers of the original smartwatch, The Pebble, found themselves on the wrong end of this situation when the company was bought by Fitbit, who decided to shut down the Pebble servers. This effectively turned all Pebble watches into paperweights, although an unofficial fix was developed.

Assuming the hardware works, we might find the network connection deserts us.

The WiFi Alliance last year announced a new WiFi standard, increasing speeds for countries that support it.

But it’s already the case that older WiFi devices running on older standards can have trouble connecting to new networks, and even if they can they are likely to slow down the whole network.

In the world of cellular networking, some parts of the old 3G network (famous for powering the iPhone 3G released a little more than ten years ago) has been shut down in some countries (including Australia), with the whole service destined for the dustbin in several years. Even if we could power up that old iPhone, it wouldn’t get any phone service.

A call for sustainable technology

So what’s the solution to this problem of disposable and expiring technology? One suggestion is that manufacturers move to making devices more modular, comprised of several detachable components.

Components could then be replaced as they expire, just like we are able to do with desktop computers by replacing the video card, sound card or other components.

Some manufacturers, such as Essential, Motorola and Google have all tried this approach with a modular phone but with limited success.

The modularisation process results in a larger, more cumbersome device in a world where thin and svelte is everything.

Perhaps the best we can hope for is for manufacturers to work harder to recycle and upgrade devices for consumers. Companies such as Apple already do this, with machines that can disassemble iPhones and remove the precious metals and components for recycling, but more work needs to be done.

In particular, the commercial aspect of these initiatives likely still needs to be worked out. Some service providers offer trade-in in deals for old phones but you still have to pay for a new phone. Many people aim to use older devices to avoid paying for a new device after all.

Until manufacturers are willing to perhaps just do a straight swap of that old gadget for a new model with no money down, it’s likely we will still live in our expiring device culture for a while yet.The Conversation

Australia: Kevin Rudd Has Resigned as Foreign Minister


The Foreign Minister, Kevin Rudd, has resigned. Will he now challenge the Prime Minister and try and get his old job back? One thing is for sure, despite the rhetoric coming from Julia Gillard and her supporters, Kevin Rudd is not to blame for the woes of the ALP government. Sure, they can use Kevin Rudd as a scapegoat as they are attempting to do, but everyone knows that the Gillard led government is something of a joke and they have no chance of winning the next election.

To win the next election there needs to be change and that has to start with the leadership. Simon Crean is not the answer – which appears to be something that has been suggested in recent days. That would be a very poor choice. As much as some members of the government would hate it, I do believe as many do, that Kevin Rudd is the best chance the ALP has of winning the next election, whenever that may be. That is my own opinion of course, but to do so (win I mean), he would have to a much better job than he did last time and actually govern.

Religious Conversion Worst Form of ‘Intolerance,’ Bhutan PM Says


Propagation of religion is allowable – but not seeking conversions, top politician says.

THIMPHU, Bhutan, April 13 (CDN) — In the Kingdom of Bhutan, where Christianity is still awaiting legal recognition, Christians have the right to proclaim their faith but must not use coercion or claim religious superiority to seek conversions, the country’s prime minister told Compass in an exclusive interview.

“I view conversions very negatively, because conversion is the worst form of intolerance,” Jigmi Yoser Thinley said in his office in the capital of the predominantly Buddhist nation.

Christian leaders in Bhutan have told Compass that they enjoy certain freedoms to practice their faith in private homes, but, because of a prohibition against church buildings and other restrictions, they were not sure if proclamation of their faith – included in international human rights codes – was allowed in Bhutan.

Prime Minister Thinley, who as head of the ruling party is the most influential political chief in the country, said propagation of one’s faith is allowed, but he made it clear that he views attempts to convert others with extreme suspicion.

“The first premise [of seeking conversion] is that you believe that your religion is the right religion, and the religion of the convertee is wrong – what he believes in is wrong, what he practices is wrong, that your religion is superior and that you have this responsibility to promote your way of life, your way of thinking, your way of worship,” Thinley said. “It’s the worst form of intolerance. And it divides families and societies.”

Bhutan’s constitution does not restrict the right to convert or proselytize, but some Non-Governmental Organizations have said the government effectively limits this right by restricting construction of non-Buddhist worship buildings and celebration of some non-Buddhist festivals, according to the U.S. Department of State’s 2010 International Religious Freedom Report.

