Orissa, India Christians Still Face Boycott, Forced Conversion


Hindu nationalists continue to oppress Christians in Kandhamal district, report says.

NEW DELHI, November 11 (CDN) — More than two years after losing relatives and property in anti-Christian violence, there is no sense of relief among survivors in India’s Orissa state, as many are still ostracized and pressured to “return” to Hinduism, according to a private investigation.

“Despite the state administration’s claim of normalcy,” the preliminary report of a fact-finding team states, “a state of lawlessness and utter fear and sense of insecurity” prevails among Christians of Kandhamal district, which saw a major anti-Christian bloodbath in 2008.

The team, consisting of local attorney Nicholas Barla and another identified only as Brother Marcus, along with rights activists Jugal Kishore Ranjit and Ajay Kumar Singh, visited four villages in three blocks of Kandhamal on Nov. 5.

In Bodimunda village in Tikabali, the team met a pastor who said he has been closely watched since Hindu extremists forced him to become a Hindu. The pastor, whose name the report withheld for security reasons, said he had to convert to Hinduism in 2008 “to save his old mother, who could not have escaped the violence as she was not in a position to walk.”

He is still closely watched in an effort to prevent him from returning to Christianity. While the attorneys and activists were still at the pastor’s house, a man who identified himself as from the Rashtriya Swayamsevak Sangh (RSS, India’s most influential Hindu nationalist conglomerate) came to inquire about his visitors. The pastor felt compelled to tell them that they were “bank officials.”

In the same village, Hindu nationalists have also imposed a de facto ban on any private or public vehicle to ferry Christians or their belongings, said the report.

The team met the family of a paralyzed Christian, Bamadev Pradhan, whom auto-rickshaw drivers refused to take to a hospital when he recently ran a high fever. Eventually a Christian driver took him to the only hospital in Tikabali, around eight kilometers (nearly five miles) from his village of Bodimunda, but as the Christian was driving back, some local men confiscated his vehicle.

With the help of the auto-rickshaw union, the driver (unnamed in the report) got the vehicle released after paying a fine of 1,051 (US$24) rupees and promising that he would not transport any Christians in the future.

Another Christian said area Hindus extremists prohibited Christians from procuring basic necessities.

“We are not allowed to bring housing materials or food provisions or medicines, and nor are we allowed to buy anything from local shops,” he said. “We do not have any shop of our own. Here, we are struggling to live as human beings.”

The team also met a Hindu who had to pay 5,000 rupees (US$112) to get his tractor returned to him, as he had transported housing material for the construction of the house of a Christian.

In the house of a Christian in Keredi village in Phulbani Block, the team found a picture of a Hindu god. The resident, who was not identified in the report, explained that he had to display it in order to protect his family from harm.

The team found pictures of Hindu gods also in the house of a Christian in Gandapadar village in the Minia area, Phiringia Block. A woman in the house told the team that local Hindu nationalists had given her pictures of Hindu gods for worship.

“We have kept them, as they often come to check whether we have reconverted to Christianity,” she said.

Almost all Christians the team met complained that the local administration had done little to protect them and suspected that officials colluded with area Hindu nationalists.

Released on Nov. 8, the report asserts that Christians have been barred from taking water from a government well in Dakanaju village, under G. Udayagiri police jurisdiction in Tikabali Block. The village head, Sachindra Pradhan, has promised to take action “at the earliest,” it added.

Violence in Kandhamal and some other districts of Orissa state followed the assassination of Hindu nationalist leader Swami Laxmanananda Saraswati on Aug. 23, 2008. The rampage killed over 100 people and burned 4,640 houses, 252 churches and 13 educational institutions, according to estimates by human rights groups.

The spate of attacks began a day after Saraswati’s killing when Hindu nationalist groups blamed Christians for his murder, although Maoists (extreme Marxists) active in the district claimed responsibility for it.

John Dayal, a Christian activist in Delhi, told Compass that “the apparatus of 2008 remains undisturbed.” The Hindu nationalist Bharatiya Janata Party (BJP) was part of the ruling state alliance with the regional Biju Janata Dal (BJD) party at the time of the violence. Although the BJD broke up with the BJP in 2009, blaming it for the violence, the former cannot be excused, said Dayal.

“While the BJP is mainly to be blamed, Chief Minister Naveen Patnaik is not entirely innocent,” Dayal said. “Not  just that he allowed the BJP and RSS cadres to run amok when they were part of his government, turning a blind eye to their  very visible anti-Christian activities, but he was his own home [interior] minister and cannot really shirk command responsibility for the carnage together with his BJP ministerial colleagues and senior officers.”

Kandhamal district Magistrate Krishan Kumar, who was on a tour at press time, could not be contacted for comment despite repeated attempts.

