Despite a reduction in executions, progress towards the abolition of the death penalty is slow

Amnesty International has released its latest figures on the use of capital punishment globally. In 2017, at least 993 executions were carried out in 23 countries. At least 2,591 death sentences were issued across 53 countries.

At the moment, at least 21,919 people are known to be facing death sentences around the world.

In some ways, bizarrely, these figures are a source of hope. Fewer executions were carried out and fewer death sentences passed in 2017 than in 2016. The year saw a reduction in the number of executions in cases of drug crime.

According to Amnesty, these developments:

…confirmed that the world has passed a tipping point and that the abolition of the ultimate cruel, inhuman and degrading punishment is within reach.

Why should the world move towards death penalty abolition?

From a human rights perspective, capital punishment is indefensible. It violates the right to life. It constitutes a cruel and inhuman punishment.

Capital punishment can also be regarded as torture, both in terms of the methods used and the years that many prisoners spend waiting on death row. Torture is prohibited under international law.

There is no remedy for execution if a person is later exonerated. Innocent people have been executed in the past and efforts continue to free wrongly convicted people from death row.

On a more pragmatic level, capital punishment lacks deterrent value. It is also a costly punishment to impose, at least in justice systems that seek to meet the requirements of a fair trial and the right to appeal.

As Amnesty reports, the countries that imposed capital punishment in 2017 represent a shrinking minority – 23 of 193 UN member states. Yet Amnesty’s report reveals some worrying truths, and demonstrates how far the world still has to go before the death penalty is abolished.

Gaps in the data

Some countries, most notably China, treat death penalty data as a state secret. For this reason, Amnesty International has not published estimated figures for the death penalty in China since 2009.

Yet it is reported that China executes more people annually than all the other retentionist countries worldwide. Amnesty International is confident that thousands of executions are carried out in China each year.

The Cornell Center on the Death Penalty Worldwide aims to provide comprehensive data on the global application of capital punishment, including for countries like China that do not release figures on executions.

Although the Cornell Centre also refrains from estimating figures for China, it concurs that China executes thousands of people each year, and issues thousands more death sentences. Unlike those retentionist countries that permit many levels of post-sentencing appeal, in China people are typically executed immediately after sentencing, or within two years.

Inconsistencies in application of capital punishment

Almost all executions carried out in 2017 were imposed in just five countries: China (estimated thousands), Iran (507+), Saudi Arabia (146), Iraq (125+) and Pakistan (60+). In each of these countries, there are peculiar aspects of the practice that highlight the challenges of promoting abolition where the death penalty is entrenched.

Amnesty reports that executions were carried out in China, Iran, Iraq and Saudi Arabia in cases where confessions were extracted through torture.

In China, while it is not common practice, some death sentences continue to be delivered in public. In Iran, public executions were carried out in at least 31 cases.

Both Iran and Saudi Arabia impose mandatory death sentences for some crimes, execute juveniles, and fail to meet minimum fair trial standards.

Several retentionist states impose the death penalty in cases that do not meet the “most serious crimes” threshold under international law. For example, some “capital” crimes in China, including bribery and embezzlement, would not attract the death penalty in other retentionist states.

In Iran and Pakistan, blasphemy and insult to the prophet of Islam are punishable by death. In Saudi Arabia, adultery can attract a death sentence. Iraqi law permits capital punishment for kidnapping.

Amnesty also raises concerns regarding aspects of the practice in countries such as the United States and Japan, both of which continue to execute people with mental illness and intellectual disability.

Drug crime and capital punishment

Of ongoing concern is the use of the death penalty in drug cases. Fifteen countries implemented or imposed capital punishment for drug crimes in 2017. Iran executed more than 200 people convicted of drug offences.

Australia took a strong public stand against the death penalty for drug offences when it sought clemency for “Bali Nine” members Andrew Chan and Myuran Sukumaran. Yet the pair were executed in April 2015, and Indonesia continued with drug-related executions in 2016.