It adds that Bhutan’s National Security Act (NSA) further limits proclamation of one’s faith by prohibiting “words either spoken or written, or by other means whatsoever, that promote or attempt to promote, on grounds of religion, race, language, caste, or community, or on any other ground whatsoever, feelings of enmity or hatred between different religious, racial, or language groups or castes and communities.” Violation of the NSA is punishable by up to three years’ imprisonment, though whether
any cases have been prosecuted is unknown, according to the State Department report.

Bhutan’s first democratic prime minister after about a century of absolute monarchy, Thinley completed three years in office last Thursday (April 7). While he affirmed that it is allowable for Christians to proclaim their faith – a practice commanded by Christ, with followers agreeing that it is the Holy Spirit, not man, that “converts” people – Thinley made his suspicions about Christians’ motives manifest.

“Any kind of proselytization that involves economic and material incentives [is wrong],” he said. “Many people are being converted on hospital beds in their weakest and most vulnerable moments. And these people are whispering in their ears that ‘there is no hope for you. The only way that you can survive is if you accept this particular religion.’ That is wrong.”

Thinley’s suspicions include the belief that Christians offer material incentives to convert.

“Going to the poor and saying, ‘Look, your religion doesn’t provide for this life, our religion provides for this life as well as the future,’ is wrong. And that is the basis for proselytization.”

Christian pastors in Thimphu told Compass that the perception that Bhutan’s Christians use money to convert the poor was flawed.

The pastors, requesting anonymity, said they prayed for healing of the sick because they felt they were not allowed to preach tenets of Christianity directly. Many of those who experience healing – almost all who are prayed for, they claimed – do read the Bible and then believe in Jesus’ teachings.

Asked if a person can convert if she or he believed in Christianity, the prime minister replied, “[There is] freedom of choice, yes.”

In his interview with Compass, Thinley felt compelled to defend Buddhism against assertions that citizens worship idols.

“To say that, ‘Your religion is wrong, worshiping idols is wrong,’ who worships idols?” he said. “We don’t worship idols. Those are just representations and manifestations that help you to focus.”

Leader of the royalist Druk Phuensum Tshogpa party, Thinley is regarded as a sincere politician who is trusted by Bhutan’s small Christian minority. He became the prime minister in April 2008 following the first democratic election after Bhutan’s fourth king, Jigme Singye Wangchuck, abdicated power in 2006 to pave the way toward democracy.

Until Bhutan became a constitutional monarchy in 2008, the practice of Christianity was believed to be banned in the country. The constitution now grants the right to freedom of thought, conscience and religion to all citizens. It also states that the king is the protector of all religions.

Thus far, the Religious Organisations Act of 2007 has recognized only Buddhist and Hindu organizations. As a result, no church building or Christian bookstore has been allowed in the country, nor can Christians engage in social work. Christianity in Bhutan remains confined to the homes of local believers, where they meet for collective worship on Sundays.

Asked if a Christian federation should be registered by the government to allow Christians to function with legal recognition, Thinley said, “Yes, definitely.”

The country’s agency regulating religious organizations under the 2007 act, locally known as the Chhoedey Lhentshog, is expected to make a decision on whether it could register a Christian federation representing all Christians. The authority is looking into provisions in the law to see if there is a scope for a non-Buddhist and non-Hindu organization to be registered. On whether the Religious Organisations Act could be amended if it is determined that it does not allow legal recognition of a Christian federation, the prime minister said, “If the majority view and support prevails in the country, the law will change.”

Thinley added that he was partially raised as a Christian.

“I am part Christian, too,” he said. “I read the Bible, occasionally of course. I come from a traditional [Christian] school and attended church every day except for Saturdays for nine years.”

A tiny nation in the Himalayas between India and China, Bhutan has a population of 708,484 people, of which roughly 75 percent are Buddhist, according to Operation World. Christians are estimated to be between 6,000 to nearly 15,000 (the latter figure would put Christians at more than 2 percent of the population), mostly from the south. Hindus, mainly ethnic Nepalese, constitute around 22 percent of the population and have a majority in the south.