Of the 648,201 people in Kandhamal district, 117,950 are Christian, mostly Dalit (formerly “untouchables” in the caste hierarchy in Hindu societies), according to the 2001 Census. Hindus, mainly tribal people and numbering 527,757, form the majority.

Muslim Protestors Surround Worshipers in Bekasi, Indonesia


Tensions mount as congregation asserts right to worship.

DUBLIN, August 4 (CDN) — Around 300 Muslim protestors and 300 police officers surrounded members of the Batak Christian Protestant Church (Huria Kristen Batak Protestan or HKBP) on Sunday (Aug. 1) as they worshiped in an open field in Ciketing, Bekasi, local sources said.

“There were many police on guard, but the attackers were able to get very close to the congregation,” Theophilus Bela, president of the Jakarta Christian Communication Forum, said in a statement to international government and advocacy groups. “We are afraid that they will attack the church again next Sunday.”

He added that a protestor hit the Rev. Luspida Simanjuntak on the cheek.

Police held back the shouting protestors while the church worshiped, but at one point they allowed Murhali Barda, leader of the Front Pembela Islam (FPI or Islamic Defenders Front) in Bekasi, through the cordon for an angry confrontation with church leaders, Voice of America (VOA) reported.

Bekasi police commander Imam Sugianto told VOA that his forces were there to protect “both sides.”

The New York Times quoted Sugianto as saying that, “If the local people don’t give their permission, they can’t worship here,” but Pastor Simanjuntak said the Bekasi administration had approved the church’s decision to meet in the field, according to The Jakarta Globe.

“We demand the Bekasi administration to let the public know that they gave us the green light to conduct our prayers here,” Pastor Simanjuntak reportedly said.

The 1,500-strong congregation, established some 15 years ago, initially met in each other’s homes before purchasing a residential property in the Pondok Timur housing complex in Bekasi for use as a worship building. The group then met in the building while they waited for local officials to respond to a building permit application filed in 2006.

When Muslim neighbors in December objected to the meetings in the housing complex on the grounds that the church had no permit, officials banned church members from meeting there. As the local government had delayed the processing of its application for a building permit, the church ignored the ban, leading officials to seal the building on June 20.

Bekasi Mayor Mochtar Mohammad on July 9 said he would allow the congregation to meet in public areas or at the city hall, according to the Globe. Pastor Simanjuntak chose to move to the proposed building site, and Sunday meetings at the field in Ciketing were soon greeted by crowds of protestors.

The FPI’s Barda said the church’s insistence on worshipping at the site was a provocation, according to VOA. He also accused Christians in Bekasi of attempting to convert Muslims away from their religion, citing a recent Internet report claiming that the Mahanaim Foundation, a local Christian charity, had carried out a mass baptism of new converts.

Foundation spokeswoman Marya Irawan, however, told The Jakarta Post that the crowds were not baptized but only invited to Mahanaim leader Henry Sutanto’s home as part of an effort to reach out to the poor.

Pastor Simanjuntak’s church has now filed a case against the Bekasi administration.

“I fully support any efforts to take this to the courts,” a local Christian leader who preferred to remain unnamed told Compass. “We need to respond through legal channels and let the government know that these attacks are a gross human rights violation.”

Hard-line Islamic groups held a congress in Bekasi on June 20, and on June 27 announced their united intent to combat the “Christianization” of the region. (See http://www.compassdirect.org, “Indonesian Muslims Call for Halt to ‘Christianization,’” July 2.)

Bonar Tigor Naipospos, spokesman for Indonesia’s Institute for Peace and Democracy (Setara), told VOA that unsubstantiated rumors about Christians using deceptive practices to convert Muslims have fueled the anger in Bekasi. He reportedly said that Muslims believe that Christians badger people to convert and entice them with money, food or other incentives.

Pastor Simanjuntak has said that she and her church will continue meeting in the field, as they have nowhere else to go.

CHINA: RELIGIOUS RIGHTS ABUSES CITED


Foreign Ministry spokesman asserts ‘full religious freedom’ despite arrests, torture.

DUBLIN, May 8 (Compass Direct News) – A U.S. government body cited increased harassment, imprisonment and torture of members of unregistered religious groups in China last year, which a Chinese official roundly denied.

After the U.S. Commission on International Religious Freedom (USCIRF) last week recommended China remain on the U.S. Department of State’s list of the world’s worst violators of religious freedom, a spokesman for China’s Foreign Ministry said USCIRF’s report was “an attempt to smear China.”

“It is a fact that the Chinese government protects its citizens’ freedom of religious belief according to law, and every ethnic group in any part of China enjoys full religious freedom,” Ma Zhaoxu, said Tuesday (May 5) in a statement quoted by the Chinese daily Xinhua.

