Is America a ‘failing state’? How a superpower has been brought to the brink

After the collapse of the Soviet Union, there was a sense history had ended, and that the United States represented a supreme endpoint.

Today, the US is not dominant, it is in crisis: convulsed by riots and protest, riven by a virus that has galloped away from those charged with overseeing it, and heading into a presidential election led by a man that has possibly divided the nation like no other before him.

Using the most common metrics available to political scientists, there are signs the United States is failing.

Until very recently, this idea was extraordinary, unthinkable to all but the most radical critics. But, the US is increasingly performing poorly on key predictors of state failure: ethnic and class conflict, democratic and institutional backsliding, and other socioeconomic indicators including healthcare and inequality.

Ethnic and class conflict

Comparative politics pays great attention to the role of ethnic conflict as a predictor of state failure. Those who study African countries, where most of the flare-ups are currently taking place, often observe that ethnic conflicts are closely correlated with battles to secure key resources, such as water and arable land. This closely relates the study of so-called “grievance studies”, which typically regards deep-seated inequalities as causing resource conflicts.

However, it would be a mistake to think this is because of different ethnic groups per se. It is more to do with how inequality and poverty exacerbate perceived racial and cultural fissures. The US reflects this problem, where the experience of many black Americans is telling: they feel “criminalised at birth”, and when this perception reaches a critical mass among a large enough population, states fail.

The global conflict zones that political scientists largely focus on are where groups are fighting for basic resources. These include water, mineral, and other basic economic rights.

So, areas that are deeply impoverished, such as Flint, Michigan, or almost any other recent area of profound socio-economic distress, are highly analogous to failed countries. They have also been some of the biggest challenges to the “united” part of the United States.

Signs of increased economic inequality

Yet, the economic indicators are not only dire for minority groups. America’s economy has grown at a good clip for decades, but the wealth has been taken up almost entirely by the wealthiest. For example, CEOs’ pay went from 20 times the average workers’ salary in 1965 to 278 times their salary in 2018.

In real terms, only college graduates have seen their pay increase as a group since 1979, and this occurs while 21% of American children live in poverty. Moreover, health outcomes for Americans are very poor compared to other OECD countries, despite having the highest per capita healthcare costs in the world.

Disproportionately, this is a problem affecting black Americans. This might go some way to explaining recent riots, but is far from a complete picture. All poor Americans are getting relatively poorer, which may also explain why poor white Americans seem increasingly likely to fight against the perceived injustices of other ethnic groups. They do this by pitting themselves against similarly politically and economically disenfranchised groups, rather than the power system that keeps them dispossessed.

Adding to this, a major historical study by Thomas Piketty showed the disconnect between the poorest and wealthiest Americans is getting exponentially worse, the middle class is shrinking, and the wealth of the top 1% is taking up an increasing share of the pie.

Is there a democratic deficit?

This wealth disconnect is increasingly represented as a deficit in democracy. As one study showed, America’s democracy is being seriously undermined.

In fact, “undermined” is putting it mildly: after a rigorous analysis of voting from 1982 to 2002, Gilens and Page showed the preferences of the top 10% routinely trumped those of average voters.

It would be a mistake to underestimate the importance of these findings. As analyses of the 2016 general election showed, the US states that flipped from Democrat to Republican (supposedly part of Hillary Clinton’s “firewall”) were almost exclusively part of the so called “rust belt”. Once part of America’s all-powerful manufacturing base, they are now people who feel forgotten, and increasingly angry.

The black and white, racial narrative of America’s woes misses an important, but even more consequential point: while there is no doubt black Americans are disproportionately suffering, an increasing majority is losing out, regardless of race.

American hope

The American revolution centred on the very sensible idea there should be no taxation without representation. Yet, there is now significant evidence that a majority of citizens are not being represented.

The US has one advantage: for all of its flaws, it remains an at least semi-functional democracy. This may well mean blame for state failure can exist with individuals or parties, rather than the entire system.

However, the democratic institutions of the United States continue to break down, and successive governments have proved unable to respond and listen to their citizens. Bizarrely, by the most important indicators available to political scientists, the United States is failing.

Even among its most ardent critics, few would consider America’s failure to be anything other than a catastrophe. The domestic deterioration of the world’s biggest nuclear and military superpower would prove unprecedented and frightening beyond rational analysis — rhetoric suggesting this is merely the new “fall of Rome” is almost glib.

Karen Christians pressed between Thailand and Myanmar


The Thai government and local military leaders want to force Karen Christians back into Myanmar, and they’re willing to use military force to clear refugee camps within the next two weeks, reports MNN.

The camps are full because the Burmese army is wiping out the Karen. Wes Flint with Vision Beyond Borders says, "I’m shocked that the free world is just allowing this to continue."