Although fewer executions were imposed for drug crimes in 2017, extrajudicial killings have been commonplace in the Philippines’ “War on Drugs”. Under President Duterte’s inhumane anti-drug strategy, more than 12,000 Filipinos have been killed to date.

Harm Reduction International raises the concern that Duterte’s regime could be normalising the killing of people for drugs. Such a development could encourage the retention of the death penalty in drug cases in the Asia-Pacific region.

Australia’s advocacy for death penalty abolition

In the aftermath of Chan and Sukumaran’s executions, the Australian government was galvanised to review its advocacy for the abolition of capital punishment.

The subsequent parliamentary inquiry delivered 13 recommendations to enhance Australia’s advocacy, several of which I have discussed previously.

The government delivered its response to these recommendations in March 2017 (10 months after the inquiry report was published). Several recommendations were accepted or accepted “in principle”, with the government noting new or pre-existing efforts to undertake actions recommended by the committee.

However, the government did not accept the recommendation to amend Australian Federal Police (AFP) guidelines in ways designed to prevent future Bali Nine-type situations. It explicitly rejected the recommendation that the AFP refuse to share information with foreign law enforcement partners in relation to drug crimes, in the absence of guarantees that capital punishment would not be sought or imposed.

Australia has since been elected to the UN Human Rights Council for a three-year term. One of its voluntary pledges to the council was to continue strong advocacy for global abolition of capital punishment.

The ConversationIn order to meet this pledge, Australia could helpfully re-engage with the recommendations of the parliamentary inquiry. Australia can, and should, do more to contribute to the ongoing effort to achieve global abolition of capital punishment.

Why Bhutan’s Royalists Fear Christianity


Social, political factors behind country’s reluctance to allow Christianity to grow

THIMPHU, Bhutan, February 1 (CDN) — Bars, pubs and discos have become legal in Bhutan – a cause of concern for the older generation – but construction of worship buildings other than Buddhist or Hindu temples is still prohibited.

The prohibition remains in force even though Christians abide by Bhutan’s codes of conduct, speaking the Dzongkha language as well as the Nepali language at church gatherings, and wearing the national dress.

The National Assembly of Bhutan banned the practice of non-Buddhist and non-Hindu religions through edicts in 1969 and in 1979. But Christians do meet for Sunday worship, with attendance of more than 100 Christians in an underground church not unusual.

Why are Christians seen as a greater threat to the culture of the nation than the “democracy disco culture,” as one government official described the emerging subculture among the Bhutanese youth? It is believed that Christianity will create religious tensions in the country.

“There are reasons why Christianity is not being tolerated in the country,” said a former high government official who requested anonymity. “Look at the communal tensions in India and Nepal. Christianity can divide the Bhutanese society as well.”

He mentioned two incidents that appeared in the Bhutanese press last year, one in which 13 Christians allegedly hanged a woman they had accused of being a witch, and a suicide by a Hindu man who reportedly left a note saying his Christian wife and children were pressuring him to convert.

Christians here said these were isolated incidents that they strongly condemned.

“A majority of believers in Bhutan are not educated and are from lower economic backgrounds,” said the pastor of an underground church. “When open preaching is not allowed, this is what happens.”

Sound Christian teaching remains lacking, he said. There is a tremendous need for good Christian teaching and general education among the Christians in Bhutan, said the pastor.

“But little can be done given the restrictions we face here.”

Christians are only allowed to pray if someone is sick among their acquaintances, he added.

The government also fears that Christianity could cause societal tensions because of the general misconception that Christians lure others to the faith with money; converts are viewed with suspicion, said a government official on condition of anonymity.

“There should be one religion in one nation,” said the official, adding that religious freedom should be allowed only after educating people.

Threat from Within

Bhutanese officials are no strangers to religious conflict.

“You must also understand that the kind of Buddhism practiced in Bhutan is a minority sect within the two Buddhist divisions,” said the former government official.

A majority of Buddhists in Bhutan practice Vajrayāna Buddhism, also known as Tantric Buddhism, and belong to the larger Mahayana sect, one of the two major divisions of the religion along with the Theravada sect.