 

Religious ‘Competition’

Bhutan’s opposition leader, Lyonpo Tshering Togbay, was equally disapproving of religious conversion.

“I am for propagation of spiritual values or anything that allows people to be good human beings,” he told Compass. “[But] we cannot have competition among religions in Bhutan.”

He said, however, that Christians must be given rights equal to those of Hindus and Buddhists.

“Our constitution guarantees the right to freedom of practice – full stop, no conditions,” he said. “But now, as a small nation state, there are some realities. Christianity is a lot more evangelistic than Hinduism or Buddhism.”

Togbay said there are Christians who are tolerant and compassionate of other peoples, cultures and religions, but “there are Christians also who go through life on war footing to save every soul. That’s their calling, and it’s good for them, except that in Bhutan we do not have the numbers to accommodate such zeal.”

Being a small nation between India and China, Bhutan’s perceived geopolitical vulnerability leads authorities to seek to pre-empt any religious, social or political unrest. With no economic or military might, Bhutan seeks to assert and celebrate its sovereignty through its distinctive culture, which is based on Buddhism, authorities say.

Togbay voiced his concern on perceived threats to Bhutan’s Buddhist culture.

“I studied in a Christian school, and I have lived in the West, and I have been approached by the Jehovah’s Witness – in a subway, in an elevator, in a restaurant in the U.S. and Switzerland. I am not saying they are bad. But I would be a fool if I was not concerned about that in Bhutan,” he said. “There are other things I am personally concerned about. Religions in Bhutan must live in harmony. Too often I have come across people who seek a convert, pointing to statues of our deities and saying
that idol worship is evil worship. That is not good for the security of our country, the harmony of our country and the pursuit of happiness.”

The premise of the Chhoedey Lhentshog, the agency regulating religious organizations, he said, “is that all the different schools of Buddhism and all the different religions see eye to eye with mutual respect and mutual understanding. If that objective is not met, it does not make sense to be part of that.”

It remains unclear what the legal rights of Christians are, as there is no interaction between the Christians and the government. Christian sources in Bhutan said they were open to dialogue with the government in order to remove “misunderstandings” and “distrust.”

“Thankfully, our political leadership is sincere and trustworthy,” said one Christian leader.

Asserting that Christians enjoy the right to worship in Bhutan, Prime Minister Thinley said authorities have not interfered with any worship services.

“There are more Christian activities taking place on a daily basis than Hindu and Buddhist activities,” he added.

China Keeps Church Leaders from Public Worship Attempt


Police put pastors under house arrest over weekend, before detaining at least 160 on Sunday.

DUBLIN, April 11 (CDN) — Police in China held “about two dozen” pastors and elders of Beijing’s Shouwang Church under house arrest or at police stations over the weekend to keep them from attending a Sunday worship service in a public location, according to Bob Fu of the China Aid Association.

Three top leaders of the church remain in jail and several others are under strict surveillance after  hundreds of Chinese police yesterday cordoned off the walkway to a third-floor outdoor meeting area adjacent to a property purchased by the church in Haidian district, Beijing, and arrested at least 160 members of the 1,000-strong church as they tried to assemble.

The church members were bundled into waiting vans and buses to prevent them from meeting as planned in the public space, Reuters and The Associated Press (AP) reported, and most had been released by today.

Church leaders claimed officials had pressured their landlords, forcing them out of both rented and purchased locations and leaving them no choice but to worship in the open.

“The government cornered them into making this decision,” Fu said, adding that the church had initially tried to register with the government. “They waited for two years, and when the government still denied them registration, they tried to keep a low profile before finally deciding to buy the Daheng New Epoch Technology building.”

Shouwang is a very unique church, he said.

“Most members are well-educated, and they include China’s top religious scholars and even former government officials, which may be a factor in the government’s response to them,” he said.

As one of the largest house churches in Beijing, Shouwang is unique in insisting on meeting together rather than splitting the congregation into smaller groups meeting in several locations, Fu said. Zion church, for example, may have more members than Shouwang, but members meet in smaller groups across the city.

“This is based on the founding fathers’ vision for Shouwang Church to be a ‘city on a hill,’” as stated in the Bible in Matthew chapter five, Fu explained. “So they’ve made a conscious decision not to go back to the small-group model. Either the government gives them the keys to their building or gives them written permission to worship in another location, or they will continue meeting in the open.”

