Fractured Liberals need a new brand – ‘broad church’ is no longer working

Political parties wishing to win majority support in the pursuit of gaining control of government cannot afford to be tied too closely to a rigid ideology or set of views. They must accommodate a range of viewpoints and approaches to matters of public policy, even as they decide which policy to pursue.

In the case of the Liberal Party, former Prime Minister John Howard summed up this reality of political life with his description of the party as a “broad church” that married the conservative tradition exemplified by the Irish writer Edmund Burke with the liberalism of John Stuart Mill.

This formulation was vague enough to encompass a range of political positions, even if they were at odds with one another. The “broad church” ideal had a simple goal – ensure that all Liberals were inside the tent and shared a common outlook.

The left-right divide

In earlier days, the Liberal Party could define itself in terms of being “anti-Labor”. Labor sought an Australia based on national planning, abolishing the federal system and nationalising institutions such as the banks. The Liberals summed this up in one word: socialism.

The ALP increasingly adopted liberal principles, not just in economic terms as exemplified by the Hawke/Keating reforms, but also in social matters. The party also dropped its traditional social conservatism; its last exponent was 1960s leader Arthur Calwell.

As the ALP “modernised” and jettisoned much of its earlier ideological baggage, the Liberal Party needed to find what is described these days as a new “brand”, and Howard’s “broad church” was a response to these changing circumstances.

In many ways, the “broad church” formulation of the Liberal brand is much weaker than “anti-socialism”. This may reflect the fact that the old left vs. right division, with its clear-cut understanding of politics in material terms, has largely ceased to be relevant.

In these circumstances, the possibility of conflict within the Liberal Party based on both values and interests becomes greater. For example, the issue of the National Energy Guarantee cannot be conceptualised in traditional left/right terms.

The same is true of climate change in general. One of the biggest international critics of anthropogenic global warming is Piers Corbyn, the brother of UK Labour leader Jeremy Corbyn, who considers “climate change” an attack by globalists on the working class.

The advocates of coal-fired power stations in the Coalition would seem to have more in common with Piers Corbyn and the values of Calwell’s Labor Party than with contemporary progressive liberalism. And from an old-style Labor perspective,
the focus in that party would be on prioritising cheap energy for the ordinary working person.

What this suggests is that divisions about contemporary political issues are becoming increasingly difficult to comprehend with the ideological tools handed down to us from the past, and to do so is to paint a false picture. Of course, there are intellectual differences between those advocating for the increased use of renewable energy sources and those who wish to build new coal-fired power stations. There are also other interests involved of a more material kind.

Another issue currently being debated in parliament – whether to allow the territory governments to legalise euthanasia – is again not so much a left/right issue as a liberal/conservative one. I think it would be true to say that such a bill would have horrified the Labor party of the 1950s, especially given the significant number of Catholics in its ranks.

The Coalition is now the home of social conservatism in the Australian parliament. Given the success of the same-sex referendum last year, one can only wonder if the tide is flowing against them also on euthanasia.

Evolving for the modern political age

It may be possible to conclude that the Liberal reformulation of its brand in terms of the “broad church” model is limited by the way in which Australian politics in the 21st century has been evolving. The reason: the “broad church” model paints politics in what are largely 19th century terms.

The ALP has claimed at least some of the heritage of John Stuart Mill as expressed in contemporary liberal progressivism. The party has left the conservative working class behind. In so doing, they seem to have created a much stronger brand.

The Liberals, on the other hand, have perhaps created a rod for their own backs. They have a liberal progressive wing, exemplified by Malcolm Turnbull, and a conservative wing, exemplified by Tony Abbott. On matters where the ALP are unified, the Liberals are divided.

One reason for this division is the heterogeneity of the current Liberal Party and its support base. It can longer define itself as being “anti-socialist”. The “broad church” brand was an attempt to turn that heterogeneity into unity, but it may have only papered over the cracks. This reflects the ideological muddle of 21st century politics.

Modern-day Australia imposes certain realities on political parties. The most important one is that the important public policy issues of the day go beyond old-fashioned left/right characterisations.