Theravada Buddhism has a widespread following in Sri Lanka and Southeast Asian countries, including Burma, Thailand, Laos and Cambodia. Mahayana is practiced in a few East Asian countries, including Japan.

Unlike Theravada, which is more individualistic in its motivation, Mahayana Buddhism involves an aspiration to achieve enlightenment not only for one’s own sake, but for the sake of all “sentient” beings.

“There is a perceived threat to the Buddhist sect in Bhutan from the more powerful Theravada division,” said the source, without divulging more about the clash within Buddhism. “In such a scenario, how can you expect the government to willingly open doors to Christianity, which too is a threat?”

Of Bhutan’s more than 670,000 people, Christians are estimated to range in number between 3,000 and 6,000. Around 75 percent of the people practice Buddhism, and roughly 22 percent are Hindus, mostly of Nepali origin.

Monarchy and Buddhism

Religion is so closely linked to the monarchy in Bhutan that one cannot exist without the other.

The national flag of Bhutan, which consists of a white dragon over a yellow and orange background, also has religion in it. While the yellow half represents civil and political powers of the King, the orange signifies monastic traditions of Buddha’s teachings.

The religious link is protected in the new constitution, which was adopted in March 2008. Article 2 notes that the dual powers of religion and politics shall be unified in the person of the king, “who, as a Buddhist, shall be the upholder of the Chhoe-sid,” the traditional dual system of governance characterized by the sharing of power between the religious and political heads of the country.

Given that the king embodies religious and political authority, the common people worship him.

Additionally, Buddhism is woven into the national fabric. Bhutan is the only country in the world that employs a “Gross National Happiness” (GNH) equation to measure its people’s level of happiness, and the GNH assumes that all citizens are Buddhist. Respondents to the GNH survey are asked questions concerning “spiritual activities like meditation and prayers, and consideration of karmic effects in daily life.”

The introduction of democracy in Bhutan did not involve disturbing the religious and cultural status quo. While former King Jigme Singye Wangchuck, who served from 1972 to 2006, brought democracy to Bhutan without any demand for it, people believe his intentions were far from transforming the country into a full democracy.

It is believed that the political turmoil in neighboring Nepal partly influenced King Singye Wangchuck’s decision to make the country, at least on paper, a constitutional monarchy after over 100 years of absolute monarchy. A decade-long civil war led by the Communist Party of Nepal-Maoist – which took more than 12,000 lives – is believed to be behind the abolition of the royal parliamentary system and the adoption of a socialist republic in Nepal. In 2006 the then-king of Nepal, Gyanendra, agreed to relinquish sovereign power to the people.

All sources in Bhutan confirmed that the present king, Jigme Khesar Namgyel Wangchuck (selected in 2006 but not crowned until 2008), was still the supreme ruler. Perhaps this is why both the ruling Druk Phuensum Tshogpa (Bhutan Peace and Prosperity) Party and the opposition People’s Democratic Party are royalists.

Pictures of kings of Bhutan are found everywhere in the country – in homes, shops, hotels, underground churches and on street walls. Many large posters with the kings’ pictures carrying the inscription “Kings of our Hearts” can be seen along the streets. Even public buses have “Our Kings Forever” painted on them.

“But you cannot expect things to change overnight,” said the former government official. “It’s not wise to allow development without any bridle. Things are improving slowly.

Added an optimistic source, “Freedom in the real sense of the word and in all spheres is bound to come to Bhutan. It’s just a matter of time.”

NEPAL: CHRISTIANS INCREASINGLY VULNERABLE IN SECULAR STATE


As law and order breaks down, Christians come under attack.

KATHMANDU, Nepal, July 30

(Compass Direct News) – Three years after a pro-democracy movement led to the proclamation of Nepal as a secular state, some Christians say they are in greater peril than ever.

They are now being targeted by militant Hindu organizations that blame the church for the abolition of Hinduism as the state religion and the end of monarchy. A little-known, shadowy organization that claimed to be building an army of suicide bombers has achieved notoriety with two brutal attacks on Catholics in two years.