Police arrested anyone who showed up to take part in the service, AP reported.

 

‘Most Basic Necessity’

Church leaders last week issued a statement to the congregation explaining their decision to meet outdoors.

“It may not be the best decision, but at this time it is an inevitable one,” the statement said, before reminding church members that the landlord of their premises at the time, the Old Story Club restaurant, had come under government pressure and repeatedly asked them to leave, while the previous owners of the Daheng New Epoch Technology building, purchased a year ago by the church for 27.5 million RMB (US$4.2 million), had refused to hand over the keys. The church had already met outdoors twice in November 2009 before officials gave tacit consent to move to the Old Story Club restaurant. Officials, however, again prevented Shouwang Church from meeting in May and August of last year.

Fu said it was common for government officials across China to pressure landlords into revoking leases for house church groups.

“For example, right now I know of at least two churches that were made ‘homeless’ in Guangzhou this week, including one church with at least 200 members,” he said.

Shouwang’s statement pointed to Article 36 of China’s Constitution, which grants every citizen freedom to worship, and the Universal Declaration of Human Rights, ratified by China, which states that every citizen has the right to observe his religion or belief “either alone or in community with others and in public or private.”

For this reason the church planned to meet outdoors until officials granted legal, written permission to worship in an approved location – preferably at the building purchased by the church.

The document also advised church members not to resist if they were held under house arrest or arrested at the Sunday venue.

“Objectively speaking, our outdoor worship must deliver this message to the various departments of our government: attending Sunday worship is the most basic necessity for Christians in their life of faith,” the statement concluded.

The number of Protestant house church Christians in China is estimated at between 45 and 60 million, according to Yu Jianrong, a professor at the Chinese Academy of Social Sciences Rural Development Institute, with a further 18 to 30 million people attending government-approved churches.

Lao Officials Destroy Rice Paddies, Expel More Christians


Katin villagers lose homes, livestock, land rights because of their faith.

DUBLIN, December 29 (CDN) — Officials and residents of Katin village in Ta Oih district, Saravan Province, on Sunday (Dec. 26) destroyed rice paddies farmed by 11 Christian families previously living in the village. The destruction followed the expulsion of another seven families last Thursday (Dec. 23).

Residents drained water from the rice paddies, burned fencing that protected the crop from animals and stamped on new seedlings to ensure the rice would not grow, advocacy group Human Rights Watch for Lao Religious Freedom (HRWLRF) reported.

“All 11 families were doing off-season farming on their old rice paddies on communally-owned village land,” a spokesman from HRWLRF told Compass. “If they don’t farm, they will most likely lose the right to work on their land. Also, they need the rice to sustain themselves.”

The fields were destroyed just a few days after the Katin village chief and other village authorities armed with guns entered the homes of another seven Christian families, totaling 15 people, and ordered them to give up their faith.

When they refused, officials marched them out of the village and warned them not to return.

Two of these families professed faith after officials expelled 11 Christian families last January, and another four families joined them after officials in July threatened to shoot any of the expelled Christians who attempted to return to Katin.

Yet another family professed allegiance to Jesus Christ after officials in late October warned that the six Christian families would be evicted in January 2011 if they held to their beliefs. (See http://www.compassdirect.org, “Officials to Expel More Christian Families from Village,” Nov. 9)

The newly-expelled Christians then sought shelter with the 11 families who were still living at the edge of the jungle despite assurances from provincial and district officials that they had every right to remain in Katin village. HRWLRF believes district-level officials may have secretly approved the expulsions.

“Village officials don’t usually do anything without informally consulting the district head,” a spokesman told Compass. “So it’s hard to believe that Katin village officials are simply acting on their own authority.”

Last Thursday’s (Dec. 23) incident was immediately reported to the Ta Oih district religious affairs office, but at press time no officials had responded.

The families whose rice paddies were destroyed also reported the incident to district agricultural and religious affairs offices, but authorities have yet to respond.

 

Deprived of Rights

When village officials last January expelled the 11 families, totaling 48 people, for refusing to give up their faith, the Christians built simple shelters at the edge of the jungle but suffered from a lack of adequate food and water.

Officials also destroyed their houses, confiscated livestock and essential registration documents and denied their children access to the village school.