The ConversationPolitical parties need to be nimble and agile if they are to escape from the labels of a past age. Otherwise, they will continue to repeat the errors of recent years.

Republic of Somalia’s jihad-related chaos and violence


In a report that comes as no surprise to many counterinsurgents, officials from the United Nations released a sharp rebuke of war-torn Somalia’s government. In its report, the UN officials called the Somali security and federal transitional government "ineffective, disorganized and corrupt" despite international assistance, reports Law Enforcement Examiner.

"Despite infusions of foreign training and assistance, government security forces remain ineffective, disorganized and corrupt — a composite of independent militias loyal to senior government officials and military officers who profit from the business of war and resist their integration under a single command," the report reads.

"Efforts to restore peace and security to Somalia are critically undermined by a corrosive war economy that corrupts and enfeebles State institutions… Commanders and troops alike sell their arms and ammunition – sometimes even to their enemies. Revenues from Mogadishu port and airport are siphoned off. Some government ministers and members of parliament abuse their official privileges to engage in large-scale visa fraud, smuggling illegal migrants to Europe and other destinations, in exchange for hefty payments," states the UN report.

According to officials, the extensive report should be released in New York City this week so members of the UN Security Council may peruse the contents.

"During the course of the mandate, government forces mounted only one notable offensive and immediately fell back from all the positions they managed to seize," the report read. "The government owes its survival to the small African Union peace support operation, AMISOM, rather than to its own troops."

During the 1990s, a group of Saudi-educated, Wahhabi militants arrived in Somalia with the aim of creating an Islamic state in this dismal African country. Also, the renowned Al-Qaeda established an operations base and training camp. They would routinely attack and ambush UN peacekeepers. In addition, they used Somalia to export their brand of terrorism into neighboring Kenya.

Leading members of Al-Qaeda continue to operate, mostly in secrecy, in Somalia and have built up cooperation with some of the warlords who control food, water and medicine. And the people of Somalia starve, mourn and die.

Since 2003, Somalia has witnessed the growth of a brutal network of Jihad with strong ties to Al-Qaeda. In fact, when the US forces faced a bloody battle in 1995 during what became known as the Black Hawk Down incident, it was Al-Qaeda joining with a local warlord who killed and wounded US special operations soldiers.

Somalia has been without a functioning national government for 14 years, when they received their independence from Italy. The transitional parliament created in 2004, has failed to end the devastating anarchy. The impoverish people who live in the ruined capital of Mogadishu have witnessed Al-Qaeda operatives, jihadi extremists, Ethiopian security services and Western-backed counter-terrorism agents engaged in a bloody war that few support and even fewer understand.

In an incident that gained American press attention, Somali-based terrorists armed with rocket-propelled grenades launched an unsuccessful attack on Seaborn Spirit as it rounded the Horn of Africa with American, British and Australian tourists on board. For unexplained reasons, the attack is being treated as an isolated incident and the terrorism link is being all but ignored by journalists. The term "pirates" is routinely used with only a few reporters calling the attackers "terrorists."

The ship came under attack during the early morning hours when the heavily armed terrorists in two speedboats began firing upon the ship with grenade launchers and machine guns. They assailents were repelled by the ships crew who implemented their security measures which included setting off electronic simulators which created the illusion the ship was firing back at the terrorists.

According to passenger accounts of the attack, there were at least three rocket-propelled grenades or RPGs that hit the ship, one hit a passenger stateroom without inflicting injuries.

When a Somali Federal Government was established in 2004, it remained a government in exile since the capital of Mogadishu remains under the control of a coalition radical Islamists who’ve instituted Sharia law and a justice system known as the Islamic Courts Union.

In the winter of 2006, Al-Shabaab initiated a large-scale insurgency using the same tactics as al-Qaeda, Hamas and Hezbollah, complete with assassinations of government and military officials and suicide bombings targeting aid workers and transitional government officials.

In their report, UN officials blame the government for its failure to control Somalia and point to a lack of professional commanders, and a military that resembles an amateur militia rather than a professional Army.