Since May, when the Nepal Defense Army (NDA) – which claims to have links with militant Hindu organizations across the border in India – struck one of Kathmandu valley’s oldest and biggest churches, the group has threatened to drive all Christians from the country. And now a group claiming to be the parent organization of the NDA has warned that on Aug. 10 it will start a “Save the Hindu nation” movement.

Police say Ram Prasad Mainali, the elusive NDA chief, hired a local woman to plant a bomb at the Assumption Church on May 23 during mass. Two women and a schoolgirl were killed in the attack. The NDA also claimed responsibility for killing a Catholic priest, John Prakash Moyalan, in southern Nepal last year.

Though police have issued an alert for his arrest, Mainali continues to evade capture, and it is murmured that he has political connections. Undeterred by the hunt, he continues to threaten the Christian community.

Last month, the Rev. Pius Perumana, a senior Catholic priest, received a phone call.

“The caller said he was in charge of the NDA in Kathmandu valley,” said Perumana of Ishalaya Catholic Church, located in Godavari on the southern rim of the capital. “However, I recognized the voice. It was Ram Prasad Mainali himself.”

Godavari is an important Catholic hub that includes a Catholic pastoral center, a shelter for destitute, HIV-infected women and homeless children, a day care center and a small clinic.

Perumana said he has received at least five threatening calls from the Hindu supremist ordering him to close all Christian organizations and leave Nepal, he said. The NDA leader has also been calling Protestant pastors, demanding money. In districts outside Kathmandu, where security is weak, some pastors are said to have paid up out of fear.

Mainali’s success has spawned at least one copycat extortion attempt.

“At least one pastor in Kathmandu has received an extortion letter,” said Chirendra Satyal, spokesman of the Assumption Church. “The writer claimed to be the vice-president of a Hindu group, the National Defence Party (NDP), calling it the mother organization of which Mainali’s NDA was the military arm. The pastor was asked to pay 7.5 million Nepalese rupees [US$98,190].”

The letter warned that starting on Aug. 10, the underground organization will start a “Save the Hindu nation” movement.

No Christian Corpses

Until three years ago, Nepal used to be the only Hindu kingdom in the world where Christians faced discrimination by the state, ostracization by society and imprisonment if found guilty of preaching Christ.

Things officially changed in 2006 after a pro-democracy movement led to the ouster of the army-backed regime of Hindu King Gyanendra, and Parliament proclaimed the Himalayan kingdom a secular, federal state.

But three years later, nothing has changed in reality, said the Rev. Nayaran Sharma, bishop of the Protestant Believers’ Church.

“We bought a plot of land in a forest in Gorkha district in western Nepal so that we could have an official graveyard,” Sharma told Compass. “But when the locals heard of it, they made us return the land, saying they did not want corpses in their midst as they would attract evil.”

Even three years after Nepal became secular, Christians have to be buried clandestinely on private property with the danger of graves being dug up, he said.

“Churches have not yet been registered by the government, and so we don’t get state assistance like the Hindu temples and Muslim mosques do,” Sharma said. “Temples are provided free land, electricity and water; the madrassas – the Muslim schools – receive state funding, and the government subsidizes the annual Muslim pilgrimage to Mecca.”

Christians make up about 2.5 percent of Nepal’s 25 million population. Nearly 75 percent of the population in Nepal is Hindu.

Christians are said to be both angered and disheartened by the new, 601-member constituent assembly mandated to draft a new constitution by May 2010.

“There’s not one Christian among the 601, though the government had the power to nominate members from unrepresented communities,” Sharma said. “Though Christianity has been in Nepal for almost 350 years, Christians are still like orphans. There is no one to speak for us, and we are discriminated against beyond imagination.”

Soft Targets

Political instability and the subsequent lawlessness and impunity leave Christians vulnerable to violence, as Sanjay Ekka, a Catholic priest from India’s impoverished Jharkhand state, learned on Monday (July 27).

