Cardinal: No ‘celibacy issue’ exists in reception of Anglicans into Church

In an extensive clarification released on Saturday by the Vatican press office, Fr. Federico Lombardi made clear, on behalf of the Prefect of the Congregation for the Doctrine of the Faith, Cardinal Joseph Levada, that there is no “celibacy issue” delaying the publication of the Constitution that will establish the procedure for Anglicans to be received into the Catholic Church, reports Catholis News Agency.

In a statement released in English –breaking the common use of Italian- Fr. Lombardi explained that “there has been widespread speculation, based on supposedly knowledgeable remarks by an Italian correspondent Andrea Tornielli.

The Vatican analyst suggested that the delay in the publication of the Apostolic Constitution on Personal Ordinariates for Anglicans entering into full communion with the Catholic Church is due to “more than ‘technical’ reasons.”

“According to this speculation, there is a serious substantial issue at the root of the delay, namely, disagreement about whether celibacy will be the norm for the future clergy of the Provision,” Fr. Lombardi’s said.

Responding to other claims that the rule of celibacy for Latin rite clergy would be open to discussion, Fr. Lombardi offered the official comments of Cardinal Levada.

“Had I been asked I would happily have clarified any doubt about my remarks at the press conference. There is no substance to such speculation. No one at the Vatican has mentioned any such issue to me.”

According to Cardinal Levada, Pope Benedict’s Apostolic Constitution will be ready “by the end of the first week of November” and its delay “is purely technical in the sense of ensuring consistency in canonical language and references.”

The Prefect of the Congregation also explained that “the drafts prepared by the working group, and submitted for study and approval through the usual process followed by his congregation, have all included the following statement, which is currently Article VI of the Constitution:

– 1. Those who ministered as Anglican deacons, priests, or bishops, and who fulfill the requisites established by canon law and are not impeded by irregularities or other impediments may be accepted by the Ordinary as candidates for Holy Orders in the Catholic Church. In the case of married ministers, the norms established in the Encyclical Letter of Pope Paul VI Sacerdotalis coelibatus, n. 42 and in the Statement “In June” are to be observed. Unmarried ministers must submit to the norm of clerical celibacy of Code of Canon Law 277, §1.

– 2. The Ordinary, in full observance of the discipline of celibate clergy in the Latin Church, as a rule (pro regula) will admit only celibate men to the order of presbyter. He may also petition the Roman Pontiff, as derogation from can. 277, §1, for the admission of married men to the order of presbyter on a case by case basis, according to objective criteria approved by the Holy See.”

Cardinal Levada further explains that “this article is to be understood as consistent with the current practice of the Church, in which married former Anglican ministers may be admitted to priestly ministry in the Catholic Church on a case by case basis.”

With regard to future seminarians, the Cardinal explains that “it was considered purely speculative whether there might be some cases in which a dispensation from the celibacy rule might be petitioned.”

“Objective criteria about any such possibilities (e.g. married seminarians already in preparation) are to be developed jointly by the Personal Ordinariate and the Episcopal Conference, and submitted for approval of the Holy See,” Cardinal Levada said.

US Evangelical Lutheran Church approves homosexual clergy

On Friday, the Evangelical Lutheran Church in America (ELCA) voted in favor of allowing practicing homosexuals, in committed relationships, to hold positions of authority within the sect, reports Thaddeus M. Baklinski, LifeSiteNews.com.

By a vote of 559 to 451 at last week’s national convention, representatives of the largest Lutheran denomination in the United States decided “to open the ministry of the church to gay and lesbian pastors and other professional workers living in committed relationships.”

“The actions here change the church’s policy, which previously allowed gays and lesbians into the ordained ministry only if they remained celibate,” ELCA information director John Brook told AFP.

“This is not simply rules and procedures for implementing something new,” said Rev. Stanley Olson, executive director of ELCA Vocation and Education. “We have these policies because we are committed to having the kind of leaders who will serve the Gospel of Jesus Christ, who will respect this church and other churches, and who will have the world in view.”

Members of Lutheran CORE (Coalition for Reform), representing over 400 conservative congregations that fought against the homosexualist resolution, renounced the ELCA vote.

“ELCA has broken faith with its members and Lutherans worldwide,” CORE said in a statement released on Friday.

“Lutheran CORE is continuing in the Christian faith as it has been passed down to us by generations of Christians,” Rev. Paul Spring, chairman of Lutheran CORE, said in the statement. “I am saddened that a Lutheran Church that was founded on a firm commitment to the Bible has come to the point that the ELCA would vote to reject the Bible’s teaching on marriage and homosexual behavior. It breaks my heart.”

Rev. Spring said CORE will encourage ELCA members and congregations to withdraw financial support from the denomination.

“Lutheran CORE leaders are inviting faithful Lutheran congregations and individuals to direct funding away from the national church body because of the decisions made this week by the Churchwide Assembly. Lutheran CORE will participate in and support faithful ELCA ministries, but cannot support ELCA ministries that reject the authority of God’s Word,” the group’s statement stated.

Rev. Richard Mahan, pastor at St. Timothy Lutheran Church in Charleston, W.Va., told AFP that he believed a majority of his congregation would want to now break away from the ELCA.

“This will cause an ever greater loss in members and finances. I can’t believe the church I loved and served for 40 years can condone what God condemns,” Mahan said. “Nowhere in Scripture does it say homosexuality and same-sex marriage is acceptable to God. Instead, it says it is immoral and perverted.”

Lutheran CORE announced it will hold a convention in Indianapolis, September 25-26, to plan its further response to the ELCA announcement.

BAD EXAMPLES DO NOT INVALIDATE THE VALUE OF PRIESTLY CELIBACY

Bishop Juan Ruben Martinez of Posadas in Argentina said celibacy cannot be reduced to a “mere imposition of the Church” and that “bad examples and even our own limitations do not invalidate the contribution of so many who, in the past and today, give their lives for others,” reports Catholic News Agency.

Bishop Martinez said that a “materialistic vision” of man that is based solely on “instinct and the physiological” makes it difficult to these values as a “gift of God” and an “instrument of service to humanity and to the common good.” He recognized that “from materialistic anthropology, celibacy and monogamous marriage tend to be considered as something unnatural.” However, he warned, “To reduce celibacy to a mere imposition of the Church is in fact to insult our intelligence and Christ himself who was ‘the eternal high priest,’ ‘celibate,’ and gave his life for all of us, and he himself recommended it. It is to insult the biblical texts which show great respect for celibacy and chastity for the sake of the Kingdom of Heaven, and it insults the Fathers, doctors and pastors of the Church from apostolic times to the present.”

“Uniting celibacy with the priestly ministry is a more radical Gospel choice made by the Church based on her authority and supported by the Word of God and the testimony of the saints and of so many men and women who, throughout history, strove and strive through this gift and even through their own frailties to give everything exclusively to God and his people. Bad examples and even our own limitations do not invalidate the contribution of so many who, in the past and today, give their lives for others,” the bishop said.

He went on to note that only on the basis of faith can we have “a profound understanding of issues such as life, the family, marriage, the Church and her mission, the priesthood and celibacy.”

Bishop Martinez encouraged Catholics to pray for vocations to the priesthood and religious life, “trusting in the initiative of God and man’s response,” and he thanked God, who continues to call young people to consecrate themselves to God and their brothers and sisters. “They respond to the call because they believe in love,” he said.