In May, village officials granted the families permission to take rice stored in their family rice barns to ward off starvation.

Shortly afterwards, members of the 11 families returned off-season to farm their family rice paddies, adjacent to the village, in order to preserve land rights and maintain their food supplies.

Life in Communist Laos is highly communal. Residents of Katin village don’t have title deeds but are granted the right to farm plots of communally-owned land. If the land is left idle, these rights revert to the village, according to HRWLRF.

Laos is 1.5 percent Christian and 67 percent Buddhist, with the remainder unspecified. Article 6 and Article 30 of the Lao Constitution guarantee the right of Christians and other religious minorities to practice the religion of their choice without discrimination or penalty. In reality, however, other laws and policies contradict and restrict these rights, as confirmed by the U.S. State Department in its 2010 report on International Religious Freedom.

OK, so a personal question. How many times have I been in love? Well, I guess we can eliminate what I would call crushes, infatuations, not particularly serious relationships, etc – that being the case I would say twice (and it didn’t work out the way I would have liked at the time – twice also).

Hindsight can be a blessing I suppose – the first time I’d say in hindsight it was probably a good thing. Actually, no probably. Still think she’s a great girl, but wasn’t the right choice for me for a number of reasons (which I’m not getting into).

The second time the girl was the wrong choice for me also, but was most certainly the love of my life if I may be so bold as to say that. It was a tragic ending this time round and I still haven’t got over her. She was very dear to me.

Lao Officials to Expel More Christian Families from Village


Katin chief says previously expelled Christians will be shot if they return.

DUBLIN, November 9 (CDN) — Officials in Katin village, southern Laos have ordered six more Christian families to renounce their faith or face expulsion in early January, advocacy group Human Rights Watch for Lao Religious Freedom (HRWLRF) reported today (Nov. 9).

The Katin chief and the village religious affairs officer, along with local security forces, recently approached the six families with the threat after having expelled 11 Christian families, totaling 48 people, at gunpoint last January. The six families now under threat had become Christians since the January expulsion.

The eviction last January followed months of threats and harassment, including the confiscation of livestock and other property, the detention of 80 men, women and children in a school compound and the death by asphyxiation of a Christian villager. Immediately after the expulsion, two more families in Katin village became Christians despite the obvious risk to their personal safety, according to HRWLRF. The village chief allowed them to remain in Katin but warned all villagers that their own homes would be “torn down” if they made contact with the expelled Christians.

In the following months, the expelled villagers suffered from a lack of adequate shelter, food and water, leading to eye and skin infections, diarrhea, dehydration and even the death of one villager. District officials in early May gave the Christians permission to return to Katin and take rice from their family barns to prevent starvation, said another source on condition of anonymity. Some families then tried to cultivate their rice fields to avoid losing them completely, but the work was extremely difficult as authorities had confiscated their buffaloes, essential to agriculture in Laos.

 

Threat to Shoot

In July, officials from the Saravan provincial headquarters and the Ta-oyl district religious affairs office met with the evicted families in their shelters at the edge of the jungle and encouraged them to return to Katin, HRWLRF said.

The Christians agreed to return under five conditions: that authorities designate a Christian “zone” within Katin to avoid conflict with non-believers; that all forms of persecution end; that their children return to school; that Christians must be granted the right of burial in the village cemetery; and that the village award compensation for six homes destroyed in the January eviction.

When higher-level officials approached Katin leaders with these terms, village officials and local residents rejected them, insisting that they would only allow the Christians to return if they gave up their faith. The higher officials invoked Decree 92, a law guaranteeing the rights of religious minorities, but village heads said they would shoot every Christian who returned to Katin.

Shortly after this discussion took place, a further four families in Katin became Christians, according to HRWLRF.

Plinky Prompt: An Historical Person I Would Like to Speak to for Advice


My first choice would be Jesus Christ, because I’m a Christian. However, if not Jesus and someone else (I know the Plinky Prompt didn’t ask that specifically) then who to choose?

I would probably have to say John Calvin, the Protestant Reformer. Why? I admire Calvin greatly – not that I agree with him on everything. He was a strong believer who was used much of God in Geneva. For someone who followed the Lord and his rock solid faith rooted firmly in the Scriptures, it has to be Calvin.