Ekka came to Nepal in 2000 to teach at St. Xavier’s School, a Jesuit-run school in eastern Jhapa district. Five years ago, he was brought to the capital city of Kathmandu to run the Loyola Students’ Home, a hostel for boys from the Tamang community of Nepal, who, like Ekka’s own tribe, the Oraons, are among the poorest, least educated and most oppressed groups in Nepal.

Despite the similarities of the two tribes, the 40-year-old Ekka was subjected to a savage attack on Monday (July 27) by an expelled student that left his left arm severely slashed and deep gashes on his hip.

“It’s another sign of the growing lawlessness in the country,” says the Rev. Lawrence Maniyar, former principal of St. Xavier’s School in Kathmandu valley, which was founded in 1951. “With crimes soaring, Christians are being targeted as they are seen as soft targets.”

Another factor endangering Christians in Nepal is the tension in the nascent republic’s relations with its southern neighbor and largest trading partner, India. As the smaller neighbour, Nepal has lived in fear of being annexed since 1975, when the kingdom of Sikkim decided to abrogate monarchy and become part of India after a controversial referendum.

Tensions worsened in 1989, when India imposed a virtual blockade of Nepal, hitting the fragile economy of the land-locked kingdom. A substantial number of Christian priests in Nepal are from India.

“The heads of three Catholic organizations have been asked to leave Nepal,” said Bishop Anthony Sharma. They are the Rev. Boniface Tigga, principal of St. Xavier’s School in Kathmandu valley, the principal of St. Mary’s Higher Secondary School, identified only as Sister Nancy, and Sister Teresa Mandassery, who heads the Navjyoti Day Care Center for the mentally challenged in Kathmandu. All three are from India.

“Now the animosity is out in the open,” said Maniyar of St Xavier’s in Kathmandu valley. “There has been growing union trouble in St. Xavier’s School. While we were holding talks with the union representatives, they told us to our face, ‘You priests from Kerala [in southern India] think you can run the school the way you want.”

Maniyar said it is useless trying to explain reality to such people.

“We are in Nepal not because we are Indians,” he says. “We are here because we are Jesuits. It is an international organization with an administrative structure of its own, and we have to follow our superiors and go where ever they want us to.”

CHINA: OFFICIALS REACH OUT TO HOUSE CHURCHES; RAIDS, ARRESTS CONTINUE


TSPM offers Bibles and “assistance,” but rights groups say efforts fall short.

DUBLIN, December 9 (Compass Direct News) – In recent months Chinese officials have attempted to build bridges with the Protestant house church movement even as police raided more unregistered congregations, arrested Christian leaders and forced at least 400 college students to swear they would stop attending such worship services.

With rights groups saying more effort is needed to address rights abuses and secure full religious freedom for Chinese Christians, two research institutes – one from the government – organized an unprecedented symposium on Nov. 21-22 that concluded with an agreement for house church leaders to begin a dialogue with government officials.

A delegation of six house church leaders from Beijing, Henan and Wenzhou provinces attended the seminar, entitled, “Christianity and Social Harmony: A Seminar on the Issue of Chinese House Churches,” along with scholars and experts from universities and independent research facilities. Members of the Minorities Development Research Institute, a branch of the China State Council’s Research and Development Centre, and the Beijing Pacific Solutions Social Science Research Institute co-hosted it.

In a report summarizing the forum, Beijing house church representative Liu Tong Su said that China’s religious institutions and regulations were clearly outdated and inadequate to meet the needs of the church.

At the conclusion of the meeting, house church delegates agreed to dialogue with the government, Liu said, though he insisted, “Only God can control the spirituality of faith. No worldly authorities have the right to control a man’s spirit.”

The government has been entrusted by God with the authority to maintain external public order, Liu added.

“If the government can limit its governing territory to areas of maintaining public order in external conduct, then according to the teachings of the Bible, the house church will definitely obey those in authority within the boundary that God has set,” he said.

Experts presented reports on the rapid development of house church networks, including the number of Christians, geographical distribution, cultural and ethnic make-up and connection with foreign Christians, according to the Gospel Herald.