The ruling junta has been battling Christian-majority Karen rebels for decades. Similar army crackdowns forced thousands of villagers to flee their homes, and they found their way across the border to Thailand’s refugee camps.

Many of the more-recently displaced were forced to hide in the Burma jungle.

Human rights groups protested the Thai plan to repatriate the refugees in Burma over concern that once back in Myanmar, the refugees will be subject to "severe human rights violations, including forced labour and rape by soldiers of the Burma Army," according to a leader at Christian Solidarity Worldwide.

No one expects the situation to improve, but VBB teams are trying to intervene. "We try to create a safe environment for them, to bring them in, to provide food for them, and medical care."

VBB’s Patrick Klein wrote this from Myanmar: "Due to rice fields and crops being destroyed and attacks on villagers by the Burmese army, we have a group of 100 children who are in urgent need of food. They are on the brink of starvation. Currently they are in hiding with their parents inside Burma. Our caretaker in our Shekinah children’s home in one of the official refugee camps asked if we can help those children with food and get them out of Burma."

It’s dangerous work, but there are friends of the ministry who are trying to get those 100 children to the VBB camp in the mountains.

Klein says, "If we are able to get them out, we will build housing for them. The parents are ready to die and give whatever food they find to their children for now. Please pray with us that God will make a way for these children and help our attempts to get them safely into one of the camps where we have a Children’s Home."

The VBB team delivered 45 bags of rice and medicines to partners who will take all the supplies to the Internally Displaced People inside Burma–those hiding from the Burmese Army.

It’s hard to imagine what is going unnoticed in front of so many international eyes. Flint explains, "There’s what they would call an ‘ethnic cleansing’ going on, but it seems that most of their targets are Christians."

Does their identity as a Christian mark them as Karen–or possibly something more? Flint says, "This persecution has really refined them. They have been great ambassadors to reach out to the Buddhist community–even to those that are persecuting them."

PAKISTAN: ISLAMABAD CHURCH ON THE THRESHOLD OF WAR

The Margala Hills are all that lie between al-Qaeda-Taliban jihadists and their goal: nuclear-armed Islamabad. While most popular media reports give the impression that this crisis has only recently emerged, this is far from the case. The reality must be absorbed and lessons must be learned.

In 2003, as part of their ‘War on Terror’ alliance, America and Pakistan agreed that the Pakistani Army be given the job of eliminating al-Qaeda and Taliban elements in Pakistan’s Federally Administered Tribal Agencies (FATA) of North West Frontier Province (NWFP). However, a high death toll — including the loss of possibly 3000 soldiers — weakened both Army moral and public resolve, creating domestic political problems for then-president General Musharraf.

In pursuit of political gain, Musharraf brokered ‘land-for-peace’ deals with the al-Qaeda-Taliban alliance. In February 2005 South Waziristan was ceded, followed by North Waziristan in September 2006. With this ‘peace’, the military withdrew and jihadists were released from prison with compensation on a mere pledge not to engage in terrorism. If there were a turning point in the ‘War on Terror’, this unconditional surrender of Waziristan was surely it, for the power of the al-Qaeda-Taliban alliance has grown in both Afghanistan and Pakistan ever since.

The jihadists were never going to be pacified so long as their goal — the total Islamisation and Talibanisation of fortress Afghanistan and nuclear-armed Pakistan — remained unchanged and unrealised. The ‘Islamic Republic of Waziristan’ simply became a terrorist sanctuary and launching pad for further advances. Within months several more tribal areas had fallen under Taliban control. (‘Land-for-peace’ deals with agenda-driven fundamentalist Islamists and jihadists secure incremental Islamist advance, not peace.)

In July 2007 the government’s assault on the Islamists of the Lal Masjid (the Red Mosque in the centre of Islamabad) left some 100 Islamists dead. (The Islamists say thousands died, including children.) Consequently in September 2007 Al-Qaeda declared jihad against the government of Pakistan and the war was on in earnest. This war pits a determined al-Qaeda-Taliban alliance (with numerous high-level sympathisers) against an unstable and equivocating Pakistani government and a conflicted and divided Pakistani Army plagued by Pashtun and Sunni defections.

In the 18 months since, the jihadists have held or captured all the tribal areas. In February 2009 President Asif Ali Zardari brokered a ‘sharia-for-peace’ deal with the Taliban in Malakand Division which comprises one third of NWFP and includes the glorious, albeit Taliban-held, Swat Valley. All of NWFP is now either ceded to the Taliban or under some degree of Taliban control or influence.

Emboldened by its Malakand victory and its advances in strategic Peshawar, the Taliban launched its Spring Offensive with a further escalation. In early April a more united Taliban (see RLP 518, 23 Feb 2009) surged with little resistance south east from Swat (towards Islamabad) into Buner District in a ‘blitzkreig’. From there they quickly infiltrated Haripur District which borders the outskirts of Islamabad and Rawalpindi. According to most Western and Indian analysis and intelligence, Pakistan’s fall is inevitable and imminent, although according to Pakistan, this assessment is ‘ridiculous’.