The UN report points out that The Somali National Security Force was meant to have 8,000 soldiers fully trained and deployed. However, as of the beginning of the New Year, there are fewer than than 3,000 fully trained and equiped soldiers.

"One of the reasons the Islamic Courts Union and Al-Shabaab have both been somewhat popular is because people were sick of clan-based politics," according to the UN report.

Western governments fear that Somalia’s instability may provide a safe haven for international terrorist groups. Al-Shabaab members have cited links with Al Qa’ida although the affiliation is believed to be minimal. The group has several thousand fighters divided into regional units which are thought to operate somewhat independently of one another.

The US has launched selected air attacks against Al-Shabaab leaders thought to have ties to Al Qa’ida, but analysts say this has only increased their support among Somalis.

The Western-backed Ethiopian military invaded Somalia in 2007, but many analysts believe this too augmented Al-Shabaab’s military campaign against the transitional government. The Ethiopians withdrew in January of last year after over 16 months of Al-Shabaab attacks on its forces.

The transitional government is preparing a major military offensive to retake the capital Mogadishu from Al-Shabaab and various other militant groups in the coming weeks.

EGYPT: CHRISTIANS ARRESTED, SHOPS LOOTED IN VILLAGE


Funeral incident leads to disproportionate response from Muslim mobs, police.

ISTANBUL, November 21 (Compass Direct News) – Authorities in an Egyptian village arrested 50 Coptic Christians, whose shops were then looted, to pacify Muslims following violence that erupted on Nov. 4 over a Christian boy’s unwitting break with custom.

Muslim villagers attacked the homes and shops of Coptic Christians in violence-prone Tayyiba, a town with 35,000 Christians and 10,000 Muslims, after 14-year-old Copt Mina William failed to dismount his donkey as a funeral procession passed.

William was watching the procession in Tayibba, 220 kilometers (137 miles) south of Cairo, with Nathan Yaccoub, also 14. William’s failure to dismount violated a local custom of showing respect, Copts United reported, and members of the procession reportedly beat him before completing the procession. William suffered minor injuries.

After the funeral procession, the processional members began throwing stones at the homes of local Copts and attacking their shops before police broke up the crowd with tear gas.

A priest said members of the procession did not attack the youths for showing disrespect but as an excuse to lash out against the community’s Christians for a previous episode of sectarian violence.

“These two children with the donkey didn’t know about the traditions,” said Father Metias Nasr, a Cairo-based priest with connections in areas south of the capital. “The Muslims there were angry about the last case of violence and wanted to create a new problem with these two children there.”

When the violence began, police presence increased significantly in the city. But rather than quell the unrest, police reportedly made matters worse for the Christians. After breaking up the crowd, officers detained 50 Copts and 10 Muslims.

A source told Compass that police arrested a disproportionate amount of Christians to create a false sense of equanimity and to pressure the Christians into “reconciliation” with the attackers so the Copts would not prosecute them. The arrested Christians have since been released.

In the two weeks since the attacks and looting, the increased police force in the village has harassed Copts through intimidation, “fines” and racketeering. Police have taken an estimated $50,000 from village Copts, the source said.

Once police lifted the curfew, Coptic shopkeepers returned to their stores to discover that they had been looted. Sources said the perpetrators were “supply inspectors,” local government inspectors who do quality control checks on goods. They gained access by smashing locks and doors of the shops.

The sources said supply inspectors plundered grocery stores, a poultry shop, an electronics store and a pharmacy.

According to Coptic weekly Watani, looters stole nearly $2,000 worth of goods from grocer Bishara Gayed. Another victim of the looting, an owner of a poultry shop who declined to give his name, blamed supply inspectors for running off with his stock.

A local clergyman condemned the violence.

“It is unreasonable that a mistake by some 14-year-old should lead to all that rampage,” a village Coptic priest known as Father Augustinus told Watani. “Something ought to be done to halt all this.”

 

Orphanage Bulldozed

Numerous instances of sectarian violence have struck Tayyiba in the last few months.