A month earlier, the chairman of the Three-Self Patriotic Movement (TSPM) – responsible along with the China Christian Council (CCC) for overseeing China’s Protestant churches – told a gathering of 200 Hong Kong church leaders of his desire to assist Chinese house churches and provide them with Bibles, according to Ecumenical News International (ENI).

At the Oct. 22 conference entitled, “Chinese Church – New Leaders, New Challenges,” TSPM Chairman Fu Xianwei declared, “For those house churches without registration, we will try our best to be with them, to recognize them and to help them, so long as they have an orthodox faith, don’t stray from the truth and don’t follow heretics.”

Fu and 11 other members of the newly-elected leadership team of the CCC/TSPM also said they were willing to provide house churches with Bibles, ENI reported.

Bible distribution is largely the responsibility of Amity Press, China’s only official Bible printing company, which recently announced its intention to place more Bibles in the hands of rural Christians. Daniel Willis, CEO of the Bible Society in New South Wales (NSW), Australia, launched an appeal on Nov. 12 to support Amity in this goal.

Speaking at the launch, Willis asserted, “Smuggling Bibles into China places Chinese Christians at risk, and now with the new Amity Press operational in Nanjing, smuggling is a waste of resources.”

Amity opened a new multimillion dollar printing facility in May with a capacity to print 12 million Bibles per year. Most of those Bibles are printed in foreign languages for export outside China.

“China is experiencing a great freedom of worship,” Willis added. “With this wonderful change the church is spreading rapidly … Each Chinese Christian would like to experience the joy … that owning their own Bible brings – but unfortunately for many, obtaining a Bible is difficult and often out of their reach financially.”

The China Aid Association (CAA) issued a statement on Nov. 20 that Amity did not produce enough Bibles to meet the vast needs of the church in China or to replace lost or worn copies. It also pointed out that distribution was still strictly limited to government-approved channels.

Earlier this year, the Rev. Dr. Chow Lien-Hwa, vice-chairman of the board of Amity Press, stated in an interview with the NSW Bible Society that Amity was printing 3 million Bibles per year for mainland China. Chow also outlined a plan to allow Bible distribution through a chain of government bookshops and claimed that house church Christians could buy Bibles from TSPM churches without having to provide personal identity information.

Pastors from both house churches and official TSPM congregations have reported to Compass a shortage of Bibles and other Christian materials in Beijing, the northwest, the northeast, and the southwest. Church growth in tribal areas also has created an urgent need for Bibles in minority languages.

 

Raids, Arrests Continue

Rights groups pointed to recent raids and arrests, however, as confirmation that Chinese authorities still restrict freedom of worship for local house church Christians.

Police raided a house church gathering in Tai Kang county, Henan province on Dec. 3 and arrested all 50 Christians, CAA reported on Thursday (Dec. 4). Public Security Bureau officers also raided another gathering of 50 house church believers in Xiji town, Zaozhuang city, Shandong province on Dec. 2, arresting 20 Christian leaders and demanding a fine of 2,500 yuan (US$365) per person to secure their release.

CAA also confirmed that police carried out multiple raids on house church gatherings in Beijing and in areas near college campuses in Hangzhou, Zhejiang province, from late September to early November, detaining leaders of the Local Church house church network. Four leaders in Zhejiang were sentenced to labor camp for 12 to 18 months.

Officers also arrested at least 400 Christian college students. After intense questioning, police forced each student to write a statement of repentance agreeing to forsake such gatherings.

Commenting on reports of persecution in China, Chow of Amity Press claimed victims were not true Chinese citizens, but Chinese with foreign citizenship who had entered China to carry out illegal activities.

“When we go to another country we must be law-abiding citizens of that country,” Chow insisted. “The law, whether you like it or not, says you can only preach in the churches, you cannot go on the street.”

Some house churches are actively seeking registration with authorities to avoid arrests and inconveniences, ENI reported in October. Such groups, however, prefer to register outside the CCC/TSPM structure, disagreeing that different Protestant beliefs can be reconciled under the TSPM as a self-described “post-denominational” umbrella organization.

House church members also object to the TSPM’s interference in congregational practices, according toe the U.S. State Department’s International Religious Freedom Report 2008. The report notes that many unregistered evangelical Protestant groups refuse to register with TSPM due to theological differences, fear of adverse consequences if they reveal names and addresses of church leaders or members, or fear that it will control sermon content.

 

Released from Prison

Responding to international pressure, officials on Dec. 2 released house church pastor Zhu Baoguo of Henan province, citing medical reasons. Authorities had raided a house church gathering on Oct. 12, arresting Zhu and four other leaders, before sentencing Zhu on Oct. 30 to one year in labor camp, CAA reported.

Officials also released house church pastor Wang Weiliang from prison on Nov. 25 for medical reasons, according to CAA. Authorities sentenced Wang to three years in prison in December 2006 for protesting the July 2006 destruction of Dangshanwan Christian church in Xiaoshan, Zhejiang province. Seven other believers were arrested at the time; authorities have released all but one, who remains in detention in Hangzhou.

 

A Breakthrough for China’s House Churches?

At last month’s symposium on Chinese house churches, officials from government research organs, scholars from government think-tanks and universities, independent researchers and an unprecedented delegation of six house church leaders from Beijing, Henan and Wenzhou attended.

At the groundbreaking conference, sponsored by the Minorities Development Research Institute of the China State Council’s Research and Development Center and the Beijing Pacific Solutions Social Science Research Institute and entitled, “Christianity and Social Harmony: A Seminar on the Issue of the Chinese House Churches,” participants discussed every aspect of the house church movement in China.

Statistics were a key issue, with most agreeing that the number of house church members was vast and rapidly increasing. Estimates ranged from 50 million to 100 million members of Protestant house churches, as compared with approximately 20 million members of registered Protestant churches.

Delegates were surprisingly bold in their discussion and criticism of China’s religious policy, and several put forward practical plans for the abolition of institutions such as the State Administration for Religious Affairs (formerly the Religious Affairs Bureau) and the Protestant Three-Self Patriotic Movement.

They also called for serious and ongoing discussions between the government and house churches, and Christian leaders called for the lifting of a ban on house churches and a review of restrictions on church registration and appointment of pastors.

Many participants agreed that the democratic management of house churches in accordance with the rule of law was a logical step to bring religious policies into line with China’s open-door economic policies.

While certain sectors of leadership may welcome these suggestions, others entrenched in the atheist system of the Communist Party were expected to balk at such reforms.

NEPAL: TERRORISTS TARGET INDIAN PRIESTS


Following murder of Fr. Moyalan, Christian leaders from India seeking protection.

KATHMANDU, Nepal, August 13 (Compass Direct News) – Father John Prakash Moyalan, the 62-year-old Catholic priest killed on July 1 by an underground militant Hindu organization in Nepal, might have been alive today – had he not been an Indian, according to the Himalayan republic’s Christian community.

With the law-and-order situation in the new republic plummeting since elections in April and relations with southern neighbor India becoming increasingly acrimonious, Christian leaders here said Indian Catholics in Nepal are facing a greater threat from Hindu extremists. The extremists blame New Delhi for the May 28 ouster of Nepal’s Hindu king Gyanendra Bir Bikram Shah Dev and the transformation of the world’s only Hindu kingdom into a secular state.

Father John Vianney, head of the Pastoral Animation Centre (PAC) in Lalitpur (located on the south side of the Bagmati River that separates it from Kathmandu), said PAC received five to six calls after the gunning down of Fr. Moyalan in Sirsiya town in south Nepal, the most volatile region in the country since the abolition of the monarchy.

“Fr. Prakash’s attackers took away his cellular phone,” Fr. Vianney told Compass. “Then they began calling the numbers stored in it, demanding money.”

Fr. Vianney himself took one of those calls.

“Are you a Nepali or Indian?” the caller asked the priest, who is from India’s Kerala state. “We are from the Nepal Defence Army [NDA], and we killed Fr. Prakash [Moyalan]. Our spies are everywhere. All of you are under surveillance. You better be on your guard.”

Nepal’s first bishop, Father Anthony Sharma, said he also received a similarly threatening call.

“Don’t engage in conversions,” the caller warned him. “Otherwise, we will chop you into little pieces.”

Most people who received the calls said the Nepali-speaking callers asserted that they were not against Christians. The jarring note came from their insistently as king if the recipients were Nepalese or Indian.

“The threats seem to have been directed towards Indians,” said Fr. Sharma. “Two more Indian priests, who had been working with Fr. Prakash in eastern Nepal on village development and education projects, also received warnings on the phone.”

Fr. Vianney estimated that there are about 40-45 Indian priests in Nepal. They are mostly from Kerala, Tamil Nadu, Karnataka, Goa and West Bengal. Indian priests, he said, are the softest targets.

“If a western priest comes under attack, his government will take it up immediately,” he said. “If a Nepalese priest is attacked, other Nepalese and the media will raise a hue and cry. But the Indian government doesn’t take up cudgels on behalf of its citizens in Nepal, and people feel they can be targeted with impunity.”

After Fr. Moyalan’s death, Christian leaders gave a report to the Indian Embassy in Nepal, but they said there has been no discernible official action.

“Police arrested five men, said to be members of the NDA,” said Fr. Sharma. “But we don’t know what happened after that.”

 

Threatening Calls

Fr. Moyalan’s murder marked a period of violence directed towards Christians and triggered growing fear in the community.

On July 18, 17 days after the attack at the Don Bosco School in Sirsiya in which Fr. Moyalan was killed, a bomb exploded inside the Protestant Jyoti Church in Banke district in southern Nepal.

Pamphlets left at the venue claimed the explosion to be the handiwork of the NDA.

Soon different Christian missions started receiving threatening calls. Alarmed Jesuits closed down the Don Bosco School and were on the verge of closing a second one, St. Mary’s School in Biratnagar, the home town of Nepal’s prime minister Girija Prasad Koirala.

Little is known about the NDA, a shadowy organization that hit the headlines last year when it claimed responsibility for a couple of minor explosions at the office of the former Maoist guerrillas in Kathmandu.

According to Nepalese weekly Ghatana R Bichar, it is run by a former policeman, who adopted the nom de guerre Parivartan, meaning “change.” The former policeman has claimed that NDA aims to re-establish Nepal as a Hindu kingdom and is training Hindu suicide bombers.

Parivartan also claims NDA has a large army of trained soldiers and has been putting together an arsenal of explosives, the ingredients for which are smuggled from India across the 1,800-kilometer open border.

Since the fall of the government headed by Gyanendra, the last king of Nepal, over two dozen armed gangs have been spreading terror in southern Nepal, the NDA among them. They are known to be involved in extortion, abduction and, at times, killings.

The NDA pamphlets left at the crime sites project a 21-point agenda, including restoration of Hinduism as the state religion, driving out all Muslims, putting an end to conversions, banning the slaughter of cows (considered a holy animal by Hindus) and a ban on having more than two children. The latter directive targets the Muslim population in southern Nepal, who consider family planning to be unlawful.

Anger grew among Nepal’s Christians over the government’s failure to provide security, and on July 28 Fr. Sharma held a meeting with home secretary Umesh Mainali in which he asked for police protection for Christian organizations.

“We received a letter from the Nepal Catholic Society,” said Home Ministry spokesman Modraj Dotel. “It was forwarded to the police headquarters for action.”

Now, the calls have stopped and people are rallying, said Fr. Sharma.

St. Mary’s reopened after students’ parents promised that they would provide security.

The Jesuits run 30 schools in Nepal and 40 social service centers. The beneficiaries are non-Christians from low-income households who have little or no access to education and health care. The projects are meant for mostly women and children.

About 2.5 percent of Nepal’s 25 million population are Christians. The majority – nearly 75 percent – are Hindus.

“Till parliament overwhelmingly declared Nepal a secular state, Christians, as non-Hindus, had been under some threat from the Hindu country,” said Fr. Sharma. “But threats don’t prevent us from carrying on.”

Fr. Vianney added a postscript. “Now we will be careful.”