The Church in Pakistan’s NWFP is already suffering severe repression and persecution under Taliban tyranny. Christians there are living in fear and paying jizya, the’tax’ or protection money demanded of subjugated Jews and Christians in the Quran (Sura 9:29). Their lives are always in the balance. The Church in Islamabad stands on the brink of the same fate. If the al-Qaeda-Taliban alliance manages to capture Islamabad in the months ahead, the world will instantly become a different place, and the Church in Islamabad and across Pakistan will see suffering and persecution unlike anything it has ever known before.

ERITREA: CHRISTIANS LANGUISH IN ERITREAN PRISONS


Evangelist fears he will die in confinement.

LOS ANGELES, September 24 (Compass Direct News) – An evangelist imprisoned since 2006 for his Christian activities is receiving especially harsh treatment because of his ministry to inmates.

Sources said Teame Weldegebriel is on the brink of despair as he languishes at the Mai Sirwa Maximum Security Confinement prison.

“It seems that hell has broken loose on me,” Weldegebriel told Compass sources. “Please tell the brethren to continue praying for me. I am not sure I will see them again.”

Prison authorities consider Weldegebriel dangerous because of his boldness in sharing his faith. The Rhema Church evangelist has been proclaiming Christ to other prisoners, and many have converted to Christianity.

“This has made him to be in bad books with the prison wardens,” one source said.

Weldegebriel’s family is worried about his health after trying repeatedly, without success, to get permission to visit him.

Inmates at the prison often go hungry and are said to be feeding on leaves.

In Eritrea, a nation with a government of Marxist roots where about half of the people are Muslim, two or more people gathered in Jesus’ name can be imprisoned for not practicing their faith in one of the government-sanctioned Orthodox, Catholic, Lutheran or Muslim bodies.

More than 2,000 Christians in Eritrea are imprisoned for their faith, including a Christian from a Full Gospel Church who was arrested in 2001. His wife last saw him in June 2007. She and her two minor children were rounded up from a prayer meeting in mid-July and placed in a metal shipping container until their release last month, she said.

“I was arrested with my children while having a prayer meeting with 20 other Christians,” said the woman, who requested anonymity for security reasons. “They locked us up at a military concentration camp, inside metal ship containers. I remember the horrible ordeal I went through with the children. After three weeks I was released with my two children, while the other Christian soldiers remained locked in the prison cells.”

The government views leaders of large unregistered bodies like the Full Gospel Church and Rhema Church as threats, according to Christian sources in the country. Eritrean officials fear the church leaders will expose the abuses and conditions in the prisons. Hence it is extremely difficult for relatives to see those in prison, and inmates are not allowed to send or receive letters.

“The government has been transferring them from one prison cell after another,” said one Christian source in Asmara.

In May 2002 the government criminalized all independent churches not operating under the umbrella of the Orthodox, Lutheran, Catholic, and Muslim religious structures.

 

Arrested for Talking

In the seaport city of Massawa, police in June arrested a man and a woman, both Christians, who were talking to Muslims about Christ. Members of Kale Hiwot Church, the two were discussing their Christian faith when four plainclothes policemen arrested them.

“It took about 30 minutes talking about Jesus before they were both arrested by the police – they had witnessed about Jesus and the faith for a long time to some Muslims,” another source told Compass. “I watched the two Christians whisked away by the police. They were taken to join more than 100 Christians imprisoned in Waire prison about 25 kilometers [16 miles] from Massawa.”

A previously imprisoned evangelist with the Full Gospel Church in Asmara who requested anonymity told Compass that God is at work in Eritrea, with many people converting to Christ and receiving divine healing.

“For sure Christians are getting imprisoned, but God’s word cannot be imprisoned,” he said. “I am ready for any eventuality, including being imprisoned again. On several occasions, prison wardens warned me to stop preaching, though they still loved me. Indeed Jesus loved me. They saw God in me.”

The U.S. Department of State notes in its 2008 International Religious Freedom Report that Eritrea has not implemented its 1997 constitution, which provides for religious freedom. The state department has designated Eritrea as a Country of Particular Concern, a list of the worst violators of religious freedom, since 2004.

Many of the more than 2,000 Christians under arrest in police stations, military camps and jails across Eritrea because of their religious beliefs have been incarcerated for years. No one has been charged officially or given access to judicial processes.

Reliable statistics are not available, but the state department estimates that 50 percent of the population is Sunni Muslim, 30 percent is Orthodox Christian, and 13 percent is Roman Catholic. Protestants and Seventh-day Adventists along with Jehovah’s Witnesses, Buddhists, Hindus, and Baha’is make up less than 5 percent of the population.