The commission acknowledged that “the freedom to participate in officially-sanctioned religious activity increased in many areas of the country over the past year,” but noted that abuses of members of unregistered religious groups had extended to a small handful of lawyers who dared to defend them.

In at least 17 provinces, some 764 Protestant leaders and house church members were arrested in the past year, 35 of whom were sentenced to prison for a year or more, the report said. According to the state department, the total number of Protestant house church members and “underground” Catholics arrested in the past year may be in the thousands.

Religious freedom also deteriorated significantly in Uyghur Muslim and Tibetan Buddhist regions over the past year, according to the commission report. Officials have urged “stronger management” of Protestant and Catholic activity in Xinjiang, while new laws have allowed greater control over Muslim and Buddhist community leaders in both regions.

Police detained Chinese house church leader Lou Yuanqi in Xinjiang province in May 2008, charging him with “inciting separatism” and “utilizing superstition to undermine the law.” A local court refused to accept his case due to insufficient evidence, but Yuanqi remained in detention until his release on bail on April 24.

Officials further restricted religious freedom in the autonomous regions of Xinjiang and Tibet during the period USCIRF covered for the report, May 2008 through April 2009. Ismail Tiliwaldi, chairman of the Xinjiang Uyghur Autonomous Region (XUAR), urged local police and religious affairs officials to “exercise stronger management” over Protestantism and Catholicism and strictly guard against foreign infiltration and sabotage, the commission stated.

On Jan. 1, 2008, new laws gave officials in both regions greater powers to monitor the training, assembly, selection and speeches of community religious leaders. More recently, officials have enforced bans on religious education; authorities in Tibet have warned parents to keep children away from religious ceremonies, while Xinjiang officials in February and March began a campaign to halt illegal religious schools and arrest anyone engaged in “cross-village worship.”

The campaigns in Xinjiang have largely targeted Muslims, but Uyghur Christians are also affected. Unable to freely attend government-sanctioned Three-Self Patriotic Movement (TSPM) Protestant churches, they continue to meet in small groups in private homes, risking arrest and detention in labor camps.

House church Christian Alimjan Yimit (Alimujiang Yimiti in Chinese) remains in arbitrary detention awaiting trial, 15 months after his arrest. Officials initially closed the foreign-owned business Alimjan worked for in September 2007 and accused him of using it as a cover for “preaching Christianity.” He was then detained in January 2008 on charges of endangering state security and was formally arrested on Feb. 20, 2008 on charges of “inciting secession” and leaking state secrets.

Court officials returned Alimjan’s case to state prosecutors in May 2008, citing lack of evidence. The case was returned to court for consideration last October.

On April 21, attorney Li Dunyong petitioned for and was granted permission for a rare meeting with his client on April 21 after witnesses saw police and a prison doctor escorting Alimjan to hospital on March 30; Compass sources said Alimjan had been beaten in prison, although it was not clear who beat him or why. When Li questioned him, Alimjan indicated that he was not allowed to speak about his health.

Officials also continued tight surveillance of underground Catholic groups across China last year, according to USCIRF.

The official Catholic Patriotic Association (CPA) insists on selecting and ordaining clergy and forbids clergy or CPA members to have contact with the Vatican or other foreign Catholic organizations, USCIRF stated. The Vatican, however, has secretly ordained as many as 90 percent of CPA bishops and priests, the commission reported.

China watchers say pressure will increase rather than decrease as China anticipates several significant political anniversaries later this year.

Troubled Rights Advocates

The crackdown has extended to lawyers, particularly those handling religious rights cases. In March, officials revoked the license of Beijing’s Yitong Law Firm; the firm’s lawyers had been handling cases for unregistered house church Christians.

Christian attorney Gao Zhisheng, known for defending unregistered Protestant Christians and Falun Gong members, disappeared in February. Immediately prior to his disappearance, Gao had published a report of torture endured during a September 2007 interrogation. At press time his whereabouts remained unknown. (See “Action Urged for Missing Rights Activist,” March 25.)

Court officials in November 2007 sentenced Gao’s legal partner, Yang Maodong, to five years in prison for “illegal business practices.” Prison guards have reportedly tortured Yang with electric shock batons and other implements.

Earlier, in September 2007, officials beat prominent religious freedom advocate and attorney Li Heping with electric batons and ordered him to stop practicing law. When he refused, officials revoked his license.

Given these developments, the commission has urged the U.S. government to include religious freedom concerns in its discussions with the Chinese government.

Under terms of the 1998 International Religious Freedom Act, U.S. government officials are obliged to address religious rights concerns with the government of any country designated as a Country of Particular Concern.
