Yes, export bans on vaccines are a problem, but why is the supply of vaccines so limited in the first place?

News of the blockage of a shipment of 250,000 COVID-19 vaccines from Europe to Australia has caused concern and outrage.

The immediate problem will probably be quickly solved through diplomatic channels. Even if it is not, onshore manufacturing of the AstraZeneca vaccine will soon make up for any shortfall in Australia’s vaccine supply.

But to avoid these types of supply shortfalls in future, it’s important to address the underlying problems behind this example of vaccine nationalism. Australia is both a victim of these problems, as well as a contributor.

Why has Australia’s shipment of vaccines been blocked?

Italy has blocked the shipment of AstraZeneca vaccines based on export authorisation rules introduced by the European Union in January. These rules require vaccine manufacturers in the EU to seek authorisation to export vaccines to some countries outside the bloc.

This is the first time this process has resulted in a planned delivery of vaccines being blocked. The EU could have objected to Italy’s action, but did not.

The EU introduced the authorisation requirement due to concerns it was not receiving the quantities of the Pfizer and AstraZeneca vaccines that the companies had agreed to provide within certain time frames.

Italy’s blocked vaccine export was the first intervention under the EU’s controversial export authorisation scheme.

How much of a problem will the blockage be for Australia?

The immediate problem will probably be quickly solved through diplomatic negotiations. The EU is also likely to face intense criticism and pressure from other countries that fear the more widespread use of export restrictions.

So, it’s unlikely the export ban on these 250,000 vaccines will remain in place for long, or that Australia will face further export restrictions.

Even if the shipment never arrives in Australia, onshore manufacturing of the AstraZeneca vaccine by CSL will soon fill the gap, with the first locally produced doses expected to be available around the end of March. Any resulting delay in the rollout of Australia’s COVID-19 vaccination program is likely to be shortlived.

But the blockage of a vaccine shipment points to bigger problems that threaten to undermine the global distribution of vaccines and the world’s recovery from the pandemic.

The bigger picture of vaccine nationalism

The global distribution of COVID-19 vaccines has so far been extremely inequitable. By November 2020, governments had negotiated pre-purchase agreements for almost 7.5 billion doses, 51% of which had been reserved by wealthy countries representing only 14% of the global population.

In mid-January, the director-general of the World Health Organization warned of a “catastrophic moral failure”. He said that 39 million vaccine doses had been administered in high-income countries at that time, but just 25 doses had been provided in “one lowest-income country”.

At this rate, it could be 2023 or 2024 before vaccination brings the pandemic under control globally.

Studies by the RAND Corporation and the International Chamber of Commerce have found that hoarding of vaccines by wealthy countries could cost the global economy trillions of dollars.

Uncontrolled transmission of the virus in some parts of the world also raises the risk of more variants emerging that are resistant to existing vaccines.

The underlying problem of artificial scarcity

Much of the reporting on vaccine nationalism tends to focus on the hoarding of vaccines by particular countries. But we should question why the supply of vaccines is so limited in the first place.

This comes down to privately held monopolies on the intellectual property and other types of knowledge, data and information needed for making vaccines. While there is manufacturing capacity available globally to ramp up vaccine production, the exclusive rights to make and sell the vaccines are held by a small number of companies. This is despite a huge investment of public funding in the development of many vaccines.

It’s estimated most high-income countries will achieve widespread vaccination coverage by the end of 2021, but low- and middle-income countries will have to wait.

The intellectual property rights that impede rapid scaling-up of vaccine production are enshrined in the World Trade Organization’s Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS). This agreement requires that WTO members make available 20-year patents for new pharmaceutical products, along with other types of intellectual property protection.

TRIPS includes safeguards like compulsory licensing, which governments can use to enable patented inventions to be produced without the consent of the patent owner in situations like a public health emergency.

But these are time-consuming and difficult to use, and they only apply to patents and not the other types of knowledge, data and information that are needed to manufacture vaccines.

Australia’s support needed for global solutions to vaccine scarcity

Two important mechanisms have been proposed to solve this problem of artificial vaccine scarcity and enable production of COVID-19 medical products to be rapidly scaled up. Neither has received Australia’s support to date.

India and South Africa put a proposal to the WTO in October 2020 that certain intellectual property rights in the TRIPS agreement be waived for COVID-19 medical products during the pandemic. This proposal, known as the “TRIPS waiver”, is supported by many developing countries, but opposed by the EU, US and other wealthy countries, including Australia.

The World Health Organization has also set up a mechanism for sharing intellectual property, knowledge and data for COVID-19 products, known as the COVID-19 Technology Access Pool (C-TAP).

C-TAP has been endorsed by 40 countries and many inter-governmental and civil society organisations, but lacks support from many high-income countries, including Australia. So far, it has been unused.

To address the real problems underlying the current supply blockage, Australia will need to reconsider its opposition to these proposed global solutions.The Conversation

Tehran begins crackdown in advance of bloody anniversary


Iran is taking steps to quell protests as the anniversary of the disputed presidential election nears, reports MNN.

Multiple sources report they’re aggressively deploying paramilitary members, re-arresting activists, and enforcing certain bans on mingling of the sexes and un-Islamic women’s clothing.

The crackdown speaks to the oppressive nature of the government. It also means that everyone is under scrutiny, especially Christians.

In the best of times, the open witness of the Gospel is banned, and government spies monitor Christian groups. Believers face discrimination in education, employment, and property ownership.

However, with the increased scrutiny, discipling becomes dangerous work. Church leaders will continue to cultivate growth in the body of Christ, knowing that those who commit apostasy (turning away from Islam to another faith) face prison, abuse or the death penalty. Evangelist Sammy Tippit explains, "These are people who are from Muslim backgrounds who have come to know Christ. So the only thing they can get is from an outside source."

Believers are often isolated because they can’t worship together in a traditional church. That’s where Tippit’s teaching programs are extremely effective via satellite television. He says, "We need to pray that God will encourage them, will strengthen them, and give them the stamina in the face of great challenge."

Tippit recently met with a group of church leaders outside of Iran in order to encourage them and to let them know they’re not forgotten. "God met with us in an incredible way. Of course, they were hungry, and they were thirsty–these believers. And these were leaders."

Tippit says, "The only thing that the church can do is encourage them, pray for them, and try to give them some kind of biblical foundation that would enable them to claim the promises of God in the midst of suffering."

Messianic Jews in Israel Seek Public Apology for Attack


Christians await court decision on assaults on services by ultra-orthodox Jews.

ISTANBUL, April 23 (CDN) — After a final court hearing in Israel last week, a church of Messianic Jews awaits a judge’s decision that could force an ultra-orthodox Jewish  organization to publicly apologize to them for starting a riot and ransacking a baptismal service.

A ruling in favor of the Christian group would mark the first time an organization opposing Messianic Jews in Israel has had to apologize to its victims for religious persecution.

In 2006 Howard Bass, pastor of Yeshua’s Inheritance church, filed suit against Yehuda Deri, chief Sephardic rabbi in the city of Beer Sheva, and Yad L’Achim, an organization that fights against Messianic Jews, for allegedly inciting a riot at a December 2005 service that Bass was leading.

Bass has demanded either a public apology for the attack or 1.5 million shekels (US$401,040) from the rabbi and Yad L’Achim.

The case, Bass said, was ultimately about “defending the name of Yeshua [Jesus]” and making sure that Deri, the leadership of Yad L’Achim and those that support them know they have to obey the law and respect the right of people to worship.

“They are trying to get away from having any responsibility,” Bass said.

On Dec. 24, 2005, during a baptismal service in Beer Sheva, a group of about 200 men pushed their way into a small, covered structure being used to baptize two believers and tried to stop the service. Police were called to the scene but could not control the crowd.

Once inside the building, the assailants tossed patio chairs, damaged audiovisual equipment, threw a grill and other items into a baptismal pool, and then pushed Bass into the pool and broke his glasses.

“Their actions were violent actions without regard [for injury],” Bass said.

In the days before the riot, Yad L’Achim had issued notices to people about a “mass baptism” scheduled to take place at the facility in the sprawling city of 531,000 people 51 miles (83 kilometers) southwest of Jerusalem. In the days after the riot, Deri bragged about the incident on a radio talk show, including a boast that Bass had been “baptized” at the gathering.

The 2005 incident wasn’t the first time the church had to deal with a riotous attack after Yad L’Achim disseminated false information about their activities. On Nov. 28, 1998, a crowd of roughly 1,000 protestors broke up a Yeshua’s Inheritance service after the anti-Christian group spread a rumor that three busloads of kidnapped Jewish minors were being brought in for baptism. The assailants threw rocks, spit on parishioners and attempted to seize some of their children, Bass said.

In response to the 1998 attack and to what Bass described as a public, cavalier attitude about the 2005 attack, Bass and others in the Messianic community agreed that he needed to take legal action.

“What is happening here has happened to Jews throughout the centuries,” Bass said about persecution of Messianic Jews in Israel, adding that many in movements opposed to Messianic Jews in Israel are “arrogant.” He compared their attitudes to the attitudes that those in Hamas, a Palestinian group dedicated to the destruction of the State of Israel, have toward Israelis in general.

“They say, ‘Recognize us, but we will never recognize you,’” Bass said.

Long Battle

Bass has fought against the leadership of Yad L’Achim and Deri for four years through his attorneys, Marvin Kramer and Kevork Nalbandian. But throughout the process, Kramer said, the two defendants have refused to offer a genuine apology for the misinformation that led to the 2005 riot or for the riot itself.

Kramer said Bass’s legal team would offer language for an acceptable public apology, and attorneys for the defendants in turn would offer language that amounted to no real apology at all.

“We made several attempts to make a compromise, but we couldn’t do it,” Kramer said.  “What we were really looking for was a public apology, and they weren’t ready to give a public apology. If we would have gotten the public apology, we would have dropped the lawsuit at any point.”

Despite several attempts to reach Yad L’Achim officials at both their U.S. and Israeli offices, no one would comment.

The hearing on April 15 was the final chance the parties had to come to an agreement; the judge has 30 days to give a ruling. His decision will be issued by mail.

Kramer declined to speculate on what the outcome of the case will be, but he said he had “proved what we needed to prove to be successful.”

Belief in Israel

Bass said he is a strong supporter of Israel but is critical of the way Messianic Jews are treated in the country.

“Israel opposes the gospel, and these events show this to be true,” he said. Referring to Israel, Bass paraphrased Stephen, one of Christianity’s early martyrs, “‘You always resist the Spirit of God.’ What Stephen said was true.”

Kramer said that the lawsuit is not against the State of Israel or the Jewish people, but rather for freedom of religion.

“It has to do with a violation of rights of individuals to worship in accordance with the basic tenants of their faith and to practice their faith in accordance with their beliefs in accordance with law,” he said.

Terrorist Organization?

Bass’ lawsuit is just one of many legal troubles Yad L’Achim is facing. In February, the Jerusalem Institute of Justice (JIJ), a civil rights advocacy group, filed a petition asking Attorney General Yehuda Weinstein to declare Yad L’Achim a terrorist organization and order that it be dismantled.

In the 24-page document Caleb Myers, an attorney for JIJ, outlined numerous incidences in which Yad L’Achim or those linked with it had “incited hatred, racism, violence and terror.” The document cited instances of persecution against Christians, as well as kidnappings of Jewish women from their Arab partners.

“Israel is a ‘Jewish and democratic’ state, while the actions of Yad L’Achim are not consistent with either the noble values of Judaism or the values of democracy,” the petition read. “Not to mention the fact that it is a country that arose on the ashes of a people that was persecuted for its religion, and has resolved since its establishment to bear the standard of full equality, without discrimination on the basis of gender, race, religion or nationality.”

According to the document, Yad L’Achim went after people it viewed as enemies of ultra-orthodox Judaism. The group particularly targeted Messianic Jews and other Christians.

“Yad L’Achim refers to ‘missionary activity’ as if it was the worst of criminal offenses and often arouses fear of this activity,” the document read. “It should be noted that in the State of Israel there is no prohibition against ‘missionary activity’ as the dissemination of religion and/or faith among members of other religions/faiths, unless such activity solicits religious conversion, as stated in various sections of the Penal Code, which bans the solicitation of religious conversion among minors, or among adults by offering bribes. Furthermore, the organization often presents anyone belonging to the Christian religion, in all its forms, as a ‘missionary,’ even if he does not work to spread his religion.”

Particularly damning in the document was reported testimony gleaned from Jack Teitel. Teitel, accused of planting a bomb on March 20, 2008 that almost killed the teenage son of a Messianic Jewish pastor, told authorities that he worked with Yad L’Achim.

“He was asked to talk about his activity in Yad L’Achim and related that for some five years he was active in the organization, and on average he helped to rescue about five women each year,” the document read, using the Yad L’Achim term “rescue” to refer to kidnapping.

The 2008 bombing severely injured Ami Ortiz, then 15, but after 20 months he had largely recovered.

Teitel, who said Ortiz family members were “missionaries trying to capture weak Jews,” has been indicted on two cases of pre-meditated murder, three cases of attempted murder, carrying a weapon, manufacturing a weapon, possession of illegal weapons and incitement to commit violence.

In interviews with the Israeli media, Yad L’Achim Chairman Rabbi Shalom Dov Lifshitz said his organization wasn’t connected with the attacks of the Ortiz family or with Teitel.

Spike in Anti-Christian Violence Feared before Burma Elections


Attacks on Christians seen as politically expedient in majority-Buddhist nation.

CHIANG MAI, Thailand, January 21 (CDN) — As Burma’s military junta gears up for its first parliamentary election in two decades this year, observers fear attacks on the Christian minority could intensify.

Mungpi Suangtak, assistant editor of a New Delhi-based news agency run by exiled Burmese journalists, the Mizzima News, said the Burmese junta has “one of the world’s worst human rights records” and will “definitely” attack religious and ethnic minorities more forcefully in the run-up to the election.

The military regime, officially known as the State Peace and Development Council (SPDC), pledged to hold the election this year, and analysts believe polls will be held after July in the country, also known as Myanmar.

Suangtak told Compass that the Buddhist nationalist junta would target Christians particularly in Karen state, bordering Thailand, and in Chin State, bordering India and Bangladesh.

Many Christians are part of the Karen National Union and the Chin National Front, armed resistance groups that have been demanding freedom or autonomy for their respective states for decades, and therefore the junta sees the Christian minority as a threat, said Suangtak.

There are over 100,000 Christian Chin refugees in India who have fled the junta’s attacks in the past two decades, according to Human Rights Watch.

Christians in Karen state are not safe. A Karen Christian worker living in the Mae La refugee camp on the Thailand-Burma border told Compass that ethnic Christians were facing human rights abuses by the junta “on a daily basis.” Most recently, Burma army soldiers attacked a church, murdered a local farmer and injured others in Nawng Mi village on Dec. 19, 2009, reported Burma Campaign UK.

Parts of Karen state fall under the “Black Zone” – identified by the Burma army as an area under the control of armed resistance groups where its soldiers are free to open fire on anyone on sight – and the junta has been launching indiscriminate attacks to take control of village after village, said the Karen Christian.

“Those who are not able to flee across the border during such attacks are either killed or forcibly relocated in and confined to temporary camps set up by the junta,” the Christian said. “Since the army litters surrounding areas with landmines, many local people die or get injured while trying to run away from or coming to the camps to look for their relatives.”

Over 150,000 refugees from Karen and neighboring Karenni states of Burma are living along the Thai side of the border, according to the United Nations High Commissioner for Refugees. More than half of them are Christian.

A representative of the Free Burma Rangers (FBR), which trains and sends teams of local people to help victims of the junta’s attacks inside Burma, said youths have been forced to become Buddhists in Chin state, where over 80 percent of the people are Christian.

Printing of Bibles is restricted, and churches are destroyed on a regular basis in the state, the source told Compass on condition of anonymity.

Access for foreign visitors to Chin state is, with some exceptions, prohibited, and the state is widely acknowledged to be the poorest part of the country, said Rogers.

“According to one Chin, the reason Chin state is denied resources, and foreigners are denied access, is specifically because the overwhelming majority of Chins are Christian,” stated a 2009 report by London-based advocacy group Christian Solidarity Worldwide (CSW). “The SPDC has, it is believed, taken a deliberate decision to discriminate against Chin Christians.”

The report cited a Chin Christian man who had served in the Burma army who faced discrimination.

“I had a colleague who was a Chin who became a Buddhist and he was promoted,” the Christian says in the report. “I was told to change my religion if I wanted to get promotion. I refused to convert.”

The report also quoted a Chin Christian as saying that students from a Christian youth fellowship at a university in Kalaymyo, in Chin state’s Sagaing Division, collected funds among their own community to construct a small church.

“However, in 2008 and again in 2009, ‘extremist Buddhists’ destroyed the church building, and when the students reported the incident to the local authorities, the youth fellowship leaders were arrested, detained and then released with a warning,” he said.

Religious Pretext

Suangtak said successive governments in Burma have promoted Buddhism since General Ne Win took power in 1962, leaving Christians insecure.

“There is a general feeling in Burma that the state represents Buddhism, and most Christians, particularly from conservative sections, cannot trust the regime,” said Suangtak.

Benedict Rogers of CSW said the junta doesn’t differentiate between individual Christians involved in armed struggle and ordinary Christians who have not taken up arms.

“And when it attacks villages in conflict zones, churches and pastors are often among the first to be attacked,” Rogers said.

A Christian worker from Burma’s Mandalay city, however, told Compass that thus far he has heard no reports of any major anti-Christian incidents there. He said he was hoping the junta would try to woo people with peace rather than violence.

“But nothing can be said about the unpredictable junta,” he said, adding that it was difficult to receive or send information in Burma. “Even in cities, the information infrastructure is limited and expensive, phones are tapped and e-mails are monitored. And the press is owned by the state.”

Rogers, deputy chairman of the human rights commission for the U.K.’s Conservative Party, said the Buddhist nationalist regime “distorts and perverts Buddhism for political purposes and is intolerant of non-Burman and non-Buddhist ethnic and religious minorities, including Christians and Muslims.”

Of the 56 million people in Burma, around 89 percent are Buddhist, with only 4 percent Christian.

Given that the junta merely uses religion for political power, it doesn’t target Christians alone, Suangtak said.

“The junta has no respect for any religion, be it Christians or Buddhists, and anyone who opposes its rule is dealt with harshly.”

Burma was ruled by military regimes from 1962 to 1990; at that point the National League for Democracy party, led by Nobel Laureate Daw Aung San Suu Kyi, won the parliamentary election. But the regime seized power again by imprisoning members of parliament after the election.

Rogers, who has co-authored a soon-to-be-published biography of SPDC chairman Senior General Than Shwe, said that while the armed groups are not perfect, they are essentially fighting to defend their people against a “brutal regime” and are “not in any way terrorists.”

“The armed groups have sometimes launched pre-emptive attacks on the military, but they have never attacked non-military targets and have never engaged in indiscriminate acts of violence,” he said. “Even the pre-emptive acts are conducted for defensive, rather than offensive, purposes.”

Rogers added that resistance groups were fighting to defend their people.

“Individual Christians who have joined the armed ethnic groups do so out of a perfectly biblical concept of just war, the right to defend your people from gross injustice.”

Added an FBR source, “In Burma, no one protects except the pro-democracy resistance groups, and all relief inside the country is only possible because of them.”

International Disrepute

The 2009 annual report of the United States Commission on International Religious Freedom states that Burma’s military junta had “one of the world’s worst human rights records.”

“Burma’s Christian populations face forced promotion of Buddhism and other hardships in ethnic minority areas where low-intensity conflict has been waged for decades,” the report states. “In addition, a new law passed in early 2009 essentially bans independent ‘house church’ religious venues, many of which operate because permission to build church buildings is regularly denied.”

The report also pointed out that in January 2009, authorities in Rangoon ordered at least 100 churches to stop holding services and forced them to sign pledges to that effect. Burma, which the ruling junta describes as “The Golden Land” on its official website, has been designated as a Country of Particular Concern by the U.S. Department of State since 1999.

Even after the 2010 election, little is expected to change.

The FBR source said the election was not likely to be free and fair, pointing out that the new constitution the junta adopted after an apparently rigged referendum in 2008 virtually enshrined military power.

“However, having an election is better than not having one at all,” the source said.

Deadline for re-registration passes; churches face illegal status


Oppressive new laws in Azerbaijan and Tajikistan required religious communities to re-register with the government by January 1, 2010 or face illegal status. As of December 16, only about 100 of Azerbaijan’s 534 religious communities had been able to do so. Fewer than half of Tajikistan’s religious communities re-registered, reports MNN.

According to Joel Griffith of Slavic Gospel Association, officials place obstructions in the paths of churches trying to re-register.

"They will find some technicality or basically any reason to deny registration. So even if some of the groups actually follow the law to the letter and meet the requirements, it just seems very arbitrary and capricious as to whether the officials will agree to register to not," he explained.

It’s unclear how strictly the governments of the two nations will enforce their laws.

"In the worst case scenario…they could basically close congregations down and impose pretty stiff penalties," Griffith said. "In the best case scenario…unless they agree to fully repeal these statues or amend these laws, I think we need to just hope and pray that even though they’re on the books, these things won’t be enforced."

That’s often the case in countries that have similar laws. The new laws include other burdensome requirements in addition to the re-registration mandate. Azerbaijan’s law requires religious communities to provide more information for registration and to obtain approval to build or rebuild places of worship. It also prohibits the sale of religious literature in unapproved locations and religious activity outside registered addresses.

Tajikistan’s religion law censors religious literature, bans state officials from founding religious communities, requires state approval to invite foreigners for religious visits or to travel abroad for religious events, and restricts children’s religious activity and education.

Christians in Azerbaijan are especially concerned about how courts might interpret unclear provisions in the law. They fear a loose interpretation could penalize "peaceful religious activity." Griffith quoted a passage from the law and explained the issue.

"‘The community formulates its relations with other religious confessions on the basis of religious toleration (tolerance), respect and the avoidance of conflict,’ and the community cannot use violence or the threat of violence in proclaiming its faith. Well, if you don’t define those terms, such as ‘respect and the avoidance of conflict’…you could almost say that Christian evangelism could even be illegal under a formulation like that."

Since Christians believe in only one means of salvation — Jesus Christ — it would be entirely possible for disagreement with other religious groups to be interpreted as "conflict." However, Christians are not the only people worried about the potential impact of the law.

"It’s not just Christians that are concerned; we’ve got Muslim groups that are concerned. These are largely Muslim nations," Griffith said. "I think there are a number of people that are concerned about what this will possibly do down the road."

No matter what does happen, the Christian church will remain committed to the Gospel.

"Regardless of what happens in these countries, the churches still have their marching orders from the Lord: to proclaim the Gospel," Griffith said. "And no matter what man does, they’re going to continue to proclaim the Gospel."

Christians in Tajikistan and Azerbaijan need the prayers and support of their fellow believers. SGA has been supporting churches in the former Soviet Union for 75 years, and it continues to support churches in these two countries.

"It’s important to help them take advantage of every open door they can find to share the Gospel," Griffith said. "It might be through supporting a church-planting missionary; it might be through providing Russian-language Bibles and literature; it may be through helping to support in-country training, and sometimes that training has to take place quietly…. But for churches here in the West that have the resources, it’s important to support our brothers and sisters there who don’t have the resources that we do."

Judge in Tajikistan bans Baptist church worship services


Members of a Baptist congregation in the capital Dushanbe have appealed to the City Court against a ban on their activity imposed because they meet for worship in a private home without state registration. But Judge Soliya Ismailova of Somoni District Court, who handed down the ban, defended her decision and denied that this violated the Baptists’ freedom of worship.

"The Law demands that all non-government organisations register," she told Forum 18 News Service.

The court-imposed ban came after a 9 October raid on a church service by officials of the City Administration, Dushanbe city Prosecutor’s office, Police and National Security Committee secret police. Baptists told Forum 18 they are continuing to meet for worship despite the ban. State control of religious activity has been steadily tightening in 2009, including through a new Religion Law.

Belarus: Church fined for activity "not according to its statute"


A registered Protestant congregation in western Belarus has been fined for activity which officials claim was “not according to its statute,” local Protestants told Forum 18 News Service.

The church held a special prayer service in its registered building, which church members insist was within its statute. Trouble for the New Generation Church began when Baranovichi local Ideology Department officials saw posters in the town advertising the service.

One official and two “witnesses” arrived at the church 30 minutes before the service, but left 10 minutes before it began without witnessing it. The official, Sergei Puzikov of the Ideology Department, refused to explain to Forum 18 what activity was outside the church’s statute, as did the Department’s head.

In defiance of international human rights standards, Belarus bans all unregistered religious activity – including both unregistered communities and unregistered activity by registered communities. Religious activity is kept under close surveillance by the KGB secret police, and officials often issue warnings for activity they claim is illegal. Two such warnings can lead to a religious organisation being closed down.

TAJIK PRESIDENT SAYS HE WON’T AMEND NEW LAW ON RELIGION


Tajikistan’s recently adopted law on freedom of conscience and religious organizations will not be changed because it is “clear and accurate,” Tajik President Emomali Rahmon said in his annual address to parliament on Wednesday, reports Interfax-Religion.

“The Republic of Tajikistan guarantees ideological pluralism and equal rights for all religions and faiths,” Rahmon said.

The new law signed by the Tajik head of state in late March has provoked a mixed response both within the country and abroad. The document permits the authorities’ censorship of religious literature, limits the performance of religious rites officially allowed in certain religious venues, allows the authorities to control the activities of religious organizations, and bans prayers at work, in military units and other institutions.

The Islamic Revival Party, Tajikistan’s second largest party and the only legal Islamic party in the CIS, said this week that it would ask parliament to adopt amendments to the law in question because, according to it, this document discriminates against believers and their rights.

PARTY IN TAJIKISTAN PROPOSES CHANGES TO LAW ON RELIGION


The Islamic Revival Party of Tajikistan plans to initiate amendments to the controversial Law on Religion and Religious Associations, signed by the president on March 25, the party’s vice chairman Muhammadali Haiit told journalists on Monday, reports Interfax-Religion.

“In our view, this law defies one of the basic constitutional rights of our citizens – the freedom of religion. We plan to submit a bill amending this law to the lower house of parliament,” he said.

The new law aroused fears in the United States that it will put curbs on the freedom of religion in Tajikistan, while local opposition leaders described it as a direct violation of citizens’ constitutional rights. The law legitimizes state censorship of religious literature, limits religious rites to officially allotted venues and allows the state to control the activities of religious associations.

The law bans praying at work, in military units and other places not connected directly with the administering of religious rites.

PRO-LIFE WEBSITE BANNED BY AUSTRALIAN GOVERNMENT


The Australian Communications and Media Authority (ACMA) is coming under fire from free-speech advocates after it threatened the host of a popular Australian online discussion forum with a $11,000-a-day fine for publishing a link to an American pro-life website that ACMA had previously blacklisted, reports Kathleen Gilbert, LifeSiteNews.com.

The controversy erupted after an anonymous online user lodged a complaint with the ACMA in January over graphic images of aborted unborn children on AbortionTV.com, an American pro-life site.

According to Australian IT, the individual who originally reported the page said his goal was to test the system and show that legal webpages could end up on the blacklist. The ACMA’s Internet blacklist was launched to block illegal child pornography.

About two weeks later, the ACMA told the complainant that it was “satisfied that the internet content is hosted outside Australia, and the content is prohibited or potential prohibited content.” This was taken to mean that AbortionTV.com had been blacklisted.

Pro-life advocates, while supporting bans on pornography, are concerned that corrupt beaurocrats may use such lists may to target legitimate websites.