Last month a Coptic Christian was killed over a dispute with a Muslim who wanted to buy his house. Violence escalated, resulting in damaged storefronts, 48 arrests and injuries sustained by three Christians and a Muslim.

Such quarrels typically arise from land ownership issues. A Coptic source told Compass that Christians in Tayyiba are generally wealthier than their Muslim counterparts, often leading to resentment.

Tayyiba was stable at press time, though the town is considered to be continually in danger of religious violence flaring. This situation is common throughout Egypt, Fr. Nasr told Compass.

“The village is like anywhere in Egypt,” he said. “In every place in Egypt we can say that in one minute everyone can be destroyed by fanatics, sometimes through the encouragement of security [forces].”

The Coptic Church has faced recent difficulties in other Egyptian cities, with government officials attempting to obstruct their religious activities. On Wednesday (Nov. 19), city officials in Lumbroso, Alexandria destroyed an unfinished but recently furnished Coptic orphanage owned by Abu-Seifein Church and worth 6 million Egyptian pounds (US$1 million).

Officials claimed the building did not have a license, although church leaders said the demolition came on orders from the religiously zealous Islamic mayor. Ali Labib, former head of police and state security in Alexandria, in his two-year tenure as mayor has refused license applications for new church construction or rebuilding, said a Cairo-based Coptic priest who requested anonymity.

The priest said the orphanage was only able to obtain a license because it was issued before Labib’s tenure.

Islam is a growing presence in Egypt’s public sphere. While the government has attempted to crack down on extremists, Islamic civil groups that have drawn widespread support by offering cheap medical assistance and private lessons to school children include the Muslim Brotherhood, an Islamist organization with jihad in its credo that has been accused of violence.

The Muslim Brotherhood is well regarded by the average Egyptian, who equates the government with autocracy, corruption and repression, author and intellectual Tarek Heggy reportedly said. Over the last four decades, the Muslim Brotherhood has introduced its brand of fundamentalist Islam into Egyptian schools, mosques and media, he added.

Egypt’s ethnic Christians, known as Copts, belong to the Orthodox Church and number 12 million among the country’s 79 million inhabitants. There are smaller groups of Catholics and Protestants.

Since I have nothing much to ‘Blog on’ about tonight, I thought I might indulge in some more statistics. A few days back I wrote about 5 000 visitors at this Blog (which is now above 6 250 by the way), which got me to thinking about my main web site called particularbaptist.com (it used to be Aussie Outpost and before that NRBC – for Northlake’s Reformed Baptist Church).

Particularbaptist.com has been that name since July 2006, when I switched the site to a new hosting company and adopted the before mentioned domain name. The Aussie Outpost ‘brand (so to speak)’ had been established for some time and so the move to a new URL, name and domain would take some getting used to and the early stats showed this to be the case.

In July 2006 there were 333 hits on the site, with a total of 13 visits and 108 pages viewed. By the end of the year there had been 8 960 hits on the site, with a total of 643 visits and 3208 pages viewed. This was about what I would have expected given the changes and the effort involved in becoming re-established as particularbaptist.com.

Having looked at the statistics for the site a couple of days ago I was amazed at how strongly the site is now performing and it has encouraged me to continue with the work (I had been contemplating abandoning the project). All of those doubts that probably plague ‘webmasters’ were mine – is it worth the effort, is it at all useful and profitable to visitors, is it making a useful contribution, etc?

Anyhow, I have been encouraged to press on by the figures and have found that the statistics prove useful as that – encouragement. At times, that is very important – at least I think it is. So what are the latest figures?

Toward the end of September 2008 there had been 368 756 hits on the site, with a total of 35 979 visits and 233 571 pages viewed. All that in just over 2 years is simply amazing to me and above what I had expected by a long way. With the growth trend the site should have its 500 000th hit and 50 000th visit early in the new year and possibly a million hits by the end of 2009.

Isn’t the Internet incredible – so many visitors from all over the world?

I’ve started a statistics page on the site mainly for my own benefit (so I don’t have to wade through all of the figures over and over from the web host which is a bit complicated) and for supporters of the site at:
